UMAHI DECLARES AN END TO YEARS OF DEADLY TRAPS AND GRIDLOCK ON THE ENUGU–ONITSHA EXPRESSWAY, SETS MARCH 31 DEADLINE FOR REOPENING The Honourable Minister of Works, Senator Engr. David Umahi, CON has declared that the long-troubled Enugu–Onitsha Expressway is fast shedding its grim past, as the Federal Government intensifies a sweeping infrastructure upgrade across the South-East under the President, His Excellency, Senator Bola Ahmed Tinubu, GCFR. Umahi made the declaration on Monday, March 23, 2026, during an inspection of ongoing projects in Enugu, including the Enugu–Onitsha Expressway and the Eke-Obinagu Flyover, where he expressed confidence that the era of consistent fatal accidents, endless traffic, and public frustration along the road is coming to an end. “I’m going round the six geopolitical zones assessing what is possibly to be commissioned before May 29th by Mr President. There are mega project that the President will be available for before May 29th and we mean it,” the Minister said. Once regarded as one of the most dangerous highways in the region, the Enugu–Onitsha road had for years been plagued by tanker explosions, loss of lives, and economic disruptions. But Umahi said decisive intervention by the Tinubu administration has changed the trajectory. “Now this route, the Enugu-Onitsha expressway, you recall that when we came on board, everyday, people were talking about this road. There were a lot of tanker accidents, a lot of people died and so forth. But my joy is that the whole thing is a past story, because the President has swinged into action,” he stated. The Minister disclosed that the dual carriageway, which spans 107 kilometres on each side, is undergoing a major structural shift, with a significant portion being converted from asphalt to concrete to ensure durability. “It is not only that we are repairing this road… about half of it is going on to be concrete. I have no confidence in asphalt I continue to say it. By the time the asphalt fail we will have 50 percent of the road still intact and if it fails within the second tenure of the president then be rest assured that we will fix it,” he said. He added that the same approach is being extended to sections in Anambra State, including the head bridge axis, where an initial asphalt design is being replaced with concrete pavement to align with modern highway standards. “At the head Bridge we have 39k, we’re changing that to concrete so that we can have this coastal road type of road pavement there in Anambra and here in Enugu,”. Beyond reconstruction, the project is also being enhanced with solar-powered street lighting and environmental features aimed at improving safety and sustainability. “So that is going to happen but then not only that. We are putting solar light both for the one that was constructed before us and the one that is being done by us. Within the first one week we will have solar light up to this 1km and we continue we are also going to plant trees which is very important,” he added. The Minister urged the people of the South-East to recognise the level of federal intervention in the region, noting that such attention to infrastructure was previously lacking. “The people of South East have to be very grateful to Mr President. The reason is that we never had it like this. I was governor for 8 years and I can’t think of any Federal road project in Ebonyi State,” he said. He also cautioned against divisive narratives, warning that some actors were misleading the public for selfish interests. “I want to ask our people to be very very careful, there are people that pretend that they are helping us but they actually inciting us against government… we need to know when people are genuinely interested in our case,” he said. Calling for sustained support for President Tinubu, Umahi described the ongoing works as part of a broader effort to correct past neglect and integrate the South-East more fully into national development. “Let us allow this man that have started to right the wrong metted on us as the people of Southeast in the past. Let us allow him the next four years and we will be very much fully integrated,” he stated, adding, “To know the revolution that is going on in infrastructure… this is the Biafra we are looking for.” As a major milestone, the Minister directed that the Enugu–Onitsha Expressway be reopened for public use on or before March 31. “I have given the controller the authority, by the 31st or before, he should call the press to open this road, call the people of South East… let them know that this road is open for travel and that will be our Easter celebration,”. Addressing concerns over project costs, Umahi clarified that the Ministry of Works does not unilaterally determine project pricing, noting that approvals pass through multiple regulatory layers, including the Bureau of Public Procurement and the Federal Executive Council. “I’m not the final authority when it comes to the cost of a project, there are layers of approval, the Bureau of Public Procurement, their own stands and not my own,” he explained. He maintained that the standard being applied to the Enugu–Onitsha project is consistent with major road projects across the country. “The same road architecture as the Lagos-Calabar coastal highway and the Sokoto-Badagry Super Highway… so no discrimination with the president, everybody is the same,” Umahi said.
