UMAHI SHOWCASES FEDERAL PROJECTS IN EBONYI, SAYS SOUTHEAST IS GRATEFUL TO TINUBU AS EBONYI SET TO DEMONSTRATE ITS APPRECIATION TO THE PRESIDENT ON MONDAY The Honourable Minister of Works, Senator Engr. David Umahi, CON, on Saturday, June 13, 2026 led a Federal Government delegation headed by Presidential Adviser on Information and Strategy, Mr. Bayo Onanuga, on an inspection of ongoing federal road projects across Ebonyi State, using the occasion to highlight what he described as the unprecedented infrastructure transformation taking place under the administration of President Bola Ahmed Tinubu. Speaking during the inspection, Umahi showcased several strategic federal projects across the state and the Southeast, explaining that the region remains deeply grateful to President Tinubu for the tangible evidence of inclusion, fairness and development. At the Calabar - Abuja project sites, the Minister explained the strategic importance of a major flyover under construction along the Trans-Sahara Super Highway corridor. “Let me say that this is the point where the Trans-Sahara Route takes a bend. The essence of this flyover is to resolve the conflict at this point,” he said. According to him, the Federal Government has already made provision in the 2026 budget to connect the corridor directly to the Ebonyi State capital. “The road going to the capital city, which is 18km from this point, is included in the 2026 budget, and the Federal Government will undertake the connection to the city centre.” Umahi stressed that despite funding challenges, work would continue uninterrupted across project sites. “Of course, the contractor has not been paid, but we are creditworthy. All contractors being owed will be paid. There should be no stoppage of work because we want to see if we can commission this project by December. The cost is ₦25 billion.” The Minister described the projects as only a glimpse of what President Tinubu is delivering in the Southeast. “This is just the beginning. You will see remarkable projects of President Bola Ahmed Tinubu in the South-East. When we talk about the gains of the South-East under President Bola Ahmed Tinubu, some people who do not understand what we are talking about will continue to criticize us.” He declared that the people of the Southeast have taken notice of the President’s interventions and are prepared to openly express their appreciation. “The people of the South-East are very appreciative of what the President is doing. By Monday, under the leadership of the Governor of Ebonyi State, we will demonstrate this appreciation when we adopt the President as our sole candidate and, of course, the Governor.” Umahi was emphatic about the region’s political direction. “Let it be known that Ebonyi State is not obedient because we want to catch up with the rest of the country, and we will never be obedient. What happened before was an accident of history. It will not repeat itself.” The Minister also provided updates on the flagship Trans-Sahara Super Highway, revealing that a ₦668 billion contract has already been awarded and construction is progressing steadily despite the rainy season. “The project is about 28% completed. We are not stopping because of the rains. Work continues, especially with President Bola Tinubu’s concrete road technology.” Tracing the history of the corridor, Umahi said the project was originally conceived during the colonial era but remained unrealized for decades. “We presented the concept to the President, a man divinely called to do the impossible. What was once a colonial dream is now being realized more than sixty years later.” He described the highway as a critical economic route that will connect Nigeria to neighbouring countries while unlocking agricultural and industrial opportunities across the country. “The President is fulfilling that vision, and I am very happy because this is a major trade corridor. It connects us to Cameroon and serves as a transport route for rice-producing areas in Cross River, Benue, and Ebonyi States.” Highlighting the broader economic vision behind the President’s infrastructure agenda, Umahi said the four legacy projects of the Tinubu administration are far more than roads. “As I have always said, the four legacy projects of Mr. President are not merely road construction projects; they are investments.” Drawing comparisons with advanced economies, he explained that infrastructure investment remains one of the most effective tools for stimulating economic growth. “Infrastructure investment is critical. In countries such as the United States, whenever there is an economic downturn, governments invest heavily in roads and bridges because such investments stimulate growth across other sectors of the economy. That is exactly what the President is doing.” He further pointed to visible projects already completed or nearing completion across Ebonyi and neighbouring states, including major bridges, flyovers, dual carriageways and the Dangote Tax Credit Road Project. “We are grateful to the President and pleased with the work being done by our Governor.” Reaffirming the Southeast’s support for President Tinubu, Umahi said the region now sees clear evidence of inclusion in federal infrastructure investments. “The South-East has been included. Inclusiveness, fairness and equity are what we have always sought, and today we can point to tangible evidence of that inclusion.” The Minister also noted that