UMAHI SHOWCASES FEDERAL PROJECTS IN EBONYI, SAYS SOUTHEAST IS GRATEFUL TO TINUBU AS EBONYI SET TO DEMONSTRATE ITS APPRECIATION TO THE PRESIDENT ON MONDAY

The Honourable Minister of Works, Senator Engr. David Umahi, CON, on Saturday, June 13, 2026 led a Federal Government delegation headed by Presidential Adviser on Information and Strategy, Mr. Bayo Onanuga, on an inspection of ongoing federal road projects across Ebonyi State, using the occasion to highlight what he described as the unprecedented infrastructure transformation taking place under the administration of President Bola Ahmed Tinubu.

Speaking during the inspection, Umahi showcased several strategic federal projects across the state and the Southeast, explaining that the region remains deeply grateful to President Tinubu for the tangible evidence of inclusion, fairness and development.

At the Calabar - Abuja project sites, the Minister explained the strategic importance of a major flyover under construction along the Trans-Sahara Super Highway corridor.

“Let me say that this is the point where the Trans-Sahara Route takes a bend. The essence of this flyover is to resolve the conflict at this point,” he said.

According to him, the Federal Government has already made provision in the 2026 budget to connect the corridor directly to the Ebonyi State capital.

“The road going to the capital city, which is 18km from this point, is included in the 2026 budget, and the Federal Government will undertake the connection to the city centre.”

Umahi stressed that despite funding challenges, work would continue uninterrupted across project sites.

“Of course, the contractor has not been paid, but we are creditworthy. All contractors being owed will be paid. There should be no stoppage of work because we want to see if we can commission this project by December. The cost is ₦25 billion.”

The Minister described the projects as only a glimpse of what President Tinubu is delivering in the Southeast.

“This is just the beginning. You will see remarkable projects of President Bola Ahmed Tinubu in the South-East. When we talk about the gains of the South-East under President Bola Ahmed Tinubu, some people who do not understand what we are talking about will continue to criticize us.”

He declared that the people of the Southeast have taken notice of the President’s interventions and are prepared to openly express their appreciation.

“The people of the South-East are very appreciative of what the President is doing. By Monday, under the leadership of the Governor of Ebonyi State, we will demonstrate this appreciation when we adopt the President as our sole candidate and, of course, the Governor.”

Umahi was emphatic about the region’s political direction.

“Let it be known that Ebonyi State is not obedient because we want to catch up with the rest of the country, and we will never be obedient. What happened before was an accident of history. It will not repeat itself.”

The Minister also provided updates on the flagship Trans-Sahara Super Highway, revealing that a ₦668 billion contract has already been awarded and construction is progressing steadily despite the rainy season.

“The project is about 28% completed. We are not stopping because of the rains. Work continues, especially with President Bola Tinubu’s concrete road technology.”

Tracing the history of the corridor, Umahi said the project was originally conceived during the colonial era but remained unrealized for decades.

“We presented the concept to the President, a man divinely called to do the impossible. What was once a colonial dream is now being realized more than sixty years later.”

He described the highway as a critical economic route that will connect Nigeria to neighbouring countries while unlocking agricultural and industrial opportunities across the country.

“The President is fulfilling that vision, and I am very happy because this is a major trade corridor. It connects us to Cameroon and serves as a transport route for rice-producing areas in Cross River, Benue, and Ebonyi States.”

Highlighting the broader economic vision behind the President’s infrastructure agenda, Umahi said the four legacy projects of the Tinubu administration are far more than roads.

“As I have always said, the four legacy projects of Mr. President are not merely road construction projects; they are investments.”

Drawing comparisons with advanced economies, he explained that infrastructure investment remains one of the most effective tools for stimulating economic growth.

“Infrastructure investment is critical. In countries such as the United States, whenever there is an economic downturn, governments invest heavily in roads and bridges because such investments stimulate growth across other sectors of the economy. That is exactly what the President is doing.”

He further pointed to visible projects already completed or nearing completion across Ebonyi and neighbouring states, including major bridges, flyovers, dual carriageways and the Dangote Tax Credit Road Project.

