UMAHI DECLARES AN END TO YEARS OF DEADLY TRAPS AND GRIDLOCK ON THE ENUGU–ONITSHA EXPRESSWAY, SETS MARCH 31 DEADLINE FOR REOPENING

The Honourable Minister of Works, Senator Engr. David Umahi, CON has declared that the long-troubled Enugu–Onitsha Expressway is fast shedding its grim past, as the Federal Government intensifies a sweeping infrastructure upgrade across the South-East under the President, His Excellency, Senator Bola Ahmed Tinubu, GCFR.

Umahi made the declaration on Monday, March 23, 2026, during an inspection of ongoing projects in Enugu, including the Enugu–Onitsha Expressway and the Eke-Obinagu Flyover, where he expressed confidence that the era of consistent fatal accidents, endless traffic, and public frustration along the road is coming to an end.

“I’m going round the six geopolitical zones assessing what is possibly to be commissioned before May 29th by Mr President. There are mega project that the President will be available for before May 29th and we mean it,” the Minister said.

Once regarded as one of the most dangerous highways in the region, the Enugu–Onitsha road had for years been plagued by tanker explosions, loss of lives, and economic disruptions. But Umahi said decisive intervention by the Tinubu administration has changed the trajectory.

“Now this route, the Enugu-Onitsha expressway, you recall that when we came on board, everyday, people were talking about this road. There were a lot of tanker accidents, a lot of people died and so forth. But my joy is that the whole thing is a past story, because the President has swinged into action,” he stated.

The Minister disclosed that the dual carriageway, which spans 107 kilometres on each side, is undergoing a major structural shift, with a significant portion being converted from asphalt to concrete to ensure durability.

“It is not only that we are repairing this road… about half of it is going on to be concrete. I have no confidence in asphalt I continue to say it. By the time the asphalt fail we will have 50 percent of the road still intact and if it fails within the second tenure of the president then be rest assured that we will fix it,” he said.

He added that the same approach is being extended to sections in Anambra State, including the head bridge axis, where an initial asphalt design is being replaced with concrete pavement to align with modern highway standards.

“At the head Bridge we have 39k, we’re changing that to concrete so that we can have this coastal road type of road pavement there in Anambra and here in Enugu,”.

Beyond reconstruction, the project is also being enhanced with solar-powered street lighting and environmental features aimed at improving safety and sustainability.

“So that is going to happen but then not only that. We are putting solar light both for the one that was constructed before us and the one that is being done by us. Within the first one week we will have solar light up to this 1km and we continue we are also going to plant trees which is very important,” he added.

The Minister urged the people of the South-East to recognise the level of federal intervention in the region, noting that such attention to infrastructure was previously lacking.

“The people of South East have to be very grateful to Mr President. The reason is that we never had it like this. I was governor for 8 years and I can’t think of any Federal road project in Ebonyi State,” he said.

He also cautioned against divisive narratives, warning that some actors were misleading the public for selfish interests.

“I want to ask our people to be very very careful, there are people that pretend that they are helping us but they actually inciting us against government… we need to know when people are genuinely interested in our case,” he said.

Calling for sustained support for President Tinubu, Umahi described the ongoing works as part of a broader effort to correct past neglect and integrate the South-East more fully into national development.

“Let us allow this man that have started to right the wrong metted on us as the people of Southeast in the past. Let us allow him the next four years and we will be very much fully integrated,” he stated, adding, “To know the revolution that is going on in infrastructure… this is the Biafra we are looking for.”

As a major milestone, the Minister directed that the Enugu–Onitsha Expressway be reopened for public use on or before March 31.

“I have given the controller the authority, by the 31st or before, he should call the press to open this road, call the people of South East… let them know that this road is open for travel and that will be our Easter celebration,”.

Addressing concerns over project costs, Umahi clarified that the Ministry of Works does not unilaterally determine project pricing, noting that approvals pass through multiple regulatory layers, including the Bureau of Public Procurement and the Federal Executive Council.

