


REVVING UP PROGRESS: HISTORIC FLAG-OFF OF LAGOS–CALABAR COASTAL HIGHWAY IN CROSS RIVER STATE The Honourable Minister of Works, His Excellency, Senator David Umahi Nweze, CON, FNSE, FNATE, on behalf of the Federal Government has officially launched Sections 3A & 3B of the Lagos–Calabar Coastal Highway in Cross River State on Monday, April 14th, 2025. The event which was held in Calabar, marks the beginning of a monumental infrastructure project aimed at connecting eight coastal states across Nigeria. In his speech, the Honourable Minister highlighted the project's groundbreaking nature, describing the Lagos–Calabar Coastal Highway as not just another road but a symbol of progress for Nigeria. Engr. Dr. Umahi reaffirmed the federal government’s commitment to completing the highway on schedule, with the project set to boost trade, tourism, and economic growth in the affected regions. He also reiterated President Bola Ahmed Tinubu's dedication to fulfilling his promises on infrastructure development. Senator Umahi praised Hitech Construction Ltd. for their outstanding work and for their partnership in delivering this significant project that will benefit not only Calabar but the entire nation. Governor Prince Bassey Otu, representing President Bola Tinubu, GCFR, spoke passionately about the historical importance of the project. He expressed deep gratitude to the federal government for initiating such a transformative project in an area long deprived of modern infrastructure. Governor Otu emphasized that the completion of the road would improve connectivity and open up significant economic opportunities for Cross River State, fostering long-term growth and development. Bello M. Goronyo, Esq. Honourable Minister of State for Works, who was also in attendance, spoke about the fulfillment of promises made during President Tinubu’s campaign, noting the critical infrastructure needs of underserved regions. He expressed gratitude for the continued support from local communities and emphasized the collaborative efforts between the federal and state governments in achieving national progress. Mr. Danny Aboud of Hitech Construction Ltd., the project contractor, assured attendees of the company’s commitment to delivering a high-quality road. He discussed the use of innovative concrete pavement technology that will ensure the durability and longevity of the highway. Aboud also emphasized the significance of engaging local Labour and businesses, contributing to regional socio-economic development and job creation. In his goodwill message, Engr. Pius Edet Ankpo, Commissioner for Works and Infrastructure in Cross River State, expressed sincere gratitude to the Federal Government for initiating the project. He praised President Bola Tinubu’s visionary leadership and acknowledged the historic nature of constructing a road through forested terrain. Ankpo also advocated for the reinitiation of other key federal road projects in the state, such as the Ikom–Odukpani Junction and Calabar–Itu road, which have faced delays. He urged the Federal Government to prioritize these projects to ensure ongoing development in Cross River State. Mr. Asuquo Ukpanyang, the Youth Liaison Officer for the state, conveyed the excitement and anticipation of local communities regarding the project. He emphasized that it would not only create jobs but also drive economic participation, improving residents' standards of living. Ukpanyang stressed the importance of involving local populations to ensure the project’s success. Prominent figures such as Prof. Eyo Etim Nyong, an Elder Statesman, and Senator Eteng Williams, representing Cross River Central, also delivered powerful goodwill messages. Both leaders expressed profound gratitude to the Federal Government and shared how the hopes of Cross Riverians are being renewed through this project. They pledged strong support for the initiative, recognizing its transformative potential for the region. Prof. Nyong commended the Federal Government’s commitment to lasting development in the South-South, while Senator Williams highlighted the project’s role in unlocking new trade and economic opportunities for Cross River State and neighboring regions. Additional goodwill messages were delivered by Former Senator Ita Giwa and Hon. Gift Johnbull, SSA to the President on Committee Engagement. Senator Giwa praised the federal government for spearheading the Lagos–Calabar Coastal Highway, noting its potential to create new economic opportunities. Hon. Johnbull echoed these sentiments, emphasizing the broader importance of the project in line with President Tinubu’s ongoing commitment to nationwide infrastructure development. Engr. Olufunsho Adebiyi, Permanent Secretary of the Ministry of Works, also addressed the audience. The launch of Sections 3A & 