National Media Tour: FG Intensifies Renewed Hope Agenda with Strategic Road Projects Across Nasarawa State

The Federal Government has reaffirmed its intention to improve road infrastructure across the country as part of efforts to enhance economic growth, connectivity, and ease of movement for Nigerians. This assurance was reiterated during the continuation of the Federal Ministry of Works’ nationwide media tour and commissioning of emergency and special intervention projects in Nasarawa State.

Speaking during the tour, the Director of Information and Public Relations of the Federal Ministry of Works, Mal. Mohammed A. Ahmed, stated that the projects are part of the Federal Government’s strategic efforts to rehabilitate critical sections of its road network under the leadership of President Bola Ahmed Tinubu, GCFR. He explained that upon assuming office in May 2023, the present administration inherited 2,064 ongoing road projects, many of which had been abandoned due to funding challenges, and an inherited debt burden of about ₦13 trillion.

According to him, the Federal Government consequently prioritised 260 emergency and special intervention projects across the country to address critically failed sections of federal roads and areas affected by flooding and other natural disasters.
“These projects were initiated to quickly restore critical road and transport links to ensure seamless movement of people, goods, and services across the country,” Ahmed said.
He noted that the intervention projects are being executed under the leadership of the Honourable Minister of Works, Senator Engr. David Umahi, CON, FNSE, FNATE, is part of the administration’s broader infrastructure development drive under the Renewed Hope Agenda.

One of the projects commissioned during the tour was a 6-kilometre section of the road linking Agyaragu town to Sabon Kwara in Keana Local Government Area, Nasarawa South Senatorial District, Nasarawa State. The contractor, A.A. Albasu (Nigeria) Limited, commenced construction in November, 2022 and completed it in November, 2023. The project forms part of a 10.5-kilometre corridor serving the surrounding communities.

The construction works included earthworks, excavation and removal of existing culverts, and excavation to the required depth to receive blinding. Other works carried out include the provision of pipe culverts and lined drains, 200mm thick naturally occurring lateritic sub-base course materials, 100mm thick crushed stone base course, asphaltic concrete wearing course, surface dressing on shoulders, and lane markings.

Providing technical details of the project, the Federal Controller of Works in Nasarawa State, Engr. Ishaku Mamri, explained that the road had previously been in a deplorable condition, causing significant hardship for road users, residents, and traders, who rely on the route to transport goods and access nearby towns. He disclosed that the rehabilitated section was constructed to a standard width of 7.3 metres with shoulders, and that it includes approximately 4 kilometres of drainage infrastructure to ensure durability and effective water management. “The road was awarded in November, 2022 and completed in 2023. It has since been in use by the community and has significantly improved movement within the area,” he added. Engr. Mamri noted that residents have expressed appreciation for the intervention, while also appealing for the completion of the remaining four (4) kilometres of the alignment.

As part of the Media Tour, Engr. Ahmed Tijjani Aminu, a representative of the Council for the Regulation of Engineering in Nigeria (COREN), and the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr Simon Obagu were present. Also present was the Chairman of the Nigeria Union of Journalists (NUJ), Nasarawa State Council, Comrade Salihu Mohammed Alkali, who performed the official commissioning of the project, on behalf of the Honourable Minister of Works.

The media tour also included a visit to the ongoing Lafia Bypass project site, a 15.8-kilometre alternative route designed to ease traffic congestion within Lafia metropolis by providing a faster corridor for commuters travelling between Abuja, Makurdi, and the eastern parts of the country.

According to the Project Engineer for Messrs China Harbour Engineering Company (CHEC), Engr. Tijani Olalekan, the contract, which had previously stalled after being awarded by the past administration, fully recommenced in February, 2024 under the current administration and has now reached over 80 percent completion. It is expected to be completed before the end of the year.

The scope of work includes site clearance and earthworks, construction of hydraulic structures, sub-base, stone base, stone pitching, lined drains, asphaltic concrete binder course, as well as the relocation of electrical poles along the project’s corridor.