“I’m not the final authority when it comes to the cost of a project, there are layers of approval, the Bureau of Public Procurement, their own stands and not my own,” he explained.

He maintained that the standard being applied to the Enugu–Onitsha project is consistent with major road projects across the country.

“The same road architecture as the Lagos-Calabar coastal highway and the Sokoto-Badagry Super Highway… so no discrimination with the president, everybody is the same,” Umahi said.

WORKS MINISTER UMAHI COMMENDS HEALTH INFRASTRUCTURE INITIATIVES OF PRESIDENT TINUBU, TASKS STAKEHOLDERS ON COLLABORATIVE SUPPORT TO ACHIEVE SHARED GOALS. CONGRATULATES SSA TO PRESIDENT ON COMMUNITY ENGAGEMENT, SOUTH-EAST FOR HER COMMITMENT TO ENHANCING HUMAN EMPOWERMENT AND PROMOTING HEALTHY COMMUNITIES The Honourable Minister of Works, Sen. Engr. Nweze David Umahi CON has praised the efforts of the President of the Federal Republic of Nigeria, His Excellency, Bola Ahmed Tinubu GCFR in developing critical competencies that will improve health care and other service delivery in Nigeria's health care related academic institutions. The Honourable Minister made this commendation during the flag-off of a health care programme on free cancer screening, free eye testing, free dialysis, and skills up empowerment programme for the people and residents of South East organized by the Senior Special Assistant to the President on Community Engagement South East, Barr. (Mrs) Chioma Nweze, in conjunction with David Umahi Federal University of Health Sciences Uburu, held at the university premises on 8th March 2025. The Honourable Minister, who represented the President of Nigeria during the event, said the Federal Government was committed to providing enabling infrastructure and the most conducive learning environment in our universities. He recounted the various interventions of Mr. President to David Umahi Federal University of Health Sciences, which was incidentally built by the Honourable Minister when he was the Governor of Ebonyi State and which law establishing it and naming it after the founder, David Umahi, was passed by the 10th National Assembly under the Renewed Hope administration. He said, "I thank Mr. President, so much for the asphalting of this institution, the building of the hall that is here, and so many things, including the uninterrupted power supply enjoyed by the university." He expressed appreciation to the Governor of Ebonyi State, His Excellency, Rt. She said, "I recognize that access to quality health care is a fundamental human right, and it is our responsibility to ensure that every individual in the South-East has access to it, regardless of their background or financial situation. Our medical outreach initiative, which we have earlier started, is a multifaceted programme that will provide a range of free medical services, including cancer screening, free eye screening, and medical classes to the first 200 patients. We have also provided dialysis treatment for one year for all the 97 Local Government Areas in the South-East. My office will equally be flagging off the skill up South-East programme, which focuses on empowerment of the people and residents of South-East through fashion and entrepreneurship." She further assured, "Our participants will have access to modern tailoring facilities, mentorship, and guidance from industrial experts. **FEDERAL MINISTRY OF WORKS’ POLICY YIELDING RESULTS ** — Mobilise to Site for 2 Weeks Before Payment of Mobilisation Fees - Umahi* The Honourable Minister of Works, His Excellency, Engr. (Sen.) David Umahi, CON, FNSE, FNATE has continued to insist that only contractors, who can deliver are needed to work on Nigeria roads. This is to guarantee that road projects are not abandoned by recalcitrant contractors. He stated this while inspecting ongoing works on the Abuja-Kaduna-Zaria-Kano Dual Carriageway, Section I (Abuja-Kaduna) that starts from the Zuba Interchange (CH0+000) and ends at the Western Bypass (CH165+500) in Kaduna, the Kaduna State Capital with an additional four (4) kilometres from Zuba towards Gwagwalada on the Abuja-Lokoja Expressway. Forty (40) kilometres (dual) will be on rigid pavement (concrete). According to the Minister, the company, Messrs Infoquest International (Nig.) Limited has proven its capacity to deliver quality jobs on record time, seeing how far they have gone within a month of signing the contract. “This is without being paid the