FEDERAL MINISTRY OF WORKS ADOPTS FUNDING PRIORITIZATION FRAMEWORK ON NNPCL INHERITED TAX CREDIT PROJECTS NATIONWIDE.
-PROMOTES NIGERIA FIRST POLICY, SAYS CONTRACTS BELOW ₦20 BILLION TO BE DONE BY INDIGENOUS CONTRACTORS

As part of strategic plans towards sustainability in project funding and execution and in pursuance of the directive of the President of the Federal Republic of Nigeria, His Excellency, Bola Ahmed Tinubu, GCFR on strategic and systematic funding of inherited NNPCL funded projects, the Federal Ministry of Works has adopted funding prioritization framework to ensure the continued execution of road projects hitherto funded by Nigerian National Petroleum Company Ltd (NNPCL) under the Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme. The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON made this disclosure during his inspection visit to the ongoing dualization of the East-West Road (Section IIIA) from Eleme Junction, Port Harcourt to Onne Junction in Rivers State handled by Messrs RCC Nig Ltd dated 9th September 2025.

Speaking during his visit, the Honourable Minister stated that the Federal Ministry of Works had compiled all the NNPCL inherited Tax Credit projects for strategic priority funding, noting that the most critical projects within the national economic corridor would receive precedence in the hierarchy of prioritization. “We are inspecting projects of federal government in Rivers State, and this particular one is the dualization of Eleme Junction to Onne Port Junction by RCC. Recall that one carriageway was completed and commissioned, even though there are a few things we ordered afresh like the retaining wall and hanging drainage. For the second carriageway with some bridges and flyovers, work has started on it. Let me say that this is part of the NNPC Tax Credit that has been stopped in terms of funding by NNPC. But graciously, we have compiled all the NNPC inherited Tax Credit projects, and we presented as Ministry of Works to Mr. President. And Mr. President has graciously directed that none of such works should stop now. However, as Ministry, we are going to do prioritization of the projects and look at the most critical of these projects within the national economic corridor like this one. And we are going to put it forward for immediate funding because the President directed that none of such projects should stop now.”

He admonished contractors handling road projects under the Federal Ministry of Works to ensure speed, quality, compliance with specification and sustainability in project delivery and cautioned that the attention of the anti-graft agencies would be called to any case of violation of the regulations or terms and conditions set out under the contract of every project handled by the Federal Ministry of Works. He stated, “I have also noticed in some of the projects in Rivers State, and same with the Six Geo-Political zones, that contractors go ahead to put stone base and put binder course of asphalt, sometimes over 20 kilometres and leave the binder unprotected without putting wearing course. The binder is like a reinforcement to the road architecture. The wearing is the sealant that doesn't allow water to go beyond the surface. And so when you now put stone base, which has dust as designed, and you put binder, which is like a reinforcement, and you see that the composition of the binder asphalt has bigger stones, and it has holes, so the water penetrates. The moment it gets to the stone base, which has some dust, the road fails. It may technically look safe, but with time, it will definitely fail. And we've seen it in a number of roads we inspected. And what I've directed the Controller to do, and it's going to be nationwide, is that when you are putting binder and you have left it for more than two months, we are going to redo the certificate and remove all the binder and remove the stone base.” He directed that henceforth any project below the contract sum of ₦20 Billion would not be given to expatriate firms, and this he said is part of measures to promote the Nigeria First policy of Federal Government of Nigeria.

He commended the construction company handling the Eleme - Onne project, Reynolds Construction Company (RCC) for the quality of work so far done and for working on the project despite the fact that NNPCL has stopped funding the project, but frowned at the slow pace of work which they said was affected by the rainy season. He restated that 15th December 2025 remains the agreed deadline for the project’s completion with no extension or Variation of Price (VoP) allowed. “On this project of Eleme Junction, the quality of the work is excellent. The pace of the work is totally not acceptable. And let me make it very, very clear to the contractor that this project can never be reviewed by a kobo. Neither can there be any variation of price or any other claims.” He expressed dismay over the destructive habit of packing heavy duty vehicles on the road by drivers and warned that forthwith punitive measures would be taken against such perpetrators. “Our roads are not designed to carry these heavy trailers that are parking on the road. And the press should help us on that. When I was coming yesterday all the way from Aba to here, I saw that the trailers are taking over the entire roads, putting their waste, destroying the pavements, and so on and so forth. So I'm going to write to our dear Governors to see what they could help us to do about it, and will also complain to the Inspector General of Police. Let us see what we can do about it. Mr. President is doing everything possible to right the wrongs in terms of road construction. We are doing quality roads now that are going to last from 50 to 100 years. But it's being destroyed by ourselves.”

