National Media Tour: FG Intensifies Renewed Hope Agenda with Strategic Road Projects Across Nasarawa State

The Federal Government has reaffirmed its intention to improve road infrastructure across the country as part of efforts to enhance economic growth, connectivity, and ease of movement for Nigerians. This assurance was reiterated during the continuation of the Federal Ministry of Works’ nationwide media tour and commissioning of emergency and special intervention projects in Nasarawa State.

Speaking during the tour, the Director of Information and Public Relations of the Federal Ministry of Works, Mal. Mohammed A. Ahmed, stated that the projects are part of the Federal Government’s strategic efforts to rehabilitate critical sections of its road network under the leadership of President Bola Ahmed Tinubu, GCFR. He explained that upon assuming office in May 2023, the present administration inherited 2,064 ongoing road projects, many of which had been abandoned due to funding challenges, and an inherited debt burden of about ₦13 trillion.

According to him, the Federal Government consequently prioritised 260 emergency and special intervention projects across the country to address critically failed sections of federal roads and areas affected by flooding and other natural disasters.
“These projects were initiated to quickly restore critical road and transport links to ensure seamless movement of people, goods, and services across the country,” Ahmed said.
He noted that the intervention projects are being executed under the leadership of the Honourable Minister of Works, Senator Engr. David Umahi, CON, FNSE, FNATE, is part of the administration’s broader infrastructure development drive under the Renewed Hope Agenda.

One of the projects commissioned during the tour was a 6-kilometre section of the road linking Agyaragu town to Sabon Kwara in Keana Local Government Area, Nasarawa South Senatorial District, Nasarawa State. The contractor, A.A. Albasu (Nigeria) Limited, commenced construction in November, 2022 and completed it in November, 2023. The project forms part of a 10.5-kilometre corridor serving the surrounding communities.

The construction works included earthworks, excavation and removal of existing culverts, and excavation to the required depth to receive blinding. Other works carried out include the provision of pipe culverts and lined drains, 200mm thick naturally occurring lateritic sub-base course materials, 100mm thick crushed stone base course, asphaltic concrete wearing course, surface dressing on shoulders, and lane markings.

Providing technical details of the project, the Federal Controller of Works in Nasarawa State, Engr. Ishaku Mamri, explained that the road had previously been in a deplorable condition, causing significant hardship for road users, residents, and traders, who rely on the route to transport goods and access nearby towns. He disclosed that the rehabilitated section was constructed to a standard width of 7.3 metres with shoulders, and that it includes approximately 4 kilometres of drainage infrastructure to ensure durability and effective water management. “The road was awarded in November, 2022 and completed in 2023. It has since been in use by the community and has significantly improved movement within the area,” he added. Engr. Mamri noted that residents have expressed appreciation for the intervention, while also appealing for the completion of the remaining four (4) kilometres of the alignment.

As part of the Media Tour, Engr. Ahmed Tijjani Aminu, a representative of the Council for the Regulation of Engineering in Nigeria (COREN), and the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr Simon Obagu were present. Also present was the Chairman of the Nigeria Union of Journalists (NUJ), Nasarawa State Council, Comrade Salihu Mohammed Alkali, who performed the official commissioning of the project, on behalf of the Honourable Minister of Works.

The media tour also included a visit to the ongoing Lafia Bypass project site, a 15.8-kilometre alternative route designed to ease traffic congestion within Lafia metropolis by providing a faster corridor for commuters travelling between Abuja, Makurdi, and the eastern parts of the country.

According to the Project Engineer for Messrs China Harbour Engineering Company (CHEC), Engr. Tijani Olalekan, the contract, which had previously stalled after being awarded by the past administration, fully recommenced in February, 2024 under the current administration and has now reached over 80 percent completion. It is expected to be completed before the end of the year.

The scope of work includes site clearance and earthworks, construction of hydraulic structures, sub-base, stone base, stone pitching, lined drains, asphaltic concrete binder course, as well as the relocation of electrical poles along the project’s corridor.

The Commissioner of Works, Housing, and Transport, Nasarawa State, Hon. Mu’azu A. Gosho, commended the contractor for the quality of work. Also present were the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr. Simon Obagu, Engr. Ahmed Tijjani Aminu, representing COREN; the NUJ Chairman in Nasarawa State, Salisu Mohammed Alkali; and community members, who all expressed satisfaction with the quality of the work executed.

At the Nasarawa–Toto axis, officials also visited ongoing rehabilitation works on the Keffi–Nasarawan Toto–Abaji road, a strategic route aimed at improving connectivity between the Federal Capital Territory, Nasarawa, and other neighbouring states.
The Controller explained that the road project, originally awarded in 2018, experienced delays due to inadequate funding but has since gained momentum following renewed commitment from the Federal Government.