initial 30% mobilisation fee as against what has been the previous practice,” he emphasised. He stressed that the Ministry’s decision that every contractor must be at the site and working for at least two weeks before the mobilisation fee is paid, is the way to go for sustainable project development and delivery. Commending the quality of work, the Minister urged Resident Engineers/Engineer’s Representatives on other projects, across the country, to be vigilant in ensuring that the correct composition of the stone base is achieved, stressing that a standard stone base must contain at least 70% stone, hence the name and 30% dust. “Any deviation from this ratio will compromise the road’s structural integrity, leading to premature failure,” he observed. Engr. Umahi also reiterated that the Abuja-Kano Dual Carriageway is so dear to Mr. President’s heart, being a vital corridor linking the North to the southern parts of the country, as well as neighbouring countries of Cameroun, Niger, and Benin Republics. While promising that the remaining portion of the entire alignment, Section III (Zaria-Kano), which is at the Kano end of the project, will soon be approved and awarded, he advised that reinforced concrete overlay be completed on the underlying structures before the commencement of the rainy season. It would be recalled that this was the project that was unnecessarily delayed for many years by Messrs Julius Berger (Nig.) PLC (JBN) and courageously terminated by the Ministry, some months ago, Umahi explained. "This project is the heartbeat of Mr. President because of its economic value. We are committed to ensuring its timely completion, and by the first week of March, we will begin laying an eight-inch continuous reinforced concrete pavement," the Minister stated. He reiterated that “The Federal Government remains resolute in its commitment to quality infrastructure development, ensuring that all projects under the Ministry’s supervision must meet the highest standards and be completed on schedule.” He added that interested companies must adhere to international standards and recommended practices in road construction or exit the scene. The Managing Director /Chief Executive Officer of the construction firm, Mr. Joseph Abougaoude disclosed that the company took the challenge to start the work without any payment of mobilisation fees because it is capable and, most importantly, its belief in the Renewed Hope Administration of President Bola Ahmed Tinubu, GCFR. He promised to deliver the contract following standards and on record time. He went further to acknowledge the Minister’s proactive leadership, adding "My promise is that I will not let you down. I take this project as a challenge and accept my role in ensuring its success. I am fully committed to this project and will push ahead to meet expectations." While fielding questions from reporters on the Lagos-Calabar Coastal Highway and the status of Julius Berger vis-a-vis contract with the Ministry, the Minister confirmed that before the end of the year, the entire first section of the Highway will be completed and that JBN is not sidelined from the Ministry’s contracts but, on the contrary, they are still working for the Ministry on other road infrastructure projects like the Bodo-Bonny Road, some major bridges in Lagos, as well as other places in Nigeria. FEDERAL MINISTRY OF WORKS/ MTN MEETS ON QUALITY AND SPEEDY DELIVERY OF ENUGU - ONITSHA EXPRESSWAY PROJECT FUNDED BY MTN UNDER TAX CREDIT SCHEME,FIXES COMPLETION DEADLINE FOR 10TH MAY 2026 AS HONOURABLE MINISTER OF WORKS CALLS FOR IMMEDIATE REDUCTION OF COST OF CEMENT TO N7,000 BY MANUFACTURERS GIVEN THE INCREASED ECONOMIC REBOUND THROUGH MR. PRESIDENT’S SUSTAINED REFORMS The meeting of the Federal Ministry of Works with MTN and RCC Company Nig. Ltd over the slow funding and execution of the Enugu-Onitsha Expressway by MTN under the Infrastructure Development and Refurbishment Investment (Tax Credit) Scheme, held at the Ministry's headquarters, Mabushi-Abuja on 26th February 2025 has ended with the following resolutions: A - The construction of Enugu-Onitsha dual-carriageway must be completed by 10th May 2026. B - MTN shall be held responsible should the road fail after construction on account of shady job by the contractor. C - There will be no variation or VOP on the project and RCC must note that going forward, the operation of VOP in their projects must be in accordance with the procedure contained