National Media Tour: FG Intensifies Renewed Hope Agenda with Strategic Road Projects Across Nasarawa State

The Federal Government has reaffirmed its intention to improve road infrastructure across the country as part of efforts to enhance economic growth, connectivity, and ease of movement for Nigerians. This assurance was reiterated during the continuation of the Federal Ministry of Works’ nationwide media tour and commissioning of emergency and special intervention projects in Nasarawa State.

Speaking during the tour, the Director of Information and Public Relations of the Federal Ministry of Works, Mal. Mohammed A. Ahmed, stated that the projects are part of the Federal Government’s strategic efforts to rehabilitate critical sections of its road network under the leadership of President Bola Ahmed Tinubu, GCFR. He explained that upon assuming office in May 2023, the present administration inherited 2,064 ongoing road projects, many of which had been abandoned due to funding challenges, and an inherited debt burden of about ₦13 trillion.

According to him, the Federal Government consequently prioritised 260 emergency and special intervention projects across the country to address critically failed sections of federal roads and areas affected by flooding and other natural disasters.
“These projects were initiated to quickly restore critical road and transport links to ensure seamless movement of people, goods, and services across the country,” Ahmed said.
He noted that the intervention projects are being executed under the leadership of the Honourable Minister of Works, Senator Engr. David Umahi, CON, FNSE, FNATE, is part of the administration’s broader infrastructure development drive under the Renewed Hope Agenda.

One of the projects commissioned during the tour was a 6-kilometre section of the road linking Agyaragu town to Sabon Kwara in Keana Local Government Area, Nasarawa South Senatorial District, Nasarawa State. The contractor, A.A. Albasu (Nigeria) Limited, commenced construction in November, 2022 and completed it in November, 2023. The project forms part of a 10.5-kilometre corridor serving the surrounding communities.

The construction works included earthworks, excavation and removal of existing culverts, and excavation to the required depth to receive blinding. Other works carried out include the provision of pipe culverts and lined drains, 200mm thick naturally occurring lateritic sub-base course materials, 100mm thick crushed stone base course, asphaltic concrete wearing course, surface dressing on shoulders, and lane markings.

Providing technical details of the project, the Federal Controller of Works in Nasarawa State, Engr. Ishaku Mamri, explained that the road had previously been in a deplorable condition, causing significant hardship for road users, residents, and traders, who rely on the route to transport goods and access nearby towns. He disclosed that the rehabilitated section was constructed to a standard width of 7.3 metres with shoulders, and that it includes approximately 4 kilometres of drainage infrastructure to ensure durability and effective water management. “The road was awarded in November, 2022 and completed in 2023. It has since been in use by the community and has significantly improved movement within the area,” he added. Engr. Mamri noted that residents have expressed appreciation for the intervention, while also appealing for the completion of the remaining four (4) kilometres of the alignment.

As part of the Media Tour, Engr. Ahmed Tijjani Aminu, a representative of the Council for the Regulation of Engineering in Nigeria (COREN), and the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr Simon Obagu were present. Also present was the Chairman of the Nigeria Union of Journalists (NUJ), Nasarawa State Council, Comrade Salihu Mohammed Alkali, who performed the official commissioning of the project, on behalf of the Honourable Minister of Works.

The media tour also included a visit to the ongoing Lafia Bypass project site, a 15.8-kilometre alternative route designed to ease traffic congestion within Lafia metropolis by providing a faster corridor for commuters travelling between Abuja, Makurdi, and the eastern parts of the country.

According to the Project Engineer for Messrs China Harbour Engineering Company (CHEC), Engr. Tijani Olalekan, the contract, which had previously stalled after being awarded by the past administration, fully recommenced in February, 2024 under the current administration and has now reached over 80 percent completion. It is expected to be completed before the end of the year.

The scope of work includes site clearance and earthworks, construction of hydraulic structures, sub-base, stone base, stone pitching, lined drains, asphaltic concrete binder course, as well as the relocation of electrical poles along the project’s corridor.

