FEDERAL MINISTRY OF WORKS ADOPTS FUNDING PRIORITIZATION FRAMEWORK ON NNPCL INHERITED TAX CREDIT PROJECTS NATIONWIDE.
-PROMOTES NIGERIA FIRST POLICY, SAYS CONTRACTS BELOW ₦20 BILLION TO BE DONE BY INDIGENOUS CONTRACTORS

As part of strategic plans towards sustainability in project funding and execution and in pursuance of the directive of the President of the Federal Republic of Nigeria, His Excellency, Bola Ahmed Tinubu, GCFR on strategic and systematic funding of inherited NNPCL funded projects, the Federal Ministry of Works has adopted funding prioritization framework to ensure the continued execution of road projects hitherto funded by Nigerian National Petroleum Company Ltd (NNPCL) under the Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme. The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON made this disclosure during his inspection visit to the ongoing dualization of the East-West Road (Section IIIA) from Eleme Junction, Port Harcourt to Onne Junction in Rivers State handled by Messrs RCC Nig Ltd dated 9th September 2025.

Speaking during his visit, the Honourable Minister stated that the Federal Ministry of Works had compiled all the NNPCL inherited Tax Credit projects for strategic priority funding, noting that the most critical projects within the national economic corridor would receive precedence in the hierarchy of prioritization. “We are inspecting projects of federal government in Rivers State, and this particular one is the dualization of Eleme Junction to Onne Port Junction by RCC. Recall that one carriageway was completed and commissioned, even though there are a few things we ordered afresh like the retaining wall and hanging drainage. For the second carriageway with some bridges and flyovers, work has started on it. Let me say that this is part of the NNPC Tax Credit that has been stopped in terms of funding by NNPC. But graciously, we have compiled all the NNPC inherited Tax Credit projects, and we presented as Ministry of Works to Mr. President. And Mr. President has graciously directed that none of such works should stop now. However, as Ministry, we are going to do prioritization of the projects and look at the most critical of these projects within the national economic corridor like this one. And we are going to put it forward for immediate funding because the President directed that none of such projects should stop now.”

He admonished contractors handling road projects under the Federal Ministry of Works to ensure speed, quality, compliance with specification and sustainability in project delivery and cautioned that the attention of the anti-graft agencies would be called to any case of violation of the regulations or terms and conditions set out under the contract of every project handled by the Federal Ministry of Works. He stated, “I have also noticed in some of the projects in Rivers State, and same with the Six Geo-Political zones, that contractors go ahead to put stone base and put binder course of asphalt, sometimes over 20 kilometres and leave the binder unprotected without putting wearing course. The binder is like a reinforcement to the road architecture. The wearing is the sealant that doesn't allow water to go beyond the surface. And so when you now put stone base, which has dust as designed, and you put binder, which is like a reinforcement, and you see that the composition of the binder asphalt has bigger stones, and it has holes, so the water penetrates. The moment it gets to the stone base, which has some dust, the road fails. It may technically look safe, but with time, it will definitely fail. And we've seen it in a number of roads we inspected. And what I've directed the Controller to do, and it's going to be nationwide, is that when you are putting binder and you have left it for more than two months, we are going to redo the certificate and remove all the binder and remove the stone base.” He directed that henceforth any project below the contract sum of ₦20 Billion would not be given to expatriate firms, and this he said is part of measures to promote the Nigeria First policy of Federal Government of Nigeria.

He commended the construction company handling the Eleme - Onne project, Reynolds Construction Company (RCC) for the quality of work so far done and for working on the project despite the fact that NNPCL has stopped funding the project, but frowned at the slow pace of work which they said was affected by the rainy season. He restated that 15th December 2025 remains the agreed deadline for the project’s completion with no extension or Variation of Price (VoP) allowed. “On this project of Eleme Junction, the quality of the work is excellent. The pace of the work is totally not acceptable. And let me make it very, very clear to the contractor that this project can never be reviewed by a kobo. Neither can there be any variation of price or any other claims.” He expressed dismay over the destructive habit of packing heavy duty vehicles on the road by drivers and warned that forthwith punitive measures would be taken against such perpetrators. “Our roads are not designed to carry these heavy trailers that are parking on the road. And the press should help us on that. When I was coming yesterday all the way from Aba to here, I saw that the trailers are taking over the entire roads, putting their waste, destroying the pavements, and so on and so forth. So I'm going to write to our dear Governors to see what they could help us to do about it, and will also complain to the Inspector General of Police. Let us see what we can do about it. Mr. President is doing everything possible to right the wrongs in terms of road construction. We are doing quality roads now that are going to last from 50 to 100 years. But it's being destroyed by ourselves.”

