UMAHI SHOWCASES FEDERAL PROJECTS IN EBONYI, SAYS SOUTHEAST IS GRATEFUL TO TINUBU AS EBONYI SET TO DEMONSTRATE ITS APPRECIATION TO THE PRESIDENT ON MONDAY The Honourable Minister of Works, Senator Engr. David Umahi, CON, on Saturday, June 13, 2026 led a Federal Government delegation headed by Presidential Adviser on Information and Strategy, Mr. Bayo Onanuga, on an inspection of ongoing federal road projects across Ebonyi State, using the occasion to highlight what he described as the unprecedented infrastructure transformation taking place under the administration of President Bola Ahmed Tinubu. Speaking during the inspection, Umahi showcased several strategic federal projects across the state and the Southeast, explaining that the region remains deeply grateful to President Tinubu for the tangible evidence of inclusion, fairness and development. At the Calabar - Abuja project sites, the Minister explained the strategic importance of a major flyover under construction along the Trans-Sahara Super Highway corridor. “Let me say that this is the point where the Trans-Sahara Route takes a bend. The essence of this flyover is to resolve the conflict at this point,” he said. According to him, the Federal Government has already made provision in the 2026 budget to connect the corridor directly to the Ebonyi State capital. “The road going to the capital city, which is 18km from this point, is included in the 2026 budget, and the Federal Government will undertake the connection to the city centre.” Umahi stressed that despite funding challenges, work would continue uninterrupted across project sites. “Of course, the contractor has not been paid, but we are creditworthy. All contractors being owed will be paid. There should be no stoppage of work because we want to see if we can commission this project by December. The cost is ₦25 billion.” The Minister described the projects as only a glimpse of what President Tinubu is delivering in the Southeast. “This is just the beginning. You will see remarkable projects of President Bola Ahmed Tinubu in the South-East. When we talk about the gains of the South-East under President Bola Ahmed Tinubu, some people who do not understand what we are talking about will continue to criticize us.” He declared that the people of the Southeast have taken notice of the President’s interventions and are prepared to openly express their appreciation. “The people of the South-East are very appreciative of what the President is doing. By Monday, under the leadership of the Governor of Ebonyi State, we will demonstrate this appreciation when we adopt the President as our sole candidate and, of course, the Governor.” Umahi was emphatic about the region’s political direction. “Let it be known that Ebonyi State is not obedient because we want to catch up with the rest of the country, and we will never be obedient. What happened before was an accident of history. It will not repeat itself.” The Minister also provided updates on the flagship Trans-Sahara Super Highway, revealing that a ₦668 billion contract has already been awarded and construction is progressing steadily despite the rainy season. “The project is about 28% completed. We are not stopping because of the rains. Work continues, especially with President Bola Tinubu’s concrete road technology.” Tracing the history of the corridor, Umahi said the project was originally conceived during the colonial era but remained unrealized for decades. “We presented the concept to the President, a man divinely called to do the impossible. What was once a colonial dream is now being realized more than sixty years later.” He described the highway as a critical economic route that will connect Nigeria to neighbouring countries while unlocking agricultural and industrial opportunities across the country. “The President is fulfilling that vision, and I am very happy because this is a major trade corridor. It connects us to Cameroon and serves as a transport route for rice-producing areas in Cross River, Benue, and Ebonyi States.” Highlighting the broader economic vision behind the President’s infrastructure agenda, Umahi said the four legacy projects of the Tinubu administration are far more than roads. “As I have always said, the four legacy projects of Mr. President are not merely road construction projects; they are investments.” Drawing comparisons with advanced economies, he explained that infrastructure investment remains one of the most effective tools for stimulating economic growth. “Infrastructure investment is critical. In countries such as the United States, whenever there is an economic downturn, governments invest heavily in roads and bridges because such investments stimulate growth across other sectors of the economy. That is exactly what the President is doing.” He further pointed to visible projects already completed or nearing completion across Ebonyi and neighbouring states, including major bridges, flyovers, dual carriageways and the Dangote Tax Credit Road Project. “We are grateful to the President and pleased with the work being done by our Governor.” Reaffirming the Southeast’s support for President Tinubu, Umahi said the region now sees clear evidence