FG Decries Road Vandalism, Reaffirms Commitment to Record Completion of Abuja-Kano Expressway The Federal Government has expressed deep concern over the rising cases of vandalism and misuse of newly constructed and ongoing road projects across the country, warning that such irresponsible acts threaten the lifespan and safety of critical national infrastructure. Minister of State for Works, Hon. Bello Muhammad Goronyo, Esq., issued the warning on Saturday, 8th November 2025, during a holistic inspection visit to the Outstanding Sections of the Abuja–Kaduna–Zaria–Kano Expressway project, where he condemned the destructive activities of some hoodlums along the completed and active sections of the road. The Minister, in particular, decried instances of individuals removing safety railings, damaging concrete pavements, or converting portions of the highway into refuse dumps and drying grounds—especially around the Jaji Bridge corridor in Kaduna State. “Maintenance begins with discipline and public responsibility,” Goronyo stated. “We have observed people cutting through newly completed road sections or tampering with vital components. These acts of vandalism must stop immediately,” he warned. In this vein, he urged traditional rulers, community leaders, and residents to take collective ownership of public infrastructure and ensure that such national assets are protected from misuse, adding that the government’s huge investments in road development must be safeguarded for future generations. “The Renewed Hope Administration of His Excellency, Asiwaju Bola Ahmed Tinubu is committing enormous resources to the building of durable roads across the country. Every act of vandalism or road abuse undermines national progress and the deployment of taxpayers’ money to other critical national priorities,” the Minister emphasised. Reaffirming the government’s resolve to complete the Abuja–Kaduna–Zaria–Kano Expressway within record time, Goronyo described the project as a flagship of President Tinubu’s Renewed Hope Agenda, designed to enhance trade, promote unity, and strengthen economic integration between the Northern and Southern regions of the country. He disclosed that the Section I (Abuja-Kaduna) of the project, spanning 144 kilometres, is progressing steadily across several active sections - from Tungan Maje and Jere to Katari, Kakau, Gonigora, and Agogo Junction—with significant work already completed in drainage, reinforcement, and the construction of the shoulders. “So far, about 26 kilometres of continuous rigid concrete pavement and 15 kilometres of binder and wearing course have been completed,” the Minister revealed. “The President has made it clear that funding will not be a constraint. It is now a matter of work and getting paid,” he informed the contractor, Messrs. Infiouest International Limited. In line with the President’s directive for durable infrastructure, the Acting Director, Highways, Bridges and Design at the Ministry, Engr. Musa Sa’idu explained that the project design was upgraded from flexible (asphalt) to rigid (concrete) pavement, capable of lasting for about a century and withstanding the stress of heavy-duty and overloaded vehicles. He further disclosed that a recycling approach is being used to strengthen the substructure, by mixing milled asphalt with stone base and cement to improve durability and minimize environmental impact. Mr. Robert Turner, Senior Project Manager of the company, reaffirmed their commitment to engineering excellence and set a target, adding that work is progressing seven days a week, with plans to introduce night shifts to accelerate completion. Concluding the inspection tour at the additional location of the Kano end of the alignment, the Minister reiterated that the Abuja–Kano Expressway remains one of the most strategic road corridors in the nation, symbolising Mr. President’s unwavering commitment to infrastructural renewal, national security, and economic prosperity. “This project is dear to the President’s heart. It is not just a road - it is a lifeline for trade, social and political integration, as well as national unity. Every Nigerian must play a part in protecting it,” Goronyo declared. Earlier at the end of Section II (Kaduna-Zaria), which has been completed and handed over by the previous contractor, the Briefing the Minister on the Project, the Federal Controller/Engineers’ Representative, Engr. Muhammad I. Matinja and the Project Manager for Messrs. Halis Matrix Limited, Engr. Minister detoured to inspect another ongoing construction work on the Unguwar Iliya-Bagudu-Kwantakaran-Tsiga-Bakori Road with Kadabo Bridge in Kafur Local Government Area of Katsina State. He expressed satisfaction with the progress of work, which has an approximate length of 17.3 kilometres, starting from Tsiga Town and passing through the Barde community. The scope of work includes the construction of a single carriageway and three reinforced concrete bridges.