3B of the Lagos–Calabar Coastal Highway signals a transformative infrastructure project that will greatly enhance the lives of Nigerians, particularly in the South-South region. Works Minister Visits Zamfara Governor, Says Dualisation of Zaria - Gusau - Sokoto Highway on Course …..Umahi says no variation on 30% mobilization advanced to contractors “Mr. President has not stopped the dualization of Zaria - Gusau - Sokoto highway rather, the projects will be completed, and the design would even be improved upon.” “There were rumors that Mr. President has stopped this project and even the NNPCL tax credit; that is not the truth at all. In fact, he has given more life to the tax credit of NNPCL.” Adding “though the NNPCL projects are not funded by NNPC 100 percent. We still have a funding gap of over N2.7 trillion to get them completed”. The Honourable Minister of Works, Sen. Engr. Nweze David Umahi, CON, made the disclosure today at Government House Gusau when he paid a courtesy call on the Governor of Zamfara State, Dauda Lawal. Affirming the position of the Federal Government, he said “Mr. President has approved that we should take the funding gap to the National Assembly for approval. So, it's not just committed to the commitment of NNPC, but it's committed to the entire completion of the projects. Continuing, he said “he is the one that has asked us to visit this project, just like other ones, they are very important and key to Mr. President. Commending the contractor handling the Sokoto - Gusau road, Sen. Umahi said “we have not seen everything they are doing, but the little we've seen is excellent. in fact, that project, the neatness and quality looks excellent”. Explaining the delay in the progress of work, Sen. Umahi disclosed that “my directive was what slowed down the job. But I have redirected having come and examined the projects.”, he reassured his audience.” On the issue of payment of compensation to those affected by the dualization of the roads, the Honourable Minister called on the relevant State Government to follow the commitment of Sokoto State which has agreed to settle all payments regarding compensation to the people concerned. Meanwhile, the Honourable Minister, while speaking to some journalists along the Gusau - Funtua Road, after inspecting the ongoing work by Setraco, warned contractors that there would be no variation on 30% mobilisation advanced to them. According to him “the contractors must know that I will never pay variation on mobilized funds or works that are delayed.” “Because if we do not obey the timetable, inflection and time will catch up with us.” Stressing “it’s the Federal Government that is losing. That's why if we have little money to complete the project and we prolong it, then the Federal Government is unable to further source for funds”, he reasoned. During his remarks, the Governor of Zamfara State, praised the vision of President Bola Tinubu for the road sector, noting the commitment of the Honourable Minister has truly helped to realize Mr. President’s goals. He expressed his joy about the news that the construction of the Zaria - Gusau - Sokoto was still on course. He therefore pledged the support of his administration to the Federal Government, while requesting Sen. Umahi to look into the rehabilitation of Gusau-Dansadau road. Sen. Inspection of Ongoing Federal Roads Rehabilitation in Northwest Zone: We Know Concrete Road Technology Will Be A Huge Success, Says Works Minister …..BUA Cement restates commitment to reduction in price We know that concrete road technology is going to be a huge success for the benefit of our people, says the Honourable Minister of Works, Sen. Engr. Nweze David Umahi, CON. According to him, we are sure that utilizing concrete road technology is the right decision and so we have not made any mistakes insisting that concrete road technology should take its root, especially in some of these key projects.” The Honourable Minister disclosed this today in Sokoto while fielding questions from journalists after the inspection BUA Cement facility which is part of his inspection of ongoing rehabilitation of highways in Sokoto State. Speaking on his visit to the State, Sen. Umahi disclosed that “first, I'm here to inspect as you know, a very ambitious road project being embarked upon by His Excellency, the President of the Republic of Nigeria, Senator Tinubu Ahmed. He added that the Federal Government was “constructing 372 kilometers of roads, multiplied by two, which means its dualization. One road is an existing one, which we are doing complete rebuilding, and then a brand-new road, again, of 372; a total of 744 km roads. The Honourable Minister revealed that “Mr. President wants this road very fast, but wasn't too sure if we can get the volume of cement to use. So, we are