in the Conditions of Contract and not at the whims and caprices of the contractor. D - MTN not to sacrifice their responsibility of funding the project at the altar of MTN's business profit as this will wittingly or unwittingly inhibit speedy delivery of the project and inpune on the public perception of the will of government to ensure logical completion of the project. E - There must be a commitment in writing between MTN and the Federal Ministry of Works that this offer is predicated on these conditions herein set out. There must be a commitment because the more the job delays, the more there is variation. Speaking during the meeting, which had in attendance, the Honourable Minister of State for Works, Rt. Hon. Mohammad Bello Goronyo Esq, the Permanent Secretary of the Federal Ministry of Works, Engr. O.O Adebiyi, the representatives of MTN, the Managing Director of RCC Company Nig Ltd and his team, the Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON reiterated that the Federal Ministry of Works is unwavering in its commitment towards ensuring that the contractor handling the project, and in this case MTN that is handling the project under the Tax Credit Scheme is made to ensure quality and speedy delivery of the project. He wondered why an official of MTN could go on his way to insinuate that the directive made by the Federal Ministry of Works that RCC Ltd should stop using materials that could derail the quality outcome of the job amounted to a sabotage of the projects of Mr. President in South East. He said,: "We have to put the records straight that this ministry has the responsibility to ensure quality delivery of work by contractors. And the contractor in this case is MTN". He recounted the various inspection visits he made to contractors' project sites and how this had caused them to brace up for ensuring quality and speed in project delivery. He said of MTN's Enugu-Onitsha Expressway project, "We went through what MTN was doing. We discovered that they were using peeled sand to do the job. I'm an engineer. I'm not a history graduate. I'm a fellow of the Nigerian Society of Engineers, and I've spent all my life in the field. And we gave a directive, which is in line with the general conditions of contract, that should stop using such sand but go back, and use river sand, which we paid for." The Honourable Minister emphasized the need for RCC Nig Ltd to play by the rule in project variation. He decried as unacceptable a situation where RCC could do a job of N38 billion and demand for a VOP N14 billion and said that going forward such indulgence by contractors in the name of inflation would not be tolerated. He used the medium to call on the manufacturers of cement, which is a key element in the construction industry, especially on the use of Continuously Reinforced Concrete Pavement, to please reduce the cost of cement to N7,000 as the price of dollar has drastically reduced, the cost of petrol is coming down and efforts are being made by Mr. President to fix the road. He said, "I'm happy that the policies of Mr. President, are working. Today, a dollar is about N1,400. And let me use the opportunity to express dissatisfaction with the cost of cement. Our contractors have called and complained that they wanted to move back to asphalt. We are using this medium to tell the cement manufacturers that at the time, the dollar was almost N2,000, they increased cement from N7,500. Why should today that the President has brought dollar to stability to about N1400, and is still going down, why should cement be selling for N9,500? We are requesting cement manufacturers to bring down the cost of cement to N7,000. If after one week they don't do that, I have to complain officially to Mr. President." In their separate remarks, the Honourable Minister of State for Works and the Permanent Secretary Federal Ministry of Works estolled the stance of the Federal Ministry of Works on the policies that would not only fast track job execution but also guarantee value for money and quality project outcome. They urged the contractor to cooperate with the new paradigm under the Renewed Hope administration and work towards delivering the Enugu-Onitsha dual-carriageway on a record time so that Mr. President could commission it for public use. The representative of MTN in his vote of thanks expressed the readiness of MTN in working towards realizing the delivery of the project within the agreed timeline. ...

