


FEDERAL MINISTRY OF WORKS ADOPTS FUNDING PRIORITIZATION FRAMEWORK ON NNPCL INHERITED TAX CREDIT PROJECTS NATIONWIDE. As part of strategic plans towards sustainability in project funding and execution and in pursuance of the directive of the President of the Federal Republic of Nigeria, His Excellency, Bola Ahmed Tinubu, GCFR on strategic and systematic funding of inherited NNPCL funded projects, the Federal Ministry of Works has adopted funding prioritization framework to ensure the continued execution of road projects hitherto funded by Nigerian National Petroleum Company Ltd (NNPCL) under the Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme. The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON made this disclosure during his inspection visit to the ongoing dualization of the East-West Road (Section IIIA) from Eleme Junction, Port Harcourt to Onne Junction in Rivers State handled by Messrs RCC Nig Ltd dated 9th September 2025. Speaking during his visit, the Honourable Minister stated that the Federal Ministry of Works had compiled all the NNPCL inherited Tax Credit projects for strategic priority funding, noting that the most critical projects within the national economic corridor would receive precedence in the hierarchy of prioritization. “We are inspecting projects of federal government in Rivers State, and this particular one is the dualization of Eleme Junction to Onne Port Junction by RCC. Recall that one carriageway was completed and commissioned, even though there are a few things we ordered afresh like the retaining wall and hanging drainage. For the second carriageway with some bridges and flyovers, work has started on it. Let me say that this is part of the NNPC Tax Credit that has been stopped in terms of funding by NNPC. But graciously, we have compiled all the NNPC inherited Tax Credit projects, and we presented as Ministry of Works to Mr. President. And Mr. President has graciously directed that none of such works should stop now. However, as Ministry, we are going to do prioritization of the projects and look at the most critical of these projects within the national economic corridor like this one. And we are going to put it forward for immediate funding because the President directed that none of such projects should stop now.” He admonished contractors handling road projects under the Federal Ministry of Works to ensure speed, quality, compliance with specification and sustainability in project delivery and cautioned that the attention of the anti-graft agencies would be called to any case of violation of the regulations or terms and conditions set out under the contract of every project handled by the Federal Ministry of Works. He stated, “I have also noticed in some of the projects in Rivers State, and same with the Six Geo-Political zones, that contractors go ahead to put stone base and put binder course of asphalt, sometimes over 20 kilometres and leave the binder unprotected without putting wearing course. The binder is like a reinforcement to the road architecture. The wearing is the sealant that doesn't allow water to go beyond the surface. And so when you now put stone base, which has dust as designed, and you put binder, which is like a reinforcement, and you see that the composition of the binder asphalt has bigger stones, and it has holes, so the water penetrates. The moment it gets to the stone base, which has some dust, the road fails. It may technically look safe, but with time, it will definitely fail. And we've seen it in a number of roads we inspected. And what I've directed the Controller to do, and it's going to be nationwide, is that when you are putting binder and you have left it for more than two months, we are going to redo the certificate and remove all the binder and remove the stone base.” He directed that henceforth any project below the contract sum of ₦20 Billion would not be given to expatriate firms, and this he said is part of measures to promote the Nigeria First policy of Federal Government of Nigeria. He commended the construction company handling the Eleme - Onne project, Reynolds Construction Company (RCC) for the quality of work so far done and for working on the project despite the fact that NNPCL has stopped funding the project, but frowned at the slow pace of work which they said was affected by the rainy season. He restated that 15th December 2025 remains the agreed deadline for the project’s completion with no extension or Variation of Price (VoP) allowed. “On this project of Eleme Junction, the quality of the work is excellent. The pace of the work is totally not acceptable. And let me make it very, very clear to the contractor that this project can never be reviewed by a kobo. Neither can there be any variation of price or any other claims.” He expressed dismay over the destructive habit of packing heavy duty vehicles on the road by drivers and warned that forthwith punitive measures would be taken against such perpetrators. “Our roads are not designed to carry these heavy trailers that are parking on the road. And the press should help us on that. When I was coming yesterday all the way from Aba to here, I saw that the trailers are taking over the entire roads, putting their waste, destroying the pavements, and so on and so forth. So I'm going to write to our dear Governors to see what they could help us to do about it, and will also complain to the Inspector General of Police. Let us see what we can do about it. Mr. President is doing everything possible to right the wrongs in terms of road construction. We are doing quality roads now that are going to last from 50 to 100 years. But it's being destroyed by ourselves.” Earlier, the Federal Controller of Works in River State, Engr. Enwereama Tarilade (Mrs.) said the contractor handling Eleme- Onne road had completed the 15km Eket bound on the right carriageway and had moved to the left carriageway which is Port Harcourt bound for which 1km stretch had already been done on Continuously Reinforced Concrete Pavement (CRCP). Projects visited by the Honourable Minister include, the rehabilitation of Enugu – Port Harcourt, Abia/Rivers State, contract No: 6252 being handled by China Civil Engineering Construction Company Limited (CCECC), the upgrading of the 15km section of the East-West Road (Section 111A) from Port Harcourt (Eleme Junction) to Onne junction in Rivers State, contract No: 701 being handled by Messrs. RCC Nig. Ltd and multiple sections of the Enugu-Port Harcourt Expressway, including the sections handled by Arab Contractors and China Civil Engineering Construction Company Limited (CCECC).

