-SAYS, PROJECT REVIEW ON AWARDED SECTIONS OF THE COASTAL HIGHWAY IMMINENT TO FACTOR ADJUSTMENT IN ALIGNMENT AND DELIVERABLES The progress and quality of work being done on the Lagos-Calabar Coastal Highway project has been commended as a signature of excellence and innovation on road infrastructure development by the Renewed Hope administration of the President of Nigeria, His Excellency President Bola Ahmed Tinubu GCFR. This commendation was made by the Honourable Minister of Works, His Excellency Sen. Engr. Nweze David Umahi CON, when he paid inspection visits to Sections I and II of the project in Lagos being handled by Hitech Construction Company Ltd on 20th December 2024. Speaking on the deliverables of the investment, the Honourable Minister stated that the contract would be reviewed to accommodate landmark features that would add value to the socio-economic potentials of the project. "We're going to plant trees. And of course, we are going to also have some lay bay. We can decide every five kilometres we have a lay bay where we connect all our CCTV cameras. And then we have vehicles and the security within the cabin there, so that the response time will be like 10 minutes. I'm sure that you've witnessed what we did at Third Mainland Bridge. That's what we intend to replicate in all our highways. And so the entire stretch of 750 kilometers to Calabar will be under CCTV, powered by solar. And then every five kilometers or 10 or 15, as we may agree, we will have portal cabin where we have security posts, no blocking of the roads, we have a viewing centre, and then you view the entire stretch left and right. We will agree on the number of kilometers, depending on the capacity of the cameras." On the imperative of the contract review, he further stated," The service lane was never envisaged, CCTV camera was never envisaged. There was no single item of work, like we're having in all the projects from the removal of topsoil, not to talk of the removal of debris. Earlier in her welcome remarks, the Federal Controller of Works, Engr. Olukorede Kashia recounted the experiences encountered at the commencement of the project but expressed confidence in the timely delivery of the project by the contractor handling the project. "We encountered a lot of issues which were not foreseen because they were really covered. Like I said earlier, when you're doing a preliminary design, you cannot do a borehole at every meter. So when you do, at one meter, you do another one at 20 meters. So, in the process of executing the project, we encountered a lot of refuse dumps. It was like this place was like Olushosun, where they dump dirt to the magnitude of about five meters depth in some places. And then the contractor has carted away all that and then replaced it with good soil. That's sand filling from the ocean, as you can see, good sand filling, and then we had to wait a little." SEN. UMAHI COMMENDS WORK PROGRESS ON LAGOS-CALABAR COASTAL HIGHWAY PROJECT, RECOUNTS PROSPECTS OF RENEWED HOPE LEGACY PROJECTS TO NATION'S ECONOMIC PROSPERITY.
He praised the vision of Mr. President in initiating legacy projects that would connect the critical economic corridors and boost transportation ecosystem in the 6 Geo- political Zones. He noted that the four Renewed Hope legacy projects and the inherited ongoing projects were on course and that milestone project execution was adopted to ensure a sense of equality among the 6 Geo-Political Zones. He said that some of the sections of the projects being executed nationwide, including the inherited ongoing projects, would be ready for commissioning by May 2025. "Work is progressing on Lagos-Calabar Coastal Highway. We have the Sokoto- Badagry Superhighway. Work is seriously in progress on the project. The first 120 km, work is going on Sokoto. It has been procured. And work is going on by Hitech, using concrete.
And then, you have the Kebbi section, 250 km. Work is also going on there. And so, we believe strongly that we'll be able to have about 20 km in both sections to commission by May 29th. In section one of the Lagos-Calabar Coastal Highway in South West, we are very sure that we'll commission the first 20 km in section one and 10 km in section two." He commended the intervention of Mr. President in the area of funding of the projects despite his interventions in other critical priority sectors of the economy. "The President has given very serious attention to road infrastructure. Don't forget that this Coastal Highway and, of course, the four Legacy Projects all have the train track incorporated. The construction of the train track for this section I is going to take off in 2025. So this is what we are doing. And we believe strongly that the President is going to give the nation of Nigeria the road infrastructure that they have been yearning for."
