


FEDERAL MINISTRY OF WORKS ADOPTS FUNDING PRIORITIZATION FRAMEWORK ON NNPCL INHERITED TAX CREDIT PROJECTS NATIONWIDE. As part of strategic plans towards sustainability in project funding and execution and in pursuance of the directive of the President of the Federal Republic of Nigeria, His Excellency, Bola Ahmed Tinubu, GCFR on strategic and systematic funding of inherited NNPCL funded projects, the Federal Ministry of Works has adopted funding prioritization framework to ensure the continued execution of road projects hitherto funded by Nigerian National Petroleum Company Ltd (NNPCL) under the Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme. The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON made this disclosure during his inspection visit to the ongoing dualization of the East-West Road (Section IIIA) from Eleme Junction, Port Harcourt to Onne Junction in Rivers State handled by Messrs RCC Nig Ltd dated 9th September 2025. Speaking during his visit, the Honourable Minister stated that the Federal Ministry of Works had compiled all the NNPCL inherited Tax Credit projects for strategic priority funding, noting that the most critical projects within the national economic corridor would receive precedence in the hierarchy of prioritization. “We are inspecting projects of federal government in Rivers State, and this particular one is the dualization of Eleme Junction to Onne Port Junction by RCC. Recall that one carriageway was completed and commissioned, even though there are a few things we ordered afresh like the retaining wall and hanging drainage. For the second carriageway with some bridges and flyovers, work has started on it. Let me say that this is part of the NNPC Tax Credit that has been stopped in terms of funding by NNPC. But graciously, we have compiled all the NNPC inherited Tax Credit projects, and we presented as Ministry of Works to Mr. President. And Mr. President has graciously directed that none of such works should stop now. However, as Ministry, we are going to do prioritization of the projects and look at the most critical of these projects within the national economic corridor like this one. And we are going to put it forward for immediate funding because the President directed that none of such projects should stop now.” He admonished contractors handling road projects under the Federal Ministry of Works to ensure speed, quality, compliance with specification and sustainability in project delivery and cautioned that the attention of the anti-graft agencies would be called to any case of violation of the regulations or terms and conditions set out under the contract of every project handled by the Federal Ministry of Works. He stated, “I have also noticed in some of the projects in Rivers State, and same with the Six Geo-Political zones, that contractors go ahead to put stone base and put binder course of asphalt, sometimes over 20 kilometres and leave the binder unprotected without putting wearing course. The binder is like a reinforcement to the road architecture. The wearing is the sealant that doesn't allow water to go beyond the surface. And so when you now put stone base, which has dust as designed, and you put binder, which is like a reinforcement, and you see that the composition of the binder asphalt has bigger stones, and it has holes, so the water penetrates. The moment it gets to the stone base, which has some dust, the road fails. It may technically look safe, but with time, it will definitely fail. And we've seen it in a number of roads we inspected. And what I've directed the Controller to do, and it's going to be nationwide, is that when you are putting binder and you have left it for more than two months, we are going to redo the certificate and remove all the binder and remove the stone base.” He directed that henceforth any project below the contract sum of ₦20 Billion would not be given to expatriate firms, and this he said is part of measures to promote the Nigeria First policy of Federal Government of Nigeria. He commended the construction company handling the Eleme - Onne project, Reynolds Construction Company (RCC) for the quality of work so far done and for working on the project despite the fact that NNPCL has stopped funding the project, but frowned at the slow pace of work which they said was affected by the rainy season. He restated that 15th December 2025 remains the agreed deadline for the project’s completion with no extension or Variation of Price (VoP) allowed. “On this project of Eleme Junction, the quality of the work is excellent. The pace of the work is totally not acceptable. And let me make it very, very clear to the contractor that this project can never be reviewed by a kobo. Neither can there be any variation of price or any other claims.” He expressed dismay over the destructive habit of packing heavy duty vehicles on the road by drivers and warned that forthwith punitive measures would be taken against such perpetrators. “Our roads are not designed to carry these heavy trailers that are parking on the road. And the press should help us on that. When I was coming yesterday all the way from Aba to here, I saw that the trailers are taking over the entire roads, putting their waste, destroying the pavements, and so on and so forth. So I'm going to write to our dear Governors to see what they could help us to do about it, and will also complain to the Inspector General of Police. Let us see what we can do about it. Mr. President is doing everything possible to right the wrongs in terms of road construction. We are doing quality roads now that are going to last from 50 to 100 years. But it's being destroyed by ourselves.” Earlier, the Federal Controller of Works in River State, Engr. Enwereama Tarilade (Mrs.) said the contractor handling Eleme- Onne road had completed the 15km Eket bound on the right carriageway and had moved to the left carriageway which is Port Harcourt bound for which 1km stretch had already been done on Continuously Reinforced Concrete Pavement (CRCP). Projects visited by the Honourable Minister include, the rehabilitation of Enugu – Port Harcourt, Abia/Rivers State, contract No: 6252 being handled by China Civil Engineering Construction Company Limited (CCECC), the upgrading of the 15km section of the East-West Road (Section 111A) from Port Harcourt (Eleme Junction) to Onne junction in Rivers State, contract No: 701 being handled by Messrs. RCC Nig. Ltd and multiple sections of the Enugu-Port Harcourt Expressway, including the sections handled by Arab Contractors and China Civil Engineering Construction Company Limited (CCECC).

