FEDERAL MINISTRY OF WORKS ADOPTS FUNDING PRIORITIZATION FRAMEWORK ON NNPCL INHERITED TAX CREDIT PROJECTS NATIONWIDE.
-PROMOTES NIGERIA FIRST POLICY, SAYS CONTRACTS BELOW ₦20 BILLION TO BE DONE BY INDIGENOUS CONTRACTORS

As part of strategic plans towards sustainability in project funding and execution and in pursuance of the directive of the President of the Federal Republic of Nigeria, His Excellency, Bola Ahmed Tinubu, GCFR on strategic and systematic funding of inherited NNPCL funded projects, the Federal Ministry of Works has adopted funding prioritization framework to ensure the continued execution of road projects hitherto funded by Nigerian National Petroleum Company Ltd (NNPCL) under the Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme. The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON made this disclosure during his inspection visit to the ongoing dualization of the East-West Road (Section IIIA) from Eleme Junction, Port Harcourt to Onne Junction in Rivers State handled by Messrs RCC Nig Ltd dated 9th September 2025.

Speaking during his visit, the Honourable Minister stated that the Federal Ministry of Works had compiled all the NNPCL inherited Tax Credit projects for strategic priority funding, noting that the most critical projects within the national economic corridor would receive precedence in the hierarchy of prioritization. “We are inspecting projects of federal government in Rivers State, and this particular one is the dualization of Eleme Junction to Onne Port Junction by RCC. Recall that one carriageway was completed and commissioned, even though there are a few things we ordered afresh like the retaining wall and hanging drainage. For the second carriageway with some bridges and flyovers, work has started on it. Let me say that this is part of the NNPC Tax Credit that has been stopped in terms of funding by NNPC. But graciously, we have compiled all the NNPC inherited Tax Credit projects, and we presented as Ministry of Works to Mr. President. And Mr. President has graciously directed that none of such works should stop now. However, as Ministry, we are going to do prioritization of the projects and look at the most critical of these projects within the national economic corridor like this one. And we are going to put it forward for immediate funding because the President directed that none of such projects should stop now.”

He admonished contractors handling road projects under the Federal Ministry of Works to ensure speed, quality, compliance with specification and sustainability in project delivery and cautioned that the attention of the anti-graft agencies would be called to any case of violation of the regulations or terms and conditions set out under the contract of every project handled by the Federal Ministry of Works. He stated, “I have also noticed in some of the projects in Rivers State, and same with the Six Geo-Political zones, that contractors go ahead to put stone base and put binder course of asphalt, sometimes over 20 kilometres and leave the binder unprotected without putting wearing course. The binder is like a reinforcement to the road architecture. The wearing is the sealant that doesn't allow water to go beyond the surface. And so when you now put stone base, which has dust as designed, and you put binder, which is like a reinforcement, and you see that the composition of the binder asphalt has bigger stones, and it has holes, so the water penetrates. The moment it gets to the stone base, which has some dust, the road fails. It may technically look safe, but with time, it will definitely fail. And we've seen it in a number of roads we inspected. And what I've directed the Controller to do, and it's going to be nationwide, is that when you are putting binder and you have left it for more than two months, we are going to redo the certificate and remove all the binder and remove the stone base.” He directed that henceforth any project below the contract sum of ₦20 Billion would not be given to expatriate firms, and this he said is part of measures to promote the Nigeria First policy of Federal Government of Nigeria.

He commended the construction company handling the Eleme - Onne project, Reynolds Construction Company (RCC) for the quality of work so far done and for working on the project despite the fact that NNPCL has stopped funding the project, but frowned at the slow pace of work which they said was affected by the rainy season. He restated that 15th December 2025 remains the agreed deadline for the project’s completion with no extension or Variation of Price (VoP) allowed. “On this project of Eleme Junction, the quality of the work is excellent. The pace of the work is totally not acceptable. And let me make it very, very clear to the contractor that this project can never be reviewed by a kobo. Neither can there be any variation of price or any other claims.” He expressed dismay over the destructive habit of packing heavy duty vehicles on the road by drivers and warned that forthwith punitive measures would be taken against such perpetrators. “Our roads are not designed to carry these heavy trailers that are parking on the road. And the press should help us on that. When I was coming yesterday all the way from Aba to here, I saw that the trailers are taking over the entire roads, putting their waste, destroying the pavements, and so on and so forth. So I'm going to write to our dear Governors to see what they could help us to do about it, and will also complain to the Inspector General of Police. Let us see what we can do about it. Mr. President is doing everything possible to right the wrongs in terms of road construction. We are doing quality roads now that are going to last from 50 to 100 years. But it's being destroyed by ourselves.”

