…..FG to RCC - "Reconstruct failed section of Lokoja -Abuja Road”

…..Consultant to supervise road construction henceforth - Minister.

The Honourable Minister of Works, H.E, Sen. ( Engr) David Nweze Umahi ,CON in his continuous assessment of Nigeria's highways in order to find lasting  solution to them since his  assumption of duty has  embarked on several roads  inspections in the country  in the South West , South East while currently touring the  North Central and  South-South Geo-Political Zones of the Country.

Umahi during his inspection of Gada- Biyu Bridge bound 1 & 2 on the Lokoja - Abuja road directed RCC Contractor in charge of the construction work to reconstruct the failed section of the road that was earlier constructed by the company, he said " we have so many failed portions of the road, they have to go round and give me the list of failed portions of the road before returning to work to reconstruct them and stone base must be used, not dust base”.

The Minister said “We must get a reputable consultant to supervise the road construction so that when the road fails, we can hold them accountable, something must be done to change from the present situation of how we construct our roads, our roads should be constructed on concrete, he made this remark while inspecting Phase II of Lokoja –Okene road in Kogi State.

FG To Review All Road Projects with Augmentation - Umahi

Minister of Works Sen. (Engr).  David Nweze Umahi has made it known that he will review all projects having augmentations.

He made this statement while granting an interview with Pressmen during the Inspection tour of the reconstruction of Bende - Ohafia - Arochukwu road section  I in Abia State on Thursday September 7, 2023.

The Minister explained why he wants to review the projects, though not as proof, but because he wants to have the knowledge why a project is being reviewed. His words " I have directed that all the regional Directors will work with my team of consultants to review all the projects that are having augmentation. It's not a proof but l want to answer many questions about a project for example project awarded in many number of years for say 2 billion is now ten billion l should be able to answer that. " I seek for knowledge to know why projects are being reviewed, whether it will ever have augmentation, l want to unravel the augmentation even though BPP would have approved it. if I feel the augmentation is not necessary, I will bring down the cost. He added.

Umahi said that the review of the augmentation is to also help him to answer Mr President, the National Assembly, the Nigerian masses and the Press so he will be able to defend what ever augmentation that arises.

While answering questions on whether the success story of his Ebonyi state advocacy on concrete technology being replicated across the country will be supported, he said, that depends on the stability of the road for instance in the Northern part of the country the use of asphalt can be used but not in all situations. " Depending on the stability of the road like in the North we can do asphalt, but that is not to say concrete cannot be used. With asphalt in the Northern part of the country, that will last for ten years, if you use concrete it will last for fifty years".

Engr. Umahi expressed happiness with the pace of work in the areas that the contractor is handling.

Speaking earlier, the contractor, M/S HARTLAND NIG. LTD. explained that the contract was awarded in 2020 with total number of forty-five kilometer and they could only conclude on 4km of the road.

"Fight on turning to Concrete is a continuous one - Umahi

Engineer David Umahi, the Minister of Works has said that the fight on turning to the use of Concrete Technology in road construction is a continuous one.

The Minister made this statement while on inspection tour of the Rehabilitation of Outstanding Section of Onitsha - Enugu Expressway under the Road Infrastructure Tax Credit Scheme - Contract no 7629 on September 6, 2023.

In an interview with Journalists, he gave reasons for using this concrete technology to be loaded with a whole lot of benefits, as being durable with a life span of over fifty years (50), and that it can stand for these number of years before it will require maintenance more than bitumen imported into the Country that are more of sub-standard which cannot stand the number of expected years, also it's cheaper to build with much local content sourced materials. In his words " I have looked at the cost of bindal cause, the wearing costs on our roads, it is safer doing it on concrete, it's going to be cheaper, Niger Cat are doing it that's why I directed that the right-hand side of the Enugu - Onitsha Expressway be done on concrete".

He directed that Enugu Section lll - Port-Harcourt expressway by Messrs. CGC Nig Ltd also that the second carriage way be totally done on concrete, "we are safer on concrete in the South East and that's what we are going to be doing" he added.

Umahi frowned at the costing of Ozalla - Isu - Onitsha and additional 3km with bridges to cost fifteen billion naira, he instructed that the work be brought back to be looked at. " I saw the road leading to Ozalla - Isu - Onitsha, I'm very shocked that four bridges and 3km additional road is said to be costing fifteen billion, I believe strongly that there's no other way it will cost us more than three - four billion.

He made it known that contractors should stay aside when budget is too expensive and budgeting process is low because it's unhealthy for the contractor. " What I want to do when a budget is too expensive and budgeting process is very low, the contractors can stay aside like what we are witnessing ten to fifteen years, it's not healthy for the contractor, because he is losing money on equipment and maintaining the work".  "Ogbulafor - Okalagun roads because it was awarded in 2010, the whole shoulders are gone".

Earlier, the contractor while explaining the work, said it will be completed by April 2025 and also that there was no problem of funding.

The Ongoing Rehabilitation of Ozalla - Akpugo - Amagunze - Ihuokpara - Nkomoro - Isu - Onicha (Enugu - Onitsha) With A Spur to Onunwere in Enugu State Is Commendable - Umahi

Minister of Works Engr. Dave Umahi has commended the ongoing rehabilitation of Ozalla - Akpugo -Amagunze - Ihuokpara - Nkomoro - Isu - Onitsha (Enugu - Onitsha) with a spur to Onunwere, Enugu State, by Arab contractors Nigeria Limited.

The Minister made the commendation while on inspection tour of the road on Tuesday September 5, 2023.

He pointed out some faults on the road to be as a result of using bad asphalt which led to the failure of the road, so the contractor has been directed to go back, redesign 1.6 kilometer and ensure the needed attention on rigid pavement on the right-hand side.

While addressing Pressmen, Umahi, attributed the major problem to be funding. In his words, "but I will acknowledge that our major problem is the issue of funding, there is no way any annual budget can fund it with Sukuk, it's difficult. So, we have to work out issues and see how we can source for the money". He added.

In his address, Director Highways in charge of the South East, Engr. Bide Obioha shed more light on the contract work.

No Concrete Layout, No Contract - Umahi

Minister of Works, Engineer David Umahi has disclosed that there will be no contract award under his watch for any road unless it is with concrete layout.

The Minister made this disclosure during an inspection tour of Oshodi Oworoshoki - Ojota road on Tuesday 29th August, 2023 as part of his tour of some roads in Lagos and  states within South West  Nigeria.

The Minister who expressed satisfaction with the job done noted that it was about ninety nine percent done except for some finishing touches.

He wondered why some contractors were against the more durable and cost reduction use of Concrete Technology that is the use of cement for road construction despite its advantages over bitumen which is more expensive and less durable, a situation  he attributed to the fact that the bitumen  produced recently are of lesser quality.

