National Media Tour: FG Intensifies Renewed Hope Agenda with Strategic Road Projects Across Nasarawa State

The Federal Government has reaffirmed its intention to improve road infrastructure across the country as part of efforts to enhance economic growth, connectivity, and ease of movement for Nigerians. This assurance was reiterated during the continuation of the Federal Ministry of Works’ nationwide media tour and commissioning of emergency and special intervention projects in Nasarawa State.

Speaking during the tour, the Director of Information and Public Relations of the Federal Ministry of Works, Mal. Mohammed A. Ahmed, stated that the projects are part of the Federal Government’s strategic efforts to rehabilitate critical sections of its road network under the leadership of President Bola Ahmed Tinubu, GCFR. He explained that upon assuming office in May 2023, the present administration inherited 2,064 ongoing road projects, many of which had been abandoned due to funding challenges, and an inherited debt burden of about ₦13 trillion.

According to him, the Federal Government consequently prioritised 260 emergency and special intervention projects across the country to address critically failed sections of federal roads and areas affected by flooding and other natural disasters.
“These projects were initiated to quickly restore critical road and transport links to ensure seamless movement of people, goods, and services across the country,” Ahmed said.
He noted that the intervention projects are being executed under the leadership of the Honourable Minister of Works, Senator Engr. David Umahi, CON, FNSE, FNATE, is part of the administration’s broader infrastructure development drive under the Renewed Hope Agenda.

One of the projects commissioned during the tour was a 6-kilometre section of the road linking Agyaragu town to Sabon Kwara in Keana Local Government Area, Nasarawa South Senatorial District, Nasarawa State. The contractor, A.A. Albasu (Nigeria) Limited, commenced construction in November, 2022 and completed it in November, 2023. The project forms part of a 10.5-kilometre corridor serving the surrounding communities.

The construction works included earthworks, excavation and removal of existing culverts, and excavation to the required depth to receive blinding. Other works carried out include the provision of pipe culverts and lined drains, 200mm thick naturally occurring lateritic sub-base course materials, 100mm thick crushed stone base course, asphaltic concrete wearing course, surface dressing on shoulders, and lane markings.

Providing technical details of the project, the Federal Controller of Works in Nasarawa State, Engr. Ishaku Mamri, explained that the road had previously been in a deplorable condition, causing significant hardship for road users, residents, and traders, who rely on the route to transport goods and access nearby towns. He disclosed that the rehabilitated section was constructed to a standard width of 7.3 metres with shoulders, and that it includes approximately 4 kilometres of drainage infrastructure to ensure durability and effective water management. “The road was awarded in November, 2022 and completed in 2023. It has since been in use by the community and has significantly improved movement within the area,” he added. Engr. Mamri noted that residents have expressed appreciation for the intervention, while also appealing for the completion of the remaining four (4) kilometres of the alignment.

As part of the Media Tour, Engr. Ahmed Tijjani Aminu, a representative of the Council for the Regulation of Engineering in Nigeria (COREN), and the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr Simon Obagu were present. Also present was the Chairman of the Nigeria Union of Journalists (NUJ), Nasarawa State Council, Comrade Salihu Mohammed Alkali, who performed the official commissioning of the project, on behalf of the Honourable Minister of Works.

The media tour also included a visit to the ongoing Lafia Bypass project site, a 15.8-kilometre alternative route designed to ease traffic congestion within Lafia metropolis by providing a faster corridor for commuters travelling between Abuja, Makurdi, and the eastern parts of the country.

According to the Project Engineer for Messrs China Harbour Engineering Company (CHEC), Engr. Tijani Olalekan, the contract, which had previously stalled after being awarded by the past administration, fully recommenced in February, 2024 under the current administration and has now reached over 80 percent completion. It is expected to be completed before the end of the year.

The scope of work includes site clearance and earthworks, construction of hydraulic structures, sub-base, stone base, stone pitching, lined drains, asphaltic concrete binder course, as well as the relocation of electrical poles along the project’s corridor.

The Commissioner of Works, Housing, and Transport, Nasarawa State, Hon. Mu’azu A. Gosho, commended the contractor for the quality of work. Also present were the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr. Simon Obagu, Engr. Ahmed Tijjani Aminu, representing COREN; the NUJ Chairman in Nasarawa State, Salisu Mohammed Alkali; and community members, who all expressed satisfaction with the quality of the work executed.

