National Media Tour: FG Intensifies Renewed Hope Agenda with Strategic Road Projects Across Nasarawa State

The Federal Government has reaffirmed its intention to improve road infrastructure across the country as part of efforts to enhance economic growth, connectivity, and ease of movement for Nigerians. This assurance was reiterated during the continuation of the Federal Ministry of Works’ nationwide media tour and commissioning of emergency and special intervention projects in Nasarawa State.

Speaking during the tour, the Director of Information and Public Relations of the Federal Ministry of Works, Mal. Mohammed A. Ahmed, stated that the projects are part of the Federal Government’s strategic efforts to rehabilitate critical sections of its road network under the leadership of President Bola Ahmed Tinubu, GCFR. He explained that upon assuming office in May 2023, the present administration inherited 2,064 ongoing road projects, many of which had been abandoned due to funding challenges, and an inherited debt burden of about ₦13 trillion.

According to him, the Federal Government consequently prioritised 260 emergency and special intervention projects across the country to address critically failed sections of federal roads and areas affected by flooding and other natural disasters.
“These projects were initiated to quickly restore critical road and transport links to ensure seamless movement of people, goods, and services across the country,” Ahmed said.
He noted that the intervention projects are being executed under the leadership of the Honourable Minister of Works, Senator Engr. David Umahi, CON, FNSE, FNATE, is part of the administration’s broader infrastructure development drive under the Renewed Hope Agenda.

One of the projects commissioned during the tour was a 6-kilometre section of the road linking Agyaragu town to Sabon Kwara in Keana Local Government Area, Nasarawa South Senatorial District, Nasarawa State. The contractor, A.A. Albasu (Nigeria) Limited, commenced construction in November, 2022 and completed it in November, 2023. The project forms part of a 10.5-kilometre corridor serving the surrounding communities.

The construction works included earthworks, excavation and removal of existing culverts, and excavation to the required depth to receive blinding. Other works carried out include the provision of pipe culverts and lined drains, 200mm thick naturally occurring lateritic sub-base course materials, 100mm thick crushed stone base course, asphaltic concrete wearing course, surface dressing on shoulders, and lane markings.

Providing technical details of the project, the Federal Controller of Works in Nasarawa State, Engr. Ishaku Mamri, explained that the road had previously been in a deplorable condition, causing significant hardship for road users, residents, and traders, who rely on the route to transport goods and access nearby towns. He disclosed that the rehabilitated section was constructed to a standard width of 7.3 metres with shoulders, and that it includes approximately 4 kilometres of drainage infrastructure to ensure durability and effective water management. “The road was awarded in November, 2022 and completed in 2023. It has since been in use by the community and has significantly improved movement within the area,” he added. Engr. Mamri noted that residents have expressed appreciation for the intervention, while also appealing for the completion of the remaining four (4) kilometres of the alignment.

As part of the Media Tour, Engr. Ahmed Tijjani Aminu, a representative of the Council for the Regulation of Engineering in Nigeria (COREN), and the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr Simon Obagu were present. Also present was the Chairman of the Nigeria Union of Journalists (NUJ), Nasarawa State Council, Comrade Salihu Mohammed Alkali, who performed the official commissioning of the project, on behalf of the Honourable Minister of Works.

The media tour also included a visit to the ongoing Lafia Bypass project site, a 15.8-kilometre alternative route designed to ease traffic congestion within Lafia metropolis by providing a faster corridor for commuters travelling between Abuja, Makurdi, and the eastern parts of the country.

According to the Project Engineer for Messrs China Harbour Engineering Company (CHEC), Engr. Tijani Olalekan, the contract, which had previously stalled after being awarded by the past administration, fully recommenced in February, 2024 under the current administration and has now reached over 80 percent completion. It is expected to be completed before the end of the year.

The scope of work includes site clearance and earthworks, construction of hydraulic structures, sub-base, stone base, stone pitching, lined drains, asphaltic concrete binder course, as well as the relocation of electrical poles along the project’s corridor.

