UMAHI SHOWCASES FEDERAL PROJECTS IN EBONYI, SAYS SOUTHEAST IS GRATEFUL TO TINUBU AS EBONYI SET TO DEMONSTRATE ITS APPRECIATION TO THE PRESIDENT ON MONDAY The Honourable Minister of Works, Senator Engr. David Umahi, CON, on Saturday, June 13, 2026 led a Federal Government delegation headed by Presidential Adviser on Information and Strategy, Mr. Bayo Onanuga, on an inspection of ongoing federal road projects across Ebonyi State, using the occasion to highlight what he described as the unprecedented infrastructure transformation taking place under the administration of President Bola Ahmed Tinubu. Speaking during the inspection, Umahi showcased several strategic federal projects across the state and the Southeast, explaining that the region remains deeply grateful to President Tinubu for the tangible evidence of inclusion, fairness and development. At the Calabar - Abuja project sites, the Minister explained the strategic importance of a major flyover under construction along the Trans-Sahara Super Highway corridor. “Let me say that this is the point where the Trans-Sahara Route takes a bend. The essence of this flyover is to resolve the conflict at this point,” he said. According to him, the Federal Government has already made provision in the 2026 budget to connect the corridor directly to the Ebonyi State capital. “The road going to the capital city, which is 18km from this point, is included in the 2026 budget, and the Federal Government will undertake the connection to the city centre.” Umahi stressed that despite funding challenges, work would continue uninterrupted across project sites. “Of course, the contractor has not been paid, but we are creditworthy. All contractors being owed will be paid. There should be no stoppage of work because we want to see if we can commission this project by December. The cost is ₦25 billion.” The Minister described the projects as only a glimpse of what President Tinubu is delivering in the Southeast. “This is just the beginning. You will see remarkable projects of President Bola Ahmed Tinubu in the South-East. When we talk about the gains of the South-East under President Bola Ahmed Tinubu, some people who do not understand what we are talking about will continue to criticize us.” He declared that the people of the Southeast have taken notice of the President’s interventions and are prepared to openly express their appreciation. “The people of the South-East are very appreciative of what the President is doing. By Monday, under the leadership of the Governor of Ebonyi State, we will demonstrate this appreciation when we adopt the President as our sole candidate and, of course, the Governor.” Umahi was emphatic about the region’s political direction. “Let it be known that Ebonyi State is not obedient because we want to catch up with the rest of the country, and we will never be obedient. What happened before was an accident of history. It will not repeat itself.” The Minister also provided updates on the flagship Trans-Sahara Super Highway, revealing that a ₦668 billion contract has already been awarded and construction is progressing steadily despite the rainy season. “The project is about 28% completed. We are not stopping because of the rains. Work continues, especially with President Bola Tinubu’s concrete road technology.” Tracing the history of the corridor, Umahi said the project was originally conceived during the colonial era but remained unrealized for decades. “We presented the concept to the President, a man divinely called to do the impossible. What was once a colonial dream is now being realized more than sixty years later.” He described the highway as a critical economic route that will connect Nigeria to neighbouring countries while unlocking agricultural and industrial opportunities across the country. “The President is fulfilling that vision, and I am very happy because this is a major trade corridor. It connects us to Cameroon and serves as a transport route for rice-producing areas in Cross River, Benue, and Ebonyi States.” Highlighting the broader economic vision behind the President’s infrastructure agenda, Umahi said the four legacy projects of the Tinubu administration are far more than roads. “As I have always said, the four legacy projects of Mr. President are not merely road construction projects; they are investments.” Drawing comparisons with advanced economies, he explained that infrastructure investment remains one of the most effective tools for stimulating economic growth. “Infrastructure investment is critical. In countries such as the United States, whenever there is an economic downturn, governments invest heavily in roads and bridges because such investments stimulate growth across other sectors of the economy. That is exactly what the President is doing.” He further pointed to visible projects already completed or nearing completion across Ebonyi and neighbouring states, including major bridges, flyovers, dual carriageways and the Dangote Tax Credit Road Project. “We are grateful to the President and pleased with the work being done by our Governor.” Reaffirming the Southeast’s support