National Media Tour: FG Intensifies Renewed Hope Agenda with Strategic Road Projects Across Nasarawa State The Federal Government has reaffirmed its intention to improve road infrastructure across the country as part of efforts to enhance economic growth, connectivity, and ease of movement for Nigerians. This assurance was reiterated during the continuation of the Federal Ministry of Works’ nationwide media tour and commissioning of emergency and special intervention projects in Nasarawa State. Speaking during the tour, the Director of Information and Public Relations of the Federal Ministry of Works, Mal. Mohammed A. Ahmed, stated that the projects are part of the Federal Government’s strategic efforts to rehabilitate critical sections of its road network under the leadership of President Bola Ahmed Tinubu, GCFR. He explained that upon assuming office in May 2023, the present administration inherited 2,064 ongoing road projects, many of which had been abandoned due to funding challenges, and an inherited debt burden of about ₦13 trillion. According to him, the Federal Government consequently prioritised 260 emergency and special intervention projects across the country to address critically failed sections of federal roads and areas affected by flooding and other natural disasters. One of the projects commissioned during the tour was a 6-kilometre section of the road linking Agyaragu town to Sabon Kwara in Keana Local Government Area, Nasarawa South Senatorial District, Nasarawa State. The contractor, A.A. Albasu (Nigeria) Limited, commenced construction in November, 2022 and completed it in November, 2023. The project forms part of a 10.5-kilometre corridor serving the surrounding communities. The construction works included earthworks, excavation and removal of existing culverts, and excavation to the required depth to receive blinding. Other works carried out include the provision of pipe culverts and lined drains, 200mm thick naturally occurring lateritic sub-base course materials, 100mm thick crushed stone base course, asphaltic concrete wearing course, surface dressing on shoulders, and lane markings. Providing technical details of the project, the Federal Controller of Works in Nasarawa State, Engr. Ishaku Mamri, explained that the road had previously been in a deplorable condition, causing significant hardship for road users, residents, and traders, who rely on the route to transport goods and access nearby towns. He disclosed that the rehabilitated section was constructed to a standard width of 7.3 metres with shoulders, and that it includes approximately 4 kilometres of drainage infrastructure to ensure durability and effective water management. “The road was awarded in November, 2022 and completed in 2023. It has since been in use by the community and has significantly improved movement within the area,” he added. Engr. Mamri noted that residents have expressed appreciation for the intervention, while also appealing for the completion of the remaining four (4) kilometres of the alignment. As part of the Media Tour, Engr. Ahmed Tijjani Aminu, a representative of the Council for the Regulation of Engineering in Nigeria (COREN), and the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr Simon Obagu were present. Also present was the Chairman of the Nigeria Union of Journalists (NUJ), Nasarawa State Council, Comrade Salihu Mohammed Alkali, who performed the official commissioning of the project, on behalf of the Honourable Minister of Works. The media tour also included a visit to the ongoing Lafia Bypass project site, a 15.8-kilometre alternative route designed to ease traffic congestion within Lafia metropolis by providing a faster corridor for commuters travelling between Abuja, Makurdi, and the eastern parts of the country. According to the Project Engineer for Messrs China Harbour Engineering Company (CHEC), Engr. Tijani Olalekan, the contract, which had previously stalled after being awarded by the past administration, fully recommenced in February, 2024 under the current administration and has now reached over 80 percent completion. It is expected to be completed before the end of the year. The scope of work includes site clearance and earthworks, construction of hydraulic structures, sub-base, stone base, stone pitching, lined drains, asphaltic concrete binder course, as well as the relocation of electrical poles along the project’s corridor. The Commissioner of Works, Housing, and Transport, Nasarawa State, Hon. Mu’azu A. Gosho, commended the contractor for the quality of work. Also present were the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr. Simon Obagu, Engr. Ahmed Tijjani Aminu, representing COREN; the NUJ Chairman in Nasarawa State, Salisu Mohammed Alkali; and community members, who all expressed satisfaction with the quality of the work executed. At the Nasarawa–Toto axis, officials also visited ongoing rehabilitation works on the Keffi–Nasarawan Toto–Abaji road, a strategic route aimed at improving connectivity between the Federal