constructing the first 372 kilometers running from Kaduna, Zaria, Zamfara, to Sokoto, with asphalt as the carriageway, and then the shoulders will be concrete”. Adding that “but the entire new lane, carriageway, will be constructed with concrete.” Stressing the agenda of President Tinubu for the road sector, Sen. Umahi reiterated that “I know very well that Mr. President's still desires that the public should get something much better. And he's giving all the support, so we still expect that you will fulfill the promise you made to Mr. President as we're going back to the status quo so that the public can benefit. “The very massive housing project Mr. President has embarked upon will definitely see the light of the day. And also, the massive road construction Mr. President has embarked upon will also benefit from this initiative.” Commenting on his impression of facility tour of BUA Cement, Sen Umahi said “So we have gone there, we have seen, and it's quite amazing, the complexity of the cement factory of BUA in Sokoto.” “We saw very organized industrial setup, no single dust. There was no need to use a nose mask. There was no loitering of workers, everything being in automation.” While speaking to journalists about the cooperation of BUA Group with the Federal Government on the reduction of price of cement, the Group Executive Director, BUA Cement, Alhaji Kabir Rabiu while thanking the Minister, told them his company stands by their commitment made to the Federal Government two weeks ago. He said further that “then we gave a commitment, not only on the pricing, but also on additional capacity to go to the market, reassuring that with 165 additional trucks on a daily basis from our Sokoto cement allotment, we're putting almost 400 trucks by day of cement into the market.” “We believe this additional capacity is going to have a serious positive effect on the supply and demand issue in the country, he emphasized. He reaffirmed that “we also gave in our commitment that we don't believe cement should sell more than 7,000 Naira anywhere in Nigeria. He thus promised that “we will continue to do our best to support this administration, to support Mr. President's agenda in ensuring that Nigerian economy is back on its feet and is doing so much better than it is doing at the moment.” On his part, the Senate Chairman of Committee on Housing, Senator Aminu Tambuwal noted that cement product is very critical and a major component towards delivery of housing projects by the Federal Government by state governments and even by the private sector in our country. The inspection visits by the Honourable Minister to Sokoto and Zamfara States will see him inspect four projects across four States; which includes Katsina and Kaduna States. ...
How Sen. Umahi's Extra-Ordinary Project Supervision Power and Zero Tolerance for Waste Resonate in the Delivery of a Quality and Enduring Road Infrastructure Nationwide …..Last Inspection Visit to Enugu and Abia and Port Harcourt in Focus 1. As the appointment of an ingenious civil engineer, accomplished captain of industry and seasoned public administrator of many years standing as Works Minister by the President of the Federal Republic of Nigeria, His Excellency President Asiwaju Bola Ahmed Tinubu, GCFR continues to receive commendation from Nigerians, the Hon. Minister of Works, H.E. Sen. Engr. Nweze David Umahi CON has continued to justify the confidence reposed on him. 2. This is evident in the innovations he introduced in road construction, maintenance, and management as well as concrete technology; his initiatives on project scoping and design, extra-ordinary contract negotiation powers, and precision; his new policy on having a COREN registered Engineers on project sites, working with the State Government's Works department for joint evaluation of projects awarded by Federal Government within the boundaries of their States and a thorough inspection of all projects embarked upon by the Federal Ministry of Works. The Hon. Minister of Works is a man who matches words with action. Since he came on board, he has continued to make it a point of duty to inspect ongoing projects, and the people are already seeing the difference, and this underscores the fact that Mr. President means business. The last project inspection visit of the Honourable Minister of Works was to road projects in Rivers, Abia, and Enugu States, which he inspected between 16th and 18th February 2024. 3. In the last inspection visit, the first port of call of the Honourable Minister was the dualization of East- West Road Section 11(Sub- Section 11) Ahoada- Kaiama (Rivers/ Bayelsa States) handled by Rock Result on three flood prone locations. The Honourable Minister, who arrived at the project site at about 6pm, commended the company for complying with specifications. He said, "........" This was also the impression expressed by the Senate Deputy Whip and member Senate Committee on Public Accounts, Distinguished Sen. Barr. Onyekachi Peter Nwaebonyi. "......" 