The Honourable Minister of Works, Engr. Sen. David Nweze Umahi, CON, FNSE, FNATE, has clarified that the Federal Ministry of Works did not award the Abuja–Kaduna Road contract to Mikano International Limited. The Minister stated that the contract was awarded to Infiouest International Limited, in line with due procurement processes and transparency standards. The Minister made this clarification while briefing journalist on 12 Febuary, 2026 in the Ministry Confrence Room in Mabushi Abuja, also drawing public attention to the increasing rate of vandalisation of critical road infrastructure across the country. He noted that the Ministry has a responsibility to provide accurate information to the public and to protect national infrastructure from destruction. Engr. Umahi expressed serious concern over widespread vandalism affecting roads, bridges, and related infrastructure nationwide. He cited recent cases along the Lagos Coastal Road corridor, where protective structures and road components have been deliberately damaged. According to the Minister, flooding recorded in some sections of the coastal highway was largely caused by blockage of underground drainage channels with refuse, emphasizing the need for public cooperation in maintaining infrastructure. He commended the Lagos State Government, security agencies, and the Nigeria Police for deploying personnel to safeguard critical infrastructure and combat vandalism. Parking of heavy trucks on bridges creates structural stress, as bridges are not designed for static heavy loads. He disclosed that some offenders have already been arrested and are being prosecuted. The Minister highlighted the Federal Government’s adoption of reinforced concrete road technology, which is expected to last between 50 and 100 years, compared to traditional asphalt roads. He commended President Bola Ahmed Tinubu GCFR, for supporting long-term infrastructure development and for approving several strategic road projects nationwide. The Minister announced the He added that Progress on major legacy road corridors including routes connecting Akwanga – Jos – Bauchi – Gombe – Maiduguri. The Federal Government is considering stronger policies and collaboration with private sector partners and state governments to improve road maintenance and enforce compliance against illegal road obstructions and structures. Addressing the status of NNPCL-funded road projects initiated under Executive Order 007 (April–May 2023), the Minister clarified that the Nigerian National Petroleum Company Limited (NNPCL) will no longer directly pay contractors for these projects. He announced that the Federal Ministry of Works has officially taken over both project supervision and payment responsibilities, in line with new federal directives. Sen. Umahi further revealed that the Federal Government inherited 6,604 ongoing federal road and bridge projects nationwide, with a projected ₦16.9 trillion required for their completion. He reiterated that President Bola Ahmed Tinubu has directed that all inherited projects must be completed, stressing that infrastructure development remains a top priority of the administration. The Honourable Minister reaffirmed the Ministry’s commitment to transparency, efficiency, and accountability in the execution of these projects, assuring Nigerians that the government is determined to deliver quality infrastructure that meets international standards. The Honorable Minister disclosed that ₦127 billion has been released by Mr. President for the continuation of these projects, underscoring the administration’s commitment to completing inherited infrastructure initiatives. He noted that an estimated ₦7 trillion will be required to complete all NNPCL-funded projects, describing them as critical to national connectivity and economic development.
He reiterated the Ministry’s commitment to transparency and urged the public and media to verify facts and provide constructive feedback to support improved service delivery.