Earlier, the Federal Controller of Works in River State, Engr. Enwereama Tarilade (Mrs.) said the contractor handling Eleme- Onne road had completed the 15km Eket bound on the right carriageway and had moved to the left carriageway which is Port Harcourt bound for which 1km stretch had already been done on Continuously Reinforced Concrete Pavement (CRCP). 

Projects visited by the Honourable Minister include, the rehabilitation of Enugu – Port Harcourt, Abia/Rivers State, contract No: 6252 being handled by China Civil Engineering Construction Company Limited (CCECC), the upgrading of the 15km section of the East-West Road (Section 111A) from Port Harcourt (Eleme Junction) to Onne junction in Rivers State, contract No: 701 being handled by Messrs. RCC Nig. Ltd and multiple sections of the Enugu-Port Harcourt Expressway, including the sections handled by Arab Contractors and China Civil Engineering Construction Company Limited (CCECC).

Nigeria - China Partnership: Driving Growth and Development The Honourable Minister of State for Works (HMSW), Mohammed Bello Goronyo, Esq has applauded the partnership between Nigeria and China as a driver of growth in infrastructure, transportation, mining and knowledge transfer. Speaking at the CAETE Exhibition in Africa (Nigeria) and the 18th China Engineering and Technology Expo in Abuja on November 28, 2024, Goronyo emphasised the nations' shared commitment to sustainable development through strategic cooperation. The Minister highlighted Nigeria’s National Integrated Infrastructure Master Plan (NIIMP), which aims to increase infrastructure’s GDP contribution from 30-35% to 70% by 2043, prioritising investments in transportation, energy, healthcare and water systems. He noted China’s significant role in projects like the Abuja-Kaduna Railway, Lagos - Ibadan Expressway and renewable energy initiatives, which have boosted connectivity, commerce and local capacity. He also stressed the importance of green infrastructure, smart cities, and innovative financing mechanisms to ensure sustainability and urged for greater technical training and public-private partnerships.    “I am delighted to share Nigeria's strides in redefining its infrastructure landscape through the National Integrated Infrastructure Master Plan (NIIMP). This long-term strategic framework prioritises investments across key sectors, including transportation, energy, water, irrigation and healthcare infrastructures,” the HMSW further emphasised. NIIMP will promote innovative financing models, public-private partnerships, as well as enhance collaboration with global partners like China to deliver on sustainable and inclusive infrastructure. Through this plan, it is hoped that Nigeria will build robust infrastructure, which will drive industrialisation, improve the quality of lives and position the nation as a hub for trade and investment in Africa. This is in tandem with the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR. In his Keynote Address, the Honourable Minister of Transportation, Sen. Abubakar Sa’id Alkali, commended the progress achieved in the rail, road and maritime sectors through a Nigeria-China collaboration. The Ambassador of China to Nigeria, Yu Dun Hai described the partnership as a model for South-South cooperation with transformative projects like the Abuja - Kaduna Railway, which showcase the potential of engineering and technology. The event reaffirmed the role of Partnerships in fostering economic growth, regional integration and sustainable development, which align with one of the Renewed Hope Agenda’s vision of enhancing infrastructure and transportation as enablers of growth.  The Chairman of the Chinese Community in Nigeria, Mr Erie Ni emphasised that the event is of key importance and would deepen the relationship between the two countries, fostering immense innovation, growth and sustainable development. BAGO, NASS MEMBERS AND OTHER STAKEHOLDERS LAUD FEDERAL GOVERNMENT - CALLS FOR THE TERMINATION OF SULEJA - MINNA DUALISATION  CONTRACT - Federal Government's Renewed Hope Agenda Brings Development to Niger State. The Administration of President Bola Ahmed Tinubu, GCFR continues to positively impact the lives of Nigerians through one of its Renewed Hope Agenda, anchored on enhancing infrastructure and transportation as enablers of growth.  