National Media Tour: FG Intensifies Renewed Hope Agenda with Strategic Road Projects Across Nasarawa State

The Federal Government has reaffirmed its intention to improve road infrastructure across the country as part of efforts to enhance economic growth, connectivity, and ease of movement for Nigerians. This assurance was reiterated during the continuation of the Federal Ministry of Works’ nationwide media tour and commissioning of emergency and special intervention projects in Nasarawa State.

Speaking during the tour, the Director of Information and Public Relations of the Federal Ministry of Works, Mal. Mohammed A. Ahmed, stated that the projects are part of the Federal Government’s strategic efforts to rehabilitate critical sections of its road network under the leadership of President Bola Ahmed Tinubu, GCFR. He explained that upon assuming office in May 2023, the present administration inherited 2,064 ongoing road projects, many of which had been abandoned due to funding challenges, and an inherited debt burden of about ₦13 trillion.

According to him, the Federal Government consequently prioritised 260 emergency and special intervention projects across the country to address critically failed sections of federal roads and areas affected by flooding and other natural disasters.
“These projects were initiated to quickly restore critical road and transport links to ensure seamless movement of people, goods, and services across the country,” Ahmed said.
He noted that the intervention projects are being executed under the leadership of the Honourable Minister of Works, Senator Engr. David Umahi, CON, FNSE, FNATE, is part of the administration’s broader infrastructure development drive under the Renewed Hope Agenda.

One of the projects commissioned during the tour was a 6-kilometre section of the road linking Agyaragu town to Sabon Kwara in Keana Local Government Area, Nasarawa South Senatorial District, Nasarawa State. The contractor, A.A. Albasu (Nigeria) Limited, commenced construction in November, 2022 and completed it in November, 2023. The project forms part of a 10.5-kilometre corridor serving the surrounding communities.

The construction works included earthworks, excavation and removal of existing culverts, and excavation to the required depth to receive blinding. Other works carried out include the provision of pipe culverts and lined drains, 200mm thick naturally occurring lateritic sub-base course materials, 100mm thick crushed stone base course, asphaltic concrete wearing course, surface dressing on shoulders, and lane markings.

Providing technical details of the project, the Federal Controller of Works in Nasarawa State, Engr. Ishaku Mamri, explained that the road had previously been in a deplorable condition, causing significant hardship for road users, residents, and traders, who rely on the route to transport goods and access nearby towns. He disclosed that the rehabilitated section was constructed to a standard width of 7.3 metres with shoulders, and that it includes approximately 4 kilometres of drainage infrastructure to ensure durability and effective water management. “The road was awarded in November, 2022 and completed in 2023. It has since been in use by the community and has significantly improved movement within the area,” he added. Engr. Mamri noted that residents have expressed appreciation for the intervention, while also appealing for the completion of the remaining four (4) kilometres of the alignment.

As part of the Media Tour, Engr. Ahmed Tijjani Aminu, a representative of the Council for the Regulation of Engineering in Nigeria (COREN), and the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr Simon Obagu were present. Also present was the Chairman of the Nigeria Union of Journalists (NUJ), Nasarawa State Council, Comrade Salihu Mohammed Alkali, who performed the official commissioning of the project, on behalf of the Honourable Minister of Works.

The media tour also included a visit to the ongoing Lafia Bypass project site, a 15.8-kilometre alternative route designed to ease traffic congestion within Lafia metropolis by providing a faster corridor for commuters travelling between Abuja, Makurdi, and the eastern parts of the country.

According to the Project Engineer for Messrs China Harbour Engineering Company (CHEC), Engr. Tijani Olalekan, the contract, which had previously stalled after being awarded by the past administration, fully recommenced in February, 2024 under the current administration and has now reached over 80 percent completion. It is expected to be completed before the end of the year.

The scope of work includes site clearance and earthworks, construction of hydraulic structures, sub-base, stone base, stone pitching, lined drains, asphaltic concrete binder course, as well as the relocation of electrical poles along the project’s corridor.

