UMAHI DECLARES AN END TO YEARS OF DEADLY TRAPS AND GRIDLOCK ON THE ENUGU–ONITSHA EXPRESSWAY, SETS MARCH 31 DEADLINE FOR REOPENING The Honourable Minister of Works, Senator Engr. David Umahi, CON has declared that the long-troubled Enugu–Onitsha Expressway is fast shedding its grim past, as the Federal Government intensifies a sweeping infrastructure upgrade across the South-East under the President, His Excellency, Senator Bola Ahmed Tinubu, GCFR. Umahi made the declaration on Monday, March 23, 2026, during an inspection of ongoing projects in Enugu, including the Enugu–Onitsha Expressway and the Eke-Obinagu Flyover, where he expressed confidence that the era of consistent fatal accidents, endless traffic, and public frustration along the road is coming to an end. “I’m going round the six geopolitical zones assessing what is possibly to be commissioned before May 29th by Mr President. There are mega project that the President will be available for before May 29th and we mean it,” the Minister said. Once regarded as one of the most dangerous highways in the region, the Enugu–Onitsha road had for years been plagued by tanker explosions, loss of lives, and economic disruptions. But Umahi said decisive intervention by the Tinubu administration has changed the trajectory. “Now this route, the Enugu-Onitsha expressway, you recall that when we came on board, everyday, people were talking about this road. There were a lot of tanker accidents, a lot of people died and so forth. But my joy is that the whole thing is a past story, because the President has swinged into action,” he stated. The Minister disclosed that the dual carriageway, which spans 107 kilometres on each side, is undergoing a major structural shift, with a significant portion being converted from asphalt to concrete to ensure durability. “It is not only that we are repairing this road… about half of it is going on to be concrete. I have no confidence in asphalt I continue to say it. By the time the asphalt fail we will have 50 percent of the road still intact and if it fails within the second tenure of the president then be rest assured that we will fix it,” he said. He added that the same approach is being extended to sections in Anambra State, including the head bridge axis, where an initial asphalt design is being replaced with concrete pavement to align with modern highway standards. “At the head Bridge we have 39k, we’re changing that to concrete so that we can have this coastal road type of road pavement there in Anambra and here in Enugu,”. Beyond reconstruction, the project is also being enhanced with solar-powered street lighting and environmental features aimed at improving safety and sustainability. “So that is going to happen but then not only that. We are putting solar light both for the one that was constructed before us and the one that is being done by us. Within the first one week we will have solar light up to this 1km and we continue we are also going to plant trees which is very important,” he added. The Minister urged the people of the South-East to recognise the level of federal intervention in the region, noting that such attention to infrastructure was previously lacking. “The people of South East have to be very grateful to Mr President. The reason is that we never had it like this. I was governor for 8 years and I can’t think of any Federal road project in Ebonyi State,” he said. He also cautioned against divisive narratives, warning that some actors were misleading the public for selfish interests. “I want to ask our people to be very very careful, there are people that pretend that they are helping us but they actually inciting us against government… we need to know when people are genuinely interested in our case,” he said. Calling for sustained support for President Tinubu, Umahi described the ongoing works as part of a broader effort to correct past neglect and integrate the South-East more fully into national development. “Let us allow this man that have started to right the wrong metted on us as the people of Southeast in the past. Let us allow him the next four years and we will be very much fully integrated,” he stated, adding, “To know the revolution that is going on in infrastructure… this is the Biafra we are looking for.” As a major milestone, the Minister directed that the Enugu–Onitsha Expressway be reopened for public use on or before March 31. “I have given the controller the authority, by the 31st or before, he should call the press to open this road, call the people of South East… let them know that this road is open for travel and that will be our Easter celebration,”. Addressing concerns over project costs, Umahi clarified that the Ministry of Works does not unilaterally determine project pricing, noting that approvals pass through multiple regulatory layers, including the Bureau of Public Procurement and the Federal Executive Council. “I’m not the final authority when it comes to the cost of a project, there are layers of approval, the Bureau of Public Procurement, their own stands and not my own,” he explained. He maintained that the standard being applied to the Enugu–Onitsha project is consistent with major road projects across the country. “The same road architecture as the Lagos-Calabar coastal highway and the Sokoto-Badagry Super Highway… so no discrimination with the president, everybody is the same,” Umahi said.