for President Tinubu, Umahi said the region now sees clear evidence of inclusion in federal infrastructure investments. “The South-East has been included. Inclusiveness, fairness and equity are what we have always sought, and today we can point to tangible evidence of that inclusion.” The Minister also noted that having a Minister of Works from the Southeast has helped ensure the region’s needs receive the attention they deserve. “Without a Minister of Works from the South-East, we might not have secured all that has been achieved.” He added: “We can proudly say that while we may not be the first beneficiaries of federal road investments, we are certainly no longer the last.” Providing updates on President Tinubu’s four signature legacy projects, Umahi highlighted progress on the Lagos-Calabar Coastal Highway, the Sokoto-Badagry Super Highway, the Calabar-Ebonyi-Benue-Kogi-Nasarawa-Abuja Corridor and other strategic national routes. According to him, the administration’s infrastructure programme is designed to create jobs, support agriculture, expand regional trade, attract industries and unlock new economic opportunities nationwide. “The four legacy projects are investments designed to transform the Nigerian economy.” He explained that plans along the corridors include dams, irrigation systems, power infrastructure, agricultural settlements, housing developments, factories, hotels and renewable energy facilities. “The benefits are extensive and include both direct and indirect employment opportunities for Nigerians.” The Minister ended with a strong endorsement of President Tinubu’s leadership. “President Bola Ahmed Tinubu, God brought you. God will continue to guide and preserve you. We stand with you for the years ahead.” Addressing contractors handling federal projects in the state, Umahi reiterated the Federal Government’s commitment to quality and durability. “The moment you do not execute the work properly, it will be obvious. If you do it well, it will reward you. The method is the same, the principle is the same, and the quality is the same. We are using Grade 40 concrete.” He revealed that the 51-kilometre Okposi-Ohaozara-Ukawu-Cross River road project, valued at ₦53 billion, is nearing completion, with one section already over 90 percent completed and another at about 60 percent completion. The Minister further disclosed that the Federal Government has included the extension of the road to Akam in the 2026 budget, where the newly approved South-East Army Depot is located. He added that additional contractors are already working along the Enugu axis and that a new flyover has also been planned at Okposi to improve traffic flow and enhance connectivity in the area.
FG TERMINATES CONTRACTS WITH MOTHERCAT, DANTATA & SAWOE AND RCC COMPANIES FOR NON-PERFOMANCE ON THE DUALIZATION OF OBAJANA-BENIN ROAD; SECTIONS II, III AND IV, WARNS THAT GOING FORWARD, ALL FUNDED BUT NON-PERFORMING CONTRACTS SHALL BE TERMINATED The Federal Ministry of Works has terminated contract numbers 6136, 6137 and 6138 with Mothercat Ltd, Dantata & Sawoe Construction Ltd and RCC Ltd respectively. The projects affected by this termination are the dualization of Obajana - Benin road, section II (Okene - Auchi) in Kogi/Edo State; the dualization of Obajana - Benin road, section III (Auchi - Ehor) in Edo State and the dualization of Obajana - Benin road section IV (Ehor - Benin) in Edo State. The termination of the said contracts became necessary in view of the inordinate delay of the affected companies in job performance and their failure, neglect and or refusal to fulfil their contractual obligations as required by the Standard Conditions of Contract and this has affected the timely completion of the projects and thus resulted in the expiration of the contracts by effluxion of time. The projects which were awarded on 3rd December 2012 were advertently abandoned by the contractors and no genuine commitment or good faith was shown towards executing the projects after accepting the considerations offered by the Federal Government and thereby exposing the road users to untold hardship due to the deplorable condition of the projects. The Honourable Minister has therefore directed the engineers in charge to take necessary steps to enter upon both the site and the works and take the same over from the affected companies. He further directs the engineers concerned to, upon doing the needful, arrange with the affected companies for a joint measurement of work so far done by the said companies preparatory to taking over the sites from the said companies, and this directive is without prejudice to the exercise of other rights of Federal Government under the contract. He warns that the Federal Ministry of Works under his watch will not condone acts of unseriousness and sabotage by contractors whose plan is to become a clog in the wheel of progress of the Renewed Hope administration which is determined to change the ugly narrative of Nigeria's road infrastructure. He further warns that going forward, the government will not hesitate in terminating all projects that are funded but are non-performing. ...