No Concrete Layout, No Contract - Umahi Minister of Works, Engineer David Umahi has disclosed that there will be no contract award under his watch for any road unless it is with concrete layout. The Minister made this disclosure during an inspection tour of Oshodi Oworoshoki - Ojota road on Tuesday 29th August, 2023 as part of his tour of some roads in Lagos and states within South West Nigeria. The Minister who expressed satisfaction with the job done noted that it was about ninety nine percent done except for some finishing touches. He wondered why some contractors were against the more durable and cost reduction use of Concrete Technology that is the use of cement for road construction despite its advantages over bitumen which is more expensive and less durable, a situation he attributed to the fact that the bitumen produced recently are of lesser quality. The Minister noted that despite the high number of heavy trucks that ply the road it is still without defects adding that if it was an asphalt road it would have started failing and developing faults. He challenged contractors who are aversed to the construction of concrete roads to come to Oworoshoki road to see an example of its advantage over asphalt. At the Apongbon bridge, the Minister lamented that some people were trading and selling chemical under it which resulted in the fire outbreak early in the year thereby causing huge damage to the bridge. He expressed government's determination to rehabilitate it as soon as possible and install solar light. While at Iponri section of the Eko bridge the Engr. David Umahi called on the Lagos State Government to urge the people using the premises under it to clean the surrounding and make it beautiful and habitable for their use. At the Porto-Novo Liverpool round- about bridge, the Minister directed the Director, Design and Bridges, Engineer Adesanya Awosanya to send the report on the structural defects on it and other bridges that have similar problems to his office. ...
Works Minister’s Road Inspection - Section 1 of Lagos - Ibadan Expressway Ready Soon- Engr. Umahi. Minister of Works, David Nweze Umahi is excited as he inspected the 98% completion of Section 1 of the crucial Lagos - Ibadan expressway in Lagos today. He said " we are excited with the speed of work, the problem of interchange in Ogun State will be resolved so that we can finish with the issue of compensation". While speaking with the contractor he said “In our subsequent work, we shall work on concrete road, and if you have any problem let us know so that we can support you". Director South West Engr. Adedamola Kuti, earlier said " the main carriage way of section 1 Lagos Ibadan expressway will be completed in September while the Lagos in-bound is completed. The West Region Manager of Julius Berger Thomas Christol in charge of the contraction of Section 1, said " the last kilometre shall be completed next week ". At the construction of Eleko - Dangote Refinery concrete pavement road by Dangote Company under the Tax Credit Scheme, the service lane being proposed would be taken to Federal Executive Council for approval. Umahi said “Solar Light should be incorporated and has to be tolled ". He said by tolling the road and handing it over to private sector to manage, the lighting and security will be managed from the revenue from tolling alongside the maintenance of the road thereby generating revenue. FG Reaffirms Commitment to completing Abuja/Kaduna Road. The Minister of Works, Senator David Umahi (CON) has reassured the people of the North and Nigerians of the commitment of the FG to the completion of the Abuja –Kaduna dual carriageway by 2024. Umahi disclosed this while speaking to journalists during the inspection of the highway as directed by Mr. President who, according to him, is so passionate about the completion of the road as it will alleviate the suffering and travel time of commuters plying the road. The Minister added that the road is very important to Mr. President and he is committed to finishing it by 2024, adding that he will match his words with action. Umahi said, "Mr. President is passionate and concerned about finishing this road and many other Federal roads across the Nation and my inspection as directed is to get first-hand information and examine the challenges involved in the construction of the road and other roads to be visited soon”. The section 1 of the highway which is 165.5km is part of the 375.4-kilometer Abuja-Kaduna –Zaria-Kano project awarded to Messrs. Julius Berger Nigeria Plc. in 2018 by the previous administration but is yet to be complete like other sections of the road due to insecurity and criminal activities. The Minister who decried any form of wastage of funds or delay during construction work stressed that there should be a meaningful reason for any change in the approved design of a project to take place. “Speaking further, he said, "I have observed that there is an issue with the design, I'm directing the Director of Geo-Technics Material and Quality Control of the Ministry of Works, he must come and run figures with me with the project Consultant". "They have to prove to me that the CPR of the sub upgrade now is more than the CPR of the existing sub grade. I don’t believe in it and if that is not the case there shouldn’t be any need to disturb the existing sub grade, we should actually build our pavement on the existing sub grade. We want to see how we can cut down cost". Umahi emphasized the need to quicken the approval process of payments for contractors and not make contractors go to site when payments have not been made to them. “Again, I have asked the Nigeria Sovereign Investment Authority, (NSIA), to