PRESIDENT TINUBU REITERATES COMMITMENT TO QUALITY INFRASTRUCTURE DELIVERY AT THE 34TH COREN ENGINEERING ASSEMBLY

President Bola Ahmed Tinubu, GCFR, has reaffirmed the Federal Government's unwavering commitment to strengthening engineering regulations, promoting quality infrastructure, and safeguarding public safety across Nigeria.

Represented by the Honourable Minister of Works, *Engr. David Umahi, CON, FNSE, FNATE *, while declaring open the 34th COREN Engineering Assembly, the President described the Assembly’s theme, *"Advancing Public Safety in Nigeria through Strategic Engineering Regulatory Enforcement and a Tiered Sanctioning Regime,"* as timely and relevant to the nation’s developmental aspirations.

The President stated that engineering remains the backbone of national development and that effective regulatory enforcement is essential for protecting lives, ensuring quality infrastructure, and restoring public confidence in the engineering profession.

He stressed that regulations are not intended to punish professionals but to protect public interest, noting that *” no road, bridge, or building is more valuable than human life.”*

President Tinubu assured participants that his administration remains fully committed to completing the four (4) Legacy Road Projects across the six geopolitical zones, under the Renewed Hope Agenda. He described them as strategic investments that will transform the nation’s economy, improve connectivity, and stimulate sustainable development.

The Honourable Minister of Works commended the Council for the Regulation of Engineering in Nigeria (COREN) for choosing an apt theme that aligns with the Federal Government’s vision for quality infrastructure delivery and adherence to public safety.

He noted that engineering is a profession where mistakes can cost human lives, emphasising that, unlike many other professions, there is often no opportunity for appeal after a structural failure. He, therefore, called for stronger regulations, strict enforcement, and effective sanctions against unqualified practitioners and professionals, who compromise ethics and standards.

Engr. Umahi stressed that site engineers must discharge their responsibilities professionally and should never allow contractors to dictate engineering decisions. He urged Council to strengthen its disciplinary mechanisms, similar to other professional regulatory bodies, to ensure that only qualified engineers are allowed to practice.

The Minister highlighted the achievements of President Tinubu’s administration, especially the ongoing Legacy Road Projects spread across all the geopolitical zones, designed to improve economic integration, enhance national security, create employment opportunities, and stimulate investment.

He expressed confidence that with continued discipline, transparency, and adherence to engineering ethos, Nigeria’s infrastructure deficit would be significantly reduced within the coming years.

Presenting the *Keynote Address* on behalf of the Honourable Minister, the *Permanent Secretary, Federal Ministry of Works, Mr. Rafiu Adeladan,* stated that the Renewed Hope Agenda places infrastructure development at the centre of Nigeria’s economic transformation. He explained that the Ministry is implementing four major Legacy Projects across the geopolitical zones to connect communities, promote commerce, improve national integration, and encourage investment.

The Permanent Secretary emphasised that quality assurance, competence, professionalism, and independence amongst stakeholders remain fundamental requirements for sustainable infrastructure development. He urged engineers to uphold ethical standards, comply strictly with engineering regulations and best practices, and strengthen resilience through adherence to due process

The Chairman of the occasion, *Alhaji Aliko Dangote, GCON,* represented by *Prof. Hassan Umaru* described the Assembly as timely and significant, noting that engineering excellence remains the foundation of public trust, industrial competitiveness, and national development.

He observed that every infrastructure project must be executed according to approved standards and maintained throughout its lifespan. Drawing from the experience of the *Dangote Refinery* project, he explained that rigorous engineering design, quality control, technical discipline, and strict compliance with standards were critical to its successful delivery.

The Chairman called for sustained excellence within the engineering profession and urged COREN to continue strengthening regulatory frameworks, while enforcing disciplinary measures against erring practitioners, in order to safeguard lives and property.

In his *Welcome Address,* the *President of COREN, Engr. Prof. Sadiq Zubair Abubakar, FNSE,* outlined the Council’s statutory responsibility of regulating engineering education and practice in Nigeria, in line with international standards and recommended practices.

He explained that engineering graduates are expected to undergo mandatory industrial training before participating in the National Youth Service Corps (NYSC), describing practical exposure as critical to professional competence.

Prof. Abubakar further disclosed that COREN has successfully introduced digital verification and enforcement systems to improve transparency, eliminate fraudulent practices, and strengthen regulatory compliance.

He assured members that the Council would continue to uphold integrity, professionalism, and accountability, while addressing attempts by some practitioners to circumvent established standards. According to him, engineering regulation must remain transparent, sustainable, and effective in preventing infrastructure failures across the country.

In his introductory remarks, *Prof. O. A. U. Uche* emphasised the importance of sustaining quality infrastructure development through continuous improvement in engineering practice. He described infrastructure development as a collective responsibility requiring collaboration among government, professional bodies, academia, industry, and private sector stakeholders. In this vein, he, therefore, called for stronger synergy in advancing engineering excellence and national development.