“We are grateful to the President and pleased with the work being done by our Governor.”

Reaffirming the Southeast’s support for President Tinubu, Umahi said the region now sees clear evidence of inclusion in federal infrastructure investments.

“The South-East has been included. Inclusiveness, fairness and equity are what we have always sought, and today we can point to tangible evidence of that inclusion.”

The Minister also noted that having a Minister of Works from the Southeast has helped ensure the region’s needs receive the attention they deserve.

“Without a Minister of Works from the South-East, we might not have secured all that has been achieved.”

He added:

“We can proudly say that while we may not be the first beneficiaries of federal road investments, we are certainly no longer the last.”

Providing updates on President Tinubu’s four signature legacy projects, Umahi highlighted progress on the Lagos-Calabar Coastal Highway, the Sokoto-Badagry Super Highway, the Calabar-Ebonyi-Benue-Kogi-Nasarawa-Abuja Corridor and other strategic national routes.

According to him, the administration’s infrastructure programme is designed to create jobs, support agriculture, expand regional trade, attract industries and unlock new economic opportunities nationwide.

“The four legacy projects are investments designed to transform the Nigerian economy.”

He explained that plans along the corridors include dams, irrigation systems, power infrastructure, agricultural settlements, housing developments, factories, hotels and renewable energy facilities.

“The benefits are extensive and include both direct and indirect employment opportunities for Nigerians.”

The Minister ended with a strong endorsement of President Tinubu’s leadership.

“President Bola Ahmed Tinubu, God brought you. God will continue to guide and preserve you. We stand with you for the years ahead.”

Addressing contractors handling federal projects in the state, Umahi reiterated the Federal Government’s commitment to quality and durability.

“The moment you do not execute the work properly, it will be obvious. If you do it well, it will reward you. The method is the same, the principle is the same, and the quality is the same. We are using Grade 40 concrete.”

He revealed that the 51-kilometre Okposi-Ohaozara-Ukawu-Cross River road project, valued at ₦53 billion, is nearing completion, with one section already over 90 percent completed and another at about 60 percent completion.

The Minister further disclosed that the Federal Government has included the extension of the road to Akam in the 2026 budget, where the newly approved South-East Army Depot is located.

He added that additional contractors are already working along the Enugu axis and that a new flyover has also been planned at Okposi to improve traffic flow and enhance connectivity in the area.

Umahi Gives Termination Notice to Contractor Handling a Section of Enugu-Port Harcourt Highway for Non-Performance ....Minister commends President Tinubu for funding highway rehabilitation, construction projects. The Honourable Minister of Works, Sen. Engr. Nweze David Umahi, CON, has directed that 14 days termination notice be issued to Messrs. China Civil Engineering Construction (CECC) which is handling the Abia Section of Enugu-Port Harcourt Highway currently undergoing rehabilitation for reason of non-performance.   The Honourable Minister gave the directive this Sunday when he inspected the progress of work at Ozuaku, after Imo bridge along Enugu- Port Harcourt expressway.   According to Sen. Umahi “I've just directed that they should issue them 14 days termination notice using all due process on construction. After 14 days, if they fail to do what we have asked them to do, then we will have to do the termination notice.”   Adding “We will no longer tolerate the situation where contractors will put blank ranks on site. And they will be escalating construction costs by delaying the completion of project date.”   Continuing, he said “and we have reached an agreement in Ministry of Works that in the coming weeks, all non-performing contracts using due process will be terminated and re-awarded.”, he disclosed.   The Honourable Minister explaining the reason why contractors should demonstrate commitment said, “We let them know the suffering of Nigerians. We are here to help them, and we will do everything to help them,” he stressed.   Sen. Umahi then observed that “the cost of non-completion of this project has a lot to do with contractors. Where contractors stay on projects over and over and be pretending, thereafter, they come to request for augmentation every year refusing to leave the site.”   He however assured that “we will force them out of site either on the terms of completion or on the terms of termination.This is what we are going to do.” Stressing the imperative for the Ministry to deliver quality and good highways to Nigerians, the Honourable Minister averred that “it is very important to appreciate all the efforts of Mr. President who has been providing funds for our road infrastructure projects; which is very, very good.”   Sen. Umahi added that despite over 3,000 road projects inherited by this administration, President Tinubu must be commended for providing huge resources for our road network stating, “so it's kudos to Mr. President and it shows that Mr. President is very, very sensitive to our road infrastructure needs. And so we must do everything to support the Renewed Hope Agenda of Mr. President, irrespective or notwithstanding any blackmail,” he declared.   Meanwhile, the Honourable Minister has lauded Arab Contractors, the contractor carrying out the ongoing rehabilitation of work on the 56km Abia State section of the Enugu -Port Harcourt highway for quality of work done with words of encouragement.   He said “the moment a contractor is performing very well, then you are a friend and that's the bottom line,” he submitted.   In the same vein, the Honourable Minister has described as excellent the job performance of Messrs CGC Nig. Ltd handling Enugu State axis of the dual carriage after his inspection of the roads.   While commending the contractor, consultant and the Controller of Works for job quality, Sen. Umahi praised the contractor for the quality of work and equipment, while requesting that  the ongoing work on one section of the highway must be completed by middle of March as agreed. ...

