FG Decries Road Vandalism, Reaffirms Commitment to Record Completion of Abuja-Kano Expressway

The Federal Government has expressed deep concern over the rising cases of vandalism and misuse of newly constructed and ongoing road projects across the country, warning that such irresponsible acts threaten the lifespan and safety of critical national infrastructure.

Minister of State for Works, Hon. Bello Muhammad Goronyo, Esq., issued the warning on Saturday, 8th November 2025, during a holistic inspection visit to the Outstanding Sections of the Abuja–Kaduna–Zaria–Kano Expressway project, where he condemned the destructive activities of some hoodlums along the completed and active sections of the road.

The Minister, in particular, decried instances of individuals removing safety railings, damaging concrete pavements, or converting portions of the highway into refuse dumps and drying grounds—especially around the Jaji Bridge corridor in Kaduna State.

“Maintenance begins with discipline and public responsibility,” Goronyo stated. “We have observed people cutting through newly completed road sections or tampering with vital components. These acts of vandalism must stop immediately,” he warned.

In this vein, he urged traditional rulers, community leaders, and residents to take collective ownership of public infrastructure and ensure that such national assets are protected from misuse, adding that the government’s huge investments in road development must be safeguarded for future generations.

“The Renewed Hope Administration of His Excellency, Asiwaju Bola Ahmed Tinubu is committing enormous resources to the building of durable roads across the country. Every act of vandalism or road abuse undermines national progress and the deployment of taxpayers’ money to other critical national priorities,” the Minister emphasised.

Reaffirming the government’s resolve to complete the Abuja–Kaduna–Zaria–Kano Expressway within record time, Goronyo described the project as a flagship of President Tinubu’s Renewed Hope Agenda, designed to enhance trade, promote unity, and strengthen economic integration between the Northern and Southern regions of the country.

He disclosed that the Section I (Abuja-Kaduna) of the project, spanning 144 kilometres, is progressing steadily across several active sections - from Tungan Maje and Jere to Katari, Kakau, Gonigora, and Agogo Junction—with significant work already completed in drainage, reinforcement, and the construction of the shoulders.

“So far, about 26 kilometres of continuous rigid concrete pavement and 15 kilometres of binder and wearing course have been completed,” the Minister revealed. “The President has made it clear that funding will not be a constraint. It is now a matter of work and getting paid,” he informed the contractor, Messrs. Infiouest International Limited.

In line with the President’s directive for durable infrastructure, the Acting Director, Highways, Bridges and Design at the Ministry, Engr. Musa Sa’idu explained that the project design was upgraded from flexible (asphalt) to rigid (concrete) pavement, capable of lasting for about a century and withstanding the stress of heavy-duty and overloaded vehicles.

He further disclosed that a recycling approach is being used to strengthen the substructure, by mixing milled asphalt with stone base and cement to improve durability and minimize environmental impact.

Mr. Robert Turner, Senior Project Manager of the company, reaffirmed their commitment to engineering excellence and set a target, adding that work is progressing seven days a week, with plans to introduce night shifts to accelerate completion.
“We are determined to deliver this project ahead of schedule. The government has demonstrated exceptional consistency in funding, and we are matching that commitment with performance,” Turner assured.

Concluding the inspection tour at the additional location of the Kano end of the alignment, the Minister reiterated that the Abuja–Kano Expressway remains one of the most strategic road corridors in the nation, symbolising Mr. President’s unwavering commitment to infrastructural renewal, national security, and economic prosperity.

“This project is dear to the President’s heart. It is not just a road - it is a lifeline for trade, social and political integration, as well as national unity. Every Nigerian must play a part in protecting it,” Goronyo declared.

Earlier at the end of Section II (Kaduna-Zaria), which has been completed and handed over by the previous contractor, the
Minister detoured to inspect another ongoing construction work on the Unguwar Iliya-Bagudu-Kwantakaran-Tsiga-Bakori Road with Kadabo Bridge in Kafur Local Government Area of Katsina State. He expressed satisfaction with the progress of work, which has an approximate length of 17.3 kilometres, starting from Tsiga Town and passing through the Barde community. The scope of work includes the construction of a single carriageway and three reinforced concrete bridges.

