National Media Tour: FG Intensifies Renewed Hope Agenda with Strategic Road Projects Across Nasarawa State

The Federal Government has reaffirmed its intention to improve road infrastructure across the country as part of efforts to enhance economic growth, connectivity, and ease of movement for Nigerians. This assurance was reiterated during the continuation of the Federal Ministry of Works’ nationwide media tour and commissioning of emergency and special intervention projects in Nasarawa State.

Speaking during the tour, the Director of Information and Public Relations of the Federal Ministry of Works, Mal. Mohammed A. Ahmed, stated that the projects are part of the Federal Government’s strategic efforts to rehabilitate critical sections of its road network under the leadership of President Bola Ahmed Tinubu, GCFR. He explained that upon assuming office in May 2023, the present administration inherited 2,064 ongoing road projects, many of which had been abandoned due to funding challenges, and an inherited debt burden of about ₦13 trillion.

According to him, the Federal Government consequently prioritised 260 emergency and special intervention projects across the country to address critically failed sections of federal roads and areas affected by flooding and other natural disasters.
“These projects were initiated to quickly restore critical road and transport links to ensure seamless movement of people, goods, and services across the country,” Ahmed said.
He noted that the intervention projects are being executed under the leadership of the Honourable Minister of Works, Senator Engr. David Umahi, CON, FNSE, FNATE, is part of the administration’s broader infrastructure development drive under the Renewed Hope Agenda.

One of the projects commissioned during the tour was a 6-kilometre section of the road linking Agyaragu town to Sabon Kwara in Keana Local Government Area, Nasarawa South Senatorial District, Nasarawa State. The contractor, A.A. Albasu (Nigeria) Limited, commenced construction in November, 2022 and completed it in November, 2023. The project forms part of a 10.5-kilometre corridor serving the surrounding communities.

The construction works included earthworks, excavation and removal of existing culverts, and excavation to the required depth to receive blinding. Other works carried out include the provision of pipe culverts and lined drains, 200mm thick naturally occurring lateritic sub-base course materials, 100mm thick crushed stone base course, asphaltic concrete wearing course, surface dressing on shoulders, and lane markings.

Providing technical details of the project, the Federal Controller of Works in Nasarawa State, Engr. Ishaku Mamri, explained that the road had previously been in a deplorable condition, causing significant hardship for road users, residents, and traders, who rely on the route to transport goods and access nearby towns. He disclosed that the rehabilitated section was constructed to a standard width of 7.3 metres with shoulders, and that it includes approximately 4 kilometres of drainage infrastructure to ensure durability and effective water management. “The road was awarded in November, 2022 and completed in 2023. It has since been in use by the community and has significantly improved movement within the area,” he added. Engr. Mamri noted that residents have expressed appreciation for the intervention, while also appealing for the completion of the remaining four (4) kilometres of the alignment.

As part of the Media Tour, Engr. Ahmed Tijjani Aminu, a representative of the Council for the Regulation of Engineering in Nigeria (COREN), and the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr Simon Obagu were present. Also present was the Chairman of the Nigeria Union of Journalists (NUJ), Nasarawa State Council, Comrade Salihu Mohammed Alkali, who performed the official commissioning of the project, on behalf of the Honourable Minister of Works.

The media tour also included a visit to the ongoing Lafia Bypass project site, a 15.8-kilometre alternative route designed to ease traffic congestion within Lafia metropolis by providing a faster corridor for commuters travelling between Abuja, Makurdi, and the eastern parts of the country.

According to the Project Engineer for Messrs China Harbour Engineering Company (CHEC), Engr. Tijani Olalekan, the contract, which had previously stalled after being awarded by the past administration, fully recommenced in February, 2024 under the current administration and has now reached over 80 percent completion. It is expected to be completed before the end of the year.

The scope of work includes site clearance and earthworks, construction of hydraulic structures, sub-base, stone base, stone pitching, lined drains, asphaltic concrete binder course, as well as the relocation of electrical poles along the project’s corridor.

The Commissioner of Works, Housing, and Transport, Nasarawa State, Hon. Mu’azu A. Gosho, commended the contractor for the quality of work. Also present were the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr. Simon Obagu, Engr. Ahmed Tijjani Aminu, representing COREN; the NUJ Chairman in Nasarawa State, Salisu Mohammed Alkali; and community members, who all expressed satisfaction with the quality of the work executed.

