FEDERAL MINISTRY OF WORKS ADOPTS FUNDING PRIORITIZATION FRAMEWORK ON NNPCL INHERITED TAX CREDIT PROJECTS NATIONWIDE. As part of strategic plans towards sustainability in project funding and execution and in pursuance of the directive of the President of the Federal Republic of Nigeria, His Excellency, Bola Ahmed Tinubu, GCFR on strategic and systematic funding of inherited NNPCL funded projects, the Federal Ministry of Works has adopted funding prioritization framework to ensure the continued execution of road projects hitherto funded by Nigerian National Petroleum Company Ltd (NNPCL) under the Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme. The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON made this disclosure during his inspection visit to the ongoing dualization of the East-West Road (Section IIIA) from Eleme Junction, Port Harcourt to Onne Junction in Rivers State handled by Messrs RCC Nig Ltd dated 9th September 2025. Speaking during his visit, the Honourable Minister stated that the Federal Ministry of Works had compiled all the NNPCL inherited Tax Credit projects for strategic priority funding, noting that the most critical projects within the national economic corridor would receive precedence in the hierarchy of prioritization. “We are inspecting projects of federal government in Rivers State, and this particular one is the dualization of Eleme Junction to Onne Port Junction by RCC. Recall that one carriageway was completed and commissioned, even though there are a few things we ordered afresh like the retaining wall and hanging drainage. For the second carriageway with some bridges and flyovers, work has started on it. Let me say that this is part of the NNPC Tax Credit that has been stopped in terms of funding by NNPC. But graciously, we have compiled all the NNPC inherited Tax Credit projects, and we presented as Ministry of Works to Mr. President. And Mr. President has graciously directed that none of such works should stop now. However, as Ministry, we are going to do prioritization of the projects and look at the most critical of these projects within the national economic corridor like this one. And we are going to put it forward for immediate funding because the President directed that none of such projects should stop now.” He admonished contractors handling road projects under the Federal Ministry of Works to ensure speed, quality, compliance with specification and sustainability in project delivery and cautioned that the attention of the anti-graft agencies would be called to any case of violation of the regulations or terms and conditions set out under the contract of every project handled by the Federal Ministry of Works. He stated, “I have also noticed in some of the projects in Rivers State, and same with the Six Geo-Political zones, that contractors go ahead to put stone base and put binder course of asphalt, sometimes over 20 kilometres and leave the binder unprotected without putting wearing course. The binder is like a reinforcement to the road architecture. The wearing is the sealant that doesn't allow water to go beyond the surface. And so when you now put stone base, which has dust as designed, and you put binder, which is like a reinforcement, and you see that the composition of the binder asphalt has bigger stones, and it has holes, so the water penetrates. The moment it gets to the stone base, which has some dust, the road fails. It may technically look safe, but with time, it will definitely fail. And we've seen it in a number of roads we inspected. And what I've directed the Controller to do, and it's going to be nationwide, is that when you are putting binder and you have left it for more than two months, we are going to redo the certificate and remove all the binder and remove the stone base.” He directed that henceforth any project below the contract sum of ₦20 Billion would not be given to expatriate firms, and this he said is part of measures to promote the Nigeria First policy of Federal Government of Nigeria. He commended the construction company handling the Eleme - Onne project, Reynolds Construction Company (RCC) for the quality of work so far done and for working on the project despite the fact that NNPCL has stopped funding the project, but frowned at the slow pace of work which they said was affected by the rainy season. He restated that 15th December 2025 remains the agreed deadline for the project’s completion with no extension or Variation of Price (VoP) allowed. “On this project of Eleme Junction, the quality of the work is excellent. The pace of the work is totally not acceptable. And let me make it very, very clear to the contractor that this project can never be reviewed by a kobo. Neither can there be any variation of price or any other claims.” He expressed dismay over the destructive habit of packing heavy duty vehicles on the road by drivers and warned that forthwith punitive measures would be taken against such perpetrators. “Our roads are not designed to carry these heavy trailers that are parking on the road. And the press should help us on that. When I was coming yesterday all the way from Aba to here, I saw that the trailers are taking over the entire roads, putting their waste, destroying the pavements, and so on and so forth. So I'm going to write to our dear Governors to see what they could help us to do about it, and will also complain to the Inspector General of Police. Let us see what we can do about it. Mr. President is doing everything possible to right the wrongs in terms of road construction. We are doing quality roads now that are going to last from 50 to 100 years. But it's being destroyed by ourselves.” Earlier, the Federal Controller of Works in River State, Engr. Enwereama Tarilade (Mrs.) said the contractor handling Eleme- Onne road had completed the 15km Eket bound on the right carriageway and had moved to the left carriageway which is Port Harcourt bound for which 1km stretch had already been done on Continuously Reinforced Concrete Pavement (CRCP). Projects visited by the Honourable Minister include, the rehabilitation of Enugu – Port Harcourt, Abia/Rivers State, contract No: 6252 being handled by China Civil Engineering Construction Company Limited (CCECC), the upgrading of the 15km section of the East-West Road (Section 111A) from Port Harcourt (Eleme Junction) to Onne junction in Rivers State, contract No: 701 being handled by Messrs. RCC Nig. Ltd and multiple sections of the Enugu-Port Harcourt Expressway, including the sections handled by Arab Contractors and China Civil Engineering Construction Company Limited (CCECC).