President Tinubu Supports Concrete Road Technology. ...Nigeria to respect right engineering practices - UMAHI The Minister of Works, Engr. David Umahi has disclosed that President Bola Ahmed Tinubu, GCFR, is interested in concrete road technology, since this is more durable and fairly moderate in cost effectiveness. The Minister also stressed that the time has come for all Contractors working in Nigeria to ensure that they respect strictly the Global Right Best Practices in Engineering that enhances the durability of all construction work, both for roads and bridges with the best quality of materials being used. The Minister made this statement during a meeting with contractors handling projects in the North East Geo-political Zone of Nigeria. In his words "I had recently met with contractors handling road dualization projects and my position on the issue is to take one lane and complete it because of paucity of fund, but with the availability of money they could start the second lane. We can manage with one lane instead of not having anything at all,' he said. Umahi said, presently we have up to N14 Trillion on-going projects against Eighteen Thousand Kilometers, adding that with the Renewed Hope Mantra contractors should not stay on site more than four years. The Minister frowned at situations where some contracts have been on-going for 20 years, he said it was not good for the contractors, not good for the projects and not good for the client. "We are introducing CONCRETE ROAD TECHNOLOGY and some of you are not happy about it. Some are saying it is too expensive but we have to try the both and see which is better. "In any case, any contractor with an on- going project that is not willing to cooperate with us for a redesign with concrete road technology which with fifty years period free of maintenance, we'll demand for performance bond. The situation and time when roads are built on asphalt and within two to three years the project is back to square one is gone," he said. He highlighted the reasons for road failure which among others include, poor workmanship from contractors, importation of adulterated bitumen into the country and the laying of less than correct thickness of asphalt. Umahi said, our people were suffering as a result of poor workmanship and all manner of cheating and we have come to solve the perennial problem once and for all. "We don't witness this kind of construction pattern in developed countries, you came from developed countries so we are going to respect Engineering Best Practices in Nigeria. We will build a road that is going to last," he said. The Minister however disclosed that subsequent signing of certificate would be based on status certificate. Umahi was delighted to inform the contractors handling projects in the North East Zone of the country not to bother to report him to Mr. President because he had already reported himself to him on all issues. The Minister said he is taking instruction directly from Mr. President and he is interested in concrete road technology. "He has given a tooth to bite and to bite Nigerians into Good Roads so that they can Enjoy. This will be one of the Greatest Legacies of Mr. President and other legacies he is bringing so that the world will know we are not here for business but we are here for an assignment," he said. ...
DFA of Works Ministry Has Fully Complied with FG Directive The Director of Finance and Account (DFA) in the Ministry of Works, Yusuf Dahiru Girel has fully complied with government’s directive to proceed on posting to another ministry. The information going on in the media that former DFA of Works has defiled the Federal Government directive on posting is misleading and baseless. The posting of staff by the office of the Accountant General of the Federation (OAGF) is an internal issue within the Federal Service and no staff has been reported to have refused directive at the Ministry till date. Members of the public are hereby urged to disregard the information making the round within some sections of the media that there was a drama as to the effect of refusal of posting by any staff within the Ministry. ...
