National Media Tour: FG Intensifies Renewed Hope Agenda with Strategic Road Projects Across Nasarawa State The Federal Government has reaffirmed its intention to improve road infrastructure across the country as part of efforts to enhance economic growth, connectivity, and ease of movement for Nigerians. This assurance was reiterated during the continuation of the Federal Ministry of Works’ nationwide media tour and commissioning of emergency and special intervention projects in Nasarawa State. Speaking during the tour, the Director of Information and Public Relations of the Federal Ministry of Works, Mal. Mohammed A. Ahmed, stated that the projects are part of the Federal Government’s strategic efforts to rehabilitate critical sections of its road network under the leadership of President Bola Ahmed Tinubu, GCFR. He explained that upon assuming office in May 2023, the present administration inherited 2,064 ongoing road projects, many of which had been abandoned due to funding challenges, and an inherited debt burden of about ₦13 trillion. According to him, the Federal Government consequently prioritised 260 emergency and special intervention projects across the country to address critically failed sections of federal roads and areas affected by flooding and other natural disasters. One of the projects commissioned during the tour was a 6-kilometre section of the road linking Agyaragu town to Sabon Kwara in Keana Local Government Area, Nasarawa South Senatorial District, Nasarawa State. The contractor, A.A. Albasu (Nigeria) Limited, commenced construction in November, 2022 and completed it in November, 2023. The project forms part of a 10.5-kilometre corridor serving the surrounding communities. The construction works included earthworks, excavation and removal of existing culverts, and excavation to the required depth to receive blinding. Other works carried out include the provision of pipe culverts and lined drains, 200mm thick naturally occurring lateritic sub-base course materials, 100mm thick crushed stone base course, asphaltic concrete wearing course, surface dressing on shoulders, and lane markings. Providing technical details of the project, the Federal Controller of Works in Nasarawa State, Engr. Ishaku Mamri, explained that the road had previously been in a deplorable condition, causing significant hardship for road users, residents, and traders, who rely on the route to transport goods and access nearby towns. He disclosed that the rehabilitated section was constructed to a standard width of 7.3 metres with shoulders, and that it includes approximately 4 kilometres of drainage infrastructure to ensure durability and effective water management. “The road was awarded in November, 2022 and completed in 2023. It has since been in use by the community and has significantly improved movement within the area,” he added. Engr. Mamri noted that residents have expressed appreciation for the intervention, while also appealing for the completion of the remaining four (4) kilometres of the alignment. As part of the Media Tour, Engr. Ahmed Tijjani Aminu, a representative of the Council for the Regulation of Engineering in Nigeria (COREN), and the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr Simon Obagu were present. Also present was the Chairman of the Nigeria Union of Journalists (NUJ), Nasarawa State Council, Comrade Salihu Mohammed Alkali, who performed the official commissioning of the project, on behalf of the Honourable Minister of Works. The media tour also included a visit to the ongoing Lafia Bypass project site, a 15.8-kilometre alternative route designed to ease traffic congestion within Lafia metropolis by providing a faster corridor for commuters travelling between Abuja, Makurdi, and the eastern parts of the country. According to the Project Engineer for Messrs China Harbour Engineering Company (CHEC), Engr. Tijani Olalekan, the contract, which had previously stalled after being awarded by the past administration, fully recommenced in February, 2024 under the current administration and has now reached over 80 percent completion. It is expected to be completed before the end of the year. The scope of work includes site clearance and earthworks, construction of hydraulic structures, sub-base, stone base, stone pitching, lined drains, asphaltic concrete binder course, as well as the relocation of electrical poles along the project’s corridor. The Commissioner of Works, Housing, and Transport, Nasarawa State, Hon. Mu’azu A. Gosho, commended the contractor for the quality of work. Also present were the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr. Simon Obagu, Engr. Ahmed Tijjani Aminu, representing COREN; the NUJ Chairman in Nasarawa State, Salisu Mohammed Alkali; and community members, who all expressed satisfaction with the quality of the work executed. At the Nasarawa–Toto axis, officials also visited ongoing rehabilitation works on the Keffi–Nasarawan Toto–Abaji road, a strategic route aimed at improving connectivity between