UMAHI DECLARES AN END TO YEARS OF DEADLY TRAPS AND GRIDLOCK ON THE ENUGU–ONITSHA EXPRESSWAY, SETS MARCH 31 DEADLINE FOR REOPENING The Honourable Minister of Works, Senator Engr. David Umahi, CON has declared that the long-troubled Enugu–Onitsha Expressway is fast shedding its grim past, as the Federal Government intensifies a sweeping infrastructure upgrade across the South-East under the President, His Excellency, Senator Bola Ahmed Tinubu, GCFR. Umahi made the declaration on Monday, March 23, 2026, during an inspection of ongoing projects in Enugu, including the Enugu–Onitsha Expressway and the Eke-Obinagu Flyover, where he expressed confidence that the era of consistent fatal accidents, endless traffic, and public frustration along the road is coming to an end. “I’m going round the six geopolitical zones assessing what is possibly to be commissioned before May 29th by Mr President. There are mega project that the President will be available for before May 29th and we mean it,” the Minister said. Once regarded as one of the most dangerous highways in the region, the Enugu–Onitsha road had for years been plagued by tanker explosions, loss of lives, and economic disruptions. But Umahi said decisive intervention by the Tinubu administration has changed the trajectory. “Now this route, the Enugu-Onitsha expressway, you recall that when we came on board, everyday, people were talking about this road. There were a lot of tanker accidents, a lot of people died and so forth. But my joy is that the whole thing is a past story, because the President has swinged into action,” he stated. The Minister disclosed that the dual carriageway, which spans 107 kilometres on each side, is undergoing a major structural shift, with a significant portion being converted from asphalt to concrete to ensure durability. “It is not only that we are repairing this road… about half of it is going on to be concrete. I have no confidence in asphalt I continue to say it. By the time the asphalt fail we will have 50 percent of the road still intact and if it fails within the second tenure of the president then be rest assured that we will fix it,” he said. He added that the same approach is being extended to sections in Anambra State, including the head bridge axis, where an initial asphalt design is being replaced with concrete pavement to align with modern highway standards. “At the head Bridge we have 39k, we’re changing that to concrete so that we can have this coastal road type of road pavement there in Anambra and here in Enugu,”. Beyond reconstruction, the project is also being enhanced with solar-powered street lighting and environmental features aimed at improving safety and sustainability. “So that is going to happen but then not only that. We are putting solar light both for the one that was constructed before us and the one that is being done by us. Within the first one week we will have solar light up to this 1km and we continue we are also going to plant trees which is very important,” he added. The Minister urged the people of the South-East to recognise the level of federal intervention in the region, noting that such attention to infrastructure was previously lacking. “The people of South East have to be very grateful to Mr President. The reason is that we never had it like this. I was governor for 8 years and I can’t think of any Federal road project in Ebonyi State,” he said. He also cautioned against divisive narratives, warning that some actors were misleading the public for selfish interests. “I want to ask our people to be very very careful, there are people that pretend that they are helping us but they actually inciting us against government… we need to know when people are genuinely interested in our case,” he said. Calling for sustained support for President Tinubu, Umahi described the ongoing works as part of a broader effort to correct past neglect and integrate the South-East more fully into national development. “Let us allow this man that have started to right the wrong metted on us as the people of Southeast in the past. Let us allow him the next four years and we will be very much fully integrated,” he stated, adding, “To know the revolution that is going on in infrastructure… this is the Biafra we are looking for.” As a major milestone, the Minister directed that the Enugu–Onitsha Expressway be reopened for public use on or before March 31. “I have given the controller the authority, by the 31st or before, he should call the press to open this road, call the people of South East… let them know that this road is open for travel and that will be our Easter celebration,”. Addressing concerns over project costs, Umahi clarified that the Ministry of Works does not unilaterally determine project pricing, noting that approvals pass through multiple regulatory layers, including the Bureau of Public Procurement and the Federal Executive Council. “I’m not the final authority when it comes to the cost of a project, there are layers of approval, the Bureau of Public Procurement, their own stands and not my own,” he explained. He maintained that the standard being applied to the Enugu–Onitsha project is consistent with major road projects across the country. “The same road architecture as the Lagos-Calabar coastal highway and the Sokoto-Badagry Super Highway… so no discrimination with the president, everybody is the same,” Umahi said.