The Commissioner of Works, Housing, and Transport, Nasarawa State, Hon. Mu’azu A. Gosho, commended the contractor for the quality of work. Also present were the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr. Simon Obagu, Engr. Ahmed Tijjani Aminu, representing COREN; the NUJ Chairman in Nasarawa State, Salisu Mohammed Alkali; and community members, who all expressed satisfaction with the quality of the work executed.

At the Nasarawa–Toto axis, officials also visited ongoing rehabilitation works on the Keffi–Nasarawan Toto–Abaji road, a strategic route aimed at improving connectivity between the Federal Capital Territory, Nasarawa, and other neighbouring states.
The Controller explained that the road project, originally awarded in 2018, experienced delays due to inadequate funding but has since gained momentum following renewed commitment from the Federal Government.

The FCW further revealed that the project has been restructured into phases, with the initial Phase 1 nearing completion under the 2025–2026 budgetary provisions, while Phase 2, involving concrete pavement construction is set to commence, soon. The Federal Government recently approved the second phase of the project covering approximately 129.3 kilometres at a cost of about ₦203 billion, further underscoring the administration’s commitment to strengthening the nation’s road and transport infrastructure.

The Project Manager, Mr. William, as well as the Site Engineer, Engr. Daniel Aleyemi, assured the team of quality work, while expressing optimism that the project would be completed before the end of the month.

The Director of Information and Public Relations emphasised that road infrastructure development remains a central pillar of President Tinubu’s Renewed Hope Agenda, particularly under the priority area focused on expanding and improving the national infrastructure. He noted that the administration is also advancing four (4) Legacy Road Projects, including the Lagos–Calabar Coastal Highway, the Sokoto–Badagry Super Highway, the Calabar–Abuja Super Highway, and the Dualisation of Akwanga–Jos–Bauchi–Gombe Road, all aimed at transforming connectivity and stimulating economic development across the six (6) geopolitical zones of the country. All the roads will be on concrete pavements with solar street lighting and railways.

The nationwide media tour, he added, is designed to promote transparency, allow journalists and professional bodies to verify the quality of ongoing works, and enable Nigerians to see firsthand the progress being made in the delivery of critical infrastructure.

The Federal Government reiterated its commitment to sustaining the momentum in road construction, reconstruction, expansion, and rehabilitation to support economic growth, national integration, and improved quality of life for Nigerians.

MINISTER OF WORKS DIRECTS CONTRACTORS TO GO BACK TO SITE, SETS TIME FRAME FOR PROJECTS DELIVERY The Honourable Minister of works His Excellency Sen. Engr. Nweze David Umahi CON has charged the contractors under the Federal Ministry of Works to brace themselves for the standard of work and delivery time frame required of every contractor under the Renewed Hope administration the President of Nigeria, His Excellency Sen. Asiwaju Bola Ahmed Tinubu GCFR. The Hon Minister gave this charge in a meeting with the Directors of the Ministry and the contractors held at the Ministry's headquarters Mabushi-Abuja, this 11th day of January, 2024. The Honourable Minister emphasized that going forward, contractors must take into account the plight of Nigerians and the Renewed Hope Initiatives on road infrastructure development in executing their projects. He maintained that the Ministry of Works means business and would not take excuses from contractors. He assured them that the Ministry would consider the review of contracts previously consumated in line with set parameters and prevailing economic situations, and that all generated certificates would be verified and paid accordingly, while urging them to ensure that all issues of contract variations were brought to the notice of the relevant departments of the Ministry. He thanked Mr. President for the prompt release of funds for palliatives works. ”The Bureau of Public Procurement has approved over 80% of requests for palliative projects. Those who indicated interest in the palliative project should please come to the Ministry to collect award letters and complete documentation. Mr. President has graciously released 50% of funds on palliative work, and so he wants to see action in all the 36 States and Abuja.” The Honourable Minister used the opportunity to announce the re-organization of the supervision structure for the Special Projects across the nation and introduced a special mechanism for tracking of certificates generated by contractors and expressed hope that with the new initiative under the Renewed Hope agenda of Mr. President, each State of the Federation would record not less than 150km roads in the Federal roads network in the year 2024, in addition to the special road projects funded through different extra budgetary platforms. 4. Earlier in his remarks, the representative of the Permanent Secretary and Director Highway, Bridges and Design, Engr. Awosanya Onatuga, stated that the meeting of the Directors and contractors with the Honourable Minister was agenda setting for the year 2024, and the essence was to take the task of performance that would help them move the Works sub-sector forward in accordance with the innovative plans of Federal Government under Mr. President. He thanked the Honourable Minister for the relief given to road users toward the Xmas and New Year seasons.  "We can say we did very well towards the end of last year. There were no adverse reports on any blockage, people sleeping on the road. Yes, we have not done so much; we are not where we are supposed to be, but with the spirit of the Hon Minister, the can-do spirit, and it's not slowing down, we are on the right track"   ...