The Commissioner of Works, Housing, and Transport, Nasarawa State, Hon. Mu’azu A. Gosho, commended the contractor for the quality of work. Also present were the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr. Simon Obagu, Engr. Ahmed Tijjani Aminu, representing COREN; the NUJ Chairman in Nasarawa State, Salisu Mohammed Alkali; and community members, who all expressed satisfaction with the quality of the work executed.

At the Nasarawa–Toto axis, officials also visited ongoing rehabilitation works on the Keffi–Nasarawan Toto–Abaji road, a strategic route aimed at improving connectivity between the Federal Capital Territory, Nasarawa, and other neighbouring states.
The Controller explained that the road project, originally awarded in 2018, experienced delays due to inadequate funding but has since gained momentum following renewed commitment from the Federal Government.

The FCW further revealed that the project has been restructured into phases, with the initial Phase 1 nearing completion under the 2025–2026 budgetary provisions, while Phase 2, involving concrete pavement construction is set to commence, soon. The Federal Government recently approved the second phase of the project covering approximately 129.3 kilometres at a cost of about ₦203 billion, further underscoring the administration’s commitment to strengthening the nation’s road and transport infrastructure.

The Project Manager, Mr. William, as well as the Site Engineer, Engr. Daniel Aleyemi, assured the team of quality work, while expressing optimism that the project would be completed before the end of the month.

The Director of Information and Public Relations emphasised that road infrastructure development remains a central pillar of President Tinubu’s Renewed Hope Agenda, particularly under the priority area focused on expanding and improving the national infrastructure. He noted that the administration is also advancing four (4) Legacy Road Projects, including the Lagos–Calabar Coastal Highway, the Sokoto–Badagry Super Highway, the Calabar–Abuja Super Highway, and the Dualisation of Akwanga–Jos–Bauchi–Gombe Road, all aimed at transforming connectivity and stimulating economic development across the six (6) geopolitical zones of the country. All the roads will be on concrete pavements with solar street lighting and railways.

The nationwide media tour, he added, is designed to promote transparency, allow journalists and professional bodies to verify the quality of ongoing works, and enable Nigerians to see firsthand the progress being made in the delivery of critical infrastructure.

The Federal Government reiterated its commitment to sustaining the momentum in road construction, reconstruction, expansion, and rehabilitation to support economic growth, national integration, and improved quality of life for Nigerians.

INFOQUEST NIG LTD WAS NEVER AWARDED ANY CONTRACT ON ABUJA- KADUNA ROAD AS FALSELY AND MALICIOUSLY REPORTED IN A PUBLICATION OF DAILY TRUST NEWSPAPERS OF 21/01/2025. -DAILY TRUST TO RENDER UNRESERVED APOLOGY TO FEDERAL MINISTRY OF WORKS FOR UNJUSTIFIABLE FALSEHOOD The Honourable Minister of Works, His Excellency, Sen. Nweze David Umahi CON has rebutted in strong terms the unwarranted, false, misleading, and damaging report published in Daily Trust Newspapers of 21st January 2025, which falsely represented the Federal Ministry of Works as having awarded a section of Abuja-Kaduna-Kano road dualization to Infoquest Nigeria Ltd. In a press conference held on 21st January 2025 at the Conference Hall of the Honourable Minister of Works and attended by the Honourable Minister of State for Works, Rt. Hon. Barr. Mohammed Bello Goronyo, the Permanent Secretary, Federal Ministry of Works, Engr. Folunso O. Adebiyi and key directors of the Ministry, the Honourable Minister, described as mischievous, insensitively misleading and injurious the statement credited to him in the said publication, where he was wrongly quoted to have said that Infoquest Nigeria Ltd secured a "No objection" of N252.89 billion from the Bureau of Public Procurement ( BPP) for the rehabilitation of a section Abuja- Kaduna- Zaria-Kano road and where they described the Ministry as having awarded the said contract to an obscure company. He made it clear that the Ministry had no business relationship with Infoquest Nigeria Ltd. He further made it known that the company that has a contractual relationship with the Ministry on the said project is Infiouest International Limited and that the company is corporately active and is absolutely in compliance with all legal requirements and regulations set by the Companies and Allied Matters Act. He berated the mischief created by the publication as a deliberate orchestration by a cartel to malign the Ministry, undermine the efforts of the Renewed Hope administration in revolutionizing road infrastructure development and demarket the company that has proven capacity in road construction. He demanded from Daily Trust Newspapers a public apology to the Federal Ministry of Works to be published in at least 5 national dailies for unjustifiably publishing falsehood against the Ministry of Works. The Honourable Minister also alluded to the mischiefs and deliberate misrepresentation of facts contained in the sponsored publications made in several national dailies by Julius Berger Plc recently on the reason why they reneged in their contractual obligations in respect of the section of Abuja-Kaduna-Zaria-Kano road they were handling before it was determined. He wondered why the coordinated onslaught of falsehood, blackmail, gangup by adversaries to the policy of government just because of the Ministry's insistence on a new order of value for money, quality assurance and best practices in project pricing and execution. He urged the public and the press to join in this desirable fight against national sabotage by some contractors. In his remarks, the Honourable Minister of State for Works said he was delighted by the proactiveness and resoluteness shown by the Ministry in decapitating the intentions of those who made the false publication against the Ministry which according to him was intended to distract the Ministry and undermine its confidence before Nigerians. He called on the media operators not to allow themselves to be used by the fifth columnists to publish unfounded reports to undermine the Renewed Hope agenda but should always crosscheck their information with the appropriate authority so as to let out only the truth to the public. In his vote of thanks, the Permanent Secretary described the press briefing as thoughtful and timely. He harped on the importance of development journalism and urged the media to always uphold the truth in their professional duties of information dissemination rather than allow themselves to be used as a tool in the hands of enemies of our national development. ...

