FG Decries Road Vandalism, Reaffirms Commitment to Record Completion of Abuja-Kano Expressway

The Federal Government has expressed deep concern over the rising cases of vandalism and misuse of newly constructed and ongoing road projects across the country, warning that such irresponsible acts threaten the lifespan and safety of critical national infrastructure.

Minister of State for Works, Hon. Bello Muhammad Goronyo, Esq., issued the warning on Saturday, 8th November 2025, during a holistic inspection visit to the Outstanding Sections of the Abuja–Kaduna–Zaria–Kano Expressway project, where he condemned the destructive activities of some hoodlums along the completed and active sections of the road.

The Minister, in particular, decried instances of individuals removing safety railings, damaging concrete pavements, or converting portions of the highway into refuse dumps and drying grounds—especially around the Jaji Bridge corridor in Kaduna State.

“Maintenance begins with discipline and public responsibility,” Goronyo stated. “We have observed people cutting through newly completed road sections or tampering with vital components. These acts of vandalism must stop immediately,” he warned.

In this vein, he urged traditional rulers, community leaders, and residents to take collective ownership of public infrastructure and ensure that such national assets are protected from misuse, adding that the government’s huge investments in road development must be safeguarded for future generations.

“The Renewed Hope Administration of His Excellency, Asiwaju Bola Ahmed Tinubu is committing enormous resources to the building of durable roads across the country. Every act of vandalism or road abuse undermines national progress and the deployment of taxpayers’ money to other critical national priorities,” the Minister emphasised.

Reaffirming the government’s resolve to complete the Abuja–Kaduna–Zaria–Kano Expressway within record time, Goronyo described the project as a flagship of President Tinubu’s Renewed Hope Agenda, designed to enhance trade, promote unity, and strengthen economic integration between the Northern and Southern regions of the country.

He disclosed that the Section I (Abuja-Kaduna) of the project, spanning 144 kilometres, is progressing steadily across several active sections - from Tungan Maje and Jere to Katari, Kakau, Gonigora, and Agogo Junction—with significant work already completed in drainage, reinforcement, and the construction of the shoulders.

“So far, about 26 kilometres of continuous rigid concrete pavement and 15 kilometres of binder and wearing course have been completed,” the Minister revealed. “The President has made it clear that funding will not be a constraint. It is now a matter of work and getting paid,” he informed the contractor, Messrs. Infiouest International Limited.

In line with the President’s directive for durable infrastructure, the Acting Director, Highways, Bridges and Design at the Ministry, Engr. Musa Sa’idu explained that the project design was upgraded from flexible (asphalt) to rigid (concrete) pavement, capable of lasting for about a century and withstanding the stress of heavy-duty and overloaded vehicles.

He further disclosed that a recycling approach is being used to strengthen the substructure, by mixing milled asphalt with stone base and cement to improve durability and minimize environmental impact.

Mr. Robert Turner, Senior Project Manager of the company, reaffirmed their commitment to engineering excellence and set a target, adding that work is progressing seven days a week, with plans to introduce night shifts to accelerate completion.
“We are determined to deliver this project ahead of schedule. The government has demonstrated exceptional consistency in funding, and we are matching that commitment with performance,” Turner assured.

Concluding the inspection tour at the additional location of the Kano end of the alignment, the Minister reiterated that the Abuja–Kano Expressway remains one of the most strategic road corridors in the nation, symbolising Mr. President’s unwavering commitment to infrastructural renewal, national security, and economic prosperity.

“This project is dear to the President’s heart. It is not just a road - it is a lifeline for trade, social and political integration, as well as national unity. Every Nigerian must play a part in protecting it,” Goronyo declared.

Earlier at the end of Section II (Kaduna-Zaria), which has been completed and handed over by the previous contractor, the
Minister detoured to inspect another ongoing construction work on the Unguwar Iliya-Bagudu-Kwantakaran-Tsiga-Bakori Road with Kadabo Bridge in Kafur Local Government Area of Katsina State. He expressed satisfaction with the progress of work, which has an approximate length of 17.3 kilometres, starting from Tsiga Town and passing through the Barde community. The scope of work includes the construction of a single carriageway and three reinforced concrete bridges.

