INFRASTRUCTURE REMAINS CRITICAL TO ECONOMIC GROWTH — PERMANENT SECRETARY TELLS INTERNATIONAL CIVIL SERVICE CONFERENCE 2026 IN ABUJA

The Permanent Secretary, Federal Ministry of Works, Mr. Rafiu Olarinre Adeladan, has reaffirmed that infrastructure development remains the foundation of economic growth and sustainable national development, stressing that no nation can attain meaningful progress without substantial investment in critical infrastructure.

Speaking at the International Civil Service Conference 2026 held on Thursday in Abuja, the Permanent Secretary described infrastructure as a key driver of economic transformation, noting that the present administration has prioritised infrastructure and transportation as central pillars of national development.

According to him, countries such as the United States, the United Kingdom, Germany, and South Africa have continued to achieve significant economic advancement through deliberate and sustained investments in roads, railways, power, and other essential infrastructure.

He explained that infrastructure plays a strategic role across all sectors of the economy, including agriculture, transportation, commerce, and oil and gas, by facilitating the movement of goods and services, enhancing productivity, attracting investments, and improving the quality of life of citizens.

Adeladan further disclosed that the Federal Ministry of Works has adopted modern and resilient road construction technology known as Continuously Reinforced Concrete Pavement (CRCP), in line with global best practices and in response to the growing impact of climate change on road infrastructure.

He noted that although CRCP roads require higher initial construction costs, they are more durable, environmentally sustainable, cost-effective over time, and capable of withstanding heavy traffic loads for up to 50 years with minimal maintenance.
The Permanent Secretary added that the adoption of concrete pavement technology promotes local content development through the utilisation of locally sourced materials and labour, thereby creating employment opportunities and stimulating economic growth.

Addressing the challenges confronting infrastructure development in Nigeria, Adeladan identified inadequate funding as a major constraint, particularly given the enormous resources required to bridge the nation’s infrastructure deficit.

He explained that government alone cannot provide all the funding needed for infrastructure development, hence the increasing adoption of Public-Private Partnerships (PPP) and concession arrangements for major road projects nationwide.
He cited the Benin–Asaba Road and the Abuja–Keffi–Akwanga corridor as examples of projects already concessioned to ensure sustainable maintenance, improved efficiency, and enhanced service delivery.

The Permanent Secretary stressed the importance of designing infrastructure projects with clear developmental objectives, sustainability, climate resilience, and community needs in mind, noting that infrastructure investments must deliver tangible socio-economic benefits and long-term public value.

Also speaking at the conference, the Permanent Secretary, State House, Mr. Temitope Peter Fashedemi, underscored the importance of proper planning and climate-conscious infrastructure delivery to mitigate losses caused by flooding, erosion, and poor maintenance culture.
Similarly, the Permanent Secretary, Federal Ministry of Water Resources and Sanitation, Dr. Emanso Umobong, advocated the integration of technology, smart city concepts, community participation, and human capital development in infrastructure planning and implementation.

In his remarks, the Director-General/Chief Executive Officer of the Infrastructure Concession Regulatory Commission (ICRC) emphasised that Nigeria’s huge infrastructure gap requires stronger private sector participation, noting that sustainable infrastructure financing can only be achieved through an enabling environment that guarantees investor confidence and reasonable returns on investment.

The conference brought together top government officials, policymakers, development experts, and other stakeholders to deliberate on strategies for strengthening infrastructure delivery and promoting sustainable national development through innovation, technology, and collaborative partnerships.

