MINISTER UMAHI: LAGOS–CALABAR COASTAL HIGHWAY DESIGNED TO MITIGATE, NOT CAUSE FLOODING The Honourable Minister of Works, Engr. David Umahi, CON, FNSE, FNATE, has dismissed claims that the Lagos–Calabar Coastal Highway is responsible for flooding in parts of Lagos. He insisted that the project is designed to improve drainage and facilitate the evacuation of floodwaters from shoreline communities. Speaking during an on-the-spot assessment of the completed and ongoing sections of the Coastal Highway with Members of the National Assembly, Senior Special Assistants to the President (SSAs-P), Officials of the Federal Ministry of Environment and the media, he explained that the Ministry had earlier held discussions with Officials of the Lagos State Government on the need for dredging and other environmental mitigation measures to address flooding in the affected areas. The Minister attributed the persistent flooding largely to *indiscriminate dumping of refuse, blockage of drainage channels and manholes, and gross violations of environmental regulations* by some residents. He stressed that the highway itself is not the cause of flooding but rather part of its long-term solution. _"You can see people blocking manholes and creating hazards to the environment. Many complaints about flooding are caused by human activities, not the road project,"_ the Minister emphasised. Engr. Umahi assured stakeholders that the Federal Government, in collaboration with the Lagos State Government, is implementing *environmental remediation measures*, including dredging, drainage improvement, and strict enforcement of the approved “Right of Way.” He warned that structures obstructing drainage channels or violating the approved setbacks would be removed. According to the Minister, the Lagos–Calabar Coastal Highway incorporates *modern engineering features*, including adequate culverts, drainage systems, and embankments designed to manage stormwaters effectively. He further explained that the project complements other flood-control interventions such as those around the *Aqua Atlantic development and Oshodi*. Engr. Umahi informed that the visit is coming at the instance of the directive of *President Bola Ahmed Tinubu, GCFR*, whose administration remains committed to protecting lives, properties, and critical infrastructure, while promoting sustainable development. The Minister announced that a *Stakeholders' Engagement* involving the Senate and House Committees on Works, the Federal Ministry of Environment, Office of the Surveyor General of the Federation, Lagos State Government, representatives of concerned Associations of Landlords and other relevant Government Agencies, is scheduled for today, Tuesday, 7 July, 2026. The engagement aims to address environmental concerns, step up awareness campaigns on environmentally friendly practices and the dangers of the unfriendly ones, as well as deepen collaborative efforts in flood management. He commended *Members of the National Assembly, the Governor of Lagos State, the Minister of Environment, SSAs-P (Community Engagement), Staff of the Ministry, and Hitech Construction Company, and other stakeholders* for their cooperation and assured residents that blocked drainage channels and refuse dumps along the project corridor would be cleared. The *SSAP on Community Engagement, South West, Moremi Ojudu,* called for collective responsibility in addressing environmental and human factors, emphasising the President's commitment to environmental sustainability. The *Director of Environmental Impact Assessment,* Federal Ministry of Environment, highlighted the growing impact of climate change and the unique environmental challenges facing Lagos. On the Environmental Impact Assessment of the Project, she confirmed that approval was given before its commencement. Commenting, the Minority Whip of the Senate, Sen. Onyekachi Nwaebonyi stated *the history of flooding in Lagos is as old as the city itself, and we have seen, as a Parliament, that the reason for the flooding is not the Coastal Highway.”*He advised that the opinions of environmental experts be adhered to in finding remedial and preventative solutions to a global problem. In their separate remarks, the *Chairman of the Senate Committee on Works, Senator Allwell Onyesoh*, and the *Chairman of the House Committee on Works, Hon. Akin Alabi* commended the Minister's swift response to Mr. President's directive. They observed that flooding existed before the commencement of the Coastal Highway, ascribing it to the effects of global warming, requiring proactive solutions. To further safeguard the completed sections of the Highway, the Minister directed the *Federal Controller of Works, Lagos State, Engr. Olufemi Dare* to ensure full compliance with environmental safety standards. He also announced the recruitment of *40 personnel — 20 for day duty and 20 for night* — to monitor the highway, prevent stealing and vandalisation of road furniture, and discourage illegal dumping of refuse. Engr. Umahi concluded by guaranteeing residents along the alignment that all environmental concerns raised during the inspection would continue to receive prompt attention through sustained stakeholder engagement and effective mitigation measures.