of inclusion in federal infrastructure investments. “The South-East has been included. Inclusiveness, fairness and equity are what we have always sought, and today we can point to tangible evidence of that inclusion.” The Minister also noted that having a Minister of Works from the Southeast has helped ensure the region’s needs receive the attention they deserve. “Without a Minister of Works from the South-East, we might not have secured all that has been achieved.” He added: “We can proudly say that while we may not be the first beneficiaries of federal road investments, we are certainly no longer the last.” Providing updates on President Tinubu’s four signature legacy projects, Umahi highlighted progress on the Lagos-Calabar Coastal Highway, the Sokoto-Badagry Super Highway, the Calabar-Ebonyi-Benue-Kogi-Nasarawa-Abuja Corridor and other strategic national routes. According to him, the administration’s infrastructure programme is designed to create jobs, support agriculture, expand regional trade, attract industries and unlock new economic opportunities nationwide. “The four legacy projects are investments designed to transform the Nigerian economy.” He explained that plans along the corridors include dams, irrigation systems, power infrastructure, agricultural settlements, housing developments, factories, hotels and renewable energy facilities. “The benefits are extensive and include both direct and indirect employment opportunities for Nigerians.” The Minister ended with a strong endorsement of President Tinubu’s leadership. “President Bola Ahmed Tinubu, God brought you. God will continue to guide and preserve you. We stand with you for the years ahead.” Addressing contractors handling federal projects in the state, Umahi reiterated the Federal Government’s commitment to quality and durability. “The moment you do not execute the work properly, it will be obvious. If you do it well, it will reward you. The method is the same, the principle is the same, and the quality is the same. We are using Grade 40 concrete.” He revealed that the 51-kilometre Okposi-Ohaozara-Ukawu-Cross River road project, valued at ₦53 billion, is nearing completion, with one section already over 90 percent completed and another at about 60 percent completion. The Minister further disclosed that the Federal Government has included the extension of the road to Akam in the 2026 budget, where the newly approved South-East Army Depot is located. He added that additional contractors are already working along the Enugu axis and that a new flyover has also been planned at Okposi to improve traffic flow and enhance connectivity in the area.
Nigeria - China Partnership: Driving Growth and Development The Honourable Minister of State for Works (HMSW), Mohammed Bello Goronyo, Esq has applauded the partnership between Nigeria and China as a driver of growth in infrastructure, transportation, mining and knowledge transfer. Speaking at the CAETE Exhibition in Africa (Nigeria) and the 18th China Engineering and Technology Expo in Abuja on November 28, 2024, Goronyo emphasised the nations' shared commitment to sustainable development through strategic cooperation. The Minister highlighted Nigeria’s National Integrated Infrastructure Master Plan (NIIMP), which aims to increase infrastructure’s GDP contribution from 30-35% to 70% by 2043, prioritising investments in transportation, energy, healthcare and water systems. He noted China’s significant role in projects like the Abuja-Kaduna Railway, Lagos - Ibadan Expressway and renewable energy initiatives, which have boosted connectivity, commerce and local capacity. He also stressed the importance of green infrastructure, smart cities, and innovative financing mechanisms to ensure sustainability and urged for greater technical training and public-private partnerships. “I am delighted to share Nigeria's strides in redefining its infrastructure landscape through the National Integrated Infrastructure Master Plan (NIIMP). This long-term strategic framework prioritises investments across key sectors, including transportation, energy, water, irrigation and healthcare infrastructures,” the HMSW further emphasised. NIIMP will promote innovative financing models, public-private partnerships, as well as enhance collaboration with global partners like China to deliver on sustainable and inclusive infrastructure. Through this plan, it is hoped that Nigeria will build robust infrastructure, which will drive industrialisation, improve the quality of lives and position the nation as a hub for trade and investment in Africa. This is in tandem with the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR. In his Keynote Address, the Honourable Minister of Transportation, Sen. Abubakar Sa’id Alkali, commended the progress achieved in the rail, road and maritime sectors through a Nigeria-China collaboration. The Ambassador of China to Nigeria, Yu Dun Hai described the partnership as a model for South-South cooperation with transformative projects like the Abuja - Kaduna Railway, which showcase the potential of engineering and technology. BAGO, NASS MEMBERS AND OTHER STAKEHOLDERS LAUD FEDERAL GOVERNMENT - CALLS FOR THE TERMINATION