4. The Honourable Minister continued his inspection visit the following day to see the ongoing upgrading of the section of the East- West Road section 111, from Eleme junction to Onne junction in Rivers State, handled by Reynolds Construction Company Nigeria Ltd where he commended the improvements made by the company on the work specification. He tasked them with having a milestone performance before the rainy reason. "The Hon. Minister also made a stop over at Koroma Tai Local Government Area of Rivers State to solidarize with the Senate Committee Chairman on Works, Distinguished Senator Mpigi Barinada, PhD on his thanksgiving service in celebration of his successful election into the Senate. The programme which had in attendance who is who in the 10th National Assembly to have a feedback on the excitement of the people of the area on the quality of job done in the ongoing project in the area. 5. On the 18th day of February 2024, the Hon. Minister of Works covered five project locations along the Enugu- Port Harcourt Highway. He first visited the rehabilitation work at Enugu- Port Harcourt dual carriageway section 4(Aba- PH) handled by China Civil Engineering Construction Corporation (CCECC). At the project location, the Hon. Minister frowned at the slow pace of work and the inability of the company to mobilize effectively to the site. He therefore directed the Ag. Controller of Works Rivers State to follow due process and issue 14 days Termination Notice within which if the company fails to mobilize, due process would be followed to terminate the contract. The Hon. Minister proceeded to the Aba axis of the expressway where he stopped over to inspect the Rehabilitation and Reconstruction of Enugu- Port Harcourt dual carriageway section 2, Umuahia Tower- Aba Aba Township Rail/ Road Crossing in Abia State. The Hon. Minister commended the speed and quality of job done and urged them to keep it up. ""....." This was followed by his inspection of the Rehabilitation of Enugu- Port Harcourt Expressway Section 3, Enugu- Lokpanta handled by CGC. The Hon. Minister also appreciate the progress of work "........" He ended the inspection with a visit to the rehabilitation work at the collapsed bridge site at the New Artisan Bridge near NNPC mega fillings station Enugu Capital City, Enugu State and the construction of 23 Span flyover Bridge project at Eke-Obinagu Junction (NNPC Depot), Along Enugu Abakaliki Road, Enugu State to decongest movement of gridlock in southeast. Meanwhile, the CCECC has been issued with the notice to fully mobilize to the site by the Controller of Works, Rivers. It is expected that by the time the Honourable Minister comes back in the nearest time, the company would have substantial work. Road infrastructure development across the nation is having commendable improvement. Nigeria will soon see that Mr. President means business with Nigeria's prosperity. ...
Varsity Lauds Fashola Over 2.0 km Internal Road Intervention
• Minister of Works and Housing, Babatunde Raji Fashola has been commended for the 2.0 kilimeters road Intervention project done in the Usmanu Danfodio University, Sokoto (UDUS)
Vice Chancellor of the University, Prof. Lawal Sulaiman Bilbis gave the commendation during the official handover of the completed road to the University, Wednesday, March 9, 2022.
The Minister, represented by the Federal Controller of Works in Sokoto State, Engr Akintunde Akintade, said that the Ministry is working on 76 road projects in selected Federal Tertiary Institutions across the nation.
"We have successfully intervened in the internal road networks of 46 tertiary institutions and handed over 29 as at 2021 and we now have another 17 ready to be handed over, while we are currently attending to 30 roads in similar institutions across the country making a total of 76," he said
Fashola explained that there were clear indications that responses from institutions who benefited with the intervention revealed that the gap of the infrastructure needs is steadily being bridged by a gradual process of repairs and construction on the major highways and schools.
Accordingly, he added that the construction of the internal roads in the tertiary institutions by the Federal Government has enormously helped the students' renewed enthusiasm to attend classes because bad roads across the tertiary institutions have been restored to good condition.
Similarly, the Minister explained the project has created jobs for no less than ninety (90) people during the execution which contributed tremendously to the job creation initiatives of Buhari’s administration.