At the Nasarawa–Toto axis, officials also visited ongoing rehabilitation works on the Keffi–Nasarawan Toto–Abaji road, a strategic route aimed at improving connectivity between the Federal Capital Territory, Nasarawa, and other neighbouring states.
The Controller explained that the road project, originally awarded in 2018, experienced delays due to inadequate funding but has since gained momentum following renewed commitment from the Federal Government.

The FCW further revealed that the project has been restructured into phases, with the initial Phase 1 nearing completion under the 2025–2026 budgetary provisions, while Phase 2, involving concrete pavement construction is set to commence, soon. The Federal Government recently approved the second phase of the project covering approximately 129.3 kilometres at a cost of about ₦203 billion, further underscoring the administration’s commitment to strengthening the nation’s road and transport infrastructure.

The Project Manager, Mr. William, as well as the Site Engineer, Engr. Daniel Aleyemi, assured the team of quality work, while expressing optimism that the project would be completed before the end of the month.

The Director of Information and Public Relations emphasised that road infrastructure development remains a central pillar of President Tinubu’s Renewed Hope Agenda, particularly under the priority area focused on expanding and improving the national infrastructure. He noted that the administration is also advancing four (4) Legacy Road Projects, including the Lagos–Calabar Coastal Highway, the Sokoto–Badagry Super Highway, the Calabar–Abuja Super Highway, and the Dualisation of Akwanga–Jos–Bauchi–Gombe Road, all aimed at transforming connectivity and stimulating economic development across the six (6) geopolitical zones of the country. All the roads will be on concrete pavements with solar street lighting and railways.

The nationwide media tour, he added, is designed to promote transparency, allow journalists and professional bodies to verify the quality of ongoing works, and enable Nigerians to see firsthand the progress being made in the delivery of critical infrastructure.

The Federal Government reiterated its commitment to sustaining the momentum in road construction, reconstruction, expansion, and rehabilitation to support economic growth, national integration, and improved quality of life for Nigerians.

ARMED FORCES FULLY BACKING THE RENEWED HOPE ROAD INFRASTRUCTURE INITIATIVES, DESCRIBE ROAD AS CRITICAL TO NATIONAL SECURITY AND AS A CATALYST FOR SUCCESSFUL MILITARY OPERATIONS AGAINST BANDITRY The Honourable Minister of Works, His Excellency Sen. Engr. Nweze David Umahi CON has been assured of the full backing of the Nigerian military in his efforts towards realizing the lofty road infrastructure objectives of the Renewed Hope administration of the President and Commander-in-Chief of the Armed Forces of Nigeria, His Excellency, President Asiwaju Bola Ahmed Tinubu GCFR. This assurance was conveyed by the Chief of Defence Staff, Federal Republic of Nigeria, General Christopher Gwabin Musa, OFR during a courtesy call to the Honourable Minister of Works, held at the Ministry's conference hall, Mabushi-Abuja on 16th April 2024. Speaking during the courtesy call the Defence Chief commended the glaring determination of the Honourable Minister of Works to return Nigeria's road infrastructure to the part of glory knowing the importance of road to the socio-economic transformation of the nation. He placed on record the strategic importance of road to national security and its place in achieving successful military operations against acts of banditry. He said, "We are following your activities on the internet, and we know you're almost everywhere. I want to commend you for the efforts you are putting in. We know how determined you are to ensure that our roads are back. We all know that without roads, there can be no peace. That's true for rural areas and urban areas. Roads are significant and very important to the growth of any nation. Despite all the challenges, we’ve seen how comments have been made, both professionally and unprofessionally, to your person, but you’ve been strong. I want to encourage you, sir that the Armed Forces of Nigeria is solidly behind you. We will continue to provide every necessary support that you require. We are just a phone call away. Whatever there is, that you would want us to do for you, be rest assured, we will be there, because we know the relevance and importance of having good roads in any society." The Chief of Defence Staff also appealed to the Honourable Minister to take into consideration the need for interventions on the deplorable condition of some roads in the North East where bandits are taking advantage of the poor conditions of roads in the area to defy and relegate security operations. He noted that the areas where the military were recording high casualties of both manpower and equipment, especially in Maiduguri, were the areas the bandits use Improvised Explosive Devices (IEDs) in their attacks knowing fully well the deplorable conditions of the roads in those areas. He said, "So for us, roads are critical to our success in our operations. I want to appeal to you, whatever it is, whatever it takes, if we can fix most of these roads that we have, it will greatly assist us in carrying out our operations. Once we have good roads, the funny thing about North East, especially Borno State, will be resolutely tackled. Most of the distances are not that long." In his response, the Honourable Minister of Works thanked the Defence Chief for the wonderful work the Armed Forces are doing to rejig the security architecture and rid the nation of banditry. He particularly thanked Mr. President who is the Commander-in-Chief of the Armed Forces for the successes he has recorded in the fight against banditry in Nigeria. He said that the military deserves the cooperation, support, and solidarity of all Nigerians in their efforts and sacrifices to secure the citizenry. He decried the recent brutal killing of the military personnel in Okuama Delta State and thanked the military for their sense of maturity in the face of the needless provocation. "Let me offer my deepest condolences to you for your personnel that were brutally murdered at Okuama in Delta State while doing everything to ensure peace and security in the area. It's quite very unfortunate. Let me thank Mr. President for the maturity and thank the military led by you for the maturity. Those personnel who were killed are children of parents. They have children, and they have wives. Our hearts go out to you and their families, and we condemn that very terrible and barbaric act. We caution those who are making very unhealthy statements on the matter, as if the lives that were lost were the lives of animals" The Honourable Minister assured the Defence Chief of the preparedness of the Ministry in addressing the concerns of the military on the conditions of roads, especially in the areas of their operations in the North East. He said, "Let me appreciate your concerns over our roads, especially as it affects your programmes in North East. And let me assure you that when we get those routes and your major concerns, we are going to analyze them to know the ongoing projects among them, and then know why the projects are slow in their execution. It could be for the reason of funding. Everything has become a priority in our road sector development. We would like to analyze it and together we will take it to Mr. President, who has put the security of life and property ahead of any other thing." He further said, "I'm very sure that Mr. President, as usual, will give it the desired attention. It's not his will that any person will die for the reason of a bad road. So I'm reassured by the character and the content of Mr. President that something will be done. We have to get our designs and figures right, and together, we can do that." ...