The Commissioner of Works, Housing, and Transport, Nasarawa State, Hon. Mu’azu A. Gosho, commended the contractor for the quality of work. Also present were the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr. Simon Obagu, Engr. Ahmed Tijjani Aminu, representing COREN; the NUJ Chairman in Nasarawa State, Salisu Mohammed Alkali; and community members, who all expressed satisfaction with the quality of the work executed.

At the Nasarawa–Toto axis, officials also visited ongoing rehabilitation works on the Keffi–Nasarawan Toto–Abaji road, a strategic route aimed at improving connectivity between the Federal Capital Territory, Nasarawa, and other neighbouring states.
The Controller explained that the road project, originally awarded in 2018, experienced delays due to inadequate funding but has since gained momentum following renewed commitment from the Federal Government.

The FCW further revealed that the project has been restructured into phases, with the initial Phase 1 nearing completion under the 2025–2026 budgetary provisions, while Phase 2, involving concrete pavement construction is set to commence, soon. The Federal Government recently approved the second phase of the project covering approximately 129.3 kilometres at a cost of about ₦203 billion, further underscoring the administration’s commitment to strengthening the nation’s road and transport infrastructure.

The Project Manager, Mr. William, as well as the Site Engineer, Engr. Daniel Aleyemi, assured the team of quality work, while expressing optimism that the project would be completed before the end of the month.

The Director of Information and Public Relations emphasised that road infrastructure development remains a central pillar of President Tinubu’s Renewed Hope Agenda, particularly under the priority area focused on expanding and improving the national infrastructure. He noted that the administration is also advancing four (4) Legacy Road Projects, including the Lagos–Calabar Coastal Highway, the Sokoto–Badagry Super Highway, the Calabar–Abuja Super Highway, and the Dualisation of Akwanga–Jos–Bauchi–Gombe Road, all aimed at transforming connectivity and stimulating economic development across the six (6) geopolitical zones of the country. All the roads will be on concrete pavements with solar street lighting and railways.

The nationwide media tour, he added, is designed to promote transparency, allow journalists and professional bodies to verify the quality of ongoing works, and enable Nigerians to see firsthand the progress being made in the delivery of critical infrastructure.

The Federal Government reiterated its commitment to sustaining the momentum in road construction, reconstruction, expansion, and rehabilitation to support economic growth, national integration, and improved quality of life for Nigerians.

