EAST WEST ROAD: PRESIDENT TINUBU'S ADMINISTRATION COMMITTED TO ENDING PAVEMENT FAILURES AND YEARS OF ROAD INFRASTRUCTURE NEGLECT IN THE REGION, SET TO DELIVER POPULAR ROAD INFRASTRUCTURE THAT WILL STAND THE TEST OF TIME In keeping with the Renewed Hope agenda of giving all regions the environment to attain their full economic potentials and guarantee a sense of self-actualization among Nigerians, the administration of His Excellency President Asiwaju Bola Ahmed Tinubu GCFR has introduced a more formidable measure of construction to end pavement failures and years of infrastructural neglect on the East West Road of South-South Nigeria. This was revealed  by the Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi CON during his visit to the project  sites at East West Road section II: Kaiama-Ahoada in Rivers/ Bayelsa States; the construction of Multiple  Box Culverts at flood damaged locations along  the dualization  of East West Road handled by Messrs Rock Results Nigeria  Ltd and the dualization  of East West Road, Section II ( sub section II) handled  by SETRACO Nigeria Ltd dated 22nd July 2024. Speaking after the inspection of work progress, the Honourable Minister said that Federal Government redesigned the inherited ongoing project, using reinforced concrete technology to end the perennial pavement failures and years of road neglect across the wetland Niger Delta.  He said that some sections of the East-West Road starting from Lokoja to Benin were also rescoped and redesigned in reinforced concrete, and that the height of the road was increased above the flood level, and that the redesign factored the peculiar environment, geomorphology and soil characteristics which were responsible for the failures of flexible pavement used over the years by successive administrations.  On the Kaiama-Ahoada section, he said, "When we came on board, the job was already awarded by the past administration. And so, the only new thing in all these locations under President Tinubu is the relief culverts that these two local contractors are putting and are proving themselves to be of a very high reputation in terms of their works. We are encouraging many more local contractors to come and work, because there's so much to work." He observed that the impact of climate change was largely responsible  for the flood that came over the two sections of the road but commended the two contractors handling the relief culverts for their deep commitment to the intervention work despite having not been paid.  He stated, "And so our directive is that the contractor shouldn't open more relief culverts. Let us contain the floods by working with NDDC. And I commend the MD of NDDC for the fantastic work they are doing." He thanked Rock Results, who also did emergency works, even though it's outside the scope and the 29 Battalion with other paramilitary outfits for the management of the traffic which he said would  continue for the next two to four weeks.  While seeking for patience on the side of the road users, he assured that permanent solution was underway  as the project was being procured to raise the road above the flood level while reinforced concrete of 12 inches would be used to do the overlay. The Honourable Minister who also visited the KM 15 Section 3A of the East- West road (from Eleme Junction to Onne Port Junction) handled  by Messrs  RCC  Nigeria  Ltd, commended  the quality  of work being  done but urged the contractor to re-mobilize at least in 6 sections of the project to ensure timely  project  delivery or be prepared  to relinquish  the other carriageway for award to another  contractor. He stated, "It is Presidential order that this road should be given the maximum attention, and that's why he asked me to come and look at it, and then give him a report. So, we're looking at December for project delivery, but certainly not at the pace that RCC is going." While reacting to the statement credited to a Clergy, Buba Isa on the state of some federal roads, the Honourable Minister reiterated the commitment of the Renewed Hope administration in fixing all the inherited ongoing projects and backlogs of road infrastructure deficits nationwide orchestrated by  many years of neglect.  While commending President Tinubu for the glaring deference in road infrastructure under his administration which road users are attesting to, he called for patience and understanding as enduring solution to road failures had been reinvented  by the Renewed Hope administration and very soon Nigerians would enjoy sustainable infrastructure delivery.