The *Honourable Minister of Innovation, Science and Technology, Dr. Bosun Tijjani*, stated that science, technology, and engineering remain critical drivers of economic growth, innovation, and public safety. He pledged continued collaboration between the Ministry and engineering regulatory agencies.

Representing the Nigeria Governors' Forum, the *Governor of Plateau State, Barr. Caleb Mutfwang,* opined that engineering is one of the most respected professions globally and emphasised the need to create an enabling environment for engineers to thrive, while sustaining public safety and economic development.

The *National Chairman of the All Progressives Congress (APC), Professor Nentawe Yilwatda*, commended COREN for its achievements in regulating engineering practice. He described engineers as the backbone of national development and praised the Federal Ministry of Works, under the leadership of Engr. David Umahi for the remarkable progress recorded on the four Legacy Road Projects and others across the six geopolitical zones.

He congratulated the Ministry for its commitment to quality infrastructure and affirmed that Nigerian engineers continue to distinguish themselves through professionalism and excellence both nationally and internationally.

Road Completion: Nigerians Should Be Proud Of Loko Oweto Project- Fashola The Honourable Minister of Works and Housing Mr Babatunde Raji Fashola, SAN affirmed that the “ Loko- Oweto bridge is 200 metres longer than the 2nd Niger Bridge , how many African countries are able to do this ? Nigerians should be very proud of this project”. He made this remark during the pre–inspection of the bridge for commissioning in Nasarawa State . Fashola further remarked “In January I was here to asses the level and progress of work so far done and at the end of March. I am here today when the contractors indicated that they have completed work and all our officers reported it as well , they deserve commendation from Nigerians for the job.” The Minister said “this is the bridge that crosses river Benue and links the North to the South , adding that “ the bridge will reduce travel time , it will reduce travel cost and greatly enhance the ease of doing business” Speaking further, Fashola said the report of this working visit to the site of the bridge would be sent to the Presidency where the date of the commissioning of the bridge would then be decided. While commenting on the Lagos – Ibadan road , the Minister appealed for continuous perseverance and understanding of all road users, as traffic had to be diverted during construction adding that the road is among the busiest in the country, he told journalists that the Lagos – Ibadan road would be completed in April of 2023 as planned , in addition , he also said that in May of 2023 the 2nd Niger bridge would be commissioned and opened to the traffic as well. The Federal Controller of Works Nasarawa State , Mr Idah Daikwo who accompanied the Minister on the inspection of the Loko Oweto bridge said “ the speed of completion and quality of works on the bridge is second to none , I commend the Honourable Minister for this laudable Legacy project” ...

