National Media Tour: FG Intensifies Renewed Hope Agenda with Strategic Road Projects Across Nasarawa State The Federal Government has reaffirmed its intention to improve road infrastructure across the country as part of efforts to enhance economic growth, connectivity, and ease of movement for Nigerians. This assurance was reiterated during the continuation of the Federal Ministry of Works’ nationwide media tour and commissioning of emergency and special intervention projects in Nasarawa State. Speaking during the tour, the Director of Information and Public Relations of the Federal Ministry of Works, Mal. Mohammed A. Ahmed, stated that the projects are part of the Federal Government’s strategic efforts to rehabilitate critical sections of its road network under the leadership of President Bola Ahmed Tinubu, GCFR. He explained that upon assuming office in May 2023, the present administration inherited 2,064 ongoing road projects, many of which had been abandoned due to funding challenges, and an inherited debt burden of about ₦13 trillion. According to him, the Federal Government consequently prioritised 260 emergency and special intervention projects across the country to address critically failed sections of federal roads and areas affected by flooding and other natural disasters. One of the projects commissioned during the tour was a 6-kilometre section of the road linking Agyaragu town to Sabon Kwara in Keana Local Government Area, Nasarawa South Senatorial District, Nasarawa State. The contractor, A.A. Albasu (Nigeria) Limited, commenced construction in November, 2022 and completed it in November, 2023. The project forms part of a 10.5-kilometre corridor serving the surrounding communities. The construction works included earthworks, excavation and removal of existing culverts, and excavation to the required depth to receive blinding. Other works carried out include the provision of pipe culverts and lined drains, 200mm thick naturally occurring lateritic sub-base course materials, 100mm thick crushed stone base course, asphaltic concrete wearing course, surface dressing on shoulders, and lane markings. Providing technical details of the project, the Federal Controller of Works in Nasarawa State, Engr. Ishaku Mamri, explained that the road had previously been in a deplorable condition, causing significant hardship for road users, residents, and traders, who rely on the route to transport goods and access nearby towns. He disclosed that the rehabilitated section was constructed to a standard width of 7.3 metres with shoulders, and that it includes approximately 4 kilometres of drainage infrastructure to ensure durability and effective water management. “The road was awarded in November, 2022 and completed in 2023. It has since been in use by the community and has significantly improved movement within the area,” he added. Engr. Mamri noted that residents have expressed appreciation for the intervention, while also appealing for the completion of the remaining four (4) kilometres of the alignment. As part of the Media Tour, Engr. Ahmed Tijjani Aminu, a representative of the Council for the Regulation of Engineering in Nigeria (COREN), and the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr Simon Obagu were present. Also present was the Chairman of the Nigeria Union of Journalists (NUJ), Nasarawa State Council, Comrade Salihu Mohammed Alkali, who performed the official commissioning of the project, on behalf of the Honourable Minister of Works. The media tour also included a visit to the ongoing Lafia Bypass project site, a 15.8-kilometre alternative route designed to ease traffic congestion within Lafia metropolis by providing a faster corridor for commuters travelling between Abuja, Makurdi, and the eastern parts of the country. According to the Project Engineer for Messrs China Harbour Engineering Company (CHEC), Engr. Tijani Olalekan, the contract, which had previously stalled after being awarded by the past administration, fully recommenced in February, 2024 under the current administration and has now reached over 80 percent completion. It is expected to be completed before the end of the year. The scope of work includes site clearance and earthworks, construction of hydraulic structures, sub-base, stone base, stone pitching, lined drains, asphaltic concrete binder course, as well as the relocation of electrical poles along the project’s corridor. The Commissioner of Works, Housing, and Transport, Nasarawa State, Hon. Mu’azu A. Gosho, commended the contractor for the quality of work. Also present were the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr. Simon Obagu, Engr. Ahmed Tijjani Aminu, representing COREN; the NUJ Chairman in Nasarawa State, Salisu Mohammed Alkali; and community members, who all expressed satisfaction with the quality of the work executed. At the Nasarawa–Toto axis, officials also visited ongoing rehabilitation works on the Keffi–Nasarawan Toto–Abaji road, a strategic route aimed at improving connectivity between the Federal Capital Territory, Nasarawa, and other neighbouring states. The FCW further revealed that the project has been restructured into phases, with the initial Phase 1 nearing completion under the 2025–2026 budgetary provisions, while Phase 2, involving concrete pavement construction is set to commence, soon. The Federal Government recently approved the second phase of the project covering approximately 129.3 kilometres at a cost of about ₦203 billion, further underscoring the administration’s commitment to strengthening the nation’s road and transport infrastructure. The Project Manager, Mr. William, as well as the