Earlier, the Federal Controller of Works in River State, Engr. Enwereama Tarilade (Mrs.) said the contractor handling Eleme- Onne road had completed the 15km Eket bound on the right carriageway and had moved to the left carriageway which is Port Harcourt bound for which 1km stretch had already been done on Continuously Reinforced Concrete Pavement (CRCP). 

Projects visited by the Honourable Minister include, the rehabilitation of Enugu – Port Harcourt, Abia/Rivers State, contract No: 6252 being handled by China Civil Engineering Construction Company Limited (CCECC), the upgrading of the 15km section of the East-West Road (Section 111A) from Port Harcourt (Eleme Junction) to Onne junction in Rivers State, contract No: 701 being handled by Messrs. RCC Nig. Ltd and multiple sections of the Enugu-Port Harcourt Expressway, including the sections handled by Arab Contractors and China Civil Engineering Construction Company Limited (CCECC).

The award, which was presented by the National President of the NBA, Mazi Afam Osigwe, SAN, recognises the Minister’s exceptional contributions to national development, unwavering commitment to the growth of infrastructure, and dedication to good governance and the rule of law.  The “Supportive Member Award” specifically celebrates his long-time dedication, commitment, and outstanding efforts towards the growth and sustainability of the Caliphate Bar. In his acceptance remarks, Rt. Hon. Bello Muhammad Goronyo, Esq., expressed profound gratitude to the NBA Sokoto Branch and the national leadership for the recognition, describing it as a source of encouragement to redouble his efforts in the service of the nation. STAKEHOLDERS UNITE TO INSPECT ABUJA–KADUNA AND SULEJA– MINNA DUAL CARRIAGEWAYS -Declare Minna Road, an Emergency Project The Honourable Minister of Works, Engr. David Umahi, CON, FNATE, FNSE; the Deputy Chief Whip of the 10th Senate, Sen. (Barr.) Onyekachi Nwaebonyi; the Honourable Minister of State for Works, Hon. Muhammad Bello Goronyo, Esq.; PDP Chieftain, Otunba Segun Showunmi, among others Saturday, 28th June 2025, led a high-level inspection of the ongoing reconstruction of the Abuja–Kaduna–Minna dual carriageway, reaffirming the government’s commitment to transparency, engineering excellence, and sustainable infrastructure development. In his remarks, Engr. Umahi disclosed that over 11 kilometres of Section 1 have already been reconstructed using 200 mm reinforced concrete with a projected lifespan of 100 years. The construction process, which involves pulverising failed pavement, laying an 80 mm cement-stabilised stone base, and installing Y20 steel reinforcements at 20 cm intervals beneath a 60 mm concrete top, matches the quality standards adopted for the Lagos–Calabar Coastal Highway and the Sokoto–Badagry Road. The Minister noted that the momentum gained on the Abuja–Kaduna project had gained added momentum followed by the inquisition which brought about this transparent site engagement. The Minister also expressed gratitude to President Bola Ahmed Tinubu, GCFR, for his unwavering support following the termination of the previous contract with Julius Berger over cost discrepancies. “Without Mr. President’s support, it would have been difficult to redeem the project's integrity. But with the quality of work being delivered by Infoquest, today both the Ministry’s and my integrity are restored,” he said. Section 1 (118 km) is valued at ₦252 billion, while Section 2 (164 km), awarded at ₦525 billion, is progressing steadily across three subsections. In parallel with this progress, the Ministry addressed concerns over the Dualization of the Suleja–Minna Road (Phase 1) in Niger State, under Contract No. 6077 with Messrs Salini Nigeria Ltd. The project, covering 40 km from Diko Junction to Bonu village, includes 2 twin flyovers and 3 river bridges. Despite notable achievements—such as 36.89 km of sub-base, stone base, binder course, and wearing course already laid; construction of all 3 bridges up to transition slab level; and extensive culvert installations—the