having a Minister of Works from the Southeast has helped ensure the region’s needs receive the attention they deserve. “Without a Minister of Works from the South-East, we might not have secured all that has been achieved.” He added: “We can proudly say that while we may not be the first beneficiaries of federal road investments, we are certainly no longer the last.” Providing updates on President Tinubu’s four signature legacy projects, Umahi highlighted progress on the Lagos-Calabar Coastal Highway, the Sokoto-Badagry Super Highway, the Calabar-Ebonyi-Benue-Kogi-Nasarawa-Abuja Corridor and other strategic national routes. According to him, the administration’s infrastructure programme is designed to create jobs, support agriculture, expand regional trade, attract industries and unlock new economic opportunities nationwide. “The four legacy projects are investments designed to transform the Nigerian economy.” He explained that plans along the corridors include dams, irrigation systems, power infrastructure, agricultural settlements, housing developments, factories, hotels and renewable energy facilities. “The benefits are extensive and include both direct and indirect employment opportunities for Nigerians.” The Minister ended with a strong endorsement of President Tinubu’s leadership. “President Bola Ahmed Tinubu, God brought you. God will continue to guide and preserve you. We stand with you for the years ahead.” Addressing contractors handling federal projects in the state, Umahi reiterated the Federal Government’s commitment to quality and durability. “The moment you do not execute the work properly, it will be obvious. If you do it well, it will reward you. The method is the same, the principle is the same, and the quality is the same. We are using Grade 40 concrete.” He revealed that the 51-kilometre Okposi-Ohaozara-Ukawu-Cross River road project, valued at ₦53 billion, is nearing completion, with one section already over 90 percent completed and another at about 60 percent completion. The Minister further disclosed that the Federal Government has included the extension of the road to Akam in the 2026 budget, where the newly approved South-East Army Depot is located. He added that additional contractors are already working along the Enugu axis and that a new flyover has also been planned at Okposi to improve traffic flow and enhance connectivity in the area.

At the end of the exercise in Lagos, the Ministers who agreed there was need for rehabilitation work to be carried out, noting that the impact created by the current of water under the bridges and on the shoreline need intervention. On the ongoing rehabilitation of the third mainland bridges, the Minister revealed that some comprehensive works would be done especially in area of provision of street lights on and under the bridge and installation of CCTV. While praising the work being done by the Contractor, he assured that the bridge would be opened to road users soon. On his part, the Minister of Finance and Coordinating Minister of the Economy, Wale Edun commended the Minister of Works and his team of officials for their efforts at rehabilitating the roads and bridges as he described them as very important for economic development. While answering questions from reporters, the Minister disclosed that the Federal Government was looking to raise revenue to finance infrastructure, pointing out that “what we are targeting and working towards is a 77% increase in internally generated revenue for the Federal Government. So that is where the funding particularly is going to come from”, he submitted. Meanwhile, during the inspection tour, the Works Minister upon citing those cooking under the Carter bridge, ordered that security be mobilised to stop the menace, adding that they be relocated immediately to avoid any serious damage to the health of the bridge. In continuation of the inspection of Federal road projects in Lagos, the two Ministers also visited the Lagos - Calabar coastal highway and met with the contractor to review progress work on the project. WORKS MINISTER DEBUNKS CLAIM OF FRAUDULENT PAYMENT OF FUNDS TO A MICTOFINANCE BANK, SAYS IT IS A DISTRACTION * To work with Governors to certify job completion before payment to contractors The Honourable Minister of Works Sen. Engr. Nweke David Umahi, CON, has debunked the claim that funds for construction of roads was fraudulently paid into a Microfinance Bank contrary to extant regulations. According to the Honourable Minister, “Let me also use the opportunity to debunk something that is ongoing in the social media. I don't know what they call the group, Is it Tracta Budgit or something which claims they're monitoring the budget of federal government; said that we paid 8.7 billion to the microfinance bank. Speaking to some journalists today in Rivers State during the inspection of the Enugu-Port Harcourt dual carriageway being reconstructed by Arab Contractors Ltd, Sen. Umahi disclosed that the organisation “went ahead and said, that the 8.7 billion were paid against a number of projects in Ekiti State, in Kaduna State, Kastina State and Borno State between June and September, 2023. The Honourable Minister while debunking further the erroneous claim by Tracka Budgit stated that as at June 2023, “he was in the Senate. So, if they are correct, it means the contracts would have been awarded while I was still a Governor, so not a minister.” Concerning the payments