OF SULEJA - MINNA DUALISATION CONTRACT - Federal Government's Renewed Hope Agenda Brings Development to Niger State. The Administration of President Bola Ahmed Tinubu, GCFR continues to positively impact the lives of Nigerians through one of its Renewed Hope Agenda, anchored on enhancing infrastructure and transportation as enablers of growth. The Minister of Works, H.E. Sen. (Engr.) Nweze David Umahi, CON, FNSE, FNATE stated this at a Town Hall Meeting and Stakeholders’ Engagement on the construction of the 125-kilometre Section I, 3-lane Single Carriageway (Niger State component) of the 1,068-kilometre Sokoto - Badagry Superhighway in Minna, Niger State, where he discussed the development of road infrastructure. Umahi highlighted the importance of the meeting, which focuses on constructing the 125-kilometre Niger State alignment of the larger 1,068-kilometre Sokoto-Badagry Super Highway. According to the Minister, the Super Highway, one of the four (4) Legacy Projects of the Federal Government, will pass through several states, including Sokoto, Kebbi, Niger, Kwara, Ogun, Oyo, and Lagos with 125 kilometres to be constructed within Niger State. Umahi underscores the project’s potential to enhance infrastructure development and stimulate socio-economic activities along its corridor, bringing direct benefits to local residents, as well as businesses. "Niger State, with its extensive network of Federal roads, faces numerous challenges due to their poor conditions. Many of these road projects, some dating back to 2010, remain uncompleted. For example, the Dualisation of Suleja - Minna Road remains unfinished since being awarded in 2010 and the Bida - Lapai - Lambata Road is at 64% completion despite being awarded over a decade ago. Quality infrastructure and timely project completion are priorities for both state and federal stakeholders," he declared. The Minister further highlighted the importance of the Stakeholders’ Engagement, which focuses on issues concerning the 125-kilometre Niger State alignment of the Sokoto - Badagry Superhighway. He announced that decisive actions would be taken against contractors handling ongoing road projects in Niger State, while inviting them to a crucial meeting at the Ministry, Headquarters on Friday, 15th November, 2024. Engr. Umahi expressed disappointment with the Minna - Suleja road's current state, describing it as an eyesore and very discouraging. He further lamented that despite bogus claim of 84% completion, the company has been collecting Federal funds for over 14 years without commensurate work on the project. The Minister also stated that President Tinubu's administration prioritises investments aimed at stimulating growth across multiple sectors of our national life. He revealed that the present administration inherited 2,604 projects, soliciting for National Assembly's support in securing special intervention funds to complete them, as well as other new projects. He pleaded with Nigerians to remain patient and supportive of the President's effort towards improving their wellbeing. He further explained that the Renewed Hope Administration’s shift from asphaltic to concrete pavement, in road construction, is informed by its cost effectiveness (in the long run) and sustainability due to the use of locally sourced materials. Earlier, the State Governor, H.E. Mohammed Umar Bago called on the Federal Government to revoke the Suleja-Minna road contract due, majorly, to lack of capacity exhibited by the contractor, Messrs Stabilini (Nig.) Ltd. Instead, H.E. Bago recommended that contractors with proven capabilities in delivering quality works be engaged to complete the lingering project. The Governor assured his Guest of the state’s support for President Bola Tinibu's administration, emphasising the need for engaging reliable contractors to ensure quality and timely completion of projects. He also unveiled plans to establish a cement factory in Niger State, leveraging the state's abundant raw materials, in order to cash in on the use of concrete pavement in the construction of the new alignment. In his Remarks, the Permanent Secretary, Federal Ministry Of Works, Yakubu Adam Kofarmata, Ph.D emphasises the need for stakeholders in the state to join hands with the Federal Government by supporting the Renewed Agenda, as Mr. President has done well in the development of the State and he will continue to champion infrastructural development. He assured the good people of the state and the nation, at large, that Mr President has not neglected the Northern part of the country, in whatever guise. Representing the Chairman, Senate Committee on Works, its Vice Chairman, Sen. Rufa'i Hanga praised President Tinubu’s vision and foresight stating that the project, when completed, would boost productivity, commerce and socio-economic growth. The House Committee Chairman on Works, Hon. Akin Alabi called for the declaration of a “state of emergency” on Niger’s Federal roads, advising the Minister to engage an independent consultant to assess all ongoing road and bridge projects, nationwide. Furthermore, various Stakeholders, who spoke on behalf of the various communities affected by the Sokoto -Badagry