Site Engineer, Engr. Daniel Aleyemi, assured the team of quality work, while expressing optimism that the project would be completed before the end of the month. The Director of Information and Public Relations emphasised that road infrastructure development remains a central pillar of President Tinubu’s Renewed Hope Agenda, particularly under the priority area focused on expanding and improving the national infrastructure. He noted that the administration is also advancing four (4) Legacy Road Projects, including the Lagos–Calabar Coastal Highway, the Sokoto–Badagry Super Highway, the Calabar–Abuja Super Highway, and the Dualisation of Akwanga–Jos–Bauchi–Gombe Road, all aimed at transforming connectivity and stimulating economic development across the six (6) geopolitical zones of the country. All the roads will be on concrete pavements with solar street lighting and railways. The nationwide media tour, he added, is designed to promote transparency, allow journalists and professional bodies to verify the quality of ongoing works, and enable Nigerians to see firsthand the progress being made in the delivery of critical infrastructure. The Federal Government reiterated its commitment to sustaining the momentum in road construction, reconstruction, expansion, and rehabilitation to support economic growth, national integration, and improved quality of life for Nigerians. “These projects were initiated to quickly restore critical road and transport links to ensure seamless movement of people, goods, and services across the country,” Ahmed said.
He noted that the intervention projects are being executed under the leadership of the Honourable Minister of Works, Senator Engr. David Umahi, CON, FNSE, FNATE, is part of the administration’s broader infrastructure development drive under the Renewed Hope Agenda.
The Controller explained that the road project, originally awarded in 2018, experienced delays due to inadequate funding but has since gained momentum following renewed commitment from the Federal Government.

Asphalt Pavement and Concrete Pavement not Compared - Umahi. .....We will Partner with NSE The Minister of Works, Sen. Nweze David Umahi has reiterated the stand of the Ministry on the use of either asphalt or concrete on the construction of federal roads across the nation saying that each one has conditions attached to its usage. He made this assertion when the President of the Nigeria Society of Engineer, Engr. Tasiu Sa’ad Gidari Wudil paid him a courtesy visit in his office in Abuja. Umahi stated that there are many factors why the issue of concrete technology came up and it’s only because all things are not equal and can only be understood by professionals and not by people who have no knowledge about it. “When you start to compare Asphalt and Concrete, it is as if all things are equal, here all things are not equal, because there are many factors why we are emphasizing about the use of concrete, nevertheless, people speak about a profession they have no knowledge about” He said. He noted that the stand of the Ministry is not about comparing asphalt pavement and concrete pavement but that if you are using either of them, there are certain conditions according to the terrains in different states that will require our roads being built with concrete as well as that concrete must be used as pavement. “We are not just comparing asphalt and concrete, no, that is not what we are doing, first of all, for the use of asphalt, these are the conditions, also for the use of concrete, these are the conditions, but there are certain terrain in states that we stressed must use concrete, we cannot change that. You cannot put asphalt in water, but you can put concrete into water” he said. The Minister explained that the rate at which the prices of these two products fluctuates is alarming and that increment in asphalt is Geometric while that of concrete is in Arithmetic progression noting that the FG is the one funding these huge projects and must tread with caution taking into consideration the budgetary allocation of the Ministry of Works. Umahi expressed his worries saying that the greatest challenge experienced in road construction is the problem of supervision caused by lack of commitment by not putting professional ethics over and above chasing of money but that the Ministry is committed to providing adequate supervision to all road constructions across the 36 states and the FCT. "If we are committed to public things, God will give you new ideas, if you are not committed to public things, you will not get new ideas “he said. The Minister declared that the Ministry will partner with the Nigeria Society of Engineers in the supervision of all road projects across the country and encouraged NSE to improve on the professionalism by opening a training school, both in the North and in the South one each, while he pledged his support. “We are going to partner with NSE in the supervision of all road projects and will also emphasis the need for retraining schools across states. Engineering is wide, if you are a professional engineer, you will not have problem with professional ethics” he said. Umahi maintained that the first job of Nigeria Society of Engineer is to bring discipline among members by setting standard for membership in the sense that if any action against the profession is committed, one can be disrobed noting that everyone cannot be an engineer. “The first job of NSE is to bring discipline, you have to bring us under your leadership so if you hear that a member has committed fraud, you can disrobe him, and it is not everyone that will answer the name -Engineer” he said. ...