project has faced setbacks, including delayed payments and insecurity. As of the latest assessment, the project is 86.33% complete based on the original contract sum but stands at only 30.03% relative to the revised sum of ₦26.7 billion. The Honourable Minister has reaffirmed the Ministry’s position on accountability and directed that Salini be held responsible for any contractual lapses. Where necessary, portions of the outstanding works equal to the value owed by the contractor will be scoped out for direct execution under close supervision. Inspecting Sections I and II, Umahi decried the aged-long-neglect of the construction work by the contractor- Salini Nig. Ltd, which has left the site for the past 18 months without completing the contract. He also noted that the areas the Contractor claimed to have done have become dilapidated. He, however, called for the termination of the Messrs. Salini Nig. Ltd’s contract of sections I and II with immediate effect while declaring the project an emergency project to be handled under emergency procurement processes and taken over by CCECC and CGC companies. He also directed a-24 24-hour documentary on the road, especially the failed areas. “The project has been irrevocably terminated and Nigerians will see why we terminated it. If they (Salini) do not do what we have directed them to do, what they owe us under our supervision, we are all going to the EFCC to take it over” “We are documenting the current condition of the road for public accountability. Once work is completed, people tend to forget how bad it was. Information Department must keep a visual record to justify our emergency action”. Reiterating that the Suleja-Minna road is now a top priority, and every effort is being made to ensure timely and quality delivery in line with President Tinubu's Renewed Hope Agenda, Engr. Umahi reassured travellers of their safety with the incorporation of safety and security infrastructure into the road design, including solar-powered lighting, CCTV surveillance, and a rapid-response system that guarantees intervention from security agencies within 10 minutes of any incident. Kilometre 71 and other active segments are already being secured during the construction phase. This is to ensure traveler safety and long-term durability. The Minister restated the Ministry’s openness to scrutiny and partnerships.  “Where we have done well, let Nigerians see it. Where we must do better, tell us—and we will act.” Minister of State, Hon. Bello M. Goronyo, praised the cross-sectoral nature of the inspection, noting that it marked a shift from armchair criticism to informed civic engagement. He lauded Showunmi’s patriotism and willingness to scrutinize national progress with sincerity, stating that real transformation must be driven by both resource allocation and unwavering commitment. Also present at the inspection, Barr. Onyekachi Nwaebonyi, Deputy Chief Whip of the 10th Senate and member of the Committee of Works commended the scale and engineering quality of the project, affirming the Senate’s continued commitment to funding and legislative backing for infrastructure that enhances trade, national cohesion, and safety. Segun Showunmi, a well-known national voice on governance, whose concerns over delayed infrastructure projects prompted the engagement, applauded the Ministry’s openness. “I dropped everything to be here because our national integrity matters. This isn’t personal interests or affiliations; it’s about shared responsibility,” he remarked. While commending the quality of work, he maintained that his endorsement was based strictly on performance and would not be extended as a blanket approval to the broader administration. He further noted that public figures owe the nation constructive criticism and not endless cynicism, and that holding leadership accountable is of utmost importance as it helps in building the nation. “We’ve seen progress, and like Oliver Twist, we ask for more. Let this be the new standard—less noise, more delivery,” he concluded.   ...