The Commissioner of Works, Housing, and Transport, Nasarawa State, Hon. Mu’azu A. Gosho, commended the contractor for the quality of work. Also present were the Chairman of the Nigerian Society of Engineers (NSE), Lafia Branch, Engr. Simon Obagu, Engr. Ahmed Tijjani Aminu, representing COREN; the NUJ Chairman in Nasarawa State, Salisu Mohammed Alkali; and community members, who all expressed satisfaction with the quality of the work executed.

At the Nasarawa–Toto axis, officials also visited ongoing rehabilitation works on the Keffi–Nasarawan Toto–Abaji road, a strategic route aimed at improving connectivity between the Federal Capital Territory, Nasarawa, and other neighbouring states.
The Controller explained that the road project, originally awarded in 2018, experienced delays due to inadequate funding but has since gained momentum following renewed commitment from the Federal Government.

The FCW further revealed that the project has been restructured into phases, with the initial Phase 1 nearing completion under the 2025–2026 budgetary provisions, while Phase 2, involving concrete pavement construction is set to commence, soon. The Federal Government recently approved the second phase of the project covering approximately 129.3 kilometres at a cost of about ₦203 billion, further underscoring the administration’s commitment to strengthening the nation’s road and transport infrastructure.

The Project Manager, Mr. William, as well as the Site Engineer, Engr. Daniel Aleyemi, assured the team of quality work, while expressing optimism that the project would be completed before the end of the month.

The Director of Information and Public Relations emphasised that road infrastructure development remains a central pillar of President Tinubu’s Renewed Hope Agenda, particularly under the priority area focused on expanding and improving the national infrastructure. He noted that the administration is also advancing four (4) Legacy Road Projects, including the Lagos–Calabar Coastal Highway, the Sokoto–Badagry Super Highway, the Calabar–Abuja Super Highway, and the Dualisation of Akwanga–Jos–Bauchi–Gombe Road, all aimed at transforming connectivity and stimulating economic development across the six (6) geopolitical zones of the country. All the roads will be on concrete pavements with solar street lighting and railways.

The nationwide media tour, he added, is designed to promote transparency, allow journalists and professional bodies to verify the quality of ongoing works, and enable Nigerians to see firsthand the progress being made in the delivery of critical infrastructure.

The Federal Government reiterated its commitment to sustaining the momentum in road construction, reconstruction, expansion, and rehabilitation to support economic growth, national integration, and improved quality of life for Nigerians.

No Issues. One United Works Ministry. This is to bring to the attention and proper information of the general public that the Minister of Works H.E, Sen. (Engr) David Nweze Umahi CON was at no time locked up in his office nor denied access today, Thursday the 28th of Sept. 2023.   The Hon Minister, in all fairness, had attempted to bring sanity and orderliness to the service by ensuring that services are rendered as at when due to grow the Nigerian economy to everyone's benefit. Therefore,   to imbibe the spirit of discipline, daily Work activities in the Federal Ministry of Works now begins at 9a.m, Mondays to Fridays for all staff while the closing hour shall be 4p.m.   The Ministry's Union Chairperson, Mr. Williams Kuti during a meeting with the Minister, Permanent Secretary and Management Staff opined that the Minister had started on a good note by identifying both the needs of Nigerians in the quest for good and durable roads and bridges had taken a personal inspection tour of most of the road infrastructure in the South West, South East, South-South and part of the North Central and North west geo political zones of the country, more so he has reached out to staff by means of personal welfare during the just celebrated Muslim festival. The Union Chairman alongside other staff during the meeting requested for more staff buses to ease their movement to and from their locations.   In his address the Minister reminded them that we all have to work in unity to be able to deliver Nigeria our dear country from total collapse. The Minister recalled his several attempts at ensuring that things are done right and also that international best practices are respected by all Contractors in the construction of all Nigerian roads hence forth, by this, proper discipline, and respect of the rule of law and Contract agreement ,we can be sure to see roads that can last more than Seven (7) years but rather roads that will last up to fifty (50) years and that is when the Concrete Technology method of building our roads is put to use, this again the Minister assured will create more jobs for Nigerian Engineers, while increasing the use of local content which are in abundance in Nigeria rather than putting more pressure on the Nigerian Naira for the importation of bitumen and asphalt for road construction.   The Honorable minister promised to go to other zones within the next three weeks and see first-hand the problems Nigerians are facing on the road.   It was a fruitful meeting which ended with the Honorable Minister, being given three Gbosas for playing the role of a true Father to the staff. ...

