Project Inspection: Minister Chides Contractor

In continuation of his inspection of projects in the South-South geopolitical zone, the Minister of Works, Engr. Nweze David Umahi, CON, FNSE, FNATE visited ongoing works on the Dualisation of East-West Road, Section II-II (Ahoada-Kaiama) and the Construction of Multiple Box Culverts at Flood Affected Areas on East-West Road, Section II-II (Ahoada-Kaiama) in Rivers and Bayelsa States, yesterday, Wednesday, 8th January, 2025.

Engr. Umahi disclosed that he was highly impressed with the quality of work on Section II-II (Ahoada-Kaiama) by Messrs Setraco (Nig.) Ltd. but directed them to speed up the process through the addition of more resources to the job. He reminded them that the April, 2025 delivery date remains sacrosanct. He directed that due to the nature of the soil in the areas affected by floods, where box culverts are being constructed, continuously reinforced concrete pavement  (CRCP) should be used. The affected area is about 2.3 kilometres.

The Project Manager of Setraco, Engr. Isaa Michel, while appreciating the Minister for the site inspection and the savory, as well as unsavoury comments, promised to hasten the pace of work, to meet the dateline.

The Minister was also at the site of the Construction of Multiple Box Culverts on the East-West Road being handled by Messrs Rock Result (Nig.) Ltd., where he praised the standard of work but frowned at the level of work achieved. He expressed his disappointment with the pace, stating that the contract was scheduled for finishing by November, 2024 but was extended to December and is still uncompleted. He, therefore, gave the contractor up till the end of January, 2025 to complete it or it stands revoked.

Engr. Umahi informed the contractor that the provision of roads and bridges remains a top priority of the Renewed Hope Infrastructure Revolution of the administration of His Excellency, President Bola Ahmed Tinubu, GCFR. He advised them to up their games or be left at the bus stop

HONOURABLE MINISTER OF WORKS, UMAHI COMMENCES NATIONWIDE STAKEHOLDERS' ENGAGEMENT FOR THE CONSTRUCTION OF RENEWED HOPE LEGACY ROAD INFRASTRUCTURE PROJECTS THAT WILL STIMULATE NATIONAL PROSPERITY Following  the approval  of the President of the Federal Republic of Nigeria, His Excellency President Asiwaju Bola Ahmed Tinubu GCFR for the commencement  of the national road infrastructure network  that will traverse the various trade and agricultural  corridors of Nigeria and in keeping  with the Renewed Hope strategic economic  recovery plans, the Honourable Minister of Works, His Excellency, Sen Engr Nweze David Umahi CON  has commenced nationwide stakeholders engagement for the construction of  sections of the three (3) Renewed Hope Legacy Road Infrastructure projects. The Honourable Minister will on Saturday, 29th, and Sunday 30th June 2024 hold this session of the stakeholders' engagement in Akwa Ibom and Cross-River States, respectively. In Akwa Ibom, he will present and discuss the proposed alignment for the construction of Sections 3B and 4 of Lagos-Calabar Coastal Highway project passing through the State and in Cross River State he will present and discuss section 3A of Lagos-Calabar Coastal Highway and 92 km segment of the Calabar-Sout East- North Central- Apo Abuja Superhighway passing through the State.  Stakeholders expected in the event include: Governors of concerned States, Senate and Federal House of Representatives Committees on Works, Honourable Ministers of line Ministries, Royal fathers and technocrats, Nigerian Communications Commission and major Telecommunication Service Providers, other relevant stakeholders and the Media.  The Senate President Federal Republic of Nigeria, His Excellency, Sen. Godswill Akpabio CON is expected to be the Special Guest of Honour in the event The three Renewed Hope  Legacy Road Infrastructure projects when completed  shall have historic national  interconnectivity that will crisscross the major transportation  routes of  Northern  and Southern States of Nigeria and that is the Sokoto - Badagry Superhighway (SBS): a 1,000-kilometer highway connecting Sokoto in Northern Nigeria to Badagry in Western Nigeria, passing  through  7 States and connecting to the Lagos-Calabar coastal (LCCH) highway at Ahmadu Bello way Lagos; Lagos-Calabar Coastal Highway: a 700-kilometer coastal highway connecting from Lagos State to Cross River State through  8 States; and  the Calabar- South East- North Central- Apo Abuja  477-kilometer Superhighway connecting   from Calabar to Ebonyi, Benue, Kogi, Nasarawa States and ending at Apo in Abuja This stakeholders' meeting will afford opportunities to communities along the routes and trade corridors to appreciate  the potentials of the project to the enhancement of industrialization, tourism, agricultural  commercialization and mechanization, trade and investment, and economic  competitiveness not only among the people of the area, but also the various  regions of Nigeria, and thus stimulate  national  prosperity.   ...

Femi Gbajabiamila, CFR, on this auspicious moment of his 62nd birthday anniversary celebration this 25th June 2024 I thank God for the accomplishments of your age. A man with manifest leadership dexterity and proven track records of performance, you have traversed the tunnels of governance measuring high in public service delivery. You have made great marks as a lawyer, a legislator, and a technocrat. WORKS MINISTER SEN. UMAHI COMMISERATES WITH THE NATIONAL CHAIRMAN OF APC, GANDUJE OVER THE DEATH OF HIS MOTHER-IN-LAW, HAJIYA ASIYA. I heartily commiserate with the National Chairman of All Progressives Congress APC, His Excellency, Dr. Abdullahi Umar Ganduje, OFR over the sad news of the passing of his mother-in-law, Hajiya Asiya Muhammad Gauyama which occurred on 24th July 2024. The death of a loved one no doubt creates irreplaceable vacuum in the hearts of the bereaved.  I urge you, therefore, to take solace in the knowledge that your late mother-in-law left good memories of great moral values of fairness and forgiveness in her interpersonal relations, sportsmanship and gratitude in her endeavours, patience and understanding in her aspirations, affection for unity and progress of her community as well as compassion for the cause of humanity. Oyo People Eulogise FG For Infrastructure Development

The people of Ibadan, the capital of Oyo state were full of joy and gratitude as the Federal Government commissioned  and handed  over a 0.75 kilometre  internal road to the National Centre for Generic and Biotechnology Agency, ( NACGRAB) located at  the National Cereals Research Institute Complex in Ibadan in  Oyo State rehabilitated by the Federal Ministry of works and Housing.

