FEDERAL GOVERNMENT STRENGTHENS PARTNERSHIP WITH ISLAMIC DEVELOPMENT BANK TO ACCELERATE ROAD INFRASTRUCTURE DEVELOPMENT

The Honourable Minister of Works, Engr. David Nweze Umahi, CON, FNSE, FNATE, has reiterated the Federal Government's commitment to strengthening partnerships with international development institutions to fast-track the completion of major road and bridge projects across the country.

Engr. Umahi said this on the 22nd  October 2025, when he received a delegation from the Islamic Development Bank (IsDB) Regional Hub (RH) in Nigeria, led by its Team Leader, Operations, Mr. Ibrahim Chalive, during a courtesy visit to his office in Abuja.

The discussions held, centred on deepening the collaboration between the Federal Ministries of Works,  Finance, and the IsDB, to fund and implement key components of the Four (4) Renewed Hope Legacy Road Projects under the administration of His Excellency, President Bola Ahmed Tinubu, GCFR.

The Honourable Minister also emphasised that infrastructure remains a major driver of economic growth, noting that the Ministry is committed to transparent, innovative, and cost-effective project delivery. He reaffirmed that President Tinubu’s Renewed Hope Agenda accords high priority to road development as a catalyst for economic emancipation, job creation, and improved mobility of goods and people nationwide.

He also expressed a profound gratitude and appreciation to the Honourable Members of the National Assembly for their support towards infrastructure development, particularly in facilitating funding interventions that align with the Renewed Hope Legacy Projects.

Umahi further commended the Islamic Development Bank for its sustained interest and partnership in Nigeria’s infrastructure sector, describing the visit as a constructive step toward consolidating gains already achieved and expanding the scope of cooperation.

In his remarks, Mr.  Chalive conveyed the Bank’s satisfaction with the Ministry’s ongoing reforms in engineering design, quality assurance, and project management. He assured that the Bank remains committed to providing both financial and technical support to strengthen Nigeria’s infrastructure base.

After their discussions, both parties agreed to establish a joint technical team to identify priority areas and develop a framework for collaboration that ensures accountability, transparency, and timely project delivery.

This reinforced collaboration marks another milestone in the Federal Government’s drive to modernise Nigeria’s road network and advance the vision of sustainable national development.

In attendance at the meeting was the Special Assistant to the President (S.A.-P.), Stakeholders Engagement, South East, Barr. Chioma Nweze.

Ondo State Hails the Appointment of Minister of Works. .....Ooni Of Ife, Senator Iyiola Omisore Discuss Osun Roads with Umahi The Honourable Minister of Works Engr David Nweze Umahi has explained the reasons of his working visit to the South West and other regions of the country, he said “I have been in Lagos and South West since Monday to evaluate the ongoing projects especially bridges that are so important to Lagos economy, the issue of concrete technology on our roads and review of road contracts, that is why we are going around to see how we can redesign our roads with concrete pavement”.   He made these remarks while meeting with the Deputy Governor of Ondo State Mr. Lucky Orimisan Aiyedatiwa who received him on behalf of the state. The Minister during his visit also explained how Ondo State can partner with the Federal Government through the Highway Development Initiative (HDMI) in building Federal Government roads in Ondo State.   The Minister said ‘Most Federal roads are connecting one state to the other and when such is cut off the economic viability of such states are in trouble, that is why I am presenting to the Economic Council to allow us to access funds to conclude some of these roads and if we don’t conclude them, it will impact negatively on these states economy.” The Deputy Governor who spoke on behalf of  Ondo State Governor, Oluwarotimi Odunayo Akeredolu CON SAN during the meeting in the  Governor's office  said “Your appointment has not come to us as a surprise, congratulations on your nomination, clearance and inauguration by Mr. President  it is a well-deserved appointment , because as a former Governor your antecedent made you the first among the rest  and your experience in the terrain of infrastructural development and governance is in no small measure”.   The Deputy Governor said "the zeal at which you have commenced official engagement with your visit to the South West zone has given us excitement that better days are here for real”.   He said the “APC administration in this state has taken a giant stride in infrastructural development by building quality roads in all the Sectorial district of the state”.   Earlier, the Minister after his tour of the dualization of lbadan road (Mayfair Junction)- Lagere-Iremo –Enuwa- Ilesha Bye-Pass in Osun State paid a courtesy visit on the Ooni of Ife Oba Adeyeye Enitan Ogunwusi, (Ọjájá II) CFR with Senator Iyiola Ajani Omisore at the Ooni palace where the Minister explained to them the advantages of building roads with concrete in Osun State. ...

