Ember Months: There Shouldn’t Be Any Barrier On The Roads This Season- Fashola

... Mr. President approved opening of 2nd Niger Bridge for traffic in December...

The Honourable Minister of Works and Housing, Mr. Babatunde Raji Fashola SAN said, “There should not be any barrier on the roads this season." He made the remark while chairing a meeting with stakeholders on road sector in Nigeria in Abuja.

He said, “We have told all the contractors that they shouldn’t open anymore sections for construction i.e., there shouldn’t be any barrier on the roads this season. “   

Fashola also disclosed that President Muhammadu Buhari has approved the opening of the 2nd Niger bridge to traffic from December 15, 2022 to January 15,2023 to ease human, goods, services and vehicular movements during this yuletide from the Western part of the country to the Eastern part.

Fashola said, “Let me be clear again, we haven’t finished construction work but we would open it for people to use to relieve the pressure from the old bridge. It wouldn’t be available for heavy duty trucks. It would only be small vehicles for now until we finish our work. On the 15th of January 2023 we would reverse that movement for those coming from the east to the west. We have told all the contractors that they shouldn’t open any sections of Federal roads for construction during the yuletide. That means that there shouldn’t be any barrier on the roads this season."             

In his remarks the representative of the Permanent Secretary, Federal Ministry of Works and Housing (FMW&H), Engr. Chukwunwike Uzor, Director Highways Planning and Development of the Ministry said that the essence of the ember months meeting was to sensitize road users and other stakeholders towards having a successful road passage.

The Director South-West, Federal Ministry of Works and Housing, Engr. Adedamola Kuti during his graphical presentation of the roads under the Ministry on the 2022 ember months stakeholders meeting, highlighted all the critical roads across the six geo political zones of the country under the Ministry, and their conditions with the efforts made so far to put them in good condition towards having good travelling experience during the ember months. Engr. Kuti said “All controllers of works have been directed to remove construction barriers as from the 15th of December 2022 on the roads for road users to have seamless driving during the festive period.”

The Managing Director/Chief Executive Officer of FERMA, Engr. Nuruddeen Abdurahman Rafindadi who spoke at the meeting said, “We have identified some selected locations within 17 corridors where Federal Roads Maintenance Agency is having interventions across the country presently in working relationship with the Federal Ministry of Works and Housing."

The representative of the Corps Marshall of the Federal Road Safety Corps (FRSC ) at the event, Assistant Corps Marshal Rindom Kumven  said,  “All Federal Road Safety Commands  have  been directed to collaborate with stakeholders and the Federal Ministry of Works and Housing to implement presidential directive  on road infrastructure and  we have flagged off the ember months sensitization  in all the state commands  to create awareness among the motoring public in order to  have hitch free traffic movement during the ember months. “

From the Nigerian Association of Road Transport Owners represented by Kassim Ibrahim, they appreciated the Ministry of Works and Housing and its Agencies for making the roads better. He said, “We will ensure we put the roads into good use."  He drew the attention of the ministry to the activities of some cement companies that ply the roads with overweight cargos.

The Second Deputy Chairman of the Petroleum Tankers Drivers, Comrade Peter Mudesola said at the meeting, “We can see that the roads are getting better. We thank the ministry and all the Agencies for the efforts.”

The Managing Director of Mothercat Nigeria Limited, Jark Najjar and the Marketing Manager of CGC Nigeria Limited, Engr.  Kevin Jian with all other road contractors at the event thanked the Ministry for financing their operations through regular special funds and budgets. They expressed their readiness to make the roads safe during the yuletide.

“Mind, Mindset And State Of Mind”, Being The Text Of A Lecture Delivered By Babatunde Raji Fashola SAN, CON At The 11th Convocation Ceremony Of The Veritas University, Abuja On The 3rd Day Of December, 2022
 
When Bishop Mathew Hassan Kukah called to ask me if I would be disposed to give this year’s convocation lecture, I enthusiastically agreed.

The reason is not far-fetched. A convocation ceremony in a university is a milestone of success. A success that reckons the end of a very important task and the beginning of yet another.

As you all very well know, success has many fathers and I am glad to be a part of your success.

To the Chancellor, Vice Chancellor, members of the academic and non-academic staff, to the parents and guardians, and of course our graduands, their families and their friends whose success we convoke to formalize and celebrate, please accept my sincere and very hearty congratulations.

When the Vice Chancellor, Reverend Father H.E Ichoku formalized my invitation by his letter of 7th October 2022 he said and I quote:

                     “… you are at liberty to speak on any topic that prepares our graduates for the future and also leaves a long-lasting impression in their minds.”

That certainly is not an easy task, to prepare you for the future and leave a long-lasting impression on you.

Your parents, guardians and lecturers have been doing that for years. The success we commemorate today is proof that they have done a good job. But I will attempt to make a modest contribution to their effort.

I can think of no better place to start than to take you back in time, to share two of my own personal experiences with you; in 1987, thirty-five years ago, when I graduated from the University of Benin; and in 1988, thirty-four years ago, when I graduated from the Nigerian Law School.

The first experience was as I said just after graduation from the University of Benin and in the period between graduation and the wait for NYSC call up letter.

I felt really good, as many of you must feel today. My sister then invited me to accompany her to a party hosted by her fiancé’s friend and as a big sister, she was also very proud to show me off.

In the course of the event, I met a couple of her fiancé’s friends and chatted with them. And every time they asked what I was doing, I was clearly too young to be one of them, so they asked the normal adult to young person question: “What are you doing now?”

My reply was, I have just finished, and it came with a big chip on my shoulder. What you would probably call “swag” today.

This is because I was waiting for the follow up question: “What have you finished?”

And every time any of my elder inquisitors asked me, what have you finished? I would eagerly blurt out “I have just finished university,” and off I went, and if there was a follow-up, I eagerly responded by saying I graduated in Law with a Second-Class Lower Division.

By my own standards, this was a great achievement, because I did not like school. I was enjoying myself and going through the same question and answer routine with my older inquisitors until I met one who stopped me dead in my tracks, burst my bubble, and brought me down to earth.

He simply said: “You have not finished anything young man. You have not even started.”

He left an unforgettable impression on me. I was not angry, I was challenged.

The second story is much shorter. It derives from the speech delivered by the Chairman of the Body of Benchers at our call to bar. What has stayed with me from that speech till today, which I want to share with you, is about self-discipline.

The speaker reminded us that from birth till that day that we had been under what he called imposed discipline as many of you have been; discipline imposed by our parents, guardians, teachers and lecturers.

I recall him saying that this was the most easy form of discipline we will come by because we did not control it.

On that night, he then told us that we have been relieved from that imposed discipline and that what would make the difference in our lives is the amount of self-discipline we can impose on ourselves and this was a matter of choice.

Self-discipline will teach you preparation and planning that will give you an edge over the competition.

It will teach you time keeping that will earn you respect and build you a reputation of reliability.

I have chosen to share these two messages with all of you because your Vice Chancellor has challenged me to help prepare you for the future and leave an impression on you.

My two stories had both effects on me; they prepared me for today and have remained with me. I hope you find them useful.

This then takes me to my next message to you which is that although you are graduating today, your education is not over or finished. It is just about to start.

Between the time you entered this school and now, the world in which you will operate has changed in many ways, not the least by a global pandemic of yet undetermined origins and by a war of choice, which is having global ramifications beyond the immediate theatre of war.

Therefore, you must continue to learn more about your world, your country and yourself in order to better appreciate your role, and more importantly your responsibility.

I speak of responsibility because it is an important reason why you passed through this institution. Many years ago, this institution did not exist. But it has been brought about by the decision of men and women who were once graduates like yourselves and perhaps some who did not have a university education.

They became adults as you will become, and took responsibility to create this school, where your young minds can be shaped and moulded in readiness for the world you are about to experience.

Your first responsibility it seems to me, is to this school.

You will become members of the Alumni Association, and yes, you will soon start families and have children, and this is the reason why you owe a responsibility to this school and to yourselves to ensure that its standards are not just maintained but are improved upon.

I foresee without requiring a crystal ball that within about two decades from now, you will be looking for universities for your children, will this school still be good enough a choice for your children? That is a matter of responsibility.

I foresee again without a crystal ball that within about two decades from now, some of you will be leaders of our corporate spaces in the private sector, leaders of our government institutions and leaders and managers of our educational, health, security and critical institutions.

What kind of Nigeria do you see today and what kind of Nigeria do you think you will manage and bequeath to the next generation - your children?

The answer to that question depends on your mind, your mindset or state of mind.

This is the subject I have chosen to speak to you all about: Your mind, your mindset and your state of mind.

By this I refer to your capacity for awareness; your established set of attitudes, and your cognitive processes.

Let me start by making some disclosures to you. All my education was in Nigeria, I have seen a difficult and not so difficult Nigeria. In all of it, my belief in this country and its promise has never changed. Nigeria remains for me a home, a place to treasure, to nurture and to protect.

My state of mind is not to take flight to another man’s land and from there pour scorn and hate on the place of my birth. My state of mind tells me to offer my skills and deploy my energies towards improving the place I call home.

My mindset is such that I believe that my contributions can improve something even if it does not improve everything. My mindset tells me that greatness is not an event, it is a process to which we all have contributions to make.

I have often marvelled at the mindset of those who take flight and when they fall upon difficult times then reach back to the place they deserted in search of relief, help or succour.

Please do not misunderstand me, they deserve every help we can offer, but what I marvel at is the mindset that seeks help from the place they deserted.

My message to you is to invite you to focus your minds, develop a mindset and maintain a state of mind that in every aspect of life that you believe Nigeria can do better, and that there are inherent opportunities to surpass any challenges that you may see.

This is a mindset of positivity, a state of mind that is hopeful and a mind that refuses to surrender to negativity.

Talk is certainly cheap. The easiest thing to do is to identify what does not work, and as one person famously said: “the job looks easy when you’re not the one doing it”.

However, talk does not fix broken things; it is a mindset of responsibility to change things that make things better.

A mindset of self-pity is something you must turn your back on and take responsibility for the kind of Nigeria you wish for.

At a press conference given after a football match, a coach was asked why his team lost. His response was that they did not lose; on the contrary, he said his team ran out of time.

This is a mindset of positivity ingrained in their people and their sportsmen that nobody is better than them. It is one that I commend to you all, because it is true. Nobody is better than any of you.

The only thing that can limit you is your mind, your mindset, and your state of mind. Are you ready to settle for less when you can have more?

Are you ready to manage bad services when you can insist the quality should be improved?

There are a legion of examples that have held back our people from generation to generation, please do not subscribe to them.

An example is the one that blames our situation and developmental status on colonialism; the amalgamation of Nigeria by Lord Lugard and so on and so forth, 62 years after.

Please quote me that I said that it is not the fact of colonialism that has held us back; rather it is our mindset.

I see it in the most basic of things, such as when we want to register businesses, they must bear foreign names for us to feel good. It is the mindset that we must change.

I see that we have now appropriated a foreign culture called Black Friday. And we are now verbally heating ourselves up about whether sales were as much as most of other lands.

I think that the question we must ask is what Black Friday has to do with us, when we do not celebrate Thanksgiving.

Yes, we shop for Christmas in Ikeja, Dawanu, Wuse, Oyingbo, Uselu and other markets but not in the Black Friday way.

The use of our local names projects our identity and preserves our culture from generation to generation.

The names of our villages, cities and our individual names are as good as any name from anywhere.

You do not need anybody to validate you. You are an original.

Please tell the apologists of colonial heritage that the USA, UAE and China were once colonies that have become either better or as competitive as those who colonized them.

It is a positive mindset that enables you to understand that those who colonized you are approaching the peak of their development while ours is still fledging.

We have much more scope for development, the opportunity to leapfrog and the limitless capacity to be better.

The future should not therefore be defined or held back by the past.

Our minds, your minds, our mindset, your mindset and our state of mind, and your state of mind are the unshakeable pillars upon which that future will be built.

Think of it this way; the world listens to our music, watches our movies, uses our sportsmen and women, recruits our personnel across many fields of human endeavour and eats our food.

Clearly my mind tells me that there is inherent value and goodness in all of these contrary to the view that our continent is the dark continent.

I have no doubt that the world will drive our cars, use our laptops, telephones, airplanes, and much more, when we decide to make them.

To all our dear graduates, I offer commendation once again for what you have achieved here, but please remember that you have NOT finished.

Indeed, you are just about to start. As you do so, I urge you to be ambitious and audacious, nothing can limit you, except your mind, your mindset and your state of mind.

Unshackle your minds and reach for the stars and beyond.

Minister Charges Occupational Safety And Health Association To Promote Safety Awareness In Nigeria

The Minster of State for Works and Housing, Hon. Umar Ibrahim El- Yakub, has charged the Occupational Safety and Health Association to be committed and dedicated to creating awareness and promoting the importance of safety at the work place and homes in Nigeria.

He made this charge while declaring open the 12th International Occupational Safety and Health Association Conference and Awards event which held at the Federal Ministry of Works and Housing Headquarters, Abuja.

The theme of the conference was "A Partnership that Works: The Role of Stakeholders Towards Safety in the Workplace."

Hon. El-Yakub said, " I encourage your dedication and commitment to promoting safety in the region and I have no doubts that through your deliberations at the 12th conference, the great work you have been doing in the country over the years will be reinforced and strengthened."

The Minister noted that the conference was very significant because it would be an avenue to discuss practical solutions and partnerships that could work for the safety and benefit of all in the private and public sectors in the country.

El-Yakub explained that the Ministry has put in place an active and robust workplace safety and health team to oversee and promote this important aspect of our lives in the work environment.

Responding on behalf of other new Fellows and Awardees, the Minister expressed gratitude for the decoration and Award received. He assured the Association of their commitment to contribute to the safety awareness and practice in Nigeria.

In his remarks the President of the Nigeria Region of the Association, HRH, Dr.Olusegun Aderemi, noted that the issue of safety should be a precondition which must dominate the discourse when designing policies guiding   operational  procedures  at work places.

Dr. Aderemi explained that due to the increase in the number of work related hazards, risks and fatalities that occur due to human errors, the association has now decided to organize this conference where favorable outcomes  that would lead to practical and actionable steps to curb these fatalities  could be achieved.