Honourable Minister of Works Inaugurates Committees to Fast- Track the Implementation of HDMI Programme, Tasks Concessionaires on Best Standard on Road Construction.   In keeping with the avowed commitment of the President of Nigeria, His Excellency Sen. Asiwaju Bola Ahmed Tinubu GCFR towards road infrastructure revolution, the Honourable Minister of Works, His Excellency Sen. Engr. Nweze David Umahi, CON, has inaugurated three committees to fast-track the implementation of the Highway Development and Management Initiative (HDMI). The programme which is a Public Private Partnership (PPP) arrangement in the construction, operations and maintenance of highways, is designed in such a way and manner that the emergent concessionaires will recoup their investments through toll and non- toll revenues as may be negotiated.   Speaking during the event, the Honourable Minister of Works harped on the need for the committees to work effectively and concertedly bearing in mind the expectations of Nigerians, in terms of transparency, standard and efficiency in contract negotiations. He noted that contract with some concessionaires had been consummated but said that the current economic dynamics and the new policy direction of the present administration would require a review of the scope of work and cost implication. He charged the concessionaires to abide by the criteria set and the timeline for the projects.   "We own the design; you will own the cost of the project while we carry out verification on the cost of the projects; the idea is to scope the projects. We want to have a standard road infrastructure to toll. Our business is to ensure that your design conforms with the Ministry's standard of design, that is why we are making the Director of Roads and Bridges of the Ministry to be the Chairman of the committee on Scoping and Design. We don’t want to do just a patch on the road and give it to the public for you to toll. The public will resist. We want to have a standard road to toll".   He said “we have to provide alternative road because by law you cannot toll road if there is no alternative route to it. It is very important that every of the projects must have alternative routes.  The number of toll gates and toll stations will be determined by Infrastructure Concession Regulatory Commission (ICRC). We also have to put CCTV Camera, Solar Light and Security on our roads. Whatever that will make our roads safer is very important to us. All these must be considered part of the business."   The three committees set up by the Hon. Minister for the actualization of the Federal Government’s HDMI programme are: Scoping and Design, Financial Due Diligence and Agreement Review.   While constituting the Due Diligence Committee, the Hon. Minister said “We must have a figure to begin to work with under Due Diligence committee, we want to hand over all these sites to people who are serious by the end of March 2024.  Enough of these meetings, enough of the bureaucracy “.   Sen. Umahi said of the Agreement committee, " I have given a template on how to review agreement and I think the legal department can do this on their own “.   He told the concessionaires of the consequence of not meeting up with the rules of engagement. “I must say that in case timelines were set and any company couldn't meet up with the timelines, we may not continue processing anything with that company."   Sen. Umahi further stated, “in all our biddings in 2024 going forward, every cost element must be disaggregated. The procurement law has set up profit for the contractors.  We will verify the cost in respect of concessionaires. We have to ensure that the cost you are putting will do the job. We don’t want you to engage and come back and say there is inflation after we engage you on the project. We have to ensure that concessionaires have all what it takes to do the job. The Ministry of Works and the concessionaires must ensure that we are on the same page so that the citizens will not suffer.  Patriotism demands that we must not allow the citizens to suffer. We have to be realistic and honest. We don’t have all the money as government to do these jobs.   The Hon. Minister however, expressed happiness for the progress made by 9 concessionaires in finalizing their designs and documentation to achieve  a financial  close  by the first  quarter  of 2024 and charged  them to diligently  work  with the Ministry's  committees for the final processes.   Earlier, speaking on behalf of the Permanent Secretary at the meeting, the Director Highways and Bridges, Engr. Awosanya Onatuga said the Directors and the concessionaires were ready to work concertedly to move HMDI project forward. He remarked, "the contract has been consummated but there are certain dynamics that will necessitate a review of the scope of work that will dovetail into the cost of each project, and the Hon. Minister is desirous to fast-track this process, so that the second phase can take off". ...