Highway Inspection: Umahi Meets with Ogun and Oyo State Governors .....Lagos – Abuja to take four hours journey through supersonic highways –Works Minister .....You have demonstrated capacity and experience for promising immediate approval for state governments to fix Federal roads – Ogun State Governor to Umahi .....Oyo – Iseyin road to be commissioned in September – Makinde Minister of Works Engr David Nweze Umahi CON, confirmed  “Let me announce to you that Lagos proposed 4th Mainland Bridge Supersonic Highway will take four hours to drive from Lagos to Abuja , he said  "we had a presentation on it  yesterday with the consultant , and  it's going to be on Public Private Partnership (PPP)  , driving from Lagos to Abuja will take 4hrs , we are concluding on it within one or two months  and work will start’" he made this remarks  during his meeting with the Ogun State Governor, Princ  Dapo  Abiodun  in his Office in Abeokuta , the Ogun State capital.   Umahi informed  the Governor “ We have a programme called Highway Development Management Initiative ( HDMI) and  it allows states and other Private Investors to engage with the FG either to take over a fully  constructed road to toll and maintain it  in partnership with Federal Government or take a brand new road and reconstruct it and toll it, under laid down agreement, l  am very much  open to that, we also bring some roads  architecture   into this kind of arrangement; solar lights  where we can fix CCTV to monitor  our  roads and   increase visibility, this will  largely reduce insecurity  and also create service stations, we can monitor security at these service stations, we have mini clinics , toll vans at this stations just as we see outside the country.”   The Minister said “it is better to break the law and save the life of Nigerians “.  He told the Governor that any state government that wants to do PPP with Federal Government has his approval already.   “Your Excellency, I am here for you I pledge to my country and to you to align with your heartbeat with the welfare of your people, road is everything when you have good road, insecurity is reduced, economy will boom, trade will thrive, education will thrive road is one infrastructure that will touch every sector of our economy.  Mr President is very committed to fixing our road that will last 50years” Umahi said.   The Honourable Minister explained that when people are suffering, they don’t talk about who owns the road, fixing the road is what they are interested in and that was what Ogun, Lagos and Oyo State Governments were doing,” anyone that is complaining that he cannot fix Nigeria road is playing politics”.   While holding similar meeting with His Excellency the  Executive Governor of Oyo State Engr Seyi Makinde  in his office in Ibadan, the Hon. Minister of Works commended  Oyo government for working on Federal Roads “You have done quite a number of roads and you were not waiting that you must have all  approval before you do it, if we are waiting for due process of refund for working on FG roads, our people will be the ones to suffer. We are excited with Governor Seyi Makinde, we as a government have also done a number of roads” Umahi said.   His Excellency, the Governor of Ogun State Prince Dapo Abiodun, in his reaction told the Minister” I thank you for the remarks you made about how we have been very indiscriminate in working on roads weather they are Federal or State roads, when our citizens are suffering on the road, they don’t ask who owns the road.”   ‘I thank you for saying you will give approval to any State Government that wants to fix Nigerian roads, that has demonstrated your capacity and understanding” the Governor said.   During the Minister of Works meeting with the Oyo State Governor, he said “For us If a road is important to our economy we just go ahead and fix it, an example is the road between Oyo and Iseyin, the road passes through our major Agric business hub and for Agro processors in the area, they need good roads to evacuate their products".   FG asked us to follow the Federal standard in building the road which we did, the project is about 34km and shall be commissioned September 15, 2023.   Top Management Staff of the Ministry of Works and State dignitaries were present at both meetings. ...

No Concrete Layout, No Contract - Umahi Minister of Works, Engineer David Umahi has disclosed that there will be no contract award under his watch for any road unless it is with concrete layout.   The Minister made this disclosure during an inspection tour of Oshodi Oworoshoki - Ojota road on Tuesday 29th August, 2023 as part of his tour of some roads in Lagos and  states within South West  Nigeria.   The Minister who expressed satisfaction with the job done noted that it was about ninety nine percent done except for some finishing touches.   He wondered why some contractors were against the more durable and cost reduction use of Concrete Technology that is the use of cement for road construction despite its advantages over bitumen which is more expensive and less durable, a situation  he attributed to the fact that the bitumen  produced recently are of lesser quality.   The Minister noted that despite the high number of heavy trucks that ply the road it is still without defects adding that if it was an asphalt road it would have started failing and developing faults.   He challenged contractors who are aversed to the construction of concrete roads to come to Oworoshoki road to see an example of its advantage over asphalt.   At the Apongbon bridge, the Minister lamented that some people were trading and selling chemical under it which resulted in the fire outbreak early in the year thereby causing huge damage to the bridge.  He expressed government's determination to rehabilitate it as soon as possible and install solar light.   While at Iponri section of the Eko bridge the Engr. David Umahi called on the Lagos State Government to urge the people using the premises under it to clean the surrounding and make it beautiful and habitable for their use.   At the Porto-Novo Liverpool round- about bridge, the Minister directed the Director, Design and Bridges, Engineer Adesanya Awosanya to send the report on the structural defects on it and other bridges that have similar problems to his office. ...

Quality Engineering Education Ensures Delivery of World Class Infrastructure – Engr Aliyu

Minister of State for Works and Housing, Engr Abubakar Aliyu has stated that focus on quality engineering education will ensure the delivery of world class infrastructure in order to better the lives of citizens

The Minister was speaking as a Special Guest of Honour at the 18th International Conference and Annual General Meeting, (AGM) , of the Nigerian Institution of Civil Engineers (NICE), which was held in Abuja, with the theme “ Reform of Engineering Education: A Strategy for Sustainable Development in Nigeria.