The FCW further revealed that the project has been restructured into phases, with the initial Phase 1 nearing completion under the 2025–2026 budgetary provisions, while Phase 2, involving concrete pavement construction is set to commence, soon. The Federal Government recently approved the second phase of the project covering approximately 129.3 kilometres at a cost of about ₦203 billion, further underscoring the administration’s commitment to strengthening the nation’s road and transport infrastructure.

The Project Manager, Mr. William, as well as the Site Engineer, Engr. Daniel Aleyemi, assured the team of quality work, while expressing optimism that the project would be completed before the end of the month.

The Director of Information and Public Relations emphasised that road infrastructure development remains a central pillar of President Tinubu’s Renewed Hope Agenda, particularly under the priority area focused on expanding and improving the national infrastructure. He noted that the administration is also advancing four (4) Legacy Road Projects, including the Lagos–Calabar Coastal Highway, the Sokoto–Badagry Super Highway, the Calabar–Abuja Super Highway, and the Dualisation of Akwanga–Jos–Bauchi–Gombe Road, all aimed at transforming connectivity and stimulating economic development across the six (6) geopolitical zones of the country. All the roads will be on concrete pavements with solar street lighting and railways.

The nationwide media tour, he added, is designed to promote transparency, allow journalists and professional bodies to verify the quality of ongoing works, and enable Nigerians to see firsthand the progress being made in the delivery of critical infrastructure.

The Federal Government reiterated its commitment to sustaining the momentum in road construction, reconstruction, expansion, and rehabilitation to support economic growth, national integration, and improved quality of life for Nigerians.

