


FEDERAL MINISTRY OF WORKS ADOPTS FUNDING PRIORITIZATION FRAMEWORK ON NNPCL INHERITED TAX CREDIT PROJECTS NATIONWIDE. As part of strategic plans towards sustainability in project funding and execution and in pursuance of the directive of the President of the Federal Republic of Nigeria, His Excellency, Bola Ahmed Tinubu, GCFR on strategic and systematic funding of inherited NNPCL funded projects, the Federal Ministry of Works has adopted funding prioritization framework to ensure the continued execution of road projects hitherto funded by Nigerian National Petroleum Company Ltd (NNPCL) under the Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme. The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON made this disclosure during his inspection visit to the ongoing dualization of the East-West Road (Section IIIA) from Eleme Junction, Port Harcourt to Onne Junction in Rivers State handled by Messrs RCC Nig Ltd dated 9th September 2025. Speaking during his visit, the Honourable Minister stated that the Federal Ministry of Works had compiled all the NNPCL inherited Tax Credit projects for strategic priority funding, noting that the most critical projects within the national economic corridor would receive precedence in the hierarchy of prioritization. “We are inspecting projects of federal government in Rivers State, and this particular one is the dualization of Eleme Junction to Onne Port Junction by RCC. Recall that one carriageway was completed and commissioned, even though there are a few things we ordered afresh like the retaining wall and hanging drainage. For the second carriageway with some bridges and flyovers, work has started on it. Let me say that this is part of the NNPC Tax Credit that has been stopped in terms of funding by NNPC. But graciously, we have compiled all the NNPC inherited Tax Credit projects, and we presented as Ministry of Works to Mr. President. And Mr. President has graciously directed that none of such works should stop now. However, as Ministry, we are going to do prioritization of the projects and look at the most critical of these projects within the national economic corridor like this one. And we are going to put it forward for immediate funding because the President directed that none of such projects should stop now.” He admonished contractors handling road projects under the Federal Ministry of Works to ensure speed, quality, compliance with specification and sustainability in project delivery and cautioned that the attention of the anti-graft agencies would be called to any case of violation of the regulations or terms and conditions set out under the contract of every project handled by the Federal Ministry of Works. He stated, “I have also noticed in some of the projects in Rivers State, and same with the Six Geo-Political zones, that contractors go ahead to put stone base and put binder course of asphalt, sometimes over 20 kilometres and leave the binder unprotected without putting wearing course. The binder is like a reinforcement to the road architecture. The wearing is the sealant that doesn't allow water to go beyond the surface. And so when you now put stone base, which has dust as designed, and you put binder, which is like a reinforcement, and you see that the composition of the binder asphalt has bigger stones, and it has holes, so the water penetrates. The moment it gets to the stone base, which has some dust, the road fails. It may technically look safe, but with time, it will definitely fail. And we've seen it in a number of roads we inspected. And what I've directed the Controller to do, and it's going to be nationwide, is that when you are putting binder and you have left it for more than two months, we are going to redo the certificate and remove all the binder and remove the stone base.” He directed that henceforth any project below the contract sum of ₦20 Billion would not be given to expatriate firms, and this he said is part of measures to promote the Nigeria First policy of Federal Government of Nigeria. He commended the construction company handling the Eleme - Onne project, Reynolds Construction Company (RCC) for the quality of work so far done and for working on the project despite the fact that NNPCL has stopped funding the project, but frowned at the slow pace of work which they said was affected by the rainy season. He restated that 15th December 2025 remains the agreed deadline for the project’s completion with no extension or Variation of Price (VoP) allowed. “On this project of Eleme Junction, the quality of the work is excellent. The pace of the work is totally not acceptable. And let me make it very, very clear to the contractor that this project can never be reviewed by a kobo. Neither can there be any variation of price or any other claims.” He expressed dismay over the destructive habit of packing heavy duty vehicles on the road by drivers and warned that forthwith punitive measures would be taken against such perpetrators. “Our roads are not designed to carry these heavy trailers that are parking on the road. And the press should help us on that. When I was coming yesterday all the way from Aba to here, I saw that the trailers are taking over the entire roads, putting their waste, destroying the pavements, and so on and so forth. So I'm going to write to our dear Governors to see what they could help us to do about it, and will also complain to the Inspector General of Police. Let us see what we can do about it. Mr. President is doing everything possible to right the wrongs in terms of road construction. We are doing quality roads now that are going to last from 50 to 100 years. But it's being destroyed by ourselves.” Earlier, the Federal Controller of Works in River State, Engr. Enwereama Tarilade (Mrs.) said the contractor handling Eleme- Onne road had completed the 15km Eket bound on the right carriageway and had moved to the left carriageway which is Port Harcourt bound for which 1km stretch had already been done on Continuously Reinforced Concrete Pavement (CRCP). Projects visited by the Honourable Minister include, the rehabilitation of Enugu – Port Harcourt, Abia/Rivers State, contract No: 6252 being handled by China Civil Engineering Construction Company Limited (CCECC), the upgrading of the 15km section of the East-West Road (Section 111A) from Port Harcourt (Eleme Junction) to Onne junction in Rivers State, contract No: 701 being handled by Messrs. RCC Nig. Ltd and multiple sections of the Enugu-Port Harcourt Expressway, including the sections handled by Arab Contractors and China Civil Engineering Construction Company Limited (CCECC).

