UMAHI DECLARES AN END TO YEARS OF DEADLY TRAPS AND GRIDLOCK ON THE ENUGU–ONITSHA EXPRESSWAY, SETS MARCH 31 DEADLINE FOR REOPENING The Honourable Minister of Works, Senator Engr. David Umahi, CON has declared that the long-troubled Enugu–Onitsha Expressway is fast shedding its grim past, as the Federal Government intensifies a sweeping infrastructure upgrade across the South-East under the President, His Excellency, Senator Bola Ahmed Tinubu, GCFR. Umahi made the declaration on Monday, March 23, 2026, during an inspection of ongoing projects in Enugu, including the Enugu–Onitsha Expressway and the Eke-Obinagu Flyover, where he expressed confidence that the era of consistent fatal accidents, endless traffic, and public frustration along the road is coming to an end. “I’m going round the six geopolitical zones assessing what is possibly to be commissioned before May 29th by Mr President. There are mega project that the President will be available for before May 29th and we mean it,” the Minister said. Once regarded as one of the most dangerous highways in the region, the Enugu–Onitsha road had for years been plagued by tanker explosions, loss of lives, and economic disruptions. But Umahi said decisive intervention by the Tinubu administration has changed the trajectory. “Now this route, the Enugu-Onitsha expressway, you recall that when we came on board, everyday, people were talking about this road. There were a lot of tanker accidents, a lot of people died and so forth. But my joy is that the whole thing is a past story, because the President has swinged into action,” he stated. The Minister disclosed that the dual carriageway, which spans 107 kilometres on each side, is undergoing a major structural shift, with a significant portion being converted from asphalt to concrete to ensure durability. “It is not only that we are repairing this road… about half of it is going on to be concrete. I have no confidence in asphalt I continue to say it. By the time the asphalt fail we will have 50 percent of the road still intact and if it fails within the second tenure of the president then be rest assured that we will fix it,” he said. He added that the same approach is being extended to sections in Anambra State, including the head bridge axis, where an initial asphalt design is being replaced with concrete pavement to align with modern highway standards. “At the head Bridge we have 39k, we’re changing that to concrete so that we can have this coastal road type of road pavement there in Anambra and here in Enugu,”. Beyond reconstruction, the project is also being enhanced with solar-powered street lighting and environmental features aimed at improving safety and sustainability. “So that is going to happen but then not only that. We are putting solar light both for the one that was constructed before us and the one that is being done by us. Within the first one week we will have solar light up to this 1km and we continue we are also going to plant trees which is very important,” he added. The Minister urged the people of the South-East to recognise the level of federal intervention in the region, noting that such attention to infrastructure was previously lacking. “The people of South East have to be very grateful to Mr President. The reason is that we never had it like this. I was governor for 8 years and I can’t think of any Federal road project in Ebonyi State,” he said. He also cautioned against divisive narratives, warning that some actors were misleading the public for selfish interests. “I want to ask our people to be very very careful, there are people that pretend that they are helping us but they actually inciting us against government… we need to know when people are genuinely interested in our case,” he said. Calling for sustained support for President Tinubu, Umahi described the ongoing works as part of a broader effort to correct past neglect and integrate the South-East more fully into national development. “Let us allow this man that have started to right the wrong metted on us as the people of Southeast in the past. Let us allow him the next four years and we will be very much fully integrated,” he stated, adding, “To know the revolution that is going on in infrastructure… this is the Biafra we are looking for.” As a major milestone, the Minister directed that the Enugu–Onitsha Expressway be reopened for public use on or before March 31. “I have given the controller the authority, by the 31st or before, he should call the press to open this road, call the people of South East… let them know that this road is open for travel and that will be our Easter celebration,”. Addressing concerns over project costs, Umahi clarified that the Ministry of Works does not unilaterally determine project pricing, noting that approvals pass through multiple regulatory layers, including the Bureau of Public Procurement and the Federal Executive Council. “I’m not the final authority when it comes to the cost of a project, there are layers of approval, the Bureau of Public Procurement, their own stands and not my own,” he explained. He maintained that the standard being applied to the Enugu–Onitsha project is consistent with major road projects across the country. “The same road architecture as the Lagos-Calabar coastal highway and the Sokoto-Badagry Super Highway… so no discrimination with the president, everybody is the same,” Umahi said.