to a Microfinance bank, the Minister explained that as at July, “I was in the Senate Up to the 20th of August”. He, however explained concerning the payments to a Microfinance Bank that “when a contractor has done his or her work, the money becomes his money. He can say pay it to any bank of his choice." Sen. David Umahi described as very mischievous the claim by the organisation stating that they should have investigated “whether the job was done, that is the only right they have. But they don't have the right to say where a contractor will say his money will be paid. He submitted therefore that “whether it's paid in microfinance bank or macrofinance bank, what is paramount to establish if the funds were rightly paid for good work done.” The Honourable Minister averred that it was an attempt to distract his commitment to delivering on the Renewd Hope Agenda of President Tinubu for the road sector development in Nigeria. “And so, it's just a distraction. And then, some of the bank contractors are using them to fight back. But I refuse to be distracted, he restated. On his efforts to ensure quality delivery of road projects through partnership with the States, Sen. Umahi said “let me also say that in all the states, it's our policy that the state governors, through their appointed officials, must mark off any project, especially the emergency, palliative projects. According to him “when a contractor has completed a job, no matter how big it is, my advice is for the state governor to come to the site and look at it and then mark off the job before he gets to office for payment. He strongly affirmed that “Where this procedure is not done, I will not sign any generated certificate”. ...
Quality Engineering Education Ensures Delivery of World Class Infrastructure – Engr Aliyu
Minister of State for Works and Housing, Engr Abubakar Aliyu has stated that focus on quality engineering education will ensure the delivery of world class infrastructure in order to better the lives of citizens
The Minister was speaking as a Special Guest of Honour at the 18th International Conference and Annual General Meeting, (AGM) , of the Nigerian Institution of Civil Engineers (NICE), which was held in Abuja, with the theme “ Reform of Engineering Education: A Strategy for Sustainable Development in Nigeria.
In his reaction to the theme of the Conference, he said “… it is only fair that we focus on quality engineering education in order to ensure the delivery of world class infrastructure to better the lives of our citizens”
Engr. Aliyu also explained that, it is only through a better adoption and adaption of Engineering that we can share in the good life that it offers in other climes, and this he said can solely be achieved through quality Engineering education
Accordingly, the Minister noted that Sub-Saharan Africa seriously lacks engineering capacity and relies heavily on imported expertise, which he said was attributable to insufficient output from training institutions, poor- quality education, and lack of practical experience among graduates.
He said that according to UNESCO landmark report on Issues, Challenges, and Development Opportunities, Nigeria produces 3,500 engineers a year, a modest number relative to its population, but suffers significant unemployment among them because of the lack of the requisite training.
However, the Minister assured the delegates that the administration of President Muhammadu Buhari, in line with its change mantra, is committed to development of the engineering profession considering its critical role in bringing about sustained economic growth.
He added that this administration has heavily invested on Research and Development generally and particularly on engineering education, however only modest achievement was made due to challenges that are huge but not insurmountable.
He also pointed out that synergy and harmonization of programmes, cooperation and collaboration can link Nigerian engineers’ consultancy services to global practices and marketing frameworks
Earlier, in a welcome address, the National Chairman of the Nigerian Institution of Civil Engineers (NICE), Engineer, Mrs Aishatu Aliyu Umar stated that the annual Conference which is the second in her tenure is exceptional to Civil engineers who gathered from different sectors of the economy to deliberate on the sustainable ways to enhance the profession.
She added that the conference is also an opportunity for the engineers to individually analyse their performance, asses impact and restrategise on ways to practice the profession for sustainable development of the nation
Engineer Umar described the 2020 theme as well thought out considering the fact that the World is being reshaped for better technological advancement and Nigeria cannot continue to be left behind.
While delivering an opening address, the President of the Nigerian Society of Engineers, (NSE), who was also the Chairman of the occasion, Engineer Babagana Muhammed described the annual conference and AGM as a gathering of professional engineers for the advancement of engineering practice in Nigeria in line with the global best practice.
Engineer Muhammed urged engineers to talk to stakeholders in their respective states on the water bill so as to give it the necessary support that will be in the interest of the people. He charged Nigerians who have the wherewithal to give back to society especially those that enjoyed free education.
