FEDERAL MINISTRY OF WORKS ADOPTS FUNDING PRIORITIZATION FRAMEWORK ON NNPCL INHERITED TAX CREDIT PROJECTS NATIONWIDE.
-PROMOTES NIGERIA FIRST POLICY, SAYS CONTRACTS BELOW ₦20 BILLION TO BE DONE BY INDIGENOUS CONTRACTORS

As part of strategic plans towards sustainability in project funding and execution and in pursuance of the directive of the President of the Federal Republic of Nigeria, His Excellency, Bola Ahmed Tinubu, GCFR on strategic and systematic funding of inherited NNPCL funded projects, the Federal Ministry of Works has adopted funding prioritization framework to ensure the continued execution of road projects hitherto funded by Nigerian National Petroleum Company Ltd (NNPCL) under the Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme. The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON made this disclosure during his inspection visit to the ongoing dualization of the East-West Road (Section IIIA) from Eleme Junction, Port Harcourt to Onne Junction in Rivers State handled by Messrs RCC Nig Ltd dated 9th September 2025.

Speaking during his visit, the Honourable Minister stated that the Federal Ministry of Works had compiled all the NNPCL inherited Tax Credit projects for strategic priority funding, noting that the most critical projects within the national economic corridor would receive precedence in the hierarchy of prioritization. “We are inspecting projects of federal government in Rivers State, and this particular one is the dualization of Eleme Junction to Onne Port Junction by RCC. Recall that one carriageway was completed and commissioned, even though there are a few things we ordered afresh like the retaining wall and hanging drainage. For the second carriageway with some bridges and flyovers, work has started on it. Let me say that this is part of the NNPC Tax Credit that has been stopped in terms of funding by NNPC. But graciously, we have compiled all the NNPC inherited Tax Credit projects, and we presented as Ministry of Works to Mr. President. And Mr. President has graciously directed that none of such works should stop now. However, as Ministry, we are going to do prioritization of the projects and look at the most critical of these projects within the national economic corridor like this one. And we are going to put it forward for immediate funding because the President directed that none of such projects should stop now.”

He admonished contractors handling road projects under the Federal Ministry of Works to ensure speed, quality, compliance with specification and sustainability in project delivery and cautioned that the attention of the anti-graft agencies would be called to any case of violation of the regulations or terms and conditions set out under the contract of every project handled by the Federal Ministry of Works. He stated, “I have also noticed in some of the projects in Rivers State, and same with the Six Geo-Political zones, that contractors go ahead to put stone base and put binder course of asphalt, sometimes over 20 kilometres and leave the binder unprotected without putting wearing course. The binder is like a reinforcement to the road architecture. The wearing is the sealant that doesn't allow water to go beyond the surface. And so when you now put stone base, which has dust as designed, and you put binder, which is like a reinforcement, and you see that the composition of the binder asphalt has bigger stones, and it has holes, so the water penetrates. The moment it gets to the stone base, which has some dust, the road fails. It may technically look safe, but with time, it will definitely fail. And we've seen it in a number of roads we inspected. And what I've directed the Controller to do, and it's going to be nationwide, is that when you are putting binder and you have left it for more than two months, we are going to redo the certificate and remove all the binder and remove the stone base.” He directed that henceforth any project below the contract sum of ₦20 Billion would not be given to expatriate firms, and this he said is part of measures to promote the Nigeria First policy of Federal Government of Nigeria.