The Minister noted that despite the high number of heavy trucks that ply the road it is still without defects adding that if it was an asphalt road it would have started failing and developing faults.

He challenged contractors who are aversed to the construction of concrete roads to come to Oworoshoki road to see an example of its advantage over asphalt.

At the Apongbon bridge, the Minister lamented that some people were trading and selling chemical under it which resulted in the fire outbreak early in the year thereby causing huge damage to the bridge.  He expressed government's determination to rehabilitate it as soon as possible and install solar light.

While at Iponri section of the Eko bridge the Engr. David Umahi called on the Lagos State Government to urge the people using the premises under it to clean the surrounding and make it beautiful and habitable for their use.

FG Reaffirms Commitment to completing Abuja/Kaduna Road.

The Minister of Works, Senator David Umahi (CON) has reassured the people of the North and Nigerians of the commitment of the FG to the completion of the Abuja –Kaduna dual carriageway by 2024.

Umahi disclosed this while speaking to journalists during the inspection of the highway as directed by Mr. President who, according to him, is so passionate about the completion of the road as it will alleviate the suffering and travel time of commuters plying the road.

The Minister added that the road is very important to Mr. President and he is committed to finishing it by 2024, adding that he will match his words with action.

Umahi said, "Mr. President is passionate and concerned about finishing this road and many other Federal roads across the Nation and my inspection as directed is to get first-hand information and examine the challenges involved in the construction of the road and other roads to be visited soon”.

The section 1 of the highway which is 165.5km is part of the 375.4-kilometer Abuja-Kaduna –Zaria-Kano project awarded to Messrs. Julius Berger Nigeria Plc. in 2018 by the previous administration but is yet to be complete like other sections of the road due to insecurity and criminal activities.

The Minister who decried any form of wastage of funds or delay during construction work stressed that there should be a meaningful reason for any change in the approved design of a project to take place.

“Speaking further, he said, "I have observed that there is an issue with the design, I'm directing the Director of Geo-Technics Material and Quality Control of the Ministry of Works, he must come and run figures with me with the project Consultant".

"They have to prove to me that the CPR of the sub upgrade now is more than the CPR of the existing sub grade. I don’t believe in it and if that is not the case there shouldn’t be any need to disturb the existing sub grade, we should actually build our pavement on the existing sub grade. We want to see how we can cut down cost".

Umahi emphasized the need to quicken the approval process of payments for contractors and not make  contractors go to site when payments have not been made to them.

“Again, I have asked the Nigeria Sovereign Investment Authority, (NSIA), to run me figures, let me know how much money they want to give in every month for this project because there is a limit you can push the contractor if you don’t have funding for him".

" If you generate certificate and you cannot pay him, you can’t do more, so we are trying to look at it and if we get the figures, we will be able to insist that the contractor should start this road constructions on a number of sections", he further said.

The Minister who acknowledged the central role of security in the progress of any nation has assured Nigerians that this administration will do everything within available means to provide security for lives and properties on the roads.

He promised that efforts will be made to provide solar light on the completed sections of the road for the safety of road users and its environs if the contingency funds are available.

The Minister encouraged the use of concrete road pavement as an alternative to the use of asphalt in road construction describing it as durable and cheaper.

He urged citizens to take responsibility for FG projects in their states by protecting them rather than looting and vandalizing them as government cannot protect them.

The Director Highway Construction and Rehabilitation, Engr. Folorunsho Esan and the Director Highway North Central Engr. Bola Aganaba, all promised to monitor closely from now on the progress of work going on the road and also to meet with the deadline.

Fashola Hands Over Ministry to DOOPS. Engr. Esan

...... launches 10-year National Housing Strategy Blueprint

...... signs Value-Added Concession under HDMI

The outgoing Minister of Works and Housing, Babatunde Raji Fashola and the Minister of State, Hon. Umar Ibrahim El-Yakub, has handed over the mantle of leadership of the Ministry to the Director Overseeing the Office of the Permanent Secretary, Engr. Folorunsho Esan.

The event took place at the conference room of the Ministry's headquarters, Mabushi, Abuja, Friday, May 27, 2023.

Fashola stated that the eight years of the Buhari's Administration did its best in making sure that the promises made to the citizens are kept, saying that though some may not like them, but they will like the work they did

“There is an argument going on out there. I think it is a conversation we must have because some people don’t like the party in government but they will like the work we do" he Said.
The Minister thanked the Head of the Civil Service of the Federation, Dr. Folashade Yemi Esan who was present at the ceremony, the Directors, Heads of Parastatals, Heads of Units of the Ministry and all staff in attendance.

He expressed gratitude to the contractors whom he said stood in the gap and encouraged them to continue doing the best for the nation.

The Minister of State, Hon. Umar Ibrahim El-Yakub expressed his appreciation to President Muhammadu Buhari for giving him the opportunity to serve in his cabinet.

El-Yakub thanked the Minister and other Management staff for their kind gesture and team work which has helped him in carrying out his functions.

In her good will message, the Head of the Civil Service of the Federation, Dr. Folashade Yemi Esan congratulated the Ministers for their successes and thanked them for their support and encouragement to the Civil Service programmes and activities.

In his response the Director Overseeing the Office of the Permanent Secretary, Engr. Folorunsho Esan, thanked the Ministers for their purposeful guidance and high level of cooperation, pledging to continue to move with their vision, concept and dedication to duties.

Meanwhile, before the handover, ceremony, a Ten- year Blueprint for the National Housing Strategy Plan (NHS) was launched by the Minister.
The NHS Strategy document is a project in collaboration with Messes FMDQ Holding Plc, which will unleash the power of private capital in the sector.

Fashola said government alone cannot provide the totality of housing needs for Nigerians, hence the need to create an enabling environment for the private sectors to thrive

According to the Minister, the ten-year strategic blueprint has been designed to harmonize all extant housing initiatives by various stakeholders into a single National Housing Strategy.

He explained that despite the numerous housing programmes initiated by the current administration for affordable housing, it still did not provide more homes than private enterprises, stating that the private sector remains the real driver of housing solutions in the country

“There is nothing the government does in the housing sector that can compete and provide more than what the private sector can do whether it is a state government building or the Federal Government, the real drivers at the end of the day are the capacity of private capital for providing more houses" he said

Explaining further, he stated that the scope of land holding, are from the state governments that owns the bulk of land, the Federal Government doesn’t have as much land as the collective land holding that is in the hands of the private sector.