WORKS MINSTER DRAWS THE CURTAINS ON COUNCIL MEETING The Honourable Minister of Works, His Excellency, Engr. David Umahi has noted that the National Council of Works meeting will propel acceleration of completion of projects in Nigeria. Umahi, stated this while addressing the closing session of the National Council of works held at Abakaliki, Ebonyi state. The Minister who lauded the Council members for their commitment, noted that the gathering has been an invaluable platform for deliberation, collaboration, and the exchange of innovative ideas. He noted that, their contributions and insights are critical to Nigeria's shared mission of enhancing and sustaining our nation's infrastructure. According to him, "over the past few days, we have engaged in robust discussions on several key areas critical to our work. We have reviewed the progress of ongoing projects, identified challenges, and mapped out strategies to overcome them. Our discussions have been guided by our unwavering commitment to building infrastructure that is durable, efficient, and inclusive. "I am pleased to share some of the significant outcomes from these meetings. One, Project Acceleration and Completion: We have agreed on measures to expedite the completion of ongoing projects, particularly those that are crucial for connectivity and economic growth. This includes enhanced coordination among federal, state, and local governments. "We have Innovation and Technology: We have endorsed the adoption of cutting-edge technologies in our infrastructure projects. This will not only improve efficiency but also ensure that our infrastructure is resilient and future ready.  "Moreso, Sustainability and Environment: Environmental sustainability has been a cornerstone of our discussions. We have committed to integrating sustainable practices in all our projects to minimize environmental impact and promote long-term ecological balance". The Honourable Minister, explained that, the Council meetings have also yielded Public-Private Partnerships and stressed that they have recognizing the importance of collaboration and  have laid out plans to strengthen public-private partnerships.  "This will leverage private sector expertise and resources to complement our efforts in delivering world-class infrastructure.      "We have recorded capacity building and Workforce Development: We have outlined initiatives to enhance the skills and capacity of our workforce. This is essential for ensuring that our projects are executed to the highest standards and for fostering a culture of excellence in the sector. "The outcomes of these meetings will serve as a roadmap for our future endeavours. They reflect our collective vision and determination to provide infrastructure that meets the needs of our people and supports our nation's growth. Senator Umahi urged all stakeholders to remain engaged and committed adding that the success of our initiatives depends on our continued collaboration and dedication. "Together, we can achieve remarkable progress and create a legacy of robust and resilient infrastructure for future generations" he noted. Earlier, the Governor of Ebonyi state, the RT. Hon. Francis Ogbona Nwifru disclosed that his administration has embarked on the construction of 700 km roads projects across the three Senatorial districts stressing that his administration's determination to execute quality projects is yielding good results. Nwifru who commended the Federal Government for choosing to hold the National Council of Works in Ebonyi State, noted that, Ministry of Works is a tripod, which other sectors stand upon. He however appealed to the Federal Government through the Ministry of Works to complete some of the federal road projects abandoned in Ebonyi state to ease the pain of his people. While drawing the curtains on the 29th National Council on works, Engr. Umahi proposed that the year 2025 edition could hold in either of Nasarawa or Benue states, but this is subject to interests.

Permanent Secretary charges Council to offer technical support  The Permanent Secretary Federal Ministry of Works, Yakubu Adam Kofarmata (PHD) has urged members of the Council of Works to provide technical support to unlocking infrastructure potentials in Nigeria. Kofarmata stated this while speaking at the 29th meeting of the National Council on Works holding at Abakaliki, Ebonyi State. The Council which commenced on Monday 15th July, 2024 has the theme: UNLOCKING INFRASTRUCTURAL POTENTIALS AND OPPORTUNITIES AS CATALYST FOR SUSTAINABLE DEVELOPMENT UNDER THE RENEWED HOPE AGENDA. The Permanent Secretary said: " the objective behind the choice of this theme is to ensure that all memoranda from stakeholders and the general public are strictly based on as well as informed by those issues and subject matter that address the thematic areas of the various sub- themes derived from the Council's theme held the previous day. "I am pleased to note that these strategic sub- themes include; policy formulation and implementation, institution strengthening, adoption of Continuously Reinforced Concrete Pavement (CRCP) in road construction in Nigeria, integrated financing and alternative funding for roads and bridges projects in Nigeria ". Kofarmata also noted other sub-themes include emergency preparedness and response