ROAD PROJECT DELIVERY UNDER PRESIDENT TINUBU DONE WITH INCREDIBLY LOWEST COST AND GREATEST QUALITY, AND SPEED ...Works Minister Describes The Statement Credited To The Former Vice President, Atiku Abubakar On The 700km Coastal Highway As A Gross Misrepresentation Of Facts And Figures, And A Ploy To Mislead Nigerians By Darkening Counsel Without Knowledge The Honourable Minister of Works, His Excellency, Sen. Engr Nweze David Umahi, CON has expressed that despite the skyrocketed cost of materials in the construction industry caused by the dynamics of commodity price inflation and supply chain disruptions, the administration of His Excellency, President Asiwaju Bola Ahmed Tinubu, GCFR has remained unmatched in prudence, cost effectiveness, speedy and quality delivery of road projects. He made this comment during his inspection visit to the on-going rehabilitation of Enugu - Port Harcourt dual carriageway section 4 (Aba - Port Harcourt) handled by China Civil Engineering Construction Corporation Ltd (CCECC) on 8th April 2024. The Honourable Minister who also visited the construction of a 23-span flyover bridge project at Eke-Obinagu Junction (NNPC Depot), along Enugu Abakaliki Road, Enugu State handled by Reinforced Global Resources Ltd, the rehabilitation work at the collapsed bridge site at the New Artisan Bridge near NNPC mega fillings station Enugu Capital City, Enugu State handled by CCECC, the rehabilitation of Enugu-Port Harcourt Expressway Section 3, Enugu- Lokpanta handled by CGC, the Rehabilitation and Reconstruction of Enugu-Port Harcourt dual carriageway section 2 (Umuahia Tower-Aba Township Rail/ Road) in Abia State, handled by the Arab Contractors and the reconstruction of the dualized 15km section of the East-West road section III: (Eleme Junction- Onne Port in Rivers State being executed on reinforced concrete pavement like the coastal road) handled by RCC, said that the administration of President Asiwaju Bola Ahmed Tinubu is committed to a diversified and sustainable economic future of Nigeria, and this he is doing in the works sector through aggressive infrastructure development that would provide access to trade, tourism, industrialization and safety, especially along the local economic corridors. While reacting to a statement credited to the former Vice President of Nigeria, His Excellency, Alhaji Atiku Abubakar on the 700 km coastal road projects, the Honourable Minister described the analysis he made on the coastal road project figures and the economic importance of the all-important coastal highway project as a gross misrepresentation of facts, and figures and a ploy to mislead Nigerians by darkening counsel without knowledge. "He doesn't understand figures. I am going to run figures for him to understand, and he will understand how prudent the administration of President Tinubu has been. He will understand how prudency is taking the centre stage in this administration. The President has once queried me on the cost of on-going projects nationwide. I had to analyse every basic rate of construction materials to arrive at our unit rates. I showed it to Mr. President. He still thinks I should bring down the cost of projects. At the same time, the contractors are crying that I am oppressing them so much by reviewing the costs of their projects downwards. They lamented that what they were getting before, they are no longer getting it now. They cried out. But when I run the figures, Nigerians will see what this present administration is doing. So, I'm not here to run the figures now. I will do that in a press conference on my visit to Lagos from 10th April 2024 to 12th April 2024.” On the economic importance of the coastal highway, he stated, "I will tell you the economic benefits of the project and how the coastal road is tying the entire country together. It's not tying just South-South and South- West. It is tying the North and South together. We are starting a project from Badagry to Sokoto, and we have a spur on this coastal route to that route and the African Trans Sahara Road that is passing from Enugu to Abakaliki to Ogoja to Cameroon which has a spur to the North". His Excellency, former Vice President Akitu Abubakar, may not know that the third section of the project is starting in Calabar by July 2024. The Honourable Minister commended the pace and quality of work on the projects he visited but harped on the need for the contractors to heed the project delivery timeline. On the progress of work at the East West Road section III, he said, "The reinforcement is very good, the concrete is very good, the speed is not very good, so they have to increase their speed. If RCC doesn't increase their pace, I will take out a portion of this road and give it to another contractor. We will not want contractors to stay on a job like this 15km dualization for two years or more." ...