President Buhari Commissions Seven Legacy Projects Under Works and Housing Sector. ...the Second Niger, Ikom and Loko-Oweto bridges; Kaduna-Kano Road section and Federal Secretariat Projects commissioned President Muhammadu Buhari has today virtually commissioned seven laudable legacy projects under the Federal Ministry of Works and Housing across some states of the federation. These projects are: the Second Niger bridge linking Asaba and Onitsha in Delta and Anambra states, Ikom bridge in Cross River state and Loko-Oweto bridge linking Nasarawa and Benue states. Other projects include: Kaduna-Kano Road section dual carriageway and Federal Secretariat building complex in Anambra, Bayelsa and Zamfara states. Mr. Babatunde Raji Fashola, has been the Minister superintending over the Works and Housing sector under the Administration of President Muhammadu Buhari since inception in 2015. The Presidential commissioning was conducted virtually and simultaneously across the seven project locations in the respective states. President Buhari described the projects as symbols of his administration's efforts and commitment to renew the Nigerian stock of Infrastructure, pointing out that it was a deliberate choice and not an accident. Which today has greatly enhanced the Nigerian GDP from 20% to 40% there by delivering on the prosperity of citizenry. The President further explained that government's debts were tied to Infrastructure, pointing out the assets and investments of the government is in place. Accordingly, President Buhari stated that the projects were an example of the change promise of his administration as well as a practical effort to confront the multi-dimensional poverty instead of lamentation. Earlier, the Minister of Works and Housing, Babatunde Fashola stated that the projects these projects have massively impacted on Nigerians of various geo-political zones, saying that with these projects, President Buhari had met people at their door steps even when they never saw him in person. Accordingly, Fashola explained that the economic activities that took place during the construction work had resulted in pushing back the multi- dimensional poverty from the society. He listed the benefits to include; job creation for the people; reduced travel time with additional comfort during travels, business efficiency and value appreciation of properties. Fashola commended the cooperation and support of all the stakeholders, such as Ministers, State Governors, National Assembly Members, Contractors, Traditional and Community Leaders in the project locations for the success achieved in delivering the projects. Governors of Anambra and Imo states, Professor Charles Soludo and Hope Uzodinma respectively, the Governor of Delta State represented by the Chief of Staff, Rt Hon. Festus Ovie Agas as well as the Minister of Labour and Productivity, Dr (Sen.) Chris Ngige, who all delivered goodwill messages. They all expressed joy and commended President Buhari for delivering on the projects which they described as having huge economic impact on the Nation. FG Directs Immediate Closure as Theft of Reinforcements Lead to Failure of Section of Ijora Olopa Road The Federal Government on Wednesday directed the immediate closure of the Ijora-Olopa Bridge following the discovery that some miscreants have tampered with the major reinforcement elements of the deck from underneath which led to the failure of a section of the Bridge along Ijora Olopa Road, beside Water Corporation, Ijora. The Minister of Works and Housing, Mr. Babatunde Fashola, SAN, in a Press Statement signed by his Special Adviser on Communications, Mr. Hakeem Bello, identified the failed section as the Ijora-Olopa inward Ijora-Oloye–Apapa. According to the Statement, Roads leading directly to the Bridge such as Costain inward Eko Bridge and Carter Bridge descent inward Ijora Oloye have, as a result, been closed to traffic from last night. Working with the Lagos State Government and other traffic management authorities, the Federal Controller of Works in Lagos has also issued the following Traffic Advisory to ensure that motorists and other members of the commuting public are able to use alternative routes. • From Eko Bridge motorists should take IGANMU/ SIFAX to Ijora Oloye or Apapa, • From Iddo to Ijora-Oloye/ Apapa; traffic will be diverted at the intersection underpass at Ijora Olopa on contraflow, and reconnected at the U-Turn to Ijora-Oloye or Apapa. It would be recalled that the Hon. Minister of Works and Housing has on several occasions asked illegal squatters occupying Lagos under-bridges to quit as fire incidents and other illegal activities underneath such bridges often result in extensive damage of the vital infrastructure constructed with the nation’s scarce resources. ...
Lagos-Ibadan Expressway: FG Appeals For Patience, Says Reconstruction Work On Final Stretch Progressing Satisfactorily …Work within OPIC area between Kara Bridge and Long Bridge completed, to be opened to traffic Sunday (April 30) As the reconstruction work on the Lagos-Ibadan Expressway enters its final phase, the Federal Government has appealed for patience and understanding of motorists on account of the heavy traffic being experienced on the stretch from Toll Gate to Kara Bridge in Lagos. The Hon. Minister of Works and Housing, Mr Babatunde Fashola SAN in a Press Release signed by his Special Adviser on Communications, Mr Hakeem Bello, said he empathizes with members of the public who have had to endure longer than usual traffic as the reconstruction work in the heavily built-up stretch progresses towards the finish line. According to the Minister, the intensity of work and the high volume of traffic which had to be accommodated at the same time have been complicated by impatience on the part of some motorists who drive against the planned traffic flow and breakdown of vehicles. He however noted that the Federal Ministry of Works and Housing is working with the Lagos State Government, all traffic management and security agencies to minimize the discomfort of motorists. The Minister also explained that the contractors are also being encouraged to ensure that the final challenging phase of the Lagos-Ibadan Expressway reconstruction work are concluded as soon as possible. While noting that the earlier envisaged April 30 date for conclusion of the final stretch could not be achieved due to a combination of factors, work within the OPIC area between Kara Bridge and the Long Bridge has been completed and would be opened to traffic tomorrow, Sunday (April 30). This means that the main carriageway, both bounds, from Berger (New Garage) and Sagamu Inter-change on Section 1 of the Project has been completed. All attention, according to the Minister, would now be focused on the outstanding work between Otedola Bridge and Berger (both bounds). ...

I am pleased to welcome you to the 24th Meeting of the National Council on Works holding in Birnin-Kebbi, Kebbi State.