At the Nasarawa–Toto axis, officials also visited ongoing rehabilitation works on the Keffi–Nasarawan Toto–Abaji road, a strategic route aimed at improving connectivity between the Federal Capital Territory, Nasarawa, and other neighbouring states.
The Controller explained that the road project, originally awarded in 2018, experienced delays due to inadequate funding but has since gained momentum following renewed commitment from the Federal Government.

The FCW further revealed that the project has been restructured into phases, with the initial Phase 1 nearing completion under the 2025–2026 budgetary provisions, while Phase 2, involving concrete pavement construction is set to commence, soon. The Federal Government recently approved the second phase of the project covering approximately 129.3 kilometres at a cost of about ₦203 billion, further underscoring the administration’s commitment to strengthening the nation’s road and transport infrastructure.

The Project Manager, Mr. William, as well as the Site Engineer, Engr. Daniel Aleyemi, assured the team of quality work, while expressing optimism that the project would be completed before the end of the month.

The Director of Information and Public Relations emphasised that road infrastructure development remains a central pillar of President Tinubu’s Renewed Hope Agenda, particularly under the priority area focused on expanding and improving the national infrastructure. He noted that the administration is also advancing four (4) Legacy Road Projects, including the Lagos–Calabar Coastal Highway, the Sokoto–Badagry Super Highway, the Calabar–Abuja Super Highway, and the Dualisation of Akwanga–Jos–Bauchi–Gombe Road, all aimed at transforming connectivity and stimulating economic development across the six (6) geopolitical zones of the country. All the roads will be on concrete pavements with solar street lighting and railways.

The nationwide media tour, he added, is designed to promote transparency, allow journalists and professional bodies to verify the quality of ongoing works, and enable Nigerians to see firsthand the progress being made in the delivery of critical infrastructure.

The Federal Government reiterated its commitment to sustaining the momentum in road construction, reconstruction, expansion, and rehabilitation to support economic growth, national integration, and improved quality of life for Nigerians.