in road maintenance and sustainability, tackling road infrastructure deficit through strategic partnership and use of alternative technologies, and development of a national infrastructure data bank: a veritable tool for road infrastructure delivery in Nigeria. He said that the meeting of the Permanent Secretaries of Ministries of works across the States in Nigeria is coming after the meeting of the Directors and experts earlier held, purposely to enable them to have high level of technical session to deliberate and adopt drafted technical reports generated from the previous session of experts. "I therefore urge you to passionately apply due diligence in your consideration of the draft technical report with a view to doing justice by being objective to enable us deliver this national assignment seamlessly, without fear or favour. "We must focus our eyes on the ball, having at the back of our minds the ultimate goal, which is the preparation of a comprehensive, credible and a good draft technical report admissible by the National Council on Works (NCW) at the end of the day", he said. Umahi, by nature, nurture and inclination, is a humble servant leader and innovator, a passionate problem solver and development strategist, and an exemplary leader with transformative powers. He is best described as a man of great intuitive sagacity and steward leadership, an ingenious innovator and rare doyen of human capital transformation. Sen. Umahi's impacts as a successful captain of industry, Deputy Governor, Governor of Ebonyi State for 8 years, Chairman of South East Governors' Forum for 8 years, Chairman  of Southern Governors' Forum, first Deputy Majority Leader of the 10th Senate and Chair of the Senate's Integrity Group, and now Honourable Minister of Works, Federal  Republic of Nigeria, have added a significant value in the development  milestones  of our country. He is a great benefactor as many have received his magnetic and magnificent inspirations of love, compassion, mentorship, philanthropy, and empowerment. He is a gem of inestimable value, a wealth creator, and a great political stabilizer; he is a seasoned advocate and proclaimer of justice, equity, and good conscience; he is a nationalist, bridge builder and patriot. Among his landmark triumphs in his political  sojourn is his vision to become Governor, which was perfected by God alone in the most historic and symbolic  manner, and his  record-breaking  performance as Governor that thrilled human imaginations; his prophetic declaration for national  mainstreaming  through  the progressive platform of All Progressives Congress (APC) at a time the journey seemed suicidal and his victorious flags and flying  colours  that outwitted all legal and extra-legal recourses  that ambushed  his generous political calculations. Thank God for the inherent rights of appeal that saw him through in both the Court of Appeal and the Supreme Court. Thank God also for the mutual fidelity between him and his successor, who provided the unshaken foundational support that saw him through during the battles. In his new office as Honourable Minister of Works, the waves of road infrastructure transformation and policy innovations are creating greater hopes and returning the desired confidence of road users nationwide in line with the visionary aspirations of the Renewed Hope administration of the President of the Federal Republic of Nigeria, His Excellency President Asiwaju Bola Ahmed Tinubu GCFR, the grand initiator of concrete technology in Nigeria. All these are virtues that deserve our celebration. Thursday, 25th July 2024, is  a great day in the hearts of all who have benefitted  in one way or the other from the large and kind heart of His Excellency, Sen. Engr. Nweze David Umahi, Commander of Order of the Niger, Fellow Nigerian  Society  of Engineers, Fellow Nigerian Association of Technologists in Engineering, and Great Grand Commander Ebonyi Hall of Fame, as he shall turn 61 years of impactful life. It is a day to especially remember our benefactor and his family in our prayers and to share our joy, extend our best regards, and convey our best wishes to him, glorifying God for his rewarding service to humanity and his stewardship which he anchors gloriously. The National Council on Works is a meeting of all the relevant stakeholders in the Works Sector to proffers new ideas and solutions to the challenges of moving the sector and the country forward. The theme of this year’s Council “Unlocking Infrastructural Potentials and Opportunities as a Catalyst for Sustainable Development under the Renewed Hope Agenda” is critical for our national development and well-being. Sokoto-Kebbi Superhighway: Leaders Applaud President Tinubu's Bold Initiative  The Minister of Works, Engr. Nweze David Umahi;  together with major stakeholders have applauded President Bola Ahmed Tinubu's government for heeding  to the cry of millions of Nigerians  to resuscitate the 48-year-old Superhighway project.   