2. As you are aware, the theme of this year’s National Council Meeting is “Ensuring Value-for-Money in Nigerian Highways Development”. The theme is apt and timely, considering our collective resolve to address the challenges in road development in the country within available resources.
3. In order to ensure that this target is achieved, it has become necessary for all the critical stakeholders to consider and provide contemporary policies that will support the attainment of the above target.
4. It is quite instructive that the theme was carefully chosen to ensure prudent spending of available financial resources in Highways development in the country due to the huge investment governments at all levels are making in road development.
5. The Meeting is significant as it will afford us the desired opportunities to identify challenges in the highways sector and develop strategies towards addressing them. We are therefore, expected to explore various realistic means of proper utilization of funds and other resources meant for road projects, to enable quick service delivery, which in turn will fast-track national growth and sustainability. May I also stress on the need to ensure that all our recommendations align with the objectives of the Economic Recovery and Growth Plan (ERGP) of 2017-2019 which focuses on restoring economic growth, ease of doing business, investing in our people and creating a competitive economy. The achievement of these objectives largely lies on the availability of good road network across the country.
6. Distinguished delegates and officials, the timing of this meeting therefore, is very significant as it affords us the opportunity to think through and make necessary provisions in our various Budgets for the year 2019 and beyond as well as take necessary steps that will ensure money spent on roads impacts on the Nigerian economy, positively.

Remarks By Babatunde Raji Fashola, SAN At The Inauguration Of The Board Of The Rural Electrification
Although today is only scheduled for the inauguration of the reconstituted board of the Rural Electrification Agency, I feel obliged to make a few comments that I believe shed some light on the plan of the Buhari Administration on our understanding of the purpose and role of this agency.
Before I do so, let me express the gratitude of the Federal Government of Nigeria to the immediate past acting Managing Director and his team and all those who have served in this agency since its inception, for their service and contribution.
It is my expectation that the new team will be able to build on whatever you have left behind, improve on it and ultimately achieve the purpose for which this agency was set up, which is to provide access to electricity for millions of Nigerians who are yet to be connected to the grid.
Although it is called a 'Rural' Electrification Agency, there are many urban and suburban communities that still lack access to power because they have not been connected to the national grid.
Part of the reason for this lack of access is that the 330/132 KV and 132/33 KV lines (popularly called the high-tension wires), by which this connection is often made, run over long distances covering several hundreds of kilometers.
The cost of extending these lines to communities is expensive and where the population in such communities is not large, the price of their electricity will be high because it will be borne by a few people.
Because public tariff is fixed, investments in these lines are not considered attractive and it is easy to pass over these communities or simply attempt grid extensions which have not covered the field and have resulted in many people being left behind.
All of this is about to change and that is why we are here. REA is the champion of these unconnected communities, who have have been left unserved. REA will bring them to mainstream of electricity connectivity by providing and promoting off grid connections.
Let me point out that when the Electricity Sector Reform Act was passed in 2005, it set up the Rural Electrification Agency and mandated that the Rural Electrification Implementation plan should be prepared (within a year) for Presidential Approval.
It is that plan that will set out how to reach the unconnected communities that I spoke about, through a combination of grid extension and development of independent grids, using new technology such as solar, which will mitigate the cost of the long 330/132 KV and 132/33 KV lines which I spoke about.
Unfortunately, nothing was done between 2005 and 2016 about the Rural Electrification Implementation program until 2016 when President Buhari approved this plan. That was a period of inaction of 11 (ELEVEN) years.
Thankfully, all that is behind us. We must look to tomorrow and the promise of increased access to electricity that President Buhari’s approval heralds.
The anchors for implementing Rural Access are:
A. Completion of over 2000 Grid extension projects that started life as constituency projects since 1999 but have now either been abandoned or uncompleted;
B. Resuscitation of 6 (SIX) small Hydro dams and activation of their power component, which have received Federal Executive Council (FEC) approval, have been advertised, and we have received Expressions of Interest which we are evaluating.
C. Development of Independent Power Plants in 37 (THIRTY-SEVEN) federal universities and seven teaching hospitals in rural areas and the building of independent power grids from there to connect adjoining rural and unconnected communities.
Most of these IPPs, at least 27 (TWENTY-SEVEN), will be solar powered and this is the heart of the matter.
This is because President Buhari understands the increasing emergence of renewable energy sources, like solar power from the fringes of the energy debate to the mainstream.
This is why he was one of the first leaders to append his signature on behalf of Nigeria to the Paris agreement.
Most importantly he understands the appeal of renewables generally and Solar in particular to the global youth population and Nigeria's youth.
He understands how impactful a small solar plant can be to a barber, hairdresser, small food processing plant and small businesses generally where our youth are participating in making their contribution to our national development.
He understands and appreciates the role that young people played in building the nation and driving the economy.
This is why he has appointed young people to the leadership and management of this agency, to deliver not only on the promise of their generation but also on the expectation of millions of unconnected people who are living without electricity.
This is why he has constituted a Board of Experience and Youth in this critical agency.
I hope and expect that all of us will rally round and support this new team to deliver on their mandate.