FG Tasks Concessionaire on the Revitalization of Central Workshop Ijora Lagos for Optimal Delivery in its Mandate of Public Works The concessionaire interested in investment in the rehabilitation and management of the Central Workshop Ijora, Lagos under Public Private Partnership has been tasked on the need to leverage on the private sector initiatives of the Renewed Hope administration of the President of Nigeria, His Excellency President Asiwaju Bola Ahmed Tinubu, GCFR to invest on technologies that will promote best construction standards in Nigeria, bearing in mind the mandate of the Central Workshop which is essentially public works as provided by the Infrastructure Concession Regulatory Commission. The Honourable Minister of Works, His Excellency, Sen. Engr Nweze David Umahi CON stated this during a concession review meeting with the Public Private Partnership unit of the Federal Ministry of Works led by its head, Ugwu- Chima Nnennaya (Mrs) and Messrs. BETA Transport Nigeria Ltd led by its Director, Nana Fatima Paturel, dated 13th February 2024. He urged them to see the partnership as an opportunity to develop technologies that would help in the building and maintenance of the government's infrastructure, especially buildings, road construction, bridges, rail tracks, harbours, and aerodromes. He highlighted the importance of the Federal Government's approval for the concession of the Central Works Ijora, Lagos and expressed confidence that if fully rehabilitated and put into optimal use, it would create job opportunities and help in the training of Nigerian youths, artisans and craftsmen that would close the gap in the human capital formation needed to drive the construction and manufacturing industry. Considering the report on the processes leading to the finalization of the concession agreement with Messrs BETA Transport Nigeria Ltd, the Honourable Minister expressed reservations over the strength of negotiation that gave rise to the financial close, and therefore constituted a five- member committee to re- evaluate the negotiation outcome and make appropriate recommendations with a view to achieving value for the federal government. FG TO STRENGTHEN OPERATIONAL MODEL OF HIGHWAY DEVELOPMENT AND MANAGEMENT INITIATIVE TO ENSURE QUALITY DELIVERY AND EFFICIENT UTILIZATION OF ROAD INFRASTRUCTURE In his efforts towards rejigging the operational model of the Highway Development and Management Initiative (HDMI), the Honourable Minister of Works, His Excellency Sen. Engr. Nweze David Umahi, CON has introduced parameters that will strengthen the quality delivery and management of road infrastructure under the Public Private Partnership model of road infrastructure development known as Highway Development and Management Initiative (HDMI) and ensure efficient utilization of the completed projects by road users. The Honourable Minister gave this indication during a meeting with the Public Private Partnership unit of the Federal Ministry of Works and Messrs. Africa Plus Partners Nigeria Ltd (APPNL) concessionaires for the Benin-Asaba and Lagos-Abeokuta road corridors in his office on 12th February 2024. In the meeting, which had in attendance the team of the PPP headed by Ugwu-Chima Nnennaya (Mrs.) and the team of APPNL lead by Mr. Dipo Lawore and Mr. K. V. Rao, there were discussions on the way forward for achieving a more effective operational model for the HDMI programme and more efficient contractual relations between the Federal Government and Concessionaires. The meeting which dwelt on the review of the project parameters for the Benin-Asaba and Lagos-Abeokuta road corridors as negotiated in 2022 by Messrs. Africa Plus Partners Nigeria Ltd (APPNL) was necessitated by the heightened inflationary pressures, exchange rate concerns, reduced vehicular traffic on the highways occasioned by the increase in fuel pump price of Premium Motor Spirit (PMS). Speaking on the need for quality delivery of road projects and efficiency in project negotiation, the Honourable Minister listed what he termed Renewed Hope model of the Highway Development and Management Initiative (HDMI) and said the parameters would be finetuned, agreed upon and adopted in all contractual relations between the Federal Government and concessionaires going forward. He highlighted the parameters to include: a. The design of the project to be in line with the specification of the Federal Ministry of Works and investor can only improve upon the design made by the Ministry. b. A reasonable construction period must be agreed upon. c. There shall be no variation on the project. d. 100% of one carriage way must be completed before tolling by concessionaires. e. The business plan must be in line with the socio-economic dynamics. f. Terms of tolling of road projects must be in accordance with the Laws of the Federation, and standard contract conditions must be followed. g. Contingency and variation on Price (VOP) shall be utilized only by the express and written permission of the client. h. Bill of Quantities shall be