Capital Territory, Nasarawa, and other neighbouring states. The FCW further revealed that the project has been restructured into phases, with the initial Phase 1 nearing completion under the 2025–2026 budgetary provisions, while Phase 2, involving concrete pavement construction is set to commence, soon. The Federal Government recently approved the second phase of the project covering approximately 129.3 kilometres at a cost of about ₦203 billion, further underscoring the administration’s commitment to strengthening the nation’s road and transport infrastructure. The Project Manager, Mr. William, as well as the Site Engineer, Engr. Daniel Aleyemi, assured the team of quality work, while expressing optimism that the project would be completed before the end of the month. The Director of Information and Public Relations emphasised that road infrastructure development remains a central pillar of President Tinubu’s Renewed Hope Agenda, particularly under the priority area focused on expanding and improving the national infrastructure. He noted that the administration is also advancing four (4) Legacy Road Projects, including the Lagos–Calabar Coastal Highway, the Sokoto–Badagry Super Highway, the Calabar–Abuja Super Highway, and the Dualisation of Akwanga–Jos–Bauchi–Gombe Road, all aimed at transforming connectivity and stimulating economic development across the six (6) geopolitical zones of the country. All the roads will be on concrete pavements with solar street lighting and railways. The nationwide media tour, he added, is designed to promote transparency, allow journalists and professional bodies to verify the quality of ongoing works, and enable Nigerians to see firsthand the progress being made in the delivery of critical infrastructure. The Federal Government reiterated its commitment to sustaining the momentum in road construction, reconstruction, expansion, and rehabilitation to support economic growth, national integration, and improved quality of life for Nigerians. “These projects were initiated to quickly restore critical road and transport links to ensure seamless movement of people, goods, and services across the country,” Ahmed said.
He noted that the intervention projects are being executed under the leadership of the Honourable Minister of Works, Senator Engr. David Umahi, CON, FNSE, FNATE, is part of the administration’s broader infrastructure development drive under the Renewed Hope Agenda.
The Controller explained that the road project, originally awarded in 2018, experienced delays due to inadequate funding but has since gained momentum following renewed commitment from the Federal Government.

Notice of Termination of Contract for the Rehabilitation of the Abuja-Kaduna-Zaria-Kano Dual Carriageway, Section I (Abuja-Kaduna) Based on non-compliance with reviewed cost, scope and terms, stoppage of work and refusal to remobilise to site, as directed, the Federal Ministry of Works has issued a 14-day Notice of Termination to Messrs Julius Berger (Nig.) Plc for the Rehabilitation of Abuja-Kaduna-Zaria-Kano Dual Carriageway in FCT, Kaduna and Kano States, Contract No.6350, Section I (Abuja-Kaduna), today, 4th November, 2024. The decision, which is borne out of several months of going back and forth without any meaningful progress was reached at a Management meeting of the Ministry. The Ministry has in the last 13 months been in constant talks with the company, in order to reach an amiable position on the said alignment but to no avail. Nigerians may wish to know that the Contract for the Rehabilitation of the Abuja-Kaduna-Zaria-Kano Dual Carriageway, which was divided into three (3) Sections was awarded to the company on 20th December, 2017 and flagged off by the then Minister of Power, Works and Housing, H:E. Babatunde Raji Fashola at an initial sum of N155.748,178,425.50 billion(One Hundred and Fifty-Five Billion, Seven Hundred Forty-Eight Million, One Hundred and Seventy-Eight Thousand, Four Hundred and Twenty-Five naira Fifty Kobo) on 18th June, 2018. Sections II (Kaduna – Zaria) and III (Zaria - Kano) were partially completed and handed over during the twilight of the administration of former President Muhammadu Buhari, GCFR. Since then it has been one variation and augmentation or the other and finally, the present Minister of Works directed for the redesigning and re-scoping of the Section I of the contract. The alignment was divided into two with one phase redesigned to be on continuously reinforced concrete pavement (CRCP), while the remaining with asphaltic pavement. Approval for the Section I, Phase 1 for a length of 38 (thirty-eight) kilometres on concrete pavement was given to Messrs Dangote Industries (Nig.) Ltd, while the remaining 127 (one hundred and twenty-seven) kilometres remained with the substantive contractor. The Phase 1 was flagged off on 17th October, 2024 with a 14-month completion period. Due to the stalemate of the contract and, most importantly, the desire of His Excellency, President Bola Ahmed Tinubu, GCFR, as encapsulated in the