Briefing the Minister on the Project, the Federal Controller/Engineers’ Representative, Engr. Muhammad I. Matinja and the Project Manager for Messrs. Halis Matrix Limited, Engr. David Omotosho expressed optimism about the progress of work, assuring that it will be completed on time and according to its design.

Works Minister Visits Zamfara Governor, Says Dualisation of Zaria - Gusau - Sokoto Highway on Course …..Umahi says no variation on 30% mobilization advanced to contractors “Mr. President has not stopped the dualization of Zaria - Gusau - Sokoto highway rather, the projects will be completed, and the design would even be improved upon.” “There were rumors that Mr. President has stopped this project and even the NNPCL tax credit; that is not the truth at all. In fact, he has given more life to the tax credit of NNPCL.” Adding “though the NNPCL projects are not funded by NNPC 100 percent. We still have a funding gap of over N2.7 trillion to get them completed”. The Honourable Minister of Works, Sen. Engr. Nweze David Umahi, CON, made the disclosure today at Government House Gusau when he paid a courtesy call on the Governor of Zamfara State, Dauda Lawal. Affirming the position of the Federal Government, he said “Mr. President has approved that we should take the funding gap to the National Assembly for approval. So, it's not just committed to the commitment of NNPC, but it's committed to the entire completion of the projects. Continuing, he said “he is the one that has asked us to visit this project, just like other ones, they are very important and key to Mr. President. Commending the contractor handling the Sokoto - Gusau road, Sen. Umahi said “we have not seen everything they are doing, but the little we've seen is excellent. in fact, that project, the neatness and quality looks excellent”. Explaining the delay in the progress of work, Sen. Umahi disclosed that “my directive was what slowed down the job. But I have redirected having come and examined the projects.”, he reassured his audience.” On the issue of payment of compensation to those affected by the dualization of the roads, the Honourable Minister called on the relevant State Government to follow the commitment of Sokoto State which has agreed to settle all payments regarding compensation to the people concerned. Meanwhile, the Honourable Minister, while speaking to some journalists along the Gusau - Funtua Road, after inspecting the ongoing work by Setraco, warned contractors that there would be no variation on 30% mobilisation advanced to them. According to him “the contractors must know that I will never pay variation on mobilized funds or works that are delayed.” “Because if we do not obey the timetable, inflection and time will catch up with us.” Stressing “it’s the Federal Government that is losing. That's why if we have little money to complete the project and we prolong it, then the Federal Government is unable to further source for funds”, he reasoned. During his remarks, the Governor of Zamfara State, praised the vision of President Bola Tinubu for the road sector, noting the commitment of the Honourable Minister has truly helped to realize Mr. President’s goals. He expressed his joy about the news that the construction of the Zaria - Gusau - Sokoto was still on course. He therefore pledged the support of his administration to the Federal Government, while requesting Sen. Umahi to look into the rehabilitation of Gusau-Dansadau road. Sen. Inspection of Ongoing Federal Roads Rehabilitation in Northwest Zone: We Know Concrete Road Technology Will Be A Huge Success, Says Works Minister …..BUA Cement restates commitment to reduction in price We know that concrete road technology is going to be a huge success for the benefit of our people, says the Honourable Minister of Works, Sen. Engr. Nweze David Umahi, CON. According to him, we are sure that utilizing concrete road technology is the right decision and so we have not made any mistakes insisting that concrete road technology should take its root, especially in some of these key projects.” The Honourable Minister disclosed this today in Sokoto while fielding questions from journalists after the inspection BUA Cement facility which is part of his inspection of ongoing rehabilitation of highways in Sokoto State. Speaking on his visit to the State, Sen. Umahi disclosed that “first, I'm here to inspect as you know, a very ambitious road project being embarked upon by His Excellency, the President of the Republic of Nigeria, Senator Tinubu Ahmed. He added that the Federal Government was “constructing 372 kilometers of roads, multiplied by two, which means its dualization. One road is an existing one, which we are doing complete rebuilding, and then a brand-new road, again, of 372; a total of 744 km roads. The Honourable Minister revealed that “Mr. President wants this road very fast, but wasn't too sure if we can get the volume of cement to use. So, we are constructing the first 372 kilometers running from Kaduna, Zaria, Zamfara, to Sokoto, with asphalt as the carriageway, and then the shoulders will be concrete”. Adding that “but the entire new lane, carriageway, will be constructed with concrete.” Stressing the agenda of President Tinubu for the road sector, Sen. Umahi reiterated that “I know very well that Mr. President's still desires that the public should get something much better. And he's giving all the support, so we still expect that you will fulfill the promise you made to Mr. President as we're going back to the status quo so that the public can benefit. “The very massive housing project Mr. President has embarked upon will definitely see the light of the day. And also, the massive road construction Mr. President has embarked upon will also benefit from this initiative.” Commenting on his impression of facility tour of BUA Cement, Sen Umahi said “So we have gone there, we have seen, and it's quite amazing, the complexity of the cement factory of BUA in Sokoto.” “We saw very organized industrial setup, no single dust. There was no need to use a nose mask. There was no loitering of workers, everything being in automation.” While speaking to journalists about the cooperation of BUA Group with the Federal Government on the reduction of price of cement, the Group Executive Director, BUA Cement, Alhaji Kabir Rabiu while thanking the