


Umahi Inspects Sections One and Two of Abuja–Kaduna–Kano Road Project The Honourable Minister of Works, Senator David Umahi, CON, FNSE, FNATE, has carried out an inspection of Sections One and Two of the Abuja–Kaduna–Kano Road project, reaffirming the Federal Government’s commitment to delivering durable infrastructure to Nigerians. Speaking during the inspection today 20th September, 2025. The Minister has reaffirmed the commitment of the administration of President Bola Ahmed Tinubu GCFR, to delivering durable road infrastructure that will stand the test of time. We are constructing roads that will last for 100 years — roads designed with modern engineering standards, durability, and sustainability in mind. These projects are for the future of our children and the prosperity of our nation,” the Minister said. The Honourable Minister of State for Works, Mohammed Bello Goronyo Esq, state that the Abuja–Kaduna–Kano Road is one of Nigeria’s most strategic transport corridors, linking major cities, facilitating trade, and enhancing the movement of people and goods across the North and beyond. The Federal Ministry of Works reiterates its resolve to deliver a world-class, durable road that will stand the test of time. Accompanying the Minister, the Director of Highways, Construction and Rehabilitation, Engr. Clement Ogbuagu, acknowledged that while good progress has been made on Section One, some delays persist, particularly in Section Two where only about 3% completion has been achieved against a 40% target. He emphasized the need for contractors to deploy more equipment to meet delivery timelines. Engineer Representing Works on the construction of Abuja-Kaduna- Highway, Engr. Chukwuma Kalu disclosed that Section One, which covers 40.5km (dual carriage on concrete pavement), has recorded significant progress. Of the total stretch, 22km have been completed on both sides, with work actively ongoing on other portions. He further noted that the 17.3km Kano section and the 6.63km dual carriage airport access road have both achieved major milestones, with the airport road already completed and awaiting commissioning. Umahi Announces Intention of Works Ministry to Face Dualized Roads .....We have N431B ready for contractors– Minister of Works The Honourable Minister of Works Engr David Nweze Umahi has announced the Ministry’s intention to focus on most of the dualized roads across the country. He said, “Why we are here now is to announce our intention to face most of the dualized roads in the country.” The Minister made these remarks while meeting with all contractors handling road dualization projects and all zonal Directors of the Ministry at the Ministry's Headquarters office in Abuja, today. “I want to remind you that Nigerian National Petroleum Corporation (NNPC) is funding 50% percent of the contract sum and that funding goes up to 2025, “he said. Umahi said “we have N431B of money that is ready for contractors to clear but there is no certificate for it , if you are doing a job under Phase 1, make effort to make claims , if your job involves augmentation go back to your Regional Director for understanding before I sign the certificate , any certificate I sign now , I have to take account for it even when I have left office “. The Minister tasked the contractors to stick to one lane if their job has not gone up to 50% completion; he said he had also come up with Performance Bond meaning that all new projects would be guaranteed for 10years. He urged all contractors that have built roads that cannot last up to ten years to write to the Ministry to either stop work or rebuild the road to last 10years, the Minister warned contractors that he would not listen to stories of failures on the roads due to overloading, he enjoined all the contractors to cooperate with him on building roads with concrete technology as it was done both in India and Singapore. Earlier, Engr. Umahi told the contractors and stakeholders to key into the Renewed Hope Agenda of Mr President, he said this Administration has 18,000kilometre of roads and inherited a contract sum of about N14.1 trillion and out of which N4trillion is being paid in all those projects, some of the projects have lasted between 10 to 20years. The Minister said some contractors have jerked up the contractor sum by hundred percent and that is the reason they are not getting paid. “We are going back to the original concept of the projects and the necessity of any additional works and also see how we get a fair deal, expecting an endorsement from the Ministry of what is not acceptable to Nigerian Society of Engineers is not possible “The Minister said. FG To Review All Road Projects with Augmentation - Umahi Minister of Works Sen. (Engr). David Nweze Umahi has made it known that he will review all projects having augmentations. He made this statement while granting an interview with Pressmen during the Inspection tour of the reconstruction of Bende - Ohafia - Arochukwu road section I in Abia State on Thursday September 7, 2023. The Minister explained why he wants to review the projects, though not as proof, but because he wants to have the knowledge why a project is being reviewed. His words " I have directed that all the regional Directors will work with my team of consultants to review all the projects that are having augmentation. It's not a proof but l want to answer many questions about a project for example project awarded in many number of years for say 2 billion is now ten billion l should be able to answer that. " I seek for knowledge to know why projects are being reviewed, whether it will ever have augmentation, l want to unravel the augmentation even though BPP would have approved