INFRASTRUCTURE REMAINS CRITICAL TO ECONOMIC GROWTH — PERMANENT SECRETARY TELLS INTERNATIONAL CIVIL SERVICE CONFERENCE 2026 IN ABUJA

The Permanent Secretary, Federal Ministry of Works, Mr. Rafiu Olarinre Adeladan, has reaffirmed that infrastructure development remains the foundation of economic growth and sustainable national development, stressing that no nation can attain meaningful progress without substantial investment in critical infrastructure.

Speaking at the International Civil Service Conference 2026 held on Thursday in Abuja, the Permanent Secretary described infrastructure as a key driver of economic transformation, noting that the present administration has prioritised infrastructure and transportation as central pillars of national development.

According to him, countries such as the United States, the United Kingdom, Germany, and South Africa have continued to achieve significant economic advancement through deliberate and sustained investments in roads, railways, power, and other essential infrastructure.

He explained that infrastructure plays a strategic role across all sectors of the economy, including agriculture, transportation, commerce, and oil and gas, by facilitating the movement of goods and services, enhancing productivity, attracting investments, and improving the quality of life of citizens.

Adeladan further disclosed that the Federal Ministry of Works has adopted modern and resilient road construction technology known as Continuously Reinforced Concrete Pavement (CRCP), in line with global best practices and in response to the growing impact of climate change on road infrastructure.

He noted that although CRCP roads require higher initial construction costs, they are more durable, environmentally sustainable, cost-effective over time, and capable of withstanding heavy traffic loads for up to 50 years with minimal maintenance.
The Permanent Secretary added that the adoption of concrete pavement technology promotes local content development through the utilisation of locally sourced materials and labour, thereby creating employment opportunities and stimulating economic growth.

Addressing the challenges confronting infrastructure development in Nigeria, Adeladan identified inadequate funding as a major constraint, particularly given the enormous resources required to bridge the nation’s infrastructure deficit.

He explained that government alone cannot provide all the funding needed for infrastructure development, hence the increasing adoption of Public-Private Partnerships (PPP) and concession arrangements for major road projects nationwide.
He cited the Benin–Asaba Road and the Abuja–Keffi–Akwanga corridor as examples of projects already concessioned to ensure sustainable maintenance, improved efficiency, and enhanced service delivery.

The Permanent Secretary stressed the importance of designing infrastructure projects with clear developmental objectives, sustainability, climate resilience, and community needs in mind, noting that infrastructure investments must deliver tangible socio-economic benefits and long-term public value.

Also speaking at the conference, the Permanent Secretary, State House, Mr. Temitope Peter Fashedemi, underscored the importance of proper planning and climate-conscious infrastructure delivery to mitigate losses caused by flooding, erosion, and poor maintenance culture.
Similarly, the Permanent Secretary, Federal Ministry of Water Resources and Sanitation, Dr. Emanso Umobong, advocated the integration of technology, smart city concepts, community participation, and human capital development in infrastructure planning and implementation.

In his remarks, the Director-General/Chief Executive Officer of the Infrastructure Concession Regulatory Commission (ICRC) emphasised that Nigeria’s huge infrastructure gap requires stronger private sector participation, noting that sustainable infrastructure financing can only be achieved through an enabling environment that guarantees investor confidence and reasonable returns on investment.

The conference brought together top government officials, policymakers, development experts, and other stakeholders to deliberate on strategies for strengthening infrastructure delivery and promoting sustainable national development through innovation, technology, and collaborative partnerships.