FG, COREN Collaborate To Develop Nigerian Roads The FG and the  Council for the Regulation of Engineering in Nigeria (COREN) have both met to discuss the way forward to develop Nigerian roads, the Minister of Works, H.E Sen. (Engr.) David Nweze Umahi CON  represented the Ministry and presided over the meeting while the President and Chairman of Council for the Regulation of Engineering in Nigeria (COREN) Engr. Prof Sadiq Zubair Abubakar, FNSE led the engineering team to   the meeting, the deliberation  was held at the Ministry of Works Headquarter in Mabushi, Abuja.   The Minister in his remarks said “I want to involve COREN and the Nigerian Society of Engineers (NSE) in our road construction. l have gone round three regions of Nigeria, I am very dissatisfied with the supervision of these construction works. It seems that it is only in the South West that there are very capable hands and hardworking Directors and controllers, notwithstanding, will put the same template to use in all the regions”.   “We would like you to join us as COREN, there is no concrete road constructed in Ebonyi that has not lasted Seven years, our recommendation is that most of our highways are  going to be a continuous reinforced highways, this is the vision of the Ministry” he added.   Umahi further said “when growing up in engineering we use to have consultant, consultant would always know that if they compromised their certificate of practice will be withdrawn even at the ministry level, that is the kind of discipline we want to bring on our road infrastructure, there is no supervision in all our projects, like I said other than the South West. Henceforth every project is going to have one senior consultant later we can begin to have other junior ones, like surveyor, geotechnical and material engineers and other road engineers“.   He enjoined COREN to join him in the propagation for the reintroduction of Concrete pavement in Nigeria. The Minister said that no road that was built in this country had lasted more than three to four years even in the Northern part of Nigeria, he said that the roads in the South East are collapsing even while still under construction. The design in the roads are mostly built below the flood plain and the rains comes, and they are washed away, in his words, the Minister said he counted 9 locations that have collapsed.   The President of COREN in his reaction said “having listened  to you carefully COREN  and NSE  will key into these new positions that you have mentioned, the lack of supervision  you talked about, will be addressed, and we  believe that needs to change totally, we will be able to give our own contribution in that respect”.   He said “COREN   has been restructured, we now have, six Regional offices, with Lagos as a special Region, and then the  thirty six state offices with desk offices with seven departments, these  will play key roles in this supervision, we have developed  a protocol  to engage our members. l believe we are going to play a positive role when we develop modalities on how this will be worked out“.   “ln the aspect of seven professionals per project we are going to look at that and also contribute, the introduction of reinforced concrete, there is a ministerial committee with this ministry which have been working on the specification. l am the chairman of that committee with senior expert along with the Managing Director/Chief Executive Officer of FERMA and others in the next one month we will make the submission and  interim report to you, that should be the first point of engagement which  will expand the horizon for us to this new agenda of concrete road pavement” he said. ...

FG’S Interventions In Tertiary Institutions Critical contribution To Education Sector – Fashola

The Minister of Works and Housing, Mr. Babatunde Fashola SAN, Tuesday in Kano handed over four rehabilitated/reconstructed internal roads in Bayero University Kano to the authorities of the institution describing Federal Government’s interventions as critical contributions to support Education in the country.

Fashola, who was represented at the event by the Federal Controller of Works Kano State, Engr. Idi Saje said, “The gap of our infrastructure needs is steadily being bridged by a gradual process of repairs, renewal and construction on major highways and it has reached the schools.”

