


FEDERAL MINISTRY OF WORKS ADOPTS FUNDING PRIORITIZATION FRAMEWORK ON NNPCL INHERITED TAX CREDIT PROJECTS NATIONWIDE. As part of strategic plans towards sustainability in project funding and execution and in pursuance of the directive of the President of the Federal Republic of Nigeria, His Excellency, Bola Ahmed Tinubu, GCFR on strategic and systematic funding of inherited NNPCL funded projects, the Federal Ministry of Works has adopted funding prioritization framework to ensure the continued execution of road projects hitherto funded by Nigerian National Petroleum Company Ltd (NNPCL) under the Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme. The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON made this disclosure during his inspection visit to the ongoing dualization of the East-West Road (Section IIIA) from Eleme Junction, Port Harcourt to Onne Junction in Rivers State handled by Messrs RCC Nig Ltd dated 9th September 2025. Speaking during his visit, the Honourable Minister stated that the Federal Ministry of Works had compiled all the NNPCL inherited Tax Credit projects for strategic priority funding, noting that the most critical projects within the national economic corridor would receive precedence in the hierarchy of prioritization. “We are inspecting projects of federal government in Rivers State, and this particular one is the dualization of Eleme Junction to Onne Port Junction by RCC. Recall that one carriageway was completed and commissioned, even though there are a few things we ordered afresh like the retaining wall and hanging drainage. For the second carriageway with some bridges and flyovers, work has started on it. Let me say that this is part of the NNPC Tax Credit that has been stopped in terms of funding by NNPC. But graciously, we have compiled all the NNPC inherited Tax Credit projects, and we presented as Ministry of Works to Mr. President. And Mr. President has graciously directed that none of such works should stop now. However, as Ministry, we are going to do prioritization of the projects and look at the most critical of these projects within the national economic corridor like this one. And we are going to put it forward for immediate funding because the President directed that none of such projects should stop now.” He admonished contractors handling road projects under the Federal Ministry of Works to ensure speed, quality, compliance with specification and sustainability in project delivery and cautioned that the attention of the anti-graft agencies would be called to any case of violation of the regulations or terms and conditions set out under the contract of every project handled by the Federal Ministry of Works. He stated, “I have also noticed in some of the projects in Rivers State, and same with the Six Geo-Political zones, that contractors go ahead to put stone base and put binder course of asphalt, sometimes over 20 kilometres and leave the binder unprotected without putting wearing course. The binder is like a reinforcement to the road architecture. The wearing is the sealant that doesn't allow water to go beyond the surface. And so when you now put stone base, which has dust as designed, and you put binder, which is like a reinforcement, and you see that the composition of the binder asphalt has bigger stones, and it has holes, so the water penetrates. The moment it gets to the stone base, which has some dust, the road fails. It may technically look safe, but with time, it will definitely fail. And we've seen it in a number of roads we inspected. And what I've directed the Controller to do, and it's going to be nationwide, is that when you are putting binder and you have left it for more than two months, we are going to redo the certificate and remove all the binder and remove the stone base.” He directed that henceforth any project below the contract sum of ₦20 Billion would not be given to expatriate firms, and this he said is part of measures to promote the Nigeria First policy of Federal Government of Nigeria. He commended the construction company handling the Eleme - Onne project, Reynolds Construction Company (RCC) for the quality of work so far done and for working on the project despite the fact that NNPCL has stopped funding the project, but frowned at the slow pace of work which they said was affected by the rainy season. He restated that 15th December 2025 remains the agreed deadline for the project’s completion with no extension or Variation of Price (VoP) allowed. “On this project of Eleme Junction, the quality of the work is excellent. The pace of the work is totally not acceptable. And let me make it very, very clear to the contractor that this project can never be reviewed by a kobo. Neither can there be any variation of price or any other claims.” He expressed dismay over the destructive habit of packing heavy duty vehicles on the road by drivers and warned that forthwith punitive measures would be taken against such perpetrators. “Our roads are not designed to carry these heavy