FG Completes and Hands Over Internal Road Project at Akanu Ibiam -Fed Poly …. School Filled with Excitement and Commendation The Federal Ministry of Works and Housing has rehabilitated and handed over a 2-kilometre internal road to Akanu Ibiam Federal Polytechnic, Unwana Afikpo in Ebonyi State, to ease movement and make teaching and learning conducive for lecturers and students on campus. Speaking at the official handover ceremony of the rehabilitated road to the school management in Afikpor, the Honourable Minister of Works and Housing, Babatunde Raji Fashola, SAN revealed that the ministry had successfully intervened in 64 internal road projects in various federal tertiary institutions across the nation as at January 2023 and a total of 38 numbers still on going and at different stages of completion. Fashola who was represented by the Federal Controller of Works Ebonyi State, Engr. Steve Oluwadun said that the intervention work aimed at improving quality of education was gradually bridging the gap of our infrastructure needs in our tertiary institutions. ‘’ The gap of our infrastructure needs is steadily being bridged by a gradual process of repairs, renewal and construction on major highways and it has reached the school”, he said. The Minister described the project as an investment in education and noted that over 46 of such internal road projects have been handed over in some other universities and tertiary institutions across the nation. “The quality of education will be impacted by the quality of infrastructure and the learning environment and those who doubt it should simply listen to some of the feedbacks from students in the schools where this type of intervention has taken place. He disclosed that during the reconstruction of the road at Akanu Ibiam Federal Ploy, 35 persons were employed, thus contributing to the job creation initiative of President Muhammadu Buhari’s administration. Fashola urged the institution's authorities to ensure proper use of the road, while embracing a proper maintenance culture. Earlier in his address, the Rector Akanu Ibiam Federal Polytechnic, Uwana Afikpo, Dr. Felix Attah, expressed appreciation to the Federal Government and described the road intervention as laudable and commendable. The Rector added that it would ameliorate the suffering of staff and students, improve the quality of education, more so the learning environment. Represented by the Deputy Rector Academics, Dr. Ezichi Kalu also requested for more interventions on the deplorable roads in the campus and pledged to provide the needed co-operation and environment during such intervention works to accelerate the smooth movement of people as well as reduce accidents rate within the polytechnic community. During an interview session the Public Relations Officer of the Institute, Mrs. Samuel Nwamaka who was full of excitement thanked the Minister for considering the school among the beneficiaries of internal road infrastructure across tertiary institutions in the country. She noted that the road has given aesthetic value to the school and made trekking into the school less tasking. Delivering the Vote of Thanks, the Dean School of Environmental Design and Technology, Surveyor, Iduma Aka Ibiam expressed gladness over the road intervention project by the Federal Government, saying that the road construction has brightened and bloomed the school environment. College Provost Commends FMWH for Another Intervention .....Says College's Staff quarters built by FMW in 1974 Provost of the Federal College of Education, Pankshin, Plateau State, Dr A.B Cirfat has commended the Federal Ministry of Works and Housing for yet another intervention in the College. The provost, spoke during the formal handing over of 1.04 km internal road rehabilitated by the Federal Ministry of Works and Housing in the Federal College of Education, Pankshin. Dr Cirfat revealed that it was the same Federal Ministry of Works and Housing that built the College’s Staff quarters in 1974 when the College was established. " The major intervention when the College was established in 1974 was by the Federal Ministry of Works and Housing that built the Staff quarters. The buildings still carry the inscriptions of the Federal Ministry of Works and Housing " he said In his hand over address, Works and Housing Minister, Babatunde Fashola stated that, the importance of infrastructure to learning environment and quality of education cannot be under estimated, hence the Federal Government has remained committed to bridging the infrastructure gaps in the country, including those of institutions of learning. He said " It is undebatable that the quality of education will be impacted by the quality of infrastructure and the learning environment" Fashola was represented at the occasion by the Federal Controller of Works in Plateau State, Engr Usman Abubakar Accordingly, the Minister explained that government was steadily bridging the infrastructure gap by a gradual process of repairs, renewal and construction on major highways, which had now reached the schools. He revealed that the Federal government has provided 83 internal road intervention projects in various Federal tertiary institutions across the country and the completed ones were being handed over now, of which FCE Pankshin is among. The road projects according to Fashola, benefited not only the students and the institution's community but also provided jobs for youths, stating that 34 people were employed in the process of the rehabilitation of the road in the FCE Pankshin. The College Provost who was represented by Deputy Provost, Dr (Mrs) Christiana Zumyil appreciated the Ministry of Works and Housing for always remembering the College, saying that, the entire College Community were excited with the project. " The entire College staff and students are grateful to the Federal Ministry of Works and Housing. We appreciate the Ministry for always remembering the College by coming to our aid whenever we needed it" he said Dr Cirfat said that the rehabilitated road has now given the College a new good look, urging the Ministry to still come to the aid of the College by building shoulders of the main road across the main gate in order to stop further damage of the road during the raining season. In his remarks, the College Director of Works, Arc Miri Gofer commended the speed with which the rehabilitation work was carried out, saying that the work has really eased traffic in the college. He also commended the first major intervention, building of staff quarters by the federal Ministry of Works when the College was established in 1974, urging that the remaining internal roads in the college would also be considered in the next intervention Master Betfa Innocent, an NCE 2 Student of Business Education described the road intervention in the College as face saving for the College Community, saying that movement in and out was now much easier. Master Innocent thanked the federal government and the Minister of Works for such great concern and action in the College The 1.04 km road in the FCE Pankshin links the Academic area in the College with the administrative block, Convocation square, staff quarters and student’s hostel. ...

FG Woos Investors To Increase Housing Stock

The Honourable Minister of State for Power, Works & Housing, Surv. Suleiman Hassan Zarma, mnis, has said that Federal Government will not relent in its efforts toward providing enabling environment for genuine investors to invest in the Housing Sector of the economy. He added that this will in effect radically increase the housing stock and bridge the Country’s housing deficit.

The Minister, who represented the Vice President at 2017 Housing Summit Conference organized by Housing Circuit Magazine in collaboration with the Senate Committee on Lands, Housing and Urban Development, noted that the theme of the Conference: Addressing Housing Stock Deficit in Nigeria requires a holistic view.

Suleiman informed the gathering that the Federal Government, through the Ministry is taking the lead on Lands and Housing reforms to make land readily accessible and provide shelter for the teeming Nigerian population.

The Minister commended the organizers of the conference and urged participants to focus more on the challenges facing the housing sector of the economy. He enjoined them to come up with strategies aimed at repositioning and reinvigorating the facilitation of affordable housing delivery in the country.

Earlier, the chairman Senate Committee on Lands, Housing and Urban Development, Sen. Barnabas Gemade remarked that the Conference is coming at time President Buhari’s led Administration has put in place an increased public mass housing programme that covers the 36 States of the federation, adding that this is the first action by any Government since the Shagari Administration of Mass Housing Scheme of 1979.

According to Gemade ‘’with an upward review from 35 billion naira budgetary provision in 2016 to 40 billion in 2017 budget, one would be safe to say that President Buhari is tackling housing challenges, but this is to some extent, as more needs to be done.’’

In his goodwill message, the chairman of the occasion and chairman Dangote Group of Company, Alhaji Aliko Dangote represented by Executive Director, Stakeholders Management Services, Engr. Mansur Ahmed stated that the housing sector is one of the most critical sectors to the nation’s economy, adding that the importance of this sector cannot be overlooked as it is one of the major indicators of underdevelopment.

He challenged key stakeholders in the built industry to come together and share experiences, knowledge and perspectives that will bring lasting solution to the problem of housing deficit in the country.