College Provost Commends FMWH for Another Intervention .....Says College's Staff quarters built by FMW in 1974 Provost of the Federal College of Education, Pankshin, Plateau State, Dr A.B Cirfat has commended the Federal Ministry of Works and Housing for yet another intervention in the College. The provost, spoke during the formal handing over of 1.04 km internal road rehabilitated by the Federal Ministry of Works and Housing in the Federal College of Education, Pankshin. Dr Cirfat revealed that it was the same Federal Ministry of Works and Housing that built the College’s Staff quarters in 1974 when the College was established. " The major intervention when the College was established in 1974 was by the Federal Ministry of Works and Housing that built the Staff quarters. The buildings still carry the inscriptions of the Federal Ministry of Works and Housing " he said In his hand over address, Works and Housing Minister, Babatunde Fashola stated that, the importance of infrastructure to learning environment and quality of education cannot be under estimated, hence the Federal Government has remained committed to bridging the infrastructure gaps in the country, including those of institutions of learning. He said " It is undebatable that the quality of education will be impacted by the quality of infrastructure and the learning environment" Fashola was represented at the occasion by the Federal Controller of Works in Plateau State, Engr Usman Abubakar Accordingly, the Minister explained that government was steadily bridging the infrastructure gap by a gradual process of repairs, renewal and construction on major highways, which had now reached the schools. He revealed that the Federal government has provided 83 internal road intervention projects in various Federal tertiary institutions across the country and the completed ones were being handed over now, of which FCE Pankshin is among. The road projects according to Fashola, benefited not only the students and the institution's community but also provided jobs for youths, stating that 34 people were employed in the process of the rehabilitation of the road in the FCE Pankshin. The College Provost who was represented by Deputy Provost, Dr (Mrs) Christiana Zumyil appreciated the Ministry of Works and Housing for always remembering the College, saying that, the entire College Community were excited with the project. " The entire College staff and students are grateful to the Federal Ministry of Works and Housing. We appreciate the Ministry for always remembering the College by coming to our aid whenever we needed it" he said Dr Cirfat said that the rehabilitated road has now given the College a new good look, urging the Ministry to still come to the aid of the College by building shoulders of the main road across the main gate in order to stop further damage of the road during the raining season. In his remarks, the College Director of Works, Arc Miri Gofer commended the speed with which the rehabilitation work was carried out, saying that the work has really eased traffic in the college. He also commended the first major intervention, building of staff quarters by the federal Ministry of Works when the College was established in 1974, urging that the remaining internal roads in the college would also be considered in the next intervention Master Betfa Innocent, an NCE 2 Student of Business Education described the road intervention in the College as face saving for the College Community, saying that movement in and out was now much easier. Federal Government Commissions National Housing Programme in Enugu State .Enugu State Government Commends FG for project.. The Federal Government as part of its developmental agenda has commissioned 70 housing units Comprising of 16 units of three-bedroom, 24 units of two-bedroom, 24 units in condominium and 6 units of one -bedroom apartments in Enugu State. The commissioning ceremony took place at Amankpaka Autonomous Community, Ugwogo Nike in Enugu East Local Government Area of the state under Phase One of the National Housing Programme of the Federal Government. President Muhammadu Buhari represented by the Minister of Foreign Affairs, Amb. Geoffrey Onyeama expressed delight over the completion of the housing project as a fulfillment of the promise of change this administration made to the people at its inception. President Muhammadu Buhari appreciated Enugu State Government for the intergovernmental collaboration with the Federal Ministry of Works and Housing through the provision of the land for the project, which was once left fallow, but today has come alive to shelter ordinary Nigerians. He described it as “One of the developmental approaches across levels of governments to improve the human condition." Buhari reiterated that the Micro, Small and Medium Enterprises (MSMEs), which drive our economy, won the contracts to build these houses. Not only did their successful bids offer an opportunity for these companies and their employees both skilled and unskilled workers through them, and we have also unleashed a value chain of economic activities that has improved the conditions of the ordinary Nigerian." "These are some of the people our country remains committed to move towards prosperity and away from poverty and we are already reaching them by providing opportunities for employment for those who were hitherto unemployed”, he added. He directed that in the fulfillment of promise of change made by this administration that 22 units of the houses be reserved for the 1994 Olympic medalists in fulfillment of a pledge made to them 28 years ago by the then Federal government to encourage others that wish to sacrifice for their country. In his goodwill message, the Governor of Enugu State, Dr. Ifeanyi Ugwuanyi , commended President Muhammadu Buhari and the Minister of Works and Housing, Mr. Babatunde Fashola, SAN for the laudable initiative of providing these houses for the teeming rural communities in the state which he said was the first ever National Housing Scheme in the state “. Represented by the Commissioner of Works Enugu State, Engr. Gregory Nnaji, the Governor noted that provision of shelter anywhere brings development and improve livelihood and for that they appreciated the government of President Buhari for providing the houses. While making his remarks, The Honourable Minister of Works and Housing, Babatunde Raji Fashola, SAN who was represented by the Director Housing