COASTAL HIGHWAY: TINUBU TO FLAG-OFF SECTIONS THREE AND FOUR IN CROSS RIVER TO AKWA IBOM As part of the commitment of the Tinubu Administration to sustain its on-going infrastructural development drive in line with its Renewed Hope Agenda. The Federal Government has announced plans to commence the flag-off of the next phase of the Lagos- Calabar Coastal highway from Cross River to Akwa Ibom. The Minister of Works Senator (Engr) David Umahi disclosed this at the stakeholder’s engagement meeting in Uyo, Akwa Ibom state on 29, June 2024. According to the Minister of Works, “we are here to introduce sections three and four of the famous Lagos- Calabar Coastal Highway. "We started and awarded section one which started in Lagos and terminated at deep port in Lagos and is at 474 km "There is section two that is starting at Lekki Deep Sea Port and taking it to the famous Dangote Refinery" The Honourable Minister added that the President has graciously directed that sections three and four must start at Cross River and stop at Akwa Ibom. Senator Umahi recalled that the Senate President once addressed the people of Akwa Ibom state, and he assured them that "sections three and four will start on this part of the coastal highway and this is the fulfilment of that assurance, and we are happy doing this”. He added. Speaking further, the Minister explained "that section three has 27km on Akwa Ibom land 38km on Cross River State. While section four is entirely on Akwa Ibom that is 80km. When you add 27km and 80km, you have 107km, so you are benefiting through maximizing this coastal highway. "When we complete the procurement process and award these sections three and four, work will start in many sub- sections of this sections all at the same time. "Tinubu is a man who matches his words with actions. So, we are happy with the level of commendations and support we receive from Nigerians for the so many benefits of the coastal highway Speaking at the event, the Senate President, Senator Godswill Akpabio expressed his appreciation to President Bola Ahmed Tinubu for listening to his plea to start sections three and four of the coastal highways in Cross River State to Akwa Ibom. He called on the Akwa Ibom State Governor, Pastor Umo Eno to give maximum support to the federal government and buy into the coastal highway project. The former governor also called on the Minister of works to engage the services of engineers from the state on the project. Also speaking at the event, the Akwa Ibom state governor assured the stakeholders that the state will cooperate with the federal government to ensure the completion of the project. ...
WORKS MINISTER LAMENTS ON THE ATTITUDE OF EXPATRIATE CONTRACTORS ON ROAD PROJECTS. PLEDGE TO ENCOURAGE LOCAL CONTRACTORS The Federal government has announced plans to terminate the contracts of contractors carrying out the reconstruction and rehabilitation of the Lokoja-Benin road for delaying the contracts and not showing commitment to the plight of the people. The Minister of Works, Senator (Engr) David Umahi, disclosed this at the stakeholder’s engagement meeting in Uyo, Akwa Ibom on 29 June,2024 According to the Minister, while lamenting over the attitude of some unpatriotic expatriate contractors in the country warned that any contractor who continues to behave in that way will have his contract terminated. While inspecting projects sites along Calabar -Itu road on his way to Cross River State from Uyo, Senator Umahi was physically worried about the agony Nigerians go through over the poor condition of the road. He called on Julius Berger to return to the project site immediately to avoid sanctions from the ministry. "We are going to do everything to support local contractors, we are going to encourage them, build them so that they can compete with the expatriate contractors, but more pains no more gains" he said. The Minister thanked President Tinubu for his desire to alleviate the suffering of our people by carrying out massive infrastructural rehabilitation in the country. ...
Road: Our Intervention Strengthens Governments Job Creation Initiatives - Fashola
Works and Housing Minister, Babatunde Fashola,SAN has stated that the Tertiary Institutions Road Intervention Programme of his Ministry has strengthened Federal Government's job creation initiatives.