Asphalt Pavement and Concrete Pavement not Compared - Umahi.   .....We will Partner with NSE   The Minister of Works, Sen. Nweze David Umahi has reiterated the stand of the Ministry on the use of either asphalt or concrete on the construction of federal roads across the nation saying that each one has conditions attached to its usage.   He made this assertion when the President of the Nigeria Society of Engineer, Engr. Tasiu Sa’ad Gidari Wudil paid him a courtesy visit in his office in Abuja.   Umahi stated that there are many factors why the issue of concrete technology came up and it’s only because all things are not equal and can only be understood by professionals and not by people who have no knowledge about it.   “When you start to compare Asphalt and Concrete, it is as if all things are equal, here all things are not equal, because there are many factors why we are emphasizing about the use of concrete, nevertheless, people speak about  a profession they have no knowledge about” He said.   He noted that the stand of the Ministry is not about comparing asphalt pavement and concrete pavement but that if you are using either of them, there are certain conditions according to the terrains in different states that will require our roads being built with concrete as well as that concrete must be used as pavement.   “We are not just comparing asphalt and concrete, no, that is not what we are doing, first of all, for the use of asphalt, these are the conditions, also for the use of concrete, these are the conditions, but there are certain terrain in states that we stressed must use concrete, we cannot change that.  You cannot put asphalt in water, but you can put concrete into water” he said.   The Minister explained that the rate at which the prices of these two products fluctuates is alarming and that increment in asphalt is Geometric while that of concrete is in Arithmetic progression noting that the FG is the one funding these huge projects and must tread with caution taking into consideration the budgetary allocation of the Ministry of Works.   Umahi expressed his worries saying that the greatest challenge experienced in road construction is the problem of supervision caused by lack of commitment by not putting professional ethics over and above chasing of money but that the Ministry is committed to providing adequate supervision to all road constructions across the 36 states and the FCT.    "If we are committed to public things, God will give you new ideas, if you are not committed to public things, you will not get new ideas “he said.   The Minister declared that the Ministry will partner with the Nigeria Society of Engineers in the supervision of all road projects across the country and encouraged NSE to improve on the professionalism by opening a training school, both in the North and  in the South one each, while he  pledged his support.   “We are going to partner with NSE in the supervision of all road projects and will also   emphasis the need for retraining schools across states. Engineering is wide, if you are a professional engineer, you will not have problem with professional ethics” he said.   Umahi maintained that the first job of Nigeria Society of Engineer is to bring discipline among members by setting standard for membership in the sense that if any action against the profession is committed, one can be disrobed noting that everyone cannot be an engineer.   “The first job of NSE is to bring discipline, you have to bring us under your leadership so if you hear that a member has committed fraud, you can disrobe him, and it is not everyone that will answer the name -Engineer” he said. ...