FG Reaffirms Commitment to completing Abuja/Kaduna Road. The Minister of Works, Senator David Umahi (CON) has reassured the people of the North and Nigerians of the commitment of the FG to the completion of the Abuja –Kaduna dual carriageway by 2024. Umahi disclosed this while speaking to journalists during the inspection of the highway as directed by Mr. President who, according to him, is so passionate about the completion of the road as it will alleviate the suffering and travel time of commuters plying the road. The Minister added that the road is very important to Mr. President and he is committed to finishing it by 2024, adding that he will match his words with action. Umahi said, "Mr. President is passionate and concerned about finishing this road and many other Federal roads across the Nation and my inspection as directed is to get first-hand information and examine the challenges involved in the construction of the road and other roads to be visited soon”. The section 1 of the highway which is 165.5km is part of the 375.4-kilometer Abuja-Kaduna –Zaria-Kano project awarded to Messrs. Julius Berger Nigeria Plc. in 2018 by the previous administration but is yet to be complete like other sections of the road due to insecurity and criminal activities. The Minister who decried any form of wastage of funds or delay during construction work stressed that there should be a meaningful reason for any change in the approved design of a project to take place. “Speaking further, he said, "I have observed that there is an issue with the design, I'm directing the Director of Geo-Technics Material and Quality Control of the Ministry of Works, he must come and run figures with me with the project Consultant". "They have to prove to me that the CPR of the sub upgrade now is more than the CPR of the existing sub grade. I don’t believe in it and if that is not the case there shouldn’t be any need to disturb the existing sub grade, we should actually build our pavement on the existing sub grade. We want to see how we can cut down cost". Umahi emphasized the need to quicken the approval process of payments for contractors and not make contractors go to site when payments have not been made to them. “Again, I have asked the Nigeria Sovereign Investment Authority, (NSIA), to run me figures, let me know how much money they want to give in every month for this project because there is a limit you can push the contractor if you don’t have funding for him". " If you generate certificate and you cannot pay him, you can’t do more, so we are trying to look at it and if we get the figures, we will be able to insist that the contractor should start this road constructions on a number of sections", he further said. The Minister who acknowledged the central role of security in the progress of any nation has assured Nigerians that this administration will do everything within available means to provide security for lives and properties on the roads. He promised that efforts will be made to provide solar light on the completed sections of the road for the safety of road users and its environs if the contingency funds are available. The Minister encouraged the use of concrete road pavement as an alternative to the use of asphalt in road construction describing it as durable and cheaper. He urged citizens to take responsibility for FG projects in their states by protecting them rather than looting and vandalizing them as government cannot protect them. The Director Highway Construction and Rehabilitation, Engr. Folorunsho Esan and the Director Highway North Central Engr. Bola Aganaba, all promised to monitor closely from now on the progress of work going on the road and also to meet with the deadline. Responding, the Project Manager Messrs. Julius Berger Nigeria Ltd, represented by Engr. Dwadowki Finn, he expressed his gratitude to the Minister for his visit and encouragement. He reiterated the need to embrace the need for concrete roads and wonder why some contractors are not in support of it despite its great advantage over asphalt in terms of cost and durability. He added that due to the economic situation occasioned by the strength of the naira to the dollar, it is unwise to continue to resist the use of concrete roads and expressed his determination to oppose such resistance. Remarks By H.E, Babatunde Raji Fashola, SAN At The 25th Monthly Power Sector Operators Meeting Held In Uyo
I welcome you all once again to our monthly meeting, and I thank our hosts Ibom Power and the Government and people of Akwa Ibom.
I am happy to again chair this month’s meeting because our Power Sector Recovery Programme (PSRP), the set of policies, actions and programmes meant to solve the Power Sector problems, continues to make progress and deliver results.
Over the last one month since our last meeting, I am pleased to report the following progress.
A) Financial: We have secured the World Bank approval for $486 Million TCN transmission expansion funding, while progress is being made with the same bank for the Rural Electrification and Distribution Expansion Funding.
B) Operational: TCN has completed the following sub-station transmission expansion to improve their capacity to supply power to the DisCos : Uyo, Calabar, Keffi, Karu, Abeokuta, Nasarawa to mention a few.