PRESIDENT TINUBU PRAISES CONCERTED EFFORTS OF SOUTH-EAST LEADERS IN PEACE BUILDING AND GOVERNANCE 1. The President of the Federal Republic of Nigeria, His Excellency, President Asiwaju Bola Ahmed Tinubu GCFR has commended the leaders of South-East for their concerted efforts in harnessing their collective experience, knowledge and relationships to advance developmental ideals, peace building and robust democratic governance in South-East. The President made this commendation during the burial ceremony of late Deaconess (Mrs) Theresa Osinachi Omoke JP, the mother of his Senior Special Assistant on Community Engagement, South East, Barr. (Mrs) Chioma Nweze, CEHF. 2. The President, represented by the Honourable Minister of Works, His Excellency Sen Engr Nweze David Umahi. FNSE FNATE, GGCEHF, CON, particularly thanked the Governor of Ebonyi State, His Excellency, Rt. Hon. Bldr. Francis Ogbonna Nwifuru, FNIOB, GGCEHF for raising the bar in the peace and security of the State and for deepening the cause of development of the State and all who live in it. He said, "You have taken every challenge of Ebonyi State as the challenge of the people, and you have raised the bar in advancing the People's Charter of Needs of Ebonyi State. The President is very excited about your performances." In his condolence message to the family of the deceased, the President described the late mother of his SSA on Community Engagement as a woman with exemplary virtues who made immeasurable contributions to the advancement of the cause of humanity, and enjoined her and the entire Omoke family to take solace in the accomplishments of her age. "I would like to condole with you and the entire Omoke family on the death of your beloved mother, an icon and the matriarch of your family who sadly passed away on 18th of December, 2023 at the age of 75". 3. The Honourable Minister of Works used the opportunity to clear the air on misrepresentations on media platforms over the government that handled the much commended rehabilitation of Third Mainland Bridge Lagos, which is now opened for road users. "The Third Mainland Bridge was not done by Lagos State Government. No, it was done by the Federal Government as directed by President Ahmed Tinubu GCFR. Everything about the funding was entirely done by Mr. President through his Minister of Works." He also used the opportunity to thank the leaders and people of South East for their support to the Renewed Hope administration of Mr. President. He said, "I want to send a message of thanks from Mr. President to the people of South East, for their support; I want to thank the Governors and appreciate them for their support, which is beyond party lines." He revealed, "In a very short moment, leaders of South East will come together to openly, publicly, and heartily appreciate Mr. President, and let Nigerians and the world know that we stand with the Renewed Hope agenda of Mr. President. 4. In his address during the event, the Governor of Ebonyi State thanked Mr. President for his fatherly disposition to all the States of the federation and his inclusive governance, which has renewed the hope of Nigerians in actualizing positive trajectories in the political and socio- economic history of the nation. He offered his deep condolences to the deceased family and his compassions to the cause of the family and community who would deeply miss her love and charity. FG Opens Bid On Highway Development and Management Initiative (HDMI)

The Federal Ministry of Works and Housing will officially open the bid for *Value Added Concession* under the Highway Development and Management Initiative (HDMI) on *Tuesday, June 1st, 2021 at 11a.m West African Time. * The bid will be witnessed by the *Infrastructure Concession Regulatory Commission (ICRC), * other interested partners and stakeholders.