The Minister spoke during the commissioning and hand over of 1.62km internal road constructed by his Ministry to the management of the Nigerian Institute for Oil Palm Research (NIFOR) at Isiuwa in Edo state.
Fashola disclosed that, the project, while it lasted, created job opportunities for over 57 Nigerians adding strength to government's job creation initiatives and noted also that the infrastructure gap was steadily being bridged in tertiary institutions.
The minister who was represented by the Federal Controller of Works, Edo state, Engr.Ademola Aransiola also said the road was part of the additional internal roads of tertiary institutions under the intervention programme of the Ministry.
He explained that, there were 43 of such roads spread across tertiary institutions in the country, of which 29 had been completed. While 17 were handed over last year, the rest including this, are being handed over simultaneously
"While it is true that a lot of work needs to be done in many sectors of our national life including education, the present government was braising up to get the work done," he said.
Similarly, the Minister explained that the aim of the project was to improve the ambience of tertiary institutions therefore according to him, the quality of education will be impacted by the quality of infrastructure on the learning environment and further enhance academic activities.
He then urged the Institute's authority and researchers to ensure the road was properly utilized and maintained.
Speaking earlier, the Acting Executive Director of Nigerian Institute for Oil Palm Research, Dr. Celestine Ikuenobe expressed gratitude to the Minister who had graciously ensured approval and completion of the main access road of the Institute.
Dr. ikuenobe said he was happy about the government's intervention because the institute had borne the burden of ageing and collapsing infrastructure long enough to need total intervention.
Before the intervention, he said the main access road was in a total disrepair which negatively impacted service delivery to palms industry but the repairs have eased transportation for both staff and other road users.
Also a representative of the Governing Board of the Institute, Chief Wale Arowomole thanked the President and the Minister of Works and Housing for the laudable initiative and further requested for the rehabilitation of other road networks within the Nigeria Institute for Oil Palm Research.
A community leader, Okao of Isiuwa, Chief Ovenseri Aibueku expressed joy over the completion of the main access road seeing this as a resurgence of the good old days of the institute; the Institute was back to its former status being a beehive of activities.
Nigerian Institute for Oil Palm Research is one of the foremost agricultural research institutions established in Nigeria in 1939. It plays a major role in the research and development of crops like oil palm, coconut palm, date palm, raffia palm and Shea tree.
This role is prominent and very necessary in the diversification and growth of the Nigerian economy.
Third Year Progress Report As Delivered By H.E Babatunde Raji Fashola, SAN At The Conference Room Of The Ministry Of Power,Works And Housing
Distinguished ladies and gentlemen, Saturday the 10th day of November 2018 was the 3rd anniversary of the day when President Buhari inaugurated the current Federal Executive Council and announced the merger of the Ministry of Power, Works and Housing into one new ministry, on the 11th November, 2018.
Shortly after the inauguration and specifically on the 8th day of December 2015, I addressed members of the public in a statement titled “Setting the Agenda for Delivering Change” in which I set out what we inherited, what we plan to do, and what members of the public should expect from us.
For the sake of consistency, let me refresh your memories by repeating some of what I said about each sector, as a benchmark for assessing our progress in the report which I will present shortly.
With regard to our mandate on power supply, I promised that we will improve on the gas supply, increase the transmission capacity, pay MDA debts and generally improve your experience with power supply, first by getting incremental power, then proceed to stable power and hopefully reach uninterrupted power.
With regard to works, I said:
“As at May 2015, many contractors have stopped work because of payment and many fathers and wives employed by them have been laid off as a result. The possibility to return those who have just lost their jobs back to work is the kind of change that we expect to see…”
And with regard to Housing, I said:
“The Housing Sector presents an enormous opportunity for positively impacting the economy to promote not only growth but inclusion.”
I also said that:
“Government will lead the aggressive intervention to increase supply” starting with a pilot.”