The Minister, who was later given an Award by the University Community for the intervention, declared “To date , 18 (Eighteen ) out of the 43 ( Forty three) interventions have been completed and today we hand over this one in Bayero University Kano, Kano State as a critical contribution to support education.”

While presenting the Award to the Minister on behalf of the University Community,  the Vice Chancellor of the University, Prof. Muhammad Yahuza Bello, expressed their joy, saying that the road intervention would make their lives around the school bearable, resulting in spending less on transportation, reduction in airborne diseases and stress of moving around. He added that it would also enhance regular attendance of classes, less discomfort on the roads while fatalities would be reduced completely.

The Vice Chancellor, who said it was a great pleasure to receive the roads on behalf of the University, added that the roads were properly constructed with drainages. He declared, “It was an excellent job done by the Federal Ministry of Works and Housing and we assure the Honourable Minister that the roads will be well used and maintained”.

Speaking earlier, the Director Physical Planning Unit of Bayero University Kano, Q.S Muhammad Gazzali, who represented the institution in supervising the project attested to the high quality of the roads, adding that they would stand the test of time.

The representative of the contractors that handled the projects, a staff of Views Tours Nigeria Ltd, Engr. Abideen Abdulazeez thanked the Honourable Minister for adequate funding of the project.

A Professor of Pharmacy in Bayero University Kano, Prof. Chedi Bashir, described the intervention as “a welcome development that the roads are now motorable and enhancing easy movement of both staff and students”.

A Sociology student from the Social Science Faculty of Bayero University, Omah Mbah expressed her joy over the rehabilitated roads. She said the roads are beautiful, motorable and neat. She added, “ My friends and I have been taking pictures on the new roads." She commended the Minister and the Federal Government for the wonderful road projects.

Remarks By Babatunde Raji Fashola, SAN At The 22nd Monthly Power Sector Operators Meeting, Lokoja, Kogi State On Monday, 11th Of December 2017

I welcome you warmly to this monthly meeting holding in Kogi state; which incidentally is our last meeting for the 2017 calendar year.

Therefore, it provides us an opportunity to reflect, not only on what has happened last month but also to assess how far we have progress through the whole year with our road map of incremental, stable and utilmately uninterrupted power.

Please recall that in January 2017, up till March 2017, power production was significantly low, largely as a result of the lack of gas and the disruptions in the Niger Delta.

By collective action of Government and all of you, many of these challenges have either been fully overcome or brought under control and management.

Government has responded with policies and actions like the N701 Billion payment assurance guarantee which has brought confidence to the production side of the power business and resulted in increased power production taking us to an all-time high of over 7,000 MW of power availability.

Government action in Transmission service expansion through TCN, and your feedback about service points where you require service from TCN, has helped to increase Transmission capacity which took us to over 4,000MW grid available power, that was relatively steady.

In the course of the year, slowly but steadily, the incidents of total and partial grid collapses have began to reduce.

Last month, at our meeting in Asaba, we resolved to maintain the progress even though the rains had gone.

I am happy to report that in the last month, reports and feedback confirm that we have surpassed not only our peak of grid supply during the rains, we have surpassed Nigeria’s highest ever peak grid supply.

As at Tuesday 5th of December 2017, the peak supply reached 5,019 MW, which was below the 5,074 MW we achieved in January 2016.

However, on Friday 8th December, 2017, grid supplied power peaked at an all-time high of 5,155 MW, over the January 2016 figure of 5,074 MW.

It is a major milestone in our journey of incremental power and if we keep our feet on the ground and we remain focused and unexcited, we will improve on it, and hopefully get to the second leg of our journey which is steady power.

No one person can claim individual credit for this progress. It is the product of teamwork starting from the leadership provided by President Buhari, many people in Government and in your companies who the public will never see, but all of whom I salute for their service; and of course the hard work by all of you.