road project, called on the Federal Government to ensure that commensurate compensation is paid to the affected people, while pledging their support to the successful execution of the project. The Etsu Nupe and Chairman, Niger State Council of Traditional Rulers, His Royal Highness, Dr. Yahaya Abubakar, represented by the Emir of Kontagora, Alhaji Mu'azu Barau II, also applauded the President's focus on infrastructure development and begged for the Federal Government’s intervention in rehabilitating additional roads within the State. The Senator representing Niger East, Senator Sani Musa commended Mr. President and Governor Bago’s infrastructure drive, also requested that critical projects such as the Zungeru Bridge, Tegina - Birnin Gwari - Kaduna and Sarkin Pawa - Kaduna roads be given priority attention. Notice of Termination of Contract for the Rehabilitation of the Abuja-Kaduna-Zaria-Kano Dual Carriageway, Section I (Abuja-Kaduna) Based on non-compliance with reviewed cost, scope and terms, stoppage of work and refusal to remobilise to site, as directed, the Federal Ministry of Works has issued a 14-day Notice of Termination to Messrs Julius Berger (Nig.) Plc for the Rehabilitation of Abuja-Kaduna-Zaria-Kano Dual Carriageway in FCT, Kaduna and Kano States, Contract No.6350, Section I (Abuja-Kaduna), today, 4th November, 2024. The decision, which is borne out of several months of going back and forth without any meaningful progress was reached at a Management meeting of the Ministry. The Ministry has in the last 13 months been in constant talks with the company, in order to reach an amiable position on the said alignment but to no avail. Nigerians may wish to know that the Contract for the Rehabilitation of the Abuja-Kaduna-Zaria-Kano Dual Carriageway, which was divided into three (3) Sections was awarded to the company on 20th December, 2017 and flagged off by the then Minister of Power, Works and Housing, H:E. Babatunde Raji Fashola at an initial sum of N155.748,178,425.50 billion(One Hundred and Fifty-Five Billion, Seven Hundred Forty-Eight Million, One Hundred and Seventy-Eight Thousand, Four Hundred and Twenty-Five naira Fifty Kobo) on 18th June, 2018. Sections II (Kaduna – Zaria) and III (Zaria - Kano) were partially completed and handed over during the twilight of the administration of former President Muhammadu Buhari, GCFR. Since then it has been one variation and augmentation or the other and finally, the present Minister of Works directed for the redesigning and re-scoping of the Section I of the contract. The alignment was divided into two with one phase redesigned to be on continuously reinforced concrete pavement (CRCP), while the remaining with asphaltic pavement. Approval for the Section I, Phase 1 for a length of 38 (thirty-eight) kilometres on concrete pavement was given to Messrs Dangote Industries (Nig.) Ltd, while the remaining 127 (one hundred and twenty-seven) kilometres remained with the substantive contractor. The Phase 1 was flagged off on 17th October, 2024 with a 14-month completion period. Due to the stalemate of the contract and, most importantly, the desire of His Excellency, President Bola Ahmed Tinubu, GCFR, as encapsulated in the Renewed Hope Agenda infrastructure initiative, to see to the completion of this laudable project, also to alleviate the sufferings of Nigerians plying the road, the Ministry re-scoped it and got the approval of the Federal Executive Council (FEC). The award for the Re-scoping and Downward Review of Contract for the Rehabilitation of Abuja-Kaduna-Zaria-Kano Dual Carriageway in FCT, Kaduna and Kano States, Contract No.6350, Section I (Abuja-Kaduna) in favour of Messrs Julius Berger (Nig.) Plc from the sum of N797,263,523,738.87 (seven hundred and ninety-seven billion, two hundred and sixty-three million, five hundred and twenty-three thousand, seven hundred and thirty-eight naira eighty-seven kobo) to N740,797,204,173.25 (seven hundred and forty billion, seven hundred and ninety-seven million, two hundred and four thousand , one hundred and seventy-three naira twenty-five kobo) was granted by FEC on 23rd September, 2024 and conveyed to the company on 3rd October, 2024. As due to the socio-economic importance the road as a vital artery connecting Abuja, the FCT to the North, the Ministry conveyed the approval for a Final Offer on the Abuja - Kaduna Dual Carriageway to the company on 23rd October, 2024, stating that it should agree, in writing, to accept the reviewed contract sum of N740,797,204,173.25 (seven hundred and forty billion, seven hundred and ninety-seven million, two hundred and four thousand , one hundred and seventy-three naira twenty-five kobo) within seven (7) days or risk the termination of the said contract. It is a sad commentary on the Company that rather than accepting the offer, they tinkered with the Bills of Quantities, as well as that of Engineering Measurements and Evaluation via a letter to the Ministry dated 29th October, 2024. The company was summoned for a meeting with the Management of the Ministry, today, 4th November, 2024 but refused to show up, hence the termination of the contract based on effluxion of time and non- performance. ...