Federal Government Begins Demolition Of Properties  Affected  By The Right  Of Way On Section 1 Lagos- Calabar Coastal Highway, Says  Exercise Shall Have A Human  Face   The Honourable Minister  of Works, His Excellency,  Senator. (Engr) Dr. Nweze  David Umahi CON has assured  that the construction of Lagos- Calabar  Coastal Highway  being  handled  by Federal Government  under  His Excellency President Asiwaju Bola Ahmed Tinubu GCFR would mark a major milestone  in the Renewed Hope  roadmap towards economic  diversification. He gave this assurance  during  the flag-off of the demolition  of properties  affected  by the right of way on section  1 of  the  Lagos- Calabar Coastal Highway  being handled by Hitech Construction Company Ltd.  He said, the Federal Government  is  passionate about the plight of the people  and would, in the exercise  of the right of way, put a human face in the demotion of properties  that were required  to give way for the construction  of the coastal highway, noting that the Federal Government was  considering the most economically viable way to pass the coastal road without much damages. He further reassured that there would be no delay in the payment  of compensation to the property owners  entitled  to compensation but solicited  their cooperation to the timeline of the demolition  exercise. He said, "We are doing some minor adjustments, and our commitment is to stay  within the coastline. When the initial demolition order was passed to all the affected  investors, so to speak, I graciously  increased  the period  to another  seven days and yet another 4 days, and here we are because the project stopped because  of the part of  this demolition, and I want to commend  the likes of Mr Bolaji." While flagging -off the demolition  exercise, he said, "This demolition  is going  to have a pure human  face and so with the utmost  fear of Gid, gratitude  to God Almighty  and commitment  to the Renewed Hope agenda  of President Asiwaju Bola Ahmed Tinubu GCFR in our infrastructural development  in particular, I wish to flag-off this demolition  exercise to get a right  of way within  the coastal corridor  which  is the legitimate  right  of the Federal Government."  The Honourable Minister, however, called on all those to be affected  by the demolition  exercise  to take it as a sacrifice for the  ultimate  impact of the project on the economic  prosperity  of the nation. He highlighted  the socio- economic  benefits  of the project, including the money it will save for businessmen and women  and the stability  it will bring  to the economy. For those playing  poltics  with the economic  enhancing  project, he said, "Those who are playing  poltics with this can go ahead. My job is simple, just to pass the coastal  road and those who are into politics  can continue.."  Speaking  during  the event, one of the affected  property  owners, Mr.  Balaji Ariyo ( Mami Chula), said  the demolition  would no doubt  affect  his business  but he had no option than  to make  sacrifice for the greater good of millions of  Nigerians  whose livelihood  would  be impacted  by the construction of the Lagos-Calabar Coastal Highway  which has a spur that connects South to North. He urged all those to be affected  by this critical infrastructure  to see it as a sacrifice  for the good of all Nigerians. He said," Yeah, some of us are affected, no doubt about it. But some of us are not up to 0.1% of the millions of people that we enjoy the coastal road. That's why someone  like me and some others also have taken it to heart to also support Mr. President and the Honourable Minister to ensure that this road comes to life." He noted that the coastal highway  has the potential  to create  greater  vistas of opportunities  for  businesses and other human development initiatives that would  benefit a greater number of Nigerians.  He said,  "As humans, those affected  will feel  the pain, but the future  of the country  must be put first.And some of us are paying the price in good faith. So we are human, we feel the pain. But at the same time, if you look at the longer picture, you realize that it's the benefit of everyone. It's more than the benefit of one person. Yes, we are sitting on a lot of money, a lot of money being recouped here. But at the same time, it is not  worth the enjoyment or the free access of every other Nigerian that will apply the road. So Mr. Minister has already lectured me so well and has consoled me so many times."  The  demolition exercise  continues as the Committee of  the Federal Ministry of Works on  Lagos-Calabar Coastal Highway,  Section  1 Compensation,  headed by  the  Federal Controller  of Works Lagos State, Engr. (Mrs.) Olukorede Iyabo Kesha. works round the  clock  to ensure  that payment  of compensation to the affected  property  owners begins in  earnest  in a matter of days. ...