Thinking Out of The Box and Inter- Ministerial Co-Operation Resonate as Mr. President's Minister of Works and The Minister of Steel Development Brainstorm on Tapping into the Opportunities in Ajaokuta Steel Plant for The Development of Concrete Road Infrastructure in Nigeria   The Honourable Minister of Works, His Excellency Sen. Engr. Nweze David Umahi, CON and the Hon. Minister of Steel Development, Shuaib Audu have resolved to synergize and strategize in tapping into the opportunities in Ajaokuta Steel Plant for the development of road infrastructure in Nigeria.   This was part of the outcome of their inter-ministerial meeting held today, 21st November, 2023 at the Office of the Hon. Minister of Works, Federal Ministry of Works, Headquarters, Mabushi- Abuja and this is in keeping with the Renewed Hope Agenda of the President of the Federal Republic of Nigeria, His Excellency, Sen. Asiwaju Bola Ahmed Tinubu GCFR who is doing everything possible to reverse the ugly trend of Nigeria's developmental history and revolutionize national economic development within the shortest period of time.   The far-reaching resolutions of the two Hon. Ministers underscored the imperative of coordination, cooperation coherence, and complementarity in the execution of Federal Government's action plans for national development.   Speaking on the outcome of their meeting, the Hon. Minister of Works said that the Ministry of Steel Development would play a major role in the road infrastructure revolution plan envisioned by Mr. President by providing more than 16% of the materials needed for the construction of Nigeria's roads in concrete pavement. He said that tapping into the opportunities in Steel Industry would not only create jobs and wealth for Nigeria's population, but it would also create a global market and encourage industrialization.   "How do we reactivate Ajaokuta Steel. We are going into concrete road, in this concrete road, about 16 percent of it is from Steel while 30 percent is cement. We need a lot of money to start but we decided to face it and God has given us an idea, we need about 35 billion dollars to start. If we start waiting for FG, it might become difficult. We did Return on Investment (ROI), the profit we could have made, part of it will go to bank interest, we are looking at commercial bank, but Federal Executive Council has to endorse it. If this could be done it means Mr. President is actually living to his words, and this is going to be possible."   The Hon Minister of Works also commended the Hon. Minister of Steel Development for his efforts in developing the steel sector, noting that steel industry is the bedrock of Nigeria's industrialization and the backbone that stimulates national development and economic boost for the industrial growth of any nation. He assured the Hon. Minister of  Steel Development that his Ministry would work collaboratively in his efforts of  enhancing the potentialities of Ajaokuta Steel Plant- the largest Steel Mill in Nigeria.   "Mr. President never made a mistake in his appointment, I call him a Divine President, and the most important thing is that our eyes are on the job”.   The Minister continued, “One of the renewed hope agenda of Mr. President is to think outside the box, Mr. President inherited a large chunk of debt from the past administration. The beauty about it is that he is not complaining, he knew how the country was before he took the job and how it is. The good thing is that if you have passion for something God will give you an idea”.   Earlier, the Minister of Steel Development said the meeting was robust and incisive “My mission is a wonderful one, I had a fantastic meeting initiated by the Hon. Minister of Works.  We are seriously thinking outside the box to see how we can implement the Renewed Hope Agenda of Mr. President. What we came to discuss here is how to restart Steel production at Ajaokuta Steel Plant. The Hon. Minister of Works has made it very clear that the Federal Government is looking to develop over 30,000 kilometers of road and a large component of that will be from Steel wrought, and percentage of that Steel wrought will be produced in Ajaokuta. We came to have a discussion on how to implement the process for producing it in Ajaokuta within the shortest possible time".   The Hon. Minister of Steel Development emphasized the importance of the initiative by both Ministers and expressed hope that it would provide the needed economic boost for the nation, generate revenue and provide thousands of direct jobs for skilled and non- skilled technicians and hundreds of thousands of unskilled jobs in Nigeria. "And we are to achieve 2 or 3 three things , one to create job opportunity for Nigerians  as a whole, two, to ensure that the corridor around the North Central Zone and around the Ajaokuta Warri axis is busy with activities and thirdly, the plant has been inactive for close to four decades and we are here to restart the plant within the shortest possible time”. ...

Gombe State Governor, Inuwa Pays a Working Visit to The Hon. Minister Of Works, Umahi, Seeks Intervention On Road Infrastructure Challenges In Gombe State, North East .... Says Umahi Has The Capacity To Solve Road Infrastructure Challenges In Nigeria   The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON today, 17th November, 2023 had a meeting in his office with the Governor of Gombe State, His Excellency, Muhammadu Yayaha Inuwa.   Though the details of his mission for visiting the Hon. Minister were not disclosed to the press, it was not unconnected with the desire of the State Governor to seek the Federal Government's intervention on the various road infrastructure challenges in Gombe State and Noth East.   During  his interview with the Press which was quite brief, the Governor of Gombe State said he was satisfied with the outcome of his meeting with the Hon Minister of Works and expressed confidence that with the capacity and ingenuity of the Hon. Minister, the people of his  State would  in no distant time breathe a sigh of relief on the conditions of the  Federal roads in their State    “ The Honourable Minister  is somebody that has the passion to see that Nigeria goes out of these challenges of infrastructure and economy,   I came to discuss issues in my own state especially the North East , he has already given a positive answer to  the issues  Our meeting is in affirmative and positive and I hope that very soon we shall overcome the problem of infrastructure in this country . I believe he has the passion and capacity and will be able to deliver on the needs of Nigeria. We are encouraging him, and he is encouraging us to ensure that Nigeria is out of the problems and I have got a positive assurance from him.”   Earlier, the Hon. Minister of Works shared his words of encouragement with the Governor and congratulated him for his passion to make a great difference in his State. The Hon. Minister also congratulated him on his successful re-election as Governor of Gombe State and for emerging as the Chairman of Northern Governors' Forum.   "I congratulate you for your successful re-election as Governor of Gombe State and your emergence as Chairman Northern Governors' Forum. I know you will bring to bare your wealth of experience and knowledge in tackling the developmental challenges not only in your State but also in North East. "   He assured that the Renewed Hope Agenda of the President of Nigeria, His Excellency, Sen. Asiwaju Bola Ahmed Tinubu, GCFR is on course and is bringing on board lasting solution to the accumulated developmental challenges in Nigeria.   " The new policies on road construction and rehabilitation are robust and enduring. "The scope of intervention by Mr. President is holistic, and palliatives are underway to cater for the critical parts of our road infrastructure that need emergency attention". ...