Federal Government Committed to the Completion of Bodo-Bonny Road Project in Rivers State, Directs Julius Berger Nigeria Plc to go Back to Site The Hon. Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON has assured the host communities to the Bodo-Bonny Road & Bridge project in Rivers State that Federal Government under the Renewed Hope administration of President Asiwaju Bola Ahmed Tinubu, GCFR would ensure the completion of the Bodo-Bonny Road and bridge project on record time. The Honourable Minister gave this assurance during the courtesy visit of a delegation of Bodo–Bonny Road Peace Committee to his office at Federal Ministry of Works, Abuja on 5th December 2023. The Honourable Minister who described the project as a catalyst for economic revolution in the area stated that the project was awarded to Julius Berger Nigeria Plc by the previous administration and only about 84% of the project has been completed. He noted that there was a partnership agreement in 2017 between Federal Government via Federal Ministry of Works and NLNG on modalities for the funding of the project. He wondered why the contractor; Julius Berger Nigeria PLC was no longer on site despite their commitment under their agreement to deliver within the revised date of completion. He faulted the stand of Julius Berger PLC on variation of the project even when the company had signed a commitment to complete the project without asking for further variation. He maintained that "no equipment must be allowed to be moved out of site, they must complete that project as agreed and as signed and nothing has removed that responsibility which they willingly on their own signed. "I implore you the peace committee to report to me the progress that has been made on that road.” “Bobo-Bonny project was augmented to 199billion, I am told by the Ministry and NLNG Limited (NLNG) that there was a document signed by Julius Berger that the project cannot be varied which means that the project cost cannot be increased, the project is about 35 kilometers.” The Honourable Minister thanked the host communities for maintaining peace between them and the contractor handling the project despite the delays in handling the project and charged them to continue with their peaceful disposition to contractors handling projects in their area, noting that the Ministry would make sure that the Bobo-Bonny Road project would be completed by April 2024. “Nobody will hold this country to ransom, if they cannot do it, another person will come and do it and finish it even better but the only charge I give to you is not to allow any equipment out of sight until they complete the project." The Minister equally said the Federal Government will equally handle a coastal road in the area of even greater site challenges, and the cost would not be up to what Government is paying Julius Berger. “I respect them for their quality and commitment, but we shouldn't be taken for granted” “it is a character of arrogance for them to demobilize from site.” Earlier in his remarks, the Federal Director Bridges and Design Engr. O. O. Awosanya gave a brief history of the award and funding of the project by Julius Berger. He said the initial date of completion was supposed to be 31st December 2023 and that the road consisted of 13 bridges “We have three main bridges and we have nine mini bridges and one bridge over the pipeline. The project completion as of today is about 84% and the contractor has requested for a review which is against the spirit of the propagated agreement that was signed between the Federal Government, the Nigerian Liquefied Natural Gas and JB in 2021.” Delivering the mission statement of the delegation of the Bodo-Bonny Road Peace Committee, the Acting Chairman and leader of the delegation, Chief Dr. Charles John Jumbo thanked the President of Nigeria, His Excellency, Sen. Umahi Harps on Prompt Supervision of Projects Of The Federal Ministry of Works Says Day and Night and Even Weekends Shall Not Be Spared The Federal Government of Nigeria has restated its commitment to the delivery of enduring road infrastructure that will conform with the world best standard and add value to the economic recovery action plan of the Renewed Hope administration of the President of the Federal Republic of Nigeria, His Excellency, Sen. Asiwaju Bola Ahmed Tinubu, GCFR This was contained in the message of the Hon. Minister of Works, His Excellency Sen. Engr. Nweze David Umahi, CON when he received the handover of the completed 2nd Niger Bridge project and ancillary facilities from the contractor that handled the project, Messrs. Julius Berger Nigeria (JBN) Plc this Sunday, the 3rd day of December 2023 at the 2nd Niger Bridge toll station "We are here to take over the completed works of Julius Berger Nigeria Plc on the 2nd Niger Bridge and some access roads. We are satisfied with the works done and which project circle was completed under the administration of President Bola Ahmed Tinubu. We thank the immediate past administration of President Mohammadu Buhari for doing quite a lot to bring this project to fruition and of course my predecessor, His Excellency, Babatunde Raji Fashola, CON, SAN who was the Hon. Minister of Works that handled this project. The job is impeccably beautiful and well completed". The Hon. Minister stated that in line with the new innovations of Mr. President on road infrastructure, his Ministry would work to ensure the installation of solar powered light on the length of the completed project, ensure that the two interchanges of the bridges are completed, acquire more land through the State Government so as to have service stations and ensure security on the road through the installation of CCTV cameras. And the Ministry also plans to concession the project through the HDMI programme. "We have the light issue, and we shall put our heads together on how to have light permanently along the completed road especially at night and we have agreed on solar solution. The road project will be fully completed when we have completed the two interchanges. One is taking road users off from Asaba town so that if you are coming to this