FG Decries Road Vandalism, Reaffirms Commitment to Record Completion of Abuja-Kano Expressway

The Federal Government has expressed deep concern over the rising cases of vandalism and misuse of newly constructed and ongoing road projects across the country, warning that such irresponsible acts threaten the lifespan and safety of critical national infrastructure.

Minister of State for Works, Hon. Bello Muhammad Goronyo, Esq., issued the warning on Saturday, 8th November 2025, during a holistic inspection visit to the Outstanding Sections of the Abuja–Kaduna–Zaria–Kano Expressway project, where he condemned the destructive activities of some hoodlums along the completed and active sections of the road.

The Minister, in particular, decried instances of individuals removing safety railings, damaging concrete pavements, or converting portions of the highway into refuse dumps and drying grounds—especially around the Jaji Bridge corridor in Kaduna State.

“Maintenance begins with discipline and public responsibility,” Goronyo stated. “We have observed people cutting through newly completed road sections or tampering with vital components. These acts of vandalism must stop immediately,” he warned.

In this vein, he urged traditional rulers, community leaders, and residents to take collective ownership of public infrastructure and ensure that such national assets are protected from misuse, adding that the government’s huge investments in road development must be safeguarded for future generations.

“The Renewed Hope Administration of His Excellency, Asiwaju Bola Ahmed Tinubu is committing enormous resources to the building of durable roads across the country. Every act of vandalism or road abuse undermines national progress and the deployment of taxpayers’ money to other critical national priorities,” the Minister emphasised.

Reaffirming the government’s resolve to complete the Abuja–Kaduna–Zaria–Kano Expressway within record time, Goronyo described the project as a flagship of President Tinubu’s Renewed Hope Agenda, designed to enhance trade, promote unity, and strengthen economic integration between the Northern and Southern regions of the country.

He disclosed that the Section I (Abuja-Kaduna) of the project, spanning 144 kilometres, is progressing steadily across several active sections - from Tungan Maje and Jere to Katari, Kakau, Gonigora, and Agogo Junction—with significant work already completed in drainage, reinforcement, and the construction of the shoulders.

“So far, about 26 kilometres of continuous rigid concrete pavement and 15 kilometres of binder and wearing course have been completed,” the Minister revealed. “The President has made it clear that funding will not be a constraint. It is now a matter of work and getting paid,” he informed the contractor, Messrs. Infiouest International Limited.

In line with the President’s directive for durable infrastructure, the Acting Director, Highways, Bridges and Design at the Ministry, Engr. Musa Sa’idu explained that the project design was upgraded from flexible (asphalt) to rigid (concrete) pavement, capable of lasting for about a century and withstanding the stress of heavy-duty and overloaded vehicles.

He further disclosed that a recycling approach is being used to strengthen the substructure, by mixing milled asphalt with stone base and cement to improve durability and minimize environmental impact.

Mr. Robert Turner, Senior Project Manager of the company, reaffirmed their commitment to engineering excellence and set a target, adding that work is progressing seven days a week, with plans to introduce night shifts to accelerate completion.
“We are determined to deliver this project ahead of schedule. The government has demonstrated exceptional consistency in funding, and we are matching that commitment with performance,” Turner assured.

Concluding the inspection tour at the additional location of the Kano end of the alignment, the Minister reiterated that the Abuja–Kano Expressway remains one of the most strategic road corridors in the nation, symbolising Mr. President’s unwavering commitment to infrastructural renewal, national security, and economic prosperity.

“This project is dear to the President’s heart. It is not just a road - it is a lifeline for trade, social and political integration, as well as national unity. Every Nigerian must play a part in protecting it,” Goronyo declared.

Earlier at the end of Section II (Kaduna-Zaria), which has been completed and handed over by the previous contractor, the
Minister detoured to inspect another ongoing construction work on the Unguwar Iliya-Bagudu-Kwantakaran-Tsiga-Bakori Road with Kadabo Bridge in Kafur Local Government Area of Katsina State. He expressed satisfaction with the progress of work, which has an approximate length of 17.3 kilometres, starting from Tsiga Town and passing through the Barde community. The scope of work includes the construction of a single carriageway and three reinforced concrete bridges.

Briefing the Minister on the Project, the Federal   Controller/Engineers’ Representative, Engr. Muhammad I. Matinja and the Project Manager for Messrs. Halis Matrix Limited, Engr. David Omotosho expressed optimism about the progress of work, assuring that it will be completed on time and according to its design.