Ladies and Gentlemen, on behalf of my colleagues, Hon. Mustapha Baba Shehuri and Surveyor Suleiman Hassan Zarma, the Honourable Ministers of State who manage this ministry with me, the Permanent Secretaries; Mohammed Bukar for Works and Housing; Louis Edozien, for Power, the Directors and all the staff of the ministry, the heads of our various parastatals and their staff, I am proud and happy to report that we have walked our talk, and we have delivered visible results and recorded qualitative progress.
With regard to power, we have improved on what we met, by increasing generation from 4000 MW to 7000 MW, transmission from 5000 MW to 7000 MW and distribution from 2690 MW to 5,222 MW.
Our work is clearly not finished, and we are still in the process of delivering additional:
* Generation from Kaduna 215MW, Afam IV 240MW, Kashimbilla 40MW, Gurara 30MW, Dadinkowa 29MW, power for 9 universities, 15 markets and 2 big Hydro power plants of 700MW in Zungeru and 3,050MW in Mambilla.
* Transmission from 90 projects nationwide with Apo, Mayo Belwa, Damaturu, Maiduguri, Odogunyan and Ejigbo being recently completed ones.
* Distribution through over 100 injection sub-stations and a distribution expansion programme to be funded by the Federal Government now in an advanced state of procurement.
Although there are still people we have not reached, although there are still disruptions from time to time, and although there are still people who also need meters, and we are working to reach them, it is indisputable that we have delivered on incremental power.
The evidence of our progress is not only captured in the last quarter of the National Bureau of Statistics (NBS) Report for Q2 of 2018 which shows a growth of 7.5% in the electricity sector, previous quarterly reports from 2017, have consistently recorded growth, a clear departure from 2014-2015 and proof of change.
As I promised you in my inaugural address, it will not just be electricity by numbers, it will be borne out by personal experiences.
The report of our survey and feedback mechanism confirm that many of you now have public power for longer hours compared to 2015, and you now run generators for shorter periods compared to 2015 and you now spend less money on diesel to power your generators.
As some Citizens recently reported, they no longer have to iron all their clothes one week in advance as they previously used to do, because the supply is proving reliable and predictable even if not yet fully Stable and uninterrupted.
This is progress that we must move forward by consolidating on our mandate of change. We cannot go back.
As our policies on Mini Grids, Meter Asset Provider, Eligible Customer, and liquidity sustenance and improved governance deepens, your experience with power supply can only get better.
Our progress report on public works relating to roads and bridges also confirms that we have fulfilled our promise.
We have recovered the thousands of jobs that were lost to public works.
This recovery is the result of an expansive infrastructure spending that saw works budget grow from N18.132b in 2015 to N394b in 2018.
The outcome is that there is not one state in Nigeria today where the Federal Government is not executing at least one road project and construction workers are engaged on these sites.
Difficult or abandoned projects like the 2nd Niger Bridge, Lagos-Ibadan Expressway and the Bodo-Bonny Bridge have been brought back to life.
Sections of Ilorin-Jebba, Sokoto to Jega, Sokoto-Ilela have been completed, while progress of works continues nationwide from Jada to Mayo Belwa, Enugu to Port Harcourt, Lagos to Otta, Ikorodu to Shagamu, Benin to Okene, Lokoja to Abuja, Kano to Maiduguri, Abuja – Kaduna, Kano to mention a few.
Apart from recovered construction jobs and growth in construction sector of the economy, the feedback from road users is that the journey times are reducing on the completed roads.
Only last week a commuter sent a text message to me that he travelled from Warri to Lagos in Five and Half hours.
This is what we promised in my inaugural address.
That journey used to take a whole day before President Buhari was elected and sometimes people slept on the Road. We cannot go back to that era. We are determined to move forward.
We acknowledge that the work is not finished, but as long as we remain able to finance the projects, I have no doubt that it will get better.