bridge, you don't have to go through Asaba town to encounter vehicular traffic while the other one is to take road users off Onitsha town to avoid traffic, and it is when this is done that the entire job will be said to have been fully completed. Julius Berger and RCC have been respectively proposed to handle the jobs." "However, If we get an investor who is prepared to fund the two interchanges, we shall concession the two projects to such investor under our HDMI programme, and we are going to acquire more land here so we can establish service stations and we get the private sector to build hotels, restaurants, supermarkets, fillings stations and other facilities for public use as we see in Western world" "And of course we are going to ensure security surveillance along the road through the installation of CCTV cameras and deployment of security personnel so that within this axis you can have access to security within the shortest possible time". The Hon. Minister also said that although Federal Government is taking over the completed 2nd Niger Bridge, the contractor shall still be liable within the defect liability period and so if anything goes wrong in the completed job, the contractor will be called upon to fix it. He added that the toll would be activated the moment the two interchanges are fixed. Speaking during the handover ceremony, the Director Bridge Design and Construction, Federal Ministry of Works Engr. Obioha thanked the Federal Government for working assiduously to ensure that the project was completed. He noted that the Ministry worked well with the contractor to ensure the project was completed on record time and hoped that the public would complement this Federal Government's efforts by abiding by the rules of the road and helping to ensure the safety and protection of the installations along the road. On his own part, the Managing Director of Julius Berger Nigeria (JBN) Plc, Dr. Las Ritcher said the bridge was commissioned by the immediate past administration but there was need for a technical handover to the Federal Ministry of Works, hence the handover ceremony. He expressed hope that the Federal Ministry of Works under Sen. Umahi who is known for his penchant for quality delivery of jobs would be satisfied with the quality of job done "He has seen what Julius Berger had delivered to the highest quality. I think he is satisfied and from tomorrow we can say it is not our project; it is now the project of the Federal Ministry of Works. I am delighted to hand it over to the client and that he can run that road, including the toll station". It is to be noted that the contract awarded to Julius Berger Nigeria (JBN) Plc is for the construction of 2nd Niger Bridge linking Anambra and Delta States, Contract No. 6475 and construction of access road from existing Benin- Asaba Expressway to approach link road to 2nd Niger Bridge, Contract No 7919. Meanwhile the Hon. Minister of Works had on the same Sunday, 3rd December 2023 paid an inspection visit to the project site of CGG Nig. Ltd on the contract for the Rehabilitation of Enugu- Port Harcourt Expressway Section 111: Enugu- Lokpanta 61.15 km road. The Hon. Minister also visited the collapsed New Artisan bridge along NNPC Mega Filling Station Enugu- PH Expressway, Enugu State. "I have analyzed the project of TETFund, I have looked at it and found out that the value of and the reason for the project is enormous. This is the Agency of government that is not given to any story. If you are a contractor to TETFund, you must know they don't take story. “There is no provision for revaluation of job, no variation” And this he said is the way to go for us to show effectiveness and efficiency in the use of the taxpayers’ resources. The Governor expressed hope that TETFund would give more interventions to the State, noting that a lot of interventions had eluded the State especially infrastructural interventions from Federal Government and so the State is hoping to benefit more from the Federal Government. He thanked the representative of Mr. President for his roles in the Federal Government's interventions in the State so far and hoped that more would be attracted to the State. In their earlier remarks, the Vice Chancellor of the University, Prof. Chigozie N Ogbu, OFR and the Executive Secretary of TETFund, Arc. Sonny S T Echono, OON, FNIA took their turns to commend the President of Nigeria, President Bola Ahmed Tinubu for his manifest commitment in raising the bar in educational development in Nigeria, particularly his interest in the development of tertiary education. The Vice Chancellor noted that it was the first time in the history of the University that TETFund sponsored projects were being commissioned at the University and they are grateful to the President. "I am very happy to report that all our infrastructural and supply projects from TETFund are completed except for one pending installation of the solar panels for the lecture podia already supplied. It is noteworthy to mention that the Projects commissioned by Mr. President were attracted by the representative of the President when he was the Governor of Ebonyi State. The Projects commissioned are: [1] Faculty of Education This is a Four-Floor structure containing 27 classrooms, 3 major teaching laboratories, 66 offices, Faculty Library and 2 lecture theaters. The classrooms, offices, laboratories, and lecture theaters are furnished. [2] University Library This is a three-floor structure housing e-Library, Library Sections for each Faculty; Sections for bindery, references and cataloging. There is a section for bookshop. There are twelve offices and a Board Room. [3] Information Communication Technology/Research Center This is a 2-Floor building containing 500 seating capacity furnished auditorium, four ICT Halls with 582 desktop computers for CBT Exams and training. Safety Is A Key Factor for All Workplaces – Aliyu
The Honourable Minister of State for Works and Housing, Engr. Abubakar Aliyu has reiterated that in order to promote the wellness of both employees and contractors in the ministry, safety is a key factor in all construction sites.
