FEDERAL MINISTRY OF WORKS ADOPTS FUNDING PRIORITIZATION FRAMEWORK ON NNPCL INHERITED TAX CREDIT PROJECTS NATIONWIDE.
-PROMOTES NIGERIA FIRST POLICY, SAYS CONTRACTS BELOW ₦20 BILLION TO BE DONE BY INDIGENOUS CONTRACTORS

As part of strategic plans towards sustainability in project funding and execution and in pursuance of the directive of the President of the Federal Republic of Nigeria, His Excellency, Bola Ahmed Tinubu, GCFR on strategic and systematic funding of inherited NNPCL funded projects, the Federal Ministry of Works has adopted funding prioritization framework to ensure the continued execution of road projects hitherto funded by Nigerian National Petroleum Company Ltd (NNPCL) under the Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme. The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON made this disclosure during his inspection visit to the ongoing dualization of the East-West Road (Section IIIA) from Eleme Junction, Port Harcourt to Onne Junction in Rivers State handled by Messrs RCC Nig Ltd dated 9th September 2025.

Speaking during his visit, the Honourable Minister stated that the Federal Ministry of Works had compiled all the NNPCL inherited Tax Credit projects for strategic priority funding, noting that the most critical projects within the national economic corridor would receive precedence in the hierarchy of prioritization. “We are inspecting projects of federal government in Rivers State, and this particular one is the dualization of Eleme Junction to Onne Port Junction by RCC. Recall that one carriageway was completed and commissioned, even though there are a few things we ordered afresh like the retaining wall and hanging drainage. For the second carriageway with some bridges and flyovers, work has started on it. Let me say that this is part of the NNPC Tax Credit that has been stopped in terms of funding by NNPC. But graciously, we have compiled all the NNPC inherited Tax Credit projects, and we presented as Ministry of Works to Mr. President. And Mr. President has graciously directed that none of such works should stop now. However, as Ministry, we are going to do prioritization of the projects and look at the most critical of these projects within the national economic corridor like this one. And we are going to put it forward for immediate funding because the President directed that none of such projects should stop now.”

He admonished contractors handling road projects under the Federal Ministry of Works to ensure speed, quality, compliance with specification and sustainability in project delivery and cautioned that the attention of the anti-graft agencies would be called to any case of violation of the regulations or terms and conditions set out under the contract of every project handled by the Federal Ministry of Works. He stated, “I have also noticed in some of the projects in Rivers State, and same with the Six Geo-Political zones, that contractors go ahead to put stone base and put binder course of asphalt, sometimes over 20 kilometres and leave the binder unprotected without putting wearing course. The binder is like a reinforcement to the road architecture. The wearing is the sealant that doesn't allow water to go beyond the surface. And so when you now put stone base, which has dust as designed, and you put binder, which is like a reinforcement, and you see that the composition of the binder asphalt has bigger stones, and it has holes, so the water penetrates. The moment it gets to the stone base, which has some dust, the road fails. It may technically look safe, but with time, it will definitely fail. And we've seen it in a number of roads we inspected. And what I've directed the Controller to do, and it's going to be nationwide, is that when you are putting binder and you have left it for more than two months, we are going to redo the certificate and remove all the binder and remove the stone base.” He directed that henceforth any project below the contract sum of ₦20 Billion would not be given to expatriate firms, and this he said is part of measures to promote the Nigeria First policy of Federal Government of Nigeria.

He commended the construction company handling the Eleme - Onne project, Reynolds Construction Company (RCC) for the quality of work so far done and for working on the project despite the fact that NNPCL has stopped funding the project, but frowned at the slow pace of work which they said was affected by the rainy season. He restated that 15th December 2025 remains the agreed deadline for the project’s completion with no extension or Variation of Price (VoP) allowed. “On this project of Eleme Junction, the quality of the work is excellent. The pace of the work is totally not acceptable. And let me make it very, very clear to the contractor that this project can never be reviewed by a kobo. Neither can there be any variation of price or any other claims.” He expressed dismay over the destructive habit of packing heavy duty vehicles on the road by drivers and warned that forthwith punitive measures would be taken against such perpetrators. “Our roads are not designed to carry these heavy trailers that are parking on the road. And the press should help us on that. When I was coming yesterday all the way from Aba to here, I saw that the trailers are taking over the entire roads, putting their waste, destroying the pavements, and so on and so forth. So I'm going to write to our dear Governors to see what they could help us to do about it, and will also complain to the Inspector General of Police. Let us see what we can do about it. Mr. President is doing everything possible to right the wrongs in terms of road construction. We are doing quality roads now that are going to last from 50 to 100 years. But it's being destroyed by ourselves.”