FCE Guzau Joins Beneficiaries Of FG’s Ongoing Road Intervention Scheme

· As Fashola commissions, hands over 1.5 km rehabilitated road to the all-female institution

The Federal College of Education (Technical) Guzau, Zamfara State, Tuesday, March 8, 2022, joined other beneficiaries of the on-going Federal Government Road Intervention Scheme in Federal tertiary institutions across the country as the Minister of Works and Housing, Mr. Babatunde Fashola, SAN, commissioned and handed over a 1.50-kilometre internal road rehabilitated by the Ministry.

The road, which, according to some students and staff of the all-girls institution, was in a very dilapidated condition before the intervention by the Federal Government, constituted a very big challenge to both residents and day students, especially in terms of access to lecture halls and hostels as it is a major link between the halls of residence and lectures as well as administrative blocks.

In his address at the event which attracted top administrators of the institution and other dignitaries, including the Emir of Guzau, Alhaji (Dr.) Ibrahim Bello, among others, Fashola reiterated the commitment of the President Muhammad Buhari administration to extend infrastructure provision to tertiary institutions saying the purpose was to improve the education environment of the institutions.

The Minister, who was represented by the Federal Controller of Works in the State, Alhaji Hassan Muhammad Isa, said in addition to improving the quality of education in the institutions, the objective was also in line with the progressive ideal of the Buhari administration to improve human condition, adding that the scheme represented “a critical intervention to support education”.

The Minister told the esteemed audience which also included the Chairman Governing Council of the Institution, Architect Ubokutom Nyah, “It is undebatable that the quality of education will be impacted by the quality of infrastructure and the learning environment.” He added that those in doubt of the assertion should “Simply listen to feedbacks from students in the various institutions that have already benefited from the scheme.”

Pointing out that the Ministry is currently intervening in internal roads in 30 Federal Institutions across the country, Fashola said the Ministry had already successfully intervened in 45 such institutions, 29 of which had been handed over since 2021 while the handing over of another set of 17 completed ones, including the FCE (Technical) Guzau, has commenced.

“Today, we converge at the Federal College of Education (Technical), Guzau, to hand over an important asset, 1.50-kilometre rehabilitated road by the Federal Ministry of Works and Housing on behalf of the Federal Government”, the Minister said, adding that while a lot of work still needed to be done in all sectors of the nation’s economy, including education, the Buhari government has stepped up to lead the process of getting that work done.

He declared with delight,” The gap of our infrastructure need is steadily being bridged by a gradual process of repairs, renewals and constructions on our major highways and it has now reached the schools,” pointing out that the interventions have enhanced the enthusiasm of students with regards to attending classes as some defective roads in the institutions had been restored to good condition.

Pointing out that although the interventions come as civil Works project, they represent an investment in education as well as means of job creation. The Minister added that during the construction of the road, 31 people were employed in the process “contributing to the job creation initiative of the government”, expressing the hope that the benefiting schools would take ownership of the assets and protect them from abuse.

In his address, the Deputy Governor of Zamfara State, Senator Hassan Muhammad Nashiha, commended, the Federal Government for the intervention in the institution describing it as unique in the history of governments in the country. He specially congratulated the Minister “for undertaking the project in a very special way”.

He also commended the Chairman Governing Council of the Institution, who, according to him, has brought so many projects to the institution during his tenure, including renovation of hostels and toilets as well as recreation centre. The Deputy Governor, however pleaded with the Federal Government to build a perimetre fence around the institution considering the state of insecurity in the state.

Also in his goodwill message, the Emir of Gusau, HRM Alhaji (Dr.) Ibrahim Bello, thanked President Buhari and the Minister of Works and Housing for carrying out the reconstruction and rehabilitation of the road in the institution saying it had constituted a grave challenge to students. He also pleaded with the government to help put a perimetre fence around the school especially as it is an all-female institution.