EMPOWERING ENGINEERS THROUGH KNOWLEDGE-DRIVEN TRAINING TO DELIVER SAFER AND STRONGER ROADS The Federal Ministry of Works, under the strategic leadership of the Honourable Minister, Engr. David Umahi, CON, and the Honourable Minister of State, Hon. Bello M. Goronyo, Esq., organised a three-day zonal capacity-building training for engineers, technologists, and technicians in the North Central zone. As part of this initiative, the training commenced on Tuesday, 24th June 2025 at the Pavement Evaluation Unit, Sheda, Kwali Area Council, the FCT, where participants gathered for intensive knowledge-sharing and technical skill enhancement tailored to the evolving demands of modern infrastructure delivery. In his keynote address, the Permanent Secretary, Engr. Olufunsho Adebiyi, FNSE, emphasised that the programme, approved by the Honourable Minister, aims to address the widening generational and capacity gaps caused by the recent retirement of a significant number of senior engineers and the anticipated exit of more within the year. He noted that organising the training on a zonal basis ensures efficient resource management while encouraging broader participation across the federation. The training refreshes core competencies in highway and bridge design, project and contract management, and applicable quality assurance procedures, while promoting cross-functional exposure to develop versatile, all-around professionals. Highlighting the importance of dynamic field experience, the Permanent Secretary underscored the need to rotate engineers across different regions and departments, stating that long-term stay in a single location or unit limits professional growth and technical adaptability. Addressing the recruitment gap within the service, he explained that a comprehensive personnel audit had been conducted and submitted to the Office of the Head of the Civil Service of the Federation for further consideration. He also called on young professionals to invest in self-development and embrace competence as a prerequisite for employability in a modern public service environment, where performance now drives progression. Reaffirming the Ministry’s zero tolerance for misconduct, he noted that the civil service has well-established disciplinary frameworks across all cadres and that infractions will be met with appropriate sanctions through existing regulations. The technical sessions featured expert-led lectures, including “Effective Supervision of Federal Highway Projects” by Engr. Olufemi Oyekanmi, PhD, emphasised the urgency of addressing workforce overload and called for increased manpower to support the rising volume of national projects, while urging field engineers to uphold discipline and deliver consistently despite constraints. Engr. C. Shausu delivered a session on “ _Effective Communication Skills,”_ highlighting the critical role of communication in project coordination and interdepartmental collaboration. Additionally, “Ensuring Safety in Project Sites” was delivered by Engr. A.A. Adebiyi stressed the importance of enforcing safety protocols and maintaining high standards to protect lives and infrastructure. Speaking on the broader significance of the programme, the Director, Highways, Planning and Development, Engr. David Yiltong Dechi, described the training as a demonstration of the Ministry’s commitment to the professional development and technical performance of its workforce, urging participants to embrace their roles with renewed dedication and a stronger sense of national duty. From the participants’ perspective, the training was described as enriching and transformative, with attendees affirming that the sessions provided valuable insights into professional best practices and identified key areas for improvement to enhance effective project delivery. In his closing remarks, the Permanent Secretary reminded participants that the training was not merely academic, but a moral and professional awakening. He called on engineers to recommit to excellence, uphold ethical standards, and demonstrate the technical leadership the Ministry represents. “Let this engagement reset our priorities and rekindle our pride as engineers. We must rise above complacency- we must deliver,” he charged. This training forms part of a broader national initiative approved by the Honourable Minister to strengthen technical capacity, reinforce professionalism, and ensure that the Federal Ministry of Works remains at the forefront of sustainable infrastructure development across Nigeria.   ...

Farewell To a Rare Gem, Okwadike

 

Hon. Minister of Works, Sen. Umahi commiserates with the family, government and people of Anambra  State over the death of the former Governor  of Anambra State, Dr Ezeife.

 

I received with a deep sense of sympathy the sad news of the glorious exit of the former Governor of Anambra State and elder statesman of note ,His Excellency,  late Dr Chukwuemeka Ezeife who journeyed to eternal  glory  on the 14th day of December,2023 at the of 85 years.

 

2. Late Dr Chukwuemeka Ezeife   was an advocate of selfless leadership and crusader for the cause of justice and national integration.  He was unequivocal on his stand for an egalitarian nation where all Nigerians shall enjoy equal, just and fair treatment notwithstanding their natural, cultural or religious inclinations. He was a prominent voice on national conversations. The loss of this dear nationalist has no doubt created a deep vacuum in the hearts of his loved ones and, indeed, all who shared in the values of his ideals. I heartily convey my deepest condolences to his family, the government and people of Anambra State for the loss of this great iconic leader and national figure who left inspiring life and times   worthy of emulation. May his gentle soul rest in perfect peace, amen.