The Minister made this assertion at the opening ceremony of a two-day workshop on Specialized Health and Safety, Training for Engineers/Officers of the Federal Ministry of Works in collaboration with the Occupational Safety & Health Association (OSH Association UK Nigeria – Region with the theme “Safety First in the Construction Site) on Thursday 22nd October 2020 in the Ministry.
Abubakar Aliyu, who was ably represented by the Director Human Recourses Management, Umar Utono stated that the objective of the workshop was to equip the engineers and field officers in the ministry with the knowledge and skills that will help them discharge their duties in the worksites and ensure safety of workers during construction activities in the country. Continuing he said that at the end of the workshop, the Engineers and officers would be equipped with the necessary knowledge and managerial skills to supervise construction sites without risk of accidents.
The Minister noted that one major factor responsible for accidents and deaths at workplaces was poor safety attitudes of workers, contractors and supervisors in charge of projects. He said improving safety at worksites had now become government priority to ensure change of attitudes of workers and contractors working at sites.
According to him, globally over 63,000 people die as a result of occupational accidents or work-related illnesses while 317 million accidents occur on the job annually. He stated that the global statistics by the International Labour Organization (ILO) were worrisome and government is committed to reducing accidents and fatality rates in construction sites.
The Minister disclosed that the Ministry would like to partner with professional institutions like Occupational Safety and Health Association UK – Nigeria Region being one of the leading organizations in the field of Occupational Safety & Health that strive to achieve the mandate of the Ministry towards zero fatalities at worksites. He requested OSHA to work closely with the relevant Departments of the Ministry on capacity building and training of staff on Health, Safety, Security and Environment (HSSE)
Aliyu pledged government total commitment towards implementing safety best practices in every activities of the Ministry.
Earlier in his opening remark, the Director of Engineering Services, Federal Ministry of Works and Housing, Engr. Julius Olunrinola said the Ministry have stepped up inspections and enforcement actions hence the need to deploy safety Engineers/Officers to all construction sites to enforce HSSE Policy.
Also speaking at the event is the President of OSH Association UK – Nigeria Region, Dr. Dahatu Mohammed who affirmed that safety was fundamental, basic and everyone’s business. He added that this safety workshop was very important to the Ministry as 90% of work done by the Ministry is basically construction. The creation of awareness to workers is meaningful to be able to achieve zero accident in construction sites.

Remarks By H.E, Babatunde Raji Fashola, SAN At The 25th Monthly Power Sector Operators Meeting Held In Uyo
I welcome you all once again to our monthly meeting, and I thank our hosts Ibom Power and the Government and people of Akwa Ibom.
I am happy to again chair this month’s meeting because our Power Sector Recovery Programme (PSRP), the set of policies, actions and programmes meant to solve the Power Sector problems, continues to make progress and deliver results.
Over the last one month since our last meeting, I am pleased to report the following progress.
A) Financial: We have secured the World Bank approval for $486 Million TCN transmission expansion funding, while progress is being made with the same bank for the Rural Electrification and Distribution Expansion Funding.
B) Operational: TCN has completed the following sub-station transmission expansion to improve their capacity to supply power to the DisCos : Uyo, Calabar, Keffi, Karu, Abeokuta, Nasarawa to mention a few.
C) Distribution: While it is no longer news that we have reached a 7,000 MW Generation Capacity and have a 5,000 MW Distribution Capacity, what is newsworthy is that in the last month, we have met with Manufacturers Association of Nigeria (MAN), DisCos, and GenCos on how to implement the Eligible Customer Policy and increase connectivity to the 2,000 MW that is available.
The meeting was productive and we are seeing positive responses. Reports reaching me indicate that what is outstanding is an agreement on the tariffs that will be paid by the eligible customer.