As for the students, the event was an occasion to express their joy and gratitude to the Federal Government and particularly the Minister of Works and Housing whom they praised for his consistency and dedication in carrying out the project to conclusion.

From the President of the Institution’s Students’ Union Government (SUG, Comrade Mariam Salisu, who studies Home Science to Nwada Oluchi Alago, who studies Home Economics and Fatima Abubakar, a Second Year Primary Education student; through Salihu Hamisu of ICT Department and Promise Julius and her two friends, Yemisi and Justina, who both study Biology and Integrated Science as well as Fatima Mohammad, a physically challenged student in Special Education Department, the intervention was both “God-sent and timely.”

Also present at the occasion were the Secretary to the Government of Zamfara State, The Chief of Staff to the Governor and some top officials of the State Government, deans of faculties and Directors of Departments as well a the executive officers of the Students Union Government and the students body who came in their large numbers to show their gratitude to the Federal Government for the intervention.

ADDRESS DELIVERED BY THE HONOURABLE MINISTER OF WORKS AND HOUSING, BABATUNDE RAJI FASHOLA SAN AT THE 27TH MEETING OF THE NATIONAL COUNCIL ON WOKS

It is my pleasure to welcome you all to the fourth day of this memorable event of the 27th meeting of the National Council on Works (NCW) being held in Bauchi State.

2. Let me first express my profound gratitude to His Excellency, Senator Bala A. Muhammed CON, the Executive Governor and the entire people of Bauchi State for accepting to host the 27th meeting of the National Council on Works (NCW). This has demonstrated the mutual relationship and peaceful coexistence between the Federal and Bauchi State Government. The Bauchi State, "the Pearl of Tourism" is no doubt the treasure of the Nation considering its many beautiful tourist attraction canters across the State.

3. The theme of this year's Council meeting "Infrastructure Delivery, Maintenance Economy and National Prosperity" was carefully selected to alleviate the problems associated with lack of maintenance of infrastructure being provided by the Federal, State and Local Governments which results to huge money and retard the economy growth.

4. Nigeria like other developing Countries is seriously confronted with inadequate resources for establishment of infrastructure which are essential for National Economic Development. Since the Independence, a large chunk of the country's resources has been channelled to infrastructure constructions including roads infrastructure. However, maintenance culture which encompasses provision for adequate care of hard-earned infrastructure is needed to ensure sustainability of these roads’ infrastructure for national prosperity. Experts have posited that if any nation can imbibe the maintenance culture in every sector of the economy, it will reduce cost and ensure national economic growth. Therefore, provision of adequate road infrastructure with a maintenance backup will no doubt help the government in saving more money to achieve National Economic Prosperity.

5. The highly acquired capital infrastructure is not given adequate maintenance to enable it have a longer lifespan needed to support development efforts and thereby deteriorate to the point of starting afresh. Therefore, acquired infrastructure such as constructed road network, bridges, road signage should be properly managed and adequately maintained to ensure durability and enable them live up to their life span of 20 years of road construction.

6. In prioritizing Maintenance culture in the road network with the goal of improving its 195,500 km road network of which about 60,000 km are paved while 135,000 road networks are un-tarred, the Federal Government and the States need to collaborate together along with investments from International
Finance Institutions and Public Private Partnership intervention in order to achieve the desired goal in Infrastructure Delivery, Maintenance Economy and National Prosperity.

7. Therefore, the 27th Council is expected to provide policy frame work that will sustain concerted and consistent culture of maintenance on the infrastructure on ground and also build in maintenance policy in the future road projects to move the country to the next level.

8. Kindly bear in mind that your recommendations will bear far reaching importance in Nation building and it is my prayer that our Highways will become safer and more comfortable for all and the nation's economy will be revamped and sustained.

9. I urge you to contribute meaningfully to the deliberations here today which will not only enhance improvement in the road infrastructure but will also stimulate world standard maintenance culture in the Nigerian road system.