Thinking Out of The Box and Inter- Ministerial Co-Operation Resonate as Mr. President's Minister of Works and The Minister of Steel Development Brainstorm on Tapping into the Opportunities in Ajaokuta Steel Plant for The Development of Concrete Road Infrastructure in Nigeria The Honourable Minister of Works, His Excellency Sen. Engr. Nweze David Umahi, CON and the Hon. Minister of Steel Development, Shuaib Audu have resolved to synergize and strategize in tapping into the opportunities in Ajaokuta Steel Plant for the development of road infrastructure in Nigeria. This was part of the outcome of their inter-ministerial meeting held today, 21st November, 2023 at the Office of the Hon. Minister of Works, Federal Ministry of Works, Headquarters, Mabushi- Abuja and this is in keeping with the Renewed Hope Agenda of the President of the Federal Republic of Nigeria, His Excellency, Sen. Asiwaju Bola Ahmed Tinubu GCFR who is doing everything possible to reverse the ugly trend of Nigeria's developmental history and revolutionize national economic development within the shortest period of time. The far-reaching resolutions of the two Hon. Ministers underscored the imperative of coordination, cooperation coherence, and complementarity in the execution of Federal Government's action plans for national development. Speaking on the outcome of their meeting, the Hon. Minister of Works said that the Ministry of Steel Development would play a major role in the road infrastructure revolution plan envisioned by Mr. President by providing more than 16% of the materials needed for the construction of Nigeria's roads in concrete pavement. He said that tapping into the opportunities in Steel Industry would not only create jobs and wealth for Nigeria's population, but it would also create a global market and encourage industrialization. "How do we reactivate Ajaokuta Steel. We are going into concrete road, in this concrete road, about 16 percent of it is from Steel while 30 percent is cement. We need a lot of money to start but we decided to face it and God has given us an idea, we need about 35 billion dollars to start. If we start waiting for FG, it might become difficult. We did Return on Investment (ROI), the profit we could have made, part of it will go to bank interest, we are looking at commercial bank, but Federal Executive Council has to endorse it. If this could be done it means Mr. President is actually living to his words, and this is going to be possible." The Hon Minister of Works also commended the Hon. Minister of Steel Development for his efforts in developing the steel sector, noting that steel industry is the bedrock of Nigeria's industrialization and the backbone that stimulates national development and economic boost for the industrial growth of any nation. He assured the Hon. Minister of Steel Development that his Ministry would work collaboratively in his efforts of enhancing the potentialities of Ajaokuta Steel Plant- the largest Steel Mill in Nigeria. "Mr. President never made a mistake in his appointment, I call him a Divine President, and the most important thing is that our eyes are on the job”. Earlier, the Minister of Steel Development said the meeting was robust and incisive “My mission is a wonderful one, I had a fantastic meeting initiated by the Hon. Minister of Works. We are seriously thinking outside the box to see how we can implement the Renewed Hope Agenda of Mr. President. What we came to discuss here is how to restart Steel production at Ajaokuta Steel Plant. The Hon. Minister of Works has made it very clear that the Federal Government is looking to develop over 30,000 kilometers of road and a large component of that will be from Steel wrought, and percentage of that Steel wrought will be produced in Ajaokuta. We came to have a discussion on how to implement the process for producing it in Ajaokuta within the shortest possible time". The Hon. Minister of Steel Development emphasized the importance of the initiative by both Ministers and expressed hope that it would provide the needed economic boost for the nation, generate revenue and provide thousands of direct jobs for skilled and non- skilled technicians and hundreds of thousands of unskilled jobs in Nigeria. Says Umahi Has The Capacity To Solve Road Infrastructure Challenges In Nigeria The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON today, 17th November, 2023 had a meeting in his office with the Governor of Gombe State, His Excellency, Muhammadu Yayaha Inuwa. Though the details of his mission for visiting the Hon. Minister were not disclosed to the press, it was not unconnected with the desire of the State Governor to seek the Federal Government's intervention on the various road infrastructure challenges in Gombe State and Noth East. During his interview with the Press which was quite brief, the Governor of Gombe State said he was satisfied with the outcome of his meeting with the Hon Minister of Works and expressed confidence that with the capacity and ingenuity of the Hon. Minister, the people of his State would in no distant time breathe a sigh of relief on the conditions of the Federal roads in their State “ The Honourable Minister is somebody that has the passion to see that Nigeria goes out of these challenges of infrastructure and economy, I came to discuss issues in my own state especially the North East , he has already given a positive answer to the issues Our meeting is in affirmative and positive and I hope that very soon we shall overcome the problem of infrastructure in this country . Safety Is A Key Factor for All Workplaces – Aliyu
The Honourable Minister of State for Works and Housing, Engr. Abubakar Aliyu has reiterated that in order to promote the wellness of both employees and contractors in the ministry, safety is a key factor in all construction sites.