The Minister of Works, H.E. Sen. (Engr.) Nweze David Umahi, CON, FNSE, FNATE stated this at a Town Hall Meeting and Stakeholders’ Engagement on the construction of the 125-kilometre Section I, 3-lane Single Carriageway (Niger State component) of the 1,068-kilometre Sokoto - Badagry Superhighway in Minna, Niger State, where he discussed the development of road infrastructure. Umahi highlighted the importance of the meeting, which focuses on constructing the 125-kilometre Niger State alignment of the larger 1,068-kilometre Sokoto-Badagry Super Highway. According to the Minister, the Super Highway, one of the four (4) Legacy Projects of the Federal Government, will pass through several states, including Sokoto, Kebbi, Niger, Kwara, Ogun, Oyo, and Lagos with 125 kilometres to be constructed within Niger State. Umahi underscores the project’s potential to enhance infrastructure development and stimulate socio-economic activities along its corridor, bringing direct benefits to local residents, as well as businesses. "Niger State, with its extensive network of Federal roads, faces numerous challenges due to their poor conditions. Many of these road projects, some dating back to 2010, remain uncompleted. For example, the Dualisation of Suleja - Minna Road remains unfinished since being awarded in 2010 and the Bida - Lapai - Lambata Road is at 64% completion despite being awarded over a decade ago. Quality infrastructure and timely project completion are priorities for both state and federal stakeholders," he declared. The Minister further highlighted the importance of the Stakeholders’ Engagement, which focuses on issues concerning the 125-kilometre Niger State alignment of the Sokoto - Badagry Superhighway. He announced that decisive actions would be taken against contractors handling ongoing road projects in Niger State, while inviting them to a crucial meeting at the Ministry, Headquarters on Friday, 15th November, 2024.  Engr. Umahi expressed disappointment with the Minna - Suleja road's current state, describing it as an eyesore and very discouraging. He further lamented that despite bogus claim of 84% completion, the company has been collecting Federal funds for over 14 years without commensurate work on the project.   The Minister also stated that President Tinubu's administration prioritises investments aimed at stimulating growth across multiple sectors of our national life. He revealed that the present administration inherited 2,604 projects, soliciting for National Assembly's support in securing special intervention funds to complete them, as well as other new projects. He pleaded with Nigerians to remain patient and supportive of the President's effort towards improving their wellbeing. He further explained that the Renewed Hope Administration’s shift from asphaltic to concrete pavement, in road construction, is informed by its cost effectiveness (in the long run) and sustainability due to the use of locally sourced materials. Earlier, the State Governor, H.E. Mohammed Umar Bago called on the Federal Government to revoke the Suleja-Minna road contract due, majorly, to lack of capacity exhibited by the contractor, Messrs Stabilini (Nig.) Ltd. Instead, H.E. Bago recommended that contractors with proven capabilities in delivering quality works be engaged to complete the lingering project. The Governor assured his Guest of the state’s support for President Bola Tinibu's administration, emphasising the need for engaging reliable contractors to ensure quality and timely completion of projects. He also unveiled plans to establish a cement factory in Niger State, leveraging the state's abundant raw materials, in order to cash in on the use of concrete pavement in the construction of the new alignment. In his Remarks, the Permanent Secretary, Federal Ministry Of Works, Yakubu Adam Kofarmata, Ph.D emphasises the need for stakeholders in the state to join hands with the Federal Government by supporting the Renewed Agenda, as Mr. President has done well in the development of the State and he will continue to champion infrastructural development. He assured the good people of the state and the nation, at large, that Mr President has not neglected the Northern part of the country, in whatever guise. Representing the Chairman, Senate Committee on Works, its Vice Chairman, Sen. Rufa'i Hanga praised President Tinubu’s vision and foresight stating that the project, when completed, would boost productivity, commerce and socio-economic growth. The House Committee Chairman on Works, Hon. Akin Alabi called for the declaration of a “state of emergency” on Niger’s Federal roads, advising the Minister to engage an independent consultant to assess all ongoing road and bridge projects, nationwide. Furthermore, various Stakeholders, who spoke on behalf of the various communities affected by the Sokoto -Badagry road project, called on the Federal Government to ensure that commensurate compensation is paid to the affected people, while pledging their support to the successful execution of the project. The Etsu Nupe and Chairman, Niger State Council of Traditional Rulers, His Royal Highness, Dr. Yahaya Abubakar, represented by the Emir of Kontagora, Alhaji Mu'azu Barau II, also applauded the President's focus on infrastructure development and begged for the Federal Government’s intervention in rehabilitating additional roads within