Minister, told them his company stands by their commitment made to the Federal Government two weeks ago. He said further that “then we gave a commitment, not only on the pricing, but also on additional capacity to go to the market, reassuring that with 165 additional trucks on a daily basis from our Sokoto cement allotment, we're putting almost 400 trucks by day of cement into the market.” “We believe this additional capacity is going to have a serious positive effect on the supply and demand issue in the country, he emphasized. He reaffirmed that “we also gave in our commitment that we don't believe cement should sell more than 7,000 Naira anywhere in Nigeria. He thus promised that “we will continue to do our best to support this administration, to support Mr. President's agenda in ensuring that Nigerian economy is back on its feet and is doing so much better than it is doing at the moment.” On his part, the Senate Chairman of Committee on Housing, Senator Aminu Tambuwal noted that cement product is very critical and a major component towards delivery of housing projects by the Federal Government by state governments and even by the private sector in our country. How Sen. Umahi's Extra-Ordinary Project Supervision Power and Zero Tolerance for Waste Resonate in the Delivery of a Quality and Enduring Road Infrastructure Nationwide …..Last Inspection Visit to Enugu and Abia and Port Harcourt in Focus 1. As the appointment of an ingenious civil engineer, accomplished captain of industry and seasoned public administrator of many years standing as Works Minister by the President of the Federal Republic of Nigeria, His Excellency President Asiwaju Bola Ahmed Tinubu, GCFR continues to receive commendation from Nigerians, the Hon. Minister of Works, H.E. Sen. Engr. Nweze David Umahi CON has continued to justify the confidence reposed on him. 2. This is evident in the innovations he introduced in road construction, maintenance, and management as well as concrete technology; his initiatives on project scoping and design, extra-ordinary contract negotiation powers, and precision; his new policy on having a COREN registered Engineers on project sites, working with the State Government's Works department for joint evaluation of projects awarded by Federal Government within the boundaries of their States and a thorough inspection of all projects embarked upon by the Federal Ministry of Works. The Hon. Minister of Works is a man who matches words with action. Since he came on board, he has continued to make it a point of duty to inspect ongoing projects, and the people are already seeing the difference, and this underscores the fact that Mr. President means business. The last project inspection visit of the Honourable Minister of Works was to road projects in Rivers, Abia, and Enugu States, which he inspected between 16th and 18th February 2024. 3. In the last inspection visit, the first port of call of the Honourable Minister was the dualization of East- West Road Section 11(Sub- Section 11) Ahoada- Kaiama (Rivers/ Bayelsa States) handled by Rock Result on three flood prone locations. The Honourable Minister, who arrived at the project site at about 6pm, commended the company for complying with specifications. He said, "........" This was also the impression expressed by the Senate Deputy Whip and member Senate Committee on Public Accounts, Distinguished Sen. Barr. Onyekachi Peter Nwaebonyi. "......" 4. The Honourable Minister continued his inspection visit the following day to see the ongoing upgrading of the section of the East- West Road section 111, from Eleme junction to Onne junction in Rivers State, handled by Reynolds Construction Company Nigeria Ltd where he commended the improvements made by the company on the work specification. He tasked them with having a milestone performance before the rainy reason. "The Hon. Minister also made a stop over at Koroma Tai Local Government Area of Rivers State to solidarize with the Senate Committee Chairman on Works, Distinguished Senator Mpigi Barinada, PhD on his thanksgiving service in celebration of his successful election into the Senate. The programme which had in attendance who is who in the 10th National Assembly to have a feedback on the excitement of the people of the area on the quality of job done in the ongoing project in the area. 5. On the 18th day of February 2024, the Hon. Minister of Works covered five project locations along the Enugu- Port Harcourt Highway. He first visited the rehabilitation work at Enugu- Port Harcourt dual carriageway section 4(Aba- PH) handled by China Civil Engineering Construction Corporation (CCECC). At the project location, the Hon. Minister frowned at the slow pace of work and the inability of the company to mobilize effectively to the site. He therefore directed the Ag. Controller of Works Rivers State to follow due process and issue 14 days Termination Notice within which if the company fails to mobilize, due process would be followed to terminate the contract. The Hon. Minister proceeded to the Aba axis of the expressway where he stopped over to inspect the Rehabilitation and Reconstruction of Enugu- Port Harcourt dual carriageway section 2, Umuahia Tower- Aba Aba Township Rail/ Road Crossing in Abia State. The Hon. Minister commended the speed and quality of job done and urged them to keep it up. ""....." This was followed by his inspection of the Rehabilitation of Enugu- Port Harcourt Expressway Section 3, Enugu- Lokpanta handled by CGC. The Hon. Minister also appreciate the progress of work "........" He ended the inspection with a visit to the rehabilitation work at the collapsed bridge site at the New Artisan Bridge near NNPC mega fillings station Enugu Capital City, Enugu State and the construction of 23 Span flyover Bridge project at Eke-Obinagu Junction (NNPC Depot), Along Enugu Abakaliki Road, Enugu State to decongest movement of gridlock in southeast. Meanwhile, the CCECC has been issued with the notice to fully mobilize to the site by the Controller of Works, Rivers. It is expected that by the time the Honourable Minister comes back in the nearest time, the company would have substantial work. Road infrastructure development across the nation is having commendable improvement. Nigeria will soon see that Mr. President means business with Nigeria's prosperity. ...