FG Assures Motorists Of Commitment To Road Infrastructure
The Federal Government has assured the Public of its commitment to infrastructure development in the country, adding that all roads affected by flash floods are noted and are receiving required attention.
Speaking in the Ministry after receiving an interim report of on- the -spot assessment of the Abuja -Lokoja flash flood and the bridge in Gwaram Local Government Area of Jigawa State, The Permanent Secretary, Federal Ministry of Works and Housing Babangida Hussaini, stated that the Ministry was looking into all the issues of flooding on the nation’s roads
On the Abuja -Lokoja road , he said the flash flood at the weekend was caused by excessive rain and that as soon as the rain subsided , the flood receded, and the road has been opened to traffic since Saturday.
On the bridge in Gwaram Local Government Area of Jigawa State the Permanent Secretary noted the prompt response of Jigawa State by diverting traffic to an alternative route and commenced repair works on the bridge immediately, he therefore commended the state governments and the stakeholders for their efforts in supporting Mr. President’s commitment to road and infrastructure development.
He assured the Jigawa State Government of the Ministry’s technical support as at when needed. He said the professionals in the Federal Ministry of Works and Housing are always available to provide technical support to states in all the roads and bridges construction activities.

PROTOCOLS
I am pleased to welcome the President of the Federal Republic of Nigeria, His Excellency, Muhammadu Buhari, who is represented by Muhammad Maigari Dingyadi, Hon. Minister of Police Affairs to the 70th Session of the Trans Sahara Road Liaison Committee. I especially thank his Excellency, on behalf of the Trans Sahara Road Liaison Committee for granting us the approval to host this Session in Nigeria.
2. I will also like to extend a special welcome to Member Country Ministers in charge of road infrastructure from Republic of Tunisia, Peoples Democratic Republic of Algeria, Republic of Mali, Republic of T’chad and Republic of the Niger. The last Ministerial meeting of the TRLC was held in 2014 in Algiers, Algeria therefore I believe there is a lot of information the Secretariat and the Experts will be sharing with us over the next two days.
3. Every session of the TRLC has the objective of discussing issues relating to the route, the financing and relationship with continental organisations such as the African Union Commission (AUC), African Development Bank (AfDB), New Partnership for African Development (NEPAD), Arab Bank for Economic Development in Africa (BADEA) and Organisation of Petroleum Exporting Countries (OPEC) who are our partners in the development of the Trans Sahara Road (TSR).
4. In this light, the TRLC member countries would like to appreciate the contributions of these organisations in no small measure towards the development of the route.
5. Before going into some of the details, I believe that Nigeria’s hosting of this event, necessitates that we provide some background information about what this is about and what it means for ordinary Nigerians:
* To start with it is useful for every African to be aware of the existence of a Trans African Highway Plan seeking to connect Africa from Cape Town to Tunisia either by driving through East Africa Border, the West African Border or through the Centre of Africa.
* There is also a Coast to Coast connectivity from West to East Africa, North East Africa to North West Africa and South West Africa to East Africa.