He commended the construction company handling the Eleme - Onne project, Reynolds Construction Company (RCC) for the quality of work so far done and for working on the project despite the fact that NNPCL has stopped funding the project, but frowned at the slow pace of work which they said was affected by the rainy season. He restated that 15th December 2025 remains the agreed deadline for the project’s completion with no extension or Variation of Price (VoP) allowed. “On this project of Eleme Junction, the quality of the work is excellent. The pace of the work is totally not acceptable. And let me make it very, very clear to the contractor that this project can never be reviewed by a kobo. Neither can there be any variation of price or any other claims.” He expressed dismay over the destructive habit of packing heavy duty vehicles on the road by drivers and warned that forthwith punitive measures would be taken against such perpetrators. “Our roads are not designed to carry these heavy trailers that are parking on the road. And the press should help us on that. When I was coming yesterday all the way from Aba to here, I saw that the trailers are taking over the entire roads, putting their waste, destroying the pavements, and so on and so forth. So I'm going to write to our dear Governors to see what they could help us to do about it, and will also complain to the Inspector General of Police. Let us see what we can do about it. Mr. President is doing everything possible to right the wrongs in terms of road construction. We are doing quality roads now that are going to last from 50 to 100 years. But it's being destroyed by ourselves.”

Earlier, the Federal Controller of Works in River State, Engr. Enwereama Tarilade (Mrs.) said the contractor handling Eleme- Onne road had completed the 15km Eket bound on the right carriageway and had moved to the left carriageway which is Port Harcourt bound for which 1km stretch had already been done on Continuously Reinforced Concrete Pavement (CRCP). 

Projects visited by the Honourable Minister include, the rehabilitation of Enugu – Port Harcourt, Abia/Rivers State, contract No: 6252 being handled by China Civil Engineering Construction Company Limited (CCECC), the upgrading of the 15km section of the East-West Road (Section 111A) from Port Harcourt (Eleme Junction) to Onne junction in Rivers State, contract No: 701 being handled by Messrs. RCC Nig. Ltd and multiple sections of the Enugu-Port Harcourt Expressway, including the sections handled by Arab Contractors and China Civil Engineering Construction Company Limited (CCECC).

JULIUS BERGER PLC URGED NOT TO RENEGE ON THEIR COMMITMENT TOWARDS COMPLETING THE REHABILITATION OF THE 82 KM SECTION II OF ABUJA-KADUNA- ZARIA- KANO ROAD.  - AS THE WORKS MINISTER, SEN. UMAHI CHARGES THE NEW MANAGING DIRECTOR OF JB PLC TO BRACE UP FOR A REALISTIC CONTRACT PRICING IN DEFERENCE TO NATIONAL ECONOMIC RECOVERY PLANS. The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON has for the umpteenth time called on Julius Berger Plc. to show corporate patriotism by accepting the Federal Government’s approved reviewed total contract sum of ₦740, 797,204,713.25 (Seven Hundred and Forty Billion, Seven Hundred and Ninety-Seven Million, Two Hundred and Four Thousand, Seven Hundred and Thirteen Naira, Twenty Five Kobo for the completion of the rehabilitation of the 82 km section II of the Abuja-Kaduna-Zaria-Kano road, contract No.6350. This call was made during the courtesy visit of the new Managing Director of Julius Berger Plc, Dr. Pier Lubasch, who was accompanied by the outgoing Managing Director, Dr. Lars Richter at his office, Federal Ministry of Works Headquarters, Mabushi Abuja on 22nd October 2024. He lamented that the delay in mobilizing to the site despite the approved funds by the Federal Executive Council is causing untold hardship to the road users and that the Federal Government is at the receiving end of the situation.   In the Honourable Minister’s Words “So if Berger is not doing it, then let's have other people to do the job and within the time that we can control price. We've had more than 20 letters from Berger on this. It is a ping pong game from Julius Berger. The prices rose from ₦710 billion to ₦740 billion because of these delays. And if we continue the delays, it is the problem of the Ministry of Works.” The Honourable Minster expressed dismay that Julius Berger Plc, which has had years of patronage by Federal Government and sub-national governments, is not  realistic in the contract pricing, especially at this time of Nigeria’s economic challenges. He therefore urged the contractor to within 7 days accept or reject the approved reviewed contract sum for the completion of the rehabilitation of  section II of the Abuja-Kaduna-Zaria-Kano road or face contract determination as Federal Government cannot be held to ransom by the desire for unrealistic pricing and augmentation by contractors.  He said, “This offer is not subject to any condition. It's not subject to any condition that is being dished out here. It's taken as given after more than 14 months. I'm sorry, I have to sound this way because there must be an end to negotiation. If anybody says there shouldn't be an end to negotiation, then that person is not a business person. If you have negotiated for 14 months without any result, you should terminate the negotiation.” While welcoming the new Managing Director of Julius Berger Plc, the Honourable Minister reiterated the need for construction companies working with the Federal Ministry of Works to prepare to make sacrifices in terms of value for money and realistic contract pricing, so as to encourage the much needed road infrastructure revolution for the nation’s economic transformation which is a cardinal agenda of the Renewed Hope administration of the President of the Federal Republic of Nigeria, His Excellency, President Bola Ahmed Tinubu, GCFR He said, “already a number of Berger projects have been terminated because the site has been abandoned. And we needed to do something about it because Nigerians are suffering. Nigerians are crying, and they are insulting the President. We cannot allow that to be happening.” The new Managing Director promised to revert as soon as possible on the issues sought to be addressed and hoped that consensus would be reached for the project to take off without further delay. The outgoing Managing Director, however, noted that the essence of the courtesy call to the Honourable Minister of Works was to introduce the new Managing Director of the company.   ...