SENATE COMMENDS POLICY DIRECTION AND INNOVATIONS OF THE RENEWED HOPE ADMINISTRATION IN WORKS SECTOR, BACKS ACTIONS TO HOLD CONTRACTORS ACCOUNTABLE. -AS JULIUS BERGER RISKS WARRANT OF ARREST FOR DISREGARDING LEGISLATURE’S INVITATION In an investigative hearing of the Senate Committee on Works on contractors’ slow pace of work on the Odukpani-Aba-Odukpani-Ikot Ekpene and other sections ending at Benin, including the Odukpani-Itu Highway, the Eket Bypass, Port Harcourt - Ahoada, Ahoada - Kaiama, and Port Harcourt - Onne Junction Sections of the East-West Road, carried out by the Senate Committee on Works held at the Senate building, National Assembly Complex on 5th December 2024, the Chairman of the Senate Committee on Works, Distinguished Senator, Barinada Mpigi has commended the bold steps of the President of the Federal Republic of Nigeria, His Excellency President Asiwaju Bola Ahmed Tinubu, GCFR in tackling the challenges that inhibit road infrastructure development in Nigeria. In the meeting which had in attendance, the members of the Committee, the Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON, with his management team and concerned contractors including, CCECC, RCC, SAMATECH, GITTO and SETRACO, the Senate Committee Chairman stated that the Senate is prepared to fully back actions that hold contractors accountable and put an end to practices that delay the impact of this administration’s infrastructure delivery goals. He maintained that Nigerians deserve nothing short of the best in our road infrastructure deliverables and urged stakeholders to uphold their responsibilities in this regard. He commended the Federal Ministry of Works for the technical innovations they have brought to the construction industry and warned that it was no longer business as usual for contractors to collect tax payers’ money and would delay in completing the projects they contracted to do or do a substandard job. He said, “In addition to his technical innovations, Senator Umahi has demonstrated remarkable decisiveness in identifying and addressing non-performing contracts. His actions in revoking underperforming agreements and ensuring that public funds are redirected to more capable contractors reflect a deep commitment to the Renewed Hope Agenda of this administration. This agenda prioritizes infrastructure as the backbone of economic revitalization, and we, in the Senate, will support every step taken to ensure its success.” He decried the hardship contractors’ behaviour has caused road users. “This deplorable condition has resulted in devastating consequences. Precious lives have been lost, not just on the highway but also among those forced to seek alternative routes through treacherous river crossings. The tragic accident near the Mini Itu bridgehead in Odukpani Local Government Area, which claimed five lives, is a stark reminder of the urgency of this issue.” He warned that the era of such behaviours of contractors had gone. “Contractors, including RCC, have received substantial funds, including the N15 billion that was injected into this project, yet delivery remains elusive. The other stretch of the East-West Road has contractors like RCC, Setraco, and Gitto who have been paid billions, yet the pace of work is far from acceptable. Speaking during the event, the Honourable Minister of Works thanked the Senate leadership, Senate Committee on Works and indeed the 10th NASS for placing a watch on the contractors to ensure value for money, speedy and quality delivery of all the road projects of this administration. He commended the President of Nigeria very highly for giving priority attention to the completion of the inherited ongoing projects and for the vision that informed the initiative to construct the four Legacy projects cutting across the 6 Geo-Political Zones. He noted the impediments to the execution of the ongoing projects but assured that Mr. President was tackling the situation. He said, “It's very rare for a President to come on board, and he decided to ignore new projects and decided to take on all the inherited projects and do them at the same time. It's very rare.” On funding, he said, “And we have a country where we want to make an omelet, but we don't want to strike an egg. The projects of roads can not and will never be executed to the satisfaction of the public by using budgetary allocations. There must be different kinds of funding. These different kinds of funding must have to come from either bond or loan to do the job. But the public is saying, no, the President is taking a loan. But, the President is taking a loan to invest in infrastructure development. And that's what every developed country follows. He spoke of the efforts made by the Ministry on the Odukpani-Aba-Odukpani-Ikot Ekpene road, “And so we modified it and then put more stronger sub base and then we increased the thickness of the asphalt pavement so that we can finish the existing pavement as quickly as possible. But the new carriageway, if we have money, will be done on the rigid pavement. This is the reason. And so we have to agree with them. They have to make a promise before the Senate that they will mobilize on three sections doing exactly the same work. Meanwhile, the Senate Committee on Works has given Julius Berger Plc ultimatum to appear before it on 6th December 2024. In a motion moved and adopted during the investigative hearing, the Senate resolved that it would have no option than to issue a warrant of arrest on Julius Berger Plc should it fail to appear before it as scheduled. Moving the motion, a member of the Committee, Sen. Asuquo Ekpenyong said, "Messrs. Julius Berger Nigeria Limited is not here. Now, my understanding is that Messrs. Julius Berger Nigeria Plc bidded, was selected, and awarded this job. Funds from taxpayers across this country were disbursed to them. Our understanding is that they showed up on site for a brief period and have since abandoned the site. It is our collective resolve as a committee that under the new Minister's rule, Julius Berger should be produced to this committee in 24 hours by 2 p.m, the 6th of December, 2024, a failure of which will lead to our invoking our constitutional powers and issuing a warrant of arrest on messrs. Julius Berger Nigeria Plc” ...