Federal Government Flags-Off Emergency Repairs at The Third Mainland Bridge Superstructure ..... Approves The Repair of Over 260 Roads Nationwide 1. The Renewed Hope administration of the President of the Federal Republic of Nigeria, His Excellency Sen. Asiwaju Bola Ahmed Tinubu, GCFR is set to make a historic mark in road Infrastructure revolution in Nigeria. This was revealed by the Hon. Minister of Works, His Excellency, Sen. Engr Nweze David Umahi, CON during the flag-off of the emergency repair of the Third Mainland bridge, Lagos on the 8th day of November, 2023. The Hon. Minister during the event reiterated the determination of the President to turn around the accumulated ugly conditions of the Nigerian roads particularly the Federal Highways. 2. Speaking on the essence of the emergency repair of the Third Mainland Bridge, the Hon. Minister said that the conditions of the bridge superstructure and other elements including the loops and ramps connecting the bridge were bad and required urgent maintenance to serve the road users better. " This is yet another milestone in the actualization of the Renewed Hope agenda of the Divine President Bola Ahmed Tinubu administration which among other things is aimed at the total repositioning of the road and bridge infrastructure in Nigeria and to bring succour to road users who have suffered the effects of the decayed infrastructure over the years," 3. The Hon. Minister recalled that the immediate past administration had awarded a contract for the comprehensive repair of the loops and ramps connecting to the Third Mainland bridge at the total cost of N6,278,063585.58. But the Renewed Hope administration of Mr President upon coming on board observed that the intervention was for a limited scope as it would not address the problems created by the extra layers of asphalt on the bridge deck of about 150mm thickness that occurred as a result of previous overlays which constitute extra dead load on the bridge." 4. According to the Hon. Minister, "it therefore became imperative to expand the scope of works as awarded to accommodate the additional works and quantities of work items needed to restore the integrity and serviceability of this very important bridge" Hence, the need to expand the scope of the contract which is now "awarded to Messrs CCECC Nig Ltd in the sum of N21,047,430,431.71. 5. The Hon Minister who used the opportunity to thank the President of Nigeria for approving the repair of over 260 Federal Roads across the nation also reiterated his Ministry's commitment to quality and timely delivery of road and bridge infrastructure in Nigeria, pointing out that under his watch, the road users will not suffer discomfort and inconveniences because of road repair. He maintained that his Ministry’s target is to ameliorate the sufferings of road users and give them the best comfort anyone can get in advanced countries of the world. On his own part, the Lagos State Governor who was represented by his Deputy, His Excellency, Dr Femi Hamzat assured the Hon Minister of Works of a robust partnership in the road revolution agenda of Federal Government, as far as Lagos State is concerned. He praised the initiative of the Federal Government in tackling the deficiencies in road Infrastructure across the nation. The Governor also assured road users of adequate traffic management within Lagos State and adequate traffic plan during the festivities. The Governor thereafter performed the flag-off ceremony at the instance of the Hon. Minister of Works. 6. Repair works on the four ramps on the Third Mainland bridge started in earnest on the 6th day of November,2023 and is expected to be completed on or before 13th December,2023. The work of the major carriageway of the bridge will commence on 15th January, 2023. ...