UMAHI FORMALLY FLAGS OFF REHABILITATION WORKS ON SECTION I OF THE ABUJA - KANO DUAL CARRIAGEWAY  One of the key areas of focus under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR is the construction, reconstruction and rehabilitation of road infrastructure to enhance economic growth and social development. One such road projects is the Abuja - Kaduna Dual Carriageway, which has been under construction for many years. The economic importance of this road cannot be over emphasised, as it links the Federal Capital, Abuja to the Northern part of the country, as well as facilitate the movement of people, goods and services. To this end, the Honourable Minister of Works, His Excellency, Sen. (Engr.) Nweze David UMAHI, CON, FNSE, FNATE officially flags off the rehabilitation works on the Abuja - Kaduna road on Thursday, 17th October, 2024. Speaking at the epoch-making event, the Minister stated that the road project is in three sections: Abuja - Kaduna (Section I), Kaduna - Zaria (Section II) and Zaria - Kano (Section III). The Zaria - Kano section is substantially completed with about 17 kilometres remaining and has recently been expanded by about 5.3 kilometres to the Malam Aminu Kano International Airport, Kano with solar street lightings. This is being handled by BUA (Nig.) Plc. The Kaduna - Zaria section is being handled by Messrs Julius Berger (Nig.) Plc.  However, due to the slow pace of work on Section I, Engr. Umahi admonished the original contractor, Messrs Julius Berger (Nig.) Plc to stop playing games and pushing the Administration around but concentrate on delivering the project according to the reviewed contract sum of N740 billion, insisting that no further review would be entertained.  The Minister further disclosed that if Messrs Julius Berger (Nig.) Plc are not willing to continue with the project at the agreed amount, they may as well come out plain, as the Ministry is ready to do it on concrete, while maintaining the same quality with that of the Lagos – Calabar Coastal Highway or the Apapa - Oworonshoki Expressway, which is built to last for between 50 - 100 years. Engr. Umahi also maintained that President Bola Ahmed Tinubu, GCFR has directed two prompt actions to be taken on the road to ease the plight of road users: palliative works to be effected on the failed portions, and the contractor have since mobilised to site and is expected to finish by the middle of November, as well as its total rehabilitation.  “When completed, you can travel from here to Kaduna with your eyes closed," he humorously remarked. A portion of Section I of the road is awarded to Messrs Dangote Industries Plc, who sub- contracted it to Messrs Hitech (Nig.). The Minister, while flagging off the project, appealed to them to commence the work in three sections and, most importantly from the end where the road is critically bad. He commended the infrastructural initiative of Mr. President, stating that infrastructure, nationwide, was in a terrible state of decay on his assumption of office.  In his welcome address, the Director, Highways, Construction and Rehabilitation, Engr. Umar Bakare, disclosed that the original contract was awarded to Julius Berger PLC. in 2018 and was divided into three (3) sections for ease of construction.  Section II is substantially completed, while Section III is at an advanced stage of completion but Section I is only about 27% completed. Due to the importance of the road as a major link to the FCT and its economic importance to the country, it has become imperative to fast track the completion of the outstanding sections of the Dual Carriageway.  Engr. Bakare also informed that the length of the project is 38 kilometres (dual) within the Section I of the original contract. The scope of work consists of scarification, pulverization and compaction of the existing distressed pavement as sub- base. Provision of new stone- based to be stabilised with cement (3%) and provision of CRCP (continuously reinforced concrete pavement) on both the carriageway and the shoulders.  It also includes the provision of hydraulic structures (culverts, lined drains etc.) The amount for the contact is N145. 8 billion and it is expected to be completed within fourteen (14) months. The financing model is under the Tax Credit Scheme of the Federal Government of Nigeria. Speaking at the ceremony, the representative of Dangote Group, Alh. Bukar Abba, thanked the Federal Government and, particularly the Minister for the confidence reposed in the Dangote Industries Ltd., while assuring that they would align very well with the project’s specifications and the proposed completion period. The Deputy Chief Whip of the Senate, Sen. Onyekachi Nwebonyi and  His Excellency, Sen. Adamu Aliero were full of praises for the Administration for coming to the aid of road users, while urging the contractor to deliver according to specifications, as well as the dateline.   