FEDERAL MINISTRY OF WORKS ADOPTS FUNDING PRIORITIZATION FRAMEWORK ON NNPCL INHERITED TAX CREDIT PROJECTS NATIONWIDE. -PROMOTES NIGERIA FIRST POLICY, SAYS CONTRACTS BELOW ₦20 BILLION TO BE DONE BY INDIGENOUS CONTRACTORS. As part of strategic plans towards sustainability in project funding and execution and in pursuance of the directive of the President of the Federal Republic of Nigeria, His Excellency, Bola Ahmed Tinubu, GCFR on strategic and systematic funding of inherited NNPCL funded projects, the Federal Ministry of Works has adopted funding prioritization framework to ensure the continued execution of road projects hitherto funded by Nigerian National Petroleum Company Ltd (NNPCL) under the Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme. The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON made this disclosure during his inspection visit to the ongoing dualization of the East-West Road (Section IIIA) from Eleme Junction, Port Harcourt to Onne Junction in Rivers State handled by Messrs RCC Nig Ltd dated 9th September 2025. Speaking during his visit, the Honourable Minister stated that the Federal Ministry of Works had compiled all the NNPCL inherited Tax Credit projects for strategic priority funding, noting that the most critical projects within the national economic corridor would receive precedence in the hierarchy of prioritization. “We are inspecting projects of federal government in Rivers State, and this particular one is the dualization of Eleme Junction to Onne Port Junction by RCC. Recall that one carriageway was completed and commissioned, even though there are a few things we ordered afresh like the retaining wall and hanging drainage. For the second carriageway with some bridges and flyovers, work has started on it. Let me say that this is part of the NNPC Tax Credit that has been stopped in terms of funding by NNPC. But graciously, we have compiled all the NNPC inherited Tax Credit projects, and we presented as Ministry of Works to Mr. President. And Mr. President has graciously directed that none of such works should stop now. However, as Ministry, we are going to do prioritization of the projects and look at the most critical of these projects within the national economic corridor like this one. And we are going to put it forward for immediate funding because the President directed that none of such projects should stop now.” He admonished contractors handling road projects under the Federal Ministry of Works to ensure speed, quality, compliance with specification and sustainability in project delivery and cautioned that the attention of the anti-graft agencies would be called to any case of violation of the regulations or terms and conditions set out under the contract of every project handled by the Federal Ministry of Works. He stated, “I have also noticed in some of the projects in Rivers State, and same with the Six Geo-Political zones, that contractors go ahead to put stone base and put binder course of asphalt, sometimes over 20 kilometres and leave the binder unprotected without putting wearing course. The binder is like a reinforcement to the road architecture. The wearing is the sealant that doesn't allow water to go beyond the surface. And so when you now put stone base, which has dust as designed, and you put binder, which is like a reinforcement, and you see that the composition of the binder asphalt has bigger stones, and it has holes, so the water penetrates. The moment it gets to the stone base, which has some dust, the road fails. It may technically look safe, but with time, it will definitely fail. And we've seen it in a number of roads we inspected. And what I've directed the Controller to do, and it's going to be nationwide, is that when you are putting binder and you have left it for more than two months, we are going to redo the certificate and remove all the binder and remove the stone base.” He directed that henceforth any project below the contract sum of ₦20 Billion would not be given to expatriate firms, and this he said is part of measures to promote the Nigeria First policy of Federal Government of Nigeria. He commended the construction company handling the Eleme - Onne project, Reynolds Construction Company (RCC) for the quality of work so far done and for working on the project despite the fact that NNPCL has stopped funding the project, but frowned at the slow pace of work which they said was affected by the rainy season. He restated that 15th December 2025 remains the agreed deadline for the project’s completion with no extension or Variation of Price (VoP) allowed. “On this project of Eleme Junction, the quality of the work is excellent. The pace of the work is totally not acceptable. And let me make it very, very clear to the contractor that this project can never be reviewed by a kobo. Neither can there be any variation of price or any other claims.” He expressed dismay over the destructive habit of packing heavy duty vehicles on the road by drivers and warned that forthwith punitive measures would be taken against such perpetrators. “Our roads are not designed to carry these heavy trailers that are parking on the road. And the press should help us on that. When I was coming yesterday all the way from Aba to here, I saw that the trailers are taking over the entire roads, putting their waste, destroying the pavements, and so on and so forth. So I'm going to write to our dear Governors to see what they could help us to do about it, and will also complain to the Inspector General of Police. Let us see what we can do about it. Mr. President is doing everything possible to right the wrongs in terms of road construction. We are doing quality roads now that are going to last from 50 to 100 years. But it's being destroyed by ourselves.” Earlier, the Federal Controller of Works in River State, Engr. Enwereama Tarilade (Mrs.) said the contractor handling Eleme- Onne road had completed the 15km Eket bound on the right carriageway and had moved to the left carriageway which is Port Harcourt bound for which 1km stretch had already been done on Continuously Reinforced Concrete Pavement (CRCP). Projects visited by the Honourable Minister include, the rehabilitation of Enugu – Port Harcourt, Abia/Rivers State, contract No: 6252 being handled by China Civil Engineering Construction Company Limited (CCECC), the upgrading of the 15km section of the East-West Road (Section 111A) from Port Harcourt (Eleme Junction) to Onne junction in Rivers State, contract No: 701 being handled by Messrs. RCC Nig. Ltd and multiple sections of the Enugu-Port Harcourt Expressway, including the sections handled by Arab Contractors and China Civil Engineering Construction Company Limited (CCECC). Hon. NIGERIA MOVES TO UNLOCK TRANSFORMATIVE INFRASTRUCTURE AND GROWTH WITH GLOBAL PARTNERS The Federal Government of Nigeria has reaffirmed its commitment to strengthening collaboration with the Islamic Development Bank (IsDB) to deliver transformative development projects across priority sectors, particularly infrastructure. This came during a high-level meeting with the Vice President of the Bank, relevant stakeholders, held in Abuja and hosted by the Honourable Minister of Finance and Coordinating Minister of the Economy, Mr. Wale Edun at the Ministry’s conference room, today, 1st september, 2025. In his remarks, The Honourable Minister of Finance, Wale Edun welcomed the IsDB delegation, describing the Bank as a steadfast ally in Nigeria’s development journey since 2005.