Works Minister Inspects Lagos Bridges Minister of Works Engr. David Nweze Umahi was on a working visit to Third Mainland, Carter, Falomo, Iddo, Eko, Marina and Iganmu Bridges in Lagos State. The Minister inspected the bridges alongside some Directors in the Ministry with contractors on Saturday 28th, October 2023. Umahi, while briefing the Press, pointed out problems on the Third Mainland Bridge which was built in two sections Sixty years ago by an Italian Company and Julius Berger. He said the reason for deflection on the bridge was lack of maintenance from the national level, other than the last administration where intervention came from and the State Government especially when President Bola Ahmed Tinubu was in office. The Minister said due to the technicality of the job on Eko Bridge where the Bridge deck would be open, equipment worth one point two million Euros would be imported into the Country that would be used in maintaining the aspect of the bridge. He commended the last administration's work on the bridge, the bridge suffered two problems. " Eko Bridge suffered two problems such as lack of maintenance, and the bearings eating up, lots of the pair gaps have serious issues but the last administration did a very good and wonderful work." "Work is on going, it will finish in 2024 because we are pushing for increase in the number of workers and equipment to site, they are doing a beautiful work”. Umahi said "Without Eko Bridge, we will not have any truck coming into Island so that is our saviour." Engr. Umahi, thanked the President and the National Assembly for looking at Infrastructure strategically in Lagos State, the financial capital of the country which has lots of national infrastructure that tremendously add to the country's gross domestic product (GDP) therefore it cannot be neglected. He added. The works Minister congratulated President Bola Ahmed Tinubu and his Vice, Kashim Shettima on their victory at the supreme court and urged the leaders in the country to put the nation ahead of all interest and the region. ...
Concrete Pavement Better than Asphalt Pavement - Umahi The Honourable Minister of Works, Sen. Nweze David Umahi has reiterated that concrete road pavement is better, cheaper and will last longer than asphalt pavement in the construction of roads in some part of the country because of the terrain. He stated this at a meeting with Directors of the Ministry held for purposes of clarification by the Minister that the use of concrete is not a cast on iron but has been tested to be better than asphalt. The meeting took place at the Ministry’s conference room on Tuesday October 3, 2023. The Minister noted that there are a lot of advantages using concrete in road construction stressing that roads built with concrete can last for 50 years without having issues of portholes or washout, concrete roads have a longer lifespan, it can withstand heavy traffic loads, low maintenance, less affected by temperature fluctuations. “A lot of advantages accrue to the use of concrete to construct roads, concrete roads lasts longer compared to asphalt roads reducing the need for frequent repairs and maintenance, it’s stronger and can withstand heavy traffic loads, it also has low maintenance”. Umahi maintained that nobody is insisting that all on going road construction in the nation should be changed to concrete but that can happen under the following conditions; all roads constructed with asphalt pavement must be on concrete shoulder; alternative design on the road shoulder, no shoulder on roads with surface dressing. “Nobody is insisting that all ongoing jobs will be on concrete, but anyone that wants to continue with asphalt can continue under the following conditions: no shoulder on surface dressing, alternative design on shoulder all road of asphalt pavement must be on concrete shoulder”. He added that some of the contractors are still working with obsolete and old machines the number of machines on site is hard to get up to 50% of needed machines to carry out the project including personnel. He encouraged the directors to fill free to come to him for any suggestion or logical argument saying that the mission of Tinubu’s administration is to improve on the road infrastructure across the nation for the good of all. “I am appealing to our consciences to see ourselves as people going to the same direction and pursuing the same agenda for the betterment of all. All those in the field are the same with people in the office. Services in the office is what is keeping the services in the site". ...
FG’S Intervention On Roads Has Improved The Quality Of Learning In Our Institutions- Prof. Angela Miri
The Vice Chancellor of Federal University, Lokoja, Prof. Angela Miri, has lauded Federal Government for the construction of internal road in the University which she said had improved the quality of learning in the institution.