FG SET TO IMPLEMENT CASHLESS TOLLING SYSTEM FOR ABUJA-KEFFI EXPRESSWAY AND DUALIZATION OF KEFFI-AKWANGA-MARKURDI ROAD, INAUGURATES COMMITTEE FOR IMPLEMENTATION FRAMEWORK. As part of measures of the Renewed Hope administration to revolutionize road infrastructure development and stimulate economic growth, the Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi CON has inaugurated a committee on the implementation of Cashless Tolling System for Abuja-Keffi Expressway and Dualization of Keffi-Akwanga-Markurdi road. Speaking during the inauguration ceremony held at the Ministry’s headquarters, Mabushi, Abuja on 17th October 2024, the Honourable Minister of Works stated that the cashless tolling system was a strategic programme under the Highway Development and Management Initiative aimed at promoting strong and sustainable transportation ecosystem. He said “This is one of the cardinal strategies of President Bola Ahmed Tinubu towards realizing the desires of our people in the road sector development. Recall that a point of Keffi-Akwanga-Markurdi was done on EPC + F, and funded up to 85% by China Exim Bank, and the Federal Government paid 15% counterpart funding and the job was executed satisfactorily by China Harbour Ltd.  Part of the agreement is that they will toll the road and then recoup the money for the Federal Government to pay back the loan segment of the project.   Inaugurating the committee, the Honourable Minister  commended very highly the President of Nigeria, His Excellency, President Bola Ahmed Tinubu, GCFR for the vast strategic economic recovery initiatives of the Renewed Hope administration, and expressed hope that the committee would leverage on ideals  of the Terms Of Reference handed to them to develop a robust implementation Master plan that would lead to the realization of the economic and social objectives of the Highway Development and Management Initiative which is institutionalized to ensure sustainable private sector investment and to improve the quality and quantity of the road assets in Nigeria with a view to propelling rapid economic development. He tasked the committee on the Terms Of Reference which among other things are to develop the cashless tolling system implementation framework, make appropriate recommendation as to the potentials of relief stations and good physical environment along the corridors and profer practical solution to the challenges of implementing cashless toll collection in Nigerian environment. He said “We must also, as part of the assignment, develop relief stations. Relief stations is what you see in overseas' expressways, where you have a lot of stations where you have a supermarket, you have a small clinic, you have also security outfits, and a number of other facilities, including parks, wheel lorries, and vehicles park, and tow vans. The idea of Mr. President is that we should have a maximum of 10 minutes of response time on our Highways, meaning that in the full development of this route, part of the assignment will be how we can install CCTV cameras, and also have solar light all through the entire route of the project. And so, we will be able to put security on our roads, and then we have a station at the relief center, where they will stay and watch the vehicles, so that within 10 minutes of any incident along the route, the security people will be able to be there within 10 minutes response time. This is the idea of Mr. President, and for our major highways.”   Earlier in her welcome remarks, the Head PPP Unit, Federal Ministry of Works, Mrs. Ugwu-Chima Nnennaya stated that the inauguration was part of the statutory responsibilities of the Federal Ministry of Works which has the mandate to attract private sector funding for the development and management of Federal road network through the Highways Development and Management Initiative (HDMI). She said, "The HDMI is expected to, among others, bring order, accountability, and profitable entrepreneurship to the operations, management, and maintenance of Federal Highways. This is consistent with the provisions of the ICRC Establishment Act 2005; National Policy on Public-Private Partnership (“N4P”); Federal Roads and Bridges Tolling Policy of August 2021 and Federal Highways Act CAP. 135, 1971, which grants the Honourable Minister of Works the power to administer Tolls on Federal Highways." In her acceptance speech on behalf of the committee on the implementation of Cashless Tolling System, the Chairman of the committee thanked the Honourable Ministry of Works for the opportunity to serve the nation in that capacity. She noted the scope of the assignment, which she said was onerous and assured of profound commitment of the committee to the assignment given to them. She said, "We thank you, Honourable Minister, for giving us this opportunity to serve our nation. As we all know, infrastructure is the root for development, and amongst the sectors of infrastructure, transportation is one of the most important sectors. Without transportation, things would slow down, and we need to open up roads everywhere as we all know that, particularly in Nigeria, transportation is one of the main means of movement for people, goods, animals and everything. So, it's a sector that is very important in the development of a nation. I would like to thank the Ministry of Works for giving us the opportunity to serve, and we will do our very best to make sure that we contribute to the success of this project." The committee which comprises  members drawn from the Federal Ministries of Works, Finance, Budget and National Planning, Justice as well as Infrastructure Concession Regulatory Commission (ICRC) has the Head, PPP Federal Ministry of Finance, Haj. Jummai Katagum and the Head PPP Unit, Federal Ministry of Works,  Mrs. Ugwu-Chima Nnennaya as Chairman and Secretary, respectively. The committee has within two (2) weeks to submit its report. ...