the Federal Capital Territory, Nasarawa, and other neighbouring states. The FCW further revealed that the project has been restructured into phases, with the initial Phase 1 nearing completion under the 2025–2026 budgetary provisions, while Phase 2, involving concrete pavement construction is set to commence, soon. The Federal Government recently approved the second phase of the project covering approximately 129.3 kilometres at a cost of about ₦203 billion, further underscoring the administration’s commitment to strengthening the nation’s road and transport infrastructure. The Project Manager, Mr. William, as well as the Site Engineer, Engr. Daniel Aleyemi, assured the team of quality work, while expressing optimism that the project would be completed before the end of the month. The Director of Information and Public Relations emphasised that road infrastructure development remains a central pillar of President Tinubu’s Renewed Hope Agenda, particularly under the priority area focused on expanding and improving the national infrastructure. He noted that the administration is also advancing four (4) Legacy Road Projects, including the Lagos–Calabar Coastal Highway, the Sokoto–Badagry Super Highway, the Calabar–Abuja Super Highway, and the Dualisation of Akwanga–Jos–Bauchi–Gombe Road, all aimed at transforming connectivity and stimulating economic development across the six (6) geopolitical zones of the country. All the roads will be on concrete pavements with solar street lighting and railways. The nationwide media tour, he added, is designed to promote transparency, allow journalists and professional bodies to verify the quality of ongoing works, and enable Nigerians to see firsthand the progress being made in the delivery of critical infrastructure. The Federal Government reiterated its commitment to sustaining the momentum in road construction, reconstruction, expansion, and rehabilitation to support economic growth, national integration, and improved quality of life for Nigerians. “These projects were initiated to quickly restore critical road and transport links to ensure seamless movement of people, goods, and services across the country,” Ahmed said.
He noted that the intervention projects are being executed under the leadership of the Honourable Minister of Works, Senator Engr. David Umahi, CON, FNSE, FNATE, is part of the administration’s broader infrastructure development drive under the Renewed Hope Agenda.
The Controller explained that the road project, originally awarded in 2018, experienced delays due to inadequate funding but has since gained momentum following renewed commitment from the Federal Government.

Lagos 3RD Mainland Bridge Reopens Today The Lagos 3RD Mainland Bridge is to reopen to traffic today in the coming hours. Minister of Works, His Excellency, Senator David Nweze Umahi in a phone call in the early hours of today,directed the Controller of Works, Lagos State, Engr Mrs O.I.Kesha to open the Bridge to traffic inorder to ease the stress which motorist have been subjected to, during the period of the first phase of Rehabilitation works on the Bridge Speaking to journalists soon after the directive, the Minister of Works said, the successful completion of the first phase of the Rehabilitation works which was started and completed by the Bola Ahmed Tinubu led administration is a clear Indication that President Tinubu is working . Senator Umahi called on all Nigerians to continue to have faith in the Renewed Hope Agenda of the President ,maintaining however, that nothing good comes so easy. Federal Government Approves Funding of 30km Dualization of Three Sections of Benin- Lokoja Highway Under Tax Credit Scheme by BUA Group 1. In a bid to provide urgent and accelerated intervention on the critical sections of the Benin- Lokoja Federal Highway, the Renewed Hope administration of the President of Nigeria, His Excellency, President Asiwaju Bola Ahmed Tinubu GCFR has approved the immediate funding of 30km dualization of three sections of the road, to be funded under Tax Credit Scheme by BUA Group. The Hon. Minister of Works, His Excellency Sen Engr. Nweze David Umahi CON made this known during a meeting with all the contractors handling the Benin- Lokoja Federal Highway and some stakeholders from the area. The Honourable Minister said that the Ministry took some steps to review the texture of the pavement of the project to conform to the new innovation introduced by Renewed Hope administration to ensure best standards and durability According to him, "I first went through the road in September, and when I went through it, I was very satisfied that BPP and the Ministry did very fantastic work. But all I did was to keep the project but review the texture of the pavement. And so we allowed the existing carriageway to be on asphalt and then reviewed the new carriageway to be on concrete. Being satisfied, so we went through the process of notifying the BPP, and from there, we went to FEC, and graciously, FEC approved, and so we are in the