The Special Adviser to the President on Political Matters, Sen. Babafemi Ojodu, stated that though   government was expected to show a clear commitment on health and safety in the country, the private sector being the major employer of labour should also inculcate health, safety environment and best practices across every segment of their operations.

Speaking further he said that Small and Medium Scale Enterprises, on the other hand, should also understand that compliance with safety best practices alongside the installation of safety instruments within their facilities would not only help address incidents when they occur but will at the same time save them the cost that would have been incurred from such disasters.

In his goodwill message, the Minister of Environment, Barrister Abdullahi Mohammed who was represented by an officer from the Ministry, Mrs. Chika Okpalaka, enjoined the public to adopt environmental and health tips in the working environment such as:
i. Conduct risk assessment to identify hazards and implement effective risk control measures.
ii. Make sure the work environment is safe.
iii. Develop and implement systems for dealing with emergences.
iv. Ensure workers are provided with sufficient instructions, training and supervisors so that they can work safely.

Professor George Genyi, from the Federal University, Nasarawa,  in his paper titled, "The need for Partnership for all"  noted that collaborating with Royal Fathers to promote safety was commendable because issues of safety and security were  the responsibilities of  everyone.

Highlights of the occasion were:  decoration of some Eminent Nigerians as Fellows and Grand Patron of the Association as well as presentation of plaques of the Honorary Fellow of the Association to them.

The Awardees included: the Minister of State for Works and Housing, Hon. Umar Ibrahim El- Yakub, the Ministers of Defence, Environment and the Minister of State for the Federal Capital Territory, Dr. Ramatu Tijjani  Aliyu, the Estu Nupe, H.R.H. Alhaji Abubakar Yahaya was decorated as the Grand Patron of the Association.

In addition, the kid’s safety book, tagged, "Amanda, The Smart Safety Girl "was unveiled. The book, authored by an eight-year-old Zara C. Uwalaka, has 17 basic safety tips every child must know.

It was a very successful and colourful event that was well attended.

FMWH Staff Excited As Ministry Organizes Health Training Programme.

Staff of the Federal Ministry of Works and Housing were excited and motivated as the Ministry organized a two-day Health Training Programme that was targeted at their wellbeing that will boost their service delivery, productivity and innovation.

The Health Training Programme took place at the Headquarters of the Ministry’s Conference room in Abuja with the Theme:” Healthy Living: Panacea for Greater Productivity in the Work Place.”

While declaring the training open the Permanent Secretary of the Ministry, Bashir Nura Alkali who was represented by the Director Human Resource Management, Federal Ministry of Works and Housing,  Aliyu Abudulahi   said  organizations that were not investing in the wellbeing of their staff could be losing top talents and skills, stressing that a healthy workforce and a sense of wellbeing increases productivity and innovation, on this note the Ministry  deemed it necessary to organize this training for its  staff.

Nura Alkali noted that the mind-set of officers must be positive and for that to happen, officers need to be healthy to deliver. He Said “If the mind and body are not together, we keep getting negative reports. A healthy work force is a productive work force.”

The Permanent Secretary urged officers to take care of themselves and observe all the necessary health tips and protective measures for their good and that of the general public. “Health is utmost in our agenda, health is very important to us all,” he added.

The training identified three major issues that officers must always look out for, namely: early signs which he said promote wellbeing and these can become apparent in a number of different ways, and could include psychological symptoms (such as mood changes, indecision or confusion), behavioral symptoms (including withdrawal from office life, irritability, and uncharacteristic errors) and even physical symptoms (such as fatigue and appetite changes).

There were five paper presentations namely:

1. Overcoming Hypertension – The Silent Killer by Dr. Ado Theophilus.
2. Tackling Typhoid and Malaria by Ado Theophilius.
3.  Managing Diabetes by Dr. Ojo Eyituoyo.
4.  Cholesterol: What you need to know by Dr. Ojo Eyituoyo and
5. Stress Management in the Work Place delivered by Dr. Ojo Eyituoyo.

The Health Training Programme was   organized by the Human Resource Management Department Federal Ministry of Works and Housing, Abuja.

Under Bridges Are Not Market Places - Fashola

The Honourable Minister of Works and Housing, Mr. Babatunde Fashola, SAN, CON, has reiterated to Lagos residents that under bridges built in the state are not market places but are built for ease of vehicular movement, movement of goods and services and for the benefit of humanity.

Speaking during the inspection tour of the recently burnt Eko bridge and also at a press briefing on the rehabilitation and repairs of Eko Bridge burnt section (Apongbon and Ijora Olopa section), Fashola noted that tough laws are needed as regards the protection of bridges and that such Laws must have Federal Government backing and support.

“If you don’t give tough laws, things will not be done.  You have our support, under bridges are not places of cooking or a residing place and it’s not only endangering their lives but also the lives of other people.  Illegal way of living must be put to an end”. He said.

“We are appealing to the Lagos State government to ensure that all trading activities under the bridges in the state must as a matter of urgency be brought to a stop. We seek the cooperation of the Ministry of Transportation, Environment, Local Government Law enforcement agencies to help us preserve our bridges.” He said.

The Minister emphasized that the aspect of stopping people from trading under the bridges, is a collective task and effort, as government put laws asking people to stop selling under the bridge, buyers should as well automatically stop patronizing sellers at such unhealthy locations.

“This is also a generational effort, people should stand and say; this kind of a thing will not happen on our bridges again, I refuse to sell and I also refuse to patronize, no more trading that endangers lives again, the purpose is to ensure that this infrastructure continues to deliver for us”.  He said.

The Deputy Governor of Lagos State, Dr. Olufemi Hamzat warned the citizens to desist from doing business under the bridge and live the right way for the interest of others.  

The Deputy Governor said that the state government is willing to support in any way that will ensure quick compliance by citizens to stop illegal use of the under bridges.

Olufemi said: “The State Government will be available to monitor the process and provide assistance where necessary to ensure that the contractor have a smooth operation. In the aspect of people trading under the bridge, we will communicate with appropriate department to ensure that the issue is addressed.”

The Director Highways (Bridges and Design) Engr. Oluropo Oyetade explained that as a result of the fire incident on the bridge, the section of the bridge has been closed and the Contractor has been directed to carry out technical evaluation of the bridge to ascertain the extent of the damage.  The Ministry’s Engineers have also been directed to carry out a thorough inspection of the burnt bridge and come up with a technical report pending the Technical Evaluation.

Speaking on the extent of the damages, Managing Director, Messrs. Buildwell Plants and Equipment Industries Ltd., Engr. Enile Aboohabib said that most of the bearing of the bridge needs to be changed, jacketing of damaged piers, removal of damaged expansion joints, unclogging of drainage gullies e.t.c some parts he said are about to collapse if not for the quick intervention of the Federal Government.

Enile said: “We have commenced the rehabilitation exercises but now we are shifting some of our materials to the newly burnt Ijora section of the bridge as directed because of its busy nature than the Agbogbon section, the scope for total completion will be by June 2023.   

“We are committed to the vision of the Federal Government and we have record of delivering project in record time. We have categorized the affected areas into 1 to 5 and work is ongoing. Now that we are allowed to close the bridge completely it will make the work easier and faster."

Community Agog As Buhari Commissions Bridge

The people of Ajassor community in Cross River State, a border Community between the Federal Republic of Nigeria and that of the Republic of Cameroon were all jubilant, excited and full of commendation as President Muhammadu Buhari, GCFR, and his Cameroonian counterpart President Paul Biya commissioned the two-lane border bridge over the Cross River at the Nigeria-Cameroon border and the joint border post.

The new border bridge linked Nigeria and Cameroon at Mfum/ Ekok across the Cross River and the new Joint Border Post at Mfum.

The project which was jointly funded by the Governments of Nigeria, Cameroon and the African Development Bank Group (AfDB), began in 2017 and was completed in 2021.

Speaking at the commissioning ceremony, the representative of the community and the Head of Ajassor clan, His Royal Highness, Ntufam Anthony Ntui Etta II said that, the people of Ajassor clan are indeed very happy and grateful to God and the two countries that made it possible for the project to be completed. He also thanked all the facilitators, engineers and financiers for the landmark project.

According to him, the project would strengthen the already existing bond of affinity between their communities and their kiths and kins of Ekok border community in Cameroon and beyond.

" It will further enhance easy accessibility, cooperation, and peaceful coexistence as well as boost trans-border commercial activities." he said

Continuing, he listed the benefits of the project to include; creation of wealth for the teaming youth and economic empowerment of the people of the community.

Accordingly, he thanked the government of Nigeria and Cameroon, pointing out that for the people to enjoy the full benefit of the project, a provision should be made for public utilities such as health facilities and expansion and dualization of the multi-national highway to ease traffic congestion.

Removal of multiple security checkpoints set up by various security agencies, provision of efficient security patrol team and post amongst others, were also necessary, he added.

In furtherance of its commitment to improve the nation’s transportation infrastructure, restore its road network as a means to create employment and boost the economy, while responding to the aftermath of the recent flooding in the Niger Delta, the Federal Executive Council (FEC) has approved the sum of N260.5B as variation order for repair works and completion of various Sections of the East - West Road projects.

The approval was sequel to a memorandum by the Hon. Minister of Works and Housing, Mr Babatunde Fashola SAN to the Council presided over by Vice-President Yemi Osinbajo SAN.

The memorandum document dated October 27, 2022, covers the request of the Ministry of Niger Delta Affairs for inclusion of additional works and review of unit rate for the outstanding works required to complete the East – West road projects which the President directed that the Ministry of Works and Housing be engaged to revalidate the proposal.

Following the Presidential directive, the Ministry of Works and Housing constituted a Task Allocation Committee (TAC) comprising its officers and the Ministry of Niger Delta Affairs (MNDA) which conducted a site inspection on Sections I – IV of the East – West Road projects from 14 - 16 October, 2022 to assess the need for the augmentation and additional works to complete the projects.
 
It would be recalled that 13 years after it was taken away from the Ministry of Works and Housing, President Muhammadu Buhari had in May directed the MNDA then under Senator Godswill Akpabio, which had been handling its construction to return the challenging East-West Road to the Works and Housing Ministry.

According to the memorandum, the contracts for the dualization of East – West Road projects Sections I – IV from Warri – Port Harcourt – Eket-Oron (338) were awarded at different dates and are at different levels of completion.

However, the Sections covered in the Federal Executive Council’s approval included Section III: Port Harcourt (Eleme Junction ) – Onne Port Junction in Rivers State in the sum of N156.7B being handled by Messrs RCC Nigeria Limited and Section II: Subsection I (Port Harcourt – Ahoada) in Rivers State in the sum of N64.3B being done Messrs Setraco Nigeria Limited as well as Section II: Subsection II (Ahoada - Kaiama) in Bayelsa and Rivers States in the sum of N144.7B being handled by the same construction company.

Others are Section IV: Eket – Oron Road in Akwa Ibom State in the sum of N64.3B being handled by Messrs Gitto Nigeria Limited and Section IV: Eket – Oron Bypass in Akwa Ibom State in the sum of N76.8B being handled by the same construction company. With the approved variation order, the contract sum for the East - West Road project Sections I – IV has changed from N246 billion to N506 billion.

The memorandum showed the scope of work necessitating the requests for augmentation in the various sections to include outstanding works, asphalting of inner and outer shoulders, repair of settlement on carriageways, construction of additional drainage and culvert works, construction of flyover and repair of distressed bridges among others.

While presenting the memorandum which was in line with the Federal Government’s continued engagement in bringing succor and resolving issues around the recent flooding, the Hon.  Minister of Works and Housing explained that the approval would enable the contractors to carry out repair works with respect to Sections of the East - West Road in the Niger Delta affected during the recent flooding in parts of the country.  

The table showing changes in basic item rates in each of the Projects were clearly itemized, while Fashola also gave extensive details of the procurement processes which the participating Companies went through that culminated in the certification and issuance of a Due Process Certificate of “No Objection” for each of the Projects by the Bureau of Public Procurement (BPP).

According to the Minister, due diligence and post qualification checks were also carried out which showed that the companies have the capabilities to execute the contracts and are fully compliant with the Nigerian Local Content Policy.

President Buhari Commissions Nigeria/Cameroon Joint Border Post And Bridge, Reiterates Need For Neigbourliness

President Muhammadu Buhari Thursday in Mfum, Cross River State, called for more neighborliness and mutual understanding between African states in order to enhance trade, security and promote development of the continent.

The President, represented by the Minister of State, Foreign Affairs, Amb. Zubairu Dada, at the commissioning ceremony of the Nigeria/Cameroon Joint Border Post and Bridge, said the 1.5km project would enhance the interconnectivity of “our people and communities, improve living standards, reduce barriers to inter-regional trade and strengthen border security.’’

“It is with great sense of satisfaction that we are witnessing the official Joint Commissioning of the Mfum/Ekok 1.5km Bridge and Joint Border Post (JBP). Let me begin with commending the Leaderships of the Economic Community of West African States (ECOWAS), the Economic Community of Central African States (ECCAS), and the Government of the Republic of Cameroon that worked closely to realize this project, as well as the African Development Bank (ADB) that provided funding for the execution and completion of this 1.5km Joint Border Project,’’ he said. 

President Buhari noted that the projects will deepen the inextricably linked cultural and traditional fraternal bonds that already exist between Nigerians and Cameroonians living around the border communities.

“Let me also underscore that in order to maximize the benefits of these projects, the Nigerian and Cameroonian officials that would be saddled with the responsibility of manning the Joint Border Post, in particular, must act in the most professional manner, as well as in line with the global best practices, effective from today,’’ he added.

President Buhari affirmed that the completion of the project had made both Nigerians and Cameroonians living around the area jubilant.  

“Such excitement symbolizes the resolve of our People and Governments to remain connected in spite of our seemingly artificial boundaries.

“The completion and commissioning of this project could not have come at a more auspicious time than when Nigeria has signed and ratified the African Continental Free Trade Area (AfCFTA) Agreement. Therefore, we expect that the commissioning of this Joint Border Bridge and Post will not only strengthen the existing cordial relations between Nigeria and Cameroon, but also enhance cooperation between the ECOWAS and the Economic Community of Central African States (ECCAS).

“Under the AfCFTA, this project has the potential to enhance the volume of economic activities in our regions, as well as facilitate the free movement of persons, goods and services within the countries, along the corridor. It would also serve as a vital link between the West and the Central African regions. 