They expressed their appreciation at the stakeholders'  meeting held in Birnin-kebbi on the alignment for sections 1 & 2 of the superhighway, covering 120 KM in Sokoto and 258 KM in Kebbi, totaling 378 KM, and ending in Badagry, Lagos State. In  his opening remarks, the Honourable Minister disclosed that the superhighway will begin  from Illela in Sokoto (120 KM)  through Argungu, Bunza, and Kamba, ending at Bida town in Niger State for the first and second phases. Umahi explained that President Bola Ahmed Tinubu would officially kick off the project in Kebbi State, benefiting the people of the state, especially in agriculture, commerce, and boosting security. He stated, "I request the people of Kebbi State and Sokoto State to support this project. Wherever there is a need to compensate the people, we will sit down with you and work it out with the local communities." The Minister noted that the route of the superhighway was the oldest Trans-Sahara trade route, initiated over 48 years ago but not implemented until President Bola Ahmed Tinubu's administration. He emphasized that the federal government would start using concrete for road construction in the Northern region to ensure longevity for up to 100 years. Umahi also highlighted that the federal government had completed many road projects in Sokoto State and promised that all road projects in Kebbi State, particularly the Koko-Mahuta-Dabai and Malando-Wara roads, would be addressed. He added that President Bola Ahmed Tinubu should be commended for implementing the 48-year-old project, which would benefit not only Nigerians but also neighboring countries like Niger Republic, Bénin, and others. In his remarks, the Minister of Budget and Economic Planning, Senator Abubakar Atiku Bagudu, described the project as very important. He noted that President Bola Ahmed Tinubu had asked cabinet members to source funds for executing the project despite global economic challenges. Bagudu stated that the vision of the President was to address the reality on ground and secure necessary funding for the benefit of Nigerians and future generations. He said, "That is why President Bola Ahmed Tinubu directed us to go and source the funds to6 execute our projects. Nigeria is the most vibrant economy with a lot of potential capacity. This project is just the tip of the iceberg. Nigerians should expect many more of  such projects." He added that due to the courage and determination of the current administration, world leaders have acknowledged Nigeria's boldness and readiness to assist in areas of need. Kebbi State Governor, Dr. Nasir Idris, commended President Bola Ahmed Tinubu for implementing the project and kicking it off in Kebbi State. Idris sought the state's input on the route passages, noting that the government wanted the project execution to be fair and just to the communities directly benefiting from it. "We need to give our inputs before the conclusion of the project so that we can do justice to our people. We are taking a lion's share of the project, and we have to be just and fair to our people since the project will have direct benefits for them," he said. The Governor also sought the Minister's intervention on the Koko-Mahuta-Dabai and Malando-Wara roads, stressing that the people of these areas, including four LGAs, are suffering due to bad roads. Senator Adamu Aliero, representing Kebbi Central Senatorial District, expressed his full support for the project and urged the Minister to address the Koko-Mahuta-Dabai and Malando-Wara roads. The Chairman of the Senate Committee on Works, Senator Barinade Npigi, commended President Bola Ahmed Tinubu for implementing the project, noting that it had been initiated over 48 years ago. He assured that the Senate would continue to support the Presidency in executing meaningful projects for Nigerians.  Hon. Hakeem Alabi, stated that the House of Representatives would also provide legislative support to ensure appropriate budget allocation for the President's projects. Traditional rulers, including the Emir of Argungu Alhaji Samaila Muhammad Mera, pledged support and cautioned against potential flooding during construction. Super-Highway construction: Works Minister call on Investors to leverage on its Economic Potentials The Minister of Works, Sen. (Engr) David Umahi has called on Investors and political stakeholders to leverage on the infrastructural development drive of the Renewed Hope Agenda of President Ahmed Tinubu to boost economic activities in the country.   Senator Umahi made the call at the Stakeholders engagement meeting on the alignment of Niger (125klm), Kwara (188klm) which is (313klm) out of 1000klm Super-Highway in Ilorin on 4th July 2024.   The Minister further calls on the stakeholders to stand on the mandate of President Bola Ahmed Tinubu to ensure that one of the legacy projects which include the alignment of Sokoto to Badagry Super-Highway is achieved.   In his remarks, the Governor of Kwara State, Mallam Abdulahmam Abdulrasaq, who was represented by Kayode Alabi thanked Mr. President and the Minister of Works for this Renewed Hope Legacy Infrastructure Project which connects Kwara to Sokoto 1000km Super-Highway project's which will boost Nigeria's Economic prosperity.    Also speaking, the Niger State Governor, Mohamed Umaru Bago states that Nigeria needs a value chain in Agriculture and Road Infrastructure, He called on all the Stakeholders to join hands to move the Renewed Hope Agenda of Mr. President. Bago said in Niger State no compensation will be paid for Road Infrastructure, because the road is for the development of the State.