FG Poised To Commission Abuja Kano Expressway The Federal Government has given the assurance that section 2 and 3 of the Abuja - Kano expressway will be completed and commissioned by President Muhammad Buhari before the end of his tenure this year, May, 29th. 2023. This assurance was given by the Chief of Staff to the President, Professor Ibrahim Gambari who was taken on a press - inspection tour of the road by the Minister of Works and Housing Mr. Babatunde Raji Fashola SAN. The Chief of Staff who expressed satisfaction with the work done said, "Both section 2 and 3 will be completed and ready for commissioning by President Muhammad Buhari before the end of the tenure of his administration". He disclosed that another legacy project of the President, the 2nd Niger bridge will also be commissioned by the President before he leaves office. He recalled that the bridge had been opened for road users during the last Christmas season to ease the hardship that people had suffered for years now The COS praised the President for his outstanding and commendable commitment to infrastructural development across the country. "We want to commend Mr President for making the resources available so that this kind of progress can be made", he said. The Honourable Minister of Works and Housing, Mr Babatunde Raji Fashola SAN explained that section 3 of the road which is from Kaduna to Kano is 137 kilometres, which is longer than the Lagos - Ibadan expressway which is 127 kilometres while section 2 of the road which stretches from Zaria to Kaduna is 73 kilometres. He added that though the Lagod - Ibadan expressway started earlier both projects are being completed around the same time. On why work on the section 1 of the road which is from Abuja from Zaria was not progressing like the other two, the Minister attributed the reasons to criminal activities which stalled the work for about a year in 2022, issues about right of way because of the need to relocate buildings, markets electricity installations, utilities all of which must be addressed before the contractor can do his job. He said that work on that section of the road was ongoing just as the required collaboration between the Ministry and the Federal Capital Territory Minster and the Governors of Niger and Kaduna states whose territories are connected to the 265 kilometres road is going on. Fashola gave the assurance that the section will be completed by the next administration as soon as possible as funding which is being provided by the Nigerian Sovereign Investment Authority is readily available. The Managing Director of the Nigerian Sovereign Investment Authority, Mr Aminu Umar Sadiq affirmed his organisation's commitment and readiness to provide the funding for the project. ...
Road Completion: Nigerians Should Be Proud Of Loko Oweto Project- Fashola The Honourable Minister of Works and Housing Mr Babatunde Raji Fashola, SAN affirmed that the “ Loko- Oweto bridge is 200 metres longer than the 2nd Niger Bridge , how many African countries are able to do this ? Nigerians should be very proud of this project”. He made this remark during the pre–inspection of the bridge for commissioning in Nasarawa State . Fashola further remarked “In January I was here to asses the level and progress of work so far done and at the end of March. I am here today when the contractors indicated that they have completed work and all our officers reported it as well , they deserve commendation from Nigerians for the job.” The Minister said “this is the bridge that crosses river Benue and links the North to the South , adding that “ the bridge will reduce travel time , it will reduce travel cost and greatly enhance the ease of doing business” Speaking further, Fashola said the report of this working visit to the site of the bridge would be sent to the Presidency where the date of the commissioning of the bridge would then be decided. While commenting on the Lagos – Ibadan road , the Minister appealed for continuous perseverance and understanding of all road users, as traffic had to be diverted during construction adding that the road is among the busiest in the country, he told journalists that the Lagos – Ibadan road would be completed in April of 2023 as planned , in addition , he also said that in May of 2023 the 2nd Niger bridge would be commissioned and opened to the traffic as well. The Federal Controller of Works Nasarawa State , Mr Idah Daikwo who accompanied the Minister on the inspection of the Loko Oweto bridge said “ the speed of completion and quality of works on the bridge is second to none , I commend the Honourable Minister for this laudable Legacy project” ...