Earlier, the Federal Controller of Works in River State, Engr. Enwereama Tarilade (Mrs.) said the contractor handling Eleme- Onne road had completed the 15km Eket bound on the right carriageway and had moved to the left carriageway which is Port Harcourt bound for which 1km stretch had already been done on Continuously Reinforced Concrete Pavement (CRCP). 

Projects visited by the Honourable Minister include, the rehabilitation of Enugu – Port Harcourt, Abia/Rivers State, contract No: 6252 being handled by China Civil Engineering Construction Company Limited (CCECC), the upgrading of the 15km section of the East-West Road (Section 111A) from Port Harcourt (Eleme Junction) to Onne junction in Rivers State, contract No: 701 being handled by Messrs. RCC Nig. Ltd and multiple sections of the Enugu-Port Harcourt Expressway, including the sections handled by Arab Contractors and China Civil Engineering Construction Company Limited (CCECC).

HON MINISTER OF WORKS, DEPLOYS MINISTRY’S PERSONNEL, MAINTENANCE TEAM OF  CONCESSIONAIRE TO THE RECENTLY FLOODED SECTION OF COMPLETED LAFIA-MAKURDI ROAD, TASKS THEM ON PERMANENT SOLUTION TO FLOODING ALONG THE CARRIAGEWAY -APOLOGIZES TO MR. PRESIDENT, ROAD USERS FOR THE EMBARRASSMENT CAUSED BY NEGLIGENCE OF THE CONCESSIONAIRE WHOSE DUTY IS TO OPERATE AND MAINTAIN THE ROAD. In a passionate response to the flooding situation that occurred along Lafia-Makurdi road that severely disrupted traffic flow on 18th June 2025, the Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON has directed the immediate deployment of the Ministry’s personnel and the maintenance team of China Harbour Operations and Maintenance Company, concessionaire for Abuja-Keffi-Akwanga-Lafia-Makurdi road to bring effective and permanent solution to flood disturbances along the road. In a Press Statement made in his office on 19th June 2025, the Honourable Minister condemned the unfortunate negligence by the concessionaire whose duty under the Highways Development  Management Initiative (HDMI) of the Federal Government is to operate and maintain the road. “We have got information on the unfortunate flooding of a section of Keffi-Makurdi road which is under HDMI, that is, a PPP with China Harbour. We know that the project has been completed and it is tolled, but unfortunately yesterday there were a lot of debris that covered an existing culvert there and that led to flooding but in the midst of that rain we deployed our Ministry of Works personnel in Makurdi State and also the China Harbour personnel and they had to go to the inlet of the culvert and removed all the debris and the flood has been totally evacuated.” That section of the road has been reinstated He directed the concessionaire to critically assess the primary cause, provide a permanent solution to flooding along the carriageway, and take all steps necessary to prevent future occurrence. "We apologize very profusely to Mr. President and  Nigerians, for the embarrassment, this unfortunate incident caused him and Nigerians." He commended the President for his fatherly intervention in the unfortunate incident in Benue State. "We also commend Mr. President very highly for his fatherly role in Benue State. His visit there has made a lot of impact in the lives of the people of Benue State and everyone living in that place. With God on his side, Benue people shall see sustainable peace and progress." Speaking earlier during the courtesy visit of the Managing Director/CEO of Citibank Nigeria Ltd, Nneka Enwereji, the Honourable Minister  highlighted some of the initiatives of Federal Government of Nigeria under the present administration to improve the quantity and quality of the road assets in Nigeria, especially the initiative to construct the four Renewed Hope Legacy Projects which are critical road infrastructure necessary for the economic advancement of the nation. He sought for the partnership of the bank by investing on any of the Renewed Hope Legacy Projects “I'm happy to have Citibank Executives here in my office today to discuss how they can partner with us over the four Legacy Projects of President Bola Ahmed Tinubu, GCFR and also other infrastructural developments in the country. We have had a very fruitful meeting, and I am very happy that the efforts of Mr President on external inflow is yielding desired result and that the international community has commended him very highly on his transformative reforms. This project shall be realized by the courage and commitment of President Bola Ahmed Tinubu GCFR.” In her mission statement, the Managing Director/Chief Executive Officer of Citibank Nigeria Ltd, expressed the willingness of the Bank to partner with  Federal Government of Nigeria through sustainable investment and funding in the development of