Renewed Hope Agenda infrastructure initiative, to see to the completion of this laudable project, also to alleviate the sufferings of Nigerians plying the road, the Ministry re-scoped it and got the approval of the Federal Executive Council (FEC). The award for the Re-scoping and Downward Review of Contract for the Rehabilitation of Abuja-Kaduna-Zaria-Kano Dual Carriageway in FCT, Kaduna and Kano States, Contract No.6350, Section I (Abuja-Kaduna) in favour of Messrs Julius Berger (Nig.) Plc from the sum of N797,263,523,738.87 (seven hundred and ninety-seven billion, two hundred and sixty-three million, five hundred and twenty-three thousand, seven hundred and thirty-eight naira eighty-seven kobo) to N740,797,204,173.25 (seven hundred and forty billion, seven hundred and ninety-seven million, two hundred and four thousand , one hundred and seventy-three naira twenty-five kobo) was granted by FEC on 23rd September, 2024 and conveyed to the company on 3rd October, 2024. As due to the socio-economic importance the road as a vital artery connecting Abuja, the FCT to the North, the Ministry conveyed the approval for a Final Offer on the Abuja - Kaduna Dual Carriageway to the company on 23rd October, 2024, stating that it should agree, in writing, to accept the reviewed contract sum of N740,797,204,173.25 (seven hundred and forty billion, seven hundred and ninety-seven million, two hundred and four thousand , one hundred and seventy-three naira twenty-five kobo) within seven (7) days or risk the termination of the said contract. It is a sad commentary on the Company that rather than accepting the offer, they tinkered with the Bills of Quantities, as well as that of Engineering Measurements and Evaluation via a letter to the Ministry dated 29th October, 2024. The company was summoned for a meeting with the Management of the Ministry, today, 4th November, 2024 but refused to show up, hence the termination of the contract based on effluxion of time and non- performance. ...

TRENDING STATEMENT OF A MAN PURPORTING TO BE ADDRESSING THE HONOURABLE MINISTER OF WORKS MISGUIDED, SELF SERVING AND VICIOUS PROPAGANDA TYPICAL OF A PROXY SPEAKING FOR NONCONFORMING CONTRACTORS. The attention of the Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON has been drawn to a trending statement of a man purporting to be addressing the Honourable Minister of Works over the state of roads in Nigeria and which was credited to the Chairman, House Committee on FERMA, Hon. Engr. Aderemi Abasi Oseni. The Honourable Minister views this unprovoked attack as an inconceivable embarrassment demeaning to his person and the Federal Ministry of Works as neither he nor his Permanent Secretary was in such a meeting where the said Chairman of House Committee on FERMA was said to be addressing the Honourable Minister of Works. In a news conference dated 28th October 2024, the Honourable Minister stated that it was no doubt akin to darkening counsel without knowledge for the Honourable Chairman, House Committee on FERMA to vilify him over the bad state of Federal roads inherited from previous administrations numbering over 2,604 without deferring to the records of various interventions made by the Renewed Hope administration which have made a great difference in the public transport trajectory of Nigeria. The Honourable Minister has however chosen to refrain from joining issues with the said House Committee Chairman on FERMA because of the respect he has for the hallowed institution of the National Assembly, the Senate President and the Speaker of the Federal House of Representatives. He said, "For the respect of Mr. Speaker, and of course the Senate President and the National Assembly that I belong to, I will refrain myself from joining issues with him. He said, I have failed, and if a blind man is to assess you, your guess is as good as mine because if he has no knowledge of anything, then his knowledge becomes his god so I will not join issues with him.” He views the action of addressing him as if he was before the House Committee on FERMA as deliberate, ill-motivated, misguided, self-serving and nothing but a vicious propaganda typical of a proxy representing the interest of nonconforming contractors who have constituted themselves into adversaries against the Federal Ministry of Works for insisting on best practices in project pricing, variation on price and foreign exchange differentials. There is no doubt that the vituperations of the House Committee Chairman on FERMA were from the abundance of his heart, but to say that all the roads across the country have failed for the failure of the Honourable Minister of Works to address the existing road with the resources approved or for his failure to deploy the N300 billon supplementary fund approved for him or that he is concentrating his energy on the less priority issues shows that the House Committee Chairman on FERMA either has little knowledge of the volume of road infrastructure deficits inherited from successive administrations and cost requirements for road