Speaking at the handing over ceremony of the roads to the institution by the Honourable Minister of Works and Housing, Mr. Babatunde Fashola, SAN on Tuesday 26th January, 2021 in Lokoja, Miri said that the road has not only made vehicular and human movement within the university easy but added value as well as placing it above its equals within the country in terms of provision of infrastructure.
The Vice Chancellor, who was represented by the University Librarian to the institution, Mrs. Sarah Daura Yank, further requested that the Minister of Works and Housing should consider replicating this gesture of constructing internal roads network at the University’s Permanent site at Felele Lokoja, Kogi State.
“The extension of roads infrastructure in Nigerian tertiary institutions by the Federal government will create a conducive learning environment that will improve attainment of qualitative education in Nigeria.” She added.
In his speech, the Minister of Works and Housing, Mr. Babatunde Fashola, SAN disclosed that the 1.67 kilometers road was constructed by his ministry at the institution to improve learning.
Mr. Fashola, who was represented by the Federal Controller of Works Kogi State, Engr. Kajogbola Olatunde, said that availability of good infrastructure in a learning environment would enhance students’ morale towards learning and the quality of education acquired by them.
He said: "It is un- debatable that quality of education will be impacted by the quality of infrastructure and the learning environment and those who doubt it should simply listen to some of the feedbacks from the students in the schools where this type of intervention has taken place."
He noted that though the road projects might be civil works, they are investment in education, adding that the students' zeal to attend classes have been renewed because of the restoration of the deplorable roads within the institutions.
"A point must be made that although this is a civil works project, it is an investment in education and the students are expressing renewed enthusiasm with regards to attending classes because some defective roads have been restored to good condition," Fashola stated.
He explained: "Currently, there are 43 number of road interventions within tertiary institution across Nigeria" and "to date 29 No. of the road intervention projects have been completed with 17 already handed over in 2020. Today we handover this one in Federal University Lokoja, Kogi State as a critical intervention to support education."
According to Fashola, the Infrastructure gap in the country was steadily being bridged by a gradual process of repairs, renewal and construction on major highways and now it had reached the schools. Pointing out that the road construction was part of the Federal Government’s Tertiary Institutions Internal Road Intervention Programme and was supervised by the Federal Ministry of Works and Housing.
The Minister said that the construction work was not only impactful on the learning environment but had also provided employment opportunities for Nigerians in line with the present administration's vision of creating jobs for Nigerians.
"During the construction 25 people were employed in the process thereby contributing to the job creation initiative of the present government," he said.
Remarks Of The Honourable Minister Of Power, Works And Housing At The 29th Monthly Power Sector Meeting Hosted By Mainstream Energy (Concessionaires Of Kainji And Jebba Hydro-Power Stations) In Niger
In lieu of our monthly meeting for July 2018, I opted to brief the public about our progress so far in our journey to incremental power towards steady and, finally, uninterrupted supply.
In the process, I highlighted the challenges we have overcome and those we are dealing with, and what needs to be done and who has the responsibility to do so.
Those who know and who genuinely desire to solve problems in this industry do not need to be told that the most pressing challenge of the Sector today lies at the Distribution end.
Amongst the challenges at this sector of the value chain, (and there are problems in Gas, Generation and Transmission), the most urgent are Distribution of available energy to consumers, and there is an unused energy in the region of 2,000 Megawatts in this category.
The other, of course, is the supply of meters to consumers. These two issues of power distribution and supply of meters rank highest in the feedback from the stakeholders in the industry.
In order to address these challenges and find solutions to them, I issued policy guidelines and directives to appropriate institutions for them to act.
It is in this context that I think it is fortuitous that Mainstream is our host today, because my remarks will focus on the review of progress we have made with some of our policies.
I have always insisted that there must be methods to decision making, and this includes evaluation of decisions to see how they have progressed and what needs to be added or modified.
Therefore, we must understand that policies are not an end in themselves . Policies represent an expression of our hopes and aspirations and must be embraced, nursed and nurtured to deliver on all their capacities and possibilities.