EIGHT-POINT AGENDA OF MR. PRESIDENT LINKED TO GOOD ROAD INFRASTRUCTURE - Umahi The Honourable Minister of Work, His Excellency, Sen. (Engr.) David Nweze Umahi, CON, FNSE, FNTI has reiterated that the availability of good road network is instrumental to achieving food security, ending poverty, improving security, enhancing economic growth and job creation. He affirmed this, while opening a two-day retreat organised for Highways Engineers and management staff of the Ministry with the theme, “Ensuring Delivery of Mr. President’s Agenda on Road Infrastructural Development” on 17th January, 2025 in Abuja. According to Engr. Umahi, the massive infrastructural development embarked upon by the present Administration across the entire six (6) geo-political zones of the country is premised on stimulating the economy and improving the lives of the citizenry. He re-affirmed the present administration's commitment towards the reconstruction and rehabilitation of failing major highways across the zones, which will provide robust road infrastructure, as well as alleviate the sufferings of the citizens. He also added that the retreat, which is aimed at enhancing optimum service delivery, efficiency, and unity in the delivery of road projects, nationwide, is expected to help participants ensure that the government gets value for money expended on all projects. While urging participants, especially the Ministry’s supervisory staff, to make the best use of the retreat to sharpen and improve their technical capabilities, he expressed optimism that they would acquire enough resources to help in delivering Mr. President's 8-point agenda. The Minister, who earlier maintained that bad roads are tantamount to keeping people in prison, as it hinders their movement, also called on Highway Engineers to change their _modus operandi _and work professionally, imbibing internationally recommended engineering standards and practices, to achieve the objectives of the Renewed Hope Agenda of Mr. President. He directed that henceforth, contractors must mobilise to the site before requesting for mobilisation fee. Acknowledging the need for continuous capacity building for Engineers, as an enabler for improvement in service delivery, he promised that such exercises would be institutionalised. He, as well, directed all Federal Controllers of Works (FCW) to dismantle all speed calming devices/measures (speed breakers or bumps) on Federal highways in their respective states, insisting that there is nothing wrong in mounting such bumps but there should be approval and standard design and specifications guiding such endeavours. In his Goodwill Message, the Permanent Secretary, Federal Ministry of Works, Engr. Olufunsho Adebiyi, FNSE thanked and welcomed the Honourable Ministers for approving, as well as gracing the occasion. He called for rapid transformation in service delivery in the road sector. The Permanent Secretary, however, formally presented to the Honourable Ministers, a team of transformed Engineers, who are willing to support the government achieve its Renewed Hope Agenda. The Honourable Minister of State for Works, Muhammadu Bello Goronyo, Esq., eulogised the personality of the Minister, whom he revered and referred to as a go-getter, intelligent, hardworking and highly professional. He expressed gratitude to all stakeholder for their collaborative efforts in ensuring the success of the present administration, particularly in the provision of critical road infrastructure. The Chairman of the House Committee on Works, Hon, Akin Alabi enjoins the Ministry to put in more effort, so that our roads work for the citizens, while the Chairman, Senate Committee on Works, Sen. Mpigi Barinada, called on the need to engage the members of the National Assembly (NASS) to ascertain that correct appropriation is made to accommodate all Nigerian roads. The retreat was facilitated by a panel of experts delivering insightful presentations on critical topics. The panelists included the Permanent Secretary of the Ministry, the Director, Highways, Construction and Rehabilitation, Engr. Clement Ogbuagu, representative of the Chairman, Economic and Financial Crimes