FG SET TO IMPLEMENT CASHLESS TOLLING SYSTEM FOR ABUJA-KEFFI EXPRESSWAY AND DUALIZATION OF KEFFI-AKWANGA-MARKURDI ROAD, INAUGURATES COMMITTEE FOR IMPLEMENTATION FRAMEWORK. As part of measures of the Renewed Hope administration to revolutionize road infrastructure development and stimulate economic growth, the Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi CON has inaugurated a committee on the implementation of Cashless Tolling System for Abuja-Keffi Expressway and Dualization of Keffi-Akwanga-Markurdi road. Speaking during the inauguration ceremony held at the Ministry’s headquarters, Mabushi, Abuja on 17th October 2024, the Honourable Minister of Works stated that the cashless tolling system was a strategic programme under the Highway Development and Management Initiative aimed at promoting strong and sustainable transportation ecosystem. He said “This is one of the cardinal strategies of President Bola Ahmed Tinubu towards realizing the desires of our people in the road sector development. Recall that a point of Keffi-Akwanga-Markurdi was done on EPC + F, and funded up to 85% by China Exim Bank, and the Federal Government paid 15% counterpart funding and the job was executed satisfactorily by China Harbour Ltd. Part of the agreement is that they will toll the road and then recoup the money for the Federal Government to pay back the loan segment of the project. Inaugurating the committee, the Honourable Minister commended very highly the President of Nigeria, His Excellency, President Bola Ahmed Tinubu, GCFR for the vast strategic economic recovery initiatives of the Renewed Hope administration, and expressed hope that the committee would leverage on ideals of the Terms Of Reference handed to them to develop a robust implementation Master plan that would lead to the realization of the economic and social objectives of the Highway Development and Management Initiative which is institutionalized to ensure sustainable private sector investment and to improve the quality and quantity of the road assets in Nigeria with a view to propelling rapid economic development. He tasked the committee on the Terms Of Reference which among other things are to develop the cashless tolling system implementation framework, make appropriate recommendation as to the potentials of relief stations and good physical environment along the corridors and profer practical solution to the challenges of implementing cashless toll collection in Nigerian environment. He said “We must also, as part of the assignment, develop relief stations. Relief stations is what you see in overseas' expressways, where you have a lot of stations where you have a supermarket, you have a small clinic, you have also security outfits, and a number of other facilities, including parks, wheel lorries, and vehicles park, and tow vans. The idea of Mr. President is that we should have a maximum of 10 minutes of response time on our Highways, meaning that in the full development of this route, part of the assignment will be how we can install CCTV cameras, and also have solar light all through the entire route of the project. And so, we will be able to put security on our roads, and then we have a station at the relief center, where they will stay and watch the vehicles, so that within 10 minutes of any incident along the route, the security people will be able to be there within 10 minutes response time. This is the idea of Mr. President, and for our major highways.” Earlier in her welcome remarks, the Head PPP Unit, Federal Ministry of Works, Mrs. Ugwu-Chima Nnennaya stated that the inauguration was part of the statutory responsibilities of the Federal Ministry of Works which has the mandate to attract private sector funding for the development and management of Federal road network through the Highways Development and Management Initiative (HDMI). She said, "The HDMI is expected to, among others, bring order, accountability, and profitable entrepreneurship to the operations, management, and maintenance of Federal Highways. This is consistent with the provisions of the ICRC Establishment Act 2005; National Policy on Public-Private Partnership (“N4P”); Federal Roads and Bridges Tolling Policy of August 2021 and Federal Highways Act CAP. 135, 1971, which grants the Honourable Minister of Works the power to administer Tolls on Federal Highways." In her acceptance speech on behalf of the committee on the implementation of Cashless Tolling System, the Chairman of the committee thanked the Honourable Ministry of Works for the opportunity to serve the nation in that capacity. She noted the scope of the assignment, which she said was onerous and assured of profound commitment of the committee to the assignment given to them. She said, "We thank you, Honourable Minister, for giving us this opportunity to serve our nation. As we all know, infrastructure is the root for development, and amongst the sectors of infrastructure, transportation is one of the most important sectors. Without transportation, things would slow down, and we need to open up roads everywhere as we all know that, particularly in Nigeria, transportation is one of the main means of movement for people, goods, animals and everything. So, it's a sector that is very important in the development of a nation. I would like to thank the Ministry of Works for giving us the opportunity to serve, and we will do our very best to make sure that we contribute to the success of this project." The committee which comprises members drawn from the Federal Ministries of Works, Finance, Budget and National Planning, Justice as well as Infrastructure Concession Regulatory Commission (ICRC) has the Head, PPP Federal Ministry of Finance, Haj. Jummai Katagum and the Head PPP Unit, Federal Ministry of Works, Mrs. Ugwu-Chima Nnennaya as Chairman and Secretary, respectively. The committee has within two (2) weeks to submit its report. ...