“Your visit marks a significant moment in our shared journey of partnership, progress, and purpose. Despite fiscal constraints, Nigeria has continued to honor its obligations, and we deeply value the Bank’s flexibility in aligning with our realities,” he said. The Minister noted the success of IsDB interventions across education, healthcare, infrastructure, agriculture, and innovation, stressing that these projects are “lifelines for communities, engines of growth, and symbols of hope.” He underscored the alignment between Nigeria’s bold economic reforms under President Bola Ahmed Tinubu and the IsDB’s 2026–2035 Strategic Framework. The Honourable Minister of Works, Engr. David Umahi, CON, FNSE, who was represented by the Minister of State for Works, Mohammed Bello Goronyo, Esq, emphasized the administration’s prioritization of road infrastructure under the Renewed Hope Agenda. He highlighted the Ilela–Lagos–Sokoto–Badagry economic corridor, describing it as a strategic lifeline that connects Nigeria to the Niger Republic and other African countries: “This corridor is a vital economic artery that will boost trade, create jobs, and lift communities out of poverty. President Tinubu’s commitment to this project reflects his determination to drive Nigeria’s economic transformation,” he stated. The Honourable Minister of State also confirmed that construction works have commenced on the Sokoto and Kebbi sections, with Hitech Construction achieving clearance and 25 kilometers of work on the Kebbi axis. Other projects cited included the Lagos–Calabar Coastal Highway, Calabar–Nasarawa–FCT corridor, and the Abuja–Kaduna–Kano Expressway, all of which require additional financing to accelerate delivery. Responding to issues raised in terms of road infrastructure, the Operations Vice President of the Islamic Development Bank, Dr. Rami M. S. Ahmad, reaffirmed the Bank’s commitment to Nigeria’s infrastructure agenda. He stated that Infrastructure is a core pillar of our strategy, and we work from each country’s own priorities. For the road projects raised today, we will not allow delays to persist; where they can be re-scoped, we will act; where not, we will close them and move forward with new initiatives. The Ilela–Lagos–Sokoto–Badagry corridor and other key projects align with our mandate, and through the Country Engagement Framework, we are ready to accelerate their delivery,” he assured. In closing, the Honourable Minister of Finance expressed his profound gratitude to the IsDB team for their assurances and reiterated that Nigeria’s ownership and alignment of priorities under the Country’s Engagement Framework. He said, “It is our bank, our sovereignty, our projects, our priorities. Today, my colleagues from Education, Environment, Transportation, Works, Water Resources and Sanitation, and my team from the Ministry of Finance, have given a comprehensive insight into our key priorities and legacy projects. Goronyo Calls for Stronger Workplace Safety Culture as Stakeholders Rally Support Minister urges collective action, commends President Tinubu’s Renewed Hope Agenda, and is decorated as Fellow of OSHA The Honourable Minister of State for Works, Mohammed Bello Goronyo, Esq., has reiterated the Federal Government’s unwavering commitment to strengthening workplace safety standards in Nigeria, stressing that occupational health and safety must remain a national priority for sustainable development. Speaking at a national stakeholders’ workshop on Workplace Safety and Health held on 28th August 2025, at the Ministry's Hall, the Minister emphasized that workplace safety is not merely a regulatory duty but a shared responsibility that requires the active involvement of government, the private sector, labour unions, professional bodies, and society at large. “When safety measures and protocols are enforced, accidents reduce drastically, productivity improves, and the human development index records significant gains. Protecting human lives must be at the center of every workplace policy and practice,” Barr. Goronyo stated. The Minister acknowledged existing challenges such as weak enforcement, inadequate regulations, and low awareness, but called for stronger collaboration among stakeholders to adapt global best practices to Nigeria’s realities. He commended the Occupational Safety and Health Association (OSHA) for its leadership in promoting international standards, while also applauding President Bola Ahmed Tinubu’s Renewed Hope Agenda, which he said “is already yielding results across all sectors.” Highlighting Nigeria’s workforce as one of the nation’s greatest assets, Goronyo warned that the loss of lives and productivity due to unsafe work environments cannot be ignored. Research, he noted, shows that organizations prioritizing workplace safety enjoy higher employee morale, reduced injuries, and improved efficiency. The workshop also featured goodwill messages from senior stakeholders: The Permanent Secretary of the Federal Ministry of Works, Engr. Olufunsho Adebiyi (represented by the Director, Central Workshop and Equipment, Engr. Atule Isaac), stressed that workplace safety is especially critical in high-risk sectors such as construction, oil and gas, and manufacturing, as well as in the informal economy where enforcement is weak. He urged employers to treat safety as part of production costs while encouraging workers to adhere strictly to safety guidelines. He reaffirmed that the Ministry remains committed to ensuring that workplace safety is upheld across all its operations and projects. Also speaking, the President of OSHAssociation UK, Nigeria Chapter, Mr. Aderemi (JP, FIMC, CMC, MCArb, FOSHA), represented by the Chairman, Council of Fellowship (OSHAssociation), Dr. Dalhatu Mohammed, described health and safety as both a moral and economic responsibility. He urged stakeholders to embrace prevention over cure, embed a safety-first culture across workplaces, and reiterated the Association's guiding principles. Rear Admiral (Rtd.) BEE Ibe-Enwo, FOSHA, Chief Technical Officer, OSHA Nigeria, highlighted alarming statistics showing that fatalities from workplace accidents rose from 71 deaths in 1997–1999 to 238 deaths between 2014–2016, underscoring the urgency of sustained action. In recognition of his exceptional leadership and advocacy, Barr. Goronyo was formally decorated as a Fellow of the Occupational Safety and Health Association (OSHA). The prestigious honor reflects his outstanding commitment to advancing workplace safety, health standards, and the promotion of safer work environments in Nigeria. FUT Minna Gets FG's 1.25 km Road Intervention