trailers that are parking on the road. And the press should help us on that. When I was coming yesterday all the way from Aba to here, I saw that the trailers are taking over the entire roads, putting their waste, destroying the pavements, and so on and so forth. So I'm going to write to our dear Governors to see what they could help us to do about it, and will also complain to the Inspector General of Police. Let us see what we can do about it. Mr. President is doing everything possible to right the wrongs in terms of road construction. We are doing quality roads now that are going to last from 50 to 100 years. But it's being destroyed by ourselves.” Earlier, the Federal Controller of Works in River State, Engr. Enwereama Tarilade (Mrs.) said the contractor handling Eleme- Onne road had completed the 15km Eket bound on the right carriageway and had moved to the left carriageway which is Port Harcourt bound for which 1km stretch had already been done on Continuously Reinforced Concrete Pavement (CRCP). Projects visited by the Honourable Minister include, the rehabilitation of Enugu – Port Harcourt, Abia/Rivers State, contract No: 6252 being handled by China Civil Engineering Construction Company Limited (CCECC), the upgrading of the 15km section of the East-West Road (Section 111A) from Port Harcourt (Eleme Junction) to Onne junction in Rivers State, contract No: 701 being handled by Messrs. RCC Nig. Ltd and multiple sections of the Enugu-Port Harcourt Expressway, including the sections handled by Arab Contractors and China Civil Engineering Construction Company Limited (CCECC).

EAST WEST ROAD: PRESIDENT TINUBU'S ADMINISTRATION COMMITTED TO ENDING PAVEMENT FAILURES AND YEARS OF ROAD INFRASTRUCTURE NEGLECT IN THE REGION, SET TO DELIVER POPULAR ROAD INFRASTRUCTURE THAT WILL STAND THE TEST OF TIME In keeping with the Renewed Hope agenda of giving all regions the environment to attain their full economic potentials and guarantee a sense of self-actualization among Nigerians, the administration of His Excellency President Asiwaju Bola Ahmed Tinubu GCFR has introduced a more formidable measure of construction to end pavement failures and years of infrastructural neglect on the East West Road of South-South Nigeria. This was revealed by the Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi CON during his visit to the project sites at East West Road section II: Kaiama-Ahoada in Rivers/ Bayelsa States; the construction of Multiple Box Culverts at flood damaged locations along the dualization of East West Road handled by Messrs Rock Results Nigeria Ltd and the dualization of East West Road, Section II ( sub section II) handled by SETRACO Nigeria Ltd dated 22nd July 2024. Speaking after the inspection of work progress, the Honourable Minister said that Federal Government redesigned the inherited ongoing project, using reinforced concrete technology to end the perennial pavement failures and years of road neglect across the wetland Niger Delta. He said that some sections of the East-West Road starting from Lokoja to Benin were also rescoped and redesigned in reinforced concrete, and that the height of the road was increased above the flood level, and that the redesign factored the peculiar environment, geomorphology and soil characteristics which were responsible for the failures of flexible pavement used over the years by successive administrations. On the Kaiama-Ahoada section, he said, "When we came on board, the job was already awarded by the past administration. And so, the only new thing in all these locations under President Tinubu is the relief culverts that these two local contractors are putting and are proving themselves to be of a very high reputation in terms of their works. We are encouraging many more local contractors to come and work, because there's so much to work." He observed that the impact of climate change was largely responsible for the flood that came over the two sections of the road but commended the two contractors handling the relief culverts for their deep commitment to the intervention work despite having not been paid. He stated, "And so our directive is that the contractor shouldn't open more relief culverts. Let us contain the floods by working with NDDC. And I commend the MD of NDDC for the fantastic work they are doing." He thanked Rock Results, who also did emergency works, even though it's outside the scope and the 29 Battalion with other paramilitary outfits for the management of the traffic which he said would continue for the next two to four weeks. While seeking for patience on the side of the road users, he assured that permanent solution was underway as the project was being procured to raise the road above the flood level while reinforced concrete of 12 inches would be used to do the overlay. The Honourable Minister who also visited the KM 15 Section 3A of the East- West road (from Eleme Junction to Onne Port Junction) handled by Messrs RCC Nigeria Ltd, commended the quality of work being done but urged the contractor