FG Begins Phased Palliative Works on Abuja - Kaduna Dual Carriageway In order to bring succour to road users, the Federal Ministry of Works has commenced emergency repairs of failed portions of the Abuja - Kaduna Dual Carriageway. The contractor, Messrs H&M (Nig.) Ltd mobilised to site on Wednesday, 2nd October, 2024. The contract for the Section I of the Expressway starts at kilometre 0 + 00 (Zuba, FCT) and ends at kilometre 31 + 200 (Tafa, Niger/Kaduna States’ border) with a two (2) weeks completion period. The scope of the contract consists of patching of existing potholes, as well as the reinstatement of critically failed sections of the said alignment. And the approved contract sum is N366 million (Three Hundred and Sixty-Six Million Naira). Speaking during an inspection tour of the project on Saturday, 5th October, 2024, the Directors, Highways, North East Zone I, Engr. Mohammed Goni and Special Projects (North), Engr. Olufemi Adetunji urged the contractor to adhere with the terms of the contract, as no extension of the completion period will be entertained. They described the project as a catalyst to economic growth and a vital artery connecting the Northern and Southern parts of the country. Engr. Goni promised Nigerians that with the successful completion of the contract, the remaining failed parts from Tafa - Kaduna will also be awarded, reiterating the resolve of the present administration to the provision of critical road infrastructure. The Project Supervisor, H&M (Nig.) Ltd, Mr. Lawrence Emmanuel disclosed that work is ongoing with the cutting and shaping of the failed portions reaching Dikko Junction in Niger State, while the asphalting of the cut points is expected to start on Monday, 7th October, 2024. While complaining about the high volume of traffic on the road, which is slowing the pace of work, he promised its delivery on the scheduled date. Also on the inspection visit was the Federal Controller of Works, FCT, Engr. Yakubu Usman, who promised daily inspections and diligent supervision of the project, while it lasts. ...
FG APPROVES FUNDS FOR THE COMPLETION OF THE REHABILITATION OF ABUJA-KADUNA- ZARIA–KANO DUAL CARRIAGEWAY AND BODO-BONNY ROAD WITH BRIDGES ACROSS THE OPOBO CHANNEL, TASKS JULIUS BERGER PLC ON QUALITY AND SPEEDY PROJECT DELIVERY. The Federal Government has tasked Julius Berger (Nig.) Plc on the need to fast-track the completion of the rehabilitation of the 82-km Section II of the Abuja – Kaduna – Zaria – Kano Dual Carriageway in FCT, Kaduna, and Kano States and the construction of the Bodo – Bonny road with bridges across the Opobo Channel, Route 430 in Rivers State. This charge was made by the Honourable Minister of Works, His Excellency, Sen. (Engr.) Nweze David Umahi, CON during a meeting with Julius Berger (Nig.) Plc, represented by its Executive Director, Projects, Engr. Banjamin Bott and the Head of Contract Management, Omonigho Brown at the Ministry’s headquarters Mabushi, Abuja on 3rd October 2024. Speaking during the meeting, the Honourable Minister stated that the Federal Executive Council (FEC) at its meeting of 23rd September, 2024 approved the re-scoping and downward review of the contract for the rehabilitation of the Abuja – Kaduna – Zaria – Kano Dual Carriageway in the FCT, Kaduna and Kano States, contract No. 6350 and the revised estimated total cost / augmentation of the contract for the construction of Bodo-Bonny road with bridges across the Opobo channel, route 430 in Rivers State, contract No. 6247, amounting to a total contract sum of Seven Hundred and Forty Billion, Seven Hundred and Ninety-Seven Million, Two Hundred and Four Thousand, Seven Hundred and Thirteen Naira, Twenty Five Kobo (N740,797,204,713. 25) and Eighty Billion, Seventy-Six Million, Three Hundred and Sixty-One Thousand, Thirty-Six Naira, Thirteen Kobo (N80,076,361,036.13) and tasked the contractors handling Federal Government's projects on the need for corporate nationalism in price negotiation in the face of the daunting economic challenges facing Nigeria. He said “Then we have section II, which is 82 kilometers by two, which is the section that JBN Plc is working on. And so, if you check what FEC approved on 23rd of September, FEC had approved that the total contract sum within the scope of Berger would be N740 billion, which means that if you remove N391 billion paid already, you now have about N340 billion remaining, which is the scope of their work for the 164 kilometers”. He urged the contractor to mobilize in the four sections of the Abuja - Zaria - Kaduna - Kano project to finish the job within 14 months. Engr. Umahi noted that the prices given on the said projects were the best in view of the economic reality of the time. He added, “So we are appealing to you not to try to increase the