Accordingly. the Minister reiterated the need for reliable data on housing deficit that can put one on track, assuring that the scheduled population census will reveal the real size of housing problems in the country.
“I am launching this document with mixed feelings and I say that because, as an initiative of the private sector, the document is an alternative solution to the housing problem. One of the data that will be collected will be; who lives in a rented house; who owns his house; those who have other houses, and what type of house people live in. So, let’s hold our breath; and when the figure comes, it will be very reliable upon which we can see the real size of the problem.” He added

Earlier, the Director Overseeing the office of the Permanent Secretary, Engr. Esan stated that, the Blueprint is an outcome of the collaborative effort among the Office of the Vice President of Nigeria, Federal Ministry of Works and Housing, PricewaterhouseCoopers and FMDQ Holding PLC.

He explained that the project working group had worked tirelessly to produce the strategic compendium being launched today which is an announcement of the completion of Nigeria’s 10-year National Housing Strategy Blueprint and the commitment to the execution of the initiative therein.

In his response, the Senior Vice President, FMDQ Group PLC, Mr. Emmanuel Etaderhi acknowledged the support and commitment of the Vice President Prof. Yemi Osinbajo and the Minister, Babatunde Fashola for his guidance along every stage of the drafting of the strategy, while commending the members of PricewaterhouseCoopers team for their work, research and dedication.

In another development, the signing of the Value-Added Concession under Highway Development and Management Initiative (HDMI) has been performed by the Minister.

During the signing ceremony, Fashola noted that it is another demonstration of the Ministry’s innovative commitment to fixing the Nations’ Federal Road network through a multi-pronged approach.

He said the Highways development Initiative (HDMI) was created to develop and manage the Federal Road Network with the objective to attract sustainable investment and funding in the development of road infrastructure across the Nation.

The Managing Director of Infrastructure Concession Regulatory Commission (ICRC), Micheal Ohiani, in his address, stated that the primary objective of (HDMI) pilot scheme is to leverage private sector investment to improve facilities and operations on selected routes; infrastructure development by applying a commercial approach that bridges the funding gaps in annual capital budget expenditure, thereby reducing the  dependency on budgetary allocations

On his part, Director Overseeing the office of the Permanent Secretary, Engr. Folorunsho Esan, stated that as the ministry attains its commercial height, it is the expectation that in no distant time, and in line with the agreed timelines, the financial close time will be reached to enable the execution of the project accordingly.

The six successful concessionaires for the execution of the concession contract include: African Plus Partner Nigeria Limited Consortium (Benin Asaba Express Way and Lagos Otta Abeokuta Road);  Avia Infrastructure Services Ltd Consortium (Abuja – Lokoja Road);  Enyimba Economic City Development Company Consortium      (Onitsha Owerri Road and Enugu Port Harcourt Highway); Africa Finance Corporation Consortium (Shagamu Benin Road and Lagos-Badagry -Seme Border Road); Dafac Consortium (Kano -Shuari Road);, and China Harbour Engineering Company Limited  (CHEC) for  (Keffi-Akwanga-lafia-makurdi Road) respectively.

For The Records - Re: Allegation on “N130BN 2022 SUKUK Fund, Road Contractors Petition EFCC Over Non-Payment of Approved Funds Allocated to Them by Ministry of Works Staff”

The attention of the Federal Ministry of Works & Housing has been drawn to the above allegation carried by Opera News an online publication which was sourced from The Street Journal of May, 16th 2023 wrongly accusing staff of the Federal Ministry of Works and Housing of refusing to disburse funds allocated for projects in the 2022 Sukuk Fund to Contracts. The writer further states that the funds have been placed into accounts to generate interest “for the sole purpose of creaming off accrued interest….

2.     This is a blatant misrepresentation of facts and a calculated attempt to smear the name of the Ministry. It is pertinent to mention that the Ministry adopted the Sukuk model of project financing since 2017 and at no time has the funds for payment for any project been domiciled in the Ministry. SUKUK Funds are domiciled in the Central Bank of Nigeria (CBN) and are only released to the Ministry for payment after the necessary processes and approvals are obtained. According to the operational guidelines for Sukuk projects, payments are made to contractors within twenty-four hours of the funds hitting the accounts of the Federal Ministry of Works and Housing. It is therefore, unfounded to imagine that any portion of the 2022 SUKUK Fund is warehoused in any bank with the expectation of yielding interest for any pecuniary benefits to officials of the Federal Ministry of Works and Housing.

3.    You may wish to note that the Debt Management Office (DMO) approved the 2022 Sovereign SUKUK Funding of N110.00 billion for execution of sixty-three (63No.) projects across the country. The symbolic presentation to the Ministry of the cheque of N110.00 billion was performed on 6th February, 2023 in the Main Auditorium of the Federal Ministry of Finance, Abuja.

4.    Prior to the presentation of the 2022 SUKUK cheque, the Ministry was executing the 2021 SUKUK Funding in the sum of N210.565 billion for the construction of seventy-one (71No.) projects in the Federal Ministry of Works & Housing and N10.435 billion for execution of five (5No.) highway projects by the Federal Ministry of Niger Delta Affairs which were transferred to the Works and Housing Ministry. The disbursement for payment of executed works in the 2021 SUKUK Funding in the total sum of N220.00 billion was completed in April, 2023. It is important to note that the disbursement of the 2022 Sukuk could not be run concurrently with that of the 2021 Sukuk as a matter of principle.

5.    Upon completion of the payments from the 2021 SUKUK Funding, the Ministry commenced the collation and submission of Milestones to be achieved by Contractors under the 2022 Funding. The provision of Milestones by the Contractors, evaluation and approval by the Ministry and final no objection by the DMO is a necessary condition for the disbursement of Sukuk Funds. These processes take time and must be completed before any disbursement can be carried out.

6.    On completion of this process early May 2023 and in line with the commitment of the Ministry for payment of works executed according to the approved Milestones, the first (1st) Tranche Drawdown from the 2022 in the sum of N19.605 billion was forwarded to DMO. This will undergo a process of verification by consultants engaged by the Debt Management Office before payments can be approved and the CBN, through the Office of the Accountant General of the Federation, requested to release the funds for payment to the contractors. Subsequent Tranches would be forwarded to the DMO as the Contractors execute works in line with the approved Milestones and the works are verified, certified approved accordingly until the N130bn is fully accessed.

7.     It is important to advise the general public to always cross-check their facts before going to the media in order to avoid unsubstantiated allegations and avoidable waste of tax-payers money for energies that should be channeled into more productive ventures.

FG Directs Immediate Closure as Theft of Reinforcements Lead to Failure of Section of Ijora Olopa Road

The Federal Government on Wednesday directed the immediate closure of the Ijora-Olopa Bridge following the discovery that some miscreants have tampered with the major reinforcement elements of the deck from underneath which led to the failure of a section of the Bridge along Ijora Olopa Road, beside Water Corporation, Ijora.

The Minister of Works and Housing, Mr. Babatunde Fashola, SAN, in a Press Statement signed by his Special Adviser on Communications, Mr. Hakeem Bello, identified the failed section as the Ijora-Olopa inward Ijora-Oloye–Apapa.