“The Government of the Federal Republic of Nigeria also expects that this Joint Border Post and Bridge will enhance security patrol and facilitate effective cooperation in this part of our border with the Republic of Cameroon. While expressing our confidence that this project would accomplish the set targets, it is also our hope that it would complement the current efforts of the Governments of Nigeria and Cameroon to combat the scourge of terrorism and violent extremism in our region.

“This is important because the activities of violent extremists have continued to present major challenges to the development of our countries and regions,’’ he added.

The President said the menace of insecurity had continued to threaten economies, impede the maximization of the strategic potentials of our countries as well as cause political upheavals and menace in our sub-region.

“Hence, it is our hope that the commissioning of this project will accelerate the efforts of our gallant security personnel who are already doing very well in securing our territories.
 
“We also pray that this project would enhance the interconnectivity of our people and communities, improve living standards, reduce barriers to inter-regional trade and strengthen border security. We are certain that these projects will deepen the inextricably linked cultural and traditional fraternal bonds that already exist between Nigerians and Cameroonians living around the border communities,’’ the President stated.
 
He noted that the project, which was part of the on-going Nigeria/Cameroon Multinational Highway and Transport Facilitation Programme (NCMH&TFP), will remain a visible testament to the continuing cooperation and good neighbourliness between both countries, as well as Regional Economic Communities.

“This bridge, and Joint Border Post, are proofs that when African countries work with African Institutions, outstanding and people-centred cross-regional developmental projects can be achieved in record time,’’ he said.

The President thanked all the Institutions and Agencies that made the project possible.

“I recall in this regard, that the Government of the Republic of Cameroon cooperated with us in granting joint waiver to the Expatriates that were employed by the construction company that handled the project, despite the global COVID-19 lockdown. The cooperation and support of H.E. President Paul Biya, as well as the Government and people of Cameroon, ensured that this project was completed on schedule.

“Let me also extend the gratitude of the Government and people of Nigeria to the African Development Bank for the role it played in financing these projects. Under the leadership of Dr. Akinwumi Adesina, the Bank has become, by all standards, a reliable beacon of support in all matters relating to Africa’s development. Indeed, we are very proud of the performance of the current Management of our continental Bank which has confirmed that we truly have “African solutions to African problems”.

“Let me also commend the leadership and staff of the ECOWAS and ECCAS for their untiring efforts in ensuring the timely completion of this project. It is necessary to underscore that visible projects such as these, as well as other critical and life changing infrastructure are the type of projects that the citizens of our sub-region have been yearning to see. It is the hope that under the leadership of Dr. Omar Alieu Touray, ECOWAS will continue to deliver on the expectations of our citizens.
 
“Finally, let me conclude by extending our deepest appreciation to the contractors, CGCOC, that have shown uncommon commitment to the execution and delivery of this high quality project, within a reasonable period. To all of you who have contributed in one way or the other to this epoch–making and memorable occasion, I convey my warm appreciation,’’ President Buhari said.

In his remarks, the Minster of Works and Housing, Babatunde Fashola, said the value of the new bridge transcended connection between Nigeria and Cameroon, boosting the larger effort of connecting Africa.

He said efforts will be sustained to improve networking among Africans, which ECOWAS and the African Union had been pursuing over many years, with earlier plans dating back to 1969. 
Fashola said consistency in building roads and bridges will improve relations among Africa countries, where people can drive from Lagos to Mombasa. 

The Cameroonian Minister of Public Works, Emmanuel Nganou Djoumessi, who represented President Paul Biya, appreciated the contributions of various stakeholders to the project, assuring that the Nigeria/Cameroon relations will explore more possibilities for partnership.

FG Seeks The Support Of El- Rufai On Right Of Way

The Federal government has called for the support and cooperation of the Kaduna State Government to ensure that the few obstructions  on the road towards the Rigachukwu and Raba road which is part of  section 1 of the Abuja - Kaduna - Kano road construction and rehabilitation project are removed so that the contractor can have access to work.

The Honourable Minister of State for Works and Housing, Honourable Umar Ibrahim El - Yakub made the call when he paid a courtesy visit on the Governor at the Government House,  Kaduna on Friday  October, 21,2022.

The Minister informed the Governor who was represented by his deputy, Dr.Hadiza Sabo Balarabe that he was on an inspection tour of the Abuja -Kaduna - Zaria - Kano road to assess the progress of work  by the contractor.

He told the Governor that the work which was suspended at section one of the road due to security threat will soon resume fully as the security situation on the road had improved significantly.

He praised Governor El - Rufai for the infrastructural development he championed in the state. The Minister said,"Under the leadership of Mallam Nasir El - Rufai's  very dynamic and purposeful government,  Kaduna has seen alot of transformation."

While emphasising the significance of infrastructure  El- Yakub said, " It is an essential part of economic development because economic activities thrive when you have developed  infrastructure."

Responding on behalf of the Governor, the Deputy Governor of Kaduna State, Dr. Hadiza Balarabe expressed gratitude to the Honourable Minister for coming to inspect the road. 

Dr. Balarabe expressed optimism that the construction and rehabilitation of the road will ease movement of people and goods, ease the security situation in the areas and boost the economic activities of the people. 

Later while briefing newsmen,  the Minister disclosed that  section 2 of the road which begins from Zaria to Funtua is about 56 kilometres out of which 7 kilometres  is a dual carriageway.

He added that the contractor has promised that by next month the 7 kilometers carriageway would be completed. He expressed happiness over the quality of work.

He stated that the project is being funded under the NNPC Tax Credit Scheme which is one of the innovative ways introduced by the President Muhammadu Buhari led administration for financing infrastructure.

El - Yakub also inspected the Rigachuku and Dumbi bridges. He informed journalists that currently only one of the dual carriageway of the Rigachuku brigde is functioning, he however said  that  the contractor has been mobilised to  work on it. He added that the Dumbi bridge is still functioning fully but the Federal Ministry of Works and Housing is just being proactive to ensure that any weakness in the bridge is rectified.

Engineer Alex Onaji who is the Engineer's Representative on  section 2 of the project said work was progressing on the project and only 13 percent was remaining to get it completed, adding that the contractor was committed to the project.

Infrastructure, Most Legitimate Way Of Wealth Distribution - Fashola

The Minister of Works and Housing, Babatunde Raji Fashola, CON.SAN, has said that infrastructure development is the most legitimate way of distributing wealth in an economy, explaining that its impact on job creation and economic growth is very significant on the Nation’s economy.

Fashola stated this, Wednesday, October 19, 2022 at the National Press Center, Radio House Abuja, during the media briefing of his Ministry’s scorecard during President Muhammadu Buhari's Administration, 2015-2023. This is the inaugural edition of this series. 

The event being coordinated by the Federal Ministry of Information and Culture, was presided over by the Honourable Minister of Information, Alhaji Lai Muhammed.

According to Fashola, the Change Agenda which was unfolded in the Ministry of Works and Housing in 2015 as part of the larger objective of the Administration of President Muhammadu Buhari was to grow the economy through the revamping and expansion of the nation’s infrastructure on a scale that has not been seen in a long while.

“Indeed, the Ministry of Works and Housing is present in all the States of the Federation either through a Road, Bridge, National Housing Programme, Federal Secretariat or Special Intervention Project.” he said.

Explaining further, Fashola stated that in the last seven and half years, the administration of President Buhari has been very resolute in the pursuit of Progressivism, which is globally recognized as the improvement of the human condition, pointing out that the administration has never abandoned any project of the previous administrations but rather, President Buhari gave a matching order to complete existing projects instead of starting new ones.

Fashola asked “If in 2015 the conversation was on the existence of a large number of abandoned infrastructures and the seeming lack of political will to complete those infrastructures in spite of the availability of resources and today the Buhari administration has made these possible in spite of lean resources; if in 2015 such critical infrastructure as the Second Niger Bridge, Lagos-Ibadan Expressway, Abuja-Kaduna-Zaria-Kano Expressway were either totally non-existent or in a very deteriorated state and if today the Buhari administration has demonstrated that needed political will to break the jinx on our nation’s historically most difficult projects, does it not stand to reason to conclude that the Party which formed the Government deserves to continue to deliver to the people of Nigeria these lifes- defining infrastructure” 

Fashola disclosed that the second Niger bridge was now completed and will soon be opened to the public for use, pointing out that what was delaying the commissioning was the construction of the link road to the bridge from both the Asaba and Onisha axes. 

“I can confirm that the second Niger Bridge itself is finished. People can walk through it now. What remains now is the link roads.” he said

On Housing, the Minister said that the National Housing Programme that was initiated by the Ministry of Works and Housing at the onset of the Muhammadu Buhari led administration had affordability and accessibility as key considerations.

 He said “the National Housing Programme is now delivering on its objective of stimulating the economies of the 35 states and the FCT. Jobs have been created in the communities where the construction of the houses are being built. Such needs  for artisans, builders, engineers, and other skilled persons in the built industry, the construction sites have been and remain centres of supply for building materials and other commodities”  

He explained that with the Programme now in a season of completion, many of the houses have been completed and are now being handed over to the beneficiaries who follow the allocation procedure set out in the National Housing Programme web portal (https://nhp.worksandhousing.gov.ng )

Federal Roads, Bridges Construction in Oyo State: Local Contractors to Be Given Opportunities

The Honourable Minister of Works and Housing, Mr. Babatunde Raji Fashola, SAN has said that local contractors in Nigeria needed to be given opportunities in federal highways and bridges construction. He made the remark during his assessment tour of some federal roads and bridges under construction in Oyo and Osun States

Fashola said, “If you don’t give local contractors the opportunities, they can’t acquire the experience and the equipment.   I have pointed out some areas where I think the contractors can improve upon. They are not structural but aesthetics. So far so good the standard has not been compromised but to have some equipment for smooth finishing on some concrete works, they just have to improve. However, Mr. President is committed to engage local contractors. That is the purpose for Executive Order No.7, i.e.  Local Content and Contractor participation on Road Infrastructure Development."

During the inspection tour of rehabilitation of outstanding sections of Iseyin- Okeho Road including two bridges in Oyo State, he promised the local contractor handling the road, Messrs. HMF Construction Ltd that when 2023 budget and 2022 Sukuk are being considered government would be able to accommodate the 4 billion naira needed by the contractor to complete the remaining part of the construction works on the road.

The Minister charged Messrs. Kopek Construction Company, the contractor on the reconstruction of Ibadan –Ife-Ilesha Dual Carriageway in Oyo /Osun States not to stop work and to make some sections of the road motorable during the ember months.

While inspecting the dualization of Oyo – Ogbomosho Road, he remarked, “Relief will soon come the way of the road users, though the rainy season has slowed down the construction works on the project, the earthworks will improve as soon as the rains subsides."

He said dualization of the road is being funded through Sukuk and the NNPC Tax Credit Scheme for Roads, therefore, there wouldn’t be funding challenge in delivering the road at the time due.

Fashola said the importance of road infrastructure cannot be underestimated as it affects our businesses, the number of times spent on the road while going to work or school and everywhere roads are built the land value appreciated. He enjoined commuters not to abuse the roads and maintain road speed limits when the roads are completed.

Oba Rafiu Adeitan II, the Onjo of Okeho who approached the Minister during the   inspection visit within his jurisdiction, thanked him for the good job the contractor is doing on Iseyin- Okeho Road. The king pleaded with the Honourable Minister to include the road that leads to Ayegun border from his domain in the project because of the economic importance of the border to his area.

The Minister was accompanied on the inspection visit to the various projects in Oyo State by the Director of Highways, Construction and Rehabilitation, Ministry of Works and Housing Engr. Folorunsho Esan, the Zonal Director South West in the Ministry, Engr. Ademola Kuti and Federal Controller of Works, Oyo State, Engr. Kayode Ibrahim and others.

Minister Charges NYSC/IT Members, Others to Be Diligent and Committed to Duty.

The Minister of Works and Housing, Mr. Babatunde Raji Fashola, SAN has charged serving and newly posted National Youth Service Corp Members and Industrial Training Students to the Federal Ministry of Works and Housing to be diligent and committed to their duties while in the Ministry.

The Minister gave the charge during the first ever organized Induction/ Orientation Training Workshop for Corp Members and Industrial Training Students at the Ministry’s Headquarters, Abuja.

Mr. Fashola who was represented by his Special Adviser on Strategic Coordination and Administration, Mrs. Motunrayo Alimi also encouraged them to crave for more knowledge and appreciate the experiences garnered during their stay in the Ministry, advising them to make their voices count in their different departments and units in the appropriate manner that would not go against the rules of the Ministry.

The Permanent Secretary, Mr. Bashir Nura Alkali, while declaring the training open said that the induction course was to familiarize the participants with the operations and core values of the Civil Service as well as the processes, procedures, structure, functions and mandate of the Ministry to enable them understand the ministry’s work environment.

Mr. Alkali also commended the Minister of Works and Housing, Mr. Babatunde Raji Fashola, SAN and the Minister of State, Hon. Umar Ibrahim El-Yakub on the initiative to organize this first ever induction course in the Ministry, adding that the training   would introduce them to the general operations of the Ministry and also provide them with ideas that could be of assistance in their future endeavors.

He urged them to maintain positive attitudes assuring them that the Federal Ministry of Works and Housing was poised to reward hard work and good behavior.

On his part, the Director Human Resources Management, Aliyu Abdullahi commended the Management of the Ministry for organizing the training workshop, saying that the Ministry places high premium on training of Staff.

He said that the Federal Ministry of Works and Housing has over five hundred (500) Corp members serving in the Ministry and that this shows that the Ministry is a good starting ground for the nation’s young graduates. “To whom much is given, much is expected. We are going to give you the best, so we expect much from you,”’ he said.

On behalf of the Corp members, Miss Boluwatife Ajayi of Press and Public Relations Unit of the Ministry commended the Management for organizing the induction training and assured that they would make good use of the experiences acquired during the training.

Nigerians Commend President Buhari's Impactful Infrastructure Development

President Muhammad Buhari has once more reaffirmed his Administration’s Commitment to infrastructural development. The reaffirmation was made during the commissioning and handover of the completed 66 .10Km Gombe Kaltungo Road at Kumo Town, Gombe State.