contract sum, because it will not be possible. And we have written to the President to approve that if JBN Plc does not accept the N740 billion, we will terminate the contract. We have terminated some of their jobs because we've been negotiating sometimes 12 months, 13 months. There must be an end to negotiation." He further said, “We are ready to pay you (JBN Plc) even fresh mobilisation, just to underscore the interest of the President on this project. So we are appealing and begging you that by Monday, you should be able to sign the addendum to the contract.” He harped on the need for JBN Plc to mobilize in multiple locations of the two projects so as to complete them on a record time. On the Bodo-Bonny project, he said “We don't think we have any issue. We've agreed on the N280 billion, which is the new contract sum that is fixed, and then for a 12- month completion period; that is an additional 12 months. So, we want you to mobilize in a minimum of three locations. So that within these 12 months, we'll be able to finish the job.” He went further to state, “In the letter to NLNG, we have to also propose 30% advance payment, so that they will be able to have enough funds to mitigate inflation and any form of variation.” The meeting ended with a formal handover of the Letters of Award in respect of the reviewed approved projects contract sums to Julius Berger (Plc), which terms contain inter alia: “that the contract is fixed, firm, non-transferable and deemed duly terminated by effluxion of time, unless otherwise formally reviewed by the Ministry. ...
Farewell To a Rare Gem, Okwadike
Hon. Minister of Works, Sen. Umahi commiserates with the family, government and people of Anambra State over the death of the former Governor of Anambra State, Dr Ezeife.
I received with a deep sense of sympathy the sad news of the glorious exit of the former Governor of Anambra State and elder statesman of note ,His Excellency, late Dr Chukwuemeka Ezeife who journeyed to eternal glory on the 14th day of December,2023 at the of 85 years.
2. Late Dr Chukwuemeka Ezeife was an advocate of selfless leadership and crusader for the cause of justice and national integration. He was unequivocal on his stand for an egalitarian nation where all Nigerians shall enjoy equal, just and fair treatment notwithstanding their natural, cultural or religious inclinations. He was a prominent voice on national conversations. The loss of this dear nationalist has no doubt created a deep vacuum in the hearts of his loved ones and, indeed, all who shared in the values of his ideals. I heartily convey my deepest condolences to his family, the government and people of Anambra State for the loss of this great iconic leader and national figure who left inspiring life and times worthy of emulation. May his gentle soul rest in perfect peace, amen.

Religious And Tribal Tolerance: Panacea to Peaceful Co-Existence in Nigeria - The Rev. Euba Example, Being the Text of The First Reverend William Benjamin Euba Memorial Lecture 110th Founders Day Celebration
Ladies and gentlemen, I wish to thank you all for the honour of inviting me to speak at this year's Founders Day celebration of the Eko Boys High School and in particular for inaugurating this Memorial lecture in honour of the visionary Reverend William Benjamin Euba now of very blessed memory, who founded this school.
I know that in 1955 when the Premier of the Western Region inaugurated the free primary education program across the western region, the prevailing condition was one of mass illiteracy.
While many of our people are now literate in numeracy and letters, and they can now operate a telephone, this literacy that we have come to take for granted, was unthinkable on any scale in the western region in 1955. Large numbers of people simply could not put meaning to numbers and letters talk less of reading or writing.
One of the permanent businesses of that time, was that of a professional letter writer. Yes, in case you did not know or you have forgotten that was a business that once thrived in Nigeria and which happily by the vision and execution of Awolowo, is now history, because the monopoly of knowledge by a few has been democratised by the leadership provided by one man and his team.
But my intervention is not about Obafemi Awolowo but rather about William Euba.
But it is important to put matters in context by emphasising how difficult things were in 1955 when Awolowo intervened, which is just 68 years ago.
You can therefore imagine perhaps how much more difficult the Euba era was, back in January 1913 when he opened the doors of Eko Boys High School to the public to get Educated.
That was 110 years ago today and approximately 42 years before free education started; and interestingly, both events occurred in January.