FEDERAL MINISTRY OF WORKS GIVES ULTIMATUM TO CONTRACTORS HANDLING THE DUALIZATION  OF LOKOJA-BENIN ROAD,  OBAJANA  JUNCTION- BENIN IN KOGI AND EDO STATES TO SIGN THE REVIEWED CONTRACT OR FACE JOB TERMINATION - AS HON MINISTER DIRECTS THE MINISTRY TO WITHIN 7 DAYS  AUDIT ALL  ONGOING  PROJECTS, INCLUDING PERSONNEL  AND EQUIPMENT The Honourable Minister  of Works, His Excellency,  Sen. Engr. Dr. Nweze David Umahi CON has directed  the   contractors handling  sections I- IV of Lokoja- Benin, Obajana Junction- Benin roads in Kogi and Edo States to immediately  sign the new contract  as reviewed under the Renewed Hope administration  of  President Asiwaju Bola Ahmed Tinubu GCFR or face the termination of their job by the Federal Ministry of Works in accordance with the condition of service.  This directive was given to the contractors  in a meeting  with the  representatives of  Mothercat  Ltd, CCECC Ltd, Dantata & Sawoe Ltd, CGC Ltd and RCC Ltd held on 25th April 2024  at the Ministry's Headquarters, Mabushi-Abuja.  He further directed  the Ministry  to, within  7 days , carry out a comprehensive audit of the ongoing  projects with a view to  knowing  the  status of work done, the capacity  of personnel  and equipment being used by the contractors. Speaking  during the meeting, the Honourable  Minister frowned at the pranks of the contractors who were part of the process of re-scoping and reviewing the contract specifications but failed to sign the review  contract  documents after signing that they would do the job based on the new specification.  He said “The project was initially N121 billion, but before the administration of President Ahmed Bola Tinubu, the project was already reviewed to about over N870 billion.  When I came in as Minister, I saw that the project was over-bloated, and I refused to take the No Objection to FEC. I had to go through the road  myself, and I realized that some sections of the road could not survive asphalt.  So, we started meetings that took us over five months with all the contractors, and in the meetings, we agreed to re-scope the project. We re-scoped the project where we said okay, the new lanes should be done on concrete and the other ones done on asphalt.  We kept the contracts up and we all signed the documents and based on signing the documents, we took it to BPP and from BPP we went to FEC, and before we went to FEC, we demanded for them to approve that they can do the job.  They all gave us letters of approval.” He  wondered  why  contractors were given jobs without having the required manpower and equipment to do the job, and warned that henceforth any contractor signing a contract must sign alongside the basic rate and timeline.  He said,” So the position of the government is that if you are not signing the contracts between today and tomorrow, you will forgo the jobs. You can go to court. We will not enter into any condition for further negotiation.  This contract is over N2 billion per kilometer. You don't have equipment to do the work. Let me even assure you that if you are signing the contract, you will sign it alongside the basic rates. You sign it alongside the timetable, and you deploy in three sections, or I will terminate the job. Enough of playing with the psyche of the people."  He further stated that the Ministry would  not allow  any contractor  to hold the country to ransom or to impose their conditions  on the Ministry. "You don't want to work, leave the job. It's not compulsory that you must be the one to do the job. You cannot be on site, and the people are dying. The vehicles are falling down, and you're playing politics with the lives of the people. And we fold our hands and leave you for what? You can't be on site....So if you are not working, pack your things out of that site." In his remarks,  the Director,  Highways (SP) South, Engr. C.A Ogbuagu  gave account  of  the  technical processes undertaken by the Ministry before  Federal  Executive Council approved the  augmentation of the  project,  which the contractors accepted,  and letters of award were given to them. He wondered why the contractors refused  to sign the new document. He said," After the FEC's approval of the argumentation, the legal department was brought in so that this new contract will now be executed so that work will continue on site. So, for about two weeks now, the draft addendum has been with the contractors, and none of them has positively responded, except  RCC." The CGC in his reply, expressed commitment to the directive of the Hon. Minister and said, "for our side, and firstly for our section, and currently we are seriously working.  And secondly, we have a sent the draft to the Head Office And there is any issue, we have answered them and may be later tomorrow morning, we can get the approval from them so we can go ahead."  It is hoped that the other contractors will sign the new contract latest Monday 29th April, 2024. and mobilize effectively to the site.   ...