FG Scales Up Infrastructure Development in Tertiary Institutions

Hands Over 1.1km road to Fed. Poly Ukana-Uyo

76 Tertiary Institutions to benefit

The administration of President  Muhammadu Buhari has again lived up to its campaign promise of bridging the infrastructural gaps in the country by providing accessible roads network in tertiary institutions across the six geopolitical zones.

That was evident as a fully rehabilitated and constructed 1.1 kilometre road at the Federal Polytecnic Ukana-Uyo in Awka Ibom State executed by the Federal Ministry of Works and Housing was commissioned and handed over to the institution on Tuesday,  March 29,2022 by the Honourable Minister of Works and Housing,Mr.Babatunde Raji Fashola, SAN.

Represented at  the  ceremony by the Federal Controller Works in Akwa Ibom State, Engr.Gabriel Akinwande  said, " The gap of our infrastructure needs is steadily being bridged by a gradual process of repairs,  renewal and construction on major highways  and it has reached the schools."

Fashola described the construction of internal roads at various campuses as a deliberate step by government to positively impact on the quality of education as well as create a conducive learning environment for renewed enthusiasm with regards to attending classes by students.

 '' We have successfully intervened in the internal road networks of 46 tertiary institutions and have handed over 29 as at 2021.We now have another 17 ready to be handed over with about 30 more roads in similar institutions across the country receiving attention of the Buhari-led administration," he added.