In his reaction to the theme of the Conference, he said “… it is only fair that we focus on quality engineering education in order to ensure the delivery of world class infrastructure to better the lives of our citizens”

Engr. Aliyu also explained that, it is only through a better adoption and adaption of Engineering that we can share in the good life that it offers in other climes, and this he said can solely be achieved through quality Engineering education

Accordingly, the Minister noted that Sub-Saharan Africa seriously lacks engineering capacity and relies heavily on imported expertise, which he said was attributable to insufficient output from training institutions, poor- quality education, and lack of practical experience among graduates.

He said that according to UNESCO landmark report on Issues, Challenges, and Development Opportunities, Nigeria produces 3,500 engineers a year, a modest number relative to its population, but suffers significant unemployment among them because of the lack of the requisite training.

However, the Minister assured the delegates that the administration of President Muhammadu Buhari, in line with its change mantra, is committed to development of the engineering profession considering its critical role in bringing about sustained economic growth.

He added that this administration has heavily invested on Research and Development generally and particularly on engineering education, however only modest achievement was made due to challenges that are huge but not insurmountable.

He also pointed out that synergy and harmonization of programmes, cooperation and collaboration can link Nigerian engineers’ consultancy services to global practices and marketing frameworks

Earlier, in a welcome address, the National Chairman of the Nigerian Institution of Civil Engineers (NICE), Engineer, Mrs Aishatu Aliyu Umar stated that the annual Conference which is the second in her tenure is exceptional to Civil engineers who gathered from different sectors of the economy to deliberate on the sustainable ways to enhance the profession.

She added that the conference is also an opportunity for the engineers to individually analyse their performance, asses impact and restrategise on ways to practice the profession for sustainable development of the nation

Engineer Umar described the 2020 theme as well thought out considering the fact that the World is being reshaped for better technological advancement and Nigeria cannot continue to be left behind.

While delivering an opening address, the President of the Nigerian Society of Engineers, (NSE), who was also the Chairman of the occasion, Engineer Babagana Muhammed described the annual conference and AGM as a gathering of professional engineers for the advancement of engineering practice in Nigeria in line with the global best practice.

Engineer Muhammed urged engineers to talk to stakeholders in their respective states on the water bill so as to give it the necessary support that will be in the interest of the people. He charged Nigerians who have the wherewithal to give back to society especially those that enjoyed free education.

Remarks by the Honorable Minister. During the Presentation of 20 Years Transmission Expansion Master Plan for TCN on 30 January 2018

When the Buhari administration was inaugurated in 2015, the story of Transmission Company of Nigeria (TCN) was the story of a lack of capacity to transport generated power.

With or without verification, the popular view was that TCN had only a rigid capacity to transport 5,000 MW of energy and no more.

With a mandate to improve TCN’s capacity, supported by appropriate policy approvals from Mr. President and budgetary support, that story is changing.

The budgetary support has been most helpful; first in enabling TCN to pay warehouse and shipping companies to recover over 500 containers of goods and equipment left at the port for many years before the Buhari administration.

Secondly these containers and the equipment are now regularly being transported to TCN sites and substations to restart and complete transmission projects that had stalled for years.

TCN’s capacity to transport energy has steadily but surely grown to 7,125 MW as at December 2017.

With more projects heading towards completion in 2018 and beyond, this capacity will increase.

But increased capacity is not the real story.

The real story is that the increase is now orderly, logical, and targeted to address, as a priority, locations where there is existing power or incoming power.

This will ensure that in due course we do not have stories of stranded power again in our conversations about energy production and supply.

Ladies and gentlemen, this is the background that makes today a milestone day in our journey of incremental power, aiming to achieve steady power, and ultimately deliver uninterrupted power.

We gather to receive the 20-year Transmission Expansion Master Plan by Fichtner and participate in a workshop which would enable stakeholders the opportunity to review and improve the report.

With the completion of the 20-year Transmission Expansion Plan, the era of trial and error in the transmission expansion program will be over.

I accepted to open this workshop based on my conviction that the report will clearly bring out the future development of improved power system delivery in Nigeria for the next 20 years; starting from gas supply through the other power supply value chain.

The development of the master plan started in 2016. The objective of the studies is to complement the transmission rehabilitation and expansion program and power sector recovery plan by establishing the long-term generation and transmission plan that meets the forecasted national electricity demand at the lowest economic cost.

I therefore urge the CEOs of all generator and distribution companies to work closely with TCN to ensure that the outcome of the report is carefully reviewed and practical implementation should commence after obtaining formal approval from the relevant agencies.

The NERC and NBET are implored to key into the master plan when procuring additional generation, while the Discos should follow the Transmission plan for developing their own distribution master plan.

This is a new dawn for order and methods in the process of solving the power problem.

On behalf of the President, the Federal Government of Nigeria, I accept this report and commit that our team will do our best to implement its recommendations for the benefit of our people.