Among the dignitaries that graced the occasion were: Engineer Umaru Bago Tafida, the Emir of Lapai and Royal Father of the day, Engineer Alimasuya Rabiu, President of COREN, Michael Jiang Yigao, Chairman/MD CCECC, Engineer Chris Okoye, Chairman/Principal Consultant CCGE Ltd
Speech by the Honourable Minister Mr. Babatunde Raji Fashola san during the Commissionning of 100MVA, 132/33kv Transformer at Katampe Substation on February 12, 2018
Protocol
Transmission Company of Nigeria (TCN) is responsible for conveying electricity from the Generation Companies (GenCos) who produce at power stations in various locations to over seven hundred trading points where the Distribution Companies (DisCos) receive it and distribute it to consumers nationwide. The GenCos can now produce 7,000 MW, with more capacity coming. This Administration’s focus on delivering Incremental Power requires that TCN build and maintain the capacity and operational flexibility to transmit more than the GenCos can produce, to ensure stable and reliable power delivery to the DisCos and other customers connected directly to the National Grid.
As part of the program, another milestone has been achieved here in the capital city of Abuja with the installation of additional 1x100MVA Transformer at Katampe and another of the same capacity at Apo. The capacity of the Katampe 132/33kV substation, prior to this installation, was 120MVA. Therefore, with this installation, the capacity has been raised to 220MVA. Similarly, the Apo 132/33kV substation has been raised from 190MVA to 290MWA.
The two transformer projects, executed by Messrs. MBH Power Limited, are part of the Nigeria Electricity and Gas Improvement Projects (NEGIP) financed by the World Bank.
With the commissioning of the two 100MVA, 132/33kV Transformers, the communities listed below are expected to experience remarkable improvement in power supply. Gwarinpa, Life Camp, Jabi, Kado, Wuye, Maitama, Mpape, Katempe 1 and II, Jahi, Mabushi Garki, Gudu, Guzape, Asokoro, Apo Resettlement, Wumba, Apo Mechanic Village and part of Lugbe and Nnamdi Azikwe International Airport all located within the FCT Abuja.
With this development, TCN has not only established adequate Transformer capacity to serve these parts of Abuja but has also provided the necessary redundancy in line with the requirements of N-1 reliability criterion at both Katampe and Apo substations.
The installation of the two 100MVA, each at Apo and Katampe will also increase the total wheeling capacity of TCN, which was last simulated in the December 2017 to slightly above 7,000MW.
TCN also has advertised for upgrading the capacity of Central Area 132/33kV Substation. This project is part of the Nigerian Electricity Transmission Project (NETAP) financed by the World Bank as a successor to NEGIP.
TCN is also implementing the Abuja Transmission Scheme (ATS) financed by Agence Francaise De Development (AFD). The procurement process for the projects under the scheme has reached an advanced stage.
Five new Substations and a the third 330kV transmission line into Abuja in addition to Shiroro-Abuja and Ajaokuta-Abuja 330kV transmission line will be constructed as part of ATS. Two of the new Stations 330/132/33kV Substations under ATS will be sited at the West Main (Lugbe) and New Apo, while the three new 132/33kV substations will be sited at Lokogoma, Kuje and Gwarinpa. They are expected to cater for the transmission needs of Abuja in a long while.
I wish to thank the Honourable Minister of FCT for the cooperation he accorded TCN, which made this commissioning possible. TCN and the Ministry will continue to rely on the support and cooperation of the Honourable Minister of FCT, as we strive to meet the electricity requirements of Abuja, which is gradually transforming into a mega city. There is need to plan for the future expansion of Power Transmission and Distribution Infrastructure in the city.
Let me use this occasion to recognize the important collaboration that exists between FGN and Government of Japan under which Capacitor Banks worth over $10 million are being installed at Apo and Keffi substations. The Capacitor Bank in Apo, rated 22.5MVar is currently 80% completed. It will significantly improve the quality of power supply from Apo substation. The same collaboration is expected to also completely rehabilitate Apapa, Akangba, Isolo and Ikeja West Substations in Lagos.
In conclusion, on behalf of my colleague-Ministers and indeed the entire staff of the Ministry of Power, Works and housing, I congratulate TCN for successfully installing the 1X100MVA Transformer at Katampe and for the installation of another at Apo substation. The Ministry will continue to support its agencies, including TCN, to deliver Incremental Power to Nigerians.
Thank you.
Mr. Babatunde Raji Fashola SAN
Honourable Minister of Power, Works and Housing