TRENDING STATEMENT OF A MAN PURPORTING TO BE ADDRESSING THE HONOURABLE MINISTER OF WORKS MISGUIDED, SELF SERVING AND VICIOUS PROPAGANDA TYPICAL OF A PROXY SPEAKING FOR NONCONFORMING CONTRACTORS. The attention of the Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON has been drawn to a trending statement of a man purporting to be addressing the Honourable Minister of Works over the state of roads in Nigeria and which was credited to the Chairman, House Committee on FERMA, Hon. Engr. Aderemi Abasi Oseni. The Honourable Minister views this unprovoked attack as an inconceivable embarrassment demeaning to his person and the Federal Ministry of Works as neither he nor his Permanent Secretary was in such a meeting where the said Chairman of House Committee on FERMA was said to be addressing the Honourable Minister of Works. In a news conference dated 28th October 2024, the Honourable Minister stated that it was no doubt akin to darkening counsel without knowledge for the Honourable Chairman, House Committee on FERMA to vilify him over the bad state of Federal roads inherited from previous administrations numbering over 2,604 without deferring to the records of various interventions made by the Renewed Hope administration which have made a great difference in the public transport trajectory of Nigeria. The Honourable Minister has however chosen to refrain from joining issues with the said House Committee Chairman on FERMA because of the respect he has for the hallowed institution of the National Assembly, the Senate President and the Speaker of the Federal House of Representatives. He said, "For the respect of Mr. Speaker, and of course the Senate President and the National Assembly that I belong to, I will refrain myself from joining issues with him. He said, I have failed, and if a blind man is to assess you, your guess is as good as mine because if he has no knowledge of anything, then his knowledge becomes his god so I will not join issues with him.” He views the action of addressing him as if he was before the House Committee on FERMA as deliberate, ill-motivated, misguided, self-serving and nothing but a vicious propaganda typical of a proxy representing the interest of nonconforming contractors who have constituted themselves into adversaries against the Federal Ministry of Works for insisting on best practices in project pricing, variation on price and foreign exchange differentials. There is no doubt that the vituperations of the House Committee Chairman on FERMA were from the abundance of his heart, but to say that all the roads across the country have failed for the failure of the Honourable Minister of Works to address the existing road with the resources approved or for his failure to deploy the N300 billon supplementary fund approved for him or that he is concentrating his energy on the less priority issues shows that the House Committee Chairman on FERMA either has little knowledge of the volume of road infrastructure deficits inherited from successive administrations and cost requirements for road construction or that he deliberately refused, ignored and neglected to appreciate the Renewed Hope administration's intervention milestones or he is playing to the gallery on the prompting of the nonconforming contractors. He said," And let me say to him that the projects Mr. President inherited were a total of 2,604 projects. As of May 29, 2023, the total cost was N13 trillion. That's what the President inherited and a debt to contractors of N1.6 trillion. And when you look at the variation by the reason of the subsidy removal, by the reason of the floating of the dollar, you'll find out that if you review all these projects, you will see that you will get over N19 trillion for the total ongoing projects. Mr. President did what no other President has done. He manifested all the projects in the 2024 budget with the hope to give him time to look for resources, including loans, to do these projects. I wasn't in that meeting where the Honourable House member was said to be addressing me, and there is no way I was going to complain of resources to fix our roads because Mr. President has given very special attention to the Federal Ministry of Works. He has paid so much attention to the sufferings of Nigerians vis-a-vis the road situation, and the Ministry is not the only Ministry in Nigeria. Mr. President has a lot of other challenging situations and competing demands, yet he has given priority attention to the Ministry of Works" He noted that the utterances of the Chairman, House Committee on FERMA were no doubt aimed at inciting the public against the government that brought him on board as it is a common sense that a person of his level and profession ought to know the method statement required of