process of signing an addendum to the contract." "Mr. President has approved that BUA Group should do 30km of the road in 3 locations multiplied by 2, that is 60km on Tax Credit" 2. The Honourable Minister commended BUA Group for their interest to handle the construction of the 30 km carriageway under Tax Credit Scheme and said the intervention was targeted at the critical sections of the road as already isolated when he last visited the Benin- Lokoja road. He stated, "Let me commend BUA plc very highly, because on their own they had indicated interest to do about 30km of the road on tax credit. That was one of the reasons I decided to go and revisit the road to know the section they needed to do and also to open the road. So, we had to open the road. We appealed to the road transport workers, that work would start Monday, the next week. That was 18th, and indeed, we briefed the President, and then Senator Adam Oshiomhole now came with the full weight of his person. " 3. Governors of Kwara and Kogi States Visit Hon. Minister of Works, Seek Federal Government's Intervention on The Ilorin - Lokoja Dualization of the Federal Highway 1. The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi CON has assured that the Federal Government under the Renewed Hope administration of His Excellency President Asiwaju Bola Ahmed Tinubu GCFR is committed to addressing the accumulated road infrastructural needs of the country as that would contribute progressively to the reinvigoration of the national and sub-national economies. This was contained in the message of the Hon. Minister of Works during the courtesy visit of the Governor of Kwara State and Chairman, Nigerian Governors' Forum, His Excellency, Abdulrahman Abdulrazaq and the Governor of Kogi State, His Excellency Ahmed Usman Ododo at the Federal Ministry of Works, Mabushi-Abuja on 11th March 2024. 2. The Honourable Minister said that holistic attention is being given to the Federal roads in all the States of the Federation by Mr. President, and this could be seen in the numerous road projects going on in the country under the Renewed Hope administration. "In all honesty, the roads are very terrible. But if you look at what we had when I took over in the month of August and what we are doing now, you will see a lot of commitment by Mr. President, not just on that stretch..., but all over the country. That's why he directed that I must visit all the States and all the projects." He assured the Governors who visited that the Ministry would look at the funding mechanism to kick-start the project once approved by Mr. President, as it is not contemplated by the budget. "And so, for coming and you had discussed this project with Mr. President, he does not joke with the welfare of Nigerians. He's one person that is infrastructure committed right from when he was Governor. Even on his own personal businesses, you'll see the development of infrastructure. So, he's very much interested. He understands that the road is everything in this country. It will improve security, improve agriculture, improve commerce and so on and so forth." 3. Speaking on behalf of the Governors that visited, the Governor of Kwara State said the purpose of their visit was to bring the condition of the Ilorin-Lokoja road to the attention of the Federal Government for possible intervention, adding that the road which also stretches to Markurdi, Gboko up to the Republic of Benin is key not only to the enhancement of the economy, but also to the development of solid mineral and agriculture in Nigeria. He expressed delight in the abundant interventions of Mr. President on road infrastructure across the nation and hoped that with the outcome of their meeting, the Federal Government would look into ways and means to fund the Ilorin-Lokoja dualization. He stated, "The primary purpose of this visit is to encourage the Federal Government to look into the Ilorin-Lokoja dualization of the Federal Highway. And it's a very major important road, which is not just an economic road, it is a belt of solid minerals in Nigeria and agricultural belt. So that road will open up the entire region for business, for commerce, agriculture." ...
Work progressing steadily on Abuja-Kaduna-Zaria-Kano Road Project - Minister
Minister of State for Works and Housing, Engineer Abubakar D. Aliyu (FNSE) has said that construction work is progressing steadily on the ongoing reconstruction of Abuja-Kaduna-Zaria-Kano Road and would be completed and delivered on time.
The Minister stated this on Thursday 11th February, 2021 while inspecting the project to assess the progress of the ongoing work.
“We are satisfied with the quality of work going on and we are working to increase the pace of the work. You can see that work is going on simultaneously on all sections of both lanes of the dual carriage 375km long road from Abuja-Kaduna-Zaria- Kano" he said
He explained that the work was initially for rehabilitation but now full reconstruction work was being done and this had delayed the job.