According to the Statement, Roads leading directly to the Bridge such as Costain inward Eko Bridge and Carter Bridge descent inward Ijora Oloye have, as a result, been closed to traffic from last night.

Working with the Lagos State Government and other traffic management authorities, the Federal Controller of Works in Lagos has also issued the following Traffic Advisory to ensure that motorists and other members of the commuting public are able to use alternative routes.

•      From Eko Bridge motorists should take IGANMU/ SIFAX to Ijora Oloye or Apapa,
•      From Iddo to Ijora-Oloye/ Apapa; traffic will be diverted at the intersection underpass at Ijora Olopa on contraflow, and reconnected at the U-Turn to Ijora-Oloye or Apapa.

It would be recalled that the Hon. Minister of Works and Housing has on several occasions asked illegal squatters occupying Lagos under-bridges to quit as fire incidents and other illegal activities underneath such bridges often result in extensive damage of the vital infrastructure constructed with the nation’s scarce resources.

FG Will No Longer Accept Road Contract Certificate for Payment Generated by One Person – Umahi

.....No one will make unnecessary request during road construction – Eleme LGA Chairman.

The Honourable Minister of Works H.E Sen (Engr) David Nweze Umahi has remarked that the Federal Government will no longer accept road contract certificate for payment generated by one person, he made this statement while inspecting some roads within Rivers and Akwa Ibom States on Wednesday.

He said “No longer will certificate for payment be generated by one person, contractor must sign it, resident engineer as well. state controllers, regional controllers, and they will all endure inspections are done, state Commissioners of Works shall generate work done, prepare the certificate with calculations and geotechnical reports, sketches and valuation, then they will bring it to me, the moment I see that things are working I will sign within 6hours”.

“I have directed that any project that motor users cannot go through the entire length and breadth of the project awarded to a contractor, I will not sign the certificate, contractors must maintain all the roads,  the length and breath within their contract , I am directing the controllers and Directors of the Regions to ensure between Abuja and Port Harcourt they must fix the remedial works within the next 14days” He briefed the press.

The Minister, speaking further said “how could a  payment certificate be given for a road that has failed and the contractor is on site and you turn around to blame the leaders, who signs the papers ?, you  sign the paper and originate the certificate but I have directed that enough is enough , they must show me how increase in our contracts come about , anyone can sign a paper for them to pay but as for me I will not sign anything that I don’t know how it came about if you want to do ashphalt continue with it but you must sign a performance bond that the road must not fail within the life time of the project , I want Nigerians to know that overloading is not responsible for failure of the road , most of the contractors have jobs in more than ten locations with two equipment so they cannot cope with the volume of jobs”.

The Minister had also   directed that any contractor without COREN Certified Engineer must not be allowed to work, he said any consultant or civil servant that behaved the way they have been behaving their certificate would be withdrawn.

Umahi said President Ahmed Bola Tinubu is determined to end the sufferings of the road users in Nigeria, he said “road is everything to this country, road is everything to Commerce, road is everything to Solid Mineral, Medicine, Education, Agriculture and to Food Security".

The Honourable Minister was approached by youths of Eleme during his inspection for upgrading of four lanes to six lanes for Eleme junction to Onne junction road projects in Rivers State where he promised them that he would work with the youths to ensure that the road does not remain the same.

Earlier the Eleme Local Government Area Chairman, Hon. Obarilomate Ollor who spoke on behalf of the youths said “ I thank the Minister for coming to inspect this road on behalf of Mr President , this bad road has been responsible for the untimely death of so many people and more that ten thousands of vehicles ply this route daily , and from what you have said the youths will cooperate with you to deliver this project and we will not make unnecessary request”.

Some of the projects inspected by the Minister in Rivers and Akwa Ibom states included Aba- Port Harcourt road, Bodo Bonny road, Ogoni bridge, Reconstruction of Abak – Ekparakwa –Ette- Ikot Abasi road and the dualization of the East West Road Section four at Eket By Pass.

Minister of Works, State Governments in Joint Inspection of Edo and Delta Federal Roads.

....."I have just directed that every project must have a COREN registered engineer”- Umahi.

.....Community Group, Driver express hope of having a good road soon.

The Honourable Minister of Works H.E. Sen (Engr) David Nweze Umahi, the Deputy Governor of Delta State, Chief (Sir) Monday John Onyeme and the Commissioner for Roads and Bridges in Edo State Osazemen Ethan Uzamere with some stakeholders toured some ongoing road construction works in Edo and Delta States respectively on Monday.

During the joint inspection, Levant Construction Company that is handling some of the Federal Government Road projects linking Edo and Delta States in Benin were directed by the Minister of Works to do the maintenance work of the construction of Benin – Sapele road at night and that work should start immediately, while the bad spots should be made motorable within 30days.

Umahi said “we have directed them to immediately maintain the road , we are redesigning  the road irrespective of the fact that they have gotten advance payment , we are redesigning the road on concrete , We have agreed with the commissioner of Works and Bridges in Edo State that  the drains should be opened so  that the water can go out  in order for  the contractor to maintain the road, I am giving the contractor  7days to come up with the new design so that we all look at it together”.

The Minister said “ I have looked at the road projects from Abuja to Benin City  , the intention of the past administration all the way from Abuja to Benin City , very wonderful intention I commend the initiative but Nigerians do not have value for all money spent on the roads, I was on the  road for 14hours with all the securities attached to me and if I could be on the road for 14hours imagine what ordinary Nigerians are passing through without security , this is not acceptable ".

"Unless we change our procurement process, this country cannot move forward. I am very happy that Mr President is a man of infrastructure, he is a man that knows how every aspect of this country will be reset, I am very happy about that, and I will do everything within my power to support him” Umahi told the states stakeholders.

He said , “On the side of the contractors there are no good intentions , they don’t have enough personnel that are qualified , I have just directed that every project must have a Council for the Regulation of Engineering in Nigeria (COREN )registered engineer  to be the project manager for all  contracts for every company on the road and the person must not have less than 15years on road construction and I have also directed that we shall no more do surface dressing on our road shoulders , I have directed that all projects must stop and be redesigned on concrete , the truth is that non of these roads that are built from Abuja to Benin will last more than 5years and that is very unfortunate , roads are failing because most of the contractors don’t do what is  called penetration test , we also have adulterated bitumen , the bitumen imported into this country are adulterated , they should go to Ondo and Ogun State and develop our abundant bitumen there “.

“We don’t want to put anybody out of business but we must develop our economy, they should employ our engineers; material engineers, geo technical engineers, surveyors, structural engineers and road engineers , every project should not have less than seven professionals supervising it for Ministry of Works, we are going to reset our road construction so that the people can smile again under President Bola Ahmed Tinubu” the Minister reiterated.