road construction. He said, “There is no way you expect some projects that have lasted 20 years, 18 years, 17 years to be done in one year. And if he says he's an engineer, he should try and understand the processes that are involved in the Ministry of Works. It's different from his procurement of fertilizer with his constituency project. They are two different things. You have to go to the field, you have to measure the project, you have to design it, and you have to do in-house procurement to look at it.” He further said, “The method deployed in the construction will require you to do earthwork, to compact etc and if you don't give it one month and you start to put stone base and asphalt, it will fail. So, those times that you are preparing the sub-grade, the sub-base, the base course before the pavement, what do you call it? It is not valued by people like him as progress made" Furthermore, the Honourable Minister views it as a gross violation of parliamentary procedure for the Chairman of the House Committee on FERMA to invade the legislative powers of the Senate and House Committees on Works which have been carrying out oversight functions on the Ministry and are conversant with the achievements and challenges of the Ministry. He carpeted the Chairman of House Committee on FERMA for acting outside the legislative competence of his committee. Highlighting the modest achievements of the ministry across the six Geo-Political zones, the Honourable Minister thanked the President of the Federal Republic of Nigeria, His Excellency, Asiwaju Bola Ahmed Tinubu GCFR for the unprecedented attention he has given in bridging the funding gap on the inherited projects. He said, “What we did is that we used over 90% of these funds to keep all the inherited projects alive as directed by Mr. President because a project has to be alive and in the budget before you can look for funds to assist it to be completed. That's what we've done, and so for those who are bitter that we have no projects to award to them, this is the reality.” He further said, “ Over 2,600 projects plus 330 supplementary projects plus the new projects in 2024 is not a tea party. It requires commitment, and it requires dedication, which we are doing. We work on Saturday, Sundays, and Public Holidays, and somebody will say we are giving attention to less priority issues without mentioning those less priority issues that we are giving attention to.” ...
Engr. Umahi Flags Off Construction of Sokoto-Badagry Superhighway - Describes project as a jinx broken and true testament of Mr. President’s love for the North The Minister of Works, His Excellency, Sen. (Engr.) Nweze David Umahi has described the award of the contract for the construction of Sokoto - Badagry Superhighway as a forty-eight year jinx being broken and a show of love for the people of the Northern part of the country by President Bola Ahmed Tinubu, GCFR. He disclosed this at the flag off ceremony for construction works on the Section I, Phase 1A of the project in Ilelah town, Sokoto State on Thursday, 24th October, 2024. Engr. Umahi informed the gathering that the idea of the project was first muted during the first tenure of former President Shehu Shagari but could not be started earlier than the present, describing it as a payback to the people of Sokoto for the massive support given to the Tinubu Presidency at the 2023 polls, while also soliciting for same and much more during the 2027 elections. He further described the epoch-making event as a manifestation of one of the Legacy Projects of Mr. President, spanning over 2,000 km with the North having 52% and the South 48. The Minister revealed that the choice of rigid pavement i.e. concrete in its design and construction is informed by longevity, while that of the contractor, Messrs Hitech Construction (Nig.) Ltd is premised on capacity to deliver according to specifications and on schedule due to availability of both brand new equipment and requisite manpower. It has done a similar pavement work on the Apapa - Oshodi Expressway in Lagos State and is doing same on the Lagos - Calabar Coastal Highway. While appreciating the unwavering commitment and support of Members of the National Assembly for the President’s infrastructure renaissance, he equally thanked the Office of the National Security Adviser (NSA) for the promise to provide security for the entire stretch of the corridor, while the work lasts. In welcoming guests at the occasion, the Deputy Governor, Sokoto State and Commissioner of Works, Hon. Idris Mohammed Danchadi alluded the project to “a dream come true” for the loyal people of the State. Briefing the massive crowd at the Ceremony, the Director, Highways, Construction and Rehabilitation, Engr. Bakare Umar and the representative