to re-mobilize at least in 6 sections of the project to ensure timely project delivery or be prepared to relinquish the other carriageway for award to another contractor. He stated, "It is Presidential order that this road should be given the maximum attention, and that's why he asked me to come and look at it, and then give him a report. So, we're looking at December for project delivery, but certainly not at the pace that RCC is going." While reacting to the statement credited to a Clergy, Buba Isa on the state of some federal roads, the Honourable Minister reiterated the commitment of the Renewed Hope administration in fixing all the inherited ongoing projects and backlogs of road infrastructure deficits nationwide orchestrated by many years of neglect. While commending President Tinubu for the glaring deference in road infrastructure under his administration which road users are attesting to, he called for patience and understanding as enduring solution to road failures had been reinvented by the Renewed Hope administration and very soon Nigerians would enjoy sustainable infrastructure delivery. ...
WORKS MINSTER DRAWS THE CURTAINS ON COUNCIL MEETING The Honourable Minister of Works, His Excellency, Engr. David Umahi has noted that the National Council of Works meeting will propel acceleration of completion of projects in Nigeria. Umahi, stated this while addressing the closing session of the National Council of works held at Abakaliki, Ebonyi state. The Minister who lauded the Council members for their commitment, noted that the gathering has been an invaluable platform for deliberation, collaboration, and the exchange of innovative ideas. He noted that, their contributions and insights are critical to Nigeria's shared mission of enhancing and sustaining our nation's infrastructure. According to him, "over the past few days, we have engaged in robust discussions on several key areas critical to our work. We have reviewed the progress of ongoing projects, identified challenges, and mapped out strategies to overcome them. Our discussions have been guided by our unwavering commitment to building infrastructure that is durable, efficient, and inclusive. "I am pleased to share some of the significant outcomes from these meetings. One, Project Acceleration and Completion: We have agreed on measures to expedite the completion of ongoing projects, particularly those that are crucial for connectivity and economic growth. This includes enhanced coordination among federal, state, and local governments. "We have Innovation and Technology: We have endorsed the adoption of cutting-edge technologies in our infrastructure projects. This will not only improve efficiency but also ensure that our infrastructure is resilient and future ready. "Moreso, Sustainability and Environment: Environmental sustainability has been a cornerstone of our discussions. We have committed to integrating sustainable practices in all our projects to minimize environmental impact and promote long-term ecological balance". The Honourable Minister, explained that, the Council meetings have also yielded Public-Private Partnerships and stressed that they have recognizing the importance of collaboration and have laid out plans to strengthen public-private partnerships. "This will leverage private sector expertise and resources to complement our efforts in delivering world-class infrastructure. "We have recorded capacity building and Workforce Development: We have outlined initiatives to enhance the skills and capacity of our workforce. This is essential for ensuring that our projects are executed to the highest standards and for fostering a culture of excellence in the sector. "The outcomes of these meetings will serve as a roadmap for our future endeavours. They reflect our collective vision and determination to provide infrastructure that meets the needs of our people and supports our nation's growth. Senator Umahi urged all stakeholders to remain engaged and committed adding that the success of our initiatives depends on our continued collaboration and dedication. "Together, we can achieve remarkable progress and create a legacy of robust and resilient infrastructure for future generations" he noted. Earlier, the Governor of Ebonyi state, the RT. Hon. Francis Ogbona Nwifru disclosed that his administration has embarked on the construction of 700 km roads projects across the three Senatorial districts stressing that his administration's determination to execute quality projects is yielding good results. Nwifru who commended the Federal Government for choosing to hold the National Council of Works in Ebonyi State, noted that, Ministry of Works is a tripod, which other sectors stand upon. He however appealed to the Federal Government through the Ministry of Works to complete some of the federal road projects abandoned in Ebonyi state to ease the pain of his people. Umahi proposed that the year 2025 edition could hold in either of Nasarawa or Benue states, but this is subject to interests. ...