those projects that would make a positive impact to the progress of the country. PPP IS SOLE DRIVER OF INFRASTRUCTURAL DEVELOPMENT -Barrister Goronyo The Nigeria Public-Private Partnership  (PPP) Summit 2025,  hosted by the Infrastructure Concession Regulatory Commission (ICRC), had the theme: Role of Public-Private Partnerships in Delivering the Renewed Hope Agenda". Its aim was to assemble policymakers, investors, and industry leaders to engage in insightful discussions about the evolving landscape of infrastructure in Nigeria and its global implications. The Summit, which held on June 17 and 18 at the State House Banquet Hall and Congress Hall, Transcorp Hilton in Abuja, Nigeria, also explored how collaborative efforts between the public and private sectors can drive transformative change. The Federal Ministry of Works, which is a major stakeholder in this initiative, was represented at the event by its Minister of State, Barrister Bello Mohammed Goronyo, who presented to the Summit, the perspective of his ministry on Highway Development and Management Initiative ( HDMI) and various concessions  under PPP arrangements like the 227.2km Akwanga-Lafiya -keffi and the recently signed 127km Benin-Asaba Barrister Goronyo actively participated in and impacted on.the panel discussion, where he emphasised the commitment of the administration of President Ahmed Bola Tinibu to fix Nigeria's  infrastructural deficit, revealing that Nigeria has over 200,000km of roads 35,000,km of which are of Federal. He told the Summit that the current government inherited over 2,600projects, with a total worth of about 19 trillion, explaining that since the nation's  budget cannot fund  these projects, there is a necessity for PPP as a feasible option.  The Minister pointed to the need for concessionaires to be open and transparent in their agreement because "we cannot in the name of PPP,  mortgage our country by signing agreements that tend to favour concessionaires." WORKS MINISTER ORDERS TERMINATION OF CONTRACT WITH LEVANT CONSTRUCTION LTD ON BENIN- SAPELE-WARRI ROAD PROJECT FOR NON-PERFORMANCE DIRECTS JOINT MEASUREMENT. DESCRIBES AS ABSOLUTELY UNFOUNDED MALICIOUS AND UNCHARITABLE SPECULATIONS THAT THE NORTH IS BEING MARGINALIZED ON ROAD INFRASTRUCTURE DEVELOPMENT UNDER THE RENEWED HOPE ADMINISTRATION The Honourable Minister of Works,His Excellency, Sen. Engr. Nweze David Umahi CON has ordered the termination of the contract with Levant Construction Ltd on the reconstruction of Benin-Sapele-Warri Road (Section 1: Benin - Imasabor) being executed under Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme, due to non-performance. In a briefing after a meeting with the Chief Executives of GELD Construction Ltd and SKECC Nigeria Ltd over the delay in the execution of the Benin-Sapele-Warri road project held in his office, Mabushi-Abuja on 17th June 2025, and which had in attendance, the Honourable Minister of State for Works, Rt. Hon. Bello Muhammad Goronyo Esq, the Permanent Secretary Federal Ministry of Works, Engr.Olufunso Adebiyi, and directors of key departments, the Honourable Minister  expressed disapproval over the failure and/or neglect of Messrs Levant to live up to expectation in their contractual duties in respect of the section of the road awarded to them. He stated, “We have three sections there. We have the Levant section. Unfortunately, Levant has not lived up to expectation. We even had to intervene and beg the Governor of Edo State to please get the worst sections of that route done. We divided the worst sections into two and told Levant to concentrate on one part. While the Governor of Edo State intervened,which I think is about 23 kilometers for N35 billion, and that section the Governor of Edo State intervened is ongoing very well, Levant has since left site. We gave them a series of warning letters. We also gave them the last termination notice. When a termination notice is given to you, it is for you within 14 days to go back to the site and begin to do those things you were not doing. This time is for them to remobilize to the site and for them to work, but they did not respond." He directed the Permanent Secretary get the job properly terminated and write them a letter for a joint measurement, and also to write their bank to request for repayment of the APG failing which the matter would be taken to EFCC. The Honourable Minister, however, expressed satisfaction with the outcome of the discussion with SKECC Nigeria Ltd and Geld Construction Ltd over the need for them to step up work on the respective sections of the road project being handled by them. He commended the Governor of Delta State, His Excellency, Rt. Hon. Sheriff Oborevwori and the Governor of Edo State, His Excellency,Rt Sen. Monday Okpebholo