of the Ministry, Arc. Iquo Lucy Uzodinma, stated that the 70 housing units under Phase 1, comprising 1-, 2- and 3-bedroom units, completed and being commissioned were the outcome of a survey conducted throughout the federation. "In terms of design, this project is the outcome of a national survey conducted by the Federal Ministry of Works and Housing to find out the type of houses Nigerians desire," he said. Fashola explained that the survey revealed a preference for bungalows in Northern Nigeria and flats in Southern Nigeria, adding that the survey also showed the need for space which, according to him, “Is why the one-bedroom units are 60 - 70 square metres and two-bedroom units 76 - 103 square metres while three-bedroom units are110 - 137 square metres." Fashola also disclosed that the housing units are offered to the public through the National Housing Portal at https://nhp.worksandhousing.gov.ng to ensure that interested buyers are not inhibited by any “artificial obstacle and allocations are made on the basis of those who apply and pay on a first-come- first-served basis." The Minister added that Nigerians would witness many more commissioning of completed projects across the nation as President Buhari's tenure wines down, adding that many more projects would soon start to bear fruits. The Permanent Secretary Federal Ministry of Works and Housing, Bashir Nura Alkali who was represented by the Federal Controller of Housing, Enugu State, ESV Emmanuel Eijie, stated that the Ministry was promoting local content in building construction in line with Executive Orders 3 and 5. According to Alkali, at least 1,200 building contractors have been engaged under Phases I, II and III of the housing programme since 2016 and over 14,500 and 50,140 direct and indirect jobs have been created. “During this period, the Ministry has been undertaking the construction of at least 6,000 housing units at 45 sites out of which 2,465 units have been completed in 34 States and the Federal Capital Territory,” he said. In a goodwill message, His Royal Highness, Eze Akpata 1 of Amankpa Nike Autonomous Community Ugwogo, Enugu, Engr. Damian Ikechukwu Edeh thanked the Federal Government for the project and the State government for siting the project in his domain. He added that the physical infrastructure has developed the area. The royal father noted that the area which used to be a hideout of robbers and kidnappers has been cleared. The President General of the Amankpa Community, Hon. Joseph Onu added that the community needs employment for their unemployed youths and urged the community to rejig the existing infrastructure for the betterment of their community. One of the beneficiaries under the Federal Government fulfillment of the promise made to the 1994 Super Eagles Team members who won the African Cup of Nations in Tunisia 1994, Mr. Christian Chukwu while delivering the vote of thanks expressed profound gratitude to the Federal Government for this unforgettable gesture. He said he is delighted to have taken full possession of his own semi-detached three-bedroom bungalow. FG Flags-off the dualisation of 132 km Kano- Kongolom Road Project. Under the Innovative Road Infrastructure Tax Credit Scheme adopted by the administration of President Muhammadu Buhari, the Federal government has yet again, flagged-off a critical road dualisation, a 132 km Kano- Kongolom Road. Works and Housing Minister, Babatunde Raji Fashola performed the ministerial flag-off, supported by his counterpart in the Ministry of Water Resources, Engr Suleman Hussain Adamu. The Road Infrastructure Tax Credit Scheme is a Public-Private Partnership (PPP) intervention that enables the Federal government leverage on Private Sector capital and efficiency for the construction and refurbishment of critical road infrastructure on key economic areas in Nigeria. It was provided for under Executive Order 007 which was signed into law by President Muhammadu Buhari in January 2019. The Kano-Kongolom Road project traverses Kano, Jigawa and Katsina States, and the venue of the flag-off was Anguwan Tudu in Gwiwa local government area in Jigawa State. In his address, Fashola reiterated the determination of the Buhari administration to address road Infrastructure gap in the country even at the twilight of the administration's tenure. He also pointed out that the continued participation of the private sector in the road tax credit scheme was a statement of confidence for the administration. Furthermore, the Minister highlighted the huge economic importance of road construction to include; job creation, reduced travel time and cost among others. He appealed to Traditional Institutions in the area to talk to their subjects who are occupying the right of way within Government's roads to vacate in order to give the contractors hitch free movement during the construction. In his good will message, the Minister of Water Resources, Engr Suleman Adamu thanked President Muhammadu Buhari for this laudable project in the North West, which he said would have great economic impact on the people. Engr Adamu also promised to provide all the necessary assistance to the contractors to deliver the road as specified. In his remarks, the Minister of State, Works and Housing, Hon. Umar Ibrahim El-Yakub stated that the administration of President Muhammadu Buhari would not leave any stone unturned in terms of such developmental projects. He appealed to motorists to patiently bear with understanding all the inconveniences during the period of construction. Alhaji Kabiru Rabiu also appreciated the government of President Muhammadu Buhari for the contract and promised that his Company would deliver quality job and on time too. The representative of the Emir of Kazaure, the Makaman Kazaure, Alh. Umar Aliyu, who spoke at the occasion appreciated President Buhari and the Minister, Raji Fashola for the laudable project which he said, would have great impact on the people in many more ways. The 132 km road originates from Dawanau round about in Kano town and terminates at Kongolom, a border town with Niger Republic. The road covers 61.15km across Kano State, spans 28.85km through Jigawa State and 41.50km through Daura to Kongolom border town in Katsina state. Party of the project scope includes; three bridges at; Ungogo (Kano), Kazaure (Jigawa) and Daura (Katsina), with eight number pedestrian crossings at different locations along the corridor of the project. ...