FG Completes and Hands Over Internal Road Project at Akanu Ibiam -Fed Poly …. School Filled with Excitement and Commendation The Federal Ministry of Works and Housing has rehabilitated and handed over a 2-kilometre internal road to Akanu Ibiam Federal Polytechnic, Unwana Afikpo in Ebonyi State, to ease movement and make teaching and learning conducive for lecturers and students on campus. Speaking at the official handover ceremony of the rehabilitated road to the school management in Afikpor, the Honourable Minister of Works and Housing, Babatunde Raji Fashola, SAN revealed that the ministry had successfully intervened in 64 internal road projects in various federal tertiary institutions across the nation as at January 2023 and a total of 38 numbers still on going and at different stages of completion. Fashola who was represented by the Federal Controller of Works Ebonyi State, Engr. Steve Oluwadun said that the intervention work aimed at improving quality of education was gradually bridging the gap of our infrastructure needs in our tertiary institutions. ‘’ The gap of our infrastructure needs is steadily being bridged by a gradual process of repairs, renewal and construction on major highways and it has reached the school”, he said. The Minister described the project as an investment in education and noted that over 46 of such internal road projects have been handed over in some other universities and tertiary institutions across the nation. “The quality of education will be impacted by the quality of infrastructure and the learning environment and those who doubt it should simply listen to some of the feedbacks from students in the schools where this type of intervention has taken place. He disclosed that during the reconstruction of the road at Akanu Ibiam Federal Ploy, 35 persons were employed, thus contributing to the job creation initiative of President Muhammadu Buhari’s administration. Fashola urged the institution's authorities to ensure proper use of the road, while embracing a proper maintenance culture. Earlier in his address, the Rector Akanu Ibiam Federal Polytechnic, Uwana Afikpo, Dr. Felix Attah, expressed appreciation to the Federal Government and described the road intervention as laudable and commendable. The Rector added that it would ameliorate the suffering of staff and students, improve the quality of education, more so the learning environment. Represented by the Deputy Rector Academics, Dr. Ezichi Kalu also requested for more interventions on the deplorable roads in the campus and pledged to provide the needed co-operation and environment during such intervention works to accelerate the smooth movement of people as well as reduce accidents rate within the polytechnic community. During an interview session the Public Relations Officer of the Institute, Mrs. Samuel Nwamaka who was full of excitement thanked the Minister for considering the school among the beneficiaries of internal road infrastructure across tertiary institutions in the country. She noted that the road has given aesthetic value to the school and made trekking into the school less tasking. Delivering the Vote of Thanks, the Dean School of Environmental Design and Technology, Surveyor, Iduma Aka Ibiam expressed gladness over the road intervention project by the Federal Government, saying that the road construction has brightened and bloomed the school environment. INTRODUCTION
Let me start by appreciating God all-mighty for making this 24th National Council Meeting on Works, holding here today at the Presidential Lodge Conference Centre, Birnin-Kebbi, Kebbi State, a reality. As the coordinator of the Ministerial Planning/Organizing Committee for this important perennial event, I also joined the Permanent Secretary, Ministry of Works, Kebbi State in welcoming you to this week-long meeting with the theme, “Ensuring Value-For-Money in Nigerian Highways Development”.
I wish to also express our sincere gratitude to his Excellency, Senator Abubakar Atiku Bagudu, the Executive Governor of Kebbi State, the government and good people of Kebbi state, for providing the enabling environment for this year’s National Council Meeting On Works.
I like to also appreciate our Honourable Minister Of Power, Works & Housing, His Excellency, Babatunde Raji Fashola, SAN, the two Honourable Ministers of State, Power, Works & Housing, Hon. Mustapha Baba Shehuri and Surv. Suleiman Hassan Zarma, mnis, as well as the Permanent Secretary, Mohammed Bukar, the directors and staff of the Federal Ministry of Power, Works & Housing (Works & Housing Sector) for their invaluable support in bringing together this meeting.
The Nigerian highways development problems are numerous and road is a common good that requires a going concern of everybody. As man cannot live without food, almost at the same scale, man cannot live without road, comfortably. We use road every day virtually for everything that keeps us going.