President Buhari who was represented at the occasion by the Honourable Minister of Communications and Digital Economy, Professor Issa Ali Ibrahim Pantami observed that his  administration has given priority to infrastructure development starting from road, to rail line and broadband development. 

Mr.President disclosed that the FG has embarked on the National Information and Communications Technology Infrastructure Backbone Phase 2. Also about 400 Million US dollars has been planned for the project which will commence from Abuja to Borno State.

He said that his  administration has given approval for the construction of the  rail line from Borno to Rivers State, adding that the rail line was an  area that lacked attention before the advent of this administration. 

The Executive Governor of Gombe State, Alhaji Muhammadu Inuwa Yahaya praised the Federal Government for the completion of the Kaltungo-Gombe Road Project.

The Governor observed that the Federal Ministry of Works and Housing had successfully completed several roads to ensure that road users have a rewarding travelling experience. 

 He added that the Gombe - Kaltungo Road Project  had created jobs  directly and indirectly as well as provided social economic benefits to the people.

Works and Housing Minister , Babatunde Raji Fashola, SAN who was represented by the Director Highways North East in the Ministry, Engineer Celestine Shausu disclosed that the road is the sixth to be commissioned in the second phase of highway projects  completion and commisioning.

He said," This is the second phase of project completion and handover our country will be witnessing as we progress further in this season of completion and impact which started in the last quarter of 2021," said Fashola.

The Minister recalled  the completion of Efon Alaaye - Erinmo Iwaraja road in Ekiti,  Isoko Ring Road Section II covering Aviara- Uzere in Delta State,  Phase II of  Hadejia - Nguru Road covering Kirikasama - Nguru in Jigawa State, Nguru - Gashua- Bayamari Road in Yobe State and Lafia - Obi Awe - Tunga Road in Nassarawa State that were completed in the last quarter of 2021 which he described as major  investments in road transport infrastructure that serve as  drivers for economic growth and prosperity.

The Minister said these completed roads are viable assets in proof of what the country's resources are invested in.

In his welcome address, the Permanent Secretary Federal Ministry of Works and Housing, Bashir Nura Alkali who was represented by Engineer Amos Thomas stated that the Buhari led administration is focused on the completion of several ongoing road infrastructure projects to stimulate economic development, job creation and promotion of local content.

He added that government is also committed to linking the major arterial roads to refineries, ports, tertiary institutions and high volume commercial centres with a view to reducing travel times, vehicle maintenance costs, safety and security of commuters.

In his goodwill message, the Emir of Arko, His Royal Highness Alhaji Umar Atiku expressed appreciation to the Federal Government for the construction of the road project. He urged the people of the state to continue to support the Federal and State government and maintain  peace and tranquility in the state by being law abiding.

FG's Determination For Successful Completion and Commissioning Of Highway Projects in the Country on Top Gear – Nura Alkali

The Permanent Secretary Federal Ministry of Works and Housing, Bashir Nura Alkali has reiterated  that Federal Government’s determination for successful completion and commissioning of highway infrastructure projects across the country  is on top gear.

Alkali stated that in Kano, Kano State at the meeting of Permanent Secretaries at the on-going 28th Meeting of the National Council on Works with the theme, "Infrastructure, The Season of Completion.”

Alkali said that the timing of the Council meeting is very auspicious and apt as it affords the delegates opportunity to think through and make necessary arrangements, meaningful contributions as well as take critical steps to ensure that road infrastructure projects are completed on time and commissioned.

“In order to ensure that the target of completing and commissioning of these projects is achieved, it has become necessary for all stakeholders to consider and provide creative and contemporary ideas and policy suggestions that will support the attainment of the above target,” he said.

Alkali reminded the Permanent Secretaries that they are expected to have the objectives of the National Development Plan 2021 - 2025 in mind as they look at ways of ensuring that road projects are completed and commissioned in order to galvanize national growth and sustainability.

He added that the recommendations of the meeting should focus on restoring economic growth, the ease of doing business, investing in our people and creating a competitive economy through the provision of good  road networks across the country.

He also charged the body of Permanent Secretaries to ensure that money spent on roads and bridges improves the economy and imparts on the citizens positively.

The Permanent Secretary appreciated the government and people of Kano State for hosting this year’s Council on Works.

“I must quickly thank our host, the Governor of Kano State, His Excellency Dr. Abdullahi Umar Ganduje, OFR (Khadimul Islam) and the good people of Kano State for the gesture of receiving us to deliberate on this crucial theme that was carefully chosen to ensure that the massive spending of public funds by governments at all levels in highways and other roads infrastructure to ensure smooth mobility and access is duly accounted for through completed and commissioned roads across the country,” he said.

Earlier in his welcome remarks, the Commissioner for Works and Infrastructure Development Kano State, Engr. Idris Wada Saleh said that it is desirable for government at all levels to strive hard to complete ongoing infrastructural projects within the remaining periods of their tenures.

In order to ensure successful completion and sustainability of highway projects Engr.Saleh urged   successive administrations to take it as a duty to complete outstanding infrastructural projects that might be left uncompleted before the end of the tenures of the present leadership to ensure judicious utilization of public funds and continuity.

He welcomed and congratulated the delegates for having the unique opportunity to attend the highly educative meeting to contribute to national development and wished the delegates fruitful deliberations and a peaceful stay in Kano, the state capital.

The meeting of Permanent Secretaries reviewed 46 memoranda submitted by stakeholders under six (6) Thematic Syndicate Groups:

1.    Policy Formulation and Implementation

2.    Completion of infrastructure and economic growth: The role of maintenance

3.    Institutional strengthening

4.    Completion of infrastructure as a policy priority policy and funding priority of ease of doing business

Introductory Remarks By The Director, Planning Research And Statistics Federal Ministry Of Works And Housing , Mr. Jide Ode-Martins At The Technical Session Of The 28th Meeting Of The National Council On Works Holding In Kano, Kano State From 22nd – 26th  August, 2022

    I welcome you all to the 28th Meeting of the National Council on Works with the theme: ”Infrastructure, the Season of Completion” holding here in Kano from today Monday, 22nd – 26th August, 2022.

2.    As you are aware, the Meeting of the National Council on Works is the highest policy-making organ where stakeholders in the Works Sector deliberate and discuss critical issues concerning the Sector with a view to proffering sustainable solutions.

3.    It is pertinent to highlight that the Council Meeting is heralded by a 2-Day Technical Meeting of the Directors and the Meeting of the Permanent Secretaries. The responsibility of the Technical Meeting of the Directors as you are aware, is to create a solid and resourceful foundation by the diligently reviewing the memoranda submitted by stakeholders and fine-tuning the recommendation made by the Meeting of the Permanent Secretaries for presentation to the Council.

4.    In view of the foregoing, I would like to urge all Directors present to rise to the occasion as usual and come up with recommendations worthy of consideration by the Council. This is a task that most of us here are very competent at and committed to doing year in year out. I am therefore, very confident of our ability to timely deliver on this assignment.
 
5.    At this juncture, I would like to assure you that all necessary logistics have been made to ensure the success of this year’s Council Meeting. The Secretariat is available to attend to enquiries and render any assistance needed.

6.    On a concluding note, I wish to express our profound gratitude to the Honourable Minister Babatunde Raji Fashola SAN, the Honourable Minister of State Umar Ibrahim El- Yakub and the Permanent Secretary, Federal Ministry of Works and Housing Bashir Nura Alkali FCA, FCTI for providing the required support and enabling environment for the success of this Meeting. Minister of Works and Housing, Babatunde Raji Fashola SAN, has said that the Federal Government would remain committed to the development of quality infrastructure in tertiary institutions across the county.

The Minister spoke, Thursday, December 8, 2022 in Sokoto while handing over a 1.5 km of internal road with culverts and drainage built by the Ministry in the Federal Neuro Psychiatric Hospital, Kware, Sokoto State.

Fashola was represented at the occasion by the Federal Controller of Works in Sokoto State Engr. Maigwandu Kasim.

The Minister of State for Health Joseph Maikama who was represented at the occasion by Casmir Igwe Esq, his Special Adviser on Health, commended the leadership of the Minister of Works and Housing, Babatunde Fashola for the intervention.

In his address on the need to bridge the infrastructural gap, Fashola said "We have successfully intervened in 64 internal Road projects in various Federal Tertiary Institutions and handed over a total of 46 as at March, 2022 and we now have another 18, ready to be handed over, while we are currently attending to 19 roads in similar institutions across the country making a total of 83.

Accordingly, he explained that the quality of education will be impacted by the quality of infrastructure and the learning environment, pointing out that some of the feedbacks from students in the Institutions where this type of the intervention has taken place were testimonies in that regard.

The state minister for Health, while commending Fashola said " This kind of support, synergy, cooperation and collaboration is needed in governance to deliver dividend of democracy to the people. I am hopeful that the present administration will continue to bring in more projects to the hospital".

Earlier, in his welcome address the Medical Director Neuro Psychiatric hospital Kware, Prof. Shehu Sale expressed happiness that an important project of this magnitude has been executed in the teaching hospital, saying that the road would allow easy access for patients seeking medical treatment in different parts of the hospital.

" We are indeed very happy that the Federal Government under President Muhammadu Buhari through the Federal Ministry of Works realized the importance of this project which was carried out through special Intervention, the result is what we are seeing all around the hospital today" he said

The MD also commended the high quality of the work which he said cannot be compared with any of the previous work done by the past administration, and thanked President Muhammadu Buhari for the giant strides in ensuring that all tertiary institutions, be it education or health were connected by internal roads.

Accordingly, Professor Sale stated that with this intervention by the Federal Ministry of Works and Housing, all the routes within the hospital are now eighty percent completed.

" The hospital wards are now connected with the offices, patients can now be taken from the optician departments to the wards very easily, no more dust disturbing the atmosphere of the hospital causing harm to patients and the staff. We are happy with the government " he said

He also commended the administration of President Muhammadu Buhari for the support given to the hospital in terms of improvement of the health care system in the county.

In his remarks, the Emir of Kware, Sarkin Yamma Kware Alh. Muhammadu Dan-Iya, expressed joy and appreciated the Federal Ministry of Works and Housing and its Health counterpart for the infrastructural development for the people of Kware.

He said " I am very happy to be part of this occasion and with the achievements I saw in this hospital, we the people of Kware are happy for this hospital because this achievement is not only for the people of this town but for Nigeria as a whole"

Chairman Union of Nurses and Midwifery of Nigeria Kware branch Abdul Kolawale thanked President Buhari and the Minister of Works and Housing for the internal road intervention.

He said " this has brought relief to the people and Patients. Before the intervention Patients and visitors to this hospital suffer from dust due to the bad road".

Our Roads Intervention In Schools Are Great Investment In Education - Fashola

... Intervention brought relief to the entire College Community - Provost

Minister of Works and Housing, Babatunde Fashola has stated that the intervention in the internal roads of tertiary institutions across the country by the federal government is a critical investment in education.

The Minister stated this, Tuesday, December 6, 2022 during the official handing over of completed rehabilitation and construction of 1.175 kilometers road and drainages in the Federal College of Education (Technical) Gombe, Gombe State.

The Minister was represented at the occasion by the Federal Controller of Works, Gombe State, Engineer Salihu Jibrin.

Fashola who described the intervention as a critical support to education, also said “.... the point must be made that although this is a civil works project, it is an investment in education "

Explaining the need to bridge infrastructure gap in schools, he said " We have successfully intervened in 64 internal Road projects in various Federal Tertiary Institutions and handed over a total of 46 as at March, 2022 and we now have another 18 ready to be handed over, while we are currently attending to 19 roads in similar institutions across the country making a total of 83 "

While acknowledging that a lot of work needs to be done in many sectors of national life, including education, Fashola pointed out that the government of President Muhammadu Buhari has stepped up in leading the process of getting the work done, pointing out that the intervention has contributed immensely to the increased job creation initiative of the FG, revealing that 60 people had been employed during the road construction in the College.

In his remarks, the College Provost, Dr Ali Adamu Boderi described the roads intervention in the College as timely as before now, some facilities already being threatened by gully erosion had now been reclaimed.

Dr Adamu said " Road’s intervention in the College was timely and has tremendously assisted in reclaiming many of our facilities that were hitherto threatened by potholes and gully erosion, it has also brought relief to the entire College community as well as vehicular movement in the College".

The provost appreciated President Muhammadu Buhari and the Minister of Works and Housing Babatunde Fashola for the road’s intervention in his school, praying that the College should also be considered as a beneficiary when similar intervention is conceived in future.   

In an interview, Dr. Nasiru Bello, a Principal Lecturer, Department of Education said that, before the intervention, the condition of the roads was extremely bad to the extent that some departments in the college were disconnected.

" Some parts of the college were cutoff totally before this intervention, like the new school of science complex to staff quarters down to the college library" he said.

Accordingly, he said that, air pollution and visual distraction from pollution was everywhere in the college environment and had significance effect on the health of students before the intervention.

" Now that crack pavement, potholes, uneven surface and collapse shoulders on the roads were newly constructed the benefits of this road’s intervention to the learning environment in this college are unquantifiable" Dr Bello said.

He further explained that such roads construction in academic environments has reduced transportation time of goods and resources for effective teaching and learning and this also has a positive correlation with student’s enrollment, academic performance, health and safety in the college.

Dr Bello commended the Government of President Muhammadu Buhari for witnessing this great deal of commitments to education, saying that the government realized that tertiary institutions in the country are reservoirs of agents of national development.

 President of Students Union Government (SUG), Comrade Sahabi Alhassan, a Student of Computer Science Education described the situation in the College as devastating before the intervention.  

He said " We found it difficult to move around the school more especially in the night and during rainy season due to the effect of erosion within the school environment and fears of reptiles more especially snakes. Going to lectures, reading in the night is boring those days honestly".

Accordingly he stated that the roads intervention has helped a lot in opening the school environment and easing movement within by allowing access to so many places that can't be reached before because of erosion.

" There is no more fear of such reptiles now. Our security has improved tremendously. Security as we all know is one of the major issues required by students on campus, but today the story is that security is now efficient and guaranteed " he added.

The SUG President thanked the College Provost for his determination in ensuring that the project was executed in the College, and also appreciated the Federal Ministry of Works and Housing for the job well done.

 " Words are not enough to describe how this government impacted on the students with this kind of intervention, we were honestly excited with the intervention and we have also come to realize how students friendly this government is” he said.