FG TERMINATES CONTRACTS WITH MOTHERCAT, DANTATA & SAWOE AND RCC COMPANIES FOR NON-PERFOMANCE ON THE DUALIZATION OF OBAJANA-BENIN ROAD; SECTIONS II, III AND IV, WARNS THAT GOING FORWARD, ALL FUNDED BUT NON-PERFORMING CONTRACTS SHALL BE TERMINATED The Federal Ministry of Works has terminated contract numbers 6136, 6137 and 6138 with Mothercat Ltd, Dantata & Sawoe Construction Ltd and RCC Ltd respectively. The projects affected by this termination are the dualization of Obajana - Benin road, section II (Okene - Auchi) in Kogi/Edo State; the dualization of Obajana - Benin road, section III (Auchi - Ehor) in Edo State and the dualization of Obajana - Benin road section IV (Ehor - Benin) in Edo State. The termination of the said contracts became necessary in view of the inordinate delay of the affected companies in job performance and their failure, neglect and or refusal to fulfil their contractual obligations as required by the Standard Conditions of Contract and this has affected the timely completion of the projects and thus resulted in the expiration of the contracts by effluxion of time. The projects which were awarded on 3rd December 2012 were advertently abandoned by the contractors and no genuine commitment or good faith was shown towards executing the projects after accepting the considerations offered by the Federal Government and thereby exposing the road users to untold hardship due to the deplorable condition of the projects. The Honourable Minister has therefore directed the engineers in charge to take necessary steps to enter upon both the site and the works and take the same over from the affected companies. He further directs the engineers concerned to, upon doing the needful, arrange with the affected companies for a joint measurement of work so far done by the said companies preparatory to taking over the sites from the said companies, and this directive is without prejudice to the exercise of other rights of Federal Government under the contract. He warns that the Federal Ministry of Works under his watch will not condone acts of unseriousness and sabotage by contractors whose plan is to become a clog in the wheel of progress of the Renewed Hope administration which is determined to change the ugly narrative of Nigeria's road infrastructure. He further warns that going forward, the government will not hesitate in terminating all projects that are funded but are non-performing.

COASTAL HIGHWAY: TINUBU TO FLAG-OFF SECTIONS THREE AND FOUR IN CROSS RIVER TO AKWA IBOM As part of the commitment of the Tinubu Administration to sustain its on-going infrastructural development drive   in line with its Renewed Hope Agenda. The Federal Government has announced plans to commence the flag-off of the next phase of the Lagos- Calabar Coastal highway from Cross River to Akwa Ibom.  The Minister of Works Senator (Engr) David Umahi disclosed this at the stakeholder’s engagement meeting in Uyo, Akwa Ibom state on 29, June 2024. According to the Minister of Works, “we are here to introduce sections three and four of the famous Lagos- Calabar Coastal Highway. "We started and awarded section one which started in Lagos and terminated at deep port in Lagos and is at 474 km "There is section two that is starting at Lekki Deep Sea Port and taking it to the famous Dangote Refinery"  The Honourable Minister added that the President has graciously directed that sections three and four must start at Cross River and stop at Akwa Ibom. Senator Umahi recalled that the Senate President once addressed the people of Akwa Ibom state, and he assured them that "sections three and four will start on this part of the coastal highway and this is the fulfilment of that assurance, and we are happy doing this”. He added. Speaking further, the Minister explained "that section three has 27km on Akwa Ibom land 38km on Cross River State. While section four is entirely on Akwa Ibom that is 80km. When you add 27km and 80km, you have 107km, so you are benefiting through maximizing this coastal highway. "When we complete the procurement process and award these sections three and four, work will start in many sub- sections of this sections all at the same time. "Tinubu is a man who matches his words with actions. So, we are happy with the level of commendations and support we receive from Nigerians for the so many benefits of the coastal highway Speaking at the event, the Senate President, Senator Godswill Akpabio expressed his appreciation to President Bola Ahmed Tinubu for listening to his plea to start sections three and four of the coastal highways in Cross River State to Akwa Ibom. He called on the Akwa Ibom State Governor, Pastor Umo Eno to give maximum support to the federal government and buy into the coastal highway project. The former governor also called on the Minister of works to engage the services of engineers from the state on the project. FEDERAL GOVERNMENT APPROVES FINAL FUNDS FOR THE COMPLETION OF BODO-BONNY ROAD, TASKS JULIUS BERGER NIGERIA PLC ON DECEMBER DEADLINE FOR PROJECT DELIVER As Honourable Minister Berates RCC for Leaving the Site Despite being Funded, Issues A Seven-Day Ultimatum to Remobilize of Risk Job Termination 1. In furtherance of the resolve of the President of the Federal Republic of Nigeria, His Excellency President Asiwaju Bola Ahmed Tinubu GCFR to bring to a conclusive end the perennial transportation challenges in Bodo-Bonny, South South of Nigeria and thus enhance the socio-economic prospects of the two communities of Rivers State, the Federal Government has approved the total and final sum of N280 billion for the completion of Bodo-Bonny road project. This was revealed by the Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi CON during his inspection visit to the project site this 19th June 2024. He warned that the contractor handling the project, Julius Berger Nigeria Plc, must work round the clock to beat the project delivery timeline of December 2024. 