for their interventions on some kilometers of that road project. “I have called the Governor of Delta State, and I commend him for the very beautiful work he's doing. Three flyovers at the same time, beautiful flyovers. In this country, we need such beauties. We have also learned from that design. So we appealed to him to get any contractor within that zone to put ten kilometers with reinforced concrete. He has accepted to do that. So I commend him very highly, which means that the Governor of Edo State is intervening in that section, and the Governor of Delta State is intervening in that section. We are grateful to them." On the jobs by Messrs SKECC and Messrs Geld, the Honourable Minister stated, “SKECC has about one kilometer which they started with milled asphalt, yes the money in the budget for SKECC within their own section, NNPC allocation, is exhausted. But we are pleading with them to go back and remedy this one kilometer that they have milled the existing asphalt." For Messrs Geld, he said, "Geld has accepted to go back to their own section, and we've agreed to review their project to cater for the unforeseen circumstances that they encountered. So they are going back to the site, and we've agreed to work very well with them. And we're happy about that. And the second job they have, which is  Lokoja-Abuja road, we've also agreed that they should go back to the site and review the project, because as of today, the asphalt cost is 9,000 per square meter, whereas  asphalt is about 30,000 per square meter. So they are going back to the site on trust, and we're going to do that. And then you get to Itoki – Ikorodu road, which is 34 kilometers. We've agreed with them on all the  issues. They are going back to the site, and I thank Mr. President for his interest in all the projects in the federation.” While reacting to  statements by some groups who purport to  speak on behalf of Northern Elders and who alleged that the Federal Ministry of Works is doing more projects in the South than in the North, the Honourable Minister debunked such impressions as false and misleading, noting that the Renewed Hope administration of President Bola Ahmed Tinubu, GCFR, has been consistently inclusive in the implementation of road and bridge projects across the six (6) Geo-Political zones, both in the execution of the inherited ongoing road projects and in the distribution of the Renewed Hope road Legacy Projects. While recounting  the numerous ongoing projects  in the north, he stated, “ In this ministry, we don't count where anybody came from. We don't count where projects are cited. We are using the example of Mr. President who came on board. He took all the inherited projects of the ministry and continued to go with them. He didn't want to know  the lopesidedness of the projects. For example, this Tax Credit of NNPC is only 5% in South West and 4% in South East, Niger State has 26% alone. So, he didn't want to care about where these inherited projects are. He had to, as a very unique leader, take over the entire thing, and he's going on with them. And so we should stop looking at a project as it's coming from the North, it's coming from the South because the Southern people use the roads of the North, and the Northern people use the roads of the South. So we should see ourselves as one people one country, this is very important.” Also responding to other uninformed criticisms on the distribution and funding of projects across the Zones, he said, "they talked about Second Niger Bridge. They talked about Lagos-Ibadan. They said Lagos-Ibadan is ₦195 billion. What they didn't know is that ₦195 billion is the total contract sum from the past administration, and that what this administration is putting to complete the project is only ₦33 billion. So it's not ₦195 billion. They talked about Second Niger Bridge. This section II A is ₦134 billion, and section II B is ₦174 billion. Now, if you look at the projects in the North, just to properly inform the people, you look at Abuja-Kaduna-Zaria- Kano road, Sections I and III. It's ₦252 billion. 