construction or that he deliberately refused, ignored and neglected to appreciate the Renewed Hope administration's intervention milestones or he is playing to the gallery on the prompting of the nonconforming contractors. He said," And let me say to him that the projects Mr. President inherited were a total of 2,604 projects. As of May 29, 2023, the total cost was N13 trillion. That's what the President inherited and a debt to contractors of N1.6 trillion. And when you look at the variation by the reason of the subsidy removal, by the reason of the floating of the dollar, you'll find out that if you review all these projects, you will see that you will get over N19 trillion for the total ongoing projects. Mr. President did what no other President has done. He manifested all the projects in the 2024 budget with the hope to give him time to look for resources, including loans, to do these projects. I wasn't in that meeting where the Honourable House member was said to be addressing me, and there is no way I was going to complain of resources to fix our roads because Mr. President has given very special attention to the Federal Ministry of Works. He has paid so much attention to the sufferings of Nigerians vis-a-vis the road situation, and the Ministry is not the only Ministry in Nigeria. Mr. President has a lot of other challenging situations and competing demands, yet he has given priority attention to the Ministry of Works" He noted that the utterances of the Chairman, House Committee on FERMA were no doubt aimed at inciting the public against the government that brought him on board as it is a common sense that a person of his level and profession ought to know the method statement required of road construction. He said, “There is no way you expect some projects that have lasted 20 years, 18 years, 17 years to be done in one year. And if he says he's an engineer, he should try and understand the processes that are involved in the Ministry of Works. It's different from his procurement of fertilizer with his constituency project. They are two different things. You have to go to the field, you have to measure the project, you have to design it, and you have to do in-house procurement to look at it.” He further said, “The method deployed in the construction will require you to do earthwork, to compact etc and if you don't give it one month and you start to put stone base and asphalt, it will fail. So, those times that you are preparing the sub-grade, the sub-base, the base course before the pavement, what do you call it? It is not valued by people like him as progress made" Furthermore, the Honourable Minister views it as a gross violation of parliamentary procedure for the Chairman of the House Committee on FERMA to invade the legislative powers of the Senate and House Committees on Works which have been carrying out oversight functions on the Ministry and are conversant with the achievements and challenges of the Ministry. He carpeted the Chairman of House Committee on FERMA for acting outside the legislative competence of his committee. Highlighting the modest achievements of the ministry across the six Geo-Political zones, the Honourable Minister thanked the President of the Federal Republic of Nigeria, His Excellency, Asiwaju Bola Ahmed Tinubu GCFR for the unprecedented attention he has given in bridging the funding gap on the inherited projects. He said, “What we did is that we used over 90% of these funds to keep all the inherited projects alive as directed by Mr. President because a project has to be alive and in the budget before you can look for funds to assist it to be completed. That's what we've done, and so for those who are bitter that we have no projects to award to them, this is the reality.” He further said, “ Over 2,600 projects plus 330 supplementary projects plus the new projects in 2024 is not a tea party. It requires commitment, and it requires dedication, which we are doing. We work on Saturday, Sundays, and Public Holidays, and somebody will say we are giving attention to less priority issues without mentioning those less priority issues that we are giving attention to.” ...
Director Engineering, Olurinola Bows Out Of Service In Style

Engineer Julius Sunday Olurinola, Director Engineering Services in the Federal Ministry of Works and Housing has on Wednesday, January 12, 2022 meritoriously completed the mandatory 35 years in the Nigeria civil service and bowed out graciously. He joined the civil service as a Pupil Engineer in the Federal Ministry of Works in 1987.
Babangida Hussaini, the Permanent Secretary in the Ministry described him as a seasoned engineer whom he has worked with for a period of about six years. Hussaini spoke during the send-forth reception organized for the retiring Director by the staff of the Department of Engineering Services of the ministry.
The Permanent Secretary said “I have worked with him and I must say I enjoyed his professionalism and timeliness in the manner he addressed some engineering issues in the Ministry.”