Earlier in his opening remarks, the Rector of the Federal Polytecnic Ukana, 
Akwa Ibom  State, Dr. Udak Ukekpe appreciated President Muhammadu Buhari for his interest in enhancing education in the country through the provision of logistics like the construction of internal road network in tertiary institutions.

He added that the road rehabilitation was timely and will add great value to the students and other road users in the campus, noting that the action of the Federal Government will also go a long way in addressing the infrastructural deficit in the institution.

Dr. Ukekpe pleaded with the Minister of Works and Housing, Babatunde Raji Fashola, SAN  to further assist the institution in the remaining 3.1km road  left to be covered.

In an Interview, the Vice President of the Students Union Government (SUG) Ms. Blessing Mbonisa said the construction of the road had made the school opened to everyone and that it has boosted the morale of the students academics.

A lecturer, the coordinator of Mechanical Engineering Department, Engineer Emabong Etieakpan, while appreciating the Minister, pointed out that the road has been helpful to both staff and students most especially the motorists and those walking in and out of the school.

“There was no road in this place before. It was a busy area that nobody can access, but now, with the road construction, students can now easily go to their lecture rooms without flood which was not like that before."

The event was well attended by students, staff and board of directors of the school as well as the traditional leader of Ukana West in person of His Royal Highness Okuku Sylvanus Obot Ekanem.

Remarks by The Honourable Minister of Works and Housing, Mr. Babatunde Fashola, SAN Represented by Zonal Director Highways (C&R), Engr. Wasiu Adetayo at The Commissioning and Handover Ceremony on Saturday 18th June, 2022 at Birniwa, Jigawa State

On behalf of the Federal Government of Nigeria and President Muhammadu Buhari, I bring good tidings to the peoples and Government of Jigawa State, who will be impacted by the Hadeijia-Nguru Road, that our President will hand over today.

My principal message to you all is that this is the first of the second phase of project Completion and Handovers our country will be witnessing as we progress further in this season of completion and impact which started in the last quarter of 2021.

In this second phase of completion Mr. President has also approved that Ministers from the various States where projects have been completed should represent him to perform the handover formalities.

The other handing over formalities that will follow these formalities Jigawa will be in:

a) Delta for Isoko Ring Road Section II covering Aviara – Uzere.

b) Yobe for Section II and Phase I of the Nguru – Gashua – Bayamari Road covering Gashua to Bayamari; Section I, Phase II covering Nguru to Gashua.

c) Nasarawa for Lafia – Obi – Awe – Tunga Road.

d) Gombe for Phase II of the Gombe – Numan –Yola Road covering Gombe – Kaltungo.

These projects represent major investment in road Transport infrastructure, which is a commitment of the Buhari administration as a driver for economic growth and prosperity.

They are visible and incontrovertible Assets in proof of what Nigeria’s resources are invested in, from a combination of our earned resources, and borrowings.

This occasion affords the opportunity to restate that in addition to other innovative sources of funding, our Budgetary provisions are also being diligently applied to complete projects such as these.

I want to express deep gratitude to the Ministry of Finance, and the members of the National Assembly, especially the Chairmen of the Senate and House Committees on Works in the 8th and 9th Assembly for their support.

To our staff and contractors who have worked very hard to bring these projects to conclusion I also say thank you, as I cannot fail to acknowledge the cooperation of the host communities where these projects pass through or are hosted.

I hold them out as examples of what peace can achieve, and the investments that collaboration and some sacrifice can deliver if we embrace partnership with Government.

Ladies and Gentlemen, none of these would have been possible without the support of Ministers in the Federal Executive Council during debates over the projects.

To all Ministers in the first term and this current term, I express gratitude on behalf of the Ministry of Works and Housing for your support.

To the President and Vice President who preside for long hours over the Council meetings, your leadership is now bearing fruits and the evidence of change is now manifesting.

Ekiti/Osun, Delta, Gombe, Yobe, and Nasarawa among several other States bearing witness and there is more to come.