30% is already paid for that job. And it's being done with the same quality of Lagos-Calabar Coastal Highway. The job is ongoing. Section II is 164 kilometers, and it is ₦525 billion. And it's being done with concrete, the same quality of Lagos-Calabar Coastal Highway. Mr. President has approved 30% payment, which is   ₦152 billion, and work is ongoing. You come and see the project that was awarded in March 2023, which is the Sokoto-Zamfara-Katsina-Kaduna, a total of 750 kilometers, totaling initial cost of ₦825 billion. That project is ongoing.There was no shovel on the project before we came on board. It's Mr. President that is doing the project. In Sokoto axis, by August, CBC would have completed about 50 kilometers on Continuously Reinforced Concrete, the same quality Lagos-Calabar Coastal Highway project. We have the Mothercat. We have the Tracta. We have the Sectraco working, major top companies that are doing the project. We have Zaria-Nkru project, which is 152 kilometers.That project is ongoing. We have the project that covers the BUA Tax Credit, which is 256 kilometers, that is going through Jigawa, Kano, Katsina. It's also under BUA Tax Credit. We have the Kano Northern Bypass. That project is ongoing. We have Section l of Kano-Maiduguri, 100.9 kilometers by Tracta. That project is ongoing. We have the Dikwa project, which is 52 kilometers in Borno State. That project is ongoing under Dangote Tax Credit.You have the Bama project in Borno State, which is 49 kilometers. That project is ongoing under Dangote Tax Credit. We have section V of the Kano - Maiduguri project being done by CCECC, that project is ongoing. We have the fourth Renewed Hope Legacy Project of Mr. President, which is the Akwanga- Jos-Bauchi-Gombe Superhighway, 439 kilometers. We are completing the design by the directive of Mr. President. It was on flexible pavement. President said, "No, I want it double carriageway, three lanes each, concrete pavement. We have the Maraba-Keffi project, 43 kilometers by two, ₦73 billion by China Harbor. That project is ongoing. We have the Makurdi down to 9th mile Enugu, 260 kilometers by two, which is about a billion U.S. dollar project. That project is ongoing. We have the Manado project in Kebbi State. That project is ongoing. Time will fail me to read out the projects that Mr. President is doing in the North and also doing in the South. So, when you look at the four legacy projects of the President, the North has 52%, and the South has 48%. Let me tell you something. People talk about Lagos-Calabar Coastal Highway. Yes, we procured Section I, which is ₦1.068 trillion, 30% has been paid. We procured Section II, which is the flyovers of Section I and Section II, passing through Dangote Refinery, passing through swamp, which is about ₦1.6 trillion. Yes, we have procured Section III A and III B, which is the end of the project, in Akwa Ibom and  Cross River, which is about ₦1.33 trillion. When you aggregate this thing, this is about 3 point something trillion Naira. But then you get to Kebbi, we have 258 kilometers of one carriageway, which we procured for about ₦958 billion, only one section. The second carriageway is going to FEC. So, when you put the two together, you have about ₦2 trillion on the Kebbi axis alone. Then Sokoto is 120 kilometers, where my brother, the Honourable Minister of State for Works, hails from. We've already procured ₦454 billion for the 120 kilometers. And by the time you procure the second one, you're almost about a trillion. So, the two together are about ₦3 trillion. It is done with the same quality of the Lagos-Calabar Coastal Highway. The one that's coming from Cross River to Ebonyi, to Benue, to Kogi to Nasarawa, to Abuja,  Section I has  been procured which is ₦362 billion for 118 kilometers. It is being procured, and we are just reviewing it to include an additional 5 kilometers of road because of underlying factors. So, Mr.  President is very committed. I've never seen such a unique President." For those who criticize the pace of work on Eleme-Onne project, which is also a Tax Credit project, the Honourable Minister  explained, "When we came on board, the total cost was ₦156 billion for 30 kilometers of the road, and plus decompile towards Akwa Ibom section of the East West road, and then also a bridge at Aleto, and then four flyovers. One flyover has been started at refinery junction, and then Aleto Bridge is ongoing, very beautiful design, 80-meter span there, which is a beauty to behold. Let me say that the contractor, RCC, after the initial fight with them,they are behaving very well and doing  beautiful work now. People were saying that we did not complete one carriageway. We've completed one carriageway. But they now say, oh, if you've completed, why are you doing asphalt on the same carriageway? If you go and check where we are doing asphalt on the same carriageway, you will find out that it is on the location of the flyover. We are not supposed to do that. But because we wanted a seamless traffic movement, we said, "Okay, come and do asphalt in those locations." The Honourable Minister expressed commitment to the Ministry’s mission of restoring the confidence of Nigerians on the road infrastructure nationwide and thus make the people appreciate the transformational power of the renewed Hope administration of Mr. President.  Hon. Minister and Directors Meet in Preparation for Budget Defence with the Joint Committees of National Assembly

