STRUCTURE/FUNCTIONS OF THE PLANNING, RESEARCH AND STATISTICS DEPARTMENT
The Department of Planning, Research and Statistics (PRS) is one of the common services Department and its mandates is to Coordinate and ensure Implementation of Policies, Programmes and Projects of the Ministry are in line with the policy direction of Government. It also conducts Monitoring and Evaluation of the Ministry’s Capital Projects in Phases functions in the Ministry. It comprises the following Divisions, Units and Desk:
(i) Planning and Policy Development Division;
(ii) Monitoring and Evaluation Division;
(iii) Research and Statistics Division;
(iv) Multi-Lateral Unit;
(v) Freedom of Information (FOI) Desk;
(vi) Gender Desk.
2.0 RESPONSIBILITIES/FUNCTIONS
The Department is saddle for the following:
(i) Liaison with the Ministry of Budget and National Planning
(ii) Preparations of the meetings of National Council on Works and National Council on Lands, Housing and Urban Development;
(iii) Collation and preparation of the Ministry’s rolling and perspective plans and their implementation in line with the overall national objectives;
(iv) Implementation of Programmes and Projects in line with the guidelines issued by the Ministry Budget and National Planning;
(v) Preparation of white papers of inquiry, Reports of panels and Committees;
(vi) Monitoring and Evaluation of capital Projects in line with the approved template from the Ministry of Budget and National Planning;
(vii) Handles the collation of scorecard information for use by the Ministry of Budget and National Planning;
(viii) Represents the Ministry in Inter-Ministerial Meetings;
(ix) Management of Ministerial Seminars and Conferences;
(x) Processing Council Memorandum to the Federal Executive Council Secretariat for approvals and noting;
(xi) Periodic Report on the achievements of the Ministry;
(xii) Preparation of briefs on the outcome of the National Councils on Works, Lands, Housing and Urban Development;
(xiii) Policy initiation and Coordination;
(xiv) Medium Term Plans;
(xv) Implementation of decisions reached at the National Council meetings;
(xvi) Preparation of the Department’s Annual Budget (Capital and recurrent); Rolling and perspective plans and returns on expenditure;
(xvii) Coordinating the activities of Road Sector Development Team; Federal Road Maintenance Agency (FERMA) and Office of the Surveyor General of the Federation (OSGOF);
(xviii) Coordinating the activities of Federal Housing Authority (FHA)
(xix) and Federal Mortgage Bank of Nigeria (FMBN);
(xx) Co-ordination of Multilateral Agreements in Lands, Housing and Urban Development matters;
(xxi) Co-ordination of matters concerning International Joint Commission meetings with the Ministries of Foreign Affairs and the National Planning respectively;
(xxii) Co-ordination of Bilateral Relations;
(xxiii) Overseeing the activities of the Ministry’s Parastatals and Professional Bodies under the purview of the Ministry;
(xxiv) Handle Gender matters through the Girls and Women Initiative in Nigeria (G-WIN) programmes in the Ministry;
(xxv) Covers all issues relating to Freedom of Information Act (FOI Act) that concerns the Ministry;
(xxvi) Secretariat of the National Building Code;
(xxvii) Production of Annual Report on the activities of the Ministry;
(xxviii) Prepares the Departmental Training Budget; Member of the Bid Evaluation of the Procurement Department;
(xxix) Management of the Ministry’s record information system;
(xxx) Coordinates all activities of Policy Registry of the Ministry;
(xxxi) Research and data collection in respect of sectoral policy;
(xxxii) Conducting Statistical inquiries in the Ministry;
(xxxiii) Collection, Collation and analysis of data for the production of Digest of Statistics for the Ministry;
(xxxiv) Compilation of Manpower Statistics for the Ministry; and
(xxxv) Any other duties as may be assigned by the Honourable Minister and Permanent Secretary.
(xxxvi) Coordinate and organize Retreats and Summits on behalf of the Ministry.