In his response the Vice Chancellor of UDUS, Prof. Lawal Sulaiman Bilbis, who was represented by the Deputy Vice Chancellor (Academic), Prof. Garba Mahuta applauded the Minister His Excellency Babatunde Fashola for the intervention, describing it as a giant stride in the course of humanity
Prof Bilbis stated that the rehabilitation of the road commenced last year and was completed 100 percent by the Federal Ministry of Works and Housing under the able leadership of Minister Fashola
The President of the Students Union Government (SUG), Umar Shamsudeen, said he was so delighted with the road project and under his tenure the project would be protected and maintained, adding that the road would enhance the environment and improve teaching and learning.
While speaking, the Sector Commandant of 10.1 of Federal Road Safety Commission (FRSC), Sokoto State, Muhammad Kabo, appreciated the effort of the Federal Government in putting the road in good condition and appealed to the road users to always observe road signage and speed limit.

It is a very exciting homecoming for me to return to Bauchi State, named after the ancient and historic Emirate of Bauchi, the home of the Yankari Game Reserve, a great gift of nature to Nigeria.
But Bauchi is not just home to Yankari, it is home to some very great and inimitable patriots who have served our country.
Perhaps Bauchi’s most famous son is Abubakar Tafewa Balewa, but Bauchi also gave Nigeria the Katagums, the Giades, the Toros, the Ahmeds, the Yugudas and so many other illustrious sons and daughters who have dedicated their lives to the service of our nation.
Of course we could not have this event here today without the support and commitment of another Bauchi son, who has followed the path of his illustrious predecessors in public service.
I speak of none other than our chief host HE Sen. Bala Abdulkadir Mohammed, former Minister of the Federal Capital and now Governor of Bauchi State.
Your Excellency, I bring to you and the people of Bauchi the goodwill of the Federal Government and the best wishes of President Muhammadu Buhari and thank you for accepting to host this National Council.
Distinguished Ladies and Gentlemen, the theme chosen for this year‘s council is “Infrastructure delivery, The Maintenance Economy and National Prosperity” and I hope it would help all of us focus on, not just the importance of the investment in infrastructure, but more importantly on the maintenance of infrastructure, the economy around maintenance and sustainable and long lasting jobs that are created through maintenance.
Since the implementation of the Marshall plan in 1948, after the Second World War, it has become clear to any serious minded economist or politician that infrastructure provision is critical to development, growth, wealth creation, employment and prosperity.
I have said and I will repeat it here, that infrastructure investment is the most legitimate way to distribute wealth in any economy.
This is why it is not surprising that during campaigns for elections and after elections, you will find discussions not only centering around roads, bridges, rails, schools, hospitals, water supply and power supply to be provided, you will also find that in the inauguration speech of every President, Prime Minister, Governor and other elected public officers, time is dedicated to addressing the provision of infrastructure.
I am sure our host will recall that he made similar commitments in his inauguration speech on May 29, 2019:
“…at the core of this mandate is the crucial drive to give Bauchi State citizens a better prospect and greater opportunity for a prosperous life. Reducing poverty and empowering our citizens in the areas of Agriculture, Education, urban and rural infrastructure among others.”
The reason for this is not far-fetched. The nations that are richer than us have more infrastructure than us and in order to bridge this gap we have to invest; because no nation or community can grow bigger than the stock of infrastructure.
Infrastructure also helps to make people efficient, it creates competition and leads to productivity. Currently the Federal Government is executing 895 contracts in 795 projects spanning over 13,000 km of roads and bridges nationwide.
Across all of these, engineers, geologists, surveyors, lawyers, bankers, suppliers, artisans and laborers are involved in an ecosystem of enterprise from which they earn a daily, weekly or other periodic income.
But that is only part of the story, the employment. The other parts include improved asset value, because everywhere a new road or bridge is built, the land value appreciates by up to 30% creating enormous capital gain.
On the completed sections of the roads, journeys that used to take days now take only a few hours, journeys that took hours are now reduced to minutes; and if it is true that time is money, clearly reduced journey times currently being delivered across Nigerian roads is money either through savings on journeys and fuel cost, or utilization of time saved for other productive activities, not to mention the Health benefits attributable to shorter travel time and reduced stress.