The Deputy Governor of Delta State, Chief (Sir) Monday John Onyeme after touring  Benin –Sapele –Warri road , Sapele Roundabout , ongoing dualization of  Sapele –Ewu road , Sapele – Agbor road and  Nigerian Port Authority roads in Delta State with the  Minister at a press briefing said to the Minister “ Thank you for coming to see for yourself  the importance of caring to do these roads , I do know that you have been tested , we have no fear that you will do it . We assure you of Delta State support and we will give you 100% cooperation”.

Earlier in Benin, a community group known as Sapele Road Bypass Axis Group (SARBAR), through its Association General Secretary Pastor Moses Omo- Osagiede said “We are happy with the visit of the Honourable Minister to Edo State on road inspection and we do hope that the maintenance work will be done quickly”.

Similarly, a bus driver Mr Emmanuel Felix who volunteered to speak on behalf of other drivers who ply Sapele Road Bypass Axis and the Benin –Sapele –Warri Road regularly said, “we hope with the inspection of the road by the Minister and this team, the contractor will do a good job and not their usual fake road works”.

President Tinubu Supports Concrete Road Technology.

...Nigeria to respect right engineering practices - UMAHI

The Minister of Works, Engr. David Umahi has disclosed that President Bola Ahmed Tinubu, GCFR, is interested in concrete road technology, since this is more durable and fairly moderate in cost effectiveness. The Minister also stressed that the time has come for all Contractors working in Nigeria to ensure that they respect strictly the Global Right Best Practices in Engineering that enhances the durability of all construction work, both for roads and bridges with the best quality of materials being used.

The Minister made this statement during a meeting with contractors handling projects in the North East Geo-political Zone of Nigeria.

In his words "I had recently met with contractors handling road dualization projects and my position on the issue is to take one lane and complete it because of paucity of fund, but with the availability of money they could start the second lane. We can manage with one lane instead of not having anything at all,' he said.

Umahi said, presently we have up to N14 Trillion on-going projects against Eighteen Thousand Kilometers, adding that with the Renewed Hope Mantra contractors should not stay on site more than four years.

The Minister frowned at situations where some contracts have been on-going for 20 years, he said it was not good for the contractors, not good for the projects and not good for the client.

"We are introducing CONCRETE ROAD TECHNOLOGY and some of you are not happy about it. Some are saying it is too expensive but we have to try the both and see which is better.

"In any case, any contractor with an on- going project that is not willing to cooperate with us for a redesign with concrete road technology which with fifty years period free of maintenance, we'll demand for performance bond. The situation and time when roads are built on asphalt and within two to three years the project is back to square one is gone," he said.

He highlighted the reasons for road failure which among others include, poor workmanship from contractors, importation of adulterated bitumen into the country and the laying of less than correct thickness of asphalt.

Umahi said, our people were suffering as a result of poor workmanship and all manner of cheating and we have come to solve the perennial problem once and for all.

"We don't witness this kind of construction pattern in developed countries, you came from developed countries so we are going to respect Engineering Best Practices in Nigeria. We will build a road that is going to last," he said.

The Minister however disclosed that subsequent signing of certificate would be based on status certificate.

Umahi was delighted to inform the contractors handling projects in the North East Zone of the country not to bother to report him to Mr. President because he had already reported himself to him on all issues.

The Minister said he is taking instruction directly from Mr. President and he is interested in concrete road technology.

"He has given a tooth to bite and to bite Nigerians into Good Roads so that they can Enjoy. This will be one of the Greatest Legacies of Mr. President and other legacies he is bringing so that the world will know we are not here for business but we are here for an assignment," he said.

Umahi Announces Intention of Works Ministry to Face Dualized Roads

.....We have N431B ready for contractors– Minister of Works

The Honourable Minister of Works Engr David Nweze Umahi has announced the Ministry’s intention to focus on most of the dualized roads across the country.  He said, “Why we are here now is to announce our intention to face most of the dualized roads in the country.”

The Minister made these remarks while meeting with all contractors handling road dualization projects and all zonal Directors of the Ministry at the Ministry's Headquarters office in Abuja, today.

“I want to remind you that Nigerian National Petroleum Corporation (NNPC) is funding 50% percent of the contract sum and that funding goes up to 2025, “he said.

Umahi said “we have N431B of money that is ready for contractors to clear but there is no certificate for it , if you are doing a job under Phase 1, make effort to make claims , if your job involves augmentation go back to your Regional Director for understanding before I sign the certificate , any certificate I sign now , I have to take account for it even when I have left office “.

The Minister tasked the contractors to stick to one lane if their job has not gone up to 50% completion; he said he had also come up with Performance Bond meaning that all new projects would be guaranteed for 10years.

He urged all contractors that have built roads that cannot last up to ten years to write to the Ministry to either stop work or rebuild the road to last 10years, the  Minister warned  contractors that he would not listen to stories of failures on the roads due to  overloading, he enjoined all the contractors to cooperate with him on building roads with concrete technology as it was done both in India and Singapore.

Earlier, Engr. Umahi told the contractors and stakeholders to key into the Renewed Hope Agenda of Mr President, he said this Administration has 18,000kilometre of roads and inherited a contract sum of about N14.1 trillion and out of which N4trillion is being paid in all those projects, some of the projects have lasted between 10 to 20years.

The Minister said some contractors have jerked up the contractor sum by hundred percent and that is the reason they are not getting paid.

“We are going back to the original concept of the projects and the necessity of any additional works and also see how we get a fair deal, expecting an endorsement from the Ministry of what is not acceptable to Nigerian Society of Engineers is not possible “The Minister said.

Engr. Umahi also confirmed that “Mr President understands road infrastructure, If I come before him with a contract of N44B reviewed to N144B contract sum, I must be able to provide details of how the cost came about “.

Umahi To Collaborate with South-East Governors in Road Infrastructural Development of The Region.

The Honourable Minister of Works, Senator Nweze David Umahi has expressed optimism that collaboration with the South-East Governors will transform the region’s road infrastructural development, thereby bringing an end to the perennial issue of failed roads and none motorable roads in the region.

Umahi made this statement when he paid a courtesy visit to the Governor of Abia State, Dr. Alex Chioma Otti and his counterpart, the Governor of Enugu State, Barr. Peter Ndubuisi Mba respectively during his ongoing inspection tours of Federal Road projects in the region.

The Minister at each visit listed and narrated all the federal road projects in the state and pleaded for collaboration and synergy to getting the work done which he says will bring development and boost socio-economic and commercial activates in the region.