of the Director, Highways, Bridges and Design, Engr. Musa Seidu described the 1,068-kilometre Sokoto - Badagry Superhighway as a Trade, Transport and Security (TTS) Greenfield corridor traversing Sokoto state through Kebbi, Niger, Kwara, Oyo, Ogun and terminating in Lagos State. They opined that the project seeks to reduce transportation costs, improve trade, connectivity, efficiency and economies of scale around the corridor and beyond. The 120-kilometre, 6-lane highway, 3 lanes on each side is to be separated with beautiful median landscaping, solar street lighting and modern digital signages, adding that it will link various existing inter-border towns and routes, provide quick access, enhance border settlements for trade, security support and enablement. The length of Section I, Phase 1A starts from Km. 0 + 000 (Ilelah, Sokoto State) and ends at Silame on the Sokoto/Kebbi State border, according to them. In separate Good Messages, the Minister of Budget and National Planning, H.E. Sen. Abubakar Bagudu disclosed that at a Town Hall Meeting in July, 2024 at Birnin Kebbi, the Minister spoke about plans to embark on the project. He said that the flag-off represents the vision of President Bola Ahmed Tinubu, GCFR to transform Nigeria and a proof that building viable and lasting infrastructures is possible. Also another former Governor of Kebbi State and Vice Chairman, Senate Committee on Works, H.E. Sen. Adamu Aliero stated that upon completion of the Superhighway, travel time between Sokoto to Lagos will be drastically reduced by 48 hours, adding that dams for irrigation and electricity generation and rail lines are amongst its integral parts. The Deputy Chief Whip of the Senate, Sen. (Barr.) Onyekachi Peter Nwebonyi dubbed the Minister of Works as “Mr. Projects,” further assuring Nigerians of getting value for their money. While the Vice Chairman, House Committee on Works, Hon. Usman Banye said it was a rare honour and a privilege to be a part of the epoch-making ceremony, also described the project as a catalyst for economic growth and a testament to Mr. President’s desire to better the lives of the citizenry. Speaking, the Minister of State for Works, Barr. Mohammed Bello Goronyo revealed that the project is a clear testament of the Renewed Hope Agenda of the present Administration. He further stated that, as a Member of the Federal Executive Council (FEC), he has heard the Minister spoke about the project in Council for a record three times, which is a demonstration of his, as well as the President’s love for Northern Nigeria, also a passion for infrastructure development. On his part, the Sultan of Sokoto, His Eminence, Alh. Sa’ad Abubakar promised to gather brothers and sisters in Sokoto and its environs to assist the Ministry in the delivery of the project, which is very dear to the people of Northern Nigeria. He used the opportunity to admonish leaders to, always, prioritise the welfare of the populace in their deeds. In his Speech, the Sokoto State Governor, H.E. Dr. Ahmad Aliyu Sokoto, FCNA, who flagged off the project, on behalf of the President, was full of praises for the Federal Government. While mentioning that the gigantic road project, when completed, will link the state with the Central and Western parts of Nigeria, he promised to provide adequate security cover throughout the length and breadth of the alignment within his jurisdiction. SUG President Lauds FG and Fashola for Road Intervention in Fed Poly Birnin Kebbi
The President of the Students Union Government (SUG) of the Federal Polytechnic Birnin Kebbi, Commrade Naziru Muktar has commended the FG under President Muhammadu Buhari and the Minister of Works and Housing, Babatunde Fashola, SAN for the 1.8km road intervention project being commissioned in the Federal Polytechnic, Birnin Kebbi, Kebbi State.
Commrade Muktar described the road intervention in the Polytechnic as timely and that the road had also brought succour to the Polytechnic Community who before now had faced difficulties in their daily movement around the institution.
In his words, " Our students are elated and highly commended the Government who have promptly responded to their need, adding that the timely intervention in this regard has enormously helped the students community and motorists."
Comr. Naziru Muhktar said, today we converge at the Waziru Umaru Federal Polytechnic to handover an important and timely 1.8km rehabilitated road by the Federal Ministry of Works and Housing under President Muhammadu Buhari’s led Administration.
In his remarks, the Rector of the Polytechnic, Dr. Usman Sani Tunga described the project as great and thanked God Almighty and that the intervention by the Federal Ministry of Works under Fashola had reached them at the right time.