2. The Honourable Minister expressed reservation over the Bodo-Bonny project administration by the contractor, insisting that the amount of money paid needed to correspond with the project completed. He, however, enjoined the contractor to ensure that no further excuses were given on the project delivery timeline as Federal Government would not approve further funds for the project for any reason of variation whatsoever. "And in case the devil comes to play, whatever happens, we are not increasing this project cost. It's a package, and it's called lump sum final completion package to Julius Berger to do a beautiful job and attach their name. It has been 11 years, and we don't want it to exceed this year. And so it is in your interest that you cooperate, " He further added during the site visit, " I will be asking Julius Berger Nigeria Plc, is there anything that the Minister of Works and NLNG will do to fast track this engagement so that we can arrive at the destination by the 15th of December 2024?". The Honourable Minister commended Mr. President’s commitment towards the completion of the road project. He praised the perseverance of the Bodo-Bonny Peace Committee and the cooperation and uprightness of NLNG funding the project. 3. Similarly, the Honourable Minister has expressed dismay over the attitude of RCC handing 15km East West Road (From Port Harcourt Eleme Junction to Onne Port Junction) for their inordinate delay on the project despite receiving mobilization for the job and warned that Federal Government would not entertain any request for Variation on Price (VOP). "We are very sad with the manners and behaviours of this contractor, RCC. The federal government has paid over 40 billion on this project, and not even one kilometer has been completed. And let me make it very clear that the cost we have given on the review of this project does not attract any VOP. There is no VOP on the project as far as the rates are concerned now." He decried the sufferings of the road users and expressed intention to source funds to maintain the road for the time being pending when the company remobilizes to the site. "So, we have to see where we can search for funds and get any contractor around here to maintain the road. We need to maintain the road. We need to pity the people. It's not acceptable what our people are passing through for an excuse from RCC that they are importing machines for the job. 4. Other projects inspected by the Honourable Minister were the dualization of East-West Road section II (sub section II) (Ahoada-Kaiama in Rivers/Bayelsa States) being handled by Setraco Nigeria Ltd and the construction of multiple box culverts at flood damaged locations along the dualization of East-West Road (section II) Ahoada-Kaiama in Rivers/Bayelsa States being handled by Messrs. Rock Result Nigeria Ltd. 5. In their words of commendation to Mr President, the Deputy Chief Whip of the Senate and Senator representing Ebonyi North Senatorial District. Sen. Barr. Onyekachi Peter Nwaebonyi who was part of the inspection visit and the spokesperson to the Bodo-Bonny Peace Committee, Professor Jasper Jumbo thanked the President of Nigeria for the great difference his administration has brought in the Nigeria's road infrastructure trajectory. Nweze David Umahi CON made it today, Sunday, 16/06/2024 to Enugu State to inspect some Federal Government's projects in the State.  This is coming after his marathon inspection visits to some Federal Government's projects in Lagos State, including the ongoing Lagos-Calabar Coastal Highway yesterday, where he announced the decision of the Federal Government to reduce the entire corridor of the Lagos-Calabar Coastal Highway, from phase two, section two of the coastal route to effective pavement of 55km including the train tracks. Upon arriving Enugu State, the Honourable Minister visited  the ongoing reconstruction  of the collapsed New Artisan bridge at  Enugu-PH Expressway, Enugu capital  city. He moved to inspect the ongoing construction  of a 23-span mega twin  flyover bridge at Emene in Enugu State.  This flyover bridge is described as the best thing that never happened to the people  of Enugu and neighbouring States until  the coming  on board  of the Renewed Hope administration of President Asiwaju Bola Ahmed Tinubu GCFR, who saw the need to decongest  the traffic  ridden axis of Enugu city to give way to stronger socio-economic competitiveness within the region. It would be recalled that the road which links to many suburbs within the State and the neighbouring States has for many years been a nightmare for vehicles, some of which ply the route through Benue State to far parts of Northern Nigeria and some others to parts of South-South through Cross River State. The administration of Mr. President thought it expedient, in keeping with his agenda of robust economic revolution for a sustainable future of our country, to construct for Enugu State a mega twin flyover that will beat the elegance and utility of all flyovers ever built in South-East.  This flyover, when completed, will change the face of Enugu State, attract trade and investment to the State, reduce accident and insecurity, improve safety and increase patronage to the economic facilities, including Airports in Enugu and Ebonyi States, and that of other neighbouring States. Mr. President means well for Nigeria and is determined to revolutionize the economy through road infrastructure development.  The Honourable Minister has this as a task that must be accomplished. He knows the job. His passion to deliver is unequalled.