He said: “We are fully committed both from the President Muhammadu Buhari, the Honourable Minister, the Engineers and the Contractor to deliver the project in good time. We will deliver a quality work that will stand the test of time."
Speaking further, the Minister said that Federal Government had prioritized the project and this accounted for the high level of inspection going on the project because Government wanted to finish the project on time.
On the level of work done so far, the Minister said: "We have made a lot of progress. You can see that over 100km of the road, at a stretch, had been completed under sections one to three (Abuja-Kano) , 40km completed under section II (Kaduna-Zaria), and 70km completed under section III (Zaria-Kano)"
He stated that while some sections of the roads were at different levels of completion, section II would be delivered by first quarter of 2022 while section III would be completed by first quarter of 2023.
On his part, the Federal Controller of Works, Kaduna, Engineer Zira Adamu said that the quality of materials as well as the workmanship deployed for the works was satisfactory.
"The contractor is fully mobilized to site and since then work on the project has moved to five work zones and we are satisfied with the pace and quality of work.", he said.
On the challenges being faced, the Regional Manager of Julius Berger Nigeria Limited, Engineer Benjamin Bott lamented that despite the provision of warning / caution signs and traffic control devices to improve safety at diversions within the construction zones some motorists often disregard the signs thereby causing accident.
He added that the prevalence of kidnapping and armed robbery along the project corridor was also affecting their work.
The Abuja-Kaduna-Zaria-Kano road reconstruction project was awarded to Julius Berger Nigeria Plc on 20th December, 2017 and the project commenced on 21st May, 2018 with 36 months completion period.
Speech Delivered By H.E, Babatunde Raji Fashola, SAN At Press Briefing On National Infrastructure Maintenance Framework At Federal Ministry Of Power, Works And Housing Headquarters Mabushi, Abuja
I welcome you warmly to this press briefing to share information about two very important developments that occurred in the month of January 2019.
The first was that on the 9th January 2019, the Federal Executive Council, Nigeria's highest decision making organ of the Executive arm of government approved a National Maintenance Framework for public buildings.
The second is that on the 24th January 2019, President Muhammad Buhari signed into law a bill to prohibit discrimination against persons living with disabilities which included provisions for specific actions that must be taken within a period of 5 (FIVE) years to provide opportunities for such persons to live as normal a life as possible.
This briefing is meant to discuss what these developments mean for Nigeria and Nigerians, and to highlight the possibilities that they offer for our way of life and our economy.
National Maintenance Framework for Public Buildings
Let me start with the National Maintenance Framework on Public Buildings and first point out that for now, this only applies to public buildings but will ultimately extend to other public assets like roads, bridges, rail, power installations and other infrastructure of a public nature.
What the FEC approval means is that after decades of agonizing about lack of maintenance, the Buhari government has chosen to act.
This is policy decision of enormous profundity because the records do not indicate that any such policy decision has previously been taken at the federal level.
The decision was provoked by a memorandum from the Ministry of Power, Works and Housing that challenged the conventional thinking that "Nigeria does not have a maintenance culture".
The memorandum argued and FEC agreed, that maintenance of infrastructure whether public or private, is not a cultural issue but an economic one.
The memorandum showed that in the built industry, only about 23% of the workforce is employed by Design (6%) and Construction (15%), Governance (2%) , while the remaining 77% are employed by Maintenance and operation.
Council was persuaded to accept that while skill training and vocational centres exist almost nationwide for training artisans like plumbers, painters, bricklayers, welders, tilers, electricians etc., there is a lack of National policy that makes the practice of these vocations economically worthwhile on a sustainable basis.
The available data showed that many people trained in these vocations often resort to earning a living by resorting to other vocations in which they do not have a training, such as riding motor-cycles and tri-cycles in order to make a living.
Therefore, the federal government’s decision on maintenance is an economic one, to empower Nigerians at the base of the economic pyramid who are artisans, those at the middle of the pyramid who own small businesses, SMEs who are involved in manufacturing of building and allied materials.