Remarks By H.E Babatunde Raji Fashola, SAN At the Virtual Commissioning of Three Bridges, Three Secretariats and One Road on Tuesday 23rd May 2023

Mr. President, Distinguished Ladies and Gentlemen:

On behalf of the Honourable Minister of State, Ibrahim Umar El-Yakub, and other Ministers of States who have served with me, the Permanent Secretary and former Permanent Secretaries, Directors serving and retired and all the staff of the Ministry of Works and Housing, I am pleased to welcome you all to this momentous day.

A day where the Federal Government of Nigeria, working with the State Governors, Senators and House of Representative members, Traditional Rulers and with the people of Nigeria, unveils 3 (THREE) major bridges the Loko-Oweto, Second Niger and Ikom bridges, a completed Section of over 200 kilometres of Kano-Kaduna Highway and three new Federal Secretariats.

Today, Mr. President will connect Benue to Nasarawa on the Loko – Oweto Bridge, Cross River to Benue on Ikom Bridge and Anambra to Delta on the Second Niger Bridge, and literally connect many parts of Nigeria to themselves.

In the same vein, we link Kano to Kaduna on the Kaduna-Kano highway and impact Zamfara, Bayelsa and Anambra directly through the Secretariats.

This is a story of development and a story of people, all of which cannot be fully told here.

But I will try; starting from the President and the Commander-in-Chief whose leadership, support and opportunity afforded us to serve has made all these possible.

The story of the cabinet members from the Vice-President and my colleague ministers whose support for the various memoranda in Council made these projects possible.

Some of those memoranda you spent hours to debate and approve have yielded some fruit.

Our legislators in both chambers of Parliament were part of the story. They appropriated, they approved where necessary and oversighted all through the project; but they never obstructed.

The State Governors, their Commissioners and their Traditional Rulers are a story that must be told, about how Federal, State Government and Traditional Institutions can, and must work together to deliver development and prosperity.

The story of the men and women who worked on these construction sites is an unforgettable one.

Not only were these sites places of employment for them to earn a living to support their families; I saw in them men and women, boys and girls involved in the dignifying and patriotic work of nation building.

The story of the economic activity that took place at these sites is also most compelling.

Thousands of tonnes of construction materials, sand, cement, diesel, reinforcement, bitumen, aggregates were bought, sold and transported over the period.

This was a period of boom for small and family-owned businesses who supplied the contractors.

It is the clearest narrative about how infrastructure benefits the people and how this drives the services sector of the economy that employs the most people.

It is the story of how the Muhammadu Buhari policies meet the people at their point of need even if many of these people will never meet Muhammadu Buhari in person.

Another story to tell is that prosperity is already being delivered by these projects.

Travel time is reduced by more than 50% in many of the places we surveyed.

Property values of landowners have appreciated by up to 30% in the surveys conducted on land values where we have delivered infrastructure.

These are some of the attempts by Government to pushback against multi-dimensional poverty; because Loko-Oweto reduces travel time to Abuja by 4 (FOUR) hours and with the Second Niger Bridge it will take a few minutes, instead of hours to cross the River Niger, a crossing of approximately 1.5 Kilometres.

The Calabar port now has a story of improved patronage to tell, and efficient import and export business can only help in the push back against poverty.

With regards to the Presidential Infrastructure Development Fund, I want to tell the story of a successful working relationship with the Nigeria Sovereign Investment Authority (NSIA) under the previous Managing Director, Uche Orji, and the present one, Aminu Umar-Sadiq and the management team.

They were worthy custodians and managers of the Presidential Infrastructure Development Fund.

I cannot forget the story of my working relationship with your Excellency’s office through your Chiefs-of-Staff, the late Abba Kyari of blessed memory and the amiable Professor Ibrahim Gambari.

With their collaboration, the Attorney-General and the Minister of Finance, we delivered the Second Niger bridge, 200 kilometres out of the 365 kilometres of the Kano-Abuja highway and 114 kilometres of the 127 kilometres Lagos-Ibadan highway.

Mr. President it is now my pleasure to invite you Sir to dedicate and hand over the following projects for public use:

b.  Bayelsa Federal Secretariat, Yenagoa
c.  Anambra Federal Secretariat, Awka