Remarks By The Permanent Secretary, Federal Ministry Of Power, Works And Housing, (Works And Housing Sector), Mohammed Bukar, At The 24th National Council Meeting On Works, Held In Birnin-Kebbi, Kebbi State

I am pleased to welcome you to the 24th Meeting of the National Council on Works holding in Birnin-Kebbi, Kebbi State.

2. As you are aware, the theme of this year’s National Council Meeting is “Ensuring Value-for-Money in Nigerian Highways Development”. The theme is apt and timely, considering our collective resolve to address the challenges in road development in the country within available resources.

3. In order to ensure that this target is achieved, it has become necessary for all the critical stakeholders to consider and provide contemporary policies that will support the attainment of the above target.

4. It is quite instructive that the theme was carefully chosen to ensure prudent spending of available financial resources in Highways development in the country due to the huge investment governments at all levels are making in road development.

5. The Meeting is significant as it will afford us the desired opportunities to identify challenges in the highways sector and develop strategies towards addressing them. We are therefore, expected to explore various realistic means of proper utilization of funds and other resources meant for road projects, to enable quick service delivery, which in turn will fast-track national growth and sustainability. May I also stress on the need to ensure that all our recommendations align with the objectives of the Economic Recovery and Growth Plan (ERGP) of 2017-2019 which focuses on restoring economic growth, ease of doing business, investing in our people and creating a competitive economy. The achievement of these objectives largely lies on the availability of good road network across the country.

6. Distinguished delegates and officials, the timing of this meeting therefore, is very significant as it affords us the opportunity to think through and make necessary provisions in our various Budgets for the year 2019 and beyond as well as take necessary steps that will ensure money spent on roads impacts on the Nigerian economy, positively.

Remarks By Babatunde Raji Fashola, SAN At The Inauguration Of The Board Of The Rural Electrification

Although today is only scheduled for the inauguration of the reconstituted board of the Rural Electrification Agency, I feel obliged to make a few comments that I believe shed some light on the plan of the Buhari Administration on our understanding of the purpose and role of this agency.

Before I do so, let me express the gratitude of the Federal Government of Nigeria to the immediate past acting Managing Director and his team and all those who have served in this agency since its inception, for their service and contribution.

It is my expectation that the new team will be able to build on whatever you have left behind, improve on it and ultimately achieve the purpose for which this agency was set up, which is to provide access to electricity for millions of Nigerians who are yet to be connected to the grid.

Although it is called a 'Rural' Electrification Agency, there are many urban and suburban communities that still lack access to power because they have not been connected to the national grid.

Part of the reason for this lack of access is that the 330/132 KV and 132/33 KV lines (popularly called the high-tension wires), by which this connection is often made, run over long distances covering several hundreds of kilometers.

The cost of extending these lines to communities is expensive and where the population in such communities is not large, the price of their electricity will be high because it will be borne by a few people.

Because public tariff is fixed, investments in these lines are not considered attractive and it is easy to pass over these communities or simply attempt grid extensions which have not covered the field and have resulted in many people being left behind.

All of this is about to change and that is why we are here. REA is the champion of these unconnected communities, who have have been left unserved. REA will bring them to mainstream of electricity connectivity by providing and promoting off grid connections.

Let me point out that when the Electricity Sector Reform Act was passed in 2005, it set up the Rural Electrification Agency and mandated that the Rural Electrification Implementation plan should be prepared (within a year) for Presidential Approval.

It is that plan that will set out how to reach the unconnected communities that I spoke about, through a combination of grid extension and development of independent grids, using new technology such as solar, which will mitigate the cost of the long 330/132 KV and 132/33 KV lines which I spoke about.

Unfortunately, nothing was done between 2005 and 2016 about the Rural Electrification Implementation program until 2016 when President Buhari approved this plan. That was a period of inaction of 11 (ELEVEN) years.

Thankfully, all that is behind us. We must look to tomorrow and the promise of increased access to electricity that President Buhari’s approval heralds.

The anchors for implementing Rural Access are:

A. Completion of over 2000 Grid extension projects that started life as constituency projects since 1999 but have now either been abandoned or uncompleted;

B. Resuscitation of 6 (SIX) small Hydro dams and activation of their power component, which have received Federal Executive Council (FEC) approval, have been advertised, and we have received Expressions of Interest which we are evaluating.

C. Development of Independent Power Plants in 37 (THIRTY-SEVEN) federal universities and seven teaching hospitals in rural areas and the building of independent power grids from there to connect adjoining rural and unconnected communities.

Most of these IPPs, at least 27 (TWENTY-SEVEN), will be solar powered and this is the heart of the matter.

This is because President Buhari understands the increasing emergence of renewable energy sources, like solar power from the fringes of the energy debate to the mainstream.

This is why he was one of the first leaders to append his signature on behalf of Nigeria to the Paris agreement.

Most importantly he understands the appeal of renewables generally and Solar in particular to the global youth population and Nigeria's youth.

He understands how impactful a small solar plant can be to a barber, hairdresser, small food processing plant and small businesses generally where our youth are participating in making their contribution to our national development.

He understands and appreciates the role that young people played in building the nation and driving the economy.

This is why he has appointed young people to the leadership and management of this agency, to deliver not only on the promise of their generation but also on the expectation of millions of unconnected people who are living without electricity.

This is why he has constituted a Board of Experience and Youth in this critical agency.

I hope and expect that all of us will rally round and support this new team to deliver on their mandate.

It is therefore with pleasure that I formally inaugurate the Board of the Rural Electrification Agency and wish them success in the implementation of the Rural Implementation program.