President Tinubu Directs Works Minister to Interface with Cement Manufacturers Over Increase in Price   .....Umahi re-inspects Contractor’s work on East-West Road.   President Bola Tinubu has directed an immediate interface with major cement manufacturers in the country over rising price of cement, says the Honourable Minister of Works, Sen. Engr. David Umahi, CON.   Speaking to journalists Saturday after the latest round of inspection section 3 of the ongoing rehabilitation of East-West highway, the Honourable Minister disclosed that President was seriously concerned with current situation of increase in cement prices.   Sen. Umahi observed about the current price of cement that “some are still selling sometimes, you know, 10,000 naira sometimes 12,000 naira; and so, on and so forth.” He added that “So it's not healthy for us. So, Mr. President has directed that we should interface with them, look at their problems, and then see who is, you know, ripping off Nigerians and see how we can help them, the transporters and then the manufacturers.”   “And that's what we're going to do on Monday,” in the meeting with Dangote Plc, BUA Plc, Lafarge Plc and others.   While commending the level of work on the East-West highway, he informed that “our job as a ministry is to encourage the contractor to do a good job according to design and according to the expectation of Nigerians.”   Continuing, he noted the impact of new engineers deployed by the Contractor, “he is a very well qualified, registered engineer. And we have met on other projects and technically he is very good. So, I am very happy for that.”   On the need to expedite work on the project, the Honourable Minister said “there is an increase in the number of sections that we are working on, because of how urgent this job is, we should have more sections. They have opened about five sections. We should have almost all the sections being worked upon.”   Commenting on the percentage of work done by the Contractor, the Honourable Minister said “well, we can't talk in terms of percentage. If we get all the quality jobs like this, then I'll go to sleep, because this is the major.”   According to him, “the foundation of every structure is more important than the structure itself. So, we are more interested in getting this done.   “When this is done, to lay the concrete, it's not going to be difficult at all. But this is the most difficult.”   He assured that the coming of rains should not be a stumbling block to the progress work, noting that a different design would be deployed, “and that's what we are doing in a lot of our interventions on the East-West Road.”   Sen. Umahi used the opportunity to reiterate that the tax credit scheme is still continuing saying “it is very obvious, and we've said it, you know, that the President never stopped any of the project, not NNPCL tax credits. He never.”   “In fact, he has also, based on the first module, given approval that we can review the projects,” he stressed.   The Honourable Minister however emphasized that “we are bound to review it. And we've started reviewing it. And we've reviewed this one. Fortunately for us, the contract of this one has not increased, even though we have redesigned it”.   