Sunday Thliza Mjigimtu, SERVICOM Focal Officer in the College said the conditions of the road network in the College before the intervention was very terrible.

He said " The main road that links the College main gate down to the virtual Library and the academic areas was very bad with potholes all over. The one that linked the female hostel, football pitch and the College Chapel was not motorable because of the heap of sand that was all over. The new Science complex was completely cut-off by gully erosion. The staff quarters were not easily accessible".

Mr Sunday also stated that the impact and benefits of the intervention is enormous, as everywhere in the College is now motorable, water tanks can now supply water to students' hostels, staff quarters and college farm, while motorists now have smooth drive and can move around with convenience.

Accordingly, he said, Students are now having free access to academic areas, sporting fields, places of worship and all the inaccessible roads are now motorable.

He described President Mohammadu Buhari's road infrastructure as laudable, timely and a welcome development in all tertiary institutions of higher learning.

The 1.175 kilometers internal road handed over in the Federal College of Education Technical, Gombe connects among other buildings in the College; Academic Complex; School of Business Education; CBT Center; College Library and Sports Complex.

Others are; Admin Block; Females and Males Hostels; Auditorium; Central Masjid and School of Science Education.

A short drama presentation capturing the benefits and transformation brought about in the College by the road intervention was performed as well as the display of cultural dances during this colourful event.

Constructed Roads Are Depreciating Assets - Fashola

The Honourable Minister of Works and Housing, Babatunde Raji Fashola, SAN has stated that constructed roads across the federation are   assets to the nation which depreciates over time and should be maintained.

He made the clarification at the celebration of the Federal Roads Maintenance Agency (FERMA) 20th Anniversary held on 1st December, 2022 at NAF Conference Centre, Kado, Abuja.

Fashola revealed that road construction is a life impacting asset that should not be toyed with.  Noting that from the day any road is opened for use to motorists that is when the life span and asset value of that road begins to go down which already is calling for maintenance.
“So, from the day when you start to drive on the road, the asset value of that road begins to go down and therefore you are already generating a maintenance need and this is perhaps the way it should be and this takes us to the larger issue of the need for maintenance in the construction industry,” he said.

Fashola noted that engineers in road construction have a lot to do after each road construction and commissioning for motorists.  He said they need to teach people all the necessary things they need to know about road construction starting from how roads are built to the dos and don’ts that perhaps bring the biggest step of maintenance to the fore.

“Engineers have a lot of work to do.  Teaching people how roads are built, and what roads do not like.  In order for the teaching to stay long with people, the teaching must not be done with technical language. There are engineers in almost every community in Nigeria, if people understand the dos and don’ts of roads that perhaps is the biggest step towards the maintenance, which has started because roads are depreciating assets,” he said.

The Minister reaffirms that maintenance and operation create high number and lasting jobs for citizens and that is why President Muhammadu Buhari appropriately signed Executive Order No 11 which states that maintenance is not a culture but an economy that we must appropriately nurture because of its bountiful nature.

“The experts will tell you that after design and construction all of which employ less than 40% of the work force, it is maintenance and operation that create the longest lasting jobs and employ the longest and largest number of people and this is why President Buhari has appropriately signed Executive Order No. 11, the Maintenance Order, saying to all of us that maintenance is not a culture, it is one that we must appropriately nurture because it is bountiful,” he said.

Fashola announced the institutionalization of facility maintenance in the system saying that it creates a lot of opportunities to the general populace both direct and indirect, creates long term jobs, a large supply value chain of small businesses, engaging the artisans and sustaining the larger economy.  He added that the Federal Ministry of Works and Housing is undertaking maintenance in 24 Federal Secretariat complexes across the country with a facility manager assigned to each and at least 40 persons are employed which is expanding the implementation of the Executive Order No.11.

He added that very soon the importance of maintaining assets in turn will automatically reach every part of the country.

The Minister reiterated that road is a life impacting asset, a total economic package that many people’s lives and livelihood depend upon.  He added that there is large economic dependence on the movement of millions of people on the highways at different points and parks on the highways.

Fashola congratulated FERMA on their 20th anniversary celebration and all the invited guests for rejoicing with them.  He admonished FERMA to keep the ball rolling and encouraged them to start advocacy work to compliment all their efforts and what the ministry is doing also.

During his welcome address, the Chairman Governing Board of FERMA, Mr. Babatunde Olakunle Lemo, OFR thanked the Federal Ministry of Works and Housing for being extremely helpful and supportive to them.  He appreciated the efforts of the former governing board of FERMA saying it is the foundation they laid that is keeping them moving.  He welcomed all the guests and wished them all the best.

While delivering his keynote address, the Managing Director of FERMA, Engr. Nurudeen Rafindadi, presented a Book titled “FERMA @ 20, the Journey so far, challenges and way forward,” and thanked the Minister of Works and Housing and the Ministry as a whole for giving them the freedom to operate and being with them in all they do.

Speaking at the event   the Honourable Minister of State Works and Housing, Hon. Umar Ibrahim EL-Yakubu said: “Congratulations FERMA on your 20th anniversary and to all those who have supported your journey towards changing the future of our road network.”

Commenting also was the Chairman Senate Committee on FERMA, Sen. Gershom Bassey, who urged FERMA to achieve zero portholes on the nation’s highways and advocated for minimum of two options of traveling for travelers.  You either go by road or by air not zeroing everyone to fly because the roads are bad.

In a goodwill message the Chairman House Committee on FERMA, Hon. Femi Bamisile, requested that FERMA should install weigh bridges on our roads to check axle loads and apportion appropriate sanctions on defaulters.

The highlights of the event were a book launch to commemorate the 20th existence of FERMA as an Agency of government titled, “FERMA Footprints in National Road Infrastructure Maintenance (2018 – 2021)” which was unveiled by the Special Assistant to Mr. President on Media and Publicity, Mr. Femi Adeshina, OFR, the unveiling of the 20th Anniversary Logo plus FERMA Footprint and also the launching of FERMA short code.

There was also a Panel Discussion Topic:” FERMA at Twenty: Achieving Her Mandate in Uncertain Times,” anchored by Mrs. Claire Adelabu-Abdulrazak.

Critical Road Interventions Is To Support Education- Fashola

The Honourable Minister of Works and Housing, Mr. Babatunde Raji Fashola SAN, CON has said that the Federal Government through the Ministry of Works and Housing's intervention in the construction of the nation's tertiary institutions internal roads is government's commitment of improving the human condition and a critical intervention to support education.

The Minister made the remarks at the official handover of the 1.2 kilometre internal road at the University of Uyo,  Akwa Ibom State.

The Honourable Minister, represented by the Federal Controller of Works in Akwa Ibom State, Engineer Gabriel Akinwande said that with the reconstruction of the internal road at the University of Uyo and other universities, the gap of the nation's infrastructural needs was steadily being bridged by a gradual process of repairs, renewal and construction on major highways as well as in schools.

Speaking on the impact of the newly reconstructed roads and the quality of education, the Minister said: "It is unbeatable that quality of education will be impacted on by the quality of these infrastructure and the learning environment and that those who doubt it should simply listen to some of the feedbacks from students in the schools where this type of intervention has taken place."

From the feedback gathered so far, Mr. Fashola said students are now expressing renewed enthusiasm with regards to attending classes because some defective roads have been restored to good condition.

On his part, the Vice Chancellor of the University of Uyo, Professor Nyaudor Ndaeyo commended President Muhammadu Buhari and the Honourable Minister of Works and Housing, Mr. Babatunde Raji Fashola, SAN, CON, saying that these internal roads were unique gifts to them and the university and also that it will remain evergreen in their memory.

"The entire University community are very happy for this commissioning and handing over of these roads today. It will no doubt enhance the socio- economic life of members of the community," he said.

Commending President Muhammadu Buhari, the VC said they are very grateful and would continue to display their unalloyed loyalty and support to his administration.

In varied interview sessions with some students, hear their comments:  Master Sito Abasi, a Law student of the institution, Miss Okiyi Grace and Lawrence Okieji of the institution all agreed unanimously that the hitherto poor condition of the roads posed serious impediments, if not death traps to both staff and students of the institution.

Speaking on behalf of other students, Sito Abasi thanked President Buhari and the Honourable Minister of Works and Housing for the timely completion of the road projects which took just three months.

"We are now happy because some time ago, we had suffered greatly because of the poor condition of these roads but this has become history now. We say thank you President Muhammadu Buhari," he said.

On his part, the Dean of Environmental Studies, Professor Ephraim Edem commended the quality of the road projects saying that they are very impressed. " All eyes can now see that the roads have added value to the campus life and we do not have fear of rain causing impediment to our movement during the rainy season," he said.

Fashola proposes University Consultancy Services, Data Provision, Poll Results, Value Data, Printing Press for Tertiary Institutions as Alternative Sources of Funding

The Honourable Minister of Works and Housing, Mr. Babatunde Raji Fashola, SAN said, “University Consultancy Services, Data Provision, Poll Results, Value Data, Printing Press are value proposals for Tertiary Institutions"

The Minister made the above remarks as a panellist at an event organised by Nigeria’s House of Representatives on Tuesday, November 22, 2022, held at a National Summit in Abuja on tertiary education with a view to providing solutions to challenges facing the sector with a   theme ‘Re-imagining Tertiary Education in Nigeria: Issues, Challenges and Solutions.’

Fashola also said " employees of government owned institutions who want to be autonomous is a big issue "

He said Tertiary Education is on the concurrent list, meaning that States and Federal Governments can fund education in the country.

Director General,  Budget Office of the Federation, Mr. Benjamin Akabueze while  making his remarks  said, ‘'There has to be a sustainable funding of tertiary education .We cant continue with  the current system because it is not working and not sustainable."

Professor (Mrs.) Uduak Ekpo, Department of Education Administration & Planning, University of Calabar remarked at the event, “Budget and allocation for tertiary education should go up instead of going down. Nigeria's education budget remains among the poorest in Africa." She said if lecturers run away from their core mandate of academic’s excellence through research and teaching and go into business, funding of university, education will suffer.

Director Centre for Gender and Women Studies University of Jos, Professor Irene Agunloye in her remarks said, “ Education is a commodity and if you do not build the capacity of people in academics there will not be  headway.“ She advised that some institutions  should be made research universities in order to generate more fund .

Chairman / Chief Executive Officer Channels Media Group, Dr.John Momoh said "There is need for the Academic Staff Union of Universities and Federal Government to come to agreement till both sides are happy with the negotiation." Momoh also said that universities should look for a way of generating fund from alumni and to also look for a way of outsourcing of assets of universities in order to improve funding.

The Academic Staff Union of Universities (ASUU) led by its current President, Emmanuel Osodeke said “ The level of poverty in Nigeria would not allow  Nigerian students  to pay increased tutition fees.

Boost In Transportation Infrastructure for Kano, Jigawa as FG Approves Dualization, Reconstruction of Section Two of Kano-Hadejia Road

•      Over 350 jobs expected as dualization/reconstruction work begins on the Section II of the 82 km single and dual carriageways
•      The road will open up settlements within the project vicinity and provide access for the evacuation of goods and services, says Fashola

In pursuance of its objective of improving transportation infrastructure across the six geopolitical zones of the country, the Federal Government has approved the dualization and reconstruction of the Kano-Kwannar-Danja-Hadejia Road traversing Kano and Jigawa States in the North West Zone of the country.

The approval given by the Federal Executive Council covers the 82-kilometre Road, which is a composition of both single and dual carriageways of two and four lanes respectively as Section II, comprising 58 KM single carriageway and 24 KM dualized carriageway length with the dualized section located in Kano City.

The FEC approval which was sequel to a memorandum dated October 31, 2022, and presented to it by the Minister of Works and Housing, Mr. Babatunde Fashola, SAN, covers the Section of the road which begins at Yankaba Roundabout located in Kano City, traversing through Gunduwawa, Jogana, Gezawa, Guruma, Kagadama, Kawo, Gabasawa, Unguwan Ari, Limawa and terminates at Tsalle Village linking both Kano and Jigawa States.

Stating the reasons for seeking the approval for the contract worth N94.14 billion, Fashola, said the road when completed would open up settlements within the project vicinity and provide access for the evacuation of goods and services adding that the socio-economic life of the host communities would also be enhanced.

The Minister explained to the Council that the Ministry had earlier on February 21, 2022, requested and obtained from the Bureau of Public Procurement (BPP) the approval and a Certificate of “No Objection” for the procurement procedure for the contract adding that the BPP granted the approval vide its letter dated April 8, 2022.

Fashola also informed the Council through the Memorandum that Due Diligence/Post Qualification conducted on the company showed that it is capable to execute the contract and is duly registered under the Nigerian law and fully compliant with the Nigerian Local Content Policy.

While itemizing the Scope of work on the road, the Minister said the road would also improve the socio-economic lives of the people within the stretch of the different communities in the project areas adding that the condition of the existing road pavement is characterized by failures such as potholes, loss of shoulder material and alligator cracks with complete loss of pavement structure at the other sections.

The Minister said there was also need to bring the dual carriageway section formerly constructed by the Kano State Government to the Ministry of Works’ standards and specifications, listing some of the construction improvements required on the existing road to include clearing on both sides of the road, provision of natural occurring materials that meet the specification as fill materials and provision of suitable laterite as base.

Buhari Lists Gains, Expectations As Nigeria-Cameroon Border Bridge And Joint Border Post Is Commissioned

President Muhammadu Buhari has in Ikom, Cross River State, commissioned the Nigeria-Cameroon Border Bridge and Joint Border Post listing the gains and expectations of the two countries to include boost in trade and efforts of the two countries to combat terrorism.

President Buhari, who performed the ceremony jointly with his Camerounian counterpart, Paul Biya, spoke as Nigeria’s Minister of Works and Housing, Mr. Babatunde Fashola, SAN took a holistic view of the projects and declared to the large audience that attended the event, “We have delivered”.

The President also said the commissioning of the 1.5 metre Bridge and Post, funded by the two governments, as well as the African Development Bank (AfDB), would increase the volume of trade and commerce between the two countries.

Represented at the occasion by the Minister of State for Foreign Affairs Ambassador Zubairu Dada, the President told the audience of top officials and members of the border communities as well as security agencies at the venue, “The government of the Federal Republic of Nigeria expects that this Joint Border Bridge and Post will enhance security patrol and cooperation in this part of our border with the Republic of Cameroon”.