BODO-BONNY ROAD:  FG ORDERS JULIUS BERGER TO RETURN TO SITE WITHIN 14 DAYS OR FACE SANCTIONS The Federal government has ordered the contractor handling the Bodo- Bonny road construction to return to site within 14 days or risk appropriate sanctions. Works Minister, His Excellency, Distinguished Sen. Engr. (Dr) David  Umahi gave the marching order today at a meeting with the handlers of the road project, Julius Berger  PLC , as well as representatives of Nigeria Liquefied Natural Gas NLNG and Royal Fathers from Bonny Kingdom  and  other members of host  communities in Abuja. According to the Minister, the Bonny-Bodo road contract which was initially awarded at the cost of N120 billion in 2015, was later varied at N199 billion with a completion dateline of December 2023, which has since elapsed. The Minister deplored the unilateral stoppage of work by Julius’ Berger, describing the action as unacceptable. While rejecting in total, Julius Berger’s request for variation based on fluctuations in exchange rate and increasing cost of material, the Minister said government does not award contract based on exchange rate. He pointed out that no contractor will come to government for a downward review of the cost of any project if the exchange rate becomes one naira to one dollar, adding that government cannot anchor contract cost based on exchange rates variations. Senator Umahi was particularly unhappy that the timelines for the completion of the project were not adhered to, maintaining that if the project were  completed in December 2023,   as contained in the contract agreement , issues  of high exchange rate and increasing cost of materials would not have arisen ‘ He however promised that he would make a presentation to Mr President and commander in Chief His Excellency Bola Ahmed Tinubu for a marginal augmentation to ensure that the project is completed on or before December 2024, particularly in the Spirit of the Renewed Hope Agenda and the love President Tinubu has for Bonny Kingdom and other host communities in the Niger Delta Region. Earlier in his presentation, the Managing Director, Julius Berger Plc    Engr Dr. Lars Richter called for the variation of the contract which he said has become necessary in view of the declining value of  the Naira and rising cost of construction materials in the country. The Managing Director drew the attention of the Minister to the time lag when the contract was awarded in 2015 when the exchange rate was N305 to a dollar, adding that the cost of building materials has since risen by over 1000%. Contributing, the Deputy Managing Director of NLNG, Olakunle Osobu pointed out that the contract which is being funded through the Tax Credit Scheme is intended to complement the Renewed Hope Agenda of the current administration, calling on all parties to the project to remain patriotic as well as make the necessary sacrifices for the actualisation of the project.     On their part, Roya Fathers of Host Communities led by Chief Abel Attoni, Palace Secretary, Bonny Kingdom expressed profound gratitude to President Bola Ahmed Tinubu over the decision of the Renewed Hope administration to ensure that Bodo-Bonny road is completed. His Royal majesty applauded the commitment of the Works Minister to the road project especially coming at a time the Nation is experiencing economic difficulties. ...

University Commends Works Ministry’s Field Officers In Jigawa State

The Management of the Federal University of Dutse , Jigawa State has applauded the synergy between Field Officers of the Federal Ministry of Works and Housing in Dutse , Jigawa State and the University community during the rehabilitation of 800 metres road within the institution.

The Director Physical Planning, Works and Maintenance Federal University, Dutse, Jigawa State, Arc. Biliaminu Hassan made the remark at the handing and taking over ceremony of the 800 kilometres road rehabilitated by the Federal Ministry of Works and Housing at the institution.

Arc. Hassan said: ‘’The synergy between the Jigawa State Field officers of Federal Ministry of Works and Housing and the University’s Management facilitated the project to the commissioning point, and that such   working relationship would be sustained.’’

Arc. Hassan expressed sincere appreciation to the Honourable Minister, Babatunde Fashola, SAN for the timely interventions which he said had greatly eased movement in the university.

Speaking earlier, the Vice Chancellor of the Federal University, Dutse, Jigawa State, Prof. Fatima Batul Muktar said, "This road is not actually the first road intervention by the Federal Ministry of Works and Housing, it is the second. The first road to be constructed on the new campus was a 2 kilometres road and drainages from the main gate to the junction of the faculty of agriculture. So, when you put it together with this the Federal Ministry of Works and Housing had intervened with 3kilometres road project in the university."

Professor Fatima explained that before the rehabilitation of the road students and parents had to park their vehicles outside to work down to the school in the pool of water, pointing out that  the relief brought to the school by the Ministry of Works and Housing cannot be under estimated.

Speaking further, she said, " This is not to say that the problems have been overcome totally because there are still many areas that will become inaccessible during the rainy season, obviously the university has expanded rapidly and there are many buildings that are ongoing with many more to commence, the need for more roads and drainages cannot be overemphasized."

In his remarks, the Honourable Minister of Works and Housing, Mr. Babatunde Raji Fashola SAN ,  who was represented by the Federal Controller of Works Jigawa State, Engr. Oladele Atewolara said, "Currently, there are 43 number of road interventions within tertiary institutions across Nigeria, to date 29 number of the road intervention projects have been completed with 17 number already handed over in 2020. Today, we hand over this one in Federal University, Dutse, Jigawa state as a critical intervention to support education."