The Honourable Minister commended the sense of unity and love among the Hausa, Igbo, and Yoruba communities who are Muslim faithfuls in Ebonyi State and charged them to continue to support and pray for the Renewed Hope administration of His Excellency President Asiwaju Bola Ahmed Tinubu GCFR, who is working magnificently to return the country to the part of honour and glory. In his passion to work day and night, workdays and public holidays to meet the desire of Nigerians in having an enduring network of road infrastructure that will stimulate Nigeria's economy, the Honourable Minister of Works, His Excellency, Sen Engr. Nweze David Umahi CON made it today, Sunday, 16/06/2024 to Enugu State to inspect some Federal Government's projects in the State. This is coming after his marathon inspection visits to some Federal Government's projects in Lagos State, including the ongoing Lagos-Calabar Coastal Highway yesterday, where he announced the decision of the Federal Government to reduce the entire corridor of the Lagos-Calabar Coastal Highway, from phase two, section two of the coastal route to effective pavement of 55km including the train tracks. Upon arriving Enugu State, the Honourable Minister visited the ongoing reconstruction of the collapsed New Artisan bridge at Enugu-PH Expressway, Enugu capital city. He moved to inspect the ongoing construction of a 23-span mega twin flyover bridge at Emene in Enugu State. This flyover bridge is described as the best thing that never happened to the people of Enugu and neighbouring States until the coming on board of the Renewed Hope administration of President Asiwaju Bola Ahmed Tinubu GCFR, who saw the need to decongest the traffic ridden axis of Enugu city to give way to stronger socio-economic competitiveness within the region. It would be recalled that the road which links to many suburbs within the State and the neighbouring States has for many years been a nightmare for vehicles, some of which ply the route through Benue State to far parts of Northern Nigeria and some others to parts of South-South through Cross River State. The administration of Mr. President thought it expedient, in keeping with his agenda of robust economic revolution for a sustainable future of our country, to construct for Enugu State a mega twin flyover that will beat the elegance and utility of all flyovers ever built in South-East. This flyover, when completed, will change the face of Enugu State, attract trade and investment to the State, reduce accident and insecurity, improve safety and increase patronage to the economic facilities, including Airports in Enugu and Ebonyi States, and that of other neighbouring States. FEDERAL MINSTRY OF WORKS ADOPTS MORE WORKEABLE MEASURES TO END DELAYS OF CONTRACTORS IN PROJECT DELIVERY, EXPRESSES COMMITMENT TO CREATIVITY, INNOVATIONS AND THINKING OUT OF THE BOX TO MEET THE ROAD INFRASTRUCTURE NEEDS OF NIGERIANS As part of strategic infrastructure development masterplan of the Renewed Hope administration of His Excellency President Asiwaju Bola Ahmed Tinubu GCFR, the Federal Government has adopted workeable measures to end the old order of unnecessary delays in the execution of road infrastructure projects by contractors and has taken steps to rejig the monstrous contract price variation clause which has been a major clog in the wheel of progress of project execution over the years. This was contained in the briefing of the Honourable Minister of Works, His Excellency Sen. Engr. Nweze David Umahi CON, during a meeting with contractors handling Federal Government's projects, held at the Ministry's Headquarters, Mabushi-Abuja on 10th June 2024. The Honourable Minister expressed the urgency of thinking realistically, creatively, innovatively, and thinking out of the square to overcome the funding challenges that face road infrastructure development in Nigeria. He narrated, " When the Renewed Hope administration came on board on 29th May 2023, Mr. President inherited over 2600 ongoing projects from the past administration amounting to over N15 trillion, out of which only about N2 trillion was certified and paid. And so we now have ongoing projects of N13 trillion, including budgetary projects, NNPCL, SUKUK, Presidential Initiative Development Projects, other Tax Credit Scheme Projects of NLNG, MTN, Dangote, BUA, Mainstream and projects under EPC +F, PPP" He stated that the aftermaths of fuel subsidy and the forex forces affected drastically the contract cost elements and pricing of which Variation on Price( VOP) could not provide a remedy especially for jobs awarded so many years ago, and where VOP on contracts was sometimes hitting 500%. He further stated that in looking for a solution, the Ministry sought for and got Mr. President's approval to give an envelope in the 2024 budgetary provision to keep all the inherited projects alive, believing that more funding of such projects could come by thinking outside the box. The new projects under the 2024 projects, including the constituency projects of the National Assembly, also have poor budgetary allocations. In tackling responsibly the challenges of funding, price variation, and delays in projects delivery, the Honourable Minister introduced responsive approaches which were adopted as the Ministry's measures to overcome the challenges of road infrastructure development in Nigeria. Such measures include but are not limited to reviewing the VOP clause to ensure workability in line with the economic realities, making it a policy that all contractors handling two carriageway projects (with the exemption of the 3 legacy projects) must first complete one side of the two carriageways and thereafter continue with the second part subject to availability of fund, advancement of funds after award of contract is subject to conditions contained in the bid document, going forward. Other measures adopted were that contractors must have a timeline for project delivery, and every contractor shall have a duty to maintain the road under construction until the entire project is completed and delivered. A deadline shall be given for all ongoing projects, and with time, all projects that have no funding shall be stood down, but projects will be selected Zone by zone or State by State for funding. In applying these measures, he emphasized that all contractors will be treated equally. "One thing that is our policy is that no contractor in the Ministry of Works will be treated differently. Whether you're an indigenous contractor or you're a foreign contractor, insofar as you can turn cement to the right grade and place it rightly. You're a good contractor; we check, and it's good." The Honourable Minister noted the various projects completed by contractors and other major ones to be ready for commissioning from July, 2024 and directed the Directors in charge of each Geo-Political Zone to officially and publicly commission the various projects completed in their respective Zones. He further directed that committees made up of the Ministry's Engineers and the Media correspondents be set up to pay inspection visits to the respective zones to assess the level of project performance in all the federal government projects being handled by the Federal Ministry of Works under the Renewed Hope administration. ...
