


FEDERAL MINISTRY OF WORKS ADOPTS FUNDING PRIORITIZATION FRAMEWORK ON NNPCL INHERITED TAX CREDIT PROJECTS NATIONWIDE. As part of strategic plans towards sustainability in project funding and execution and in pursuance of the directive of the President of the Federal Republic of Nigeria, His Excellency, Bola Ahmed Tinubu, GCFR on strategic and systematic funding of inherited NNPCL funded projects, the Federal Ministry of Works has adopted funding prioritization framework to ensure the continued execution of road projects hitherto funded by Nigerian National Petroleum Company Ltd (NNPCL) under the Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme. The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON made this disclosure during his inspection visit to the ongoing dualization of the East-West Road (Section IIIA) from Eleme Junction, Port Harcourt to Onne Junction in Rivers State handled by Messrs RCC Nig Ltd dated 9th September 2025. Speaking during his visit, the Honourable Minister stated that the Federal Ministry of Works had compiled all the NNPCL inherited Tax Credit projects for strategic priority funding, noting that the most critical projects within the national economic corridor would receive precedence in the hierarchy of prioritization. “We are inspecting projects of federal government in Rivers State, and this particular one is the dualization of Eleme Junction to Onne Port Junction by RCC. Recall that one carriageway was completed and commissioned, even though there are a few things we ordered afresh like the retaining wall and hanging drainage. For the second carriageway with some bridges and flyovers, work has started on it. Let me say that this is part of the NNPC Tax Credit that has been stopped in terms of funding by NNPC. But graciously, we have compiled all the NNPC inherited Tax Credit projects, and we presented as Ministry of Works to Mr. President. And Mr. President has graciously directed that none of such works should stop now. However, as Ministry, we are going to do prioritization of the projects and look at the most critical of these projects within the national economic corridor like this one. And we are going to put it forward for immediate funding because the President directed that none of such projects should stop now.” He admonished contractors handling road projects under the Federal Ministry of Works to ensure speed, quality, compliance with specification and sustainability in project delivery and cautioned that the attention of the anti-graft agencies would be called to any case of violation of the regulations or terms and conditions set out under the contract of every project handled by the Federal Ministry of Works. He stated, “I have also noticed in some of the projects in Rivers State, and same with the Six Geo-Political zones, that contractors go ahead to put stone base and put binder course of asphalt, sometimes over 20 kilometres and leave the binder unprotected without putting wearing course. The binder is like a reinforcement to the road architecture. The wearing is the sealant that doesn't allow water to go beyond the surface. And so when you now put stone base, which has dust as designed, and you put binder, which is like a reinforcement, and you see that the composition of the binder asphalt has bigger stones, and it has holes, so the water penetrates. The moment it gets to the stone base, which has some dust, the road fails. It may technically look safe, but with time, it will definitely fail. And we've seen it in a number of roads we inspected. And what I've directed the Controller to do, and it's going to be nationwide, is that when you are putting binder and you have left it for more than two months, we are going to redo the certificate and remove all the binder and remove the stone base.” He directed that henceforth any project below the contract sum of ₦20 Billion would not be given to expatriate firms, and this he said is part of measures to promote the Nigeria First policy of Federal Government of Nigeria. He commended the construction company handling the Eleme - Onne project, Reynolds Construction Company (RCC) for the quality of work so far done and for working on the project despite the fact that NNPCL has stopped funding the project, but frowned at the slow pace of work which they said was affected by the rainy season. He restated that 15th December 2025 remains the agreed deadline for the project’s completion with no extension or Variation of Price (VoP) allowed. “On this project of Eleme Junction, the quality of the work is excellent. The pace of the work is totally not acceptable. And let me make it very, very clear to the contractor that this project can never be reviewed