RESPONSE:
The concessionaire is required to improve the road prior to commencing tolling. This involves providing good riding surface and improved junctions including the provision of ancillary services such as lay-bys, restaurants, toilets, rest areas, streetlights, weighbridge stations, towing services, fuel stations and vegetation control. Such services may be provided from land granted by FGN to the concessionaire. FGN may also require that the concessionaire allocate roadside land to allow establishment of locally owned, small-to-medium business enterprises providing services to road users