Earlier, the Honourable Minister, Sen. Umahi attended Senator Barinada Mpigi’s thanksgiving service held in his hometown, Okoroma in Tai Local Government Area of Rivers State. Implementation of Road Infrastructure Development and Refurbishment Investment Tax Credit (Tax Credit) Scheme on Course The Honourable Minister of Works, His Excellency Sen Engr Nweze David Umahi CON has restated the commitment of the Federal Government in the implementation of the Road Infrastructure Development and Refurbishment Investment Tax Credit (Tax Credit) Scheme. The Honourable Minister made this clarification   in a Press briefing after a meeting he had with the Chairman, Federal Inland Revenue, (FIRS) Mr. Zacch Adedeji, FCA and the Group Chief Executive Officer of Nigeria National Petroleum Company Limited, NNPCL, represented by the Chief Financial Officer, Umar Isa Ajiya in his office on 16th February 2024.   Speaking to Press men, the Hon. Minister said that the President of the Federal Republic of Nigeria, His Excellency, President Asiwaju Bola Ahmed Tinubu GCFR has not only said that the implementation of the Tax Credit Scheme should continue, including private, NNPC and NLNG, but has also approved the review of the projects under the Scheme due to inflation. The Minister said that the statement of the Chairman of FIRS that the project would be completed but would not be expanded was misconstrued by some media quarters as saying that the projects under the Scheme would be stopped.  He further reiterated that the Scheme is highly beneficial and that the implementation framework is encapsulated in the Executive  Order No. 007 of 2019 of the Federal Government of Nigeria.   Part of their agreement was that " all the NNPC projects on road infrastructure as started, should not be expanded, but should continue to the tune of N2.59 trillion. It was also agreed at the beginning of this Executive Order, and it was very clear that the N2.59 trillion was not the total cost of the project. Sometimes it's about 40% funding, sometimes it's about 50% funding. So, ab initio, the cost of the project up to completion was not N2.59 trillion. Now, we have scoped the entire project and then put a review on it, and the funding gap is N2.7 trillion."   "We agreed that three of us would make a joint memo to Mr. President to suggest that the N2.7 trillion funding gap be channeled to the National Assembly for approval and then the method upon which we get the money."   While thanking the Chairman of FIRS and the GCEO NNPCL for their commitment to the Scheme, he noted some of the challenges they discussed such as the problem of methodology for programme implementation and their resolve to adopt a more robust approach to solve the problem. He also said that part of their resolution was that non-performing contracts shall be terminated.    He said "contractors should go back to site and  we are going to unequivocally terminate contracts that are not performing in the coming weeks and this we  will do definitely and we are going to encourage even the local contractors especially those who can do concrete roads to come forward and register and we patronize them".   While commending  FIRS for the funding,  he further expressed, " We are happy that this NNPCL project will be completed, we have agreed  on the private Tax Credit and he has also given a blessing  that it should not be expanded  beyond  the  last seven projects that were initiated by the last administration and that we should go ahead to review  the likes of  Dangote,  BUA, MTN and then close it." ...