“We have 11 federal road projects ongoing in Abia state and up to ten in Enugu state and all of them are going on well,  some are on Tax credit Scheme, while others on MTN sponsorship, some others on Sukuk, they all have funding and the ones on budget we will do something about it to make sure the roads are put in use for our people, get us informed if you notice anything wrong and I suggest the appointment of an SSA on federal roads, this will help to get you informed well on any issue that may delay work” He said.

Umahi took time to explain to them FG's new proposal on what it calls Brown Field and Green Field Projects which he noted will bring to an end the issues of dragging for refund on money spent by state government in constructing federal roads in their states, this is rather an easy agreement and transparency incorporated.

“You can do federal roads if you want but no refund for now from federal government because there is no money, but I suggest you key in into what we call Green field or Brown Field Road Projects.  You construct a new road you toll it get your money and we start to share the profit, or you take up a constructed road, to maintain it, you toll get your money and we share the profit, we can talk more on it” he said.

The Minister introduced the use of concrete pavement technology as a better option on road construction in the region considering the soil texture of the region, more so that it’s cheaper, safer and it lasts longer than asphalt without maintenance for a longer time.

“It is safer doing it on concrete and it’s cheaper, Asphalt is good, but it will not last long.  I believe strongly that if we start using it in the region it will help us because water does not disturb it rather it makes it stronger without much maintenance but it's durable having stayed for long” he said.

He pledged his support for states in delivering the dividend of democracy to the citizens and the nation at large saying the federal government came prepared and determined to ensure that a significant milestone is achieved in providing good road network across the nation.

He directed the Federal Controllers of Works in the States to always be in close contact with Governors and must brief them on any project to be executed in the state and also to speak up  freely if there is any challenge that needs state attention.

Also, to check insecurity on the highways, the Minister encouraged the Governors to clear roadsides at least up to fifty (50) meters inside which he said will give a clear vision and feasibility in case of any emergency and can also be used for agricultural crops that doesn’t grow tall.

Responding, the Governor of Abia State, Dr. Alex Otti welcomed the Minister for his visit which he said came right in time as the new government prepares to embark on some road projects in the state and promise to key into rigid pavement technology.

He congratulated him on his appointment describing it as a well-deserved appointment considering his antecedents in infrastructural development in Ebonyi State and urged him to replicate same in the South-East and the Nation at large, for the benefit of all.

Responding the Governor of Enugu State, Barr. Peter Ndubuisi Mbah warmly received the Minister and commended his immediate response to visiting federal road projects in different states across the Nation describing it as desirable.

The Governor thanked him for his innovation on the use of concrete pavement which he affirmed was a good idea that is worth keying into and that he too shall introduce and use it as well.

FG Orders the Completion of Carriage Ways Before Working on Spurs...

The Honourable Minister of Works, Senator Nweze David Umahi has directed the contractors working on Federal roads in the South East Region to concentrate on the completion of carriageways first before working on the spurs to ensure the speedy completion of the project for use.

He made the declaration at the inspection of the construction of the Enugu – Onitsha Expressway in Enugu and Anambra States by MTN Nigeria Communication Plc, The Rehabilitation of Old Enugu – Onitsha Road (Opi Junction – Ukehe – Okpatu – Awhum, Abor –Udi – Oji to Anambra border and many other road construction projects at the ongoing inspection tours of all the federal roads project going on in the region.

The Minister ordered that the remaining portion of the roads still under construction be done using concrete pavement as he noticed that some of the road shoulders are already cracking because the quality of bitumen in use is of low quality and adulterated.

“I will allow the portions already laid with asphalt but the failing road shoulder should be replaced with concrete carriage, I know what I am saying, the quality of bitumen in this country is low and adulterated. We will not give up the fight till we get to the level where after construction, the road stays for 30 – 50 years before we talk of maintenance” he said.

Umahi maintained that the use of concrete technology in road construction is cheaper, safer and reduces the longer time contractors have to stay on site trying to patch failed portions after the project completion, and that with the use of concrete pavement, no one goes back to check if the road is failing or not because road failure when concrete is in use is laughable.

“It is safer doing it on concrete and cheaper, I believe strongly that when a project is so expensive it keeps the contractor a longer time on site because he will keep delaying to get all his payment meanwhile there is no money to pay him so he keeps staying on site doing nothing.

The Minister directed all contractors that have left their site because of payment to quickly and immediately move back to site or he will terminate the contract noting that the monies released already to the contractors from what he was told is supposed to complete the carriageways before requesting for additional money.

“I am optimistic that the money available will complete the work, come with your bill of quantity so we review it and give you proper directive, move back to site immediately to continue your work within 7 days or I terminate the contractor, you cannot say we are owing you and because of that you stop work” He said”.

Umahi promised the contractors that availability of fund is not going to be a challenge when they do their own part.  He added that he will be meeting with the funding partners and the one being financed through appropriation, all will be given attention.

“You said there is no money to complete the project, it is my duty to chase the debt, it is yours to go back to site.  I guarantee that the money will be paid, I will meet with the financers and we will do what we are supposed to do”.

The Minister demanded that the Director Highways South East, Engr. Bede Obioha brings up the entire project for review to see how they will put ideas together to ensure that all the outstanding projects be completed and be open for usage.

During his briefing, the Operations Manager, Niger Cat Construction Company Ltd. Engr. Fadi Mosaad welcomed the Minister and commended the Minister’s directives on the use of concrete pavement saying it’s going to help considering the soil texture and the terrain of the zone.

The projects visited are: Rehabilitation of old Enugu – Port Harcourt Road (Agbogugu – Abia Border spur to Mmaku, Rehabilitation of Oji – Achi – mmaku – Awgu – Ndeabgor Road section 1 in Enugu State, Construction of Ugwueme – Nenwenta – Mkwe – Ezere – Awunta – Obeagu – Mgbidi Nmaku Road in Enugu State, construction of Enugu – Onitsha Expressway in Enugu and Anambra States, The Rehabilitation of Old Enugu – Onitsha Road (Opi Junction – Ukehe – Okpatu – Awhum, Abor –Udi – Oji to Anambra.

South East:  Redesign the Failed Portions with Concrete Pavement - Umahi

The Honourable Minister of Works, Senator Nweze David Umahi has directed that the failed portions of the Enugu – Port Harcourt Expressway Section III: Enugu – Lokpanta in Enugu State should be redesigned with concrete pavement.

The Minister stated this at the inspection of the road which marks the beginning of his South East Road inspection tour scheduled to take place throughout the week starting from Tuesday 5th September – Saturday 9th September 2023.

Umahi reaffirmed that construction work on the federal roads must be done right to avoid coming back to redo an already completed work, he commented on some portions where the binder wearing has been completed but has now failed.

“We noticed a couple of failures in some completed and uncompleted sections, contractors must go back and amend them, I believe that bad asphalt resulted to the failure and we cannot take that” ‘he said.