the State. The Senator representing Niger East, Senator Sani Musa commended Mr. President and Governor Bago’s infrastructure drive, also requested that critical projects such as the Zungeru Bridge, Tegina - Birnin Gwari - Kaduna and Sarkin Pawa - Kaduna roads be given priority attention. He further urged the Federal Government to declare a “state of emergency” on Niger state’s dilapidated roads. The Speaker, Niger State House of Assembly, Rt. Hon. (Barr.) Notice of Termination of Contract for the Rehabilitation of the Abuja-Kaduna-Zaria-Kano Dual Carriageway, Section I (Abuja-Kaduna) Based on non-compliance with reviewed cost, scope and terms, stoppage of work and refusal to remobilise to site, as directed, the Federal Ministry of Works has issued a 14-day Notice of Termination to Messrs Julius Berger (Nig.) Plc for the Rehabilitation of Abuja-Kaduna-Zaria-Kano Dual Carriageway in FCT, Kaduna and Kano States, Contract No.6350, Section I (Abuja-Kaduna),  today, 4th November, 2024. The decision, which is borne out of several months of going back and forth without any meaningful progress was reached at a   Management meeting of the Ministry. The Ministry has in the last 13 months been in constant talks with the company, in order to reach an amiable position on the said alignment but to no avail. Nigerians may wish to know that the Contract for the Rehabilitation of the Abuja-Kaduna-Zaria-Kano Dual Carriageway, which was divided into three (3) Sections was awarded to the company on 20th December, 2017 and flagged off by the then Minister of Power, Works and Housing, H:E. Babatunde Raji Fashola at an initial  sum of N155.748,178,425.50 billion(One Hundred and Fifty-Five Billion, Seven Hundred Forty-Eight Million, One Hundred and Seventy-Eight Thousand, Four Hundred and Twenty-Five naira Fifty Kobo) on 18th June, 2018. Sections II (Kaduna – Zaria) and III (Zaria - Kano) were partially completed and handed over during the twilight of the administration of former President  Muhammadu Buhari, GCFR. Since then it has been one variation and augmentation or the other and finally, the present Minister of Works directed for the redesigning and re-scoping of the Section I of the contract. The alignment was divided into two with one phase redesigned to be on continuously reinforced concrete pavement (CRCP), while the remaining with asphaltic pavement. Approval for the Section I, Phase 1 for a length of 38 (thirty-eight) kilometres on concrete pavement was given to Messrs Dangote Industries (Nig.) Ltd, while the remaining 127 (one hundred and twenty-seven) kilometres remained with the substantive contractor. The Phase 1 was flagged off on 17th October, 2024 with a 14-month completion period. Due to the stalemate of the contract and, most importantly, the desire of His Excellency, President Bola Ahmed Tinubu, GCFR, as encapsulated in the Renewed Hope Agenda infrastructure initiative, to see to the completion of this laudable project, also to alleviate the sufferings of Nigerians plying the road, the Ministry re-scoped it and got the approval of the Federal Executive Council (FEC). The award for the Re-scoping and Downward Review of Contract for the Rehabilitation of Abuja-Kaduna-Zaria-Kano Dual Carriageway in FCT, Kaduna and Kano States, Contract No.6350, Section I (Abuja-Kaduna) in favour of Messrs Julius Berger (Nig.) Plc from the sum of N797,263,523,738.87 (seven hundred and ninety-seven billion, two hundred and sixty-three million, five hundred and twenty-three thousand, seven hundred and thirty-eight naira  eighty-seven kobo) to N740,797,204,173.25 (seven hundred and forty billion, seven hundred and ninety-seven million, two hundred and four thousand , one hundred and seventy-three naira twenty-five kobo) was granted by FEC on 23rd September, 2024 and conveyed to the company on 3rd October, 2024.   As due to the socio-economic importance the road as a vital artery connecting Abuja, the FCT to the North, the Ministry conveyed the approval for a Final Offer on the Abuja - Kaduna Dual Carriageway to the company on 23rd October, 2024, stating that it should agree, in writing, to accept the reviewed contract sum of N740,797,204,173.25 (seven hundred and forty billion, seven hundred and ninety-seven million, two hundred and four thousand , one hundred and seventy-three naira twenty-five kobo) within seven (7) days or risk the termination of the said contract.  It is a sad commentary on the Company that rather than accepting the offer, they tinkered with the Bills of Quantities, as well as that of Engineering Measurements and Evaluation via a letter to the Ministry dated 29th October, 2024. The company was summoned for a meeting with the Management of the Ministry, today, 4th November, 2024 but refused to show up, hence the termination of the contract  based on effluxion of time and non- performance.   ...