Hussaini commended Olurinola for his contribution to the Renewable Energy (on –grid) in the Ministry saying, “With this achievement and many others, you are leaving the service with your integrity and respect intact.” he said.
As an Engineer in the employ of the Federal Ministry of Works and Housing, Engineer Julius served as Director and Head of Department Engineering Services and Director (Electrical) in the same Engineering Services Department.
He held these positions all in the then Federal Ministry of Lands, Housing and Urban Development, Federal Ministry of Power Works and Housing, Federal Ministry of Works and Housing.
Engineer Olurinola, as Director Engineering Services was responsible among others for; overseeing design, specification of standards, preparation of contract document for all engineering projects in building services and engineering infrastructure for roads, electricity and water in public buildings and housing estates.
Goodwill messages and encomium were poured on him by Staff of the Ministry both serving and retired all pointing to his kindness, professionalism, commitment and versatile knowledge in the Built industry, roads and housing.
A former Retired Director of Engineering Services of the Ministry, Engr Sunday Umanah described Engineer Julius as a versatile engineer and a great achiever.
According to him, as a versatile engineer he represented the Ministry in several engineering for a creditably.
“He has at a point, represented the Ministry in the Inter-Ministerial Committee on Nigeria Energy Support Programme on Renewable Energy (on –grid), Energy Efficiency,” he said.
Engineer Olurinola was also involved in many adhoc assignments in the Ministry's projects namely: the Kuje prototype housing estate; 6 No. New Federal Secretariat Buildings in each of the geopolitical zones of the country; Prototype housing estate in Suleja, Niger State; Prototype housing estate, Igbogbo, Ikorodu, Lagos State and in the provision of Solar lighting system in slum upgrade project in Rivers and Kano States and many more.
In his response, Engineer Olurinola attributed his success to the support of the Honourable Minister, the Honourable Minister of State and the Permanent Secretary of the Ministry. He said: “Their leadership, mentorship and guidance was the major boost that kept me on. I am very privileged to have served under their able leadership.”
To his colleagues and other staff of the Ministry, he said they were very supportive. “God has made them a special set of people for the support they have given me all through as a Director and Head of the Department.
The Highway Development Management Initiative Ministerial Notice Delivered By H.E Babatunde Raji Fashola, San At The Conference Hall Of The Ministry Of Works And Housing On Tuesday, 22nd March 2021
Distinguished Ladies and Gentlemen,
Our Permanent Secretary has already welcomed you all to this event, the official ministerial notice of the commencement of the Highway Development Management Initiative (HDMI).
What remains for me to do is to get on with the business of issuing the notice for the HDMI to commence the procurement process; after a few preliminary remarks.
As you all know, one of the early initiatives of the Buhari administration was to improve the ease of doing business, and it is no secret that infrastructure was going to be an important driver of this initiative.
Since 2015, the administration has made no pretence about its commitment to improve the stock of infrastructure both in qualitative and quantitative terms in many sectors from roads and bridges, to rail, airports and seaports to mention a few.
Currently the government is executing over 700 different contracts which aggregates to the rehabilitation and reconstruction of over 13,000 km of roads and bridges across all the 36 states including the Federal Capital Territory.
As a result of the size of the undertaking, there is an increasing and unsatisfied demand for funding to finance these projects to completion and to maintain them.
There is also the need to finance other complementary services like weigh bridges, rest houses, towing vehicles and road furniture which seem better suited for the commercial initiative of the private sector.
In the interim, government is constrained to borrow, offer tax credit, increase her revenue mobilization capacities in order to sustain this massive infrastructure renaissance.
This is the background to the HDMI which is another effort to mobilize private capacity, resources, and entrepreneurship into the Nigerian highway sector; and hopefully convert roads from just social assets into assets of commercial opportunities and enterprise.
The HDMI is made up of 2 categories namely the Value-added Concessions (VAC) and the Unbundled Assets Approvals (UAA).
The UAA provides opportunity for small businesses to take advantage of the commercial opportunities that are available along the ROW while under the VAC the road pavement and entire right of way is concessioned for development and management by the concessionaire .