So when President Buhari committed on June 12, 2019 to taking 100 million people out of poverty in 10 years, his vision was not a Federal Government vision but a national one, which has started with the work being undertaken in all states and FCT and to which the Federal Government is contributing through infrastructure.
In the pursuit of this National vision, I urge all of us to embrace the more wholistic view and definition of poverty as not only the number of jobs, or amount of cash, but also well-being, efficiency and the lack of access.
For example if a one-hour journey takes six hours even in the best car, or land value is stagnant because it lacks an access road, the reversal of these situations by improved journey time or provision of access roads are steps towards prosperity.
Similarly, all those employed in the process of building the roads, surveyors, contractors, engineers, bankers, artisans, suppliers and lawyers have certainly been impacted on the income side.
Regrettably we cannot build forever and so when the infrastructure project is completed, most of those employed in the building must leave the site to look for new opportunities.
This is the heart of the matter and this is the message that the theme of this council seeks to focus on. What should we do in addition to building infrastructure, in order to keep the jobs on.
The answer, Ladies and Gentlemen is simple. We must maintain the infrastructure we built.
This is important for many reasons, the first of which is that we preserve the life of the infrastructure and get the best value for the money we spent on it.
The second reason is that a maintenance economy is a critical contributor and driver of GDP in many economies around the world.
You will notice that I have spoken about a “maintenance economy” not a “maintenance culture.” This is because maintenance is not a cultural thing, it is an existential matter of survival, bread and butter and income.
Available data shows that in the “built industry” only about 30% of the manpower is employable by design and construction which lasts until the project is completed; while the remaining 70% are employed in the process of “operation” and “maintenance” of the infrastructure.
These are the reasons why the development of a maintenance economy must commend itself to all of us here and why we must all return home not only to think about it, but to do something about it.
The question is what needs to be done? My answer is that we must develop policies to stimulate the economy of maintenance.
All that we need to do is take a look at the state of existing infrastructure, and we are likely to see bridges with damaged expansion joints and bearings, buildings with broken windows and leaking pipes, doors that do not lock properly, toilets that do not work well and so much more.
If we reflect on what we see, we will realize that these are jobs for plumbers, carpenters, printers, foundry workers and many more skilled and unskilled people in our country and it is our responsibility to connect these people to the opportunities that infrastructure in disrepair represents for sustainable employment.
The Federal Government has already initiated such a policy in 2019, and we are now at implementation stage.
This has seen the Head of the Federal Civil Service approve the creation of the Department for Federal Public Asset Maintenance.
The next step is for each Ministry Department and Agency (MDA) of government to set up their own units for maintenance, undertake a condition assessment of their infrastructure, develop a maintenance plan, and implement the procurement for annual periodic and scheduled maintenance.
You might want to ask what this will do? My answer is that it will immediately begin to create jobs.
From the first stage of condition assessment, people are employed to inspect, assess, measure, document, photograph and do many things in the process of ascertaining what the infrastructure needs.
In 9 (nine) facilities that we assessed the conditions of fittings such as fans, air conditioners, light fittings, toilets and wash hand basin, we found that out of 41,800 installations 12,459 representing 29.8% were not functioning. These are people’s jobs to repair, supply, replace and install as the case may be.
The development of the maintenance plan and the procurement plan leading to invitation to tender and award of maintenance contracts for rehabilitation and facility management is a sure pathway to job creation.
Currently we are undertaking maintenance works on 41 (Forty-One) bridges that has employed 1,157 people directly and created 3,309 indirect jobs and we have facility management contracts for 25 federal secretariats across Nigeria after we completed renovation works. Each facility manager employs at least 40 people.
This is only a tip of the iceberg because the supply side that supports maintenance involves the purchase and supply of paint, bleach, rakes, brooms and other tools which create employment for small and medium size enterprises which is another activity of economic empowerment.
When we started the office of Facility Management in Lagos State, I recall one day when we awarded contracts for the facility management of 600 schools. This was employment not only for 600 small contractors but also for the people that were employed to do the job.
Ladies and Gentlemen, when we see functional and efficient public assets in other parts of the world there is no secret to it. It is evidence of a maintenance economy led by government.