Speaking at the occasion, the Honourable Minister of Works and Housing Mr. Babatunde Raji Fashola, SAN, represented by the Federal Controller of Works, Oyo State, Engineer Kayode Ibrahim revealed that Oyo State is benefitting tremendiously from the  federal government road projects. He said, " I can testify that a number of roads have received attention, from Lagos to Ibadan and Shagamu to Ibadan roads. We are pushing to finish them before May,2023."

Fashola added that  "When you go round the state you will see that work is going on in many places at a great speed." He said that the Ibadan-Ife - Ilesa road was a night mare to road users before now, adding that Iwo road to Asejire to Ife is also presently receiving massive attention .

The Minister also confirmed that the contract for the rehabilitation of Ibadan - Oyo road had been awarded and the contractors are ready to hit the ground running.

He also disclosed that "Reynolds Construction Company, (RCC) is working round the clock on the Oyo Ogbomosho road with the aim of connecting it to the highway at the end of this year." The Minister also disclosed that work is  on going at the Ogbomosho road because all obstacles had been removed and funds also   released. 

Babatunde Fashola in the same vain said that  construction work is currently on going in a session  at Oke - Ogun called Okerete from Shaki which is about a hundred kilometres, this previous administration had abandoned. 

He also said that Isaleadini road that was abandoned for long  and Okeohun road are receiving attention while road users are currently plying them freely with ease. 

The Minister said other projects implemented by the Buhari administration in Oyo State include, the school of Survey, an internal road at University College Hospital, UCH, Ibadan and Moor Plantation.

In his welcome address,  the Director of The National Centre for Generic and Biotechnology,( NACGRAB) Dr. Anthony Okere who was represented by Dr. Abisoye Ojo  expressed gratitude to the Federal Government for the internal road intervention project. The Director said access road to the Animal Generic Resource and Field in NACGRAB had worsened over the years due to gully erosion and transportion  of  farm equipments, livestock and their feeds as well as  mobility of staff and guests of the Centre had been a nightmare but with the rehabilitation of the road by the Federal Ministry of Works and Housing it has become a thing of the past.

Officials  of some other Federal organisations such as the National Cereal Institute, Regional Office of the Federal Ministry of Agriculture, Nigerian Institute of Animal Science with office and residential accommodation within the NCRI Complex expressed appreciation to the Federal Government for the work done. 

This road network will benefit about fourteen organisations both state and federal, who are being accommodated within the complex.

Remarks by The Honourable Minister of Works and Housing, Mr Babatunde Fashola, SAN represented by the Director Highways North East Celestine Shawusu at The Project Completion and Hand Over on Saturday 2nd July, 2022 at Gashua Town, Yobe State 

On behalf of the Federal Government of Nigeria and President Muhammadu Buhari, I bring good tidings to the people and Government of Yobe State, who will be impacted by the Nguru-Gashua-Bayamari Road that our President will hand over today.
My principal message to you all is that this is the first of the second phase of project Completion and Handovers our country will be witnessing as we progress further in this season of completion and impact which started in the last quarter of 2021. 

In this second phase of completion Mr. President has also approved that Ministers from the various States where projects have been completed should represent him to perform the handover formalities.

The other handing over formalities that will follow these formalities Yobe will be in:
a)    Delta for Isoko Ring Road Section II covering Aviara – Uzere; and
b)    Gombe for Phase II of the Gombe – Numan –Yola Road covering Gombe – Kaltungo.
These projects represent major investment in road Transport infrastructure, which is a commitment of the Buhari administration as a driver for economic growth and prosperity.

They are visible and incontrovertible Assets in proof of what Nigeria’s resources are invested in, from a combination of our earned resources, and borrowings.

This occasion affords the opportunity to restate that in addition to other innovative sources of funding, our Budgetary provisions are also being diligently applied to complete projects such as these.
I want to express deep gratitude to the Ministry of Finance, and the members of the National Assembly, especially the Chairmen of the Senate and House Committees on Works in the 8th and 9th Assembly for their support.
To our staff and contractors who have worked very hard to bring these projects to conclusion I also say thank you, as I cannot fail to acknowledge the cooperation of the host communities where these projects pass through or are hosted.
I hold them out as examples of what peace can achieve, and the investments that collaboration and some sacrifice can deliver if we embrace partnership with Government.
Ladies and Gentlemen, none of these would have been possible without the support of Ministers in the Federal Executive Council during debates over the projects.
To all Ministers in the first term and this current term, I express gratitude on behalf of the Ministry of Works and Housing for your support. 
To the President and Vice President who preside for long hours over the Council meetings, your leadership is now bearing fruits and the evidence of change is now manifesting.
Ekiti/Osun, Jigawa, Delta, Nasarawa and Gombe, among several other States bearing witness and there is more to come.
