National Media Tour: FG Intensifies Renewed Hope Agenda with Strategic Road Projects Across Nasarawa State

The Federal Government has reaffirmed its intention to improve road infrastructure across the country as part of efforts to enhance economic growth, connectivity, and ease of movement for Nigerians. This assurance was reiterated during the continuation of the Federal Ministry of Works’ nationwide media tour and commissioning of emergency and special intervention projects in Nasarawa State.

Speaking during the tour, the Director of Information and Public Relations of the Federal Ministry of Works, Mal. Mohammed A. Ahmed, stated that the projects are part of the Federal Government’s strategic efforts to rehabilitate critical sections of its road network under the leadership of President Bola Ahmed Tinubu, GCFR. He explained that upon assuming office in May 2023, the present administration inherited 2,064 ongoing road projects, many of which had been abandoned due to funding challenges, and an inherited debt burden of about ₦13 trillion.

According to him, the Federal Government consequently prioritised 260 emergency and special intervention projects across the country to address critically failed sections of federal roads and areas affected by flooding and other natural disasters.
“These projects were initiated to quickly restore critical road and transport links to ensure seamless movement of people, goods, and services across the country,” Ahmed said.
He noted that the intervention projects are being executed under the leadership of the Honourable Minister of Works, Senator Engr. David Umahi, CON, FNSE, FNATE, is part of the administration’s broader infrastructure development drive under the Renewed Hope Agenda.

One of the projects commissioned during the tour was a 6-kilometre section of the road linking Agyaragu town to Sabon Kwara in Keana Local Government Area, Nasarawa South Senatorial District, Nasarawa State. The contractor, A.A. Albasu (Nigeria) Limited, commenced construction in November, 2022 and completed it in November, 2023. The project forms part of a 10.5-kilometre corridor serving the surrounding communities.

The construction works included earthworks, excavation and removal of existing culverts, and excavation to the required depth to receive blinding. Other works carried out include the provision of pipe culverts and lined drains, 200mm thick naturally occurring lateritic sub-base course materials, 100mm thick crushed stone base course, asphaltic concrete wearing course, surface dressing on shoulders, and lane markings.

Providing technical details of the project, the Federal Controller of Works in Nasarawa State, Engr. Ishaku Mamri, explained that the road had previously been in a deplorable condition, causing significant hardship for road users, residents, and traders, who rely on the route to transport goods and access nearby towns. He disclosed that the rehabilitated section was constructed to a standard width of 7.3 metres with shoulders, and that it includes approximately 4 kilometres of drainage infrastructure to ensure durability and effective water management. “The road was awarded in November, 2022 and completed in 2023. It has since been in use by the community and has significantly improved movement within the area,” he added. Engr. Mamri noted that residents have expressed appreciation for the intervention, while also appealing for the completion of the remaining four (4) kilometres of the alignment.

As part of the Media Tour, Engr. Ahmed Tijjani Aminu, a representative of the Council for the Regulation of Engineering in Nigeria (COREN), and the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr Simon Obagu were present. Also present was the Chairman of the Nigeria Union of Journalists (NUJ), Nasarawa State Council, Comrade Salihu Mohammed Alkali, who performed the official commissioning of the project, on behalf of the Honourable Minister of Works.

The media tour also included a visit to the ongoing Lafia Bypass project site, a 15.8-kilometre alternative route designed to ease traffic congestion within Lafia metropolis by providing a faster corridor for commuters travelling between Abuja, Makurdi, and the eastern parts of the country.

According to the Project Engineer for Messrs China Harbour Engineering Company (CHEC), Engr. Tijani Olalekan, the contract, which had previously stalled after being awarded by the past administration, fully recommenced in February, 2024 under the current administration and has now reached over 80 percent completion. It is expected to be completed before the end of the year.

The scope of work includes site clearance and earthworks, construction of hydraulic structures, sub-base, stone base, stone pitching, lined drains, asphaltic concrete binder course, as well as the relocation of electrical poles along the project’s corridor.