The Intervention Initiative of the Federal Ministry of Works and Housing in the Internal Roads of Federal Tertiary Institutions Nationwide has reached the Federal University of Technology (FUT) Minna, as a 1.25-kilometer road in the institution got rehabilitated.

The rehabilitated road was handed over to the Management of the University by the Federal Controller of Works Niger State, Engr Moshood Adekunle Samotu on behalf of the Minister of Works and Housing, Babatunde Fashola, Friday, January 27, 2023.

In his address, the Minister, Mr Raji Fashola stated that the intervention in the internal roads of tertiary institutions across the country by the federal government is a critical investment in education.

Fashola described the intervention as a critical support and an investment in education.

He explained the need to bridge the infrastructure gap in schools, saying that the government has successfully intervened in 64 internal Road projects in various Federal Tertiary Institutions.

" We have handed over a total of 46 as at March, 2022 and we now have another 18 ready to be handed over, while we are currently attending to 19 roads in similar institutions across the country making a total of 83 ".

Mr. Fashola pointed out that the administration of President Muhammadu Buhari has stepped up effort in leading the process of getting the work done, pointing that the intervention has contributed to the job creation initiative of the government and disclosed that 30 people had been employed during the road construction in FUT Minna.

In his remarks, the Vice Chancellor, FUT Minna, Professor Faruk Adamu Kuta described the road intervention as laudable and important to the University Community.

Professor Kuta appreciated the Minister of Works and Housing Babatunde Raji Fashola for the road intervention in his school, praying that the University should also be considered as a beneficiary when similar intervention is conceived in future.

In an interview, Dr. Auta Manaissa, Dean Students Affairs said that, the University was experiencing a helpless situation before the intervention and now the entire University community are happy as free access has been facilitated by the road rehabilitation

Testimonies from Students in the University, all pointed out that the rehabilitated 1.25km road had greatly impacted on their learning environment, as free and faster access has now been facilitated for staff and students in the course of carrying out their academic activities

The students that spoke include; Financial Secretary of the Students Union Government (SUG), Aminat Abdulraheem, a student of Agriculture and Bio- Resources; Attah Danladi Mustafa, Student Representative member; Zaccheus Philip Adinoyi, a 200-level student of Mechanic Engineering; and Abdulrahman Khidir Olayinka, a student of Animal Production Technology.

Generally, the students commended the Government of President Muhammadu Buhari for bringing this laudable project to the institution.

Accordingly, the students were of the view that the University needs more of such projects in its permanent site to further fast track its development.

The 1.25 kilometers newly rehabilitated internal road in FUT Minna connects the following buildings in the University; University Clinic; Sports Complex; School of Innovative Technology; Ultra-modern market; Students Hostels (block A-G & H); Hostels Mosque and the University Chapel.

I welcome you all to the 28th Meeting of the National Council on Works with the theme: ”Infrastructure, the Season of Completion” holding here in Kano from today Monday, 22nd – 26th August, 2022.

2. As you are aware, the Meeting of the National Council on Works is the highest policy-making organ where stakeholders in the Works Sector deliberate and discuss critical issues concerning the Sector with a view to proffering sustainable solutions.

3. It is pertinent to highlight that the Council Meeting is heralded by a 2-Day Technical Meeting of the Directors and the Meeting of the Permanent Secretaries. The responsibility of the Technical Meeting of the Directors as you are aware, is to create a solid and resourceful foundation by the diligently reviewing the memoranda submitted by stakeholders and fine-tuning the recommendation made by the Meeting of the Permanent Secretaries for presentation to the Council.

4. In view of the foregoing, I would like to urge all Directors present to rise to the occasion as usual and come up with recommendations worthy of consideration by the Council. This is a task that most of us here are very competent at and committed to doing year in year out. I am therefore, very confident of our ability to timely deliver on this assignment.

5. At this juncture, I would like to assure you that all necessary logistics have been made to ensure the success of this year’s Council Meeting. The Secretariat is available to attend to enquiries and render any assistance needed.

6. On a concluding note, I wish to express our profound gratitude to the Honourable Minister Babatunde Raji Fashola SAN, the Honourable Minister of State Umar Ibrahim El- Yakub and the Permanent Secretary, Federal Ministry of Works and Housing Bashir Nura Alkali FCA, FCTI for providing the required support and enabling environment for the success of this Meeting.