it. if I feel the augmentation is not necessary, I will bring down the cost. He added. Umahi said that the review of the augmentation is to also help him to answer Mr President, the National Assembly, the Nigerian masses and the Press so he will be able to defend what ever augmentation that arises. While answering questions on whether the success story of his Ebonyi state advocacy on concrete technology being replicated across the country will be supported, he said, that depends on the stability of the road for instance in the Northern part of the country the use of asphalt can be used but not in all situations. " Depending on the stability of the road like in the North we can do asphalt, but that is not to say concrete cannot be used. With asphalt in the Northern part of the country, that will last for ten years, if you use concrete it will last for fifty years". Engr. Umahi expressed happiness with the pace of work in the areas that the contractor is handling. Speaking earlier, the contractor, M/S HARTLAND NIG. LTD. explained that the contract was awarded in 2020 with total number of forty-five kilometer and they could only conclude on 4km of the road. ...
Umahi To Collaborate with South-East Governors in Road Infrastructural Development of The Region. The Honourable Minister of Works, Senator Nweze David Umahi has expressed optimism that collaboration with the South-East Governors will transform the region’s road infrastructural development, thereby bringing an end to the perennial issue of failed roads and none motorable roads in the region. Umahi made this statement when he paid a courtesy visit to the Governor of Abia State, Dr. Alex Chioma Otti and his counterpart, the Governor of Enugu State, Barr. Peter Ndubuisi Mba respectively during his ongoing inspection tours of Federal Road projects in the region. The Minister at each visit listed and narrated all the federal road projects in the state and pleaded for collaboration and synergy to getting the work done which he says will bring development and boost socio-economic and commercial activates in the region. “We have 11 federal road projects ongoing in Abia state and up to ten in Enugu state and all of them are going on well, some are on Tax credit Scheme, while others on MTN sponsorship, some others on Sukuk, they all have funding and the ones on budget we will do something about it to make sure the roads are put in use for our people, get us informed if you notice anything wrong and I suggest the appointment of an SSA on federal roads, this will help to get you informed well on any issue that may delay work” He said. Umahi took time to explain to them FG's new proposal on what it calls Brown Field and Green Field Projects which he noted will bring to an end the issues of dragging for refund on money spent by state government in constructing federal roads in their states, this is rather an easy agreement and transparency incorporated. “You can do federal roads if you want but no refund for now from federal government because there is no money, but I suggest you key in into what we call Green field or Brown Field Road Projects. You construct a new road you toll it get your money and we start to share the profit, or you take up a constructed road, to maintain it, you toll get your money and we share the profit, we can talk more on it” he said. The Minister introduced the use of concrete pavement technology as a better option on road construction in the region considering the soil texture of the region, more so that it’s cheaper, safer and it lasts longer than asphalt without maintenance for a longer time. “It is safer doing it on concrete and it’s cheaper, Asphalt is good, but it will not last long. I believe strongly that if we start using it in the region it will help us because water does not disturb it rather it makes it stronger without much maintenance but it's durable having stayed for long” he said. He pledged his support for states in delivering the dividend of democracy to the citizens and the nation at large saying the federal government came prepared and determined to ensure that a significant milestone is achieved in providing good road network across the nation. He directed the Federal Controllers of Works in the States to always be in close contact with Governors and must brief them on any project to be executed in the state and also to speak up freely if there is any challenge that needs state attention. Also, to check insecurity on the highways, the Minister encouraged the Governors to clear roadsides at least up to fifty (50) meters inside which he said will give a clear vision and feasibility in case of any emergency and can also be used for agricultural crops that doesn’t grow tall. Responding, the Governor of Abia State, Dr. Alex Otti welcomed the Minister for his visit which he said came right in time as the new government prepares to embark on some road projects in the state and promise to key into rigid pavement technology. He congratulated him on his appointment describing it as a well-deserved appointment considering his antecedents in infrastructural development in Ebonyi State and urged him to replicate same in the South-East and the Nation at large, for the benefit of all. Responding the Governor of Enugu State, Barr. Peter Ndubuisi Mbah warmly received the Minister and commended his immediate response to visiting federal road projects in different states across the Nation describing it as desirable. Works Ministry Sensitises Staff on Anticorruption
A one-day Sensitisation Seminar on Anticorruption Policy was organised for the staff of the Federal Ministry of Works and Housing by the Anti-corruption and Transparency Unit (ACTU) of the Ministry.