Works Minister Committed to Speedy and Quality Delivery of Road Infrastructure Nationwide, Says The Policy of No VOP on Mobilization is a Measure to Ensure Value for Money and Timely Completion of Projects 1. The Honourable Minister of Works. His Excellency, Sen. Engr Nweze David Umahi CON has restated the commitment of the Federal Government under the Renewed Hope administration of His Excellency, President Asiwaju Bola Ahmed Tinubu GCFR in ensuring that all the Federal Road projects are executed speedily and delivered in best standards. The Honourable Minister gave this assurance during his inspection visit to the rehabilitation work at Enugu- Port Harcourt dual carriageway section 4( Aba-PH) executed by China Civil Engineering Construction Corporation Ltd(CCECC).He commended the contractor handling the project for showing purposefulness, and he therefore announced the revocation of the warning letter issued to CCECC a fortnight ago over their delay in mobilizing to the site despite the government's directive."The warning letter given to CCECC for slow pace of work is hereby revoked. The new pace of work is excellent, the job quality is excellent, and the Controller sends me progress reports every day. " 2. The Honourable Minister, who also inspected the Rehabilitation and Reconstruction of Enugu- Port Harcourt dual carriageway section 2 ( Umuahia Tower- Aba Township Rail/ Road) in Abia State, handled by the Arab Contractors; the East West Road section 111( Eleme-Onne junction) in Rivers State handled by Reynolds Construction Company Nigeria Ltd; the Rehabilitation of Enugu- Port Harcourt Expressway Section 3( Enugu -Lokpanta) in Enugu State handled by CGC, said he was impressed by the progress of work on the respective projects. He said of RCC" I want to commend RCC openly and with all sincerity. I will also take the quality of work going on to Mr. President because he directed me. I was just barely one week in office when he directed me to go and flag off this project because the leaders of Niger Delta came to visit him, and they complained bitterly about the road. " He spoke of the good job by the Arab Contractors and said," I am very happy that the Arab Contractors has done a good job. I commend the contractor. Anybody who wants to see a good job should come here. The Controller of Abia State is doing extremely well together with his engineers." While at the CGC project site, he said, "I have seen the work they are doing, they are doing a very beautiful work. The job quality is very good and the speed is also very good. They are among the contractors that have the highest number of equipment in any of their project sites. So I commend them very highly. " 3. The contractors who spoke during the inspection visit to their respective projects said they were committed to the new order in road infrastructure development in Nigeria and assured the Honourable Minister that they would ensure quality and speed in the delivery of their road projects. The Project Manager of CCECC in charge of Enugu- Port Harcourt Expressway, Mr Henry Shaw said, "I am going to assure you that the Honourable Minister, His Excellency is a professional Engineer with a great difference. He knows everything, so nobody can cheat him." ...
Works Minister Visits Zamfara Governor, Says Dualisation of Zaria - Gusau - Sokoto Highway on Course …..Umahi says no variation on 30% mobilization advanced to contractors “Mr. President has not stopped the dualization of Zaria - Gusau - Sokoto highway rather, the projects will be completed, and the design would even be improved upon.” “There were rumors that Mr. President has stopped this project and even the NNPCL tax credit; that is not the truth at all. In fact, he has given more life to the tax credit of NNPCL.” Adding “though the NNPCL projects are not funded by NNPC 100 percent. We still have a funding gap of over N2.7 trillion to get them completed”. The Honourable Minister of Works, Sen. Engr. Nweze David Umahi, CON, made the disclosure today at Government House Gusau when he paid a courtesy call on the Governor of Zamfara State, Dauda Lawal. Affirming the position of the Federal Government, he said “Mr. President has approved that we should take the funding gap to the National Assembly for approval. So, it's not just committed to the commitment of NNPC, but it's committed to the entire completion of the projects. Continuing, he said “he is the one that has asked us to visit this project, just like other ones, they are very important and key to Mr. President. Commending the contractor handling the Sokoto - Gusau road, Sen. Umahi said “we have not seen everything they are doing, but the little we've seen is excellent. in fact, that project, the neatness and quality looks excellent”. Explaining the delay in the progress of work, Sen. Umahi disclosed that “my directive was what slowed down the job. But I have redirected having come and examined the projects.”, he reassured his audience.” On the issue of payment of compensation to those affected by the dualization of the roads, the Honourable Minister called on the relevant State Government to follow the commitment of Sokoto State which has agreed to settle all payments regarding compensation to the people concerned. Meanwhile, the Honourable Minister, while speaking to some journalists