We Deliver Infrastructure At Tertiary Institutions To Impact Learning-Fashola

The Honourable Minister of Works and Housing, Babatunde Raji Fashola,SAN has said that the Federal Government is constructing and rehabilitating internal roads in higher institutions through the Federal Ministry of Works and Housing to make learning pleasurable and less stressful.

Fashola made the remarks at the University of Benin , Benin City, Edo State today on the occasion of the handing over of a 0.69 kilometre road constructed by the ministry for the institution.

In the words of the minister,"It is undebatable that quality education will be impacted by the quality of infrastructure and the learning environment."

The minister who was represented by the ministry's Controller of Works in Edo State,Engr.Oke Owhe said the ministry has 43 internal road projects in tertiary institutions across the six geopolitical zones of the country out of which 18 had been completed.

The ministry has commenced the process of handing over the completed internal road projects in tertiary institutions such as universities, polytechnics and colleges of education across the country.

The minister noted that with that intervention students are expressing renewed enthusiasm with regard to attending classes because some defective roads have been restored to motorability.

The Vice -Chancellor of University of Benin,Prof.Lillian Salami who was represented by Prof.Ikponwosa Omoruyi,Deputy Vice-Chancellor, Administration said that they value the intervention through the road project.She added that through an intervention like this the burden of university education would be more lighter.

Prof.Salami assured that the road would be put into good use and maintained.

The President of University of Benin Students Union,Egbu Benjamin Notana thanked the Honourable Minister of Works and Housing and the Ministry for the kind gesture.

In Notana's words"Before now we found it very difficult to access this road.But now it is no longer as it used to be.Right now we don't experience flood or gallops when going to classes.It is a very welcome development.We are very much happy about it."

The constructed road is linking the Departments of Pharmacy and Nursing in the institution with three car parks and drainages.

It could be recalled that the Honourable Minister of Works and Housing, Babatunde Raji Fashola,SAN is an alumnus of University of Benin.

Remarks By Babatunde Raji Fashola, SAN At The 21st Monthly Power Sector Operators Meeting Held In Asaba, Delta State On Monday The 13th Of November 2017

Dear members of the Nigerian Electricity Sector Industry:

I welcome you once again to our monthly power meeting, the 21st monthly meeting we have held without fail.

This meeting is being hosted by Benin Electricity Distribution Company in Asaba, the capital of Delta State which falls within the franchise of Benin DISco.

As it has now become customary, I am happy to announce again some progress that we have made in the last one month in our journey of incremental, steady and uninterrupted power.

Within the last month:

A.    Transmission Company of Nigeria (TCN) expanded transmission capacity in Zaria, Kaduna State and Funtua, Katsina State by adding 40 and 60MVA transformers to the Transmission sub-station to increase the TCN capacity to transmit power in those areas;

B.    The Nigerian Electricity Regulatory Commission (NERC) completed consultation and issued the Regulations needed to guide the operations and implementation of the eligible customer declaration that I made, to increase our capacity to distribute power;

C.    Rural Electrification Agency (REA) completed the guidelines for the operation of the rural electrification fund that will help vulnerable groups and communities gain access to funding to support their electricity development program;

D.     The Ministry of Power, Works and Housing, on Friday the 10th November 2017, signed the EPC contract for the Mambilla Hydro power project, over 40 years after the project was first conceived.    

By way of explanation the Rural Electrification Fund was created by Section 88 of the Electric Power Sector Reform Act (EPSRA) of 2005 to promote support and provide rural electrification  access.