GORONYO COMMISSIONS ROAD PROJECT IN LAGOS The Honourable Minister of State for Works, HMSW, Muhammad Bello Goronyo, Esq, has on Tuesday, 3rd December, 2024 commissioned a recently recovered critically failed road at Ijora Causeway situated within the Apopa- Ijora Local Government Area of Lagos State. The road, built on rigid pavement through direct labour, was completed up to about 80% under the supervision of the Federal Emergency Roads Maintenance Agency (FERMA). Speaking at the occasion, the HMSW noted that the road will impact positively on the economic well-being of the community, it will also help to mitigate youth unemployment, insecurity and threats to communal peace. While commending FERMA for its prompt response to the plight of the community, he charged them to react proactively to ensure the remaining portion of the road is fixed before the end of the year, as it aligns with the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR, who according to him is running an infrastructure-friendly administration. He enjoined the leaders and people to take full ownership of the facility to prevent it from abuse. The representative of the Ojora of Ijora, who was unavoidably absent, Chief Samsudeen Ojora expressed the appreciation of His Royal Majesty and the indigenes of the community for the recovery and reconstruction of the road, which, as he emphasised, was hitherto impassable, terrible and an eyesore. He appealed to the Minister and FERMA to ensure the speedy completion of the remaining portion of the project. He further pledged the unalloyed support and continuous prayers of the Oba for the Federal Government. The MD/CEO of FERMA, Dr. Chukwuemeka Agbasi commended the Oba of Ijora and the people residing in the community for their good manners, support and cooperation, while the project was ongoing. CALL ERRING CONTRACTORS TO ORDER... GORONYO CHARGES FERMA. The Honourable Minister of State, Federal Ministry of Works, HMSW, Mohammed Bello Goronyo Esq, has charged the Managing Director/ CEO of Federal Emergency and Roads Maintenance Agency, (FERMA), to warn contractors who fail to deliver on their contract awards to desist. He said the era of abandoning projects is over. These contracts are awarded and paid through the tax payers money who desire value for their money. The list of defaulting Contractors must be made available to the Headquarters not later than next week. He also proposed the need for a strong Technical Committee that will criss-cross the country to monitor FERMA projects with a view to ascertaining the quality of their deliveries. The Honourable Minister made these remarks on Monday 2nd November, 2024, during his familiarisation tour of the South West section of FERMA, where the State Coordinators made presentations before the HMSW on the progress, challenges and expectations in the cause of the discharge of their duties. Goronyo commended the Federal Road Management Engineers, ( FRME), from the South-West States, assuring them that all issues raised will be looked into to make FERMA great and successful. He was quick to add that though the challenges are real, huge and enormous, they are not insurmountable. “The country must tighten up its belt and combat the challenges frontally. We have been drawing from a well without water for so long. We now have a President who is willing to face the challenges head on without complaining. We must be ready to support one another and do things differently. We must all support His Excellency, President Bola Ahmed Tinubu to deliver on his mandate.” He remarked. The HMSW pledged to pay unscheduled visits to contract sites to have a first hand knowledge of the commitment of contractors to projects, while also assuring that Staff Welfare is a paramount issue of concern which will not be toyed with. ...

FG ADDRESSING ROAD INFRASTRUCTURE CHALLENGES IN TERTIARY INSTITUTIONS –FASHOLA

· As Minister hands over 1.05 KM internal road rehabilitated by Ministry in University of Abuja

The Federal Government is working assiduously in addressing the road infrastructure challenges in tertiary institutions across the country, the Minister of Works and Housing, Mr. Babatunde Fashola, SAN, has said. Fashola, who spoke in Abuja, Thursday during the formal commissioning and handover of the 1.05 kilometre road project rehabilitated in the University of Abuja by his Ministry, said Federal Government’s intervention in the development of infrastructure in the nation’s tertiary institutions was aimed at boosting the quality of Education in the institutions.

The Minister, who was represented at the occasion by the Federal Controller of Works in the Federal Capital Territory (FCT), Engr. Usman Yakubu, said the intervention was giving students renewed hope and enthusiasm with regards to attending classes where Federal Government has restored motorability to the hitherto defective roads.