On a lighter note, and for those who have recently been involved in the debate over who is the greatest of all time between Lionel Messi and Cristiano Ronaldo, I do not intend such a debate between Euba and Awolowo.
Rather, I seek to celebrate the farsightedness of their vision about the importance of education and knowledge to nation building, peaceful coexistence and information management for rational choices.
This school, founded by Reverend Euba, and the many more that have come after it have in my view been the glue that has bound our people together in more ways than we have either acknowledged or appreciated.
This is the background to my discussion of the topic of this lecture: Religious and Tribal Tolerance: Panacea to Peaceful Coexistence in Nigeria - The Reverend Euba Example.
The example of Rev. Euba remains iconic because he set up a school that opened its doors to people from all walks of life, in our diverse country.
The importance of this educational tolerance to peaceful coexistence is easy to miss, if we do not understand how strong identities are, and how even more strongly people cling to their tribal, ethnic, and religious identities.
For those who want to delve into the matter of identity more deeply, I recommend, “IDENTITY: The Demand for Dignity and the Politics of Resentment” by Francis Fukuyama.
But for the purpose of today, it is simply important to stress how strongly those identities magnify our suspicions about one another, inflame myths about others in our minds and expand fault lines that overshadows the common bonds of humanity that we all share.
It is the very early work and initiative of men like Reverend Euba and other missionaries of the time to open access to formal education for African and Nigerian children on a non-discriminatory basis that has helped in no small way to bridge those gaps that are being widened by manipulation of our ethnic and religious diversity.
As I have had cause to argue on occasion, if our creator has demonstrated the capacity to create diversity, certainly nothing could have prevented him from making us all the same other than his infinite wisdom that our diversity would better enrich us and make our planet a more exciting place.
Regrettably this is what a few people (and I insist that they are few) choose to weaponize and deny us of the richness and excitement that the creator intended for us.
Clearly, Reverend Euba saw through their chicanery many years before it matured. He chose education as his weapon to put those few people in their place.
A place of irrelevance and ignominy, supplanted by the training of a large army of young people who have the understanding of both religions, who accept the minor differences between them and who decide to embrace the fundamentals of a common good and a common humanity.
Those young people, by virtue of the opportunity they got to attend the same school, sit in the same classrooms, eat together and participate in sporting activities together have learned that we are not different from one another even if we speak different languages.
Afterall, as Bishop Desmond Tutu of blessed memory argues in his book "God is not a Christian," that the languages we speak and the faith we profess are not divine; on the contrary they are products of where we were born and to whom we were born.
Those accidental circumstances should not define our essence. They should not be points of discord or discontent. Rather they should serve as sources of strength and richness which in fact they are.
It is to the eternal credit of Reverend William Benjamin Euba and others like him that they saw these sources of strength and richness and exposed young men and women to them through education.
This has turned a generation of young men and women into a large army of adults who have overcome religious and ethnic differences to contribute to national good and development.
Permit me to illustrate this phenomenon, by telling you a story that is only one example of many uncountable stories, which keeps the very few peddlers of division in check in our country.
On the 16th day of December 2022, I was invited to the Church Missionary Society (CMS) Grammar School premises to open an e-learning centre at the school premises in Bariga area of Lagos.
The centre had 300 computers, high speed broadband internet, fully equipped IT lab, for students and many other facilities for librarians and teachers. It was not built by the Anglican mission nor was it built by a Christian.
It was built by a Muslim, Senator Olugbenga Bareehu Ashafa, a two-term senator and now the Managing Director of the Federal Housing Authority.
It was built in part because he was an old boy of that school. The Anglican mission did not shut him out about 50 years ago when he sought admission there, on the grounds that he was a Muslim.
On the contrary, they opened their doors to him, and interestingly while still a student, the school gave him a special permission to perform the Hajj pilgrimage to Mecca as his parents wished and he returned to complete his education.
As I said, at the occasion, what is a Bareehu doing amongst Anglicans? Only the farsighted vision of missionaries and men like Reverend Euba could have found a place of comfort for a Bareehu amongst Anglicans, and for me a Raji in Eko Boys High School. Yes, I passed through this school for one year.
Ladies and gentlemen, Reverend Euba’s place in Nigeria’s quest for peaceful coexistence is legendary. We cannot thank him enough. May his kind, generous and visionary soul continue to rest in peace and may his example continue to inspire our nation.