* A total of 9 (Nine) Highways at different stages of construction are meant to achieve this connectivity. Three of these Highways pass through the Territory of Nigeria, namely:
(a) Lagos – Dakar (through Seme in Benin Republic);
(b) Lagos – Mombasa (through Yaoundè in Cameroon); and
(c) Lagos – Algiers, which is the one supported by this Committee and this is the subject of our meeting.
* This road covers 9,022km (7,171km 80%) is asphalt while 1,851km (20%) is earth road.
* It serves 37 regions, 74 urban centres with 60 million inhabitants in 6 (six) Countries who are members of this Committee. It is important to underscore here that the critical part of the Trans Sahara Highway which in centuries past is plied by Camels and Horses for trade has now developed for use by vehicles.
* For Nigerians it is important to know that 1,131km of the 9,022km passes through our country from Lagos to Ibadan, Ilorin – Jebba, Kaduna – Kano – Kongolam where we have a border with Niger Republic.
6. The development of the Trans Sahara Route is to ensure integration, improvement of economic activities and cooperation between Member Countries. This will provide the business community access to explore and maximise the enormous economic opportunities available within member countries. There are immense possibilities from Fashion, Agriculture, Technology, Energy to Film and Music.The journey from 1960 when the Trans Sahara Route (TSR) was established till date has not been easy, but concerted efforts must be made at realising the objectives of the TSR.
7. The entire section of the 1,131km long Trans Sahara Route in Nigeria from Lagos – Ibadan – Ilorin – Kaduna – Kano – Kongolam Niger Republic Border has asphalt surfacing. The current activity on the various section of the route are as follows:
* The Lagos-Ibadan road is 127km long. The Lagos-Shagamu section (43.6Km) is being developed into a 3-lane dual carriageway while the Shagamu-Ibadan section (83.4Km) is being reconstructed as a 2-lane dual carriageway.
* The Ibadan-Ilorin section of the road is a dual carriageway of 160km long out of which 105.5km has been dualised leaving only 54.2km that is in progress of being dualised. The old alignment is being maintained to ensure free flow of traffic at all times.
* The Ilorin-Jebba-Birnin Gwari-Kaduna section of the route is 458km long single lane carriageway. The Ilorin-Jebba section that is 105km long has been fully rehabilitated and is currently being dualised while the Jebba-Mokwa-Birnin Gwari-Kaduna section (353km) is also being considered for future dualisation.
* Kaduna – Kano dual carriageway which is 230km long is under reconstruction and the work is currently being executed in three sections to enable speedy completion.
* Kano – Kazaure – Kongolam Section is 133km long and is a single lane carriageway.
8. The progress of works that we are achieving on these routes in the coming weeks and months will strengthen integration, cultural cooperation and economic trade and competition in the African Continental Free Trade Area.
9. The importance of the Trans Sahara Route to the Nigeria economy is underlined by the priority Mr. President has placed on the funding, wherein, the reconstruction of the Lagos – Ibadan Section and the Kaduna – Kano Section is included under Presidential Infrastructure Development Fund (PIDF) to ensure that there is no funding gap associated with the execution of the works, and the recent signing of the African Continental Free Trade Area (ACFTA) Treaty.
10. While Trade and cultural integration are important, safety is also paramount and I am delighted to announce that just last Wednesday the Federal Executive Council approved that Nigeria should ratify and domesticate the African Road Safety Charter adopted at 26th ordinary session of the African Union Commission in January 2016 in Addis Ababa.
11. Once more, my gratitude goes to His Excellency, President Muhammadu Buhari for hosting of the 70th session of the TRLC in Nigeria and the support given to the development of the section of the Trans Sahara road in Nigeria, to the Member Country Ministers for the support they have given to the development of the Trans Sahara Road within their respective countries and for the support of our financial partners over the years.
12. I also congratulate Member Country Experts and the Secretary General for a job well done and to remind you that there is still a lot of work that is yet to be accomplished.
13. You are all welcome to the 70th Session of the Trans Sahara Road Liaison Committee, you are most welcome to Abuja, the capital city of Nigeria, and you are especially welcome to Nigeria.