This underscores government’s continuous efforts to fix highways within available resources over the years. The rationale for this national council meeting on works, therefore, is to identify the unsettling challenges in the road sub-sector and come up with implementable strategies towards improving highways development in Nigeria within available financial, human and material resources.
Permit me to refresh our memories that the National Council on Works is the highest policy-making and advocacy organ in the Works Sector and as such, the stakeholders converged every year to deliberate on issues concerning road infrastructure. This is exactly why we are gathered here today. Thus, we are expected to kick-start the technical sessions any moment from now through the thematic group discussion methodology. The thematic groups were thought out of the memoranda received and summarized for this meeting. We have carefully broken down this year’s theme, “Ensuring value-for-money in Nigerian Highways Development” into five thematic areas which the chairman of the 1st technical session will announce to us very soon.
The National Council Meeting on Works, of a fact, is an inclusive approach to highways policy formulation, aimed at providing practical solutions to the existing road infrastructure development challenges in our country. This year’s thinking is to be guided by the perspective of “value-for-money”.
Let me on behalf of the planning/organizing committee sincerely apologize for any initial inconveniences you may have encountered on your arrival to Birnin-Kebbi, relating to issues ranging from hotel accommodation to intra-city transportation. Such challenges are often normal when a large number of persons visit a city for a programme. Nonetheless, please bear with us because it was due to circumstances beyond our control.
I want to assure you that all necessary arrangements have been put in place to ensure the success of this year’s council meeting. As we progress with the meeting, some of the preliminary challenges will sort out themselves. The secretariat is available for any possible assistance 24/5.

It is always very easy for members of the public to pick and choose from a Team, who they like more within a Team.
So in a football club, we tend to pick the best striker or midfielder or defender.
But in doing so, we sometimes forget that what is most important is the team and the work they do together; the Team work, that allows any striker, midfielder or defender to thrive.
There will be no good striker, midfielder and defender in a team that does not do well.
Therefore collective success must be, and is indeed, more important than individual recognition.
A Government is no different from a football club, to the extent that they comprise individuals of different talents, passions and experiences who must work together to deliver service to the public.
A successful team is led by a Great and resourceful manager, who often has a dependable assistant.
In our Government team, President Muhammadu Buhari has discharged that role effectively by picking a team of Ministers whose commitment to change is unquestionable and the Vice President has demonstrated his ability to complement this vision of change and his dedication to help midwife it.
On their behalf I accept this Award.
Every Goal scored by a striker is the result of co-ordinated team play, and interchange of passes.
In our team, every Minister has supported the other, and the Ministry of Power, Works and Housing has benefitted from a well planned Budget, well timed cash backing, very massive support and contributions to our Council Memoranda and therefore on behalf of the Federal Executive Council members, the Secretary to the Government of the Federation, Cabinet Office and the Office of the Chief of Staff, I accept this award.
Of course, a good football team thrives on financing and shareholders support.
We have received a lot of cooperation from those who exercise the power of appropriation in the National Assembly; the Senators, House of Representatives members and all their Committee Chairmen, members and staff are the real owners of this Award.
I accept it on their behalf.
Some of our work will not have progressed without prompt and efficient determination of some court cases. Our progress would have been hindered. This Award also belongs to the Judiciary as members of the team of change. I accept it on their behalf.
No team is complete without the army of backroom staff who we never get to see, but who help the players enormously.
The Ministry of Power, Works and Housing is blessed with an army of hardworking civil servants, led by 2 (Two) Permanent Secretaries, Directors, the Heads of our parastatals, Deputy Directors, Controllers and other staff who have signed up for change and are daily working towards it. I accept this Award on their behalf.
As I said earlier, no individual recognition is worthy of note if the team is not delivering results.
My Brother, the Hon. Minister of State in the Ministry of Power, Works and Housing, Mustapha Baba Shehuri and I accept this Award on behalf of Government as proof that our team is gaining momentum, and the results of Government policies, programmes and action are beginning to manifest.
Our party, the All Progressive Congress, the architects of Change, know that the work is not done; on the contrary, it is just beginning.