The Commissioner of Works, Housing, and Transport, Nasarawa State, Hon. Mu’azu A. Gosho, commended the contractor for the quality of work. Also present were the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr. Simon Obagu, Engr. Ahmed Tijjani Aminu, representing COREN; the NUJ Chairman in Nasarawa State, Salisu Mohammed Alkali; and community members, who all expressed satisfaction with the quality of the work executed.

At the Nasarawa–Toto axis, officials also visited ongoing rehabilitation works on the Keffi–Nasarawan Toto–Abaji road, a strategic route aimed at improving connectivity between the Federal Capital Territory, Nasarawa, and other neighbouring states.
The Controller explained that the road project, originally awarded in 2018, experienced delays due to inadequate funding but has since gained momentum following renewed commitment from the Federal Government.

The FCW further revealed that the project has been restructured into phases, with the initial Phase 1 nearing completion under the 2025–2026 budgetary provisions, while Phase 2, involving concrete pavement construction is set to commence, soon. The Federal Government recently approved the second phase of the project covering approximately 129.3 kilometres at a cost of about ₦203 billion, further underscoring the administration’s commitment to strengthening the nation’s road and transport infrastructure.

The Project Manager, Mr. William, as well as the Site Engineer, Engr. Daniel Aleyemi, assured the team of quality work, while expressing optimism that the project would be completed before the end of the month.

The Director of Information and Public Relations emphasised that road infrastructure development remains a central pillar of President Tinubu’s Renewed Hope Agenda, particularly under the priority area focused on expanding and improving the national infrastructure. He noted that the administration is also advancing four (4) Legacy Road Projects, including the Lagos–Calabar Coastal Highway, the Sokoto–Badagry Super Highway, the Calabar–Abuja Super Highway, and the Dualisation of Akwanga–Jos–Bauchi–Gombe Road, all aimed at transforming connectivity and stimulating economic development across the six (6) geopolitical zones of the country. All the roads will be on concrete pavements with solar street lighting and railways.

The nationwide media tour, he added, is designed to promote transparency, allow journalists and professional bodies to verify the quality of ongoing works, and enable Nigerians to see firsthand the progress being made in the delivery of critical infrastructure.

The Federal Government reiterated its commitment to sustaining the momentum in road construction, reconstruction, expansion, and rehabilitation to support economic growth, national integration, and improved quality of life for Nigerians.