along the Gusau - Funtua Road, after inspecting the ongoing work by Setraco, warned contractors that there would be no variation on 30% mobilisation advanced to them. According to him “the contractors must know that I will never pay variation on mobilized funds or works that are delayed.” “Because if we do not obey the timetable, inflection and time will catch up with us.” Stressing “it’s the Federal Government that is losing. That's why if we have little money to complete the project and we prolong it, then the Federal Government is unable to further source for funds”, he reasoned. During his remarks, the Governor of Zamfara State, praised the vision of President Bola Tinubu for the road sector, noting the commitment of the Honourable Minister has truly helped to realize Mr. President’s goals. He expressed his joy about the news that the construction of the Zaria - Gusau - Sokoto was still on course. He therefore pledged the support of his administration to the Federal Government, while requesting Sen. Umahi to look into the rehabilitation of Gusau-Dansadau road. Sen. Inspection of Ongoing Federal Roads Rehabilitation in Northwest Zone: We Know Concrete Road Technology Will Be A Huge Success, Says Works Minister …..BUA Cement restates commitment to reduction in price We know that concrete road technology is going to be a huge success for the benefit of our people, says the Honourable Minister of Works, Sen. Engr. Nweze David Umahi, CON. According to him, we are sure that utilizing concrete road technology is the right decision and so we have not made any mistakes insisting that concrete road technology should take its root, especially in some of these key projects.” The Honourable Minister disclosed this today in Sokoto while fielding questions from journalists after the inspection BUA Cement facility which is part of his inspection of ongoing rehabilitation of highways in Sokoto State. Speaking on his visit to the State, Sen. Umahi disclosed that “first, I'm here to inspect as you know, a very ambitious road project being embarked upon by His Excellency, the President of the Republic of Nigeria, Senator Tinubu Ahmed. He added that the Federal Government was “constructing 372 kilometers of roads, multiplied by two, which means its dualization. One road is an existing one, which we are doing complete rebuilding, and then a brand-new road, again, of 372; a total of 744 km roads. The Honourable Minister revealed that “Mr. President wants this road very fast, but wasn't too sure if we can get the volume of cement to use. So, we are constructing the first 372 kilometers running from Kaduna, Zaria, Zamfara, to Sokoto, with asphalt as the carriageway, and then the shoulders will be concrete”. Adding that “but the entire new lane, carriageway, will be constructed with concrete.” Stressing the agenda of President Tinubu for the road sector, Sen. Umahi reiterated that “I know very well that Mr. President's still desires that the public should get something much better. And he's giving all the support, so we still expect that you will fulfill the promise you made to Mr. President as we're going back to the status quo so that the public can benefit. “The very massive housing project Mr. President has embarked upon will definitely see the light of the day. And also, the massive road construction Mr. President has embarked upon will also benefit from this initiative.” Commenting on his impression of facility tour of BUA Cement, Sen Umahi said “So we have gone there, we have seen, and it's quite amazing, the complexity of the cement factory of BUA in Sokoto.” “We saw very organized industrial setup, no single dust. There was no need to use a nose mask. There was no loitering of workers, everything being in automation.” While speaking to journalists about the cooperation of BUA Group with the Federal Government on the reduction of price of cement, the Group Executive Director, BUA Cement, Alhaji Kabir Rabiu while thanking the Minister, told them his company stands by their commitment made to the Federal Government two weeks ago. He said further that “then we gave a commitment, not only on the pricing, but also on additional capacity to go to the market, reassuring that with 165 additional trucks on a daily basis from our Sokoto cement allotment, we're putting almost 400 trucks by day of cement into the market.” “We believe this additional capacity is going to have a serious positive effect on the supply and demand issue in the country, he emphasized. He reaffirmed that “we also gave in our commitment that we don't believe cement should sell more than 7,000 Naira anywhere in Nigeria. He thus promised that “we will continue to do our best to support this administration, to support Mr. President's agenda in ensuring that Nigerian economy is back on its feet and is doing so much better than it is doing at the moment.” On his part, the Senate Chairman of Committee on Housing, Senator Aminu Tambuwal noted that cement product is very critical and a major component towards delivery of housing projects by the Federal Government by state governments and even by the private sector in our country. The inspection visits by the Honourable Minister to Sokoto and Zamfara States will see him inspect four projects across four States; which includes Katsina and Kaduna States. ...