Briefing the Minister on the Project, the Federal Controller/Engineers’ Representative, Engr. Muhammad I. Matinja and the Project Manager for Messrs. Halis Matrix Limited, Engr. David Omotosho expressed optimism about the progress of work, assuring that it will be completed on time and according to its design.

Sokoto-Kebbi Superhighway: Leaders Applaud President Tinubu's Bold Initiative The Minister of Works, Engr. Nweze David Umahi; together with major stakeholders have applauded President Bola Ahmed Tinubu's government for heeding to the cry of millions of Nigerians to resuscitate the 48-year-old Superhighway project. They expressed their appreciation at the stakeholders' meeting held in Birnin-kebbi on the alignment for sections 1 & 2 of the superhighway, covering 120 KM in Sokoto and 258 KM in Kebbi, totaling 378 KM, and ending in Badagry, Lagos State. In his opening remarks, the Honourable Minister disclosed that the superhighway will begin from Illela in Sokoto (120 KM) through Argungu, Bunza, and Kamba, ending at Bida town in Niger State for the first and second phases. Umahi explained that President Bola Ahmed Tinubu would officially kick off the project in Kebbi State, benefiting the people of the state, especially in agriculture, commerce, and boosting security. He stated, "I request the people of Kebbi State and Sokoto State to support this project. Wherever there is a need to compensate the people, we will sit down with you and work it out with the local communities." The Minister noted that the route of the superhighway was the oldest Trans-Sahara trade route, initiated over 48 years ago but not implemented until President Bola Ahmed Tinubu's administration. He emphasized that the federal government would start using concrete for road construction in the Northern region to ensure longevity for up to 100 years. Umahi also highlighted that the federal government had completed many road projects in Sokoto State and promised that all road projects in Kebbi State, particularly the Koko-Mahuta-Dabai and Malando-Wara roads, would be addressed. He added that President Bola Ahmed Tinubu should be commended for implementing the 48-year-old project, which would benefit not only Nigerians but also neighboring countries like Niger Republic, Bénin, and others. In his remarks, the Minister of Budget and Economic Planning, Senator Abubakar Atiku Bagudu, described the project as very important. He noted that President Bola Ahmed Tinubu had asked cabinet members to source funds for executing the project despite global economic challenges. Bagudu stated that the vision of the President was to address the reality on ground and secure necessary funding for the benefit of Nigerians and future generations. He said, "That is why President Bola Ahmed Tinubu directed us to go and source the funds to6 execute our projects. Nigeria is the most vibrant economy with a lot of potential capacity. This project is just the tip of the iceberg. Nigerians should expect many more of such projects." He added that due to the courage and determination of the current administration, world leaders have acknowledged Nigeria's boldness and readiness to assist in areas of need. Kebbi State Governor, Dr. Nasir Idris, commended President Bola Ahmed Tinubu for implementing the project and kicking it off in Kebbi State. Idris sought the state's input on the route passages, noting that the government wanted the project execution to be fair and just to the communities directly benefiting from it. "We need to give our inputs before the conclusion of the project so that we can do justice to our people. We are taking a lion's share of the project, and we have to be just and fair to our people since the project will have direct benefits for them," he said. The Governor also sought the Minister's intervention on the Koko-Mahuta-Dabai and Malando-Wara roads, stressing that the people of these