With the theme " Whistle Blower Policy, Ethics and Compliance" the Seminar was intended to sensitise the staff of the Ministry on the provision of the Anti-corruption policy, as part of the functions of the ACTU to educate and enlighten the public servants on and against corruption.
In his opening remarks, the Permanent Secretary, Federal Ministry of Works and Housing, Ernest Umakhihe, represented by the Director Human Resource, Abdullahi Umar Utono, said that the public servant who holds power, authority and trust for the people, must lead the vanguard of the crusade against corruption.
He stated that the Ministry of Works and Housing is committed to implementing the Anticorruption provision to the letter, reason why the Ministry's ACTU was given all the necessary support to perform it's functions, one of which is the Sensitisation Seminar.
Head of the Anti-corruption and Transparency Unit of the Ministry, Barrister Sonny Inyang, stated that emphasis on corruption was the bane of every country in the world and that was why the United Nations Anti-Corruption Committee made it mandatory for all member nations to establish a body that would regulate the conduct and management of economic affairs of the countries, in line with best practices.
Barrister Inyang disclosed that Nigeria as a member nation established the Independent Corrupt Practices and Other Related Offenses Commission (ICPC) which further gave birth to the Anti-corruption and Transparency Unit (ACTU).
The ACTU according to Barrister Inyang had been set up in all the Ministerial Departments and Agencies of the government by ICPC as one of the implementation mechanisms for its mandate on prohibition and prevention of corruption especially in the public service.
Among its functions, he numerated were; to educate and enlighten public servants on and against corruption; promote ethics and ensure compliance with ethical codes; as well as monitoring of budgets implementation.
Barrister Inyang said the one-day seminar was to see how the ministry could forge ahead to initiate a colloquium within the contest of best practices and brainstorm on its theme and at the same time proffer solutions.
Highlights at the Sensitization seminar were papers delivered on; Strategic Corruption Control And Institutional Integrity by Dr. Jaiyeola Akindipe; Ethics And Compliance Score-Card In MDAs by Barr, Obialor Ifeanyi and Whistle Blower Policy by Mr. Justin Kuatsea.
This was followed by the official unveiling of Domestication and Code of Ethics Booklet of the Ministry by the representative of the Permanent Secretary, Director Human Resources Management Abdullahi Umar Utono
Keynote Address by the Hon. Minister of Power, Works and Housing, At the 4th Quadrennial Delegates Conference of the Petroleum Tanker Drivers Branch of NUPENG
To the National Executive Council of the Petroleum Tanker Drivers Branch of NUPENG, I say thank you for inviting me to deliver this keynote address at your 4th Quadrennial Delegates Conference.
I also wish to thank you for attending in large numbers, the one-day stakeholders meeting my Ministry convened in Abuja recently, to discuss our policies about how to make your work easier and your businesses more efficient, through the management of the Federal Highway Right of Way and the enforcement of axle load regulations.
As I said to you at the conference, while those who cheat by overloading axles may make quick gains, in the long run, it is everybody that loses when the roads fail.
This is the background of our previous relationship and interactions from which I intend to discuss the subject of the keynote address, which is: ‘Road Infrastructure in Nigeria: Impact on Petroleum Product Distribution’.
I think the proper place to start is the Economic Recovery and Growth Plan launched by President Muhammadu Buhari, in which he identified Energy Sufficiency and Infrastructure Development as critical action points.
These action points are not accidental; on the contrary, they reveal a clear thinking and understanding of what must be done to rebuild our economy and underline the interconnectivity between availability of quality infrastructure and the delivery of energy from petroleum products to drive our economy.