Road Commissioning: FG - financed Road linking Ekiti -Osun State opens, speedy  Commercial  and Transport  activities expected

The Federal Government -financed road linking Ekiti -Osun State has been commissioned, the road is expected to boost both  commercial, social and developmental activities  across the two states.

The Efon Alaaye -Erinmo-Iwaraja Road links the three towns of Efon Alaaye in Ekiti State , Erinmo and Iwaraja in Osun State.

The road  linking the two  states was commissioned and handed  over to the states  in  Efon Alaaye  Ekiti State amid hopes that the new infrastructure will help reduce road fatalities, ease mobility and spur trade within the two states  as well as with their neighbouring states.

 President Muhammadu Buhari commissioned the road   on  Thursday, June 16, 2022 . The event was  attended by government officials , transport operators, members of parliament and traditional chiefs draped in colourful regalia.

*President Buhari who was represented by the Minister of Industry,  Trade and Investment, Otunba Adeniyi Adebayo said, "As you can all see, we are handing over today a 22 kilometre Road, which links the three towns of Efon Alaaye in Ekiti State and Erinmo and Iwaraja in Osun State."

Buhari remarked " By linking Ekiti and Osun State together,  this road becomes a critical component of our national road network.''

 President Buhari further remarked, " This road is also a statement of economic efficiency and ease of doing business.  This is because the travel time of averagely One hour before construction has now been reduced to 20minutes with the completion of the road.''

The Representative of the Minister of Works and Housing , the Zonal Director  South West in the Ministry, Engr. Ademola Kuti remarked, "The other handing over formalities that will follow these formalities which is  flagged  off today in Ekiti will also  be in : Delta State for Isoko Ring Road Section II covering Aviara -Uzere, Jigawa State for Phase II of Hadejia - Nguru covering Kirikasama -Nguru, Gombe State for Phase II  of the Gombe -Numan -Yola Road  covering Gombe- Kaltungo ,  Yobe State for Section II and Phase I of the Nguru -Gashua -Bayamari Road covering Gashua to Bayamari ; Section I, Phase II covering Nguru to Gashua  and Nasarawa State for Lafia-Obi-Awe -Tunga  Road."

Fashola continued, "These projects represent major investment in road transport infrastructure,  which is a commitment of the Buhari administration as a driver for economic growth and prosperity."

Earlier in his welcome address,   the Permanent Secretary Federal Ministry of Works and Housing, Mr.Bashir Nura Alkali who was represented by the Controller of Works Ekiti State, Engr.Ishaq Lawal said, "As part of President Muhammadu Buhari’s developmental agenda of addressing road infrastructural development across the length and breadth of Nigeria, the Federal Government as a policy direction has focused on the completion of several on-going projects to stimulate economic development, job creation and promoting local content. The focus is to link the major arterial roads to refineries, ports, tertiary institutions and high volume commercial centres with a view to reducing travel times, vehicle maintenance costs, safety and security of commuters etc."

The Deputy Governor of Ekiti State Otunba Bisi Egbeyemi who represented the Governor of Ekiti State, Dr.John Kayode Fayemi said, " We thank God that the job has been completed after 40years . We thank Buhari for attending to the calls of the people and the contractor has done a good job."

The Senator representing Ekiti Central Senatorial District, Senator Michael Opeyemi Bamidele remarked " I will say on behalf  of the Senate Committee on Works that the Contractor has passed oversight test and the contractor must  also  ensure that all safety measures on the road including adequate road signage and lane markings should be engraved on the road. I congratulate Federal Government and those involved in the project."

The  Chairman of Efon Local Government Area Ekiti State, Engineer Bode Adetunji expressed  joy over the completed and commissioned road. He  remarked, " Efon is a  town for over forty years that has no outlet,  but now we have a road linking us to the outside world. We thank the contractor for a good job , Minister of Works and Housing and President Buhari for the project."

His Royal Highness Obalufon Alayemore , Oba Dr. Emmanuel Adesanya Aladejare Agunsoye II , the Alaaye of Efon Alaaye said, "Onbehalf of the community and the people involved in the road rehabilitation,  I say thank you to the Federal Government. We want the Government to continue to maintain the road so that we can enjoy the road for a long time."