The Minister made this assertion at the opening ceremony of a two-day workshop on Specialized Health and Safety, Training for Engineers/Officers of the Federal Ministry of Works in collaboration with the Occupational Safety & Health Association (OSH Association UK Nigeria – Region with the theme “Safety First in the Construction Site) on Thursday 22nd October 2020 in the Ministry.
Abubakar Aliyu, who was ably represented by the Director Human Recourses Management, Umar Utono stated that the objective of the workshop was to equip the engineers and field officers in the ministry with the knowledge and skills that will help them discharge their duties in the worksites and ensure safety of workers during construction activities in the country. Continuing he said that at the end of the workshop, the Engineers and officers would be equipped with the necessary knowledge and managerial skills to supervise construction sites without risk of accidents.
The Minister noted that one major factor responsible for accidents and deaths at workplaces was poor safety attitudes of workers, contractors and supervisors in charge of projects. He said improving safety at worksites had now become government priority to ensure change of attitudes of workers and contractors working at sites.
According to him, globally over 63,000 people die as a result of occupational accidents or work-related illnesses while 317 million accidents occur on the job annually. He stated that the global statistics by the International Labour Organization (ILO) were worrisome and government is committed to reducing accidents and fatality rates in construction sites.
The Minister disclosed that the Ministry would like to partner with professional institutions like Occupational Safety and Health Association UK – Nigeria Region being one of the leading organizations in the field of Occupational Safety & Health that strive to achieve the mandate of the Ministry towards zero fatalities at worksites. He requested OSHA to work closely with the relevant Departments of the Ministry on capacity building and training of staff on Health, Safety, Security and Environment (HSSE)
Aliyu pledged government total commitment towards implementing safety best practices in every activities of the Ministry.
Earlier in his opening remark, the Director of Engineering Services, Federal Ministry of Works and Housing, Engr. Julius Olunrinola said the Ministry have stepped up inspections and enforcement actions hence the need to deploy safety Engineers/Officers to all construction sites to enforce HSSE Policy.
Also speaking at the event is the President of OSH Association UK – Nigeria Region, Dr. Dahatu Mohammed who affirmed that safety was fundamental, basic and everyone’s business. He added that this safety workshop was very important to the Ministry as 90% of work done by the Ministry is basically construction. The creation of awareness to workers is meaningful to be able to achieve zero accident in construction sites.
Safety tips were highlighted by the Deputy Director, Central Workshop & Equipment Unit, Engr. Augustine Okwudiafor, as follows:

Remarks By H.E, Babatunde Raji Fashola, SAN At The 25th Monthly Power Sector Operators Meeting Held In Uyo
I welcome you all once again to our monthly meeting, and I thank our hosts Ibom Power and the Government and people of Akwa Ibom.
I am happy to again chair this month’s meeting because our Power Sector Recovery Programme (PSRP), the set of policies, actions and programmes meant to solve the Power Sector problems, continues to make progress and deliver results.
Over the last one month since our last meeting, I am pleased to report the following progress.
A) Financial: We have secured the World Bank approval for $486 Million TCN transmission expansion funding, while progress is being made with the same bank for the Rural Electrification and Distribution Expansion Funding.
B) Operational: TCN has completed the following sub-station transmission expansion to improve their capacity to supply power to the DisCos : Uyo, Calabar, Keffi, Karu, Abeokuta, Nasarawa to mention a few.
C) Distribution: While it is no longer news that we have reached a 7,000 MW Generation Capacity and have a 5,000 MW Distribution Capacity, what is newsworthy is that in the last month, we have met with Manufacturers Association of Nigeria (MAN), DisCos, and GenCos on how to implement the Eligible Customer Policy and increase connectivity to the 2,000 MW that is available.
The meeting was productive and we are seeing positive responses. Reports reaching me indicate that what is outstanding is an agreement on the tariffs that will be paid by the eligible customer.