FG Assures Motorists Of Commitment To Road Infrastructure
The Federal Government has assured the Public of its commitment to infrastructure development in the country, adding that all roads affected by flash floods are noted and are receiving required attention.
Speaking in the Ministry after receiving an interim report of on- the -spot assessment of the Abuja -Lokoja flash flood and the bridge in Gwaram Local Government Area of Jigawa State, The Permanent Secretary, Federal Ministry of Works and Housing Babangida Hussaini, stated that the Ministry was looking into all the issues of flooding on the nation’s roads
On the Abuja -Lokoja road , he said the flash flood at the weekend was caused by excessive rain and that as soon as the rain subsided , the flood receded, and the road has been opened to traffic since Saturday.
On the bridge in Gwaram Local Government Area of Jigawa State the Permanent Secretary noted the prompt response of Jigawa State by diverting traffic to an alternative route and commenced repair works on the bridge immediately, he therefore commended the state governments and the stakeholders for their efforts in supporting Mr. President’s commitment to road and infrastructure development.
He assured the Jigawa State Government of the Ministry’s technical support as at when needed. He said the professionals in the Federal Ministry of Works and Housing are always available to provide technical support to states in all the roads and bridges construction activities.
Speech Delivered By The Honourable Minister Of Works And Housing, Babatunde Raji Fashola, SAN At The Opening Ceremony Of The 70th Session Of The Trans Sahara Road Liaison Committee (TRLC)
PROTOCOLS
I am pleased to welcome the President of the Federal Republic of Nigeria, His Excellency, Muhammadu Buhari, who is represented by Muhammad Maigari Dingyadi, Hon. Minister of Police Affairs to the 70th Session of the Trans Sahara Road Liaison Committee. I especially thank his Excellency, on behalf of the Trans Sahara Road Liaison Committee for granting us the approval to host this Session in Nigeria.
2. I will also like to extend a special welcome to Member Country Ministers in charge of road infrastructure from Republic of Tunisia, Peoples Democratic Republic of Algeria, Republic of Mali, Republic of T’chad and Republic of the Niger. The last Ministerial meeting of the TRLC was held in 2014 in Algiers, Algeria therefore I believe there is a lot of information the Secretariat and the Experts will be sharing with us over the next two days.
3. Every session of the TRLC has the objective of discussing issues relating to the route, the financing and relationship with continental organisations such as the African Union Commission (AUC), African Development Bank (AfDB), New Partnership for African Development (NEPAD), Arab Bank for Economic Development in Africa (BADEA) and Organisation of Petroleum Exporting Countries (OPEC) who are our partners in the development of the Trans Sahara Road (TSR).
4. In this light, the TRLC member countries would like to appreciate the contributions of these organisations in no small measure towards the development of the route.
5. Before going into some of the details, I believe that Nigeria’s hosting of this event, necessitates that we provide some background information about what this is about and what it means for ordinary Nigerians:
* To start with it is useful for every African to be aware of the existence of a Trans African Highway Plan seeking to connect Africa from Cape Town to Tunisia either by driving through East Africa Border, the West African Border or through the Centre of Africa.