His Royal Highness Awaraja of Iwaraja Ijesa Oba Sunday Ibironke , Samoyekon I remarked, " I just want to commend the Controller and  the Minister , the job is  wonderful and good. "

The Managing Director of Kopek Construction Limited, Engr Issam Feghali  that handled the project commented,  "There was no road in Efon Alaaye before the construction started, moreso the topography but we have achieved alot . We appreciate the efforts of the people for their cooperation and better funding from Federal Ministry of Works and Housing under H.E Babatunde Raji Fashola, SAN."
The Head of Market Association in Efon Alaaye,  Chief ( Mrs). Gbadamosi Olayemi, said, " We are happy with the road , goods and people can move into Efon, with the road we can now get to Ilesha and Ife in no time."

The Unit Chairman  Efon Alaaye Motor Transport Union , Emmanuel Sere Ogun have this to say, " The road has become the fastest route for commuters and we don't spend much money on vehicle repairs anymore."

Senior Motor Mechanic in the area ,Mr. Adedeji Adewale expressed his satisfaction with the project, " The beauty and aesthetics of the town has been greatly improved with the new road and the harrowing of 15years going through rough road is over."

One of the leading farmers in Efon Alaaye,  Timothy Agbalajobi said, " We are happy with the handing over , God bless Fashola and Federal Government. We no longer have problems moving our produce from farms to town. Issues of breakdown of vehicles with our produce getting  delayed is over."

SPEECH BY PRESIDENT MUHAMMADU BUHARI AT THE COMPLETION AND HANDOVER OF ISOKO RING ROAD IN DELTA STATE ON TUESDAY, 21st JUNE, 2022

On behalf of the Federal Government and President Muhammadu Buhari, I bring best wishes to the Government and people of Delta State.

Our commitment to improving road transport infrastructure, our determination to improve the ease of doing business,create jobs and prosperity to lift people out of poverty brings us here today because the results of our investment are manifesting.

I can confidently say that as we enter the final lap of the tenure of the Buhari administration we are also entering a season of completion and delivery of projects.

As you can all see, we are handing over today the 7.85 Kilometre Road, which links Aviara-Uzere in Delta State. A very important Road that connects agrarian and fishing communities to ease the movement of their farm products.

By linking these communities together, this road becomes a critical component of our national road network.

This road has been built to the highest quality of design and workmanship and if is well used and not abused, it should last for the designed service life.

Road abuse takes many forms such as overloading of vehicles and trucks which accelerates pavement damage, spilling of petroleum products, which dissolves all the components and allows water to penetrate, and converting the road shoulders to permanent parking places, that brings the onset of road failure from the shoulder.

We must all do our best to avoid these practices, report them when they occur and act in a lawful manner to stop them.

The road is also a story of the capacity of our people. The patriotic Nigerians who were employed directly to build this road, the scores of suppliers employed indirectly who are responsible for providing the machines utilized in the construction.

These are not only nation builders to whom we offer our salutations, they are the heart of the Nigerian economy, the micro, small and medium enterprises that drive our economic growth.

This road is also a statement of economic efficiency and ease of doing business.

This is because the travel time before construction has now reduced since the completion of the road.

Of course, this road is part of our many roads to prosperity because reduced journey times means reduced expense on travel, because time is money.

This road also symbolizes change as you will observe in the road furniture, such as the lane markings and Route Assurance signs.

These components had all but disappeared on our highways but our commitment to change has restored them, with the markings helping drivers to achieve better lane management and control of their vehicles; while the Route Assurance signs provide information about how much further or longer, the drivers and commuters have to travel and the distance to the next village, town or state.

Of course, another element of change is the travel experience on a new and well-built road from the old and previously unmotorable road.

Now that we have this new and well-built road, we have duties to ourselves and to other road users.

One of those duties is to ensure that we drive in accordance with the law as stipulated in the Highway Code.
Accordingly, for the avoidance of any doubt, I wish to reiterate that the maximum driving speed on this and other Federal Highways nationwide is 100 (ONE HUNDRED) KM PER HOUR and no more.

On behalf of the Federal Government and President Muhammadu Buhari, I formally declare this Isoko Ring Road in Delta State completed and open for public use. 

For your safety and that of other road users, I implore you not to exceed 100 KM PER HOUR. 

We want you alive to witness and be part of the prosperity and promise of Nigeria.