Umahi Announces Intention of Works Ministry to Face Dualized Roads .....We have N431B ready for contractors– Minister of Works The Honourable Minister of Works Engr David Nweze Umahi has announced the Ministry’s intention to focus on most of the dualized roads across the country. He said, “Why we are here now is to announce our intention to face most of the dualized roads in the country.” The Minister made these remarks while meeting with all contractors handling road dualization projects and all zonal Directors of the Ministry at the Ministry's Headquarters office in Abuja, today. “I want to remind you that Nigerian National Petroleum Corporation (NNPC) is funding 50% percent of the contract sum and that funding goes up to 2025, “he said. Umahi said “we have N431B of money that is ready for contractors to clear but there is no certificate for it , if you are doing a job under Phase 1, make effort to make claims , if your job involves augmentation go back to your Regional Director for understanding before I sign the certificate , any certificate I sign now , I have to take account for it even when I have left office “. The Minister tasked the contractors to stick to one lane if their job has not gone up to 50% completion; he said he had also come up with Performance Bond meaning that all new projects would be guaranteed for 10years. He urged all contractors that have built roads that cannot last up to ten years to write to the Ministry to either stop work or rebuild the road to last 10years, the Minister warned contractors that he would not listen to stories of failures on the roads due to overloading, he enjoined all the contractors to cooperate with him on building roads with concrete technology as it was done both in India and Singapore. Earlier, Engr. Umahi told the contractors and stakeholders to key into the Renewed Hope Agenda of Mr President, he said this Administration has 18,000kilometre of roads and inherited a contract sum of about N14.1 trillion and out of which N4trillion is being paid in all those projects, some of the projects have lasted between 10 to 20years. The Minister said some contractors have jerked up the contractor sum by hundred percent and that is the reason they are not getting paid. “We are going back to the original concept of the projects and the necessity of any additional works and also see how we get a fair deal, expecting an endorsement from the Ministry of what is not acceptable to Nigerian Society of Engineers is not possible “The Minister said. Ongoing Reconstruction of Abuja-Kaduna-Kano Road has Progressed Appreciably - Engr Adebiyi
The ongoing reconstruction work on the Abuja-Kaduna-Kano road project has been progressing appreciably and would be completed in the life of this administration.
Engr Funso Adebiyi, the Director Highways Construction and Rehabilitation in the Federal Ministry of Works and Housing stated this during the ongoing visit to the project site to assess the progress of work on the project
"We are satisfied with the quality of work going on and we are working to increase the pace of the work. You can see that work is going on simultaneously on all sections of both lanes of the dual carriage 375km longroad from Abuja-Kaduna- Kano" he said
Adebiyi explained that the work was initially for rehabilitation but now full reconstruction work is ongoing. He appealed to Nigerians to be patient with the government in it's commitment to deliver a qualitative work that would stand the test of time
Similarly, he also appealed to the road users to bear the discomfort being experienced everyday as a result of blockages and diversions, pointing out that it was a necessary action in a construction work of such magnitude above all on such busy road with high traffic volume and axle load.
On the level of work done so far, Engr Adebiyi said " we have made a lot of progress. You can see that over 100km though not at a stretch, have been completed under section one to three (Abuja-Kano) , 40km completed under section two (Kaduna-Zaria), and 70km completed under section three (Zaria-Kano)"
He pointed out that while some sections of the road are also at different levels of completion, palliative/remedial work are being carried out on the sections that are critically bad to facilitate ease of passage for motorists"
Reacting to the allegation of delayed work, Engr Adebiyi said "It is important that I correct the wrong impression by the people that work is not moving. We are working to meet up with the deadline and at the same time subjecting all the work to quality assurance test to deliver a good job"
He assured Nigerians of the commitment of the government to completing the work. " Government is desirous of completing this project , as such is not leaving anything to chance, that is why we are here regularly tracking the progress of work with a view to sorting out any identified challenges"
Engr Adebiyi stated that the Honourable Minister of Works and Housing, Mr Babatunde Raji Fashola, San and the Hon Minister of State Engr. Aliyu D Abubarkar had demonstrated a strong passion to this project and others across the country in order to ensure the fulfillment of President Muhammadu Buhari’s promise of bridging infrastructure gap in the country.
On the speed of work on the road, the Director Bridges and Design, Engr Adeoye urged the contractor to increase the pace of work by deploying more men on sites to work simultaneously on both lanes
The team of engineers in the Ministry led by the Director Highways Construction and Rehabilitation, Engr Adebiyi were on a routine assessment inspection of the various ongoing road projects across the country in order to ensure quality work delivery and meeting the completion deadline
The team carried out an engineering measurement and evaluation of some key components in road construction among others ; storm water drainages, shoulders, right of way, concrete slabs, U-turns, culverts reinforcement pipes.