It will be recalled that Honourable Minister of Works and Housing Mr. Babatunde Raji Fashola SAN, received the *Certificate of Compliance* for the *Outline Business Case* for the HDMI in December 2020, followed by the official launching of the *E-portal (https://hdmi.worksandhousing.gov.ng)* by the Honourable Minister on 29th March, 2021.

Applications were received from interested prospective concessionaires in response to the *Request for* *Qualification (RfQ )* and the bid will be opened on the *1st June, 2021*.

The Highway Development and Management Initiative was created by the Ministry of Works and Housing to develop and manage the Federal Road network through *sustainable Private Sector investment*, maximizing the use of assets along *the right of way*.

The twelve roads to be concessioned under the first phase of the HDMI are:

Remarks By H.E President Muhammadu Buhari At The Meeting With Mr Joe Kaeser, Ceo/President Siemens AG At The State House On Monday 22nd July 2019

1. Thank you all for coming today and for the roles you have all played in planning what we hope will be a significant project to dramatically improve the quality of our electricity supply.

2. I recall my meeting in late August, last year, with Chancellor Merkel here in Abuja, when both our Governments committed to future cooperation to support economic growth and development in Nigeria. We were clear that fixing the power sector was a key priority for this administration.

3. It was during that event that Mr Joe Kaeser, CEO of Siemens AG committed to working with Nigeria to develop a feasible roadmap to modernise our electricity grid with support from the German Government.

4. We all know how critical electricity is to the development of any community or indeed any nation. And in Nigeria, whilst we are blessed to have significant natural gas, hydro and solar resources for power generation, we are still on the journey to achieving reliable, affordable and quality electricity supply necessary for economic growth, industrialization and poverty alleviation.

5. Ladies and Gentlemen, there have been many attempts at solving the electricity problem in our country. Previous Governments have explored State funded solutions through the ill prepared National Independent Power Projects. They also explored the installation of large emergency power projects. There was also the partial privatization of the power generation and distribution sectors.

6. These various interventions to solving the electricity problem have yielded an imbalance between the amount of power generated and the amount available for consumers. Despite over 13,000 megawatts of power generation capacity, only an average of 4,000 megawatts reliably reaches consumers.

7. Now, we have an excellent opportunity to address this challenge.

8. This Government’s priority was to stabilise the power generation and gas supply sector through the Payment Assurance Facility, which led to a peak power supply of 5,222 MW. Nonetheless, the constraints remained at the transmission and distribution systems.

9. This is why I directed my team to ask Siemens and our Nigerian stakeholders to first focus on fixing the transmission and distribution infrastructure – especially around economic centres where jobs are created.

10. Whilst it was evident that more needed to be done to upgrade the sub-transmission and distribution system, our Government was initially reluctant to intervene as the distribution sector is already privatised.

11. I am therefore very pleased with the positive feedback from private sector owners of the distribution companies, who have all endorsed Government’s intervention to engage Siemens on this end-to-end plan to modernise the electricity grid.

12. Our goal is simply to deliver electricity to Nigerian businesses and homes. My challenge to Siemens, our partner investors in the Distribution Companies, the Transmission Company of Nigeria and the Electricity Regulator is to work hard to achieve 7,000 megawatts of reliable power supply by 2021 and 11,000 megawatts by 2023 – in phases 1 and 2 respectively.

13. After these transmission and distribution system bottlenecks have been fixed, we will seek – in the third and final phase – to drive generation capacity and overall grid capacity to 25,000 megawatts.

14. With our strong commitment to the development of Mambilla Hydroelectric and the various solar projects under development across the country, the long-term power generation capacity will ensure adequate energy mix and sustainability in the appropriate balance between urban and rural electrification.

15. Our intention is to ensure that our cooperation is structured under a Government-to-Government framework. No middlemen will be involved, so that we can achieve value for money for Nigerians. We also insist that all products be manufactured to high quality German and European standards and competitively priced.

16. This project will not be the solution to ALL our problems in the power sector. However, I am confident that it has the potential to address a significant amount of the challenges we have faced for decades.

17. Ladies and Gentlemen, it is our hope that as the power situation improves, we will improve investor confidence, create jobs, reduce the cost of doing business and encourage more economic growth in Nigeria.

18. I thank you for coming today, particularly those of you who have had to come from outside Nigeria. I wish you all safe stay in Abuja and safe journeys back home.