But it is one thing to have a plan, and yet another thing to commit to a faithful implementation of that plan.
If you think this is not important, let me remind you that in 2015, only N18 Billion was budgeted for all Nigerian roads in the Ministry of Works. Only N9 Billion was funded at the time, when Nigeria’s oil was selling at close to $100 per barrel.
This was at the time of the Transformation Agenda, when commitment fell significantly behind stated objectives.
What has changed under the Economic Recovery and Growth Plan (ERGP) is that the Buhari Government has committed close to N300 Billion to roads, and funded about N260 Billion at a time when oil prices are manifestly below the 2015 figures.
So, if people ask you what change means, please tell them it means doing more with less.
What are the results of this change?
The results mean reduced journey times on the sections of roads where work has now resumed.
Those of you who ply Ilorin-Jebba will now admit that from spending 7 (seven) days on that road, you now spend less time while works are rapidly progressing, not only on the road but also in the Emergency Repairs on the Tatabu Bridge, which suddenly collapsed as a result of massive rainfall, flooding, and lack of maintenance.
Those of you who ply the Suleja-Minna Highway where there are strategic NNPC Depots at Minna and the PPMC Depot at Diko, will now acknowledge that the contractor is back to work.
I must, of course, acknowledge the support we have received from the Niger State Government, and the impact of the Sukuk, an initiative of the Federal Ministry of Finance, wholesomely supported by Mr. President.
Those of you who take products from the NNPC Depot at Gusau will acknowledge that our contractor is now back to work after years of absence due to lack of payment for work done on the Zaria-Gusau-Sokoto Road.
Those of you who use the NNPC Depot in Ibadan will also now acknowledge that our contractor is back to work on the Ibadan-Abeokuta Highway.
And work has been completed on the Enugu-Abakaliki and Kaduna-Jos Roads to provide access to the NNPC depots at Enugu and Yola.
So, if they ask you what change means to tanker drivers, please tell them that it means the revival of construction works and the return of contractors to access roads to petroleum depots, from which you do business and support your families.
Tell them that your journey times on these roads is gradually improving and the presence of contractors at the work site gives you hope that it will get better.
Ladies and gentlemen, I know that they will ask more of you as they seek to enlist your support.
When they do, please tell them that you are right thinking and well meaning Nigerians who also see a commitment to support pubic transport with Rail.
Tell them that you see change in the work that the Ministry of Transportation is undertaking on the Lagos-Ibadan-Kano Rail.
Tell them that after many years of broken promises, the Buhari Government has acted by starting the construction of the Lagos-Ibadan section of the project which will link to the Apapa Port.
Tell them that change means the employment of about 7,000 Nigerians now working on that section of the project, and that you now believe that those who started it are better positioned to complete it.
Tell them that you see change because there is a clear difference between unfulfilled promises of yesterday and a commitment that is backed by visible action today.
Tell them that while you did not believe what you heard in the past, you cannot disbelieve what you can now see.
If there is anyone of you who still doubts the importance of Road Infrastructure to Energy Security and its impact on Petroleum Products Distribution, I believe the list of some of these critical Roads where work is going on, and recent announcements of additional works on Lagos-Ibadan Expressway must erase the doubt.
Although this is a summary from a very long list of critical roads that support Petroleum distribution, I cannot fail to mention the recent award of the Ikorodu-Shagamu Road that services Mosimi Depot, where work will soon commence.
Similarly, our Ministry is working to finalise the procurement and award of the Apapa, Tin Can, Mile 2, Oshodi to Oworonshoki Highway.
But the impact of Road infrastructure to your business does not start and end with access to good roads and improved journey times.
The commitment to infrastructure development and renewal by President Buhari also means more demand and supply of petroleum products which means more trips for tanker drivers and more income.
I just returned from road project inspection in Kebbi and Jigawa States last night where our contractors informed me that Bitumen producers and suppliers are now struggling to cope with demand.
These are clear signs of a business boom and employment not only for transporters of the products like your members, but also for the manufacturers.
I must now conclude by stating that the Buhari Government understands your contribution to the National Economy and is acting to improve the ease with which you do business.
While the results are beginning to manifest, the type of harvest you will reap depends on the choices you will make in the near future.
Think well, and choose wisely.