FEDERAL MINSTRY OF WORKS ADOPTS MORE WORKEABLE MEASURES TO END DELAYS OF CONTRACTORS  IN PROJECT  DELIVERY, EXPRESSES COMMITMENT  TO CREATIVITY, INNOVATIONS AND THINKING  OUT OF THE BOX TO MEET THE ROAD INFRASTRUCTURE  NEEDS OF NIGERIANS As part of strategic  infrastructure  development  masterplan  of the Renewed Hope administration of His Excellency President Asiwaju Bola Ahmed Tinubu GCFR, the Federal Government  has adopted workeable measures  to end the old order of unnecessary delays in the execution  of road infrastructure  projects by  contractors and has taken steps to rejig the monstrous contract price variation  clause which has been a major clog in the wheel of progress of project execution over the years.  This was contained in the briefing of the Honourable Minister of Works, His Excellency Sen. Engr. Nweze David Umahi CON, during a meeting  with contractors handling  Federal Government's projects, held at the Ministry's Headquarters, Mabushi-Abuja on 10th  June 2024. The Honourable Minister expressed  the urgency of thinking realistically, creatively, innovatively, and thinking  out of the  square to  overcome  the funding  challenges that face road infrastructure development  in Nigeria.  He narrated, " When the Renewed Hope administration came on board on 29th May 2023, Mr. President  inherited over 2600 ongoing projects  from the past administration amounting to over N15 trillion, out of which only about N2 trillion was certified  and paid.  And so we now have ongoing  projects  of N13 trillion, including  budgetary projects, NNPCL, SUKUK, Presidential Initiative  Development  Projects, other Tax Credit  Scheme Projects  of NLNG, MTN, Dangote,  BUA, Mainstream and projects  under EPC +F, PPP"  He stated that the  aftermaths  of fuel subsidy and the forex forces affected  drastically  the contract cost elements and pricing of which Variation on Price( VOP) could not provide a remedy especially  for jobs awarded so many years ago, and where  VOP on contracts was sometimes  hitting  500%. He further  stated  that in looking  for a solution, the Ministry  sought for and got Mr. President's   approval to give an envelope in the 2024 budgetary  provision to keep all the inherited  projects  alive, believing  that more  funding of such projects could  come  by thinking  outside the box.  The new projects under the 2024 projects, including the constituency projects of the National Assembly, also have poor budgetary  allocations. In tackling responsibly the challenges  of funding, price  variation, and delays  in projects delivery, the Honourable  Minister introduced  responsive  approaches which were adopted as the Ministry's measures to overcome  the challenges  of road infrastructure development in Nigeria. Such measures  include but are not limited to reviewing  the VOP clause  to ensure workability  in line with the economic realities,  making  it a policy  that all contractors handling  two carriageway projects (with the exemption of the 3 legacy projects) must first complete  one side of the two carriageways and thereafter  continue  with the second part subject to availability of fund, advancement  of funds after  award of contract  is subject to conditions contained  in the bid document, going  forward. Other measures adopted were that contractors must have a timeline for project delivery, and every contractor shall have a duty to maintain  the road under construction until the entire project  is completed  and delivered.  A deadline shall be given for all ongoing projects, and with time, all projects that have no funding  shall be stood down, but projects  will be selected  Zone by zone or State by State for funding. In applying these measures,  he emphasized that all contractors will be treated equally. "One thing that is our policy is that no contractor in the Ministry of Works will be treated differently.  Whether you're an indigenous contractor or you're a foreign contractor, insofar as you can turn cement to the right grade and place it rightly. You're a good contractor; we check, and it's good."  The Honourable Minister noted the various  projects  completed  by contractors  and other major ones to be ready for commissioning  from July, 2024 and directed  the Directors in charge  of each Geo-Political  Zone to officially and publicly commission  the various  projects completed  in their  respective  Zones.  He further directed  that committees  made up of the Ministry's  Engineers and the  Media correspondents  be set up to pay inspection  visits  to the respective  zones to assess  the level of project performance in all the federal government projects being  handled  by the Federal Ministry of Works  under the Renewed Hope administration.