In a sense, I liken policies to the human being. At birth, he represents the hopes of parents for tomorrow. Left alone, that infant is helpless, so he is dependent for feeding, clothing and all survival needs until he becomes ambulatory, able to stand, walk, talk, run, and matures into adulthood.
With this analogy in the background, I will address the progress of some of our policies for the benefit of members and the larger public.
A) N701 Billion Payment Assurance Guarantee
This was not in any law. It was a creation of the Buhari Government to give comfort to investors in the Generation side of the value chain that they will be paid for supplying power.
Since its implementation in 2017, recovery of payments by GENCOs has increased from 20% to 80%; and power supply capacity has improved from 4,000MW to 7,000MW and there is an appetite by other players to participate.
Is it perfect? Certainly not.
Do the GENCOs like it? I am sure that they will tell that 80% recovery is better for business than 20% recovery, but they would rather have 100% recovery.
But this is only one side of the coin. The other side of the coin is that GENCOs must transparently invoice for their output and, for example, we must harmonise the price of gas for payment under the scheme, where there are differential prices arising from different Gas suppliers.
Therefore, we must work as the parents and owners of the policy to nurture and improve on its capabilities.
B) Eligible Customer
This was introduced on 15th of May 2017, and the Regulations to govern it were issued by NERC on 1st of November 2017.
The purpose was, amongst others, to improve distribution side of electricity and facilitate better power supply to consumers who consumed up to 2MW and above.
From reports reaching me, 5 (FIVE) industrial customers are now benefitting from the policy and taking their power directly from a GENCO, who incidentally is our host today, Messrs Mainstream Energy Ltd.
We also have a list of 26 (TWENTY-SIX) industrial customers who are seeking to benefit from the policy.
The DISCOs must be interested to know that I have also issued directives to NERC to work out and implement Competition Transition Charges as provided by Law, to safeguard them from any losses.
We will continue to monitor the impact of the policy and remain flexible to keep what works and change what does not; and I urge everybody to remain open-minded, adaptive and responsive.
C) Meter Asset Provider (MAP)
This policy was introduced to address the meter supply gap, relieve the DISCOs of the financial burden of meters, allow entrepreneurs to take up this as a business and diversify the sources of meter supply.
The Regulations and Condition for its operation were issued by NERC on 8th March 2018.
Reports reaching me indicate that there is an embracement of the policy. Entrepreneurs are showing interest and talking to banks to raise finance.
Some DISCOs have signed up to the Government-Supported fund of N37 Billion and we will keep an eye on the progress of the initiative.
Government intervention in this regard is part of its role of enabling to be effective. It does not relieve the DISCOs of their contractual obligation to provide meters.
On the contrary it seeks to help them perform their contract.
D) Energising Educational Institutions and Markets
These are Government-led initiatives based on the Rural Electrification plan approved by the President in 2016 to provide access to power for rural dwellers and vulnerable members of our society.
We proposed to use 6 (SIX) small hydro dams that had been abandoned for decades, Federal Government owned universities and some markets as anchors.
Apart from the Universities, where Government is directly funding the intervention, the markets are being privately funded, contrary to the untrue allegations that have been made in the media, and I challenge those who made the allegation to provide proof to the contrary.
There are currently 15 (FIFTEEN) markets under contemplation with Ariaria, Sabon Gari and Sura markets in Aba, Kano and Lagos as flagships.
The 6 (SIX) hydro dams are to be concessioned to private operators to build, operate, and transfer.
Our thinking is simple. While the whole value chain and power privatization gradually evolves, it is possible to create Oases of success by showing to our children that they can have reliable power while in school.
If that is a reason to get children to school and keep them there, certainly, no good business can oppose this.
Indeed, it seems to me sensible to expect that the future of today’s business and even Government, rests solely on the quality of education that the current generation of students get.
As for the markets, the 37,000 shops in Ariaria, about 13,000 in Sabon Gari, and about 1,000 in Sura represent SMEs, where the majority of our people earn a living.
They are currently paying for expensive power from small and environmentally unfriendly generators.
It seems to me that our nation will have come to their aid if we deliver reliable power to the most vulnerable like them.
Ladies and Gentlemen, this is my update about the progress of our policies and the rationale behind them.