Earlier, the Federal Controller of Works in River State, Engr. Enwereama Tarilade (Mrs.) said the contractor handling Eleme- Onne road had completed the 15km Eket bound on the right carriageway and had moved to the left carriageway which is Port Harcourt bound for which 1km stretch had already been done on Continuously Reinforced Concrete Pavement (CRCP). 

Projects visited by the Honourable Minister include, the rehabilitation of Enugu – Port Harcourt, Abia/Rivers State, contract No: 6252 being handled by China Civil Engineering Construction Company Limited (CCECC), the upgrading of the 15km section of the East-West Road (Section 111A) from Port Harcourt (Eleme Junction) to Onne junction in Rivers State, contract No: 701 being handled by Messrs. RCC Nig. Ltd and multiple sections of the Enugu-Port Harcourt Expressway, including the sections handled by Arab Contractors and China Civil Engineering Construction Company Limited (CCECC).

Road Infrastructure: Panacea For National Development - Umahi .....Cautions contractors to improve or lose opportunities The Honorable Minister of Works, Senator Dave Umahi has reiterated the importance of road infrastructure to national development be it in the movement of hospital equipment, school children going to school, and also for commercial activities to thrive.   He stated this at his first meeting with contractors handling South West Geo-Political roads in the country held at the Ministry’s conference hall Mabushi, Abuja.   The Minister said the Lokoja – Abuja Road is a death trap for commuters as the road that is still on-going is gone bad already because of shabby jobs done by some contractors handling the 200km of the road project describing it as man inhumanity to man.   “The Lokoja road I inspected already is a death trap, the road shoulders are gone while the project is still on-going, this is man inhumanity to man and every life lost because of accident or kidnapping, people responsible will account for it on the last day.  People should have the fear of God because the fear of God brings good things” he said.   Umahi directed all contractors to do things right as agreed and urge them to speak out if there is any challenge encountered or their certificates of contracts awarded in other places will be ceased.   “I will not stop people benefiting but let the people breath first, if you have problem in one project, I will cease the certificate of others”.   The Minister advised Directors of the Ministry to put in more efforts towards their responsibilities and encouraged them to be visiting project sites because they will not understand what is going on except, they go to site.  He added that he will appoint coordinating officers for each geo political zones for things to be moving normal.   He noted that no hope can be renewed without a change of mind. ...