The fund will provide a partial single payment capital subsidy and or technical assistance to eligible private Rural Power Developers, NGOs or communities to invest in options such as hybrid mini grids or solar home systems to scale up rural access to electricity.

Those who will be served are the unserved and underserved Rural Communities.

What they are likely to get are minimum amounts of $10,000 (N3.5m)    and Maximum amounts of $300,000. (N106m) or 75% of project cost which ever is less.

The REA will publish details of guidelines and eligibility.

These are only headline items of developments that characterize the progress we are making month after month, especially since March 2017.    

They do not represent, or pretend to fully report, all of the progress that is going on at distribution levels, which is highlighted by the New Asaba Mains 2x15MVA injection  substation completed and commissioned today by Benin DisCo.

This is expected to improve service to Okwe, Akuebulu, Jarret, Ogbeofu, Osadebe Way, Okwe Housing Estate, Oduke, New Jerusalem, Malbovil and more by reducing load shedding and increasing the hours of supply.

Minute by minute, hour by hour, day by day, week by week and month by month we have not only gained momentum, we are seeing progress that inspires us not to flag, progress that inspires us to continue, because the power problem can be successfully managed by Nigerians.

Not even your worst critic can deny that his experience has improved; even if he is reluctant to acknowledge it, which is his prerogative.    

Our work is certainly not driven by a quest for acknowledgment; on the contrary it is driven by our belief in our collective abilities to change what we do not accept.    

We remind ourselves that we are not immune from what we do. If we make it work as we intend to, it will also serve us.

We thank well-meaning Nigerians who are gracious to acknowledge that their experience has improved and who ask us to do more. Your honesty inspires us to continue.

Dear members, we all know that the progress this year was due to many things we have done and the peace in the Gas producing regions which enabled us to get the gas stations and the Hydro stations to work together.    

Now that the rains are coming to an end we expect some minor, not major, reduction in the production from the Hydro, and we must work now to keep all the gas stations well maintained and operational.    

I am sure that we can do this, if there is peace in the gas producing areas and gas supply is not interrupted.

There are other challenges that we must also overcome together:

A. Estimated billing and metering, and in this regard we anxiously await the Regulation from NERC to open up meter supply Business.

B. Similarly I am happy to report that following the approval of the Federal executive Council (FEC) earlier in the year, the dispute over meters supply contract that started since 2003, was resolved by a Court approved settlement on Thursday the 9th day of November 2017.

C. This means that there will be N37 billion available for meter supply by the contractor to DisCos who want to partner and can reach their independent agreement with the contractor. While we await the regulations by NERC, a lot of preparatory work can be done.

D. To the communities in Ondo State around Okitipupa, Onitsha, Nnewi, Ihiala in Anambra State, Mowe in Ogun State, and others across the country, we have not forgotten you.

E. The problems of right of way for 11Kv and 33Kv  distribution lines within the states is one that we must overcome together. I have signed letters last week to all 36 state governors and the FCT minister, with copies to each DisCo asking them to support you in protecting and recovering the right of way for your distribution lines so that you can serve their states and residents better.

I will conclude my remarks by referring to the local communities under the Benin DisCo and address the issues that affect you while you host us:

1)    Asaba - Benin 330KV line was energized to service on 3rd November 2017. Asaba 330kv substation is now being fed from both Benin and Onitsha. The line also raised the number of circuits from Onitsha to Benin to 3 (THREE).

2)    Presently a 40mva 132/33kv mobile transformer is undergoing installation at Auchi with in-house capacity to be commissioned in 2 (TWO) weeks time.

3)    A new 330/ 132kv substation is to be constructed at Okpai with a 132kv line from the station to service a proposed 132/33kv substation at Kwale. The procurement of the projects are ongoing.

4)    Installation of a new 60mva 132/33kv transformer is to commence at Irrua transmission station any time from now.

On a final note, I am happy to announce that we have recovered $64,630,055:00 from our international customers in Benin Republic and Republic of Niger. The Nigerian Bulk Electricity Trader, (NBET) will work out the modalities for distribution.