areas, including four LGAs, are suffering due to bad roads. Senator Adamu Aliero, representing Kebbi Central Senatorial District, expressed his full support for the project and urged the Minister to address the Koko-Mahuta-Dabai and Malando-Wara roads. The Chairman of the Senate Committee on Works, Senator Barinade Npigi, commended President Bola Ahmed Tinubu for implementing the project, noting that it had been initiated over 48 years ago. He assured that the Senate would continue to support the Presidency in executing meaningful projects for Nigerians. Hon. Hakeem Alabi, stated that the House of Representatives would also provide legislative support to ensure appropriate budget allocation for the President's projects. Super-Highway construction: Works Minister call on Investors to leverage on its Economic Potentials The Minister of Works, Sen. (Engr) David Umahi has called on Investors and political stakeholders to leverage on the infrastructural development drive of the Renewed Hope Agenda of President Ahmed Tinubu to boost economic activities in the country. Senator Umahi made the call at the Stakeholders engagement meeting on the alignment of Niger (125klm), Kwara (188klm) which is (313klm) out of 1000klm Super-Highway in Ilorin on 4th July 2024. The Minister further calls on the stakeholders to stand on the mandate of President Bola Ahmed Tinubu to ensure that one of the legacy projects which include the alignment of Sokoto to Badagry Super-Highway is achieved. FG TERMINATES CONTRACTS WITH MOTHERCAT, DANTATA & SAWOE AND RCC COMPANIES FOR NON-PERFOMANCE ON THE DUALIZATION OF OBAJANA-BENIN ROAD; SECTIONS II, III AND IV, WARNS THAT GOING FORWARD, ALL FUNDED BUT NON-PERFORMING CONTRACTS SHALL BE TERMINATED The Federal Ministry of Works has terminated contract numbers 6136, 6137 and 6138 with Mothercat Ltd, Dantata & Sawoe Construction Ltd and RCC Ltd respectively. The projects affected by this termination are the dualization of Obajana - Benin road, section II (Okene - Auchi) in Kogi/Edo State; the dualization of Obajana - Benin road, section III (Auchi - Ehor) in Edo State and the dualization of Obajana - Benin road section IV (Ehor - Benin) in Edo State. The termination of the said contracts became necessary in view of the inordinate delay of the affected companies in job performance and their failure, neglect and or refusal to fulfil their contractual obligations as required by the Standard Conditions of Contract and this has affected the timely completion of the projects and thus resulted in the expiration of the contracts by effluxion of time. The projects which were awarded on 3rd December 2012 were advertently abandoned by the contractors and no genuine commitment or good faith was shown towards executing the projects after accepting the considerations offered by the Federal Government and thereby exposing the road users to untold hardship due to the deplorable condition of the projects. The Honourable Minister has therefore directed the engineers in charge to take necessary steps to enter upon both the site and the works and take the same over from the affected companies. He further directs the engineers concerned to, upon doing the needful, arrange with the affected companies for a joint measurement of work so far done by the said companies preparatory to taking over the sites from the said companies, and this directive is without prejudice to the exercise of other rights of Federal Government under the contract. He warns that the Federal Ministry of Works under his watch will not condone acts of unseriousness and sabotage by contractors whose plan is to become a clog in the wheel of progress of the Renewed Hope administration which is determined to change the ugly narrative of Nigeria's road infrastructure. He further warns that going forward, the government will not hesitate in terminating all projects that are funded but are non-performing. ...