Perm Sec Works Appeals Against Destruction of Public Utilities

The Permanent Secretary, Federal Ministry of Works and Housing, Babangida Hussaini has appealed to the public to desist from destroying public utilities, imploring them to help the government in it's effort to preserve them for the good of the nation.

Hussaini gave the warning over the weekend during a routine inspection of the ongoing Abuja - Kano road project and coincidentally saw some women burning tyres under the bridge of a railway crossing along Zaria-Kano section of the expressway.

He queried " where are you destroying our bridges, our roads and public utilities, this is putting the government and public life in danger "

The Perm Sec was on inspection of the ongoing reconstruction work of the road when he suddenly saw some women burning tyres under the bridge of the railway crossing along Zaria-Kano section of the road and suddenly braked to address them.

Hussaini told them that their action was putting the citizens life in danger and a waste of resources of the government, thereby drawing back the efforts of President Muhammadu Buhari at providing quality road infrastructure for the good of Nigerians.

While expressing his visible anger, he also sounded a strong warning to them to desist from such activities henceforth. He implored them to see government's properties as their personal property so that they protect and preserve them jealously.

In their reactions, one of the women caught in the act said that, they only saw some other people burning tyres under the bridge and that they only joined without knowing the implication.

She expressed regrets over their actions, telling the Perm Sec and his entourage that "we have to obey our leaders"

On behalf of the Honourable Minister of Works and Housing, Babatunde Raji Fashola, SAN, Honourable Minister of State, Engr. Abubakar D. Aliyu, FNSE, the Permanent Secretary, Mohammed Bukar and the Management of the Federal Ministry of Works and Housing, I warmly welcome you to the Technical Session (Meeting of Officials) at the Eight (8th) Meeting of the National Council on Lands, Housing and Urban Development.