FG Assures Completion of Bodo-Bonny Road, Bridges on Schedule
The Federal Government has assured Nigerians that the construction of the Bodo-Bonny road would be completed on schedule as funding would no longer be a challenge.
This was disclosed by the Director Highway Road Design, Federal Ministry of Works and Housing, Engr. Omotayo Awosanya during an inspection tour of the project to ascertain the level of work done and update Nigerians on what the present administration had achieved so far on the project.
According to Engr.Awosanya the project had a counterpart funding mechanism when it was awarded in 2014, 50% from the Ministry and the remaining 50% from the Nigeria Liquified Natural Gas Limited.
He stated that funding would no longer be an issue in the execution of the project because the Federal Government is adopting the Tax Credit Scheme with the Nigeria Liquified Natural Gas Limited to completely fund the project.
Out of the 37.9km road, Engr.Awosanya disclosed that 31km has been completed. He said that with the speed of work put in by the contractor,Julius Berger Nigeria Plc recently, the project would be delivered in November 2021 as scheduled.
He further stated that the project was important to President Muhamadu Buhari as it would open up Bonny Island in particular and generally lead to economic empowerment of the country as a whole.
Speaking during the site visit, the Project Manager of Julius Berger Nigeria Plc, Thomas Haug said since commencement of work two years ago, his company had completed all the parapets, started work on eight mini bridges and constructed 200m long pipeline crossing bridge. He said two mini bridges had been constructed and 1.4million cubic meters of sand dredged to the point of the inspection.
Mr. Haug disclosed that they would be constructing the major bridge at Opobo next.
Also speaking, His Royal Highness, Chief Benson Egwenre, a community leader from Andoni said the community was happy especially with the prospects of economic benefits from the project. He said as per local content, the contractor has promised to employ youths of the community from January next year.
However, a total of 587 persons have been employed by the Contractor, out of which 438 (consisting of unskilled, semi-skilled and skilled labour) are from the immediate host communities while more people will be employed from the host communities by the main contractor, Julius Berger Nigeria and subcontractors as the work progresses.
Remarks By H.E, Babatunde Raji Fashola, SAN At The 26th Monthly Power Sector Operators Meeting At The Ohiya Transmission Substation, Umuahia, Abia State On Monday The 9th Of April 2018
I am pleased to chair this month’s Power Sector meeting and to welcome all of you here present.
This is the 26th meeting we are holding and its continuing nature is consistent with our road map of incremental, stable and, eventually, uninterrupted power.
We are on a journey to a destination of promise and eventual prosperity and I use this occasion to salute the efforts and contributions of all those who have brought us this far.
Even if those who were most vocal in condemnation when the situation appeared very dire are now uttering some muted acknowledgment that it has improved, we must continue to draw inspiration from well-meaning and right thinking Nigerians who were gracious enough to publicly acknowledge that:
They are saving some money from Diesel they used to spend for generators;
They are running their generators for fewer hours; and
They are getting comparably more power than before.
It is because of those gracious and well-meaning and right thinking Nigerians that we must dig deeper, work harder and be more determined to improve service delivery.
In order to improve service, we must accept our respective responsibilities and this is important for the purpose of identifying our respective roles and tasks.
At the risk of repetition and for the sake of clarity, let me state that since the privatisation process of 2013, Generation of Power and Distribution, which is supply to homes, offices and markets, factories and consumers generally is now a private sector business.
The exceptions are the NIPP Projects, which the Federal Government is trying to complete and dispose of, and Yola Distribution Company, which the investor surrendered.
Otherwise, the role of Government is to buy Bulk Power through NBET and vest in Distribution Companies to retail to consumers, and to transport the power from the generation companies to the distribution companies.