The Minister also said, " With the current intervention in the tertiary institutions quality of education will be impacted by the quality of infrastructure and the learning environment, and it will renew students' enthusiasm to attend classes, because some deplorable roads have become motorable. "

Buttressing on the economic importance of the project, he revealed that no less than 200 (two hundred) people were employed during the execution of the project which contributed hugely to the job creation initiatives of the President Muhammadu  Buhari's led administration.

Speech Delivered By H.E, Babatunde Raji Fashola, SAN At The South West Town Hall Meeting

We must first commend the Hon. Minister of Information and Culture for inaugurating this series of town hall meetings that have been held across Nigeria over the past 3 years.

This in itself is something that has changed in how the FGN communicates with citizens and is quite different from the previous attempts that were targeted to react to crisis or to catch votes at the 11th hour.

I will start my presentation by giving you an overview of what the government of Nigeria is getting done through my ministry (Power, Works and Housing) across the country and then I will come to the specifics as it affects the South West zone.

Of course, I cannot pretend that politics is not in the air, and that elections are a few weeks away. This means that all Nigerians including those of us in the Southwest have to make a choice about who to choose and which party to vote for.

I am mindful of the fact that this is the first time where we have had two major parties manage our affairs.

One for 16 years and another for 3 and a half years thus far.

I am aware that we still want more service from Government, and therefore decision-making will require deep reflection.

Do we go back to those who have served you for 16 years since 1999; or do we move forward with this government that has had only three years and five months to serve us?

So the next election might well be a choice between going back and moving forward.

Let me start by saying that my ministry is responsible for delivering some of Nigeria’s critical infrastructure for transport, electricity and housing.

In 2015 when you elected this government, the budget for these three ministries, left behind by the previous government, was N19 billion for works, N5 Billion for power, and N1.2 Billion for housing making a total of N25.2 Billion.

In the year 2017, the budget for works was N394 Billion; Power was N69.96 Billion and Housing was N64.9 Billion (Total N529 Billion).

In a country where the population is growing faster than the infrastructure, the difference between these budgets must tell you that this government is more serious about providing infrastructure to support you.

So, if you need more roads, more bridges, more power, more housing and the Job opportunities and prosperity that their delivery will bring, your choice in the next election should be easier.

Don’t go back to a budget of N25.2 Billion for Infrastructure , move forward with a budget for Infrastructure which has grown to N543 Billion in 2018.

Another feature of the difference between these two budget sizes is that the last government was spending less on infrastructure for almost one decade when oil prices stayed at $100 per barrel during that decade.

This government is spending more on infrastructure when oil prices largely hovered between $40-$60.

So, in making your choice, please consider who is the better manager. The one who did less with more or the one who did more with less.

Again I urge you to reflect. Do you want to go back to doing less with more, or move forward with doing more with less.

And before I leave this point, let me just inform you that over the last 10 years, from the proceeds of oil, Saudi Arabia spent $420 billion on infrastructure.

But it is not about spending money alone, it is about what we did with it; and what was left behind for us.

What was left behind were massive debts owed to contractors who had not been paid for 3 to 5 years and who had laid off thousands of workers and shut down equipment and plants.

That was one of the reasons why the economy first went into recession, and, I suspect, one of the reasons they quickly conceded defeat.

They also left behind debts owed to state governments who were forced to intervene on federal infrastructure especially roads and bridges. That figure stands at about N450 Billion.

What we spent the money on, was to pay contractors and today I can tell you that there is no state in Nigeria where we are not building at least one Federal Road.      

We are constructing houses in 34 states in a pilot scheme to determine affordability and acceptability; and we have 90 transmission projects aimed at improving connectivity between the GenCos and the DisCos who serve you.

Those 90 projects are largely resuscitated because this government has recovered 690 containers of power equipment out of over 800 containers left at the Port for almost a decade because they did not pay contractors, who then could not pay the shippers and warehouse companies.

The Buhari government has paid, the projects are making progress. (Adamawa) (Odogunyan) (Ejigbo) (Apo) (Damaturu) are some of those completed Transmission Sub-stations.

Those of you from Ondo and environs will agree that although the work is not finished, your travel time on the Benin-Ore-Sagamu road has reduced.