Engr Nweze David Umahi, CON is committed towards making all the States have a feel of the positive impact of the Renewed Hope administration of our dear President His Excellency, Sen. Asiwaju Bola Ahmed Tinubu GCFR on road infrastructure, which is a catalyst for the socio-economic development of progressive nations. This was disclosed during the visit of the Governor of Katsina State, H.E Dr. Dikko Umar Radda, in his office today, 9th January, 2024.   Although it was a closed-door meeting, the visit was not unconnected with the zeal of the Governor of Katsina State to tap into the innovative road infrastructure agenda of Mr. President in the Works sub-sector. ...

Ongoing Reconstruction of Abuja-Kaduna-Kano Road has Progressed Appreciably - Engr Adebiyi

The ongoing reconstruction work on the Abuja-Kaduna-Kano road project has been progressing appreciably and would be completed in the life of this administration.

Engr Funso Adebiyi, the Director Highways Construction and Rehabilitation in the Federal Ministry of Works and Housing stated this during the ongoing visit to the project site to assess the progress of work on the project

"We are satisfied with the quality of work going on and we are working to increase the pace of the work. You can see that work is going on simultaneously on all sections of both lanes of  the dual carriage  375km longroad from Abuja-Kaduna- Kano" he said

Adebiyi explained that the work was initially for rehabilitation but now full reconstruction work is ongoing. He  appealed to Nigerians to be patient with the government in it's commitment to deliver a qualitative work that would stand the test of time

Similarly, he also appealed to the road users to bear the discomfort being experienced everyday as a result of blockages and diversions, pointing out that it was  a necessary action in a construction work of such magnitude above all on such busy road with high traffic volume and axle load.

On the level of work done so far, Engr Adebiyi said  " we have made a lot of progress. You can see that over  100km though not at a stretch, have been completed under section one to three (Abuja-Kano) , 40km completed under section two (Kaduna-Zaria), and 70km completed under section three (Zaria-Kano)"

He pointed out  that while some sections of the road are also at different levels of completion, palliative/remedial work are being carried out on the sections that are critically bad to facilitate ease of passage for motorists"

Reacting to the allegation of delayed  work, Engr Adebiyi said "It is important that I correct the wrong impression by the people  that work is not moving. We are working to meet up with the deadline and at the same time subjecting all the work to quality assurance test to deliver a good job"

He assured Nigerians of the commitment of the government to completing the work. " Government is desirous of completing this project , as such is not leaving anything to chance, that is why we are here regularly  tracking the progress of work with a view to sorting out any identified challenges"

Engr Adebiyi stated that the Honourable Minister of Works and Housing, Mr Babatunde Raji Fashola, San and the Hon  Minister of State  Engr. Aliyu  D  Abubarkar had demonstrated a strong passion to this project and others across the country in order to ensure the  fulfillment of President Muhammadu Buhari’s  promise of bridging infrastructure gap in the country.