C) Distribution: While it is no longer news that we have reached a 7,000 MW Generation Capacity and have a 5,000 MW Distribution Capacity, what is newsworthy is that in the last month, we have met with Manufacturers Association of Nigeria (MAN), DisCos, and GenCos on how to implement the Eligible Customer Policy and increase connectivity to the 2,000 MW that is available.
The meeting was productive and we are seeing positive responses. Reports reaching me indicate that what is outstanding is an agreement on the tariffs that will be paid by the eligible customer.
In many parts of the country connected to the grid, citizen feedback is positive, even though all the problems are not solved. Citizens acknowledge more power in dry weather, reduced hours of running their generators and reduction in fuel (diesel and petrol) purchase to power generators.
D) Off-Grid Power: In terms of off-grid supply, I am happy to report that citizens are already embracing the mini-grid policy and regulations to provide power for different uses.
i) In Ogun State, a renewable energy project was completed and commissioned last month.
ii) In Kano State, I commissioned a 73KW Solar Hybrid System developed by Rumbu Industries to support its mat production in a factory that employs 1,400 people.
iii) Within the same period in Kano, I inspected the Solar system being deployed in Sabon Gari Market, that has 12,000 shops. About 3,000 shops have registered, and 486 shops have been connected to cheaper and more efficient solar power. More shops are being wired by 120 technicians employed by the project.
iv) In Abia State, work has commenced to connect and meter 31,000 shop owners in Ariaria Market to cleaner and more efficient power.
v) We are moving away from theorizing about power to actual provision of efficient power to support trade and business, especially small and medium enterprises, who are the drivers of our economy.
E) Meter Asset Provider: On the meter supply side, I am happy to announce that NERC has concluded the Regulations that will provide the framework to license a new class of meter asset providers to complement the efforts of DisCos to supply meters to citizens.
Government decision to pursue an out-of-court settlement on a meter contract awarded since 2003, which was held up in Court until 2017, has made available about N39 Billion to kick off this process.
I am aware that Yola DisCo is already positioning to take up 400,000 meters once the contract and process formalities are concluded. I am told that Abuja, Ibadan, Kano, Ikeja and Benin DisCos are also embracing the initiative, which has reserved a 30% local content for the meters to be supplied under the Regulations.
Ladies and Gentlemen, our incremental power initiative is well underway. Some results are manifesting, and the promise of steady power is real. If we persevere, I am certain that we will witness uninterrupted power, which is the final destination of our journey.
But (and this is a big BUT), our journey will not be without difficulties, and some of them are self-made.
Lately, I have read reports that some Generation Companies (GenCos) (not Ibom Power) have gone to court, filing claims against the Government. That is their right and their prerogative. It is better than self-help, and it is consistent with the rule of law, which underpins our democracy.
While they seek refuge in a court of law, they must be ready to face scrutiny in the court of public opinion.
The court of public opinion is a court of conscience and morality. In the court of public opinion, they must be ready to tell the citizens how they felt when other groups went to court to stop the implementation of Tariffs approved by NERC in 2016.
They must explain to this public court whether they went to court before government approved a N701 Billion payment Assurance Guarantee to pay their monthly power bills.
They must disclose to this court that they owed debts, from the pre-Buhari era, because their income had reduced to less than 50%.
They must disclose to this court that they now receive about 80% income, and that this Government is now paying them revenues collected from international customers from the Republics Benin, Niger and Togo, in Dollars, as against the Naira payment they used to receive.
In both courts, they must disclose how they felt when some DisCos went to court to stop the enforcement of Provision of Promissory Notes, which was a condition that denied them access to the CBN NEMSF low interest loans.
They must tell the court of public opinion that the reason for going to court is because Government is making 100% payment to a new GenCo who has a different contract with a Partial Risk Guarantee, which they do not have.
They must also disclose to both courts that they held a meeting with Government and tabled their demands, which Government promised to look into one week before they went to court.
They must, in good conscience, tell the two courts whether one week was enough time, to go to court and whether this action at the time when the sector is making progress does not suggest an intention to blackmail Government and hold the citizens hostage.
Let me say very clearly to all operators that I get reports of many of the clandestine meetings that some of them are holding with a view to disrupt supply for political capital.
I will close by imploring those that are truly ready to run the business they have acquired voluntarily to continue to do so with the assurance of Government support and partnership.
As for those who entered the business without understanding it, please brace up for hard work and help us rebuild this country.
Those who choose to hide temporarily in the courts of law can do so, but the court of public opinion will scrutinize you and its verdict may be very scathing, unkind, and enduring.
I say this because you may not have noticed that Nigerians are increasingly taking their destiny in their hands.
This is the essence of privatization. If you bother to look up and around you, you will see solar panels on rooftops. The mini grid regulations allow them to procure 1MW without license. This is bigger than what many traditional generators supply. There is no law that compels them to take public power.
I am not afraid of the law courts, and will meet you there to vigorously defend our position.
Thank you for listening.