He disclosed that under the Tertiary Institutions Road Intervention Programme initiated by his Ministry, the Federal Government is currently working on 76 road projects in selected Federal tertiary institutions spread across the nation.

"We have successfully intervened in the internal road networks of 46 Federal Tertiary Institutions and handed over 29 of the roads as at 2021 and we now have another 17 ready to be handed over while we are currently attending to 30 roads in similar institutions across the country making a total of 76”, the Minister said.

According to him, "It is undebatable that the quality of education will be impacted by the quality of infrastructure and the learning environment and those who doubt it should simply listen to some of the feedbacks from the students of the schools where this type of intervention has taken place."

Fashola said the summary of all the feedbacks from students and Management staff of the University of Abuja, Gwagwalada, had demonstrated that the gap of the nation's infrastructure needs was steadily being bridged by a gradual process of repairs and construction on the major highways and schools.

The Minister described the construction of the internal roads by Federal Government in the nation’s tertiary institutions as a pointer to the administration’s progressive ideal of improving the human condition by supporting Education.

In his response, the Vice Chancellor of the University, Professor Abdulrasheed Na’ Allah, thanked President Muhammadu Buhari and the Minister for selecting the University of Abuja to benefit from the special Government’s intervention in infrastructure development saying the road used to be the worst in the institution especially during the Rainy Season.

“It is a very important road in the university, it used to be one of the worst roads we have in this campus especially during the Rainy Season and now it has become the best. We give thanks to Federal Ministry of Works and Housing”, the Vice Chancellor said.

According to him, “Tertiary institutions cannot achieve their greatness if infrastructure in the schools is not developed. With this internal road completed and handed over, Nigerians will be proud because it is a unity institution and belongs to all irrespective of your region. The internal road is very important and it will serve as a boost for sustainable social, academic and economic well-being of the students as well as the staff of the institute”, he said.

In his remarks, the institution’s Head of Works and Services, Engr. Joshua Musa, thanked the Ministry for the project saying that the road was a death trap before its rehabilitation. He said, “it is a big blessing to the entire students and management of the institute. We are grateful and very happy that the road has been fixed. Before now, we have recorded a lot of bike accidents on the road because of its bad nature”, he explained.

Reiterating Engr. Musa’s position, the Registrar of the School, Mallam Yaya Ibrahim, declared, “We are fortunate to be able to witness the handing over of this project and we thank President Muhammadu Buhari and the Honourable Minister of Works and Housing for making this to happen. It is a laudable project and will ease our movement within the school premises”.

REMARKS BY THE CHAIRMAN OF THE SESSION AND PERMANENT SECRETARY, FEDERAL MINISTRY OF WORKS AND HOUSING, ALHAJI BABANGIDA HUSSAINI

In his remarks, the Permanent Secretary and Chairman of the session, Babangida Hussaini welcomed Permanent Secretaries to the 27th Meeting of the National Council on Works. He thanked the Host, His Excellency Sen. Bala Abdulkadir Mohammed, the Executive Governor of Bauchi State, his executive team members and good people of Bauchi State for providing the enabling environment for the successful hosting of the event.

He also thanked the technical session for the meticulous work done on the memoranda presented for the consideration of the 27th meeting of the National Council meeting on Works.

He explained that the theme of this year’s National Council on Works “Infrastructure Delivery, the Maintenance Economy, and National Prosperity” is carefully chosen as a new concept to explore ways of providing massive infrastructure with the support of alternative sources of funding to complement Government efforts and reduce overdependence on Government for infrastructure delivery.

He added further that the focus of the Theme is on policy formulation and implementation, Institutional Strengthening, alternative sources of funding, enhancing professionalism in road infrastructure development, maintenance as an emerging economy in infrastructure economy, tolling and weigh bridges as a catalyst in road infrastructure development and sustainability, Local Content and Alternative technology in road infrastructure development and skill development and job creation for national prosperity.

He charged members to ensure that the outcome of the meeting, meets the standard and expectations of the Council so that the nation can harness the benefits of accelerated infrastructure development.