run me figures, let me know how much money they want to give in every month for this project because there is a limit you can push the contractor if you don’t have funding for him". " If you generate certificate and you cannot pay him, you can’t do more, so we are trying to look at it and if we get the figures, we will be able to insist that the contractor should start this road constructions on a number of sections", he further said. The Minister who acknowledged the central role of security in the progress of any nation has assured Nigerians that this administration will do everything within available means to provide security for lives and properties on the roads. He promised that efforts will be made to provide solar light on the completed sections of the road for the safety of road users and its environs if the contingency funds are available. The Minister encouraged the use of concrete road pavement as an alternative to the use of asphalt in road construction describing it as durable and cheaper. He urged citizens to take responsibility for FG projects in their states by protecting them rather than looting and vandalizing them as government cannot protect them. The Director Highway Construction and Rehabilitation, Engr. Folorunsho Esan and the Director Highway North Central Engr. Bola Aganaba, all promised to monitor closely from now on the progress of work going on the road and also to meet with the deadline. Responding, the Project Manager Messrs. Julius Berger Nigeria Ltd, represented by Engr. Dwadowki Finn, he expressed his gratitude to the Minister for his visit and encouragement. He stated that the project is their major project in the country and will continue to do their best to maintain the standard and deliver the project at the scheduled time. The Minister was accompanied on the inspection by Senators Lawal Usman representative Kaduna Central and Onyekachi Nwaebonyi, representing Ebonyi North. The Federal Controller of Works in Kaduna State, Engr. Ibrahim Mmadu and Eng. Usman Yakubu were also in the entourage. Hon. Shehuri Gives Directives on Smooth, Safe Passage
The Minister of State for Power, Works and Housing, Hon. Mustapha Baba Shehuri has directed the Contractor handling rehabilitation works on the 9th Mile - Orokam road in Enugu State to focus more attention on the pothole - riddled sections of the alignment. He gave the directive, while on a working visit to Federal highways projects in Enugu and Anambra States.
2. Speaking with the Project Manager, Messrs RCC (Nigeria) Limited, Engr. Harel Vaknin, at the road rehabilitation site, the Minister directed that further palliative measures should be provided immediately to ensure that the rough portions of the road are completely rehabilitated to ease the sufferings of road users, stressing that the President Muhammadu Buhari's Administration places high premium on providing succour to Nigerians. While commending the Contractor on the pace of work, Hon. Shehuri called for more proactive measures before the rainy season sets in.
3. The Minister also inspected the on going rehabilitation of outstanding section of Onitsha - Enugu Expressway (Amansea - Enugu) in Enugu State, where he assured the Contractor, Messrs RCC (Nigeria) Limited that funds would be made available when the necessary processes are completed.
4.The Minister enjoined the contractor to speed up the tempo of work in order to deliver the projects as at the time due without prejudice to engineering designs and specifications.
5. While briefing the Minister on the two projects, earlier, the Federal Controller of Works, Enugu State, Engr. Femi Oyekanmi stated that remarkable progress has been made on the 9th Mile - Orokam road compared to how it was in December 2018, promising that the Ministerial directive will be carried out to the latter.

It is my great pleasure to welcome you to the 23rd Meeting of the National Council on Works being organized by the Federal Ministry of Power, Works and Housing with the theme “Adequate Traffic Signage - An Essential Key for Highways Infrastructure, Safety and Comfort”.
2. The Meeting of the National Council on Works provides a forum in which stakeholders in the Works Sector deliberate issues concerning the road sector with a view to coming up with decisions on how to solve problems associated with the construction and maintenance of highways/roads in Nigeria. This year’s theme addresses the need for adequate traffic signage on our roads in order to ensure the safety and comfort of road users.
3. The 23rd Meeting of the National Council on Works begins today with the first Plenary Session which involves the meetings of Directors of Works (federal and states) under the Chairmanship of the Directors, Highways Planning and Development, Federal Ministry of Power, Works and Housing. The Meeting shall continue tomorrow. I wish to implore all participants to contribute meaningfully as the discussion on this session will play a vital role in subsequent days of the meeting.
4. The Meeting of the Permanent Secretaries of Works (federal and States) will hold on Wednesday 19thJuly, 2017 to consider the report of the Directors’ Meeting and to come up with recommendations for consideration by the National Council on Works on Thursday 20th July, 2017.
5. I urge all participants to come up with ideas and contributions that can help to achieve the goals and objectives of this year’s Council Meeting. That is, to ensure the provision and maintenance of standard and Adequate Traffic Signage on our Highways/Roads for the Safety and Comfort of road users.
6. At this juncture, I would like to conclude by wishing you fruitful deliberations and a pleasant stay in Abuja.