The Minister pointed out that some portions of the expressway inspected so far needs urgent and immediate attention and directed the Director in charge of the South East geo-political zone, Engr. Bede Obioha from the Ministry to come up with recommendations for the accomplishment of his directives.

“From Km 0+00 left hand side needed immediate attention up to Ozalla and should be amended on rigid pavement and the entire right-hand side also must be on same rigid pavement, Director Highways south East take note.

Umahi commended the contractor for the work done so far and encouraged them to continue to keep the pace and on the issue of finance, the Ministry will do their best to make sure fund is provided.

Addressing the Minister earlier, the Director Highways South East, Engr. Bede Obioha briefed the Minister on the project and also assured him that all the recommendations sited shall be corrected.

The Contractor, Messrs. CGC Nigeria Limited thanked the Minister for visiting the site and promised to work on the failed portions but revealed that the challenge they have is paucity of fund as well as the rainy season, after which, the failed portions shall be corrected.

Highway Inspection: Umahi Meets with Ogun and Oyo State Governors

.....Lagos – Abuja to take four hours journey through supersonic highways –Works Minister

.....You have demonstrated capacity and experience for promising immediate approval for state governments to fix Federal roads – Ogun State Governor to Umahi

.....Oyo – Iseyin road to be commissioned in September – Makinde

Minister of Works Engr David Nweze Umahi CON, confirmed  “Let me announce to you that Lagos proposed 4th Mainland Bridge Supersonic Highway will take four hours to drive from Lagos to Abuja , he said  "we had a presentation on it  yesterday with the consultant , and  it's going to be on Public Private Partnership (PPP)  , driving from Lagos to Abuja will take 4hrs , we are concluding on it within one or two months  and work will start’" he made this remarks  during his meeting with the Ogun State Governor, Princ  Dapo  Abiodun  in his Office in Abeokuta , the Ogun State capital.

Umahi informed  the Governor “ We have a programme called Highway Development Management Initiative ( HDMI) and  it allows states and other Private Investors to engage with the FG either to take over a fully  constructed road to toll and maintain it  in partnership with Federal Government or take a brand new road and reconstruct it and toll it, under laid down agreement, l  am very much  open to that, we also bring some roads  architecture   into this kind of arrangement; solar lights  where we can fix CCTV to monitor  our  roads and   increase visibility, this will  largely reduce insecurity  and also create service stations, we can monitor security at these service stations, we have mini clinics , toll vans at this stations just as we see outside the country.”

The Minister said “it is better to break the law and save the life of Nigerians “.  He told the Governor that any state government that wants to do PPP with Federal Government has his approval already.

We are excited with Governor Seyi Makinde, we as a government have also done a number of roads” Umahi said.

His Excellency, the Governor of Ogun State Prince Dapo Abiodun, in his reaction told the Minister” I thank you for the remarks you made about how we have been very indiscriminate in working on roads weather they are Federal or State roads, when our citizens are suffering on the road, they don’t ask who owns the road.”

During the Minister of Works meeting with the Oyo State Governor, he said “For us If a road is important to our economy we just go ahead and fix it, an example is the road between Oyo and Iseyin, the road passes through our major Agric business hub and for Agro processors in the area, they need good roads to evacuate their products".

Permanent Secretary - Mamman Charges COREN

.....Halt Building Collapse Now.

The Permanent Secretary FMW&H, Mahmuda Mamman has charged the Council for the Regulation of Engineering in Nigeria (COREN) to strategize and ensure a halt to incessant building collapse in Nigeria henceforth. The Perm. Sec made this disclosure during a courtesy visit of members of the council led by its Registrar, Engr. (Prof) Adisa Bello to the Ministry’s Headquarters office in Abuja.

Mr. Mahmuda Mamman speaking further said that, COREN being a Federal Government Recognized Regulatory Body is vested with the elaborate Mandate and Powers to check and control building standards in Nigeria. To this end he opined that there should be no more cases of building collapse which he frowned at and termed a bad situation that must be brought to a stop.

The Perm. Sec, said there seems to be a disconnect somewhere between Nigerian Engineers and COREN and that COREN as a matter of urgency proffer an urgent solution to this situation.

Mamman also advised that all Regulators in the Engineering body should come together and seek audience with the Ministry of Finance especially as regards the recent Federal Government Policy directive of self-funding for all such bodies . He further spoke to the idea of the consideration of levies as a way of generating revenues to assist the council. He thereafter charged the council to come up with implementable plans and guide lines by going back to the drawing board for them to be able to reposition COREN for better performance and impactful services to Nigerians.

Mamman appreciated the visit which he said was very fruitful and he is better informed now than before on the activities of COREN, while also directing that proper checks and registration alongside mandatory monitoring be carried out on construction activities that will end up in Nigerians living in well-built solid buildings with confidence without any fear of building collapse, come rain, come sun shine nationwide in Nigeria.

Earlier, the Registrar of COREN, Engr. (Prof) Adisa A Bello, said they were in the Ministry to brief the Perm.Sec on the activities of the Council for the Regulations of Engineering in Nigeria. The Registrar said COREN is a statutory regulatory organ of the Federal Government of Nigeria, established by Decree No. 55 of 1970 amended by Degree No. 27 of 1992, now Engineers (Registration).

The Registrar also confirmed that by the promulgation of Decree 27 of 1992, COREN was merely a Registration body of Engineers, and it was then known as Council of Registered Engineers of Nigeria. However with the expansion of its functions in 1992, which now includes Regulation and Control of the Engineering Family, COREN's name was changed to what it is now, but still retaining the acronym, COREN.

Amongst COREN ‘S MANDATE ARE:
It is empowered to:
1.    Regulate and control Engineering practice in Nigeria with all its aspects and ramifications,
2.    Ensure that Engineering is practiced by industry, Government and professionals according to acceptable and prescribed standards and abiding by the ethics and cannons of the profession
3.    Ensuring that only registered Engineers head Engineering departments and Units
4.    Ensuring that without proper registration with COREN, Engineering Practitioners do not progress or function beyond legally prescribed levels among other key mandates of COREN.

Also in attendance were relevant Directors of Engineering Departments of the Ministry who also contributed to the very meaningful discussions.

Remarks By H.E Babatunde Raji Fashola, SAN At the Virtual Commissioning of Three Bridges, Three Secretariats and One Road on Tuesday 23rd May 2023

Mr. President, Distinguished Ladies and Gentlemen:

On behalf of the Honourable Minister of State, Ibrahim Umar El-Yakub, and other Ministers of States who have served with me, the Permanent Secretary and former Permanent Secretaries, Directors serving and retired and all the staff of the Ministry of Works and Housing, I am pleased to welcome you all to this momentous day.