Commission (EFCC), Mr. Francis Useni, the Chairman of the FCT Civil Service Commission, Engr. Emeka Eze and retired directors from the Ministry such as Engineers Bala Danshehu, Bola Aganaba, J. A. Yusuf, A. A. Adebiyi and Olufemi Oyekanmi. Their Sessions covered Compliance with Procurement Laws, Prudent Use of Resources, Project Planning and Alignment with President Tinubu’s Eight-Point agenda. Discussions were centred on the composition of the Site Management Team; Project Planning; Resolving Bill 1; Direct Labour Policy; Inter Relationship between Engineers; Adherence to the Rules of Law and lastly, Funding of Projects. It was agreed that the Ministry should return to its original structure; waiver for recruitment of young Engineers is to be pursued to bridge the gap of shortage of staff; there is no free money in Bill 1 anymore; the issue of direct labour was stepped down, as extant laws do not support it, more so, to avoid conflict of interest with the Federal Emergency Road Management Agency (FERMA). It was rather agreed that FERMA should be strengthened to effectively carry out its mandates. The Ministry was advised to lobby for the establishment of a Federal Highways Authority; Participants were admonished to eskew backbiting and learn to bond with each other, as well as to forgive one another. As takeaways from the Retreat, participants were asked to reduce the use of emergency contracts; publish all contracts on the Ministry’s websites, including the names of the contractors, and value for money expended on every project; ensure that effective from 2025, categorisation of contractors will start and no longer portfolio or envelop contractors. To avoid unnecessary embarrassment, Officers need to apply extant rules in discharging their duties. The year 2025, being a year for enhanced performance for Mr. President, priority projects will be tracked by the second quarter of 2026, which should be ready for commissioning. Participants also were urged to ensure that Nigeria roads are motorable, especially that of Abuja - Kaduna, a vital artery linking the South to the North of the country. DISCOUNTENANCE THE BASELESS RUMOUR THAT THE 3RD MAINLAND BRIDGE IS JERKY AND DEFECTIVE AS A DECEPTIVE PROPAGANDA FROM THE FIFTH COLUMNISTS The attention of the Honourable Minister of Works, His Excellency Sen. Engr. Nweze David Umahi CON has been drawn to a widely circulated but baselessly and maliciously orchestrated rumour that the 3rd Mainland bridge is shaky and defective. The rumour, for all intents and purposes, is nothing but an untactful falsehood by the fifth columnists whose mission is to undermine the confidence and solidarity reposed on the works sector of the Renewed Hope administration by Nigerians. The Honourable Minister of Works had upon getting wind of this needless rumour and, for the benefit of the doubt, deployed a team of engineers led by the Federal Controller of Works in charge of Lagos State, Engr. Olukorede Kesha to inspect the entire length and width of the bridge measuring 11 kilometers with a view to ascertaining if by the whiskers anything went amiss with the 3rd Mainland bridge. The report is the same; that the bridge is hale and hearty, and its integrity is undoubtedly intact Members of the public are therefore enjoined to disregard the false rumours making the rounds on the state of the 3rd Mainland bridge. The Renewed Hope administration of the President of Nigeria, His Excellency Bola Ahmed Tinubu GCFR, has demonstrated unprecedented commitment to the revampment of the inherited road infrastructural deficiencies. The 3rd Mainland bridge, including other iconic bridges in Lagos, has received priority intervention by Mr. President knowing their vitality to the road communications and transportation ecosystem in Lagos and beyond. That is why the superstructure, the substructure, and other underwater elements of the 3rd Mainland bridge are receiving profound repairs by the Renewed Hope administration. The Federal Ministry of Works is up to task and speed in changing the narratives in the road infrastructure development in Nigeria. FCE Guzau Joins Beneficiaries Of FG’s Ongoing Road Intervention Scheme