What it entails is that:
* Site assessment of the affected buildings will have to be conducted, measurement are to be taken, valuation conducted and data is collated. This on its own requires the employment of people to carry out this process and therefore jobs will be created from the very first step.
* It will also provide for credible data such as lettable space, value of the property and so on which can form the basis of the economic decisions or even actions in emergency periods.
* Condition assessment is the next step that requires people to be trained and employed to assess the conditions of affected buildings from foundation to roof and for mechanical and electrical sustainability for purpose.
* In one of our sample buildings leading up to the memorandum to FEC, we found out that out of 63 air-conditioning units, 11 required replacement or repairs. We also identified windows, doors, tiles, roofing materials, plastering works that required replacement or repair.
* The maintenance program is then developed from these assessments as to what jobs need to be done to restore the building to fitness, what needs to be replaced and what needs to be repaired.
* This is the basis for the award of the maintenance contract following the existing procurement law.
* This provides a window of opportunity for small businesses who are into facility management and for young graduates of building tech, architecture, engineering and even technical schools to register for these contracts.
* Successful bidders are then in a position to employ artisans to execute the maintenance contract they have won in the bid.
* Each ministry, department and agency will be responsible for its own procurement for its own building after training of their designated personnel by the staff of the Ministry of Power, Works and Housing who will guide them through the framework approved by FEC.
* Because data is critical to the programme, each MDA will file data with the Ministry of Power, Works and Housing who will centrally manage data and use it to advise government and brief the public, while the MDA reserves the right to keep its own data.
* The award of contracts will not only drive employment for artisans, it will drive demand of manufacturing and suppliers of parts like wood, pipes, paint, tiles, electrical fittings, windows and tools, in addition to those of cleaning items like soap, detergent, polish, varnish etc.
This is the economy that we see ahead as we set out to implement this approval starting from buildings, and as I said, and extending to roads, rail, bridges etc. as we progress.
Our pilot programme covered 9 buildings comprising a Federal government college, a Federal Hospital, a Federal Court building, a federal prison, a federal secretariat and our office buildings at our headquarters here in Mabushi.
The pilot survey showed that these 9 (Nine) buildings will cost N40.3 billion to reconstruct, while it will cost N922.8m per annum to maintain them which is about 2.3 % of the cost of replacement.
Just these 9 (NINE) buildings will require about 448 people to keep them well maintained a year. For example, the school will require at least 30 people to be employed per school for maintenance; and the federal government owns 104 Unity schools which potentially will require 30 X 104 = 3,120.
So you can see the economy we see when this extends to all our hospitals, all our courts, all our prisons, all our police stations, all our universities and covers all public buildings.
This is an economic choice by this government to drive the small business sector, to drive skill utilization and to move the economy from growth without jobs to growth driven by new jobs that reward services.
But as if this was not enough, President Buhari raised the bar for construction, services and a new way of life for Nigerians when he signed the law to protect people living with disability from discrimination and exclusion.
We have 5 years to comply, and this requires that all our buildings must have lifts and ramps. (By this I mean well designed ramps for people confined to their wheelchairs, not hills they cannot use on their own).
We must modify all our toilets with support for our brothers and sisters who are living with disabilities, as we must build sidewalks for them to use our roads without colliding with vehicles.
Our airports and parking lots in buildings must become compliant with international best practice by providing corridors and facilities for people living with disabilities at arrival and departure points, while a minimum number of slots clearly designated must be provided for vehicles owned by people living with disabilities.
This is another opportunity for jobs to re-design, to re-model, to retrofit all our assets nationwide to comply with the law as signed by Mr President.
Ladies and gentlemen, this is the Nigeria that beckons upon us from today and the immediate future. A Nigeria where public infrastructure works because they are maintained.
A Nigeria where everybody has a secure sense of belonging because they can use their skills and labour to earn a decent income and retain their dignity.
A Nigeria where government cares for the people living with disability by providing the basic minimum facilities that gives them a sense of belonging to demonstrate their ability.
Government has taken the leadership role to provide the policy and the how to make this Nigeria possible.
It is now your responsibility and mine to take ownership of this platform of opportunities and make it work for all of us.