 

The Directors of the Federal Ministry of Works have risen from their in-house budget defence with the Honourable Minister in preparation for budget defence with the Joint Committees of National Assembly slated for 11th December 2023.

 

The Honorable Minister thanked the Acting Permanent Secretary and all the Heads of Departments who handled the Ministry's budget for their commitment to the appraisal of the 2023 budget and the preparation of the 2024 budget proposal.

 

The Minister noted that the road sector needed a different kind of attention beyond the 2024 budget envelope received by the Ministry.  For a developing nation like Nigeria, road sector development is a catalyst for economic development.  The road sector has the potential to improve the security sector, agricultural sector, trade and investment, health, education, and, in fact, every aspect of the development of every nation.

 

The Minister thanked very highly the President of the Federal Republic of Nigeria, His Excellency, Senator Asiwaju Bola Ahmed Tinubu, GCFR for the attention given to the Ministry and his approval of concrete pavement  in most of the 2024 projects. He stated that the Ministry is committed to the development of road infrastructure in line with the Renewed Hope agenda of Mr. President. The Minister noted the huge debts arising from unpaid certificates inherited from the past administration, which runs up to N1.5 trillion up till date and the expected contract reviews arising from inflation.

 

These two factors are recognized in the Ministry as issues that must be confronted in order to move forward.

 

The Minister has, therefore, set up six committees of one committee per geopolitical zone to review all debts of unpaid certified certificates generated before May 29th, 2023, and from May 29th 2023 to date. The committees will also review the approved and unapproved variation of prices and all augmentations that were approved or are yet to be approved and make recommendations to the Ministry's management. The Ministry has exposed these debts and all reviews in the Ministry to Mr. President’s economic team and also to the Federal Executive Committee on road sector funding. It is believed that the internal works through these constituted committees will help them to use external Consultants to reverify the works so that concrete decisions will be made to move the Ministry forward.

 

Contractors who are being owed are requested to approach these committees with all documents to back up their claims from Tuesday 12th 2023 to Friday, 22nd of December 2023 from 9 am to 7 pm at the Honourable Minister’s Conference Room, 1st floor, Federal Ministry of Works,  Headquarters, Mabushi Abuja.

 

The Minister again thanked Mr. President very highly as well as National Assembly and pledged their commitment in using judiciously whatever fund allocated to the Ministry and such funds must impact on the road infrastructure  improvement.

 

The entire Directors of the Ministry pledged for a renewed vigor in the supervision of the projects, and the results are already evident.

Convocation Lecture Delivered by H.E Babatunde Raji Fashola SAN at the 38th Convocation of the Federal College of Education (Technical) Akoka, Lagos 

Ladies and gentlemen, Members of the Academic Community of the Federal College of Education (Technical) Akoka, let me commend you all for another convocation ceremony, the 38th that this institution is undertaking. 

It bears testimony to your patriotic commitment to nation-building by undertaking to produce and shape the quality of our human capital.

To the parents and guardians of graduating students, I commend your labour of love. I share your sense of relief and your sense of pride on this auspicious occasion, the graduation day of a child or ward. I have walked this route before. I know how good it feels. May your labour not be in vain.

Most especially and very deservedly, I congratulate all the graduands of today. I doff my heart for your achievement, I salute the industry that you have invested in order to be here today. 

When the Provost, Dr. Wahab Ademola Azeez invited me to be the convocation lecturer, I accepted because of you. Because you are the next set of Nigerians who will occupy the frontlines in the process of building our country. That in part is why the school was set up. A place to prepare the next set of leaders of Nigeria.

Make no mistake about it, your leadership responsibility started from the day your education started. You are not just leaders of tomorrow, you have become leaders already. With your training here, how far you go on the leadership ladder is now a matter of your own choice and how you react to opportunities.

This brings me to the topic of my lecture. Dr. Azeez in his letter informed me that the theme of the convocation is “VOCATIONAL-TECHNICAL TRAINING AND SKILLS ACQUISITION AND THE YOUTH IN WORLD OF WORK AND EMPLOYMENT MARKET. WHAT DOES NIGERIA HAVE TO OFFER?”

Then he says in his letter “…you are at liberty to approach the lecture from a perspective suitable for you…” 

I intend to do just that. I believe that the Nigerian developmental agenda has been organised around a question of what the country can offer or do for her citizens, which is okay, without necessarily demanding from her citizens a corresponding discharge of their duties. 

It seems to explain why many Nigerians know their “rights” so to speak and perhaps why not enough of us know that we owe “duties” to Nigeria, or even know what those duties are. 

Therefore, my approach to the lecture will be to depart from the question what does Nigeria have to offer? And discuss our duties to Nigeria.

But in doing so, perhaps I will try to orient you differently from the way my parents and I were oriented, which is to graduate and look for employment; and instead orient you to ask the question: Why should I be an employee, when I can be the employer?

It seems that, the place to start is to give you a teaser of what Nigeria has on offer, and still is offering. 

Let us start from your very illustrious school, whose colours you wear today and from which you graduate. Nigeria has given you this, by the vision, and action of many who came long before you and their decision to set up this school.

They did a great thing and performed a public duty and laid a block of development from which you now benefit. That is nation building and service to the fatherland. That is the mindset I want you to leave here with in addition to your certificate. 

The other mindset is that of a creator. This is what your technical and vocational training has been about - using your minds to visualize things and using your hands to make those things happen.

The greatest nations on earth are those whose people make the most of what they need with their hands. You are the production powerhouse of Nigeria who will build, maintain, Repair, re-purpose, fabricate and invent all the assets that will propel Nigeria to her destined greatness. 