Nigeria LNG Commended for Commitment to The Completion of Bodo-bonny Federal Road In Rivers State And Interest To Connect To East West Road   The Hon. Minister  of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON has commended Nigeria  NLG Limited for its commitment to funding the completion of the Bodo-Bonny Federal road in Rivers State in line with the tripartite agreement with Federal Government and Julius Berger Nigeria Plc, and for indicating  interest  to connect the road to East West Road to maximize the economic potentials  of the area. The Hon Minister  made this commendation when the management  of Nigeria  NLG   Ltd led by its MD/ CEO, Dr Philip  Mshelbilla, visited him in his office at Federal  Ministry  of Works Headquarters, Mabushi Abuja on 11th December,2023. He further  commended  them for  putting  the interest  of Nigeria  first in their contractual  negotiations and for keying  into the innovations and ideals of the Renewed  Hope Administration of President Asiwaju  Bola Ahmed Tinubu,GCFR with respect  to quality, innovations, cost effectiveness  and timely completion  of  road projects embarked upon by Federal Government.    "Thank you very much. When I see Nigerians that are standing for the country, I feel very excited because Nigeria is our only country. We can't mortgage the country; we can't sell the country.   I saw your letter with regard to requests by Julius Berger Nigeria Plc, the contractor, to increase the contract sum. And you and your board together  with your team vehemently stood against that.  That gave me some teeth to bite because I saw a commitment by all parties that this project will not increase beyond the augmented amount of 199,000,000,000.    So, I want to commend you for that."    The Hon. Minister enjoined Julius  Berger  to respect the spirit and letters  of the tripartite  agreement and go back to site, assuring  that Federal  Government  would   offer compassionate  considerations on the remaining  16% uncompleted  job without  necessarily expanding the contract envelope.   "I discovered by the letters of JB that they have abandoned the site, and that's against the contract they signed, even if they needed to leave the site, the general conditions of contract specify the procedures  for notices in such a circumstance.   Well, we have discussed with them and I said, we are going to look at the remaining 16% on a compassionate ground,   and see whether there is any merit, and  we can see if there is any money left in the contingency, but definitely will not expand the envelope.   Expanding the envelope means you are going back to your Board. Expanding the envelope means my going back to Federal Inland Revenue, going back to BPP, going back to Mr. President, going back to  Federal Executive Council. So it's a long journey, and that will not allow that project to be completed as planned".   Speaking  on behalf  of the management  of Nigeria NLG Ltd, the  MD/CEO reiterated the  vision of the company  in not only building  a globally competitive LNG  company but also in contributing  towards  building  a better  Nigeria by  delivering  quality  infrastructure through projects  such  as the Bobo-Bonny  road being  funded  by NLNG. He assured  that everything  possible  would  be done to complete  the road on time  as provided under the agreement bearing in mind the concerns of the contractor handling the project.   "With regards to  coming back to the Bonny Bodo road, we see two parts to it, the main road itself. We are really looking forward to that being completed on time. We have had commitments in the past from the contractor around its completion and we do understand that there are concerns around  what is happening  in the economy  now".   He thanked  the Hon. Minister  of Works for his commitment to road infrastructure  revolution  and expressed hope that the economy  of Nigeria  would  bounce back with the  manifest  determination  of President  Tinubu's administration  in fixing  the critical  infrastructure  for the growth of our economy. He assured the Hon. Minister of the  readiness  of the company  to partner  with  Federal  Government  always  in her developmental  efforts.   "We have indicated an interest to pursue the extension of that road from Bodo so that it connects to the East West Road. That way you then have a complete corridor of major roads connecting to East West Road, rather than ending in Bodo.   In summary, just to thank the Minister  again, your commitment to projects like this across the country  will indeed make a huge difference to the common man, to transportation of people, farmers who need to move their products". ...

Keynote Address by the Hon. Minister of Power, Works and Housing, At the 4th Quadrennial Delegates Conference of the Petroleum Tanker Drivers Branch of NUPENG

To the National Executive Council of the Petroleum Tanker Drivers Branch of NUPENG, I say thank you for inviting me to deliver this keynote address at your 4th Quadrennial Delegates Conference.

I also wish to thank you for attending in large numbers, the one-day stakeholders meeting my Ministry convened in Abuja recently, to discuss our policies about how to make your work easier and your businesses more efficient, through the management of the Federal Highway Right of Way and the enforcement of axle load regulations.

As I said to you at the conference, while those who cheat by overloading axles may make quick gains, in the long run, it is everybody that loses when the roads fail.

This is the background of our previous relationship and interactions from which I intend to discuss the subject of the keynote address, which is: ‘Road Infrastructure in Nigeria: Impact on Petroleum Product Distribution’.

I think the proper place to start is the Economic Recovery and Growth Plan launched by President Muhammadu Buhari, in which he identified Energy Sufficiency and Infrastructure Development as critical action points.

These action points are not accidental; on the contrary, they reveal a clear thinking and understanding of what must be done to rebuild our economy and underline the interconnectivity between availability of quality infrastructure and the delivery of energy from petroleum products to drive our economy.

But it is one thing to have a plan, and yet another thing to commit to a faithful implementation of that plan.

If you think this is not important, let me remind you that in 2015, only N18 Billion was budgeted for all Nigerian roads in the Ministry of Works. Only N9 Billion was funded at the time, when Nigeria’s oil was selling at close to $100 per barrel.

This was at the time of the Transformation Agenda, when commitment fell significantly behind stated objectives.