Permanent Secretary charges Council to offer technical support The Permanent Secretary Federal Ministry of Works, Yakubu Adam Kofarmata (PHD) has urged members of the Council of Works to provide technical support to unlocking infrastructure potentials in Nigeria. Kofarmata stated this while speaking at the 29th meeting of the National Council on Works holding at Abakaliki, Ebonyi State. The Council which commenced on Monday 15th July, 2024 has the theme: UNLOCKING INFRASTRUCTURAL POTENTIALS AND OPPORTUNITIES AS CATALYST FOR SUSTAINABLE DEVELOPMENT UNDER THE RENEWED HOPE AGENDA. The Permanent Secretary said: " the objective behind the choice of this theme is to ensure that all memoranda from stakeholders and the general public are strictly based on as well as informed by those issues and subject matter that address the thematic areas of the various sub- themes derived from the Council's theme held the previous day. "I am pleased to note that these strategic sub- themes include; policy formulation and implementation, institution strengthening, adoption of Continuously Reinforced Concrete Pavement (CRCP) in road construction in Nigeria, integrated financing and alternative funding for roads and bridges projects in Nigeria ". Kofarmata also noted other sub-themes include emergency preparedness and response in road maintenance and sustainability, tackling road infrastructure deficit through strategic partnership and use of alternative technologies, and development of a national infrastructure data bank: a veritable tool for road infrastructure delivery in Nigeria. He said that the meeting of the Permanent Secretaries of Ministries of works across the States in Nigeria is coming after the meeting of the Directors and experts earlier held, purposely to enable them to have high level of technical session to deliberate and adopt drafted technical reports generated from the previous session of experts. "I therefore urge you to passionately apply due diligence in your consideration of the draft technical report with a view to doing justice by being objective to enable us deliver this national assignment seamlessly, without fear or favour. "We must focus our eyes on the ball, having at the back of our minds the ultimate goal, which is the preparation of a comprehensive, credible and a good draft technical report admissible by the National Council on Works (NCW) at the end of the day", he said. Minister of Works and Housing, Babatunde Raji Fashola SAN, has said that the Federal Government will remain committed to the development of Education in the county through the provision of quality infrastructure.
The Minister spoke in Kano while handing over 1.06 km internal road, including construction of reinforced concrete culverts and drains at the Aminu Kano Teaching Hospital, Kano (AKTH), Tuesday, March 22, 2022.
Fashola was represented by the Federal Controller of Works in Kano State Engr. Yahaya Baba Ali.
He said " it is undebatable that the quality of education will be impacted by the quality of infrastructure and the learning environment and those who doubt it should simply listen to some of the feedback from students in the schools where this type of intervention has taken place".
The Minister stated further that President Buhari's administration has successfully intervened in the internal Road networks of 46 Tertiary Federal institutions and handed over 29 as at 2021.
Accordingly, he said that another 17 tertiary institutions Internal roads are now ready to be handed over, while work is ongoing on 30 roads in similar institutions across the country making a total of 76.
Earlier, in his welcome address the Chief Medical Director AKTH Prof. Abdulrahaman Abba Sheshe expressed happiness an important project of this magnitude has been executed in the teaching hospital, pointing out that it will allow easy access for patients seeking medical treatment in different parts of the hospital.
" We are indeed very happy that the Federal Government under President Muhammadu Buhari through the Federal Ministry of Works realized the importance of this project which was carried out through special Intervention, the result is what we are seeing all around the hospital today" he said.