Better Days Ahead in Infrastructural Development - Sen. David Nweze Umahi. The Honourable Minister of Works, Engr David Nweze Umahi (FNSE, CON) has assured road users that his tenure as the Minister of Works will ensure that the roads are put in proper conditions for all Nigerian.   The Minister stated this in his address at a reception in his honor by the Ebonyi State Government in Abuja.   He thanked President Ahmed Bola Tinubu for finding him worthy of the appointment. "Let me thank Mr. President so much, I also ask the people of the South East to thank him, Mr. President has shown us love, Mr. President has shown us inclusiveness, Mr. President has challenged us", he said.   The Minister pledged that Nigerians will witness vigour, diligence and commitment to road Infrastructural development under his watch. He added that any road constructed under his leadership will stay for more than six years without need of maintenance.   Umahi appreciated Ebonyi State Governor for organizing such an event in his honor.   Senate President, His Excellency, Godswill O. Akpabio, CON who was represented by the Deputy Senate President Sen. Barau Jibril, eulogized the Minister and expressed confidence that he will make a remarkable achievement in his Ministry.   In his goodwill message, His Excellency, Nwifuru Francis Ogbonna the Ebonyi State Governor, thanked the President for appointing an Ebonyi son to oversee the Ministry of Works while congratulating the Minister and the people of Ebonyi State for the opportunity.   "My profound appreciation goes to Ahmed Bola Tinubu for assigning our own to chair the affairs of the Ministry of Works", he said.   The Governor assured the President on behalf of the government and people of Ebonyi that the choice of Umahi is one of the best as he will deliver and give Nigerians the best haven like he changed the face of Ebonyi state.   Speaking earlier, Imo State Governor Sen. Hope Uzodimma thanked God Almighty for the gift given to the South East and urged the Minister to replicate in the Works Ministry the good work he did in his state while he served as the Governor and even do more for Nigeria.   Sen. Umahi served as Senator representing Ebonyi South Senatorial District in the 10th Assembly in 2023, and as a Governor of Ebonyi State from 2015-2023, and Deputy Governor from 2011-2015. Umahi Resumes as Minister Amidst Cheers from Workers. The newly sworn-in Minister of Works, Senator David Umahi, has resumed at the Works Ministry. He received a rousing reception .He was received by Management Staff of the Ministry. The Permanent Secretary, Mr. Mahmuda Mamman represented by the Director Highways Construction and Rehabilitation, Engr. Folorunsho Esan led Management Staff.   The former Governor of Ebonyi State, and also the Senator representing Ebonyi South Senatorial District, now Minister as nominated by Mr. President immediately assumed duty after the inauguration of the Federal Cabinet by President Bola Ahmed Tinubu today 21st August, 2023 at the State House Villa Banquet Hall, Abuja.   Addressing a cross section of staff of the Ministry, Umahi has called for professionalism and seriousness to work, advocating for change from the existing style to new innovations and the use of local content.   “I will challenge my fellow engineers on the issue of concrete technology even in the midst of forex challenge and petroleum crises, the nation is endowed with natural resources so we should be prepared for the renewed hope of the present government anchored on change’’ he said.   The Minister stated that his administration is not to seat in the office but to be in the field, inspecting on going works and effecting the change we want saying that the fortunes of the nation are determined by the attitude of its professionals.   “ I am not an office person, I am a field person which means, we are going to make changes, we are starting inspection tours to inspect ongoing projects and to know the ones to come up  with” he said.   Umahi added that he will not tolerate people who will want to reset the clock backward but people who want to be part of history stating that he is a Minister of the Federal Republic of Nigeria and not Minister of Ebony State or South East alone and his best friends are those who are in line with the aspirations of Mr. President’s renewed hope and the expectations of Nigerians.   He promised by the special Grace of God to replicate the good work of God in Ebonyi State to the federal roads, he urged all staff to be prepared to work for the good of all.   “God gave us a lot of Grace in Ebonyi State and each time people talk about me, I say no talk about God, I don’t know how it happened.  I cannot do it alone and it’s not about me but about us as a nation’’.   The Minister said he will be briefed by every Departmental Head in the presence of all the staff so that all the staff will know what is on board.   To this end, he charged the staff of the Ministry to put in their best and be part of history, he thanked everyone for making out time to welcome him and promised to be there for everyone.   Also, the representative of the Permanent Secretary of the Ministry, Engr, Folorunsho Esan joyously welcomed the Minister warmly as a professional colleague and pledged the Ministry’s unflinching support towards a successful tenure in the Ministry.   In his closing remarks, the Director Highways, South West, Engr. Adedamola Kuti thanked the Minister for his show of commitment and love on his appointment, while also promising that the Ministry's staff will do their best to support his vision and mandate, he thanked all staff for coming out en -mass to welcome the Minister. ...

Safety Is A Key Factor for All Workplaces – Aliyu

The Honourable Minister of State for Works and Housing, Engr. Abubakar Aliyu has reiterated that in order to promote the wellness of both employees and contractors in the ministry, safety is a key factor in all construction sites.

The Minister made this assertion at the opening ceremony of a two-day workshop on Specialized Health and Safety, Training for Engineers/Officers of the Federal Ministry of Works in collaboration with the Occupational Safety & Health Association (OSH Association UK Nigeria – Region with the theme “Safety First in the Construction Site) on Thursday 22nd October 2020 in the Ministry.

Abubakar Aliyu, who was ably represented by the Director Human Recourses Management, Umar Utono stated that the objective of the workshop was to equip the engineers and field officers in the ministry with the knowledge and skills that will help them discharge their duties in the worksites and ensure safety of workers during construction activities in the country. Continuing he said that at the end of the workshop, the Engineers and officers would be equipped with the necessary knowledge and managerial skills to supervise construction sites without risk of accidents.

The Minister noted that one major factor responsible for accidents and deaths at workplaces was poor safety attitudes of workers, contractors and supervisors in charge of projects.  He said improving safety at worksites had now become government priority to ensure change of attitudes of workers and contractors working at sites.

According to him, globally over 63,000 people die as a result of occupational accidents or work-related illnesses while 317 million accidents occur on the job annually.  He stated that the global statistics by the International Labour Organization (ILO) were worrisome and government is committed to reducing accidents and fatality rates in construction sites.

The Minister disclosed that the Ministry would like to partner with professional institutions like Occupational Safety and Health Association UK – Nigeria Region being one of the leading organizations in the field of Occupational Safety & Health that strive to achieve the mandate of the Ministry towards zero fatalities at worksites.  He requested OSHA to work closely with the relevant Departments of the Ministry on capacity building and training of staff on Health, Safety, Security and Environment (HSSE)

Aliyu pledged government total commitment towards implementing safety best practices in every activities of the Ministry.

Earlier in his opening remark, the Director of Engineering Services, Federal Ministry of Works and Housing, Engr. Julius Olunrinola said the Ministry have stepped up inspections and enforcement actions hence the need to deploy safety Engineers/Officers to all construction sites to enforce HSSE Policy.