by a kobo. Neither can there be any variation of price or any other claims.” He expressed dismay over the destructive habit of packing heavy duty vehicles on the road by drivers and warned that forthwith punitive measures would be taken against such perpetrators. “Our roads are not designed to carry these heavy trailers that are parking on the road. And the press should help us on that. When I was coming yesterday all the way from Aba to here, I saw that the trailers are taking over the entire roads, putting their waste, destroying the pavements, and so on and so forth. So I'm going to write to our dear Governors to see what they could help us to do about it, and will also complain to the Inspector General of Police. Let us see what we can do about it. Mr. President is doing everything possible to right the wrongs in terms of road construction. We are doing quality roads now that are going to last from 50 to 100 years. But it's being destroyed by ourselves.” Earlier, the Federal Controller of Works in River State, Engr. Enwereama Tarilade (Mrs.) said the contractor handling Eleme- Onne road had completed the 15km Eket bound on the right carriageway and had moved to the left carriageway which is Port Harcourt bound for which 1km stretch had already been done on Continuously Reinforced Concrete Pavement (CRCP). Projects visited by the Honourable Minister include, the rehabilitation of Enugu – Port Harcourt, Abia/Rivers State, contract No: 6252 being handled by China Civil Engineering Construction Company Limited (CCECC), the upgrading of the 15km section of the East-West Road (Section 111A) from Port Harcourt (Eleme Junction) to Onne junction in Rivers State, contract No: 701 being handled by Messrs. RCC Nig. Ltd and multiple sections of the Enugu-Port Harcourt Expressway, including the sections handled by Arab Contractors and China Civil Engineering Construction Company Limited (CCECC).

Federal Government Commissions National Housing Programme in Enugu State .Enugu State Government Commends FG for project.. The Federal Government as part of its developmental agenda has commissioned 70 housing units Comprising of 16 units of three-bedroom, 24 units of two-bedroom, 24 units in condominium and 6 units of one -bedroom apartments in Enugu State. The commissioning ceremony took place at Amankpaka Autonomous Community, Ugwogo Nike in Enugu East Local Government Area of the state under Phase One of the National Housing Programme of the Federal Government. President Muhammadu Buhari represented by the Minister of Foreign Affairs, Amb. Geoffrey Onyeama expressed delight over the completion of the housing project as a fulfillment of the promise of change this administration made to the people at its inception. President Muhammadu Buhari appreciated Enugu State Government for the intergovernmental collaboration with the Federal Ministry of Works and Housing through the provision of the land for the project, which was once left fallow, but today has come alive to shelter ordinary Nigerians. He described it as “One of the developmental approaches across levels of governments to improve the human condition." Buhari reiterated that the Micro, Small and Medium Enterprises (MSMEs), which drive our economy, won the contracts to build these houses. Not only did their successful bids offer an opportunity for these companies and their employees both skilled and unskilled workers through them, and we have also unleashed a value chain of economic activities that has improved the conditions of the ordinary Nigerian." "These are some of the people our country remains committed to move towards prosperity and away from poverty and we are already reaching them by providing opportunities for employment for those who were hitherto unemployed”, he added. He directed that in the fulfillment of promise of change made by this administration that 22 units of the houses be reserved for the 1994 Olympic medalists in fulfillment of a pledge made to them 28 years ago by the then Federal government to encourage others that wish to sacrifice for their country. In his goodwill message, the Governor of Enugu State, Dr. Ifeanyi Ugwuanyi , commended President Muhammadu Buhari and the Minister of Works and Housing, Mr. Babatunde Fashola, SAN for the laudable initiative of providing these houses for the teeming rural communities in the state which he said was the first ever National Housing Scheme in the state “. Represented by the Commissioner of Works Enugu State, Engr. Gregory Nnaji, the Governor noted that provision of shelter anywhere brings development and improve livelihood and for that they appreciated the government of President Buhari for providing the houses. While making his