In many parts of the country connected to the grid, citizen feedback is positive, even though all the problems are not solved. Citizens acknowledge more power in dry weather, reduced hours of running their generators and reduction in fuel (diesel and petrol) purchase to power generators.
D) Off-Grid Power: In terms of off-grid supply, I am happy to report that citizens are already embracing the mini-grid policy and regulations to provide power for different uses.
i) In Ogun State, a renewable energy project was completed and commissioned last month.
ii) In Kano State, I commissioned a 73KW Solar Hybrid System developed by Rumbu Industries to support its mat production in a factory that employs 1,400 people.
iii) Within the same period in Kano, I inspected the Solar system being deployed in Sabon Gari Market, that has 12,000 shops. About 3,000 shops have registered, and 486 shops have been connected to cheaper and more efficient solar power. More shops are being wired by 120 technicians employed by the project.
iv) In Abia State, work has commenced to connect and meter 31,000 shop owners in Ariaria Market to cleaner and more efficient power.
v) We are moving away from theorizing about power to actual provision of efficient power to support trade and business, especially small and medium enterprises, who are the drivers of our economy.
E) Meter Asset Provider: On the meter supply side, I am happy to announce that NERC has concluded the Regulations that will provide the framework to license a new class of meter asset providers to complement the efforts of DisCos to supply meters to citizens.
Government decision to pursue an out-of-court settlement on a meter contract awarded since 2003, which was held up in Court until 2017, has made available about N39 Billion to kick off this process.
I am aware that Yola DisCo is already positioning to take up 400,000 meters once the contract and process formalities are concluded. I am told that Abuja, Ibadan, Kano, Ikeja and Benin DisCos are also embracing the initiative, which has reserved a 30% local content for the meters to be supplied under the Regulations.
Ladies and Gentlemen, our incremental power initiative is well underway. Some results are manifesting, and the promise of steady power is real. If we persevere, I am certain that we will witness uninterrupted power, which is the final destination of our journey.
But (and this is a big BUT), our journey will not be without difficulties, and some of them are self-made.
Lately, I have read reports that some Generation Companies (GenCos) (not Ibom Power) have gone to court, filing claims against the Government. That is their right and their prerogative. It is better than self-help, and it is consistent with the rule of law, which underpins our democracy.
While they seek refuge in a court of law, they must be ready to face scrutiny in the court of public opinion.
The court of public opinion is a court of conscience and morality. In the court of public opinion, they must be ready to tell the citizens how they felt when other groups went to court to stop the implementation of Tariffs approved by NERC in 2016.
They must explain to this public court whether they went to court before government approved a N701 Billion payment Assurance Guarantee to pay their monthly power bills.
They must disclose to this court that they owed debts, from the pre-Buhari era, because their income had reduced to less than 50%.
They must disclose to this court that they now receive about 80% income, and that this Government is now paying them revenues collected from international customers from the Republics Benin, Niger and Togo, in Dollars, as against the Naira payment they used to receive.
In both courts, they must disclose how they felt when some DisCos went to court to stop the enforcement of Provision of Promissory Notes, which was a condition that denied them access to the CBN NEMSF low interest loans.
They must tell the court of public opinion that the reason for going to court is because Government is making 100% payment to a new GenCo who has a different contract with a Partial Risk Guarantee, which they do not have.
They must also disclose to both courts that they held a meeting with Government and tabled their demands, which Government promised to look into one week before they went to court.
They must, in good conscience, tell the two courts whether one week was enough time, to go to court and whether this action at the time when the sector is making progress does not suggest an intention to blackmail Government and hold the citizens hostage.
Let me say very clearly to all operators that I get reports of many of the clandestine meetings that some of them are holding with a view to disrupt supply for political capital.
I will close by imploring those that are truly ready to run the business they have acquired voluntarily to continue to do so with the assurance of Government support and partnership.
As for those who entered the business without understanding it, please brace up for hard work and help us rebuild this country.
Those who choose to hide temporarily in the courts of law can do so, but the court of public opinion will scrutinize you and its verdict may be very scathing, unkind, and enduring.
I say this because you may not have noticed that Nigerians are increasingly taking their destiny in their hands.
This is the essence of privatization. If you bother to look up and around you, you will see solar panels on rooftops. The mini grid regulations allow them to procure 1MW without license. This is bigger than what many traditional generators supply. There is no law that compels them to take public power.
I am not afraid of the law courts, and will meet you there to vigorously defend our position.