On the speed of work on the road, the Director Bridges and Design, Engr Adeoye  urged the contractor to increase the pace of work by deploying more men on sites to work simultaneously on both lanes

The team of engineers in the Ministry  led by the Director Highways Construction and Rehabilitation, Engr Adebiyi were on a routine assessment inspection of the various ongoing road projects across the country in order to ensure quality work delivery and meeting the completion deadline

The team carried out an engineering measurement and evaluation of some key components in road construction among others ; storm water drainages, shoulders, right of way, concrete slabs, U-turns, culverts reinforcement pipes.

TheAbuja-Kaduna-Zaria-Kano roa reconstruction project was awarded to Julius Berger Nigeria Plc on 20th December, 2017 and the project commenced on 21st May, 2018 with the 36 months completion period

Remarks By H.E, Babatunde Raji Fashola, SAN At The 28th Monthly Power Sector Operators Meeting Hosted By Kaduna Distribution Company

Once again, permit me to welcome you all to another monthly meeting of operators in the Power Sector.

This is the 28th monthly meeting and it is hosted by Kaduna DisCo,  to whom we are grateful for accepting to host us.

In the last few months, I have used the opportunity of this meeting to focus attention of Operators, GenCos, Transmission Company and DisCos, who are the points of public interface, on the need to pay more attention to service delivery, repairs, and maintenance of equipment.

My focus in this meeting will not be different. We are beginning a different weather season that will see more rainfall, thunderstorms, lightening and windstorms.

All of these will affect regular supply one way or another. Trees will fall and disrupt lines, poles and lines may be damaged, and service will be disrupted.

In all these situations, we must prepare our staff to anticipate, plan, and respond.

Most importantly, we must inform the public about the problems and what we are doing to restore service whenever there are disruptions.

As a consumer myself, nothing gives me more comfort than when my service provider shares information about service disruptions.

It tells me quickly that at least somebody knows that there is a problem, and gives me hope that something is being done about it.

Apart from service issues of supply, there is the bigger and compelling issue of estimated billing and lack of meters.

Meter supply has become the big issue of the moment that consumers want us to resolve.

As a Government, we hear them loudly and clearly, and as service providers, we hope that you can hear them too.

As power supply continues to increase in Generation, Transmission and Distribution, the demand for meters will increase because more power supply and consumption will likely result in increased  bills.

Estimated billings in these circumstance will become a major cause of distrust and conflict between consumers and DisCos, and meters are the easiest way to build the bridge of trust.

On the Executive side of Government, we are responding by taking advantage of the Meter Asset Provider (MAP) Regulations to deploy a fund of N37bn towards supplying meters through private sector.

I urge all DisCos who have not taken benefit of this opportunity to quickly do so, or make their own funding arrangements to contract  their own meter providers to supply and install  meters.

On the Legislative side of Government, there is a clear intention to intervene by Legislation.

The Executive and Legislative response show that Government is committed  to  addressing this issue of meters.

Let me be clear that every DisCo is affected, and every DisCo needs to respond by providing meters quickly and seeking to end estimated billing, which is subjective, discretionary, and prone to abuse.

In closing, let me also point out that our commitment to better service delivery by improving infrastructure, as mandated by President Buhari, continues.

Yesterday, I visited the historic city of Zaria to commission the 60MVA Transformer added to the Zaria 132 KV substation to increase the transformer capacity from 140 MVA to 200 MVA.

This will improve service to customers of Kaduna DisCo, our host, in places like Zaria City, Sabon Gari, Samaru, Giwa, Yakawada, Tudun Wada, Markafi, to mention a few.

This morning, I also visited the Power House 132 KV Transmission Substation in Kaduna to commission 2 X 60 MVA Transformers to increase the transformer capacity from 190 MVA to 240 MVA.

This will hopefully improve service of Kaduna DisCo to customers in places like Kaduna Township, Rigasa, Kakuri, Rigachukwu, Chikun, Sabon Tasha, to mention a few.

I must commend TCN for these interventions that are being undertaken nationwide.

Substation by substation, one by one, city by city, we are bringing incremental power close to the people, and this is change.