remarks, The Honourable Minister of Works and Housing, Babatunde Raji Fashola, SAN who was represented by the Director Housing of the Ministry, Arc. Iquo Lucy Uzodinma, stated that the 70 housing units under Phase 1, comprising 1-, 2- and 3-bedroom units, completed and being commissioned were the outcome of a survey conducted throughout the federation. "In terms of design, this project is the outcome of a national survey conducted by the Federal Ministry of Works and Housing to find out the type of houses Nigerians desire," he said. Fashola explained that the survey revealed a preference for bungalows in Northern Nigeria and flats in Southern Nigeria, adding that the survey also showed the need for space which, according to him, “Is why the one-bedroom units are 60 - 70 square metres and two-bedroom units 76 - 103 square metres while three-bedroom units are110 - 137 square metres." Fashola also disclosed that the housing units are offered to the public through the National Housing Portal at https://nhp.worksandhousing.gov.ng to ensure that interested buyers are not inhibited by any “artificial obstacle and allocations are made on the basis of those who apply and pay on a first-come- first-served basis." The Minister added that Nigerians would witness many more commissioning of completed projects across the nation as President Buhari's tenure wines down, adding that many more projects would soon start to bear fruits. The Permanent Secretary Federal Ministry of Works and Housing, Bashir Nura Alkali who was represented by the Federal Controller of Housing, Enugu State, ESV Emmanuel Eijie, stated that the Ministry was promoting local content in building construction in line with Executive Orders 3 and 5. According to Alkali, at least 1,200 building contractors have been engaged under Phases I, II and III of the housing programme since 2016 and over 14,500 and 50,140 direct and indirect jobs have been created. “During this period, the Ministry has been undertaking the construction of at least 6,000 housing units at 45 sites out of which 2,465 units have been completed in 34 States and the Federal Capital Territory,” he said. In a goodwill message, His Royal Highness, Eze Akpata 1 of Amankpa Nike Autonomous Community Ugwogo, Enugu, Engr. Damian Ikechukwu Edeh thanked the Federal Government for the project and the State government for siting the project in his domain. He added that the physical infrastructure has developed the area. The royal father noted that the area which used to be a hideout of robbers and kidnappers has been cleared. The President General of the Amankpa Community, Hon. Joseph Onu added that the community needs employment for their unemployed youths and urged the community to rejig the existing infrastructure for the betterment of their community. One of the beneficiaries under the Federal Government fulfillment of the promise made to the 1994 Super Eagles Team members who won the African Cup of Nations in Tunisia 1994, Mr. Christian Chukwu while delivering the vote of thanks expressed profound gratitude to the Federal Government for this unforgettable gesture. He said he is delighted to have taken full possession of his own semi-detached three-bedroom bungalow. FG Flags-off the dualisation of 132 km Kano- Kongolom Road Project. Under the Innovative Road Infrastructure Tax Credit Scheme adopted by the administration of President Muhammadu Buhari, the Federal government has yet again, flagged-off a critical road dualisation, a 132 km Kano- Kongolom Road. Works and Housing Minister, Babatunde Raji Fashola performed the ministerial flag-off, supported by his counterpart in the Ministry of Water Resources, Engr Suleman Hussain Adamu. The Road Infrastructure Tax Credit Scheme is a Public-Private Partnership (PPP) intervention that enables the Federal government leverage on Private Sector capital and efficiency for the construction and refurbishment of critical road infrastructure on key economic areas in Nigeria. It was provided for under Executive Order 007 which was signed into law by President Muhammadu Buhari in January 2019. The Kano-Kongolom Road project traverses Kano, Jigawa and Katsina States, and the venue of the flag-off was Anguwan Tudu in Gwiwa local government area in Jigawa State. In his address, Fashola reiterated the determination of the Buhari administration to address road Infrastructure gap in the country even at the twilight of the administration's tenure. He also pointed out that the continued participation of the private sector in the road tax credit scheme was a statement of confidence for the administration. Furthermore, the Minister highlighted the huge economic importance of road construction to include; job