“While we have confidence that this project will accomplish its set target, it is also our hope that it will complement the current efforts of the Federal Republics of Nigeria and Cameroon to combat the scourge of terrorism and violent extremism in our region”, the President declared adding that the activities of violent extremists have become a major challenge to the development of the sub regions.

According to him, “This menace has continued to threaten our economies and the maximization of the potentials of our countries as well as cause political upheavals and menace in our region. Hence it is our hope that the commissioning of this project will accelerate the efforts of our gallant security personnel who are already doing very well in securing our territories”.

Expressing delight that the project would enhance the volume of economic activities in regions particularly as well as facilitate the movement of goods and services within the countries along the Corridor, President Buhari said it would also serve as a critical link between the countries of the Economic Community of West African States (ECOWAS) and those of the Economic Community of Central African States (ECCAS).

Describing the completion and commissioning of the project as timely, President Buhari declared, “Therefore, we expect that the commissioning of this Joint Border Bridge and Post will not only strengthen the already existing cordial relationship between Nigeria and Cameroon but will enhance cooperation between ECOWAS and ECCAS countries”.

“We also pray this project will enhance interconnectivity of our people and communities and also increase the standards and reduce the barrier to interregional trade and strengthen border security”, he said adding that it would certainly “deepen inextricably the fraternal and cultural bond already existing between Nigerians and Cameroonians living along the border communities”.

President Buhari said the project, which, according to him, “is part of the ongoing Nigeria-Cameroon Multinational Highway Transport Facilitation Programme”, would remain a visible testimony to the continuing cooperation and good neighbourliness between Nigeria and Cameroon as well as regional economic communities.

“This Bridge and the Joint Border Post are proof that when African regions work with African institutions of standard, critical developmental projects can be achieved in record time”, the President said expressing delight that both Nigerians and Cameroonians living in the border areas have remained jubilant since the completion of the Bridge and Joint Border Post.

According to him, “Such excitement symbolizes the resolve of our people and governments to remain connected in spite of our seemingly artificial boundaries”.

Commending the government and people of Cameroon for their cooperation and support towards the completion of the project, the President also thanked the funding partners, particularly the African Development bank (AfDB), for their role in financing the project adding that under the leadership of Dr. Akinwunmi Adesina, “the Bank has become by all standards a beacon of support in all matter relating to Africa’s development efforts to ensure the timely completion of this project”.

Conscious of the diplomatic importance of the project to both countries, Buhari declared, “Let me also underscore that in order to maximize the benefits of this project, Nigerian and Cameroonian officials who will be saddled with the responsibility of manning the border posts in particular must act in the most professional manner as well as in line with global best practice with effect from today”.

In his own remarks, his Cameroonian counterpart, President Paul Biya, said the Bridge and Post facilities are expected to help increase trade and strengthen cooperation between countries of the ECOWAS and those of the ECCAS in general, and between Cameroon and Nigeria in particular.

President Biya, who was represented by the Cameroonian Minister of Public Works, Mr. Emmanuel Nganou Njoumessi, said the direct beneficiaries of the programme “are the transport services users, as well as the 11million inhabitants (3m in Cameroon and 8m in Nigeria) in the programme area representing 7% of the total population of the two countries”, adding that the programme would reduce overall transport cost and improve the living conditions of the populations living along the road.

The President said the Programme for the transport facilitation of the Bamenda-Enugu Road Corridor was conceived by the founding fathers as a confidence building measure to strengthen relations between Nigeria and Cameroon following the strained relations arising as a result of the Bakassi Peninsula issue.

He explained further that the 443-kilometre long Bamenda-Enugu Corridor comprises the Cameroon Bamenda-Mfum-Ekok Road sections, the Nigerian road sections of 240 kilometres, the bridge over the Munaya River in Cameroon and the border bridge of 230 metres Mfum-Ekok Bridge over the Cross River.

Delivering his welcome address earlier, Nigeria’s Minister of Works and Housing, Mr. Babatunde Fashola, SAN, while expressing delight that the project has been delivered according to the scheduled time, declared “We have delivered. I can say with pride that our job has been done for the benefit of the people of Nigeria and Cameroun which the bridge connects.”

Also commending the vision of the founding fathers in conceiving the project, the Minister acknowledged with gratitude the roles played by the funding partners, the Ministry’s Engineers and Directors as well as the host communities of Nigeria and Cameroon.

“The most important thing about this project is that the Bridge not only connects Nigeria and Cameroon but it begins a journey of a Trans-Africa connection.  The Nigeria/Cameroon Multinational Highway from Enugu in Nigeria to Bamenda in Cameroun is also part of the Dakar-Lagos-Mombasa-Kenya Trans-African Highway and this is the significance of this project”, the Minister said.

In an interview, the Clan Chief of the host community, Ajassor, His Royal Highness Anthony Ntui Etta II, who represented the Paramount Ruler of the Town, expressed gratitude to the governments of Nigeria and Cameroon for their commitment to the execution and completion of the projects adding, “The Ajassor Clan are indeed very happy and grateful for the project”.
He added, “The significant of this project cannot be overemphasized as it will strengthen the already existing bond of affinity and further boost trans-border commercial activities between our communities with our kith and kin of Ekok border community in Cameroon and even beyond”.

The colourful ceremony carried out on the 1.5 metre Bridge and at the new Border Post was witnessed by top officials of both countries and representatives of ECOWAS and ECCAS as well as the funding partners, the AfDB, the European Union (EU), who also delivered goodwill messages, and other stakeholders like the Hon. Minister of State for Transportation, Prince Ademola Adegoroye, his Ministry of Power counterpart, Hon. Goddy Jedy Agba as well as Senator representing Cross River Central Senatorial  District, Professor Sandy Onor.

The ceremony was spiced by traditional dancers from the host communities of both countries.

Border Bridge Between Nigeria And Cameroon Will Curtail *Insecurity-President Muhammadu Buhari

The new Border Bridge linking Nigeria and Cameroon at Mfum/ Ekok across the Cross River and the new Joint Border at Mfum has been officially commissioned on Wednesday the 3rf of November, 2022. 

The project was jointly funded by the Governments of Nigeria, Cameroon and the African Development Bank Group (AfDB), the project begin in year 2017 and was completed in year 2021.

Commissioning the Bridge, the President of the Federal Republic of Nigeria, His Excellency, President Muhammadu Buhari, (GCFR) said that this new Border Bridge between Nigeria and Cameroon would go a long way to curtail insecurity. 

President Buhari who was represented at the ceremony by the Minister of State for Foreign Affairs, Ambassador Zubairu Dada said: “The Government of the Federal Republic of Nigeria also expects that this Joint Border Bridge and Border Post will enhance security patrol and cooperation in this part of the border with Cameroun and also hope that it will complement the current efforts of the Federal Republic of Nigeria and Cameroun to combat the scourge of terrorism and violent extremism in our region.”

Speaking further he said the project is important because the activities of violent extremists have continued to present major challenges to the development of our countries and our regions. “Their activities have continued to deter our economies and the maximization of the potential of our countries as well as cause political upheavals and menace in our regions. Expressing his joy on the commissioning, he said: “I am glad that both Nigerians and Cameroonians living around these axises have remained jubilant since the completion of this Bridge and Joint Border Post. Such excitement symbolizes the resolve of our peoples and governments to remain connected in spite of our seemingly artificial boundaries. The completion and commissioning of this project could not have come at a more auspicious time when Nigeria has signed and ratified the African Continental Free Zone Area Agreement.”

The President said he is optimistic  that the commissioning of the Border Bridge and Joint Border Post will not only strengthen the existing cordial relationship between Nigeria and Cameroon but it  will also enhance cooperation between ECOWAS and ECCAS countries adding that the project has the potential to enhance the volume of economic activities in the regions especially as it will  facilitate the movement of goods and services within the countries along these Corridor. It will also serve as a vital link between the West and Central African Regions. 

The joint Border Bridge is one of the projects under the Transport Facilitation Programme for the Bamenda-Enugu Corridor otherwise known as the Nigeria/Cameroon Multinational Highway and Transport Facilitation Programme. It was embarked upon by  both countries as part of the confidence building measures aimed at improving relations between both countries through the facilitation of movement of people, goods and services between both countries and also as a major economic route connecting the ECOWAS countries and their counterparts in the Economic Community of Central African States (ECCAS) thereby facilitating trade and growth in the region.

In his remarks, the President of Cameroon, His Excellency Paul Biya said that the Programme for the transport facilitation of the Bamenda-Enugu road corridor was conceived by the founding fathers as a confidence building measure to strengthen relations between Nigeria and Cameroon following the strained relations arising as a result of the Bakassi Peninsula issue.

He said: “I can say with pride that our job has been done for the benefit of the people of Nigeria and Cameroon which the bridge connects.” 

Continuing, he said that the most important thig about the project is that the bridge not only connect Nigeria and Cameroon but it begins a journey of a Trans-Africa connection.  “The Nigeria/Cameroon Multinational Highway from Enugu in Nigeria to Bamenda in Cameroon is also part of the Dakar-Lagos-Mombasa, Kenya Trans-African Highway and this is the significance of this project,” .

In an exclusive interview with  His Royal Highness Anthony Ntui Etta II, the host community  of Ajassor clan, he highly commended the two countries and said that the Ajassor clan are indeed very happy and grateful for the project.

He said, the significance of the project cannot be overemphasized as it will strengthen the bond of affinity which already exist between their community with their kiths and kins of Ekok border community in Cameroon and even beyond. He added that the project would further boost trans-border commercial activities.

It was a very colorful commissioning ceremony that was well attended by stakeholders such as the EU, Africa Development Bank Group, ECOWAS. ECCAS, Senator representing Cross River Central, Distinguished, Senator Sandy Onor,  the representative of the Governor of Cross River State  the Hon. Commissioner of Works .Engr. Dane Osim-Asu, the Minister from Cross River State in the Federal Exceptive Council. Mr. Goddy Jeddy-Agba,  Minister of State, Transportation, Nigeria. Prince Ademola Adegoroye,  Ministers from Cameroon, Nigerian Ambassador to Cameroon, Ambassador Gabriel Olunisakin, Traditional and Paramount Rulers and Mayor's, Local Government Chairmen, members of the Military and Paramilitary Agencies. More Jobs Coming as FEC Approves Award of Urgent Repairs, General Maintenance Contracts on Some Roads Nationwide

In pursuance of the Federal Government’s commitment to developing the nation’s road network in the six geopolitical zones, the Federal Executive Council (FEC), has approved contracts for urgent repairs and special general maintenance of some roads nationwide worth N48.519 billion.  

While presenting the Memo, as one of three considered from his Ministry at Wednesday’s Federal Executive Council meeting presided over by Vice-President, Prof. Yemi Osinbajo SAN, the Hon. Minister of Works and Housing, Mr. Babatunde Fashola SAN explained that the aging state of federal roads nationwide has warranted the Federal Roads Maintenance Agency to procure the projects in its Amended 2022 Appropriation.

He added that the projects would enhance Federal Government’s objective of restoring the nation’s road network as part of the implementation of the National Development Plan (NDP) 2021 -2025.

The roads for which the Minister got approval for the award of contracts for urgent repairs, and special general maintenance included the construction of Gorgaram - Guri Road in Yobe state, in the sum of N40.907 billion, with a completion period of 36 months and the rehabilitation of the 90-kilometre Buni Gari - Gulani road also in Yobe state in the sum of N4.785 billion with a completion period of 36 months.

 Approval was also received for the reconstruction of Water Corporation Drive and Trinity Avenue in Victoria Island, Lagos State. This was approved in the sum of N2.826 billion with a completion period of 36 months.’

The approvals, which were sequel to the Memoranda submitted to the Council by the Minister of Works and Housing, Mr. Babatunde Fashola SAN, showed that the construction of Gorgaram - Guri Road in Yobe state will be executed by Messrs Mothercat Limited, the Buni Gari - Gulani road will be rehabilitated by Messrs Hikam Engineering and Consultancy Limited, while the reconstruction of Water Corporation Drive and Trinity Avenue will be carried out by Messrs Wizchino Engineering Limited.  

In terms of creating job opportunities, it was noted that due diligence and post qualification checks were carried out which showed that the companies have the capabilities to execute the contracts with a substantial number of jobs generated for Nigerians.

Advancing reasons for seeking the approvals, the Minister explained that “these roads have been reported to be in very bad condition and requiring urgent intervention to enable road users’ access to economic activities along the routes.”

FG Reiterates Commitment To The Completion Of Abuja - Kaduna -Kano Road.

The Federal Government has reassured Nigerians of its commitment to the completion of the Abuja- Kaduna- Kano road. The Honourable Minister of State for Works and Housing, Hon. Umar Ibrahim El- Yakub gave the assurance while inspecting   the road from Abuja to Kaduna eastern bypass on Thursday, October 20, 2022.

The Minister said the contractor suspended work on the first section of the road due to the security threat especially after the train attack in March this year will soon resume  work fully on the road because of the obvious improvement on the security in the area.

He said contrary to the speculation that the contract was abandoned, palliative work was being done after it was discovered that the road had deteriorated due to the effect of rainfall. 

He added that the contractor has been working on the second and third sections of the road which have reached appreciable level and would be delivered on schedule.

The Minister said, " We are still optimistic that sections two and three of the roads will be finished between now and first quarter of next year. However, section one will be longer than that for obvious reasons."

El-Yakub said work on the three sections were moving simultaneously before the train attack and over fifty percent of the work on section one was achieved before the contractor suspended the work due to the security problem.

Speaking on the progress of work at the eastern bypass in Kaduna, the Minister lamented that the contract which was awarded by the previous administration in 2002 was neglected until the advent of  the President Buhari led administration who has placed premium on infrastructure development across the nation due to its significance to the development and prosperity of the people and the country.

He disclosed that the bypass has a total of ten bridges: four land bridges, five river bridges and one bridge over the railway line.

He commended Mr. President, the Chief of Defence Staff and the entire security operatives for their tireless efforts in ensuring the security of life and properties of the people.

The Minister who reassured Nigerians that maximum attention will be given to the work on the road to ensure its completion as soon as possible, observed that no administration in recent times has committed so much efforts and resources on infrastructure be it road, rail, airport, health or digital communication.

Similarly, the Honourable member representing Tudunwada - Doguwa Constituency of Kano State in the House of Representatives, Honourable Alhassan Ado Doguwa who was passing by during the inspection commended President Muhammadu Buhari and the Ministers of Works and Housing for their commitment to the work on the road, adding that when completed it would ease the security threat in the area.

He also praised the commitment of the President and security architecture in the country for their efforts in addressing the security problem in the country especially in recent times. 

The Federal Controllers of Works for the Federal Capital Territory and that of Kaduna State expressed gratitude for the encouragement by the management of the Federal Ministry of Works and Housing and gave the assurance of the commitment of the contractor to the project.

Works Ministry Sensitizes Directors on Asset Declaration, Infringement

The Federal Ministry of Works and Housing has organized a sensitization workshop for its directors on strict compliance with Asset Declaration Processes, Code of Conduct and the consequences attached to infringements.

Declaring the workshop open, the Permanent Secretary of the Works and Housing Ministry, Bashir Nura Alkali, said that the purpose of the workshop was to enlighten the participants on the provisions of the Code of Conduct Bureau and Tribunal and its application as they relate to Asset Declaration.

Alkali, represented by the Director Highways Planning and Development in the Ministry, Engineer Uzor Chukwuwinke Ogbona, pointed out that it had become imperative to organize the workshop because of the increasing cases of allegation of infringement of the codes by public officers thereby resulting to frequent invitations for questioning by the Bureau.

"This has become necessary in view of the report of increasing cases of alleged breach of the provisions of the Act by our officers occasioning their invitations for questioning by the Bureau," he said.

Accordingly, he added that all the other levels of the officers in the ministry would go through a similar workshop because of the sensitivity and importance of Asset Declaration to public officers.

"Given the importance and seriousness attached to the issue, the Ministry is determined to ensure that this enlightenment programme is cascaded to all levels of officers from the Directorate cadre downwards," he added.

Engr. Uzo implored participants to use the opportunity of the workshop to ask pertinent questions on issues that needed clarity, pointing out that the facilitators were experts in the field recommended by the Code of Conduct Bureau that could respond to these questions.

In his goodwill message, the Chairman of the Code of Conduct Bureau, Professor Muhammed Isah who was represented by a member of the Bureau, Professor Samuel Ogundare, informed the participants that in a bid for government to ensure that public officers maintained a high level of integrity while discharging their duties, a set of codes have been established to guide them.

He explained that the codes specify the standard of integrity expected of public officers as well as how to meet them, adding that safety of public officers has been captured in the codes in discharging their duties.

The Chairman urged the participants   to oblige the Bureau with suggestions from their experiences on how to minimize infringement of the codes.

" It is also our wish that since most of you will be exiting from the service soon, you will share your experiences with us on how we can minimize the judgement in these codes,"Professor Ogundare said.

In her presentation, Mrs. Ofor Ijeanuli, a Deputy Director from the Code of Conduct Bureau, in her paper presentation titled: Code of Conduct Act & Code of Ethics in Government Business, mentioned that there are fourteen codes synonymous to rules guiding the public officers of which Asset Declaration is one of them.

She noted that civil servants were mandated to declare their assets every four years within the period of years they are still in service of the Federal Republic of Nigeria, pointing out that failure to do that was an infringement.

Explaining further, Ofor stated that public officers are expected to submit a written declaration of all their properties, assets and liabilities and those of their unmarried children under the age of eighteen years including their spouses that are not working.

Accordingly, she disclosed that, the Code of Conduct for Public Officers should serve as a mechanism for continuous self-assessment by public officers to meet up with public expectations, scrutiny and evaluation, noting that any property acquired in abuse of or corruption in office will be forfeited to the state.  

It was a very fruitful discussion in which a large number of the Director's participated in with genuine questions asked and explicit answers given by the officials from the Code of Conduct Bureau in the Ministry's Headquarter conference room in Mabuchi, Abuja.

Keynote Speech Delivered By H.E Babatunde Raji Fashola, SAN As Guest Speaker At The Niche 2022 Annual Lecture On Thursday September 8, 2022 At The Muson Centre, Lagos

The theme chosen by Acclaim Communications Ltd, for this year’s annual lecture, which is “2023 AND THE FUTURE OF NIGERIA’S DEMOCRACY” was perhaps too tempting for me to resist, and the invitation, issued since April 20, 2022, was more than timely, which is not easy to say these days for some speaking events.

Given that we are 20 Days to the formal commencement of campaigns for the 2023 general elections, this year’s annual lecture coming 170 days to the first of the elections in February 2023 provides a potential platform for many possibilities.

However, I have elected not to be partisan, and instead chosen to be even-handed, I believe this is the challenge, albeit self-imposed that the theme of the lecture now presents.

Let me start from the beginning about the 2023 general elections.

Shortly after the announcement of the results of the 2019 General Elections proclaiming the victory of President Muhammadu Buhari, and whilst the opposition petition in the election tribunal was still pending, I started hearing talk of 2023.

Initially I dismissed it as offhanded or, at the worst, isolated but it turned out that I was mistaken; it continued.

Therefore, long before the Presidential Election petition was resolved and before Buhari was sworn in for a second term in 2019, talk of the 2023 election, especially the presidential one, had started gathering momentum.

This is the context in which I present my thoughts about the 2023 General Elections and Nigeria’s democracy.

Therefore, you can see that rather than focus on what was going to happen to our lives as a result of the new mandate, now clearly won and lost as determined by the Election Tribunal, some were already thinking about the next election.

So, it should not surprise anyone when you hear rhetoric like: “this will be a most defining election,” “this will be an election like no other,” and so on and so forth.

But truth be told, this rhetoric is common in every democracy and at the onset of a new election cycle.

This is understandable because no two elections are the same; and the intensity always varies anyway as indeed the number of voters and sometimes the number of parties; and the novelty of some candidates.

Unlike economists who urge the probability that “all things being the same,” politics and elections draw their oxygen from the probability that things will not remain the same, especially if you are in opposition.

For example, young people who were by age not eligible to vote in a previous election, would have attained voting age at the next election cycle and become eligible to vote if they register.

In our current situation we now have 12,332,336 newly registered voters for the 2023 election, whereas there were 14,360,053 newly registered voters in 2019, while 6,944,752 registered as new voters in 2015.

So, if the hype about 2023 is anything to go by, the number of 12,332,366 newly registered voters does not support it, because it is 2,027,687 less than the 14,360,053 newly registered voters in 2019.

Obviously, we have seen all the hype before and they detract from the real question which in my view should be: how can democracy, especially the 2023 elections, make our lives better and our country greater?

I think we should focus on this question because we must remember that democracy is simply concerned about the popular participation in choosing a leader or set of leaders.

Democracy does not guarantee that the leader or those leaders will deliver or indeed are able to deliver on what we want.

Put conversely, what really is it that we expect from those we elect and what do they promise to do before we vote, and what have they done for us?

Did we vote for, or did we collect tricycles, sewing machines, generators etc. from them?

If we did, can we legitimately expect that the budget from which these things were procured will also provide healthcare, drugs and diagnostic equipment in our health facilities?

If they have sponsored weddings for our families, financed the burial of our dear departed ones or paid school fees for a whole community do we understand that these things or some of them are funded by the budget from which we also expect good schools, good roads and other public infrastructure and services upon which our prosperity depends collectively?

Put differently, how many of us who vote truly understand how the process works?

How many of our electorate understand what the actual constitutional roles of our legislators, Local Government Chairman, Governors, and President are?

These questions may look ordinary, but my experience in government suggests that they are not. I have been surprised by how unfamiliar some of us are with the constitution and our responsibilities, although I must concede that we are fairly well acquainted when it comes to our rights.

Truth be told, elections are only a part of the democratic process; and this requires not only the successful party to play their role in the formation and running of government, but the opposition as watchdog, and government in waiting, has an equally important role to play in enriching the process.

Governance in power is not easy, and I daresay opposition is even more hard work.

Let us ask ourselves when last an opposition party prepared and detailed an alternative budget to that of the party in government.

True enough, we hear criticisms of what the party in Government is not doing or getting right; but when I ask, can you recall an opposition party offering a credible and alternative solution to what the party in Government has done wrong.

To be fair I must acknowledge the generalizations such as we will do this and do that, but very often that is where it ends.

On the question of revenue or lack thereof for example and the borrowing by Government, apart from the legitimate concerns about borrowing which are rightfully expressed, I have challenged the critics to provide the alternative; and I am still awaiting a response.

If you listen to any of the several Morning shows the issue will come up and you will hear the criticisms, which are legitimate, but you will not get any credible answer to the question – what are the alternatives?

The answer must lie somewhere between cutting waste, reducing the size of Government, raising taxes, stopping some programmes, projects or policies.

But who is ready to have these conversations in real politics?

This is something we must demand in the run up to the 2023 General Elections in order to sustain the future of our democracy.

Yes, democracy heralds freedoms including the freedom to speak. But what kind of speeches are we engaging in? Heckling, online trolling, hate and in person verbal abuse in some cases or talk about ethnicity or religion.

How do we resolve the revenue problem we have with fuel subsidy without leading to social unrest which the two dominant parties have not yet resolved, and the other contenders remain quiet about.

Why has parliament, where all the people of Nigeria are represented, not taken a bipartisan position on the matter after consulting with their constituents, the Nigerian people, and say that we have your mandate to do this or that about the subsidy.

Why can we not have a voting process that shows how each legislator voted, to show that the vote was the result of consultation with the constituents and ensure that they will re-elect the legislator again.

Why is it not a stipulation that our elected representatives live in our constituency so that they understand what we experience and present it for government attention.

Is this type of hands-on representation less important than the occasional goodies shared at seasonal meetings by absentee representatives?

When the campaigns for election to executive office starts and we hear of free this and free that, do we engage in a conversation about how much it would cost and where the money will come from?

After all, to use the cliche nothing is free even in Freetown.

When those promises do not materialize, are we complicit in their stillbirth by the lack of engagement or the quality of engagement.

Let me segue to another issue, to which perhaps we should pay attention, and this is the Federal Government.

In particular, I seek to highlight what I perceive to be a lack of appreciation of what constitutes the Federal Government and what her role is.

To start with, there is a lie that is being told and repeated and some are beginning to believe it, that we do not have a Federal type of constitutional governance partly because they think our Federation is not perfect which I agree with, but an imperfect federation is not the same thing as a non-existent Federation.

The truth is that the imperfection is probably one of the reasons why there are provisions for amendments in the constitution.

If a constitution provides that the federal, state and local governments have different responsibilities and some shared responsibilities as our constitution does in the exclusive and concurrent list of the second schedule and the fourth schedule, I think the minimum requirements of federalism have been met.

Whether the states or local governments should get more powers, lies with us to exercise the amendment in a process requiring federal legislators to initiate it and 2/3 of the states to concur with it.

If that has not happened, it seems to me that it does not extinguish the existence of a federal arrangement, neither is it solely the fault of one person such as the president or the federal government.

This brings me to the heart of the matter about our understanding of the Federal Government.

Not infrequently, I have heard some federal legislators laying the blame of some failing or the other on the “Federal Government,” when in fact what they probably intended is the “Federal Executive” arm of the Federal Government.

The fact is that the federal judiciary, legislative and executive all constitutes one Federal Government operating in three arms.

If we decompose the constituents of the federal government, it will become obvious that it is all of us, the states, through our representatives who make up the federal government.

For example, in the Federal Executive arm of Government, the election of the president and vice president only represents a partial composition of the federal executive. By virtue of section 147 (3) of the constitution, ministers must be appointed from each of the 36 states before the federal executive is probably properly constituted.

In effect, each of our states makes up the much-vilified Federal Executive because the ministers represent us there.

On the federal legislative side of the federal government, the 109 senators and 360 representatives are elected to represent us from senatorial districts and federal constituencies created within our states.

The same is true in the federal judiciary at least at the Federal High Court level and largely so at the Appeal court, except for the supreme court that does not have 36 seats.

The point I seek to make therefore is that it is the representatives of the 36 states who truly constitute the federal government rather than any behemoth or entity.

So, if we agree for example to amend the constitution to allow state policing, I don’t see who can stop it. But do we have a consensus on this matter?

If the Government is not giving us what we expect, I think we should all look in the mirror and ask ourselves what we have put into it, because we are the ones who constitute it.

I must emphasize that democracy works when a working majority exists. Without a working majority in parliament, the work of the executive becomes more difficult.

Therefore, I fail to understand why a party that has a Legislative majority is accused without more, of being a Rubber Stamp.

They are not elected to “fight” the executive especially of their own party, and they are expected to use their majority to push their Party and government agenda through.

That is why elective seats are hotly contested and won. But I find it even stranger and inexplicable that a party that have won legislative majority then literally surrenders its mandate in the parliament by handing over not just Committee Chairmanship seats to the minority, but also committees that are critical in the party’s agenda.

Apart from Public Accounts and probably Ethics, minority should not chair a committee.

Of course, if only briefly I cannot but point out the fact that there are things we expect from different levels of government and legislators that are not their constitutional responsibilities. We would do well to read our constitution before the campaign starts and before we vote. (EXAMPLES ORALLY).

It is these things that should shape the future of our democracy in 2023 and beyond.

These things require us to focus on the kind of people we will elect to states and federal constituencies because it is those people who will determine many things that will affect us.

The kind of people we elect for example to the Senate, will determine what kind of people they will confirm to become ministers, heads of parastatals and so on, which will determine the quality of service we get.

The kind of people we elect, will determine the quality of policies, budgets, programmes and projects that are designed and delivered to us.

The local elections, to elect people to serve in the local governments, as state legislators and as governors are extremely important to our quality of life and deserve that we pay the utmost attention to them without losing sight of the federal elections.

Issues like water supply, rent, land acquisition, building permits, refuse management, sanitation, traffic management, primary health and education, community development are local and not federal issues.

As a small business operator, you need more support from your State Governments than the Federal (save for fiscal and monetary issues) in order for your business to thrive.

I have spoken to the freedoms that democracy offers and the freedom of speech in relation to our rhetoric. The other side of the coin is the role of the press.

While I respect and understand the responsibility to report the news, I hold the view that the press has a big responsibility in shaping the news.

Before I am misunderstood, let me explain.