In many parts of the country connected to the grid, citizen feedback is positive, even though all the problems are not solved. Citizens acknowledge more power in dry weather, reduced hours of running their generators and reduction in fuel (diesel and petrol) purchase to power generators.
D) Off-Grid Power: In terms of off-grid supply, I am happy to report that citizens are already embracing the mini-grid policy and regulations to provide power for different uses.
i) In Ogun State, a renewable energy project was completed and commissioned last month.
ii) In Kano State, I commissioned a 73KW Solar Hybrid System developed by Rumbu Industries to support its mat production in a factory that employs 1,400 people.
iii) Within the same period in Kano, I inspected the Solar system being deployed in Sabon Gari Market, that has 12,000 shops. About 3,000 shops have registered, and 486 shops have been connected to cheaper and more efficient solar power. More shops are being wired by 120 technicians employed by the project.
iv) In Abia State, work has commenced to connect and meter 31,000 shop owners in Ariaria Market to cleaner and more efficient power.
v) We are moving away from theorizing about power to actual provision of efficient power to support trade and business, especially small and medium enterprises, who are the drivers of our economy.
E) Meter Asset Provider: On the meter supply side, I am happy to announce that NERC has concluded the Regulations that will provide the framework to license a new class of meter asset providers to complement the efforts of DisCos to supply meters to citizens.
Government decision to pursue an out-of-court settlement on a meter contract awarded since 2003, which was held up in Court until 2017, has made available about N39 Billion to kick off this process.
I am aware that Yola DisCo is already positioning to take up 400,000 meters once the contract and process formalities are concluded. I am told that Abuja, Ibadan, Kano, Ikeja and Benin DisCos are also embracing the initiative, which has reserved a 30% local content for the meters to be supplied under the Regulations.
Ladies and Gentlemen, our incremental power initiative is well underway. Some results are manifesting, and the promise of steady power is real. If we persevere, I am certain that we will witness uninterrupted power, which is the final destination of our journey.
But (and this is a big BUT), our journey will not be without difficulties, and some of them are self-made.
Lately, I have read reports that some Generation Companies (GenCos) (not Ibom Power) have gone to court, filing claims against the Government. That is their right and their prerogative. It is better than self-help, and it is consistent with the rule of law, which underpins our democracy.
While they seek refuge in a court of law, they must be ready to face scrutiny in the court of public opinion.
The court of public opinion is a court of conscience and morality. In the court of public opinion, they must be ready to tell the citizens how they felt when other groups went to court to stop the implementation of Tariffs approved by NERC in 2016.
They must explain to this public court whether they went to court before government approved a N701 Billion payment Assurance Guarantee to pay their monthly power bills.
They must disclose to this court that they owed debts, from the pre-Buhari era, because their income had reduced to less than 50%.
They must disclose to this court that they now receive about 80% income, and that this Government is now paying them revenues collected from international customers from the Republics Benin, Niger and Togo, in Dollars, as against the Naira payment they used to receive.
In both courts, they must disclose how they felt when some DisCos went to court to stop the enforcement of Provision of Promissory Notes, which was a condition that denied them access to the CBN NEMSF low interest loans.
They must tell the court of public opinion that the reason for going to court is because Government is making 100% payment to a new GenCo who has a different contract with a Partial Risk Guarantee, which they do not have.
They must also disclose to both courts that they held a meeting with Government and tabled their demands, which Government promised to look into one week before they went to court.
They must, in good conscience, tell the two courts whether one week was enough time, to go to court and whether this action at the time when the sector is making progress does not suggest an intention to blackmail Government and hold the citizens hostage.
Let me say very clearly to all operators that I get reports of many of the clandestine meetings that some of them are holding with a view to disrupt supply for political capital.
I will close by imploring those that are truly ready to run the business they have acquired voluntarily to continue to do so with the assurance of Government support and partnership.
As for those who entered the business without understanding it, please brace up for hard work and help us rebuild this country.
Those who choose to hide temporarily in the courts of law can do so, but the court of public opinion will scrutinize you and its verdict may be very scathing, unkind, and enduring.
I say this because you may not have noticed that Nigerians are increasingly taking their destiny in their hands.
This is the essence of privatization. If you bother to look up and around you, you will see solar panels on rooftops. The mini grid regulations allow them to procure 1MW without license. This is bigger than what many traditional generators supply. There is no law that compels them to take public power.
I am not afraid of the law courts, and will meet you there to vigorously defend our position.