In terms of what Nigeria has to offer, let me give you examples - she has roads, refineries, airplanes, gas pipelines to build, she has scores of minerals in massive quantities to process, millions of tons of agricultural produce to process, preserve and package, buildings, machines, equipment and assets to develop, rehabilitate, maintain, repair and preserve.

These are all the things that require people who can use their minds and hands, in other words vocational and technical skills. This is not a demand for those who talk. Talk is cheap. This is a theatre of dreams for those who can DO. 

The global economy including that of Nigeria is changing and in need of those who are creative and creating. That is why talent is now so highly paid for today more than 30 years ago.

I spoke earlier about mindset along with your certificate. The additional mindset you must take from here today is to see Nigeria’s challenges, needs and her TO-DO-LIST, as your opportunity for prosperity, not an opportunity to emigrate.

And if you choose to migrate, there is the possibility that once you present your certificate wherever you go, the job they are likely to offer you is one that asks you to do in a foreign land, what you refused to do in your motherland. 

The illogic is manifest if you ask yourself the question: whether you will go to build another person’s home, when your parent’s home is in need of rebuilding. 

But let me deal with another thing Nigeria offers you apart from this school. President Muhammadu Buhari signed Executive Order No 11 of 2022 on 6th April, 2022 for the implementation of a National Public Buildings Maintenance Policy. 

In his short remarks at the signing event, the President said: 

“…Maintenance of assets is more than a culture, it is an economy from which many can prosper and we must nurture and water that economy by policy and actions that create opportunities and inclusion for people. It is my hope that this order will open the door to this treasure of opportunities for young technicians, for artisans, for vendors and suppliers and for small businesses and cottage industries…”

I am unable to guess how many people in this gathering are aware that such a policy exists. 

I am equally curious to find out how many of you graduands see yourselves as possibly being among those that Mr President was referring to when he mentioned: “…opportunities for young technicians, for artisans, for vendors and suppliers and for small businesses and cottage industries.”

How many of you know perhaps that there are about 40 million micro, small and medium businesses in Nigeria, and that these are our largest employers of labour and also the largest number of self-employed people as is the case all over the world.

How many here still want to look for employment and how many want to start their own small business. 

Indeed, how many of us know that when governments all over the world talk about “the private sector” it is to the small businesses that they refer and not to the few conglomerates. 

While this policy of national maintenance was approved in on the 4th of January 2019, and before the President signed the executive order in April 2022, the Ministry of works had started to give effect to it, by commencing the maintenance of public buildings, roads and bridges.

In the building maintenance sector, we currently have 28 federal secretariats under maintenance contracts to small businesses. We pay between N20 - N40 million every quarter to each company depending on the nature of works they are contracted to undertake. Each of them employs at least 40 persons who do various things from plumbing, heating, ventilation and cooling, to masonry and carpentry, security and Horticulture to mention a few.

Houses in 35 states constructed under the National Housing Programme already have facility managers.

We have contracts for the periodic maintenance of bridges across Nigeria including the Third Mainland Bridge, Eko bridge and Apongbon bridge all in Lagos. These people are using their hands and skills to build Nigeria, rather than wait for what Nigeria can offer them. In 2021 we had 42 Bridges under repairs and maintenance.

There is more that can happen, and many more of us can find inclusion in these and other spaces, but our mindset must change from asking for our rights alone, and transition to recognising our duties to Nigeria and performing them.

Perhaps the most important message I wish to pass to you  in this lecture is to invite you to acquire the mindset along with your certificate that you owe duties to Nigeria as a citizen. 

Those duties are enshrined in Section 24 (a)_(f ) of the 1999 constitution as amended. 

The section provides that:

Section 24 (a)
It shall be the duty of every citizen to – 
abide by this Constitution, respect its ideals and its institutions, the National Flag, the National Anthem, the National Pledge, and legitimate authorities; 

Section 24 (b)
help to enhance the power, prestige and good name of Nigeria, defend Nigeria and render such national service as may be required; 

Section 24 (c)
respect the dignity of other citizens and the rights and legitimate interests of others and live in unity and harmony and in the spirit of common brotherhood; 

Section 24 (d)
make positive and useful contribution to the advancement, progress and well-being of the community where he resides; 

Section 24 (e)
render assistance to appropriate and lawful agencies in the maintenance of law and order; and 

Section 24 (f)
declare his income honestly to appropriate and lawful agencies and pay his tax promptly.

How many of us know that we have duties that we owe Nigeria, what our duties are, and how many of us perform our duties?

I think that all these duties are clear enough and need no further explanation. 

For those who want to read about them after this interaction, I implore you to either get a copy of the Constitution or use search engines on your smart phones to access it.