Our intervention on roads does not stop on interstate highways. It has also entered 14 Federal Universities where unattended internal roads are now receiving attention in:
1. University of Nigeria, Nsukka;
2. Federal University Oye, Ekiti,
3. University of Benin,
4. Federal University, Lafia
5. Fed University, Otuoke Bayelsa
6. Bayero University Kano
7. Federal University of Technology Owerri (FUTO)
8. University of Maiduguri
9. Federal University, Lokoja
10. Federal Polytechnic Bauchi
11. Federal University, Gashua
12. Kaduna Polytechnic
13. Federal College of Education Katsina
14. University College Ibadan
This is the First Phase under the 2017 Budget and we are preparing to do more under the 2018 Budget.
It is important to highlight this intervention and the 9 (Nine) Indepedent Power projects in Federal Universities as an investment in Education for the benefit of those who seek more funding for education.
As we build roads, we are also attending to old or damaged bridges and restoring the value of maintenance.
So, while the Loko -Oweto Bridge is nearing completion, the damaged Tatabu Bridge linking Ilorin and Jebba has been reconstructed and the Tamburawa Bridge in Kano, the Isaac Boro Bridge in Rivers, Eko Bridge in Lagos and the Old Niger Bridge that links Anambra and Delta are receiving regular maintenance attention.
As for housing, permit me to start with public buildings like Federal Secretariats in Zamfara, Bayelsa, Nasarawa and Ekiti where public works are being undertaken, and to mention the Zik Mausoleum in Onitsha which has now been practically completed.
Let me also point out that our pilot National Housing Programme has led to a nationwide Housing Construction being undertaken in the 34 states where we have received land.
No less than 1,000 people are employed on each site apart from the staff of the successful contractors.
These sites are an ecosystem of human enterprise, where artisans, vendors, suppliers and craftsmen converge to partake of opportunities and contribute to nation building.
These are some of the most vulnerable people for whom President Buhari has delivered.
Our parastatals like the Federal Mortgage Bank of Nigeria (FMBN) and the Federal Housing Authority (FHA) are also contributing.
Policies like the reduction of equity contribution from 5% to 0% for those seeking mortgage loans of up to N5million, and reduction from 15% to 10% for those seeking loans over N5million are helping to ease access to housing.
The ministry is also tackling the backlog of issuance of consent and Certificates of Occupany to Federal Government land.
A total of 1,216 Application for Consent to transfer interests in Land application and 1,300 Certificates of occupancy have been approved and signed respectively as at 25th October 2018.
Some of these transactions started over a decade ago and those just getting certificates acquired their properties years back but never got title.
You will go a long way back in our history to find out when a Federal Government set out such clear objectives and is able to come back to show its progress report.
As you all know, we are now in the month of November and heading to the end of the year.
What this means is that festivity, end of year activity and consequent movement of goods and services will put pressure on our roads nationwide.
Our Ember month planning committee, working with FRSC and FERMA have been meeting to prepare themselves to make your movement during this period as conducive as the circumstances will permit.
FRSC will deploy their personnel across the major transport corridors of the country during this period of heavy movement to help manage traffic.
They have committed to setting up 9 camps and 18 help areas across the zones to provide support and help to commuters in need.
The ministry staff have identified 53 critical roads requiring intervention while construction is going on in order to move traffic and we will be working with our contractors to provide relief gangs.
We are also deploying the Zonal Directors to their zones of responsibility until this period of peak traffic subsides.
What is true of pressure on roads at the end of the year is true of pressure on the power supply with the heat and weather change that comes with end of the year.
There will be increased demand for water and cooling in dry and hot weather which translates to increased demand for electricity in our homes, offices, and other places of activity.
Our ember month team have been set up to keep the supply on and, where possible, increase it to meet demand.
We have prepared for the worst and we now hope for the best.
The success of our plans now depend on the cooperation of road users who must drive carefully and energy users who must comserve energy when not needed.
Ladies and gentlemen, we came to this job in November 2015 with a mountain to climb.
With careful thinking, planning, and a dedicated team of public officers, we have a firm foothold on our way to the top.
Our policies have shown what is possible with critical sectors recording growth.
What remains is time that it takes for the full harvest of the fruits of our policies in plenitude and prosperity of our people.
We cannot go back to the bottom of the mountain when the plateau is now within reach.