creation, reduced travel time and cost among others. He appealed to Traditional Institutions in the area to talk to their subjects who are occupying the right of way within Government's roads to vacate in order to give the contractors hitch free movement during the construction. In his good will message, the Minister of Water Resources, Engr Suleman Adamu thanked President Muhammadu Buhari for this laudable project in the North West, which he said would have great economic impact on the people. Engr Adamu also promised to provide all the necessary assistance to the contractors to deliver the road as specified. In his remarks, the Minister of State, Works and Housing, Hon. Umar Ibrahim El-Yakub stated that the administration of President Muhammadu Buhari would not leave any stone unturned in terms of such developmental projects. He appealed to motorists to patiently bear with understanding all the inconveniences during the period of construction. The representative of the Emir of Kazaure, the Makaman Kazaure, Alh. Umar Aliyu, who spoke at the occasion appreciated President Buhari and the Minister, Raji Fashola for the laudable project which he said, would have great impact on the people in many more ways. The 132 km road originates from Dawanau round about in Kano town and terminates at Kongolom, a border town with Niger Republic. The road covers 61.15km across Kano State, spans 28.85km through Jigawa State and 41.50km through Daura to Kongolom border town in Katsina state. Party of the project scope includes; three bridges at; Ungogo (Kano), Kazaure (Jigawa) and Daura (Katsina), with eight number pedestrian crossings at different locations along the corridor of the project. ...
Works Ministry Gets N110b SUKUK Funding for Roads. The Federal Ministry of Works and Housing on Monday received a cheque of N110 billions of SUKUK funding for the execution of critical road projects across the six geo-political zones of the country. Two Ministries benefited from a total of N130 billion 2022 SUKUK Fund, these are: Federal Ministry of Works and Housing and the Federal Capital Territory. While the Federal Ministry of Works and Housing received N110 billion, the Ministry of the Federal Capital Territory received N20 billion. The SUKUK fund is a form of Public Private Partnership (PPP) which was among the funding options adopted by the Federal Government under President Muhammadu Buhari to fund the construction of critical roads in Nigeria. Receiving the cheque on behalf of the Ministry, the Minister of Works and Housing, Mr. Babatunde Fashola, SAN gave an account of the nature of the nation’s road before the introduction of the SUKUK funding. According to him, the total capital budget for road projects across the nation for Federal Ministry of Works and Housing in year 2015 was N18 billion. He said: “As of 2015 the Capital budget for Works was just N18 billion for all Nigerian roads at the time oil prices were just dropping shy of a hundred dollar per barrel and all that could be committed to Nigerian roads was just N18 billion.” Explaining the impact of the meager amount spent on Nigerian roads then, he said that construction companies were therefore laying off staff because the Federal Government was owning these companies. “That was the story before SUKUK,” he said. Fashola stated that this development could not fund the nation’s road projects adequately, adding that despite the fact that the Capital budget position of the Ministry was moved from N18 billion to over N260 billion in 2016, Federal Government had to look into alternative sources of funding road projects because that was not still enough. “That is where the SUKUK funding came in and through the SUKUK, we have completed several road and bridge projects across the six geo-political zones of the country,”. According to him, SUKUK financing has enhanced the completion of some of the priority road and bridge projects across the country. Earlier the host, Minister of Finance, Budget & National Planning, Dr. Zainab Shamsuna Ahmed while presenting the cheque to the two Ministries said that President Muhammadu Buhari was committed to the development of road infrastructure of the country. While listing the intervention of the Federal Government of Nigeria Sovereign SUKUK Fund in the Nation’s Road infrastructure, Dr. Ahmed disclosed that in 2017, the sum of N100 Billion was expended on the nation’s road infrastructure, N200 Billion in 2018, N362.56 Billion in 2020, N612.56 Billion in 2021, and N742.56 Billion in 2022 respectively. She said: “This symbolic event therefore is part of the celebration of the contribution of the Sovereign SUKUK Fund to road infrastructure development over the years.” ...