Also speaking at the event is the President of OSH Association UK – Nigeria Region, Dr. Dahatu Mohammed who affirmed that safety was fundamental, basic and everyone’s business.  He added that this safety workshop was very important to the Ministry as 90% of work done by the Ministry is basically construction.  The creation of awareness to workers is meaningful to be able to achieve zero accident in construction sites.

Safety tips were highlighted by the Deputy Director, Central Workshop & Equipment Unit, Engr. Augustine Okwudiafor, as follows:

Speech by the Honourable Minister Mr. Babatunde Raji Fashola san during the Commissionning of 100MVA, 132/33kv Transformer at Katampe Substation on February 12, 2018

Protocol

Transmission Company of Nigeria (TCN) is responsible for conveying electricity from the Generation Companies (GenCos) who produce at power stations in various locations to over seven hundred trading points where the Distribution Companies (DisCos) receive it and distribute it to consumers nationwide. The GenCos can now produce 7,000 MW, with more capacity coming. This Administration’s focus on delivering Incremental Power requires that TCN build and maintain the capacity and operational flexibility to transmit more than the GenCos can produce, to ensure stable and reliable power delivery to the DisCos and other customers connected directly to the National Grid.

As part of the program, another milestone has been achieved here in the capital city of Abuja with the installation of additional 1x100MVA Transformer at Katampe and another of the same capacity at Apo. The capacity of the Katampe 132/33kV substation, prior to this installation, was 120MVA. Therefore, with this installation, the capacity has been raised to 220MVA. Similarly, the Apo 132/33kV substation has been raised from 190MVA to 290MWA.

The two transformer projects, executed by Messrs. MBH Power Limited, are part of the Nigeria Electricity and Gas Improvement Projects (NEGIP) financed by the World Bank.

With the commissioning of the two 100MVA, 132/33kV Transformers, the communities listed below are expected to experience remarkable improvement in power supply. Gwarinpa, Life Camp, Jabi, Kado, Wuye, Maitama, Mpape, Katempe 1 and II, Jahi, Mabushi Garki, Gudu, Guzape, Asokoro, Apo Resettlement, Wumba, Apo Mechanic Village and part of Lugbe and Nnamdi Azikwe International Airport all located within the FCT Abuja.

With this development, TCN has not only established adequate Transformer capacity to serve these parts of Abuja but has also provided the necessary redundancy in line with the requirements of N-1 reliability criterion at both Katampe and Apo substations.

The installation of the two 100MVA, each at Apo and Katampe will also increase the total wheeling capacity of TCN, which was last simulated in the December 2017 to slightly above 7,000MW.

TCN also has advertised for upgrading the capacity of Central Area 132/33kV Substation. This project is part of the Nigerian Electricity Transmission Project (NETAP) financed by the World Bank as a successor to NEGIP.

TCN is also implementing the Abuja Transmission Scheme (ATS) financed by Agence Francaise De Development (AFD). The procurement process for the projects under the scheme has reached an advanced stage.

Five new Substations and a the third 330kV transmission line into Abuja in addition to Shiroro-Abuja and Ajaokuta-Abuja 330kV transmission line will be constructed as part of ATS. Two of the new Stations 330/132/33kV Substations under ATS will be sited at the West Main (Lugbe) and New Apo, while the three new 132/33kV substations will be sited at Lokogoma, Kuje and Gwarinpa. They are expected to cater for the transmission needs of Abuja in a long while.

I wish to thank the Honourable Minister of FCT for the cooperation he accorded TCN, which made this commissioning possible. TCN and the Ministry will continue to rely on the support and cooperation of the Honourable Minister of FCT, as we strive to meet the electricity requirements of Abuja, which is gradually transforming into a mega city. There is need to plan for the future expansion of Power Transmission and Distribution Infrastructure in the city.

Let me use this occasion to recognize the important collaboration that exists between FGN and Government of Japan under which Capacitor Banks worth over $10 million are being installed at Apo and Keffi substations. The Capacitor Bank in Apo, rated 22.5MVar is currently 80% completed. It will significantly improve the quality of power supply from Apo substation. The same collaboration is expected to also completely rehabilitate Apapa, Akangba, Isolo and Ikeja West Substations in Lagos.

In conclusion, on behalf of my colleague-Ministers and indeed the entire staff of the Ministry of Power, Works and housing, I congratulate TCN for successfully installing the 1X100MVA Transformer at Katampe and for the installation of another at Apo substation. The Ministry will continue to support its agencies, including TCN, to deliver Incremental Power to Nigerians.