A day where the Federal Government of Nigeria, working with the State Governors, Senators and House of Representative members, Traditional Rulers and with the people of Nigeria, unveils 3 (THREE) major bridges the Loko-Oweto, Second Niger and Ikom bridges, a completed Section of over 200 kilometres of Kano-Kaduna Highway and three new Federal Secretariats.

Today, Mr. President will connect Benue to Nasarawa on the Loko – Oweto Bridge, Cross River to Benue on Ikom Bridge and Anambra to Delta on the Second Niger Bridge, and literally connect many parts of Nigeria to themselves.

In the same vein, we link Kano to Kaduna on the Kaduna-Kano highway and impact Zamfara, Bayelsa and Anambra directly through the Secretariats.

This is a story of development and a story of people, all of which cannot be fully told here.

But I will try; starting from the President and the Commander-in-Chief whose leadership, support and opportunity afforded us to serve has made all these possible.

The story of the cabinet members from the Vice-President and my colleague ministers whose support for the various memoranda in Council made these projects possible.

Some of those memoranda you spent hours to debate and approve have yielded some fruit.

Our legislators in both chambers of Parliament were part of the story. They appropriated, they approved where necessary and oversighted all through the project; but they never obstructed.

The State Governors, their Commissioners and their Traditional Rulers are a story that must be told, about how Federal, State Government and Traditional Institutions can, and must work together to deliver development and prosperity.

The story of the men and women who worked on these construction sites is an unforgettable one.

Not only were these sites places of employment for them to earn a living to support their families; I saw in them men and women, boys and girls involved in the dignifying and patriotic work of nation building.

The story of the economic activity that took place at these sites is also most compelling.

Thousands of tonnes of construction materials, sand, cement, diesel, reinforcement, bitumen, aggregates were bought, sold and transported over the period.

This was a period of boom for small and family-owned businesses who supplied the contractors.

It is the clearest narrative about how infrastructure benefits the people and how this drives the services sector of the economy that employs the most people.

It is the story of how the Muhammadu Buhari policies meet the people at their point of need even if many of these people will never meet Muhammadu Buhari in person.

Another story to tell is that prosperity is already being delivered by these projects.

Travel time is reduced by more than 50% in many of the places we surveyed.

Property values of landowners have appreciated by up to 30% in the surveys conducted on land values where we have delivered infrastructure.

These are some of the attempts by Government to pushback against multi-dimensional poverty; because Loko-Oweto reduces travel time to Abuja by 4 (FOUR) hours and with the Second Niger Bridge it will take a few minutes, instead of hours to cross the River Niger, a crossing of approximately 1.5 Kilometres.

The Calabar port now has a story of improved patronage to tell, and efficient import and export business can only help in the push back against poverty.

With regards to the Presidential Infrastructure Development Fund, I want to tell the story of a successful working relationship with the Nigeria Sovereign Investment Authority (NSIA) under the previous Managing Director, Uche Orji, and the present one, Aminu Umar-Sadiq and the management team.

They were worthy custodians and managers of the Presidential Infrastructure Development Fund.

I cannot forget the story of my working relationship with your Excellency’s office through your Chiefs-of-Staff, the late Abba Kyari of blessed memory and the amiable Professor Ibrahim Gambari.

With their collaboration, the Attorney-General and the Minister of Finance, we delivered the Second Niger bridge, 200 kilometres out of the 365 kilometres of the Kano-Abuja highway and 114 kilometres of the 127 kilometres Lagos-Ibadan highway.

Mr. President it is now my pleasure to invite you Sir to dedicate and hand over the following projects for public use:

a.  Zamfara Federal Secretariat, Gusau
b.  Bayelsa Federal Secretariat, Yenagoa
c.  Anambra Federal Secretariat, Awka
d.  The Ikom Bridge, Cross River
e.  Loko-Oweto Bridge (Nasarawa/Benue)
f.    Muhammadu Buhari 2nd Niger Bridge (Anambra/Delta)
g.  Two hundred kilometres of Kano-Kaduna dual carriageway.

President Buhari Commissions Seven Legacy Projects Under Works and Housing Sector.

...the Second Niger, Ikom and Loko-Oweto bridges; Kaduna-Kano Road section and Federal Secretariat Projects commissioned

President Muhammadu Buhari has today virtually commissioned seven laudable legacy projects under the Federal Ministry of Works and Housing across some states of the federation.

These projects are: the Second Niger bridge linking Asaba and Onitsha in Delta and Anambra states, Ikom bridge in Cross River state and Loko-Oweto bridge linking Nasarawa and Benue states.

Other projects include: Kaduna-Kano Road section dual carriageway and Federal Secretariat building complex in Anambra, Bayelsa and Zamfara states.

Mr. Babatunde Raji Fashola, has been the Minister superintending over the Works and Housing sector under the Administration of President Muhammadu Buhari since inception in 2015.

The Presidential commissioning was conducted virtually and simultaneously across the seven project locations in the respective states.

President Buhari described the projects as symbols of his administration's efforts and commitment to renew the Nigerian stock of Infrastructure, pointing out that it was a deliberate choice and not an accident. Which today has greatly enhanced the Nigerian GDP from 20% to 40% there by delivering on the prosperity of citizenry.

The President further explained that government's debts were tied to Infrastructure, pointing out the assets and investments of the government is in place.

Accordingly, President Buhari stated that the projects were an example of the change promise of his administration as well as a practical effort to confront the multi-dimensional poverty instead of lamentation.

Earlier, the Minister of Works and Housing, Babatunde Fashola stated that the projects these projects have massively impacted on Nigerians of various geo-political zones, saying that with these projects, President Buhari had met people at their door steps even when they never saw him in person.

Accordingly, Fashola explained that the economic activities that took place during the construction work had resulted in pushing back the multi- dimensional poverty from the society.

He listed the benefits to include; job creation for the people; reduced travel time with additional comfort during travels, business efficiency and value appreciation of properties.

Fashola commended the cooperation and support of all the stakeholders, such as Ministers, State Governors, National Assembly Members, Contractors, Traditional and Community Leaders in the project locations for the success achieved in delivering the projects.

Governors of Anambra and Imo states, Professor Charles Soludo and Hope Uzodinma respectively, the Governor of Delta State represented by the Chief of Staff, Rt Hon. Festus Ovie Agas as well as the Minister of Labour and Productivity, Dr (Sen.) Chris Ngige, who all delivered goodwill messages.

They all expressed joy and commended President Buhari for delivering on the projects which they described as having huge economic impact on the Nation.

The three Federal Secretariats were named after some dignitaries such as, Dr. Good luck Ebele Johnathan for Baylelsa, Ebele Okeke for Awka and Mallam Yahaya Gusau for Zamfara Federal Secretariat complex in Gusau.

It was a very colourful and eventful legacy project commissioning ceremony across the Nation.