Our contractor is on site and has to work while you use the road.

The same is true of the Lagos-Ibadan expressway that connects 3 states of Lagos, Ogun and Oyo; and links to Ondo and beyond.

Those of you who use the road will acknowledge that you no longer have to spend the night on the road.

You can go to Ibadan from Lagos and be sure that you can return on the same day.

Yet we have not finished. Please as you prepare to choose next year, remember those long hours on Benin-Ore, Lagos-Ibadan that sometimes stretched into the Night. Do you want to go back ?

Ask yourself if progress on these roads in 3 years is better than what you have seen over 16 years.

It will help you decide who to choose to ensure that the road is finished, and you can move forward.

Also remember those who presided over the cuts in the budget of these roads in the 2017 budget.

As they plan to frustrate and slow down the Buhari government, the president innovates and finds solutions.

There is now a Presidential Infrastructure Development Fund to ensure that the Second Niger bridge, the Abuja-Kaduna-Kano Road, Lagos-Ibadan expressway and some other projects are not deprived of funding again.


Major roads in the Southwest like the Lagos-Otta-Abeokuta Road, the Ikorodu-Sagamu road, which had been deserted and left to decay, now have contractors at work. Do you want to go back to that ?

The Apapa- TinCan - Mile 2 -Oshodi- Oworonshoki road has been awarded and work should start sometime in November this year as the construction equipment are being readied.

This will give a final solution for the gridlock that was inherited from the last government.

These are some of the examples of what has changed and is changing for the better.

Those who ran it aground for 16 years now say we are not quick enough.

The question you right thinking and well-meaning citizens should ask is which Nation has been rebuilt in 4 years?

It is going to take more than one election cycle to consolidate on the progress I have shared with you; and if you do not choose wisely you can reverse it.

A choice to go back is a choice to reverse this progress and a choice to move forward is a sensible choice to consolidate and progress.

Those same people who caused the problem cannot now be trusted to fix it.

You will hear from them that the country has problems as they try to weaponise our challenges to deceive Nigerians.

The infrastructure decayed under their watch; insurgency and bombings started under their watch; the grand corruption under their watch makes it impossible to identify one item of critical infrastructure that Nigeria can point to in a decade during which oil price averaged over $100 per barrel. (1976; 1980s)

On the housing side, as I said we are in every state including all the states of the South West except Lagos. Each site employs not less than 1,000 people made up of builders, artisans, fabricators, and vendors and we plan to do much more.

Through this infrastructure commitment, the President and the government is driving the economy vehicle in the right direction.

The last quarter report of the National Bureau of Statistics for Q2 of 2018 shows the following rate of growth in sectors affected by my ministry:

Transportation – (Road, rail, water and air)  – 21.76%

Construction – 7.66%

Electricity- 7.59%

But it is not just travel time reduction, and economic growth that is impacted, the number of road traffic accidents, injuries and loss of lives are reducing month by month as FRSC figures from June and July 2018 show. While the biggest cause of accidents remains speed violations.

Let me close with some specific comments on power in the South West :- Magboro, Mowe, Ibafo, Ondo (North and South) are communities who were never connected to power supply before.

That story has changed. They are now connected and experiencing power supply. That is change.

This is because we increased generation from 4,000 to 7,000 MW; averaging 1,000 MW per annum; Transmission from 5,000 to 7,000MW averaging 660MW per annum, and distribution from 2,690 MW in May 2015 to 5,222MW in January 2018, averaging 844 MW per annum.

We have not finished and we have not reached everybody yet; but many of you can tell the difference now and attest to the fact that things have changed for the better.

Ask yourself if you use your generator longer today than in 2015 or if you spend less money on diesel today than in 2015, or if you are getting power supply longer today than in 2015.

Please choose next year according to that answer.

Also ask yourself who has done better: 4,000 MW over 16 years at an average 250 MW per annum? Or 3000 MW over 3 years at an average of 1000 MW per annum?

I have addressed the choice before you between going back and moving forward.

Let me end my contribution on another issue that is critical to the decision you have to make about your future.

That issue is TRUST.

Who will you trust to better manage your affairs . The one who did less with more; or the one that is doing more with less.

Without a doubt, we have done more with less time and with less money. That is change and we remain committed to doing more.