· As Fashola commissions, hands over 1.5 km rehabilitated road to the all-female institution

The Federal College of Education (Technical) Guzau, Zamfara State, Tuesday, March 8, 2022, joined other beneficiaries of the on-going Federal Government Road Intervention Scheme in Federal tertiary institutions across the country as the Minister of Works and Housing, Mr. Babatunde Fashola, SAN, commissioned and handed over a 1.50-kilometre internal road rehabilitated by the Ministry.

The road, which, according to some students and staff of the all-girls institution, was in a very dilapidated condition before the intervention by the Federal Government, constituted a very big challenge to both residents and day students, especially in terms of access to lecture halls and hostels as it is a major link between the halls of residence and lectures as well as administrative blocks.

In his address at the event which attracted top administrators of the institution and other dignitaries, including the Emir of Guzau, Alhaji (Dr.) Ibrahim Bello, among others, Fashola reiterated the commitment of the President Muhammad Buhari administration to extend infrastructure provision to tertiary institutions saying the purpose was to improve the education environment of the institutions.

The Minister, who was represented by the Federal Controller of Works in the State, Alhaji Hassan Muhammad Isa, said in addition to improving the quality of education in the institutions, the objective was also in line with the progressive ideal of the Buhari administration to improve human condition, adding that the scheme represented “a critical intervention to support education”.

The Minister told the esteemed audience which also included the Chairman Governing Council of the Institution, Architect Ubokutom Nyah, “It is undebatable that the quality of education will be impacted by the quality of infrastructure and the learning environment.” He added that those in doubt of the assertion should “Simply listen to feedbacks from students in the various institutions that have already benefited from the scheme.”

Pointing out that the Ministry is currently intervening in internal roads in 30 Federal Institutions across the country, Fashola said the Ministry had already successfully intervened in 45 such institutions, 29 of which had been handed over since 2021 while the handing over of another set of 17 completed ones, including the FCE (Technical) Guzau, has commenced.

“Today, we converge at the Federal College of Education (Technical), Guzau, to hand over an important asset, 1.50-kilometre rehabilitated road by the Federal Ministry of Works and Housing on behalf of the Federal Government”, the Minister said, adding that while a lot of work still needed to be done in all sectors of the nation’s economy, including education, the Buhari government has stepped up to lead the process of getting that work done.

He declared with delight,” The gap of our infrastructure need is steadily being bridged by a gradual process of repairs, renewals and constructions on our major highways and it has now reached the schools,” pointing out that the interventions have enhanced the enthusiasm of students with regards to attending classes as some defective roads in the institutions had been restored to good condition.

Pointing out that although the interventions come as civil Works project, they represent an investment in education as well as means of job creation. The Minister added that during the construction of the road, 31 people were employed in the process “contributing to the job creation initiative of the government”, expressing the hope that the benefiting schools would take ownership of the assets and protect them from abuse.

In his address, the Deputy Governor of Zamfara State, Senator Hassan Muhammad Nashiha, commended, the Federal Government for the intervention in the institution describing it as unique in the history of governments in the country. He specially congratulated the Minister “for undertaking the project in a very special way”.

He also commended the Chairman Governing Council of the Institution, who, according to him, has brought so many projects to the institution during his tenure, including renovation of hostels and toilets as well as recreation centre. The Deputy Governor, however pleaded with the Federal Government to build a perimetre fence around the institution considering the state of insecurity in the state.