FG Hands Over Some Internal Road Projects To FUT, Owerri
The Federal Government through the Federal Ministry of Works and Housing has handed some internal roads projects to Federal University of Technology Owerri, Imo State.
The roads projects are among the 18 roads interventional project to tertiary institutions awarded in 2018 and completed that same year.
The 1.72km roads project in FUT Owerri includes; Construction and Asphalting of Health Centre and Hostel Roads, and Rehabilitation of Smat Road.
According to the Honourable Minister of Works and Housing, Mr. Babatunde Raji Fashola who was represented by the Federal Controller of Works, Imo State, Engineer Anthony Animaku, the roads are now completed and ready for formal handing over to the Vice Chancellor of FUT Owerri.
Fashola said "our gap of our infrastructure needs is steadily being bridged by a gradual process of repair, renewal and construction on major highways and it has reached schools”.
Buttressing the importance of infrastructure development in educational institutions, the Minister stated that the quality of education would be impacted by the quality of infrastructure and the learning environments.
“And those who doubt it should simply listen to some of the feedbacks from students where this type of infrastructure has taken place”, he said.
Accordingly, Fashola further explained that the interventions in the various tertiary institutions would have a critical contribution to support education.
“The intervention by Federal Government would improve the ambience and environment of Federal Tertiary Institutions to enhance academic activities" he said.
Responding, the Vice Chancellor of the institution, Professor Francis Chukwuemeka Eze represented by the Deputy Vice Chancellor academics, Professor Ndukwe James Okeudo commended the
Federal Government for choosing Federal University of Technology, Owerri as one of the beneficiaries of Federal Government laudable intervention.
He said, "the senate, council and the entire management are very grateful that FUTO was singled out as a beneficiary. We thank Mr. President and the Minister for this honour done to us,"
He stated that the roads are of great importance to the institution as it would aid access to movement around the school, adding that they would maintain the projects.
Also, a student of the institution, Donald Anarado said that hitherto the roads were not passable especially during raining season.
“When rain falls, we cannot move easily from our hostels to classes, but now that the roads have been fixed we can move easily to our classes. We are very grateful to Federal Government, “he said.
Remarks By Babatunde Raji Fashola, SAN At The 21st Monthly Power Sector Operators Meeting Held In Asaba, Delta State On Monday The 13th Of November 2017
Dear members of the Nigerian Electricity Sector Industry:
I welcome you once again to our monthly power meeting, the 21st monthly meeting we have held without fail.
This meeting is being hosted by Benin Electricity Distribution Company in Asaba, the capital of Delta State which falls within the franchise of Benin DISco.
As it has now become customary, I am happy to announce again some progress that we have made in the last one month in our journey of incremental, steady and uninterrupted power.
Within the last month:
A. Transmission Company of Nigeria (TCN) expanded transmission capacity in Zaria, Kaduna State and Funtua, Katsina State by adding 40 and 60MVA transformers to the Transmission sub-station to increase the TCN capacity to transmit power in those areas;
B. The Nigerian Electricity Regulatory Commission (NERC) completed consultation and issued the Regulations needed to guide the operations and implementation of the eligible customer declaration that I made, to increase our capacity to distribute power;
C. Rural Electrification Agency (REA) completed the guidelines for the operation of the rural electrification fund that will help vulnerable groups and communities gain access to funding to support their electricity development program;
D. The Ministry of Power, Works and Housing, on Friday the 10th November 2017, signed the EPC contract for the Mambilla Hydro power project, over 40 years after the project was first conceived.
By way of explanation the Rural Electrification Fund was created by Section 88 of the Electric Power Sector Reform Act (EPSRA) of 2005 to promote support and provide rural electrification access.
The fund will provide a partial single payment capital subsidy and or technical assistance to eligible private Rural Power Developers, NGOs or communities to invest in options such as hybrid mini grids or solar home systems to scale up rural access to electricity.