He said, "Before the intervention, we encountered several accidents. I am glad to inform the Minister that not the students only are benefitting from this road project but also the entire Polytechnic community and we are not only thanking you sir, but also asking for more road rehabilitation especially the 2.2km road portion leading to the female hostel."
The former Rector of the Polytechnic, Arc. Sani Aliyu who witnessed the hand over said,
" Mine is simple, I sincerely appreciate the Federal Ministry of Works and Housing for providing us with this ultra-modern road network."
" Honestly speaking, it is indeed a timely intervention which has brought smile on the faces of the students and the entire community" he added.
Architect Aliyu pointed out that the project was completed in a record time with quality materials and thanked the Federal Government for the quick response.
Earlier in his address , the Minister of Works and Housing, Babatunde Fashola, who was represented by the Federal Controller of Works Kebbi State, Engr. Ahmed Yabo said that his Ministry had made road intervention in 46 Tertiary Institutions Nation wide.
" We have successfully intervened in various internal road networks of 46 Tertiary Institutions and handed over 29 as at 2021and we now have another 17 ready to be handed over, while we’re currently attending to 30 roads in similar institutions across the country making a total of 76 roads" he said.
The Minister stated that the Administration of President Muhammadu Buhari was consistent with its progressive ideal of improving human conditions, describing the process as a critical intervention to support Education.
Fashola said, "The gap of our infrastructural needs is steadily being bridged by a gradual process of repairs, renewal and construction on major highways and it has reached the schools."
He expressed the hope that the school will ensure proper maintenance of the asset and not abuse it, pointing out that about 50 people were provided with direct employment during the project.

Our commitment to improving road transport infrastructure, our determination to improve the ease of doing business, create jobs and prosperity to lift people out of poverty brings us here today because the results of our investment are manifesting.
I can confidently say that as we enter the final lap of the tenure of the Buhari administration we are also entering a season of completion and delivery of projects.
As you can all see, we are handing over today the 33 Kilometre Road, which links Hadeijia-Kirikasama in Jigawa State. A very important Road that connects agrarian and trading communities to ease the movement of their farm products.
By linking these communities together, this road becomes a critical component of our national road network.
This road has been built to the highest quality of design and workmanship and if is well used and not abused, it should last for the designed service life.
Road abuse takes many forms such as overloading of vehicles and trucks which accelerates pavement damage, spilling of petroleum products, which dissolves all the components and allows water to penetrate, and converting the road shoulders to permanent parking places, that brings the onset of road failure from the shoulder.
We must all do our best to avoid these practices, report them when they occur and act in a lawful manner to stop them.
The road is also a story of the capacity of our people. The patriotic Nigerians who were employed directly to build this road, the scores of suppliers employed indirectly who are responsible for providing the machines utilized in the construction.
These are not only nation builders to whom we offer our salutations, they are the heart of the Nigerian economy, the micro, small and medium enterprises that drive our economic growth.
This road is also a statement of economic efficiency and ease of doing business.
This is because the travel time before construction has now reduced since the completion of the road.
Of course, this road is part of our many roads to prosperity because reduced journey times means reduced expense on travel, because time is money.
This road also symbolizes change as you will observe in the road furniture, such as the lane markings and Route Assurance signs.
These components had all but disappeared on our highways but our commitment to change has restored them, with the markings helping drivers to achieve better lane management and control of their vehicles; while the Route Assurance signs provide information about how much further or longer, the drivers and commuters have to travel and the distance to the next village, town or state.
Of course, another element of change is the travel experience on a new and well-built road from the old and previously unmotorable road.
Now that we have this new and well-built road, we have duties to ourselves and to other road users.
One of those duties is to ensure that we drive in accordance with the law as stipulated in the Highway Code.
Accordingly, for the avoidance of any doubt, I wish to reiterate that the maximum driving speed on this and other Federal Highways nationwide is 100 (ONE HUNDRED) KM PER HOUR and no more.
On behalf of the Federal Government and President Muhammadu Buhari, I formally declare this Hadeijia-Nguru Road in Jigawa State completed and open for public use.
For your safety and that of other road users, I implore you not to exceed 100 KM PER HOUR.
We want you alive to witness and be part of the prosperity and promise of Nigeria.