While they have done a good job serving us with the developments relating to fallout from the choice of running mates and even the purported suspension of a presidential candidate, they can do more to focus on conversations that affect the majority of potential voters.

I am certain you agree with me that the majority of potential voters will be more likely interested to know if there is any plan to improve their children’s education and access to healthcare.

They certainly will be interested to know if something will be done to bring water to their taps at home and what the plans for more reliable electricity will be.

You can bet that those who pay 2 to 3 years rent in advance will be interested to know if anything can be done about it and what that would be.

These are examples of conversations that I think the media can focus on and thereby shape the news.

While there is a lot of work still to be done, it is proper at this point to also highlight the successes our democracy has delivered because the democratic experience since 1999 came at great cost.

Therefore, before I close, let me remind us about some of the things our democracy has delivered since 1999 so that we keep stock, and we believe and reaffirm our commitment to the choice that democracy offer is us and we remain faithful to its ideals.

Our democracy has delivered an interstate train service, the first and only one since the one built by the colonial government.

Our democracy is delivering solutions to problems that seem to have defied solutions, like a road and bridge network to Bonny Island, like the Second Niger Bridge and the reconstruction of the Lagos - Ibadan Expressway, Enugu-Onitsha Expressway, Kano-Maiduguri Expressway and an extensive broadband rollout nationwide.

And lest I forget, our democracy delivered access to telephone service for many Nigerians.

Our democracy has delivered an increasing reliance on Tax revenue as the basis of Government expenditure.

This is important because it increases the focus on representation.

While there is still a lot to do, these are building blocks of hope around which to build our prosperity.

They represent critical items of infrastructure and fiscal options about our current and future livelihoods around which to frame the issue for 2023 elections and plan the future of Nigeria’s democracy.

Therefore, let me close by saying that we can win elections without exaggerating our problems. We can do so by offering credible service and well thought out solutions.

We can win elections without disrobing our country before the global community.

We can do so by valorising Nigeria’s possibilities and not by widening her fault lines.

Elections and Democracy must represent for us a feast of ideas and choices that bring out the best of us and the best of our country.

FG Challenges Its Contractors On Quick Delivery Of Road Projects Going On Across The Country

 In its quest to improve the socio- economic lives of its citizenry and the nation the Federal Government has challenged its contractors handling federal road projects across the country on quick delivery before the end of its tenure.

The Honourable Minister of State for Works and Housing,Hon. Umar Ibrahim EL – Yakubu stated this while inspecting the Dualization of Kano – Maiduguri Road Section 1, covering Kano – Wudil – Shuarin awarded to Messrs Dantata and Sawoe Construction Co, Nigeria Limited since 2006.

El-Yakubu said that on the part of  government, it will continue to  push and support  speedy completion and commissioning of all roads nearing completion before the end of the President Muhammadu Buhari led administration.

“On our part, we will continue to push you to ensure quick delivery.  We want to be able to commission this project before the end of this year.  I don’t know why you are mentioning next year. We don’t have many months left to commission this project, and I am sure putting in the right resources after the rainy season , you will be able to meet up,” he said.

The Minister of State noted that all road contracts are being awarded to competent and capable contractors and so there is no reason why you can’t  deliver on time as funding which might be the challenge has been addressed by the Government of President Muhammdu Buhari by providing alternative funding schemes apart from the yearly budgetary allocation.

“You have I suppose the capacity and competence to do the job. I believe you can do better so you need to challenge yourself but if you hadn’t the competence and the capacity, that’s a different thing but you do. So it is a matter of harnessing those potentials and leveraging on the resources at your disposal,” EL-Yakub said.

EL-Yakub also disclosed that the project has taken too long but the commitment of the present administration to deliver on road infrastructure because of the recognition of its importance to lives and livelihood in job creation and national development, the road needs to be completed and delivered.

“We want to complete this project, it has taken too long, Nigerians have been patient but thank God for the administration of President Muhammadu Buhari that has commitment to delivering road infrastructure because of the recognition of what it does to lives and livelihood of Nigerians.  You know every side of it creates job and we need those jobs both direct and indirect,” he said.

The Minister admonished all contractors to be engaging the youths more especially the graduates to be given  proper training on construction sites for them to have practical knowledge of what they studied in the universities and higher institutions in order to ensure competent personnels and technicians in the construction industry.  He added that more Nigerians should be allowed to participate in construction companies be it foreign or Nigerian owned. 

He appreciated the contractor for the work done so far and encouraged them to increase their pace and achieve more before the end of the year.

Briefing the Honourable Minister of State earlier on the scope of work, the Engineer Representative on site, Engr. Hanish Kolayoka Sarjius explained that the 207.73 km road project was awarded in 2006 but has a set back because of lack of fund but since the project was placed under SUKUK, there has been an appreciable work done on the road.

He added that the flyovers 1 and 2 and river bridges 1, 2, and 3 have been completed and so the overall percentage completion work to date is 69.57% with a time lapse of 103.83%.

The Project Manager of Dantata and Sawoe Construction Company Nigeria Limited, Engr. Roy Hunushi appreciated the Federal Government for awarding the contract to them, saying that the project would be delivered and that they were working in line with the laid down procedures.

He requested for the release of fund to enable them deliver the project as scheduled though the rainy season has delayed the pace of work on site.

Road Infrastructure, Catalyst to the Nation's Economic, Social, and Environmental Development – Fashola

The Honourable Minister of Works and Housing, Babatunde Raji Fashola, SAN said that road infrastructure promotes the nation’s economic, social and environmental development which has necessitated increased investment in road infrastructure by the government of President Muhammadu Buhari.

The Honourable Minister disclosed that while delivering his keynote address at the National Council of Works meeting at Bristol Palace Hotel in Kano, Kano State with the theme, “Infrastructure, The Season of Completion.”

Fashola reiterated that the theme of this year’s council is timely as it provides the opportunity for the Council to put policy framework that would create enabling environment to complete several road projects initiated by the administration of Mr. President as he completes his second tenure in 2023.

‘’The theme is timely as it provides the opportunity for the Council to put policy framework that would create enabling environment to complete several road projects initiated by the administration of Mr. President as he completes his second tenure in 2023. It is pertinent to note that the effects of road infrastructure on economic development, productivity and growth cannot be over -emphasized due to its impact at National, State and Local government levels,” he said.

The Minister disclosed that the success of the Nigerian government in providing road infrastructure will not be measured by the amount of funds invested but by the extent to which road infrastructure contributes to the nation's economic, social, and environmental goals.

Fashola noted that road infrastructure investment should be viewed as a means to an end and not an end itself.

“It is important to note the increased investments in road infrastructure which is evident by the number of completed roads and   the need to manage such investments sustainably.

The Minister revealed that the anticipated benefits of the investments in the road sector cannot be achieved without timely completion of the road projects as the theme of this year’s Council on Works reflects.

He noted that the administration of President Muhammadu Buhari awarded several new road projects in addition to the inherited ones of which many have been completed and commissioned across the six Geo-Political Zones of the Federation while others are yet to be completed.

Fashola disclosed that  the investments of the Federal Government in road transport infrastructure has continued to impact positively on communities across the country as President Muhammadu Buhari commissioned the first phase of roads in the following locations: Sokoto-Tambuwal-Jega-Kontagora-Makera Road, the Vandeikya- Obudu Cattle Ranch Road, the Nnewe-Oduma Road, the Kano- Maiduguri Road Section III (Azare-Potiskum) and the  Kano-Maiduguri Road, Section II (Shuwarin-Azare) connecting Jigawa and Bauchi States in the last quarter of 2021.

“The Federal Government also commissioned the second phase of road projects in 2022 which include: Efon-Alaaye Erinmo – Iwaraja Road in Ekiti and Osun States; Isoko Ring Road in Delta State, Hadejia – Nguru Road Phase II, Kirikasama – Nguru in Jigawa State; Gombe – Numan – Yola Road Phase II (Gombe – Kaltungo) in Gombe State; Nguru – Gashua – Bayamari Road Sections I & II, Phases I & II in Yobe State; and Lafia – Obi – Awe – Tunga Road in Nasarawa State,” he said.

The Minister noted that significant progress was recorded in road development in the year under review in line with the Ministerial Mandates set for the Ministry through the execution of many road projects spanning over 13,000km of roads and bridges nationwide and urged states and other stakeholders to compliment the efforts of the Federal Government in the development of road infrastructure in Nigeria.

He urged that we must maintain the infrastructure we build to preserve their live span and get the best value for the money spent on them.

He highlighted alternative funding options initiated by the present administration to tackle critical roads across the nation apart from the ministry’s budgetary allocation such as: Presidential Infrastructure Development Fund; SUKUK fund; Road Infrastructure Tax Credit Scheme (RITCS); Multi-lateral loans/grants; Collaboration with other Government Agencies e.g The North East-Development Commission.

He urged the delegates to contribute meaningfully during the Council deliberations bearing in mind that their recommendations will have far reaching impact on Nation building that will help the highways to become safer and more comfortable for all and serve as means of sustained economic growth and development of our nation.

He also noted that the nation’s economy will be revamped and sustained through continuous and deliberate actions of government at all levels in completing all on-going projects.

He expressed his heart felt gratitude to the Kano State Government for accepting to play host of this year’s National Council on Works comprising all other states and other stakeholders, he thanked the governor immensely for that.

During his opening address at the Council meeting, the Governor of Kano State, Dr. Abdullahi Umar Ganduje thanked the Federal Government for the provision of various intervention infrastructure projects across the state looking forward for more of such interventions such as: the replacement of road intersections with flyovers particularly at various junctions connecting the ongoing Western Bypass Road and other road and housing infrastructure in the state.

Governor Ganduje noted that before the coming into power of the present administration, many Federal highway projects in the state were abandoned, but now they are receiving commendable attention from the Federal Government.

He thanked the Minister for accepting to host the Council meeting in Kano and assured all delegates maximum security and safety during their stay in Kano State.

While delivering his address, the Chairman House Committee on Works, Hon. Abdullahi Kabir Abubakar stated that this year’s theme “Infrastructure, the Season of Completion” is suitable and well timed because this is indeed a season of projects completion and commissioning in the life of this administration as it is determined to complete as many projects as possible, the projects it inherited and the projects it initiated are highly commendable.

He commended the administration for introducing many interventions such as: SUKUK, Highway Development and Management Initiative (HDMI) and the TAX CREDIT SCHEME to compliment the Ministry’s budget in providing funds to develop over 1000 contracts covering over 13,000km of roads across the nation.

Hon. Abubakar appealed to state governments, private organizations and government agencies to support the federal government in the area of compensation to local communities because delay by state governors to compensate the local communities for the Right of Way delays speedy completion of road projects.

The Kano State Commissioner for Works and Infrastructural Development, Engr. Idris Wada Saleh welcomed the delegates to the 28th Meeting of the National Council on Works and expressed gratitude to the Honurable Minister of Works and Housing, His Excellency, Babatunde Raji Fashola, SAN and His Excellency, The Executive Governor of Kano State for accepting to host this year’s Council on Works and providing the enabling environment for the event in the beautiful city of Kano “The center of Commerce” and wished all delegates fruitful deliberation and a peaceful stay .

During his closing remarks, the Honourable Minister of State for Works and Housing, Hon. Umar Ibrahim El-Yakubu opined that the recommendations made at this meeting will re-enforce our resolve to complete and deliver more infrastructure that will not only have far reaching impact on the socio-economic well-being of the citizenry but also generate employment and stimulate economic growth.

Hon. El-Yakub thanked the government and people   of Kano state for taking the responsibility of hosting the meeting.  He expressed profound gratitude to all delegates from the states, regulatory and professional bodies for their tireless efforts in making the Council a memorable and successful event.

Ladies and gentlemen

2.    I am pleased to welcome you to the 28th Meeting of the National Council on Works holding in Kano, Kano State which incidentally is also my home state. As you are aware, the theme for this year’s National Council Meeting is “Infrastructure, the Season of Completion”. The theme is apt and timely, considering the push by all governments at this point to complete and commission most of its roads and bridge projects initiated and/or inherited.

3.     Accordingly In order to ensure that the target of completing and commissioning of these projects is achieved, it has become necessary for all stakeholders to consider and provide creative and contemporary ideas and policy suggestions that will support the attainment of the above target. You may recall that a few weeks ago the National Council on Housing was also held in Sokoto where far reaching decisions were taken on sustainable development in the housing sector especially with a view to the provision of social housing and other related matters.

4. I must at this juncture thank our esteemed host, the Governor of Kano State, His Excellency Dr. Abdullahi Umar Ganduje, OFR (Khadimul Islam) and the good people of Kano State for the gesture of receiving us to deliberate on this crucial theme that was carefully chosen to ensure that the massive spending of public funds by governments at all levels in Highways and other roads infrastructure to ensure smooth mobility and access is duly accounted for through completed and commissioned road infrastructure across the country. It is of special note that the Kano State Government under his able stewardship has brought tremendous developments in the road sector that are worthy of emulation.

5 The Meeting is therefore significant as it will afford stakeholders the desired opportunities to identify some of the challenges in the highways and related sectors that could militate against successful completion and commissioning of roads in the country as this Administration winds up and to discuss strategies and possible practical solutions towards addressing them.

6. We are required to have the objectives of the National Development Plan 2021 - 2025 in mind as we look at ways of ensuring that road projects are completed and commissioned in order to galvanize national growth and sustainability. I am aware that our directors and other executives in the road sector have spent the last two days discussing these issue and these should form the basis for our discussions and our recommendations for the consideration of the council. Our recommendations should focus on restoring economic growth, the ease of doing business, local content utilization, investing in our people and creating a competitive economy through the availability of good and completed road network across the country.  

7. Distinguished delegates and officials, the timing of this meeting, therefore, is very auspicious as it affords us the opportunity to think through and make necessary arrangements as well as take critical steps to ensure that road infrastructure projects are completed, commissioned as well as maintained throughout their lifespan. This will also ensure that money spent on roads and bridges impacts on the Nigerian economy and the citizens positively.

8. Finally, Let me take this opportunity to thank all those other officials and experts who have made this council meeting a success especially the Hon Comm Kánó State Ministry of Works and Infrastructure, the Permanent Secretary, Directors from the FMWH and other Federal and State MDAs, Our Dev Parners, the Local Organizing Committee, the Press and Security Agencies.