FG ADDRESSING ROAD INFRASTRUCTURE CHALLENGES IN TERTIARY INSTITUTIONS –FASHOLA

· As Minister hands over 1.05 KM internal road rehabilitated by Ministry in University of Abuja

· “It used to be one of the worst roads we have in this campus, especially during the Rainy Season; now it has become the best”, says VC

The Federal Government is working assiduously in addressing the road infrastructure challenges in tertiary institutions across the country, the Minister of Works and Housing, Mr. Babatunde Fashola, SAN, has said. Fashola, who spoke in Abuja, Thursday during the formal commissioning and handover of the 1.05 kilometre road project rehabilitated in the University of Abuja by his Ministry, said Federal Government’s intervention in the development of infrastructure in the nation’s tertiary institutions was aimed at boosting the quality of Education in the institutions.

The Minister, who was represented at the occasion by the Federal Controller of Works in the Federal Capital Territory (FCT), Engr. Usman Yakubu, said the intervention was giving students renewed hope and enthusiasm with regards to attending classes where Federal Government has restored motorability to the hitherto defective roads.

He disclosed that under the Tertiary Institutions Road Intervention Programme initiated by his Ministry, the Federal Government is currently working on 76 road projects in selected Federal tertiary institutions spread across the nation.

"We have successfully intervened in the internal road networks of 46 Federal Tertiary Institutions and handed over 29 of the roads as at 2021 and we now have another 17 ready to be handed over while we are currently attending to 30 roads in similar institutions across the country making a total of 76”, the Minister said.

According to him, "It is undebatable that the quality of education will be impacted by the quality of infrastructure and the learning environment and those who doubt it should simply listen to some of the feedbacks from the students of the schools where this type of intervention has taken place."

Fashola said the summary of all the feedbacks from students and Management staff of the University of Abuja, Gwagwalada, had demonstrated that the gap of the nation's infrastructure needs was steadily being bridged by a gradual process of repairs and construction on the major highways and schools.

The Minister described the construction of the internal roads by Federal Government in the nation’s tertiary institutions as a pointer to the administration’s progressive ideal of improving the human condition by supporting Education.

In his response, the Vice Chancellor of the University, Professor Abdulrasheed Na’ Allah, thanked President Muhammadu Buhari and the Minister for selecting the University of Abuja to benefit from the special Government’s intervention in infrastructure development saying the road used to be the worst in the institution especially during the Rainy Season.

“It is a very important road in the university, it used to be one of the worst roads we have in this campus especially during the Rainy Season and now it has become the best. We give thanks to Federal Ministry of Works and Housing”, the Vice Chancellor said.

According to him, “Tertiary institutions cannot achieve their greatness if infrastructure in the schools is not developed. With this internal road completed and handed over, Nigerians will be proud because it is a unity institution and belongs to all irrespective of your region. The internal road is very important and it will serve as a boost for sustainable social, academic and economic well-being of the students as well as the staff of the institute”, he said.

In his remarks, the institution’s Head of Works and Services, Engr. Joshua Musa, thanked the Ministry for the project saying that the road was a death trap before its rehabilitation. He said, “it is a big blessing to the entire students and management of the institute. We are grateful and very happy that the road has been fixed. Before now, we have recorded a lot of bike accidents on the road because of its bad nature”, he explained.

Reiterating Engr. Musa’s position, the Registrar of the School, Mallam Yaya Ibrahim, declared, “We are fortunate to be able to witness the handing over of this project and we thank President Muhammadu Buhari and the Honourable Minister of Works and Housing for making this to happen. It is a laudable project and will ease our movement within the school premises”.

REMARKS BY THE CHAIRMAN OF THE SESSION AND PERMANENT SECRETARY, FEDERAL MINISTRY OF WORKS AND HOUSING, ALHAJI BABANGIDA HUSSAINI

In his remarks, the Permanent Secretary and Chairman of the session, Babangida Hussaini welcomed Permanent Secretaries to the 27th Meeting of the National Council on Works. He thanked the Host, His Excellency Sen. Bala Abdulkadir Mohammed, the Executive Governor of Bauchi State, his executive team members and good people of Bauchi State for providing the enabling environment for the successful hosting of the event.

He also thanked the technical session for the meticulous work done on the memoranda presented for the consideration of the 27th meeting of the National Council meeting on Works.

He explained that the theme of this year’s National Council on Works “Infrastructure Delivery, the Maintenance Economy, and National Prosperity” is carefully chosen as a new concept to explore ways of providing massive infrastructure with the support of alternative sources of funding to complement Government efforts and reduce overdependence on Government for infrastructure delivery.

He added further that the focus of the Theme is on policy formulation and implementation, Institutional Strengthening, alternative sources of funding, enhancing professionalism in road infrastructure development, maintenance as an emerging economy in infrastructure economy, tolling and weigh bridges as a catalyst in road infrastructure development and sustainability, Local Content and Alternative technology in road infrastructure development and skill development and job creation for national prosperity.

He charged members to ensure that the outcome of the meeting, meets the standard and expectations of the Council so that the nation can harness the benefits of accelerated infrastructure development.