* There is also a Coast to Coast connectivity from West to East Africa, North East Africa to North West Africa and South West Africa to East Africa.
* A total of 9 (Nine) Highways at different stages of construction are meant to achieve this connectivity. Three of these Highways pass through the Territory of Nigeria, namely:
(a) Lagos – Dakar (through Seme in Benin Republic);
(b) Lagos – Mombasa (through Yaoundè in Cameroon); and
(c) Lagos – Algiers, which is the one supported by this Committee and this is the subject of our meeting.
* This road covers 9,022km (7,171km 80%) is asphalt while 1,851km (20%) is earth road.
* It serves 37 regions, 74 urban centres with 60 million inhabitants in 6 (six) Countries who are members of this Committee. It is important to underscore here that the critical part of the Trans Sahara Highway which in centuries past is plied by Camels and Horses for trade has now developed for use by vehicles.
* For Nigerians it is important to know that 1,131km of the 9,022km passes through our country from Lagos to Ibadan, Ilorin – Jebba, Kaduna – Kano – Kongolam where we have a border with Niger Republic.
6. The development of the Trans Sahara Route is to ensure integration, improvement of economic activities and cooperation between Member Countries. This will provide the business community access to explore and maximise the enormous economic opportunities available within member countries. There are immense possibilities from Fashion, Agriculture, Technology, Energy to Film and Music.The journey from 1960 when the Trans Sahara Route (TSR) was established till date has not been easy, but concerted efforts must be made at realising the objectives of the TSR.
7. The entire section of the 1,131km long Trans Sahara Route in Nigeria from Lagos – Ibadan – Ilorin – Kaduna – Kano – Kongolam Niger Republic Border has asphalt surfacing. The current activity on the various section of the route are as follows:
* The Lagos-Ibadan road is 127km long. The Lagos-Shagamu section (43.6Km) is being developed into a 3-lane dual carriageway while the Shagamu-Ibadan section (83.4Km) is being reconstructed as a 2-lane dual carriageway.
* The Ibadan-Ilorin section of the road is a dual carriageway of 160km long out of which 105.5km has been dualised leaving only 54.2km that is in progress of being dualised. The old alignment is being maintained to ensure free flow of traffic at all times.
* The Ilorin-Jebba-Birnin Gwari-Kaduna section of the route is 458km long single lane carriageway. The Ilorin-Jebba section that is 105km long has been fully rehabilitated and is currently being dualised while the Jebba-Mokwa-Birnin Gwari-Kaduna section (353km) is also being considered for future dualisation.
* Kaduna – Kano dual carriageway which is 230km long is under reconstruction and the work is currently being executed in three sections to enable speedy completion.
* Kano – Kazaure – Kongolam Section is 133km long and is a single lane carriageway.
8. The progress of works that we are achieving on these routes in the coming weeks and months will strengthen integration, cultural cooperation and economic trade and competition in the African Continental Free Trade Area.
9. The importance of the Trans Sahara Route to the Nigeria economy is underlined by the priority Mr. President has placed on the funding, wherein, the reconstruction of the Lagos – Ibadan Section and the Kaduna – Kano Section is included under Presidential Infrastructure Development Fund (PIDF) to ensure that there is no funding gap associated with the execution of the works, and the recent signing of the African Continental Free Trade Area (ACFTA) Treaty.
10. While Trade and cultural integration are important, safety is also paramount and I am delighted to announce that just last Wednesday the Federal Executive Council approved that Nigeria should ratify and domesticate the African Road Safety Charter adopted at 26th ordinary session of the African Union Commission in January 2016 in Addis Ababa.
11. Once more, my gratitude goes to His Excellency, President Muhammadu Buhari for hosting of the 70th session of the TRLC in Nigeria and the support given to the development of the section of the Trans Sahara road in Nigeria, to the Member Country Ministers for the support they have given to the development of the Trans Sahara Road within their respective countries and for the support of our financial partners over the years.
12. I also congratulate Member Country Experts and the Secretary General for a job well done and to remind you that there is still a lot of work that is yet to be accomplished.