While I value the work that you have done, I will implore you to remember that Nigerians expect more and there is still a lot of hard work ahead.

The fact that we can produce over 7,000 MW and can now only put over 5,000 MW on the grid means that we have 2,000 MW of unused power left in a country where many still require power.

This is a new problem that we must resolve.

We must get that 2,000 MW out to the people who need it, because more power is coming in 2018 from places like Azura (450 MW); Katsina wind (10 MW); Gbarain (115 MW); Kashimbilla (40 MW); Afam III (240 MW); Gurara (30 MW); Dadin Kowa (29 MW); and Kaduna (215 MW) to mention a few.

All of these do not include mini-grids and solar systems that are in various stages of development.

This may appear to be a lot of work. Yes, that is one way to see it.

But I see it as a momentous opportunity and privilege to be part of a revolution that will change the course of Nigeria irreversibly for the better.

If you see it this way, you will brace yourself for the exciting journey that lies ahead to solve the problem of lack of meters, estimated billing, and other service related issues.

You will be in a position to  put a smile on the faces of Nigerians who trust in our ability as a Government and a team to deliver on their power expectations.

This part of the journey requires us to think about what we can do individually and collectively about how to make it better.

It requires us to jettison our fixed positions and prejudices, it requires us to offer solutions not disagreements and to demonstrate a willingness to try out new things.

Therefore, as we set out on this new phase of our exciting journey permit to address some of the things we must do quickly from now into the new year of 2018 and beyond.

On Thursday, 7 December 2017, I was listening to a radio program where a small business operator was discussing her fish business and the problems she was encountering.

She was one of the many people whose lives President Buhari is committed to changing for the better.

As you would expect, she complained about power supply but she did not say where she was or where her business is located.

This happening at a time when, as I have announced, that we are now able to produce up to 7,000 MW of power and able to transport a similar capacity.

It happened 48 hours after we successfully reached the peak supply of 5,019 MW put on the grid and distributed on 5th December 2017 and before the peak of 5,155MW.

It happened while the mini grid summit, the largest ever attended in Africa, with 600 participants from about 40 countries holding in Abuja, was coming to its closing stages to decide how to deploy mini grid electric supply to those unserved and under-served places and small businesses in Nigeria.

It showed clearly that there is a gulf between the location of the need and the location of supply.

If we can produce 7,000 MW but we can only distribute about 5,000 MW, the problem has changed from lack of power to locating where the need is and designing a solution that takes the balance of 2,000 MW to those who need it, who can use it and who  can pay for it.

We must act to build the bridge that connects this gulf of supply and demand.

That bridge is a bridge of data and information about finding the location of the businesses and industries that need power and getting the 2,000 MW that is waiting for deployment to them.

The conversation clearly must change from there is no power, to what needs to be done to connect to the 2,000 MW that is available, and the additional power, which will come into production in 2018.

I have taken the first steps towards collecting the data.

I called the DG of the Lagos Chamber of Commerce and the President of Manufacturers Organisation on the need to meet with them to do some of the following:

Identify the location of their members who need power and do not have it;

Determine the quality and power rating of their equipment as the basis for an energy audit that tells us what each business or manufacturer needs and what the estate or industrial cluster will need;
Identify the closest connection point to the company from  they can be connected to part of that unused 2000 MW power.

D. Determine the cost of the upgrade and equipment and how it can be financed on a win-win basis between the Genco - Disco and the factory or cluster.

This is the action that my team and I are convinced is necessary to connect supply with demand.

We want to supply power, but everybody must help us by letting us know where they are, especially the big consumers.

This is what the eligible customer seeks to do.

We should stop resisting it and instead embrace it to see what it offers in terms of problem solving.

Policy initiatives such as this take time to settle and they do not come without challenges.

But we cannot understand the challenges, talk less of overcoming them without first trying.

I expect that very early in the New Year, we will be able to achieve a collaboration with Manufacturers Association of Nigeria and other Chambers of Commerce and Industry to jointly take this momentous step.