2. The theme of this year’s Council Meeting, “Housing Development and Consumer Credit as Strategies for National Prosperity” was carefully chosen in recognition of government’s new initiative to generate more jobs and create wealth for Nigerians through the mass construction of affordable housing units.

3. As we all are aware, housing is one of the fundamental human needs and a veritable indicator of standard of living in every society. However, housing deficits exist in almost all the countries of the world, either in the form of shortages in supply or affordability gaps.

Housing is of supreme importance to man and one of the best indicators of a person’s standard of living and his place in society. However, at no point has it been adequately supplied either quantitatively or qualitatively.

4. Permit me to highlight that various factors are responsible for preventing effective housing development, some of which include lack of secure access to land, high cost of construction, limited access to finance, bureaucratic procedures, high cost of land registration and titling, uncoordinated policies and implementation at both Federal and State levels, ownership rights under the Land Use Act, lack of critical infrastructure, affordability gap, and inefficient development control, etc.

5. In order to comprehensively address the challenges of housing development for sustainable economic growth, there is the need to develop a holistic strategy that will involve all tiers of government and the private sector. Considering the fact that the private sector has displayed flexibility and potentials in housing development as it is prevalent, internationally. I want to assure you that the federal government would continually work towards fine-tuning its policies and programmes towards creating an enabling environment for greater participation of subnational governments and the private sector in housing development.

6. It is worth noting that, the present Administration is mindful of the challenges of ‘access to credit’ encountered by the Low- and Medium-Income segments of our society in the pursuit of home ownership. Government is also aware that land acquisition poses a major hindrance to effective housing delivery. Thus, all processes that would ensure proper harmonization of the various procedures and instruments of land acquisition/transfer across the country are currently being addressed.

7. The Ministry through its agencies is working tirelessly in collaboration with the Office of the Head of Civil Service of the Federation, the Nigeria Labour Congress (NLC), Trade Union Congress (TUC), Cooperative Societies as well as the Nigeria Employers’ Consultative Association (NECA) towards the development and delivery of affordable housing to the low-income workers in the formal sector. Furthermore, our Agencies are also developing initiatives to incorporate micro-enterprises, such as agro-allied ventures into the housing scheme with a view to generating more employment opportunities thereby creating wealth for beneficiaries to repay their loans at ease

8. It is interesting to note, that the Federal Mortgage Bank of Nigeria’s single digit interest rate of 6% on mortgage and home renovation loans is the lowest, compared to what is obtainable in the open market. The Bank has concluded various initiatives to make shelter more accessible and affordable by the reduction of equity contribution for National Housing Fund mortgage loans to 0% for loans of N5 million and below, while loans of N5 - N15 million attract only 10% down payments.

9. In addition, the ‘Rent-to-Own’ initiative eliminates equity contribution and payment of mortgage perfection fees, which accounts for up to 20% of mortgage transaction costs. Under a simple rental arrangement, an individual gains immediate access to a housing property while the monthly rent is accrued to serve as equity build-up towards ownership of the property.

10. As you are also aware, the ongoing National Housing Programme across the federation is an initiative specially designed to encourage local manufacturers, professionals, artisans and craftsmen towards enhancing employment and wealth creation. The Housing Programme only allows the use of home-grown building materials and components in the construction of the houses except where it is established that the component cannot be produced locally or production capacity is inadequate.

11. Ladies and Gentlemen, in recognition of the widening income gap in our society, the present administration has provided an array of safety-nets through the National Social Investment Programme (SIP), targeted at providing support to over 12 million needy Nigerians by giving relief and assistance to children, unemployed youths, the weak and vulnerable as well as small/medium entrepreneurs (SMEs) to mitigate the adverse effect of poverty. Let us also use this platform of the National Council to harvest ideas and develop some stringent strategies for employment generation and wealth creation through the built industry.

12. I, therefore, urge all stakeholders, here present, to make meaningful contributions on the memoranda submitted to enable the federal government formulate and strengthen policies that would facilitate more home ownership amongst Nigerians, especially the low- and -medium income earners.