TheAbuja-Kaduna-Zaria-Kano roa reconstruction project was awarded to Julius Berger Nigeria Plc on 20th December, 2017 and the project commenced on 21st May, 2018 with the 36 months completion period
Remarks By H.E, Babatunde Raji Fashola, SAN At 27th Monthly Power Sector Operators Meeting Hosted By Yola Distribution Company
I welcome you all very warmly to this meeting, which is the 27th in the series of monthly meetings that has taken us to virtually all parts of Nigeria.
I thank the Managing Director of Yola Distribution for hosting us.
Many of you will remember that in 2015, Yola DisCo was the only one of the 11 (eleven) privatized DisCos that was given up as being unviable.
But this Government did not give up on Yola DisCo. The Government appointed Engr. Mustapha to manage this DisCo.
Month after month, from reports we have all received about performance and monthly rating of DisCos, it is obvious that Engr. Mustapha and his team have proven that Yola DisCo is not unviable.
At this forum, I will repeat what I have said about change, that it is not a matter of chance but a matter of choice.
Similarly, it is not an event but a process that involves the application of methods and the making of choices, some of which are difficult, but very often resourceful, even if sometimes misunderstood.
The story of Yola DisCo epitomizes change and it speaks eloquently to our roadmap of incremental power.
From my very first visit to inspect the resumption of work at the Maiduguri TCN substation, which had been damaged by insurgents, to the completion of the Mayo-Belwa TCN substation and the installation of Distribution Infrastructure by Yola Disco, incremental power is returning to the customers within the Yola DisCo franchise.
Eighty per cent (80%) of damaged 33KV lines have been restored in areas like Damboa, Madagali, Maiduguri, Damasak, Gombi, Mubi, Wukari to mention a few.
Change means providing incremental power against the odds, and nothing is truer than the story of one Agricultural enterprise in Adamawa, whose proprietor visited to tell me that since the completion of the Mayo-Belwa sub-station, he has drastically reduced his purchase of diesel and the use of his generator.
For him, change means reduced operating cost at his farm, and for consumers of his Agro products, change means reduced food prices.
As you will have heard in the news, economists are predicting a further reduction in inflation and they are attributing it to reduction in food inflation and food prices.
As you might have also heard, I visited Kebbi last week to inspect our road projects, and the Governor, Atiku Bagudu, reported that most of the local governments in his State are getting 18 to 20 hours of power supply, from Kaduna DisCo.
This is what change means, and it is consistent with our roadmap of incremental power.
While we are inspired by the news of progress, especially coming from those who receive the service, we remain mindful of those we have not yet reached, and remain committed to get to them, whether on the grid or off the grid.
In this regard, let me report some progress made within the last month, as I usually do, in order to keep all of us abreast of what our members are doing and what the industry as a whole is experiencing.
I am pleased to inform the meeting formally that a substantive Chairman, in the person of Professor James Momoh, is now in place for the NERC, following confirmation by the Senate, and his swearing in on the 3rd day of May 2018.
This means that another issue under our Power Sector Recovery Programme (PSRP), relating to Governance, has now been resolved.
Also, within the last month, particularly, on the 7th of May 2018, I had the privilege to Commission the Odogunyan Transmission Substation completed by TCN to serve customers in Lagos and Ogun States, under the Ikeja DisCo franchise.
I can also report that we are making progress on the Federal Government’s planned intervention in the Distribution Value Chain to help deliver the 2,000MW that is constrained by distribution equipment.
The advertisements for quotation by original equipment manufacturers for Transformers, Breakers, and Associated Equipment compiled by the DisCos have been published, and we await responses.
The Azura Power Plant is now fully completed and ready for commercial operation to deliver more power to boost incremental power.
On the off-grid side, His Excellency, the Vice President, recently commissioned a market intervention in Ondo State, delivered by Rural Electrification Agency, another boost to our incremental power and provision of access to previously unserved people.
The progress we are making will require us to increase our commitment to further improving service.
This will be more demanding as the rains come down in the next few months.
The rains will bring more water supply to the Hydro Electric facilities, and they will bring more challenges to Transmission and Distribution by way of storms, heavy winds, falling trees, damage to towers, lines and installations.
We must rise up to these challenges better than we have done in the past.
Some of what we must do are:
Promptly issue notices when there are known damages that interfere with power supply;
Promptly send our maintenance men out to repair and replace damaged equipment or clear fallen trees;
Send information to the public on multiple platforms of conventional and social media to report faults that we may not be aware of;
Painstakingly hold ourselves out as available, ready, and willing to resolve customer problems and provide better service.
Ladies and Gentlemen, our journey of change and incremental power continues, and I thank you all for your commitment.