verified and adopted in line with the prevailing market prices. i. Road count on traffic shall be carried out by the investor and where such data has been provided by the client, it is the duty of the investor to accept or verify and where the investor accepts, it shall be binding on all. j. It shall be the duty of the investor to sensitize the public on the toll programme in every project. k. The client shall have the right to terminate the job of the investor for failure to comply with the time of road project completion. l. Every road construction for highways must be in accordance with the highway standard prescribed by the Laws of the Federation. In their separate responses, the team leader of the APPNL and the head of the PPP unit of the Federal Ministry pf Works assured the Honourable Minister of their commitment to the innovative initiatives of the Federal Ministry of Works on road infrastructure and thanked the Hon. Minister for pointing out that there was a dire need to review not only the cost of the concessioned project, but also the scope of the project to meet with the standard of road construction in accordance with the innovations introduced by the Ministry under the Renewed Hope administration of President Bola Ahmed Tinubu, GGFR. They expressed their commitment towards a robust negotiation on the project review that would lead to a financial close so that work could commence without further delay. They promised to carry out further technical analysis on all the issues raised in the meeting and re-present same to the Honourable Minister for consideration. ...
WORKS MINISTER ALLAYS FEAR ABOUT THE STATE OF BRIDGES IN LAGOS, SAYS NO NEED TO WORRY * Umahi orders relocation of those cooking under Carter bridge The Honourable Minister of Works, Sen. Engr. Nweze David Umahi, CON, has allayed the fear of road users in Lagos about the integrity of the Third Mainland bridge, Eko and Carter bridges, saying “there is no need to worry.” Explaining the work to be done , he said “Some of the elements which are defective are going to be fixed. But there's nothing to worry about. We are going to reinstate those defective slabs with the new the design.” Speaking to journalists Wednesday after the joint assessment tour of the three bridges in company of the Honourable Minister of Finance and Coordinating Minister of the Economy, Wale Edun, the Minister explained that “over the years, after the construction of the bridge, there was no serious maintenance,” He therefore assured that the failure of the bridge would be addressed. “So, we are working on the problems about the bridges.” On the state of the Lagos shoreline, Sen. Umahi stressed that the shore protection on the marina needs urgent attention, noting that the Lagos railway project, the blue line might be threatened if nothing is done to address the matter. At the end of the exercise in Lagos, the Ministers who agreed there was need for rehabilitation work to be carried out, noting that the impact created by the current of water under the bridges and on the shoreline need intervention. On the ongoing rehabilitation of the third mainland bridges, the Minister revealed that some comprehensive works would be done especially in area of provision of street lights on and under the bridge and installation of CCTV. While praising the work being done by the Contractor, he assured that the bridge would be opened to road users soon. On his part, the Minister of Finance and Coordinating Minister of the Economy, Wale Edun commended the Minister of Works and his team of officials for their efforts at rehabilitating the roads and bridges as he described them as very important for economic development. While answering questions from reporters, the Minister disclosed that the Federal Government was looking to raise revenue to finance infrastructure, pointing out that “what we are targeting and working towards is a 77% increase in internally generated revenue for the Federal Government. So that is where the funding particularly is going to come from”, he submitted. Meanwhile, during the inspection tour, the Works Minister upon citing those cooking under the Carter bridge, ordered that security be mobilised to stop the menace, adding that they be relocated immediately to avoid any serious damage to the health of the bridge. In continuation of the inspection of Federal road projects in Lagos, the two Ministers also visited the Lagos - Calabar coastal highway and met with the contractor to review progress work on the project. The project when completed is expected to go through the shoreline linking Lagos with Calabar . FG Opens Bid On Highway Development and Management Initiative (HDMI)
The Federal Ministry of Works and Housing will officially open the bid for *Value Added Concession* under the Highway Development and Management Initiative (HDMI) on *Tuesday, June 1st, 2021 at 11a.m West African Time. * The bid will be witnessed by the *Infrastructure Concession Regulatory Commission (ICRC), * other interested partners and stakeholders.