The HDMI is a PPP initiative of the Federal Ministry of Works and Housing that seeks to attract sustainable investment and funding in the development of road infrastructure and maximize the use of assets along the Right of Way (ROW) of federal highways in the country. The first phase of the VAC under the HDMI seeks to concession 12 economically viable road corridors to technically and financially capable private sector firms/consortia. The 12 highways represent 1,963km or 5.6% of Nigeria’s 35,000km Federal Highway as follows: Benin-Asaba, Abuja-Lokoja, Kano-Katsina, Onitsha-Owerri-Aba, Sagamu-Benin and Abuja-Keffi-Akwanga Highways; the others are Kano-Maiduguri (Kano-Shuarin), Kano-Maiduguri (Potiskum-Damaturu), Lokoja-Benin, Enugu-Port Harcourt, Ilorin-Jebba, Lagos-Otta-Abeokuta and Lagos-Badagry-Seme Border. The Value-Added Concession Request for Proposal (RFP) Evaluation Report was presented and approved on Thursday, April 21, at the Project Steering Committee (PSC) meeting chaired by the Minister of Works & Housing, Mr Babatunde Raji Fashola SAN.  Members of the PSC from the Ministries of Works & Housing, Environment, Finance, Budget & National Planning and Justice, Infrastructure Concession Regulatory Commission, and Bureau of Public Enterprises attended the meeting. After deliberating on the prayers presented by the PDT, the PSC approved the prayers and adopted amendments agreed on during the meeting.  The PSC reiterated the importance of due diligence on the preferred bidders and recommended the constitution of a team made up of high-ranking officials from the relevant Ministries, noting that this would help achieve value for money for Nigeria during negotiations.      The rationale behind the HDMI, a private sector engagement, is to provide alternative sources of financing for road development and management in the country. It is consistent with the provisions of the Infrastructure Concession Regulatory Commission (ICRC) Establishment Act 2005; National Policy on Public-Private Partnership ("N4P"); Federal Highways Act CAP. 135, 1971; and Federal Roads and Bridges Tolling Policy.  The scope of the VAC under the HDMI includes the expansion, re-alignment, rehabilitation, and maintenance of the existing road pavements and bridges; construction of interchanges and pedestrian crossings and construction and operations of tolling facilities.  There is also the installation and operations of weighbridges; installation and operation of intelligent traffic systems for remote highway monitoring; physical patrol of the highway; provision of towing services, ambulance service, and refuse management. Others include the provision of directional signage, rest areas, and highway illumination, amongst others. The Request for Qualification (RFQ) Notice was published on March 29, 2021, through the HDMI Portal. At the close of the RFQ portal on May 31 2021, 75 firms/Consortia successfully submitted valid applications.  An Inter-Ministerial Evaluation Committee evaluated the 75 submitted bids, wherein 18 firms / Consortia were prequalified, having met all the criteria outlined in the RFQ notice. The construction works in the Phase 1 of the project tagged “2016 National Housing Programme” are at various stages of completion in the six (6) states of the North Central Zone of the country.

The Minister of state works, Power and Housing, Alhaji Mustapha Baba Shehu disclosed this on Sunday 09/04/2017 during the inspection of the project in Lokoja, Kogi State. Alhaji Baba, who was on inspection tour of the projects in the six states of the North Central came to Lokoja, from Ilorin, Kwara State where he had earlier carried out similar inspection of the project.

The Minister stated that the programme which is meant to provide houses for the people and ease their accommodation problem was a fulfillment of part of the electioneering promises to the people of Nigeria by the All Progressive Congress (APC).

According to him, the programme, apart from making houses readily available and affordable for any interested members of the public, would also help to create job opportunities as different categories of people are engaged to work at the construction site of the project to earn a living.

The Minister said the initiation of the programme by the present administration was a deliberate effort to create wealth for people adding that more Nigerians stand to benefit from the 2nd Phase of the programme in 2017.

While fielding questions from journalists, the Minister expressed satisfaction at the quality of job that has been done and advised the contractors to keep it up in order to complete the work on schedule. The  Federal Controller of Works, Kogi State, Architect Hajara Enesi conducted the Minister round the 76 units of the houses which according to her is made up of 24 blocks of 3 bedrooms flats, 48 blocks of 2 bedroom flats and 4 blocks of 1 bedroom flats.

The controller also disclosed that a total of 12 contractors had been engaged to handle the project in the state. She stated that the estate, when completed, would be provided with social amenities like the police post, primary school and water supply.

The Architect averred that the project, which is schedule to be completed within 5 months, is expected to be handed over to the government in the next 2 months. Some of the contractors, who spoke to the minister commended the Federal Government for initiating the programme, in which they had been engaged to eke out a living.

They however said one of the problems being faced by them on the jobs is the lack of office accommodation and the need to review the cost of the project in view of escalating prices in the market. They appealed to the government to do something about these challenges quickly to enhance quality performance.

The Minister who was accompanied on the tour by some management staff of the ministry has since left the state in continuation of the tour to Nasarawa, Benue and plateau states respectively.