NIHTE Inaugurates its Abuja Chapter

...Members pledged to uphold and defend Memorandum and Articles of Association

The Nigerian Institution of Highway and Transportation Engineers (NIHTE) has inaugurated its Abuja Chapter with the aim of upholding and defending the Memorandum and Articles of the Association.

At the inauguration  and investiture  ceremony of the new members in Abuja on Wednesday 4th November,  2020 the National Chairman of the Association,  Engineer Oludayo Oluyemi, FNSE said that the Abuja Chapter would assist the Government  of the Federal Capital Territory and the nation in formulating good policies in the area  of Highway and Transportation Engineering, pointing out that their professionalism would come to bear in FCT Highway development.

He said, “The city of Abuja is very important in the history of Engineering in Nigeria and more particularly in the roles our members here have played in NSE and the infrastructural development in Nigeria."

Continuing, he said that the investiture of the Chairman for the NIHTE Abuja Chapter and its Executive would drive the affairs of the Chapter for two calendar years.

He therefore charged the newly constituted EXCO to serve the society with all their might and be fair to all in the discharge their duties.

According to him, the NIHTE division since its formation six years ago, had made tremendous achievements. " We are poised in keying into the new strategic plan and vision of the Nigerian Society of Engineers," he said.

Delivering his Vote of Thanks, the newly inaugurated Chairman of the Abuja Chapter, Engineer Musa Saidu, FNSE pledged and sworn on behalf of other members the to uphold and defend the Memorandum and Articles of Association of NIHTE.

He added that they would conduct their engineering practices with discipline, sincerity and fairness as well as to show interest in the affairs and welfare of their fellow engineers and members.

Welcome Address Delivered By H.E, Babatunde Raji Fashola, San At The One-Day Public Enlightenment On Developments In The Road Sector At Nigeria Air Force Conference Centre, Abuja On Monday 19th March 2018

On behalf of the Ministry of Power, Works and Housing, I welcome you all very warmly to this one day public enlightenment meeting on developments in the road sector.   

Especially, I welcome the representative of the President, Boss Mustapha, the Secretary to the Government.

This meeting is critical to the achievement of our common goal for shared prosperity.

It is a meeting to reflect and agree on the need for change about how we have used our Road infrastructure.

Our Economic growth, National productivity and job opportunities will be impacted by the conclusions and resolutions of this meeting.

For example, how do we optimize the opportunities that lie in road networks like Trans-Saharan highway that connects Nigeria to Chad, Niger, Tunisia, Mali and Algeria; the Lagos- Abidjan Highway through Benin, Togo and Ghana, or the Enugu- Cameroon Highway through Abakaliki – Ogoja , Ikom and Mfum.

For the benefit of those who may be unaware there are now existing treaty obligations within the West African sub region and beyond that regulate the amount of load any goods vehicle can put on an axle and by extension on the road in order to do business within ECOWAS and beyond.

I must thank you Mr. President for finally signing the instruments of ratification as soon as it was brought to his attention, after many years of delay prior to his tenure.

Our compliance with these regulations will open a massive door of opportunity and prosperity of cross-border trade to Nigerians engaged in the transport business.

This is why this meeting was convened; because when President Buhari once said that “we will change our habits and we will change Nigeria,” I believe this is one of the things he had in mind.

While it is true that we could have done better by way of massive investment in our transport infrastructure during the windfall of income from oil, this Government is now rapidly and aggressively addressing road transport infrastructure repairs, rehabilitation and construction as many of you who travel regularly will attest.   

There is no state in Nigeria today, where you will not see our contractors busy at work.

And I must acknowledge what the State Governments are also undertaking with regard to states and some federal roads.   

The crux of this meeting is to first acknowledge the President is only one man who cannot be everywhere, and secondly to recognize that we are the actors of the change that is required to take us to prosperity and thirdly to recognize that, the way we use the roads when finally completed will determine how long they last and whether they deliver prosperity or not.

All over the world, one common thread of prosperous societies is their level of compliance with laws and regulations.   

So in those societies, you will see trucks parked in proper parks which creates jobs, and not on the highways, which impede access and opportunity.

In those societies, you will see trucks carrying specified tonnage of cargo because it protects the road, and allows for it to be used again and again.

Therefore, while the temptation to overload and carry more with one truck, against regulation and good practice may be appealing it is ultimately a barrier to prosperity.   

Such practices may provide cheap and perhaps corrupt riches and income, but they do more damage to the roads from which the cheap income is made.

This means that in the short run, the road is lost, the opportunities diminish or are lost totally or they become very expensive to access until the road is rebuilt.

The expense and cost to all of us, when the road is damaged by misuse or abuse, manifests in longer travel hours, more fuel consumption, expensive delivery of goods and services which every member of the community including transporters have to bear.   

This is not what we want. The process to change this has begun with the construction of roads but it will not be complete unless we embrace change.   

We must now hearken to our President and some common sense by resolving from this day to change ourselves, about how we use our roads and transport infrastructure.

Our Ministry is convinced that voluntary compliance by stakeholders takes us further and nearer to the prosperity that is beckoning; and this is why we convened this meeting before the process of enforcement commences.

We are pleased with your enthusiastic attendance and look forward to your commitments to voluntary compliance.

Ladies and gentlemen, I thank you very much for your attendance, and in anticipation of your active participation as we continue to engage later today and beyond.