Also in his goodwill message, the Emir of Gusau, HRM Alhaji (Dr.) Ibrahim Bello, thanked President Buhari and the Minister of Works and Housing for carrying out the reconstruction and rehabilitation of the road in the institution saying it had constituted a grave challenge to students. He also pleaded with the government to help put a perimetre fence around the school especially as it is an all-female institution.

As for the students, the event was an occasion to express their joy and gratitude to the Federal Government and particularly the Minister of Works and Housing whom they praised for his consistency and dedication in carrying out the project to conclusion.

From the President of the Institution’s Students’ Union Government (SUG, Comrade Mariam Salisu, who studies Home Science to Nwada Oluchi Alago, who studies Home Economics and Fatima Abubakar, a Second Year Primary Education student; through Salihu Hamisu of ICT Department and Promise Julius and her two friends, Yemisi and Justina, who both study Biology and Integrated Science as well as Fatima Mohammad, a physically challenged student in Special Education Department, the intervention was both “God-sent and timely.”

Also present at the occasion were the Secretary to the Government of Zamfara State, The Chief of Staff to the Governor and some top officials of the State Government, deans of faculties and Directors of Departments as well a the executive officers of the Students Union Government and the students body who came in their large numbers to show their gratitude to the Federal Government for the intervention.

ADDRESS DELIVERED BY THE HONOURABLE MINISTER OF WORKS AND HOUSING, BABATUNDE RAJI FASHOLA SAN AT THE 27TH MEETING OF THE NATIONAL COUNCIL ON WOKS

It is my pleasure to welcome you all to the fourth day of this memorable event of the 27th meeting of the National Council on Works (NCW) being held in Bauchi State.

2. Let me first express my profound gratitude to His Excellency, Senator Bala A. Muhammed CON, the Executive Governor and the entire people of Bauchi State for accepting to host the 27th meeting of the National Council on Works (NCW). This has demonstrated the mutual relationship and peaceful coexistence between the Federal and Bauchi State Government. The Bauchi State, "the Pearl of Tourism" is no doubt the treasure of the Nation considering its many beautiful tourist attraction canters across the State.

3. The theme of this year's Council meeting "Infrastructure Delivery, Maintenance Economy and National Prosperity" was carefully selected to alleviate the problems associated with lack of maintenance of infrastructure being provided by the Federal, State and Local Governments which results to huge money and retard the economy growth.

4. Nigeria like other developing Countries is seriously confronted with inadequate resources for establishment of infrastructure which are essential for National Economic Development. Since the Independence, a large chunk of the country's resources has been channelled to infrastructure constructions including roads infrastructure. However, maintenance culture which encompasses provision for adequate care of hard-earned infrastructure is needed to ensure sustainability of these roads’ infrastructure for national prosperity. Experts have posited that if any nation can imbibe the maintenance culture in every sector of the economy, it will reduce cost and ensure national economic growth. Therefore, provision of adequate road infrastructure with a maintenance backup will no doubt help the government in saving more money to achieve National Economic Prosperity.

5. The highly acquired capital infrastructure is not given adequate maintenance to enable it have a longer lifespan needed to support development efforts and thereby deteriorate to the point of starting afresh. Therefore, acquired infrastructure such as constructed road network, bridges, road signage should be properly managed and adequately maintained to ensure durability and enable them live up to their life span of 20 years of road construction.

6. In prioritizing Maintenance culture in the road network with the goal of improving its 195,500 km road network of which about 60,000 km are paved while 135,000 road networks are un-tarred, the Federal Government and the States need to collaborate together along with investments from International
Finance Institutions and Public Private Partnership intervention in order to achieve the desired goal in Infrastructure Delivery, Maintenance Economy and National Prosperity.

7. Therefore, the 27th Council is expected to provide policy frame work that will sustain concerted and consistent culture of maintenance on the infrastructure on ground and also build in maintenance policy in the future road projects to move the country to the next level.

8. Kindly bear in mind that your recommendations will bear far reaching importance in Nation building and it is my prayer that our Highways will become safer and more comfortable for all and the nation's economy will be revamped and sustained.

9. I urge you to contribute meaningfully to the deliberations here today which will not only enhance improvement in the road infrastructure but will also stimulate world standard maintenance culture in the Nigerian road system.