Government, through NBET and TCN, is executing these tasks by signing Power Purchase Agreements (PPAs) with Prospective Power Generators, where the terms are agreeable.
It is investing in the expansion of the Transmission Capacity through TCN, by building more Substations and expanding existing ones, to improve service capacity where the Consumer demand has increased, and reinforcing the capacity of existing transmission lines.
At the moment, there are over 90 (ninety) TCN projects for transmission expansion, which TCN will be commissioning nationwide in the next few weeks and months. Some are completed and some are nearing completion.
Today, we will commission two of such projects, namely:
a. The expansion of Umuahia sub-station with a new 40MVA transformer to increase transmission capacity from 80 MVA to 120MVA to serve Umuahia, Isikwutor, Isukwuato, Bende, Umunneochi, Ikwano, Obowo, Ohafia and parts of Arochukwu among other places ; and
b. The expansion of Aba Sub-station with a new 60MVA to increase service capacity from 127. 5 MVA to 187.5 MVA to serve Aba North and South, Ukwa East and West, Osisioma, Obioma-Ngwa, Isi ala Ngwa and environs.
And these are examples of our commitment to service delivery.
The same is also true of NDPHC, who have over 100 (one hundred) Distribution Projects in various stages of completion, under the NIPP.
Over the next few weeks and months, they will be going out to commission and energize those projects.
They will help the DisCos improve power supply and service delivery to those communities, and I appeal to the DisCos involved to take ownership of these facilities and put them to use.
On my part, I will do my best to keep track of developments and report them to the meeting.
NBET, on its part, must also improve on the timelines it takes to process payment to the DisCos and, in addition, adopt a business orientation of ensuring that it collects as much as it can from the DisCos, who help her to retail the Bulk Power.
The truth is that if NBET cannot pay her bills to the GenCos, the DisCos will have no business because the bulk of their power comes from NBET.
Therefore, the DisCos must, in their own very best interest see NBET as the goose that lays their golden egg, who must not die.
While NBET, TCN and NDPHC act for Government to implement its enabling role, the immediate tasks of the DisCos, in my view, are to:
A) Improve the quality and capacity of the distribution equipment to improve power supply and service to stimulate consumer willingness to pay;
B) Improve collection of revenues without extortion through estimated bills or hostility;
C) Remit what they collect in accordance with the agreement with NBET;
D) Take ownership of the Meter Asset Provider Regulations to improve supply of meters; and
E) Respond to consumer complaints and resolve them in a business-like manner.
On this last matter of consumer complaints, let me say that we are getting a number of them in the ministry in Abuja, from different parts of the country.
They should appropriately go to the DisCos and the private investors who own them.
Government has handed over these assets as a business and no longer collects revenue for power from consumers since the sale of PHCN in 2013.
Those who bought the DisCos and bill consumers must rise up to the responsibility of resolving consumer complaints.
Ladies and Gentlemen, these are some of the things that we all must do to improve service delivery, but they are not exhaustive.
Citizens and communities where we are building transmission lines must help to give us access to land.
I am happy to say that some Governors have responded admirably across party lines.
While it will be invidious of me to try to catalogue what different Governors have done, let me here acknowledge what Governor Okezie Ikpeazu of Abia State has done with his team to help us link a power provider with the traders and consuming business community in Ariaria Market, comprising of 30,000 shops.
Progress is being made on that project, under the joint supervision of Rural Electrification Agency and Abia State Government, and it should be completed this year.
The same is true in Sabon Gari Market in Kano, and Sura market in Lagos.
For these traders, stable power supply for their businesses will no longer be a mirage. It will happen.
It will happen because President Buhari is prepared to work across party lines to serve the ordinary people who work very hard daily and contribute to the task of building Nigeria.
Ladies and Gentlemen, my closing comment in these remarks is to the DisCos.
Get your employees out on the field.
Get them to inspect lines, breakers, transformers and other distribution equipment.
Get them to visit consumers and ask if they have problems, and fix them.
Get them to do preventative maintenance and notify your consumers in advance if it will result in disruptions of service, and state very clearly how long it will take.
I know that it may be difficult, but that is why we took our jobs; to do difficult things and improve people’s lives against the odds.
I know that you can do it, and I wait eagerly with other Nigerians as you roll out to prove us right for vesting these assets in you.