Dr. Nweze David Umahi CON  has reiterated  the commitment  of Federal Government  under the Renewed Hope administration of the President of Nigeria, His Excellency, President Asiwaju Bola Ahmed Tinubu GCFR to completing  the Abuja- Kaduna-Katsina- Kano Federal  Highway  within a record  time.  He stated this during a courtesy visit of the Governor of Kaduna State, His Excellency, Sen. Uba Sani to his office, Mabushi-Abuja, on 7th May 2024.  Speaking  during  the event,  the Honourable  Minister said  he had the directive  of Mr. President to present  a programme  that could see to the completion  of the project within  the next one year.  He assured the Governor that the project, which  was inherited   from the past administration, would  be started in three sections as soon as possible. He said, "We are going to have the first section of 38 kilometers by 2, (which is 76 kilometers,) done by Dangote Group  of Companies on Tax Credit and it's going to use concrete to do it. We will allow the next 82 kilometers for Julius Berger to handle. And then the last 20 kilometers by 2,  (which is 40 kilometers) for  BUA to handle and  to also use concrete to do that.  And I can assure you that the job will start in these three sections within this month of May." The Honourable Minister commended  the Governor  for the peace and development being witnessed in  Kaduna State under his administration despite inherent challenges. "I want to commend you very highly. In spite of the challenges you have in your State, you have started extremely very well.  And God will be with you. God will provide the means  because you mean well  for the nation, for your people in Kaduna State and in fact, for everyone who is living in Kaduna State.  I want to commend you. I commend you for the peace of the State, the unity of the State and the oneness of the State, irrespective of religion "He further  stated that the  President's  directive on designing  1000 kilometers  Sokoto- Badagry Highway was being  handled with dispatch by the Federal Ministry of Works, noting  that  the project  would cover the old African trade route  of Sokoto, Kebbi, Niger, Kwara, Ondo,  Oyo, Ogun, Lagos States, connecting  to Badagry.   He also stated that a proposal was being made to link the South East to the North through the Trans Sahara Highway  that would have a spur passing through Benue, Kogi, Nasarawa, and end in Abuja. On his part, the Governor of Kaduna State extolled  the vision and will  of the President of Nigeria  in revolutionizing  road infrastructure, which  is a catalyst  for the socio- economic development  of  the  nation, and the commitment  of the Honourable Minister of Works  which has changed  the narrative in the development of road infrastructure in Nigeria.  He said," I have to commend him for his effort. Since his assumption to office, he has made us proud, because he has done extremely well, and because he has been able to follow the blueprint of our President, who has promised everyone when he was elected, that he would take development to every part of Nigeria, irrespective of those that elected him or not. And of course, that is the agenda, that is the Renewed Hope. Today, we are proud to say that development is reaching everywhere in Nigeria." He commended the President's initiative  to construct Lagos-Calabar road and the Sokoto-Badagry road, noting that the projects would enhance the socio-economic potential  of the country when completed. He emphasized the importance of Federal Government's intervention on the Eastern Bypass in Kaduna State, the Mando-Benigwari road connecting the North-West. He said that the road was of prime importance for agricultural programmes in the North. "And for all of us in Northern Nigeria, you will agree with me that farming is very important.  And what we really want is creating opportunities for people that are in the rural areas. That will certainly help, particularly our farmers, linking our farms with markets. Our people believe in this infrastructure to support our farmers.

Sani praised the progress being made on various road projects, including the Lagos-Calabar Coastal Road, Sokoto-Badagry Road, and Kaduna- Zamfara –Sokoto as well as the Zaria to Kaduna, Makurdi-Enugu Road amongst others. The Senator the described the Abuja –Kaduna road to link to four (4) states with enormous benefit to cities and rural communities.  He also urged the Minister to complete the Eastern bypass in Kaduna and the Mando – Birnin- Gwari Road, which was promised by President Asiwaju Bola Ahmed Tinubu during his campaign visit to Kaduna.      Senator Sani commended the Minister for separating the Abuja-Kaduna-Kano Road project, which will now be constructed by Dangote, BUA, and Julius Berger through the Tax Credit Scheme.  He expressed his excitement over the project's completion within the next one year as directed by President Tinubu.        In his remarks, the Honourable Minister assured Senator Sani that the projects will be completed as scheduled and thanked him for his support and encouragement. He also commended Senator Sani for his leadership role in bringing everyone together irrespective of religious or ethnic affiliations and commitment to the development of Kaduna State and the nation at large. The meeting reinforced the Federal Government's commitment to Infrastructural development and its determination to leave a lasting legacy in Nigeria's path to development.