Those who will be served are the unserved and underserved Rural Communities.
What they are likely to get are minimum amounts of $10,000 (N3.5m) and Maximum amounts of $300,000. (N106m) or 75% of project cost which ever is less.
The REA will publish details of guidelines and eligibility.
These are only headline items of developments that characterize the progress we are making month after month, especially since March 2017.
They do not represent, or pretend to fully report, all of the progress that is going on at distribution levels, which is highlighted by the New Asaba Mains 2x15MVA injection substation completed and commissioned today by Benin DisCo.
This is expected to improve service to Okwe, Akuebulu, Jarret, Ogbeofu, Osadebe Way, Okwe Housing Estate, Oduke, New Jerusalem, Malbovil and more by reducing load shedding and increasing the hours of supply.
Minute by minute, hour by hour, day by day, week by week and month by month we have not only gained momentum, we are seeing progress that inspires us not to flag, progress that inspires us to continue, because the power problem can be successfully managed by Nigerians.
Not even your worst critic can deny that his experience has improved; even if he is reluctant to acknowledge it, which is his prerogative.
Our work is certainly not driven by a quest for acknowledgment; on the contrary it is driven by our belief in our collective abilities to change what we do not accept.
We remind ourselves that we are not immune from what we do. If we make it work as we intend to, it will also serve us.
We thank well-meaning Nigerians who are gracious to acknowledge that their experience has improved and who ask us to do more. Your honesty inspires us to continue.
Dear members, we all know that the progress this year was due to many things we have done and the peace in the Gas producing regions which enabled us to get the gas stations and the Hydro stations to work together.
Now that the rains are coming to an end we expect some minor, not major, reduction in the production from the Hydro, and we must work now to keep all the gas stations well maintained and operational.
I am sure that we can do this, if there is peace in the gas producing areas and gas supply is not interrupted.
There are other challenges that we must also overcome together:
A. Estimated billing and metering, and in this regard we anxiously await the Regulation from NERC to open up meter supply Business.
B. Similarly I am happy to report that following the approval of the Federal executive Council (FEC) earlier in the year, the dispute over meters supply contract that started since 2003, was resolved by a Court approved settlement on Thursday the 9th day of November 2017.
C. This means that there will be N37 billion available for meter supply by the contractor to DisCos who want to partner and can reach their independent agreement with the contractor. While we await the regulations by NERC, a lot of preparatory work can be done.
D. To the communities in Ondo State around Okitipupa, Onitsha, Nnewi, Ihiala in Anambra State, Mowe in Ogun State, and others across the country, we have not forgotten you.
E. The problems of right of way for 11Kv and 33Kv distribution lines within the states is one that we must overcome together. I have signed letters last week to all 36 state governors and the FCT minister, with copies to each DisCo asking them to support you in protecting and recovering the right of way for your distribution lines so that you can serve their states and residents better.
I will conclude my remarks by referring to the local communities under the Benin DisCo and address the issues that affect you while you host us:
1) Asaba - Benin 330KV line was energized to service on 3rd November 2017. Asaba 330kv substation is now being fed from both Benin and Onitsha. The line also raised the number of circuits from Onitsha to Benin to 3 (THREE).
2) Presently a 40mva 132/33kv mobile transformer is undergoing installation at Auchi with in-house capacity to be commissioned in 2 (TWO) weeks time.
3) A new 330/ 132kv substation is to be constructed at Okpai with a 132kv line from the station to service a proposed 132/33kv substation at Kwale. The procurement of the projects are ongoing.
4) Installation of a new 60mva 132/33kv transformer is to commence at Irrua transmission station any time from now.
On a final note, I am happy to announce that we have recovered $64,630,055:00 from our international customers in Benin Republic and Republic of Niger. The Nigerian Bulk Electricity Trader, (NBET) will work out the modalities for distribution.