It will be recalled that Honourable Minister of Works and Housing Mr. Babatunde Raji Fashola SAN, received the *Certificate of Compliance* for the *Outline Business Case* for the HDMI in December 2020, followed by the official launching of the *E-portal (https://hdmi.worksandhousing.gov.ng)* by the Honourable Minister on 29th March, 2021.
Applications were received from interested prospective concessionaires in response to the *Request for* *Qualification (RfQ )* and the bid will be opened on the *1st June, 2021*.
The Highway Development and Management Initiative was created by the Ministry of Works and Housing to develop and manage the Federal Road network through *sustainable Private Sector investment*, maximizing the use of assets along *the right of way*.

Remarks By H.E President Muhammadu Buhari At The Meeting With Mr Joe Kaeser, Ceo/President Siemens AG At The State House On Monday 22nd July 2019
1. Thank you all for coming today and for the roles you have all played in planning what we hope will be a significant project to dramatically improve the quality of our electricity supply.
2. I recall my meeting in late August, last year, with Chancellor Merkel here in Abuja, when both our Governments committed to future cooperation to support economic growth and development in Nigeria. We were clear that fixing the power sector was a key priority for this administration.
3. It was during that event that Mr Joe Kaeser, CEO of Siemens AG committed to working with Nigeria to develop a feasible roadmap to modernise our electricity grid with support from the German Government.
4. We all know how critical electricity is to the development of any community or indeed any nation. And in Nigeria, whilst we are blessed to have significant natural gas, hydro and solar resources for power generation, we are still on the journey to achieving reliable, affordable and quality electricity supply necessary for economic growth, industrialization and poverty alleviation.
5. Ladies and Gentlemen, there have been many attempts at solving the electricity problem in our country. Previous Governments have explored State funded solutions through the ill prepared National Independent Power Projects. They also explored the installation of large emergency power projects. There was also the partial privatization of the power generation and distribution sectors.
6. These various interventions to solving the electricity problem have yielded an imbalance between the amount of power generated and the amount available for consumers. Despite over 13,000 megawatts of power generation capacity, only an average of 4,000 megawatts reliably reaches consumers.
7. Now, we have an excellent opportunity to address this challenge.
8. This Government’s priority was to stabilise the power generation and gas supply sector through the Payment Assurance Facility, which led to a peak power supply of 5,222 MW. Nonetheless, the constraints remained at the transmission and distribution systems.
9. This is why I directed my team to ask Siemens and our Nigerian stakeholders to first focus on fixing the transmission and distribution infrastructure – especially around economic centres where jobs are created.
10. Whilst it was evident that more needed to be done to upgrade the sub-transmission and distribution system, our Government was initially reluctant to intervene as the distribution sector is already privatised.
11. I am therefore very pleased with the positive feedback from private sector owners of the distribution companies, who have all endorsed Government’s intervention to engage Siemens on this end-to-end plan to modernise the electricity grid.
12. Our goal is simply to deliver electricity to Nigerian businesses and homes. My challenge to Siemens, our partner investors in the Distribution Companies, the Transmission Company of Nigeria and the Electricity Regulator is to work hard to achieve 7,000 megawatts of reliable power supply by 2021 and 11,000 megawatts by 2023 – in phases 1 and 2 respectively.
13. After these transmission and distribution system bottlenecks have been fixed, we will seek – in the third and final phase – to drive generation capacity and overall grid capacity to 25,000 megawatts.
14. With our strong commitment to the development of Mambilla Hydroelectric and the various solar projects under development across the country, the long-term power generation capacity will ensure adequate energy mix and sustainability in the appropriate balance between urban and rural electrification.
15. Our intention is to ensure that our cooperation is structured under a Government-to-Government framework. No middlemen will be involved, so that we can achieve value for money for Nigerians. We also insist that all products be manufactured to high quality German and European standards and competitively priced.
16. This project will not be the solution to ALL our problems in the power sector. However, I am confident that it has the potential to address a significant amount of the challenges we have faced for decades.
17. Ladies and Gentlemen, it is our hope that as the power situation improves, we will improve investor confidence, create jobs, reduce the cost of doing business and encourage more economic growth in Nigeria.
18. I thank you for coming today, particularly those of you who have had to come from outside Nigeria. I wish you all safe stay in Abuja and safe journeys back home.