What has changed under the Economic Recovery and Growth Plan (ERGP) is that the Buhari Government has committed close to N300 Billion to roads, and funded about N260 Billion at a time when oil prices are manifestly below the 2015 figures.

So, if people ask you what change means, please tell them it means doing more with less.

What are the results of this change?

The results mean reduced journey times on the sections of roads where work has now resumed.

Those of you who ply Ilorin-Jebba will now admit that from spending 7 (seven) days on that road, you now spend less time while works are rapidly progressing, not only on the road but also in the Emergency Repairs on the Tatabu Bridge, which suddenly collapsed as a result of massive rainfall, flooding, and lack of maintenance.

Those of you who ply the Suleja-Minna Highway where there are strategic NNPC Depots at Minna and the PPMC Depot at Diko, will now acknowledge that the contractor is back to work.

I must, of course, acknowledge the support we have received from the Niger State Government, and the impact of the Sukuk, an initiative of the Federal Ministry of Finance, wholesomely supported by Mr. President.

Those of you who take products from the NNPC Depot at Gusau will acknowledge that our contractor is now back to work after years of absence due to lack of payment for work done on the Zaria-Gusau-Sokoto Road.

Those of you who use the NNPC Depot in Ibadan will also now acknowledge that our contractor is back to work on the Ibadan-Abeokuta Highway.

And work has been completed on the Enugu-Abakaliki and Kaduna-Jos Roads to provide access to the NNPC depots at Enugu and Yola.

So, if they ask you what change means to tanker drivers, please tell them that it means the revival of construction works and the return of contractors to access roads to petroleum depots, from which you do business and support your families.

Tell them that your journey times on these roads is gradually improving and the presence of contractors at the work site gives you hope that it will get better.

Ladies and gentlemen, I know that they will ask more of you as they seek to enlist your support.

When they do, please tell them that you are right thinking and well meaning Nigerians who also see a commitment to support pubic transport with Rail.

Tell them that you see change in the work that the Ministry of Transportation is undertaking on the Lagos-Ibadan-Kano Rail.

Tell them that after many years of broken promises, the Buhari Government has acted by starting the construction of the Lagos-Ibadan section of the project which will link to the Apapa Port.

Tell them that change means the employment of about 7,000 Nigerians now working on that section of the project, and that you now believe that those who started it are better positioned to complete it.

Tell them that you see change because there is a clear difference between unfulfilled promises of yesterday and a commitment that is backed by visible action today.

Tell them that while you did not believe what you heard in the past, you cannot disbelieve what you can now see.

If there is anyone of you who still doubts the importance of Road Infrastructure to Energy Security and its impact on Petroleum Products Distribution, I believe the list of some of these critical Roads where work is going on, and recent announcements of additional works on Lagos-Ibadan Expressway must erase the doubt.

Although this is a summary from a very long list of critical roads that support Petroleum distribution, I cannot fail to mention the recent award of the Ikorodu-Shagamu Road that services Mosimi Depot, where work will soon commence.

Similarly, our Ministry is working to finalise the procurement and award of the Apapa, Tin Can, Mile 2, Oshodi to Oworonshoki Highway.

But the impact of Road infrastructure to your business does not start and end with access to good roads and improved journey times.

The commitment to infrastructure development and renewal by President Buhari also means more demand and supply of petroleum products which means more trips for tanker drivers and more income.

I just returned from road project inspection in Kebbi and Jigawa States last night where our contractors informed me that Bitumen producers and suppliers are now struggling to cope with demand.

These are clear signs of a business boom and employment not only for transporters of the products like your members, but also for the manufacturers.

I must now conclude by stating that the Buhari Government understands your contribution to the National Economy and is acting to improve the ease with which you do business.

While the results are beginning to manifest, the type of harvest you will reap depends on the choices you will make in the near future.

Think well, and choose wisely.

Thank you for inviting me and for listening.

I wish you fruitful deliberation at this 4th Quadrennial Delegates Conference and a very successful election.

Babatunde Raji Fashola, SAN
Honourable Minister of Power, Works and Housing