The VAC will be rolled out in phases, and this First Phase involves 12 roads namely:
1. BENIN – ASABA (125KM);
2. ABUJA – LOKOJA (193KM);
3. KANO – KATSINA (150KM);
4. ONITSHA – OWERRI – ABA (161KM);
5. SHAGAMU – BENIN (258KM);
6. ABUJA – KEFFI – AKWANGA (122KM);
7. KANO – MAIDUGURI (lot 1 Kano-Shuari 100KM ;
lot 2 Potiskum-Damaturu 96.24KM )
8. LOKOJA – BENIN (270KM);
9. ENUGU – PORT HARCOURT (200KM);
10. ILORIN – JEBBA (129KM);
11. LAGOS – OTA – ABEOKUTA (80KM);
12. LAGOS – BADAGRY (79KM)
These 12 roads were carefully chosen to ensure that each of the 6 (SIX) geo political zones are covered.
They aggregate in total to 1963.24 km which is 5.6% of the 35,000 km Federal road network.
The initial capital investments that we foresee is something in the order of NGN 1,134,690,048,000.76 and the employment potentials are an estimated 50,000+ direct jobs and 200,000+ indirect jobs.
The process started on the 17th June 2020 with legislative consultation to get parliamentary support and endorsement which I believe was successful and we are assured that if there is need for legislative support, the response will be reasonably swift.
It was followed by a Stakeholder consultation (webinar) which held on the 25th June, 2020 with Over 1,173 participants including critical stakeholders such as legislative representatives, representatives from the executive, prospective concessionaires, road users, media and industry experts; a market sounding session was also held on the 31st August, 2020 with 162 participants.
In the course of this journey, we have struck strategic partnerships with some high-profile brands who have offered their services in various aspects of the project development such as KPMG, UK NIAF, Lagos Business School etc.
We look forward to further exploring and strengthening these partnerships and the clear terms of the relationships will be notified to the public in due course as they are important to the success that we expect.
As published, not only has the right of way of the 12 roads been fully gazetted, the Infrastructure Concession Regulatory Commission (ICRC) , as a regulatory body for concessions of this nature, has issued the Certificate of Compliance for the Outline Business Case that is necessary to commence the process.
On the 3rd of March 2021, the Federal Executive Council (FEC), the highest executive decision-making organ of the Nigerian Federal Government was notified about the commencement of the procurement process.
In order to ensure competitiveness and to guarantee transparency, a procurement portal has been developed to serve as the interface with the public and manage the HDMI from Procurement to Implementation.
The portal will provide:
a. An interface that will provide the public all the information they need to know about the Initiative. It will give access to relevant documents, news updates, videos and so on;
b. E-procurement – The management of the PPP procurement process of the VAC and the process of approvals and permits under the UAA;
c. Vendor Market Place – This has specifically been included to promote local businesses and vendor partnerships with prospective concessionaires.
Therefore, let me say to all those who have been writing letters of inquiry, making offers of interest on the HDMI, offering to provide services like tolling, weigh bridge, rest houses and so on; we are sorry we cannot respond to those letters in order to maintain the integrity of this process and to keep the playing field level.
To all of you and to those who have not written or called, the day is now upon us, the venue is fixed and I have the pleasure to announce that the HDMI portal https://hdmi.worksandhousing.gov.ng/) will open on Monday the 29th March, 2021.
The portal will be open for all HDMI related functions as earlier stated and most importantly the RFQ application for the VAC which will be officially advertised on the same day.
Please visit the portal and I wish you all a very interactive and rewarding experience.
Let me repeat that all our transactions will be done through this portal and we will not entertain any personal inquiries to me or to any of our staff who have correspondingly been mandated not to entertain such requests.
Let me conclude by saying that we expect a vibrant process and a successful one that unleashes the commercial opportunities on Nigerian highways from paved roads, to clean and well-maintained highways, proper signage and route assurance signs, rest houses and commuter support for emergencies like vehicle towing and repairs.
We expect a splendid and safer commuting experience for all users of these roads as a result of the HDMI.
I thank all members of the Ministry and the ICRC and our partners especially KPMG and UKNIAF who worked tirelessly to bring us so far and urge them to prepare for more hard work in weeks and months ahead in order to bring this initiative to conclusion. More grease to their very hardworking elbows.