But I cannot conclude this lecture without speaking about a few of them. I will do so in no specific order. 

Let us examine the duty in Section 24 (e) to “render assistance to appropriate and lawful agencies in the maintenance of law and order.”

What can be more lawful in the face of corruption and insecurity than the battle launched by the Buhari administration against the illicit narcotic drugs and psychotropic substance trade through the Buba Marwa led Nigeria Drug Law Enforcement Agency (NDLEA).

This agency in the last two years has arrested no less than 38 criminal minded drug barons and seized over 2,000,000 kg of illicit drugs. 

Just imagine what has slipped through before Buba Marwa came on board and the damage to the future of human capital especially young ones, whose minds have been damaged by drug abuse. 

Why is this relevant you might wonder?

It is because I came across a report in the news a few days ago that “THUGS attack NDLEA operatives, FOIL ARREST OF SUSPECTS”.

If those so-called thugs were Nigerians, they were in tragic breach of their duty under Section 24 (e) of the constitution. 

They should have provided support to NDLEA if they are patriots.

Unfortunately, they are not. 

They let themselves down and they let Nigeria down.  You must never copy their example. 

Our duty as patriots is to help lawful agencies like NDLEA in their noble tasks. Providing useful information that leads to arrest and seizure is an example of how we can perform this duty. A drug free society is one that has a future, a promise of prosperity and renewed hope.

Let me also quickly deal with Section 24 (c) about the duty to “…respect dignity of other citizens and the rights and legitimate interests of others and live in unity, harmony and the spirit of common brotherhood…”  

Not a few of us have fallen short of the constitutional expectation in respect of this duty.

Sadly, the evidence is easy to gather on public platforms especially on social media. We have carried on as if we are at war with one another only because we disagree with the views that others express. 

If we were looking for who to blame, there are enough people who should cover their faces in shame.

I have held the view and still do so, that our disagreement should not make us disagreeable. I can disagree with you without calling you names or trolling you on social media or worse still manufacturing lies against you or addressing you in words that should never be in print. 

Let me remind us that the world wide web and Internet has a long memory, if at all it forgets anything we put there; and the whole world will relate with us on the basis of what we have said about ourselves and to ourselves. 

You will observe that I have included myself in the conversation by the words I have used such as “our” country instead of “your” country. 

This is because I have ownership, and it is because this is my country, although some Nigerians speak of Nigeria in the words “your country”, “your government”, “your problem.”

I respect your choice not to take ownership. I also appeal to them not to compound the problems if they have no solutions to offer. I am also convinced that the problem are man and woman-made; and they can be solved by men and women with the right resolve and the right mindset.

As somebody once said, a life without challenges is a life perhaps not lived at all. And I might add that adversity is the foundation upon which all successes I have read about or heard about have been built. 

In this respect, I urge you to take another mindset along with your certificate. That mindset is that Nigeria is your country, it is the motherland, it is the place called home and we must show love and affection to her in order to get the best out of her. 

And this takes me to the duty in section 24(b): “… to enhance power, prestige and good name of Nigeria, defend Nigeria and render such national service as may be required…”

Some of our brethren who perhaps may have been disappointed by the conduct of public officers or government as a whole have equated the government with their country. Sadly, this is a grave error around which I urge them to reflect.

Nigeria may be reflective of its governments, but they are not one on the same. Their disappointment is no excuse for the denigrating and unprintable things they have said at home and abroad about our country. 

Some of them, (and I am not one of them, because I will never speak ill of my country, but I will criticize its governance) have pointed the darkest picture of the country to the whole world. 

They have described our problems in deficit without basis, magnified our challenges to the world in hyperbolic proportions, one of which is the statement that we are the poverty capital of the world.

The bigger the problem of Nigeria, the happier they seem to be without offering any solution.

Nigeria is understandably facing a challenging time, as indeed most parts of the world are. But she is investing in rebuilding, replacing and upgrading her public infrastructure assets.

This is the road to prosperity, accepted by the whole world since the Marshall Plan of 1948.

Our human capital, such as those of you graduating from here today, must never lose hope, must never accept to be defined by these unpatriotic statements.

You must instead find inspiration in the actions and conduct of our contemporaries such as sportsmen, artistes, Nobel laureates and scientists at home and abroad who have used their craft, their talents, their hands, minds and their skills to positively “enhance the power, prestige and good name of Nigeria at home and abroad.”

My concluding statement is to urge you to do your duty to Nigeria and adopt the mindset of patriots.

I always see Nigeria’s glass as half full not half empty.

Congratulations once again, thank you for listening and may your future be prosperous.