In his remarks, the Chairman Board of Directors, AKTH, represented by Dr. Dahiru M.D Shehu said he is hopeful that the present administration will continue to bring in more projects to the hospital.
" I thank Pesident Muhammadu Buhari, the Minister of Works and Housing Babatunde Raji Fashola for the road which will help in the development of the Health Sector in the country" he said.
He also commended the administration of President Muhammadu Buhari for the support given to the hospital in terms of improvement of the health care system in the country.
In an interview, the Principal Iman Academy AKTH Mallam Zakariya'u Muhammad thanked President Buhari and the Minister of Works and Housing for the internal road.
He said " this has brought relief to the people. Before the intervention visitors to this hospital suffer from dust due to the bad road and during raining season patients and pupils finds it difficult to access the road".
The ward head in the Hospital, Alhaji Sulaiman Shehu, expressed his happiness for the intervention and thanked the government for removing the pains of the people while using the road, saying that they can now move freely on the road.

On behalf of the Federal Government and President Muhammadu Buhari, I bring best wishes to the Government and people of Sokoto/Kebbi States.
Our commitment to improve road transport infrastructure, our determination to improve the ease of doing business, create jobs and prosperity to lift people out of poverty brings us here today because the results of our investment are manifesting.
I can confidently say that as we enter the final lap of the tenure of the Buhari administration we are also entering a season of completion and delivery of projects.
As you can all see, we are handing over today the 155 Kilometres Road, which is Phases I&II (Sokoto-Tambuwal - Jega) of the Sokoto-Tambuwal-Jega-Kontagora – Makera Road.
This road links Sokoto and Kebbi State together, and it is a critical component of our national road network.
This road has been built to the highest quality of design and workmanship and if is well used and not abused, it should last for the designed service life.
Road abuse takes many forms such as overloading of vehicles and trucks which accelerates pavement damage, spilling of petroleum products, which dissolves all the components and allows water to penetrate, and converting the road shoulders to permanent parking places, that brings the onset of road failure from the shoulder.
We must all do our best to avoid these practices, report them when they occur and act in a lawful manner to stop them.
The road is also a story of the capacity of our people. The patriotic Nigerians who were employed directly to build this road, the scores of suppliers employed indirectly who are responsible for providing the machines utilized in the construction.
These are not only nation builders to whom we offer our salutations, they are the heart of the Nigerian economy, the micro, small and medium enterprises that drive our economic growth.
This road is also a statement of economic efficiency and ease of doing business.
This is because the travel time of averagely 4 hours before construction has now reduced to 2 hours since the completion of the road.
Of course, this road is part of our many roads to prosperity because reduced journey times means reduced expense on travel, because time is money.
This road symbolizes change as you will observe in the road furniture, such as the lane markings and Route Assurance signs.
These components had all but disappeared on our highways but our commitment to change has restored them, with the markings helping drivers to achieve better lane management and control of their vehicles; while the Route Assurance signs provide information about how much further or longer, the drivers and commuters have to travel and the distance to the next village, town or state.
Of course, another element of change is the travel experience on a new and well-built road from the old and previously unmotorable road.
Now that we have this new and well-built road, we have duties to ourselves and to other road users.
One of those duties is to ensure that we drive in accordance with the law as stipulated in the Highway Code.
Accordingly, for the avoidance of any doubt, I wish to reiterate that the maximum driving speed on this and other Federal Highways nationwide is 100 (ONE HUNDRED) KM and no more.
On behalf of the Federal Government and President Muhammadu Buhari, I formally declare this Sokoto-Tambuwal - Jega Phases I & II of the Sokoto-Tambuwal-Jega-Kontagora – Makera Road completed and open for public use.
For your safety and that of other road users, I implore you not to exceed 100 